Business Forum ‘Minsk-Batumi’ is to be opened on 20th of November in Minsk. Georgian delegation will leave the Republic of Belarus on November 21.

Minsk-manufactured Gas Engine Buses May Appear in Batumi

At the Minsk-Batumi business forum, which was held in Minsk, Belarus vice Prime Minister Mikhail Rusi noted that the Belarus government strives for establishing joint enterprises and creating due environment and opportunities for transporting goods and services from one country to another. “The contract on Ajara tobacco imports to Belarus is a sample of cooperation. Ajara does not grow much volume of tobacco, but we find this deal useful and we have concluded this contract. Let’s deepen our relations and sell your tobacco and our cigarette jointly”, Rusi noted at the business forum. Belarus may cooperate with the Ajara Region in the tourism sector too, Rusi noted and expressed his confidence in the potential of Belarus and the Ajara Region for increasing the trade turnover to 200 million USD.

At the meeting with the Ajara Government Chairman Archil Khabadze, Belarus Prime Minister Andrea Kobiakova made focus on the production of gas engine buses at the Minsk Automobile Plant and stressed the importance of similar transports for tourism zones. At the meeting, the parties confirmed that the countries should develop bilateral trade and economic relations. The Belarus Prime Minister noted that the Ajara government pays due attention to the tourism sector development and expressed readiness to supply Belarus manufactured transport, communal and road construction machines to the Ajara Region. The Belarus Prime Minister also expressed readiness to enhance cooperation in the housing sector between Belarus and the Ajara Region. As reported, the Belarus-Georgia trade turnover in 2014 marked 64 million USD.

AJARA GOVERNMENT DETERMINES CRUISE TOURISM DEVELOPMENT STRATEGY

T

he Government of the Autonomous Republic of Ajara plans to intensify efforts for the cruise tourism development. Last week the government meeting outlined special measures and steps for implementing cruise tourism development strategy. Batumi Seaport must be provided with respective infrastructure for receiving cruise ships and the Batumi Seaport must be integrated into International cruise organizations, the Ajara Tourism Department Head Mamuka Berdzenishvili noted. “The cruise tourism development requires the engagement of the Batumi Seaport and the Ajara Government. The seaport will implement infrastructural projects and the government should implement advertising campaigns and marketing campaigns through the tourism department. The seaport is to rehabilitate the 10th and

11th berths and modernize the operation activities to receive ships with more than 300 meters in length”, Mamuka Berdzenishvili noted. Negotiations are underway with the Batumi Seaport management, Mamuka Berdzenishvili said. “On the other hand, we should arrange specific communication platform in the Black Sea in the form of an association and this will enable us to carry out positioning of the cruise tourism direction of Batumi and the Black Sea, in general”, Mamuka Berdzenishvili said. The project also calls for hiring a marketing manager to carry out the positioning of Batumi and the Black Sea on western markets, Mamuka Berdzenishvili noted.

DAVID BALADZE APPROVES AJARA GOVERNMENT’S 3-YEAR PERFORMANCE

T

he Finance and Economy Minister of the Autonomous Republic of Ajara has positively appraised the Ajara government’s performance for the last 3 years and noted that many important projects have been implemented in the Region for the mentioned period. “We provide tireless job to draw more and more investments. We are conducting intense meetings with potential investors in both Georgia and abroad. This year we have organized eight investment forums in Georgia and foreign countries. The January to September investment inflows record positive indicators compared to the same period of 2014”, David Baladze said. The January to September investment inflows have grown by 76.5 million USD compared to the same period of 2014. The year on year growth marked 42%, David Baladze said. “The power sector emerged as a leading direction with 39% ratio and the tourism sector is second with 35% ratio. I would like to stress for the last years the power sector records a growing tendency in terms of investment inflows. Therefore, in 2015 the power sector has prevailed over the tourism and housing sectors that occupied leading positions in the previous years and we welcome this tendency”, the Minister said. The 2015 January to September investment inflows have considerably increased compared to the same period of 2014, 2013 and 2012: The 2015 January to September indicators have increased by 125.2% compared to the same period of 2012. T

he power sector has advanced in the Ajara Region’s investments portfolio and left the tourism sector behind. The power sector’s ratio in the January to September investment inflows marked 39%, while the tourism sector’s ratio is only 35% and the housing sector ranks third with 19%. The Agriculture and industry sectors record 1%-1% ratios. All other fields record only 5% in the total investments portfolio of the Ajara Region, the Finance and Economy Ministry of Ajara reports. The construction of new hydro power plants in the Ajara Region has intensified investment injections into the Region’s power sector, Ekaterine Bakhtadze, the head of the economic development department of the Finance and Economy Ministry of Ajara, noted. “In January to September 2015 investment

injections were intensified in the Ajara HPP projects and this factor have changed the tourism sector’s ratio in the Region’s total investment portfolio. Currently, small and medium hydro power plants are being constructed in the Ajara Region and these construction works have entered active phase in the current year. As a result, a bulk of investment inflows is directed to the power sector and this factor has narrowed the tourism sector’s ratio in total investment inflows, but the amount of investment inflows to the tourism sector has not shrunk. On the contrary, we have a growth tendency”, Ekaterine Bakhtadze said and added the tourism sector’s ratio in total investment portfolio will increase in 2016 and the coming years, because large-scale and important tourism projects are being implemented and will be inaugurated in the Region, including construction of

tourism facilities. Moreover, investment inflows will shrink in the power sector, because HPP construction works will be finished in the next years, Ekaterine Bakhtadze noted. “Thanks to the 2015 privatization deals, the tourism sector will acquire the following facilities that are to draw major investments: Alliance ltd – a 100-suite hotel. The project’s investment value is 30 million GEL. JSC Metro Atlas Georgia – a hotel with at least 200 suites and a casino. The project’s investment value is 20 million USD; AR Meridians ltd – a hotel with at least 220 suites, a building with at least 600 apartments; a casino; a conference hall, sports and recreation center, various food.

METRO CITY TO OPEN METRO CITY FORUM SHOPPING MALL ON JULY 1 The Next Year Batumi will Acquire Its First Biggest Shopping Mall Batumi will meat the 2016 tourism season with a new multifunctional project. The Metro City complex unites a five-star hotel and apartments with own swimming pools, indoor and outdoor panoramic restaurants, casino, spa center, a shopping mall, sports club, movie theater, bowling center, children playground and yacht club, golden sand beach and the South Caucasus’ biggest conference halls for 1500 participants. The complex construction works started in February 2015. The Metro City project calls for constructing Batumi’s first biggest shopping mall between the building of apartments and Euphoria hotel. The Metro City Forum will be located on a 16 000 square meter space and will unite about 100 brand stores. A JOY hypermarket will function at the first floor of the Metro City Forum. JOY brand will appear for the first time in the Georgian market. The Ajara Business Week (ABW) has interviewed Metro Atlas Georgia director RAUL KAKHADZE about the Metro City project and the Metro City Forum shopping mall.

- Will the Metro City shopping mall attract only famous brands or any designer will be let open a boutique to offer competition to foreign brands? - There is no competition in the City in this respect, as various brands have thoroughly saturated the market. One brand is located in the one part of the city, the second operates in the second part and so on. There is a problem with vehicle parking issues too, but we will resolve this problem: All brands and stores will be assembled into one space and our parking zone will serve our clients and guests. - There are brands that operate in Tbilisi, but not in Batumi. Will the new shopping mall attract new brands? - I believe the shopping mall will attract many new brands and their interest will increase. In March 2016, all spaces will be leased and the mall will officially launch operation by July 1, 2016.

The big shopping mall, as a rule, embraces a big hypermarket and Carrefour is a similar brand in the Georgian reality. Will a Carrefour hypermarket open at the mall, even more so, Carrefour has unveiled plans for establishing business in Batumi. - No, we have not conducted negotiations with Carrefour, but a hypermarket will definitely function in the mall and this will be an alternative network. I will divulge in advance that a new trading network will operate in the mall that had not been represented in Georgia before. It should be noted the Metro City project has acquired much and historic importance for Batumi and the Ajara Region, in whole. I do assert that the very project has inspired the New Boulevard development. Investors are interested in discharging the historical part of Batumi and their interest is redirected from the city center for developing new projects. When an investor violates the agreement obligations, he/ she is fined, but when an investor finishes the project ahead of schedule, like your company, is there any preferences and benefits? What factors have preconditioned the ahead of schedule completion of the project? - We were carrying out construction works at high paces and the project implementation was acceler-

Will you make offers yourselves or apply to partner travel companies to make offers? - Naturally, we are conducting certain negotiations and we expect positive results in this direction. - As to casino, casino business is justified in Ajara, but what factors make your casino different from other casinos? - Our casino will be operated by Casino XO Club. The casino without poles will be the biggest one the South Caucasus. This is a famous brand and our multifunctional complex have raised their interest. As reported, the full complex of Metro City is located a 2 kilometer way from Batumi International Airport and a 500 meter way from the Batumi center. The location of the complex harmonizes with picturesque views to the Ajara highlands and the sea space.

PRIVATE DIRECT INVESTMENT INFLOWS TO AJARA GROW BY 42%

T

he government of the Autonomous Republic of Ajara has positively appraised its own performance for the last 3 years. The Ajara government has carried out many important projects in this period, the Ajara Government chairman noted at the government meeting last week. Archil Khabadze expressed satisfaction with the volume of investment inflows to the Region and divulged plans for increasing foreign capital inflows to Ajara. The private direct investments increased by 42% in Ajara. The figure constituted 259.9 million GEL in January to September 2015, up 76.5 million USD compared to the same period of 2014. The year on year growth made up 42%, Archil Khabadze noted. Investment inflows to Ajara made up 183.4 million USD in the January to September 2014. The reporting period’s investment inflows exceed the indicators of the 2012 same period by 125.2% and by 76.9% compared to the same period of 2013. The Ajara Finance and Economy Ministry has also leased 38 facilities as of November 1 and the leasing value marked 230 000 GEL. The leasing fees from the leased property marked 600 000 GEL as of November 1(including the leasing fees from previous years), the Minister noted. The leasing fees marked 123 000 GEL as of November 1, 2012. David Baladze explained, that “In January to September 2015 the Ajara Finance and Economy Ministry privatized 87 properties and the privatization value made up 19.820 million GEL. This year the major privatization deal was made at the term auction by selling a 29 445 square meter nonagricultural land plot located in the settlement of Kakhaberi, Batumi. The real estate was sold at 2 .91 million USD to AR Meridians company. Under the privatization terms, the company must build a hotel with at least 220 suites, at least 600 apartments, a casino, a conference hall, sports and recreation center and the recreation zone on at 13 000 square meter space with parking places and various food facilities. The complex must be put into exploitation in 48 months after the agreement conclusion. The project’s investment value is at least 30 million USD. As to the unconditional auctions, the major deal was made by selling a building and a nonagricultural land plot at 1.010 million USD on the Green Cape to Business Development Company.

Ajara Government Grows Agriculture Sector Funding by 18.2% Positive changes are recorded in the Ajara agriculture sector for the last years. The Ajara Agriculture Ministry budget in 2013 was 5.747 million GEL. The growth in 2013-2015 period marked 18.2%, i.e. the budget has increased by 1.043 million GEL to 6.790 million GEL since 2013. In 2013-2015, the Ministry has carried out three program directions with the aim to foster the agriculture sector development: small mechanization, cattle-breeding and crop production. “In 2013-2015 we have handed over 2265 units of small mechanization technical equipments and machineries worth 3 332 442.4 GEL to 2265 farmers and agro workers in the Region as part of the subprograms. Under the subprograms, five agriculture cooperatives were created that have united 572 farmers. Total budget of the subprograms was 79 000 GEL. The Agriculture Ministry also plans to buy 75 units of Jersey cows in 2015 as part of the cattle-breeding sector development program. The Ministry will hand over the cattle to farmers and agro workers. The presumed value of the purchase is 502 425 GEL”, the Ajara Agriculture Minister Zaur Putkaradze said.

Ajara Health Sector Launches Several New Programs after Budget Grows by 44% Ajara Health Sector Launches Several New Programs after Budget Grows by 44% The Ajara Government prioritizes the issue of improving health and social conditions of the Region’s population, expanding access to highquality medical services and ensuring public health. “In 2013-2015 we increased the Ajara Health Ministry budget by 44% and this step has enabled us to launch new programs, expand the existing programs and minimize patients’ co-financing portion. The next year the Ministry budget will increase by additional 5 million GEL.

In 2013-2015, we have spent 25.5 million GEL on health and social projects. More than 66 000 residents of the Ajara region have used these programs. We have started financing treatment of oncologic patients. As a result, we have improved the health condition of beneficiaries and protected them from financial risks. We have also covered expensive cardio surgical services for 1 119 patients and spent more than 3 million GEL. The Ajara Health Ministry is implementing one of the special programs – “Individual Medical Assistance” to cover the medical expenditures that are not included in the state programs. Thanks to this program we have financed 6 162 patients in different social categories. For disease prevention measures, we have conducted screening to 23 604 children at nursery schools and public schools. On the ground of the research conclusion, we have developed a rehabilitation program for children with scoliosis and financed rehabilitation courses to 3 075 children. ernard Kouchner’s involvement in Georgia’s health care reforms provides international support and access to a global experience for the country. Former French Foreign Minister Bernard Kouchner arrived on a working visit to Georgia. French diplomat held meetings in Georgia under his mandate of the Chairman of Supervisory Board of Global Alliance, the international consulting firm that advises Georgia’s Ministry of Healthcare on the Universal Healthcare Reform. The central goal of Kouchner’s visit to Goergia is to assess the rate of healthcare reforms taking place in the country. Health Minister David Sergeenko and Global Alliance president Jean-Elie Malkin met Bernard

Kouchner at the Tbilisi Airport. “Some time has passed since my last visit to Georgia. I am glad to be back, not only because of my memories associated with Georgia, but also because I am glad to be working with you,” Kouchner said.

Kouchner was awarded as honored professor, by the Rector of TSMU, Zurab Vadachkoria. Georgia needs to resist a very big pressure, because of past soviet heritage, changing this is difficult and expensive, but Mr.Sergeenko has desire to change that and fully adjust the health system. The first obstacle is conservatism, doctors are sometimes conservative and you have to change. Georgia is making progress in healthcare system, and i would say that you are on a good way.

Kouchner, who is the board chairperson of the Global Alliance health organisation and cofounder of the union Doctors without Borders, arrived to Georgia today after being invited by the country’s Health Minister Davit Sergeenko. Minister of Health David Sergeenko noted on meeting that Bernard Kouchner’s involvement in health care reforms will provide Georgia with access to world health care experience and getting international support. Kouchner will also participate in the conference Healthcare Challenges in the 21st Century -Georgia and the World. The ex-politician will remain in Georgia for three days. Apart from attending meetings and the conference, Kouchner was expected to lay a wreath at the Memorial of Fallen Heroes at Heroes Square in the heart of Tbilisi.

“I will not go into details; I have a business meeting with the Minister David Sergeenko. Your country is need of reforming its health care system. Georgian population’s social conditions are very important. A proper healthcare reform is one of the ways of improving the population’s social conditions,” he added. “Georgia is in the middle of carrying out its healthcare reform right now. We are here to assist Georgia and share our experience as to how France reformed its health care system”. The Minister of health David Sergeenko noted that Bernard Kouchner has performed great service for Georgia, particularly, the French diplomat visited Georgian in 2008 – in the most critical days of the Georgia-Russia war and helped bring peace to the country. In addition, Bernard Kouchner’s involvement in health care reforms will provide Georgia with access to world health care experience and

getting international support. Mr. Kouchner is a doctor and has implemented a number of very important projects, which currently undergo successfully in France. We now have the opportunity to cooperate with Mr, Kouchner and take advice from him during implementation of our reforms. He was appointed as the Chairperson of the Global Alliance which is Georgia’s contractor consulting company in the field of Healthcare. Kouchner will be our consultant in public health and, in general, health care reforms. I think that this visit will be the basis for a new step in strategic planning for the Georgian healthcare system. This is the beginning of a new cooperation, which I am sure will be successful. Cooperation with the “Global Alliance”,began in April. During this time we saw this cooperation took place. While in Georgia the former French official was scheduled to hold meetings with Georgian Government members and take part in a joint committee meeting between Global Alliance and Georgia’s Ministry of Health. On the joint conference the main directions and challenges of Georgia’s healthcare reforms were discussed. Georgia is also on the way to fully implement the C hepatitis elimination program, but I would like to mention that uniting public and private sectors efforts is important for getting better investment opportunities. However Georgia needs more regulations, to be in balance.” On the conference President Jean-Elie Malkin, The Minister David Sergeenko and Chairman Bernard Kouchner held a discussion and answered few questions, regarding reforms, main challenges, private/public sector and cost issues in Georgia’s health care. The standard measure of a food’s spiciness is its rating on the Scoville scale, which measures how much its capsaicin content can be diluted before the heat is no longer detectable to humans. A sweet bell pepper gets 0 Scoville heat units, the Tabasco pepper clocks in between 30,000-50,000 units, while Carolina Reaper gets 1,600,000-2,200,000 units. The hottest but non-edible form of pepper is pepper spray, which goes up to 5 million Scoville units. However, why we continue to subject ourselves to spicy food today is still a bit of a mystery. For some people, eating spicy food is like riding rollercoasters; they enjoy the ensuing thrill, even if the immediate sensation is unpleasant. Some studies have even shown that those who like to eat hot stuff are more likely to enjoy other adrenaline-rich activities, like gambling. The taste for spicy food may even be genetic. And if you’re thinking about training your spice tolerance up a bit, know this: According to some studies, the pain doesn’t get any better. You just get tougher. In fact, researchers have found that people who
