ENTRY PROCEDURES

All horses intending to show in any division or class must pay the appropriate nomination fee and stall fee by the closing date of entries. Entries received with payment after the close of entries but before Monday of each show week will pay a $50.00 late fee. All entries received at the show will pay a $100.00 late fee.

DECLARATIONS

Declarations must be made on the appropriate form in the Show Office by 5 pm the day before for regular classes and as posted in Special class descriptions. There are no same day adds.

Sacramento International Young Horse Championships

This section is only at Sacramento International World Cup Week The purpose of the Jumper Suitability division is threefold. First, it will create a division that will assist breeders who are producing young jumper prospects by providing them with a venue to showcase their young horses (4-7 years old) that are best suited for the jumper divisions. Second, jumper suitability will assist trainers by providing a goal for their clients' young horses and encourage clients to continue their horses' training. Finally, jumper suitability will enable horse shows to offer jumper divisions for horses that may not otherwise compete. Jumper rounds will be scored on a scale from 0-100 and all qualifying classes will be held under Table 2. Scores will be accumulated throughout the year (top 20 scores per year, per horse to count) with top 30 scoring horses in each age group qualifying for the Finals. Horses will be judged on performance, soundness, ride ability, scope and general suitability and likelihood of becoming a Grand Prix prospect. Each classic will have a designated first-round class in which the last class of each division will be the designated class for the first round score of the classic. Exhibitors must enter the classic prior to the start of the first round class. Scratches are not permitted after the first round class has begun. Horses must have entered, shown, and completed the course in at least two of the respective hunter division classes over fences at this show. To be judged on performance and soundness, suitability and manners to count. To be scored under the open numerical judging system. To be shown over a course of approximately 10 jumps of height designated by qualifying division. The twelve horses with the highest scores from the first round will return to jump a second round over a different course. Sacramento International Horse Show/ NorCal Equitation Championship Sacramento International Welcome Week only Entry Fee - $75 per rider (1) The SIHS/NorCal Equitation Championship is open to junior and amateur members of USEF or Equine Canada that have placed in the top 8 in an equitation class in which the fence height is at least 3’3”. (2) Three riders must be entered and compete for the class to run. (3) The same horse must be used in all phases of the event. No Exceptions. (4) Only one rider per horse, unless the judge requests a change. (5) Classes to be judged in accordance with the current USEF standards for equitation. (6) No trainers will be allowed to walk the course in any phase of this competition. In addition trainers will not be allowed in the warm up area for the jumper phase or during the third phase of competition. (7) Only running martingales used in the conventional manner is permitted in the Jumper Phase. Boots and conservative colored bandages are permitted in both phases. (8) Jumps in all three phases will be set at 3’ 3”. (9) Horses will be eliminated after two refusals in any phase of the competition.

The Competition Three Phase Competition. Riders must compete in all phases in order for the overall score to count. (1) Hunter Phase - To be shown over a minimum of 8 jumps at 3’3”. The course to be a straight forward hunter course consisting of natural jumps, including a combination, hunter lines, and a long approach to a single jump. (2) Jumper Phase - The course should be of the type, typically used in a High Junior Jumper competition. To be shown over a minimum of 10 jumps at (3’3”). A minimum of two double or one triple combination are required. There must be at least two changes of direction after the first fence. A Time Allowed will be used based on a speed of 360 yards per minute. The judge will give a numerical score for each competitor’s round. The announcer will announce the judge’s numerical score and then deduct time faults as follows: one point for each commenced second over the Time Allowed. (3) Each phase to be conducted under their own specifications and pinned separately, as well as an overall placing. (a) Both Hunter & Jumper Phases to be scored under the numerical system. Scores from each phase will be added together to determine the overall winner. In the event of a tie for any placing, the jumper score will break the tie. (b) Scores from the first phase will determine the order of go in the second phase. The highest scores will return last; riders may volunteer to move up in the order. (c) One or more judges may be used in any combination. The order of go for the Jumper Phase will be in reverse order of the Hunter Phase with the winner of the Hunter Phase competing last. An audible tone will be used to start competitors. A Time Allowed based on a speed of 360 yards per minute will be applied. The score will be announced. Time Faults, if any, for exceeding the Time Allowed will be deducted from the judges’ original score, with one point being deducted for each commenced second over the Time Allowed. (4) Third Phase - The scores from the Hunter & Jumper Phases will be added together to determine the four (4) riders who will participate in the Third Phase. The combined score will determine the order of go, with the highest scoring rider competing last. These four (4) riders will compete over a shorten course of 6 – 8 jumps. A score will be given by the judges in the Third Phase, but will not be announced until the conclusion of the class. Riders will be judged in the warm up area and given a score ranging from -2 to 2 added to the final score.

Team Championships will be held over three days. A. Day One – The First Individual Qualifying Class will be conducted under Table III. Fences to be set at 1.20m with spreads to 1.30m. Speed 350m/m. If a Rider is eliminated or retires from the round, he will receive 20 faults more than the competitor with the most penalties. B. Day Two – The Team Championship/Second Individual Qualifying Class is a two round Nation’s Cup format for the Team Championship which also serves as the Second Qualifying Class for the Individual Championship. Fences to be set at 1.20m with spreads to 1.30m. Speed 350m/m and conducted under Table II modified over two identical rounds, with a jump-off against the clock in case of equality of Teams for 1st, 2nd, and or 3rd place. If two jump-offs are required, the jump off for third place will take place before the jump-off for second and first place. In the case of a jump off, each team will select one rider to compete.The Team Championship is open to the top 25 horse rider combinations from the two qualifying rounds. Each team of four will discard their high score in each round. A team with three riders will have no discard score. The winning team will be the team with the lowest combined scores from the two rounds, or from the jump-off if a jump-off is required. C. Day Three – The Individual Championship will conclude with the Third Individual Qualifying Class . Fences to be set at 1.20m with spreads to 1.30m. Speed 350m/m. for each round and conducted under Table II modified over two different rounds with a jump-off against the clock in case of equality for 1st, 2nd and/or 3rd place. If two jump-offs are required, the jump off for third place will take place before the jump-off for second and first place. The top 25 placed horse/rider combinations based on the cumulative penalties from the First, and Second (both rounds) Individual Qualifying Classes, including ties for twenty fifth place are eligible to compete. If, for any reason, one or more of the qualified horse/rider combinations are unable to start, they will not be replaced. All horse/ rider combinations that complete Round A go forward to Round B. The Individual Champion is the horse/rider combination with the lowest cumulative score from the First and Second Individual Qualifying Classes and the two rounds of the Individual Championship (jump-off scores from the Team Championship will not be added in). Each course must have no fewer than 12 jumping efforts and either 2 doubles or one triple and one double combination.

ORDER OF GO

A. Team Championship - The starting order in the Team Championship will be according to a draw for the first round. In the second round the starting order will be according to the reverse order of penalties incurred in the first round. In the second round individuals will start before the teams. In the case of individuals or teams with equal penalties, the first round starting order will be retained. In the case of a jump-off, the starting order will revert to the starting order of the second round. B. Individual Final - The starting order for Round A will be the reverse order of total penalties incurred in the First and Second Individual Qualifying Classes. In the event of equality of penalties, the result of the First Qualifying Class will be the deciding factor for the starting order. The lowest placed qualified horse/rider combination will therefore start first. C. The starting order for Round B will follow the reverse order of the penalties incurred in the First and Second Individual Qualifying Classes. The horse/rider combination with the greatest number of penalties will start first; the horse/rider combination with the least penalties will start last. D. In the event of horse/rider combinations with equal penalties after Round B, there will be one jumpoff against the clock. The Starting Order will be the same order used for round B.

2. MINIMUM ELIGIBILITY REQUIREMENTS: Riders wishing to participate in the USHJA Children’s and Adult Amateur Jumper Championships must be U.S. citizens, and must complete an application. The rider must be a current active USEF and USHJA Junior or Amateur member in good standing (see GR126.1 & JP 100.1). The region of each rider is determined by the rider’s point state as recorded with USEF as of December 1, 2012 (See JP 100.4). The horse must be registered with USHJA (see JP 100.2) and recorded with USEF pursuant to USEF GR 1102, in good standing under USEF rules, and shown under the owner of record who must be an active member of USHJA (see GR 1110.1). The rider, parent, and horse owner(s) must certify by signing the USEF Code of Conduct that they understand this document and agree to be bound by it.

3. QUALIFYING PROCEDURES: For each Regional Championship, the qualifying period will begin the first day following the conclusion of the Regional Championship and end thirty days prior to the first day of the Regional Championship the following year (exception: The first year of the Championship the qualifying period will begin December 1, 2012 ) a. No rider may compete in a Regional Championship if he/she has ridden in a class of $25,000 or more within the last 5 years (except those classes restricted to Children’s and/or Adult Amateur jumpers or classes held at 1.20m and under). b. No rider may compete in a Regional Championships if he/she has ridden in any class over 1.20m during the qualifying period. 4. COMPOSITION OF TEAMS AND INDIVIDUAL COMPETITORS: a. The number of Children’s jumper riders and Adult Amateur Jumper riders residing in a state the previous year determines the number of teams that the State may send to the Championship. • Less than 150 Children’s Jumper riders................................. 1 team • 150 – 299 Children’s Jumper riders....................................... 2 teams • 300 – 449 Children’s Jumper riders....................................... 3 teams • Less than 150 Adult Jumper riders........................................ 1 team • 150 – 299 Adult Jumper riders............................................... 2 teams • 300 – 449 Adult Jumper riders............................................... 3 teams b. A team will consist of a minimum of three horse/rider combinations but not more than four. These riders will participate in both the Team and the Individual competition. c. The fifth horse/rider combination will compete only in the Individual Championship. i. The rider is the 5th ranked horse/rider combination in the State’s Regional Championship Standings. ii. He will serve as the team’s Traveling Replacement horse/rider combination should a member of the team be unable to participate. d. If a State is unable to field a team, that state may send up to two horse/rider combinations to participate in the Individual Championship. e. If a state is unable to field a team of at least three horse/horse combinations, the state may apply to the USHJA to combine with another state, preferably a state within their zone, which is also unable to field a full team. Once all the entries are submitted, the USHJA will make the final decision to combine the horse/rider combinations no later than the first Chef d’Equipe meeting at the championship. Regional coordinators may act as the USHJA representative in the final decision to combine teams. 5. TEAM SELECTION: a. Horse /rider combinations from each state will be selected according to points won at USEF Licensed Competitions. i. Horse/rider combinations can acquire points in any state.

b. In the event of a tie in the standings, the tie will be broken by the number of first places, followed by the number of second places, and so on until the tie is broken. c. If a rider has more than one horse in the top four positions of their states’ standings, the rider may choose which horse he will compete and the next highest ranked horse/rider combination will move into the vacancy. d. In the event a qualified horse/rider combination is unable to compete due to illness or injury to a rider or horse, or other unforeseen circumstances, the next highest ranked horse/rider combination in the state will move into the vacancy. i. If a state is eligible to send multiple teams (see section 6. a) in either the Children’s or Adult Amateur sections, these teams will be formed from the top horse/rider combinations in the Championship Standings using the following split type format: the top four horse/rider combinations will make up Team One; Team Two will be comprised of the next four horse/rider combinations; Team Three will be comprised of the next four horse/rider combinations; and so on. After the top horse/rider combinations are selected for the multiple teams, the next highest ranked horse/rider combination will be the Traveling Replacement Combination for Team One, the following highest ranked horse/ rider combination will be the Traveling Replacement Combination for Team Two and the following highest ranked horse/rider combination will be the Traveling Replacement Combination for Team Three; and so on. See 7.c if a state’s standings have riders with multiple horses in the standings. 6. REGIONAL CHAMPIONSHIP COMPETITION SPECIFICATIONS: Regional Championships must be held over four days with a rest day on Day Three. The following three classes must be held in the order listed. a. Day One – The First Individual Qualifying Class will be conducted under Table II.2.1. Fences to be set at 1.10m with spreads to 1.20m. Speed 350m/m. b. Day Two – The Team Championship/Second Individual Qualifying Class is a two round Nation’s Cup format for the Team Championship which also serves as the Second Qualifying Class for the Individual Championship. Fences to be set at 1.15m with spreads to 1.25m. Speed 350m/m. c. Day Three – Rest day. d. Day Four – The Individual Championship will conclude with the Third Individual Qualifying Class. It will be held over two rounds. Fences to be set at 1.15m with spreads to 1.30m. Speed 350m/m. for each round. Each course must have no fewer than 12 jumping efforts and either 2 doubles or one triple and one double combination. Three out of the five courses must include a Liverpool. 7. No standing or German martingales, draw reins, or weighted boots; the total maximum weight of equipment allowed to be added to a horse’s leg, front or hind (single or multiple boots, fetlock rings, etc), is 500 grams (shoe excluded).

10. SOUNDNESS: There will be a MANDATORY HORSE INSPECTION at 5:00 PM on Wednesday, September 25, 2013. The horse inspection will be held not more than 24 hours prior to the start of the First Individual Qualifying Class. The exact time and location will be included in the prize list for each Championship. A Person Responsible for the horse must be present at the horse inspection. For the purposes of these Championships the Person Responsible is defined as the rider, trainer, parent/ guardian, or an authorized representative (authorization in writing is required). Horses are required to have health documents, coggins and vaccination records as required by their state of origin and the state in which the Championship is being held. Additional health protocols may be instituted by competition management and will be listed in the prize list for each Championship. Horses not accepted at the horse inspection will have the opportunity to be re-presented once prior to the First Individual Qualifying Class. Horses not accepted after being re-presented will not be allowed to compete. 11. SCHOOLING: USEF Jumper Schooling Rules will be in effect from 24 hours prior to the start of the first class of the competition and throughout the competition. Schooling must take place in designated schooling areas. There will be a mandatory check-in 24 hours prior to the start of the start of the first class restricted to riders in the Championship, including any warm-up or schooling class. Following the check-in, only the qualified rider may be mounted on his/her competition horse. 12. HORSE RESTRICTION: Horses competing in the Championships may not compete in any other class at the same competition. 13. BONUS POINTS: The following bonus points will be awarded in each of the three classes comprising each Championships, i.e. the First Individual Qualifying Class, the Team Championship/Second Individual Qualifying Class, and the Third Individual Qualifying Class: 1st - 40 points 2nd – 35 points

All riders will jump a course of at least ten fences. Riders will have the option to compete at 3' 6" or at 3' 3". The format of this class will be a two round hunter derby.

Course Round 1 will be a hunter derby course with a time allowed. In addition to the traditional scoring system, both rounds will be run against the clock. There will be a tone to indicate that competitors must start within 45 seconds. Should a competitor fail to start within the 45 seconds then the clock will begin and the score will reflect the extra time taken. Horses judged on performance, way of going, style and handiness. Rider Pool $50 per entry fee of each qualifying class and the Final will be added to a rider pool. The top four (4) riders in the series will share in the total pool at the Final. The Final, plus all qualifying classes, will count towards the Rider Pool standings. Shares of the rider pool will be allocated based on the following breakdown: 1st 50% 2nd 25% 3rd15% 4th 10%. Any rider who fails to participate in award ceremonies throughout the series or at the Final will not be eligible for the Rider Pool and the next rider in the standings will move up in the awards. To be shown over a derby style course of 10-12 jumps at respective pony heights. To be judged on performance and soundness, suitability to count. To be scored under the open numerical system. All ponies will jump one round at their respective heights and receive a numerical score from the judge(s). The computer will draw the order of go for each section. Open to all riders. To be shown over an advanced equitation course, 3’6”. Emphasis will be put on riding style, technique, and accuracy. The first round will be held over a jumper type course of approximately 12 jumps and include at least one (1) triple or two (2) double combinations and a liverpool. Round ii will be limited to the top 8 riders from round i. Round ii will be judged over a course of 8–10 jumps with emphasis put on promptness and handiness. Bonus points will be given for the successful execution of inside tracks and the rider’s ability to complete the course in a quick, efficient manner. The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 4. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise. I AGREE in consideration for my participation in this Competition to the following: I AGREE that the “Federation” and West Palms Event Management (“Competition”) as used herein includes the Licensee and Competition Management, as well as all of their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates. 1. The Sacramento International Horse Shows & The Del Mar International Horse Shows are covered by the rules and specifications of the current USEF, PCHA, FEI and NorCal Rule Books and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) lead line; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.GR901 (See GR901.9 of the USEF Rules). 2. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. 3. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall defend, indemnify and hold harmless the Horse Show and its officials, employees, directors, officers, Murieta Equestrian Center, Del Mar Fairgrounds, 22nd DAA, Leone Equestrians, West Palms Event Management, and its Sponsors, etc for any loss or accident to his horse, horses, employees or equipment which may occur from sickness, fire or other cause. 4. MANAGEMENT: Horse Show Management

reserves the right to interpret all questions and conditions in regard to or arising out of an incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by Horse Show Management-their decision to be final. Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule. Management reserves the right to combine or cancel. Management reserves the right to limit entries in a class. Refused entries will be returned. 5. ASSUMPTION OF RISK: By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Loungeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank, or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble. fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot or push a person-all of which may cause the rider or observer to fall or be jolted, resulting in serious injury of death. A horse may also become loose and cause injury to an observer or rider or to another horse-a loose horse can run at full gallop in a panic and run into objects or persons or other horses. The Show Ground Facilities are bordered by highways/ roads and thus noise from traffic and other sources occurs that can and will cause a horse to unexpectedly spook or react quickly. The Show Ground Facilities contain roads or driveways that are traversed by cars, golf carts, tractors, trailers and heavy equipment all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be encountered but it is agreed this is not an exhaustive list and there are numerous additional conditions and/or events that may result in

injuries while participating in the Competition and/or being present on the Show Ground Facility. 6. THE FOLLOWING IS REQUIRED FOR EACH ENTRY: A. All horses on grounds must be registered on an entry blank including horses not entered in classes. One entry blank per horse. B. Entry forms must be complete with owner, riders, trainers and payee information including association membership numbers. C. Date of Birth of all minor exhibitors. D. Signatures of owner, riders, trainer and parent or guardian of minor exhibitors. Parents or guardians of minor exhibitors shall hold the Horse Shows, West Palms Event Management, Del Mar Fairgrounds, 22nd DAA, Murieta Equestrian Center and the Sacramento International Horse Show and staff harmless for injury to such minor(s). E. USEF name of horse, and the correct description of horse including 1st or 2nd Year status and the USHJA ID number. F. For all horses include Nomination and Stall Fees as a deposit. Make checks payable to: Sacramento International: Sacramento International Horse Show Del Mar International: West Palms Event Management Or complete the credit card information and sign on the entry blank. A 3% convenience fee will be added for all credit card transactions. 7. PAYMENT: A blank check or credit card is required at time of check in before numbers will be issued. See 6F for deposit information. 8. REFUNDS: Request for a refund of the deposit must be in writing and received before the closing date of entries and a $25.00 fee will be deducted after the close of entries. The nominating and stall fees are not refundable under any condition after the close of entries. 9. POST ENTRIES: Entries received with payment after the close of entries but before the Monday of each show week will pay a $50.00 late fee. All entries received at the show will pay a $100.00 late fee. 10. ADDS/SCRATCHES: All adds must be made by 5:00 pm the day prior to each class. No entries will be accepted for a class scheduled on the same day. Horses and riders who go in a class without entering will pay a fee of $25.00. All scratches must be received in the show office before the start of the class in writing to be considered for a refund; scratches via phone call or at the gate will NOT be considered. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be for cancellation of a class by Management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space. 11. PRIZE MONEY: Checks will be mailed within 30 days of the show’s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S or PAYEE’S

SOCIAL SECURITY/TAX ID Number IS LISTED ON THE ENTRY FORM. Internal Revenue Services requires 30% of prize money won by foreign exhibitors to be withheld. Foreign exhibitors should apply for a U.S. Social Security number and are required to complete a W-8 Certificate of Foreign Status Form. Unless otherwise stated, prize money will be distributed through 8th place as follows- 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. Management reserves the right to adjust the prize money of any class if there are less than 10 horses entered as of 5:00 PM the day before the class. 12. RAIN: In the event of rain prior to the Show, it is the riders’ responsibility to call Show Management to determine whether the show is cancelled. 13. RESPONSIBILITY OF PAYMENT OF SERVICES AND SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their animals, agents, or employees, to stalls, buildings and other properties on the Show grounds and shall be billed accordingly. All bills for veterinary, farrier services and feed/bedding are due and payable during the Show. Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official Show Veterinarian, farrier and feed/bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows. 14. RETURNED CHECKS: Checks returned by the bank for any reason are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty will be assessed for each returned check or 10% of the face value of the check. Accounts will be given ten (10) days to be paid in full with cash or cash equivalent or they will be reported to the U.S. Equestrian Federation, Inc., PCHA and other appropriate association(s) for further disciplinary action. Checks will not be deposited a second time. 15. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance will be billed for these charges and a $50 billing fee will be added to the total due. Until these charges are settled, all further entries of rider and owner will be returned. 16. STABLING: Stalls and tack rooms will be available for $250.00 if pre-paid with the Nomination fee by the closing date of entries and $275.00 if payment is not included except for the Sacramento International Season Finale in which the fees are $200.00 if pre-paid and $250.00 if not pre-paid. No bedding included. Exhibitors will be billed for any damage to property. Water buckets and hoses must be provided by the exhibitor. Sacramento International: Stalls are of portable construction, 10’ x 10’ with top and bottom doors. Del Mar International: All stalls are permanent 12’ X 12’, with Dutch doors. NO straw or synthetic/ paper materials permitted, only wood shavings. It is strictly forbidden to remove stall doors. 17. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance. Smoking or open flame devices are not permitted

within the stables. Keep flammable decorations to a minimum. Electrical outlets are provided. 18. CLOSED RINGS: Horses are not permitted in any ring where a course is set, or when there is equipment in the ring. Horses and riders must yield immediately for watering and dragging. Violations of the above mentioned rules may be considered cause for elimination from the show. 19. SHOW RINGS & SCHOOLING RINGS: In all jumper classes, competitors will be given forty-five (45) seconds to cross the start line. All show and warm-up arenas consist of sand/fiber footing. Sacramento International: Jumper Rings 130’ X 250’, 130’ X 220’, Hunter Rings 100’ X 230’, 120’ X 230’. Del Mar International: Jumper classes are held in the Del Mar Arena (dimensions 313’ x 153’) and the Durante Arena (dimensions 120’ x 220’). Both arenas have sand & fiber footing. Hunter classes are held in San Diego Arena (120’X 240’) with sand footing. 20. COMPUTER RANKING: The Grand Prix’s during the Welcome Week and Season Finale are not eligible to be included on the ROLEX/USEF Show Jumping Ranking list. Only the FEI Grand Prix classes during the World Cup Weeks are eligible for computer ranking and will be held under International standards. Management reserves the right to adjust the prize money of the Grand Prix if there are less than 10 horses entered in the Grand Prix as of the close of entries. 21. FEED AND BEDDING: Sacramento International: FEED & BEDDING WILL BE HANDLED BY THE HORSE SHOW OFFICE. Pre-orders must be ordered by using the form included in this book and sent with entry forms. Orders made during the show need to be in writing in the show office. Orders must be made by 1 P.M. each day for same-day delivery. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USEF, FEI or appropriate association schooling rules. Horses competing in FEI Division may only school at posted times and in designated areas. 24. NUMBERS: Management will provide a number card for each competitor which shall be worn clearly visible to the judge at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class by the judges.

25. DOGS: Dogs and other pets must be confined to the Stable Area. Dogs must be on a leash at all times. Stray dogs and dogs in violation will be impounded by Animal Control authorities. Under no circumstances are dogs allowed at the arenas. 26. WEST NILE VIRUS VACCINATION INFORMATION: The management of the Sacramento International Horse Show in consultation with respected veterinarians and local animal health authorities strongly recommend and urge that all horses attending the Sacramento International Horse Show follow a two-part vaccination protocol consisting of a primary vaccination, followed by a booster 3-6 weeks later. Exhibitors should be prepared to provide proof of vaccination upon request of horse show management. Exhibitors should consult with their own veterinarians to effectively manage the possible effect and threat of West Nile Virus. Should you have any questions please contact the CDFAC. 27. PROTEST: Any USEF member lodging a protest must first deposit $200 (non-members $300) payable to Sacramento International Horse Show for the Sacramento Shows and West Palms Event Management for the Del Mar shows with the Show Secretary, which sum shall be forfeited to the Horse Show, if same is not sustained. filed with the Show Manager, or Show Secretary. If the protest is sustained, the entries standing next in award shall be moved up accordingly. See USEF GR603 & 603.1. 30. PROTECTIVE HEADGEAR: All exhibitors are required to wear protective headgear while participating in jumping activities. All Junior exhibitors must have hard hats with chinstraps fastened when mounted on horseback on the grounds. 31. HELMET RULE: All persons at Federation licensed hunter, jumper or hunter/jumper competitions in all Hunter, Jumper and Hunt Seat Equitation classes, when mounted anywhere on the competition grounds, must wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. This rule, effective April 1, 2012 puts the onus on parents and trainers to make sure that all exhibitors wear one of the 65 helmets that are currently approved by the American Society of Testing Materials/Safety Equipment Institute. Under the rule, judges, stewards and show management are obligated to check out helmets they suspect may not be ASTM-SEI approved and to prevent all exhibitors from competing if the helmet does not comply with the new rule. 32. DRUG TESTING: FEI Drug rules will apply for the FEI Division. State of California drug testing rules apply. For a copy contact the Show Office. 33. GOLF CARTS AND BICYCLES: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offenses. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 34. PARKING: Parking allowed in designated areas only. Violators parked in NO PARKING ZONES and FIRE LANES will be issued citations and/or towed from the premises at the owner’s expense. There are Handicap parking areas in the Stable Area and public parking lot.

35. WASHING HORSES: Nozzles are required on all hoses to help conserve water. Violators will be fined $50 for each violation. 36. STALL CLEANING: Please deposit all manure at the ends of the barn aisles and NOT in the middle or in front of the stalls. 37. TURNOUTS AND LUNGING: Horses may not be turned-out in arenas at any time. Lunging in designated areas only. No lunging after 7:00 am. 38. MEDICAL WASTE: All needles and syringes MUST be deposited in designated disposal containers and not left in stalls or thrown in trash receptacles. Violators will be fined $75 per needle/syringe. For the first offense the trainer/owner will be notified as well as the appropriate association. The second offense will disqualify the individual and horse and they will be banished from the show with NO REFUND. 39. POLING: Poling is prohibited in the State of California. No bamboo or offsets allowed on the Showground’s. Non-compliance will result in elimination from the show. 40. ORDER OF GO: There will be a posted order of go in all classes. Any anticipated scheduling conflicts should be brought to the attention of the starters who will advise you on how it will be resolved. Under no circumstances will the Horse Show be interrupted due to a competitor failing to present himself at the gate in a timely manner. Multiple rides must be shown in the correct order. Failure to do so will result in elimination. In hunter classes with double rounds, a posted order will be observed with a rotation of three rounds. 41. AWARDS PRESENTATIONS: In all classes, an awards presentation will be made. Riders should be present to accept these awards. A suitable horse should be available for classes where it is required to ride for awards. 42. CHAMPION AND RESERVE CHAMPION AWARDS: Champion and Reserve will be awarded in all divisions. 43. INSURANCES: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their animals. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

Horses or riders may not cross enter into any Amateur Owner hunter class (at the same show). Riders may not cross enter into First Year, Second Year or High Performance Working Hunter at the same show. Adult Amateur Riders may not cross enter into any class at the same show with fences exceeding 3’3” except Adult Amateur Jumpers, Junior/Amateur Modified Jumpers, Equitation and Medal Classes, and the USHJA National Hunter Derby. An Adult Amateur rider may ride an Amateur Owner Hunter in the A/O Hunter Under Saddle Class for an Amateur Owner rider that has more than one horse entered. No cross entry restrictions at one-day shows. Fence height:3’; spreads not to exceed fence height. Horses and ponies will not be jogged for soundness. Adult Amateur, Children’s Hunter, and Children’s Hunter Pony sections may be combined if there are less than three entries in any one section.
