SOCAR TO RESTORE HISTORIC BUILDING IN TBILISI SOCAR (State Oil Company of the Azerbaijan Republic) will restore a historic building located on the territory of the company’s representative office in Tbilisi, SOCAR said. The historic building was built in 1900-1905 by architect Alexander Shimkevich. First it will be moved to its previous place and then it will be restored. Dutch Bresser company will be involved in
these operations. It moved a historic building in Baku two years ago. From a technical point of view, moving of Tbilisi’s building will be the first unique project in the South Caucasus and neighboring regions. The building will be moved at 3.4 meters and will be restored after the consolidation of the foundation.

AJARA GOVERNMENT OFFICIALS PAY VISIT TO TRABZON
A
delegation of the Government of the Autonomous Republic of Ajara is paying an official visit to Turkey. The delegation has already met with the Trabzon Governor Jelil Abdil Oz and Trabzon Mayor Orhan Fevzi Gurmuqch Oghli. At the meeting, the parties stressed the importance of the 15th anniversary since Batumi and Trabzon have fraternized. The Trabzon Mayor talked about the implemented joint projects and events, while the Trabzon Governor overviewed the development of transboundary facilities in the neighboring regions and new joint projects in the tourism, agriculture and culture segments. As part of this visit, the Ajara Government Chairman Archil Khabadze met with the President of the chamber of commerce and industry of Trabzon and representatives of the Trabzon business sector. He discussed bilateral trade and economic relations and answered their questions. At the meeting, the parties stressed the importance of regional development of the Black Sea coastline cities. The tourism development joint strategy is a very interesting direction in this respect. The parties expressed willingness to implement EU projects that will promote joint development of the trans-frontier regions. Joint efforts should be also taken in the field of culture. The official meetings were attended by Ajara Supreme Council Chairman Avtandil Beridze, Batumi Council Chairman Irakli Cheishvili, Minister of Education, Culture and Sports Giorgi Tavamaishvili, Deputy Education Minister Natia Sirabidze, the Ajara Government Office Head Ruslan Qoridze and head of the association of international investors Osman Mzhavanadze.

he current year is special for skiing lovers, because, in addition to other winter resorts, Georgia has inaugurated a new ski resort at the Goderdzi Pass on 2 200 meters above the sea level with the longest skiing track in the Region and the highest ropeway point on the 2 350 meters above the sea level. The construction works started in 2012. The ropeway serves the resort’s guests. The complex will become the most attractive resort in Georgia, the Ajara Government Chairman Archil Khabadze said. “Ajara is not any more only a summer and seaside resort. We have unveiled a winter skiing complex of Goderdzi Resort, a 3 hour way from Batumi, at 2 025 meters above the sea level. The ropeway serves the tourists. Skiing bases are ready with various services. At the same time, this complex will function as a resort zone in not only winter, but also in summer. Vacationers, who escape hot summer days, gather around the Goderdzi Pass through the whole summer period and the Goderdzi Pass is a special place in this respect. I urge everybody to spend their holidays in Ajara in any period of the year simultaneously in two different zones of the year with a 3-4 hour interval”. The Ajara Supreme Council Chairman Avtandil Beridze emphasizes the importance of the tourism sector development in the Region and unveils that the Ajara Authorities aim at making the Region attractive resort zone in winter period too. “Tourism and resort zones represent one of the priority directions for developing Georgia,
including the Ajara Region. It is of vital importance to develop highland resorts, including ski resorts to ruin the stereotypes of summer resort region and to make Ajara attractive for tourisms and vacationers in winter period too. Qedlebi and Gomarduli have fewer chances for development as an attractive resort, even more so, in terms of yearlong perspectives. The Goderdzi Resort is a genuinely special one in this respect, even more so the Khulo-Adigeni road will be reconstructed and the progress perspectives will double”. The Goderdzi Resort is a unique place, we aim to make it as the one of the most popular ski resorts, Ajara Economy, and Finance Minister David Baladze said. In Several years, the number of tourists will considerably increase, he added. “Wonderful location and huge potential of development of the Goderdzi Resort will further intensify tourism activities in the Ajara Region. We aim to make Ajara a tourism destination for not only summer period, but also for winter period and I believe the Goderdzi Resort provides the best opportunity in this respect. Foreign tourists and skiing fans show much interest in the new ski resort and they have been actively visiting this place all this period and this fact makes me glad very much. The Ajara economy strengthens year by year. According to the national statistics service of Georgia, the second quarter indicators in the Ajara business sector show that turnover, output and number of employees have considerably increased year on year. Namely, the number of employees in 2014 increased by 9.8% compared to 2013 and by 22.3% compared to 2012.

As a result, the Ajara highland will be developed and new job places will be created in the Region”, Baladze said. This year two ropeways will operate at the Goderdzi Resort, while total length of tracks constitute 8 kilometers, Guro Alapishvili, a head of the Goderdzi Mountain department noted. “This year two ropeways will function at the Goderdzi Pass, as well as 8 kilometer tracks. Besides eight-seat ropeway, visitors are able to
enjoy 6-seat bubbles. The daily fee for ropeway services makes up 30 GEL, while the single way fee is 5 GEL. The road from Batumi will be always open, if natural disaster does not hinder us. We will also work in the direction of Adigeni to prevent all obstacles for visiting the Goderdzi resort. Two hotels were constructed with 26 and 36 suites, as well as a hotel-style cottage for 72 guests. The price of two-bed hotel suite is 60 GEL, four-bed suite – 100 GEL. The interest is significant. All suites have been booked and certain problems have arisen in this respect”, Guro Alapishvili noted.

STATE SECTOR SHOULD INTENSIFY EFFORTS IN HOTEL BUSINESS DEVELOPMENT IN KOBULETI Russia-Turkey Confrontation will Enhance Ajara’s Tourism Potential
T
he political unrest in the region is radically changing investment and business perspectives of Georgia, especially in its region of Ajara. Businessman Temur Chkonia asserts the Russia-Turkey confrontation will add new breath to the tourism sector development in the Ajara Region. In his interview with the Ajara Business Week (ABW), the businessman unveils details of how to make a use of this opportunity. Mr. Temur, you own several businesses in the Ajara region. How would you appraise the current condition of your business? What are the relevant problems in Ajara? Do you feel the Ajara Government’s efficient support in your business activities? -We possess a hotel in Ajara that was the first hotel for the Ajara region in due time. Only Intourist hotel was older and then we opened a fivestar magnificent hotel. At the same time, we own a wonderful restaurant of McDonald’s and plan to unveil the second one too. We have applied to the Ajara Government with this initiative and we are waiting for their decision. If they approve our initiative, we will open another McDonald’s restaurant in Batumi. Regretfully, the Ajara government shows certain bureaucratic barriers, as it frequently happens, and it takes a long period to decide this or that specific issue. Ajara possesses quite big perspectives for development. The coastline should be just cleaned up and resort cities should be in order every time. Cities must be clean every time. Our guests should be bored with cleanness and selfdiscipline in our cities. We are able to reach this goal in case of due organization.
The current developments in the Region have broadened the potential and perspectives for the Ajara Region development. We witness the deepening confrontation between Russia and Turkey. In this situation, the Ajara Region acquires serious chances to draw Russian tourists. Currently, we should direct all our resources to attract as many Russian tourists to Georgia as possible. The city must be clean and in order every time, because tour operators arrive here in winter period to appraise the condition of resorts and sign summer contracts. The current season is for cleaning, bringing order and meeting tour operators. Today we should direct all our resources
to this direction. We should invite Russian tour operators as soon as possible, take them in tour around the whole country. We should organize a central headquarters. We like creating staffs. We should attract Russian tourists to Georgia. We should prove Georgia is a clean, safe and attractive country. We should be carrying out active job to complete the hotel suites booking process in February and March for the coming summer season. Zealous job will enable us to attain this goal. -How capable is the Ajara Region to become an advanced resort destination, to attract tourists from various countries of the world and offer competition to even Turkey? What the country should do in this respect? -To make the Ajara Region an advanced resort zone, to my thought, we should definitely develop two directions. Batumi should become an entertaining center, and Kobuleti and the neighboring territories should become vacation resorts. You will nowhere in the world find as long beach as in Kobuleti. We should develop and make a use of this beach that is stretched in several tens of kilometers.
For example, they ask which business field to develop. The government can build hotels in the Ajara resort zone and then sell them to businessmen. This is not a difficult affair; even more so, many businessmen will express intention to buy ready projects, because this is a profitable issue. Small businessmen will be also able to buy them through taking bank loans. Commercial banks will easier issue loans, because they abstain from financing startups, while they are less expected to reject ready projects.
In this way, 10-15 hotels will be built around Kobuleti in the resort zone and this will be a picturesque project. The government would spend a certain amount of money and then sell the project at favorable value. These projects would bring benefit to the state, the business sector and the Ajara resort zone. -What would you suggest the local residents to forget Russia and the Soviet Union? How should they treat citrus and tea that used to bring considerable revenues in due time? What is the solution and way-out? -The first and the most important thing is that a tourism zone should be arranged in the Ajara Region. On the other hand, let’s remember the times when Ajara and Batumi were rich regions. Batumi was the richest city at the time of Porto Franco. Nobel, Rothschild, Mantashev were interested to make investments here, while the Baku-Batumi oil pipeline was the longest in the world in that time. The most liberal taxation regime used to run in Batumi in that period. Hotel London used to operate then and Greeks, Portuguese, Russians and various ethnicities populated Batumi. In that period, even Turkey was a poor country, while Batumi was quite rich and influential city. Batumi used to surpass Istanbul in terms of investment inflows. This region was very rich. In that period the dynasties of Rothschild and Nobel were reviving the region, but now I am Chkonia. How can I compare myself to them in developing this region?!…
Then the Soviet Times came, the Communists, and today many our compatriots feel nostalgia to that period. I would like to say Porto Franco was the best and the Soviet Union was a grot. Why? Because we had closed borders and all sorts of mandarin cold be sold within this space. Today we have competitive environment and the quality matters. Therefore, Ajara residents face difficulties with sales of low-quality products. Moreover, in the Soviet times, there was a centralized sales market or Russians used to arrive in Georgia and transport the citrus through their automobiles. That system ruined, automobiles do not cross the border, the country collapsed and the centralized sales market has disappeared. To improve the situation it is necessary that farmers who grow mandarin should not have to sell their crop themselves, but farmers should grow citrus and the second chain should sell the crop.
It will be ridiculous to compare the contemporary investors to ones in the old time. Therefore, the idea that was making Batumi a rich city may be implemented even today. There was a history of richness and now we witness the history of poverty. We should compare these aspects to each other and take bold steps.
We had two pasts, the best one in the face of Porto Franco and the ugly Soviet Union. We have ruined one without future and another collapsed itself. Consequently, we should live the current life and respond to the existing challenges.
How can we imagine that an 80 year old farmer who grows mandarin is able to sell his crop in Russia? And in Ajara women constitute the basic workforce and how will they sell mandarin in Russia? Therefore, it is upon the government to organize a sales format, create a sales organization, purchase this mandarin and then sell it.

AJARA GOVERNMENT AND BATUMI SEA PORT LIMITED TO COOPERATE FOR CRUISING TOURISM DEVELOPMENT Janat Kussainov: We Work on Drawing Kazakh Cargo
The Government of the Autonomous Republic of Ajara and the Batumi Sea Port Limited will cooperate for the cruising tourism development. The Batumi Sea Port Limited director Janat Kussainov noted the tariff for cruising ships constitutes 0.20 USD, an 80% discount. The seaport management expects reciprocal steps from the government to make additional investments in the seaport development. Several years ago, negotiations were underway on allocating a certain land plot in exchange for construction of an automobile overpass. The seaport management plans to develop business activities on that land plot and draw new investors. -The Ajara government announced about negotiations with the Batumi Sea Port management over the cruising tourism development and rehabilitating 10th and 11th berths and modernizing the operating performance. The official intentions are clear. What are the Batumi Seaport plans and potential? - Batumi Sea Port Limited director Janat Kussainov:
I confirm negotiations with the government of the Autonomous Republic of Ajara and the Ajara Tourism Department Head. The 10th and 11th births are inseparable parts of the seaport and it is our direct responsibility to care and develop them. This year we have carried out general reconstruction of the 10th birth, implemented suitable exploration works and we will start the birth roofing works as soon as the weather conditions go better. We expect the works will be finished by the midst of December. As to the 11th birth, we have certified it this year and determined the 2016 rehabilitation works. We will carry out an overhaul of the 11th birth in 2016. - How much costs will you take to reconstruct both births?
-We have spent over 1.4 million USD on the 10th birth reconstruction. We also plan to spend 1.5 million USD on the 11th birth rehabilitation. It should be noted for the last time similar works were made in 1972. - Is it the company interest to take similar costs and how justified are these expenditures? -First, we employ the 10th and 11th birth for harboring ships in the seaport, as well as cruising liners and battleships paying friendly visits. On the other hand, this zone is a part of the beach, where people spend the time. Anglers do fishing. Sailing rockets also use this zone and it is also employed as a part of the passenger terminal. The project brings no benefit in terms of finances, but I repeat that the 10th and 11th birth are inseparable parts of our seaport. Therefore, it is our obligation to supervise and control hydrotechnical facilities there. - And again, are you rehabilitating these two births by your own initiative or you have
to take into account the Ajara Government’s will? - Our contract agreement with the Georgian Authorities obliges us to keep the infrastructure in due conditions. I would like to note that for 40 years no rehabilitation works have been carried out here and naturally, these birth need due care. The works are quite expensive, but we are performing them anyway. The Ajara Tourism Department head Mamuka Berdzenishvili has applied to us for rehabilitating the birth for harboring ships with 300 meters in length. To this end, we will have to construct the so-called Dolphin to receive major ships and cruising liners. We have not calculated these works yet, but this is a quite expensive project. I reaffirm we are obliged to care for these births and the project costs must be calculated. The important issue is how frequently cruising ships will sail here and how justified it will be for us to make investments in this project in terms of financial benefit. This is purely economic issue. We can somehow explain grounds for rehabilitation of the 10th and 11th births, but we have to weigh all details in terms of implementation of this project. - What is your opinion on the project value? -I have no idea about it. They should order this project and the expenditures must be calculated. This is a theoretical issue. As to tourism, we do our best for the tourism development.
We have performed huge job in the seaport. A restaurant functions on the spot. The tourism development sample is that we have set 0.8 coefficient for cruising ships. If the tariff makes up 1 USD for other ships, the tariff constitutes 0.20 USD for cruising ships. This signifies we have set 80% discount. This is our deliberate and purposeful decision for cruising ships to draw them to the Batumi Seaport and the Ajara Region. - The seaport makes a focus on cargo transportation and turnover to receive profits and revenues. Is it your interest to put investments in the cruising tourism development? -We keep fruitful cooperation with the Ajara
government and both parties take into account interests of each other in various issues. We have no special commercial interest in drawing cruising ships. Last year we received 35 cruising ships, this year we hosted only 25 ones. - According to the existing plan, you were to construct an overpass at the Batumi Seaport. Is this plan still relevant to discharge the road traffic in the Benze Settlement? - The project’s idea was the following: we planned to start constructing the overpass. We were also able to launch the project in March, but the works would hinder the tourism season. We had achieved verbal agreement with the government and signed a memorandum too that the seaport would start the overpass construction through its own financial resources. The project was estimated by 5 million USD. The Ajara Government was to hand over a 4 hectare land plot to the Batumi Seaport for expanding the seaport infrastructure. We planned to construct various facilities, grain terminal, refrigerator complex and storehouses on this territory by investing additional 22 million USD. Nevertheless, the issue remains unresolved. - Why? Have the negotiations come to blind alley? - Negotiations are still pending. Initially, we were talking about 4 hectares. Currently, we are talking about two land plots and the project should be adequately profitable for both the Georgian government and the Batumi Seaport. Later, the Ajara Finance and Economy Minister was replaced and all these procedures started anew. In reality, they neither reject nor approve our initiative. - When have you last met with the Ajara Government Head or the Ajara Finance and Economy Minister on the issue? - I have never met with them face to face. These procedures are competence of one of our directors and the last meeting was held in October. - Does the company bear losses because of the frozen project? - I will explain the reasons we area interested in this project. The Batumi Seaport is located in the cruising zone and this 4-hectare land plot is not affixed to the seaport immediately, but it is situated apart from our territory, but this is an only way to broaden the seaport infrastructure. Natu-
rally, the crisis period has shrunk cargo turnover everywhere, including in the Black Sea basin seaports. The transit has also slipped. Currently, the seaport’s cargo turnover capacity makes up 1.8 million tons, while we planned to increase this capacity to about 3 million tons through this new project by enlarging the territory and developing the infrastructure. - Last period the Batumi Seaport turnover has shrunk. What steps will you take to improve the situation? - We are working on drawing Kazakh consignments, even more so the current situation in the Kazakh economy, I mean the Tenge devaluation, provides certain preconditions to successfully finish these negotiations. We also cooperate with China, even more so the Batumi Seaport is a part of the TransCaspian agreement. Aktau-Baku-Batumi seaports are involved in this process. This direction is being developed in intense regime and Chinese consignments will be transported to other countries through Batumi Seaport. The Batumi Seaport is also actively involved in the VIKING project implementation. - What would you say about the grain terminal? Last year Kazakh media agencies spread information the Kazakh party would reject the terminal construction project. If the Ajara government hands over the due land plot to you, will the project revive again? - If the project works, the Kazakh party will construct the terminal. Kazakhstan exports 8-10 million tons of grain a year, while our corridor will handle more volumes and naturally, a grain terminal is necessary in this project. - Will the Kazakh party fully finance the terminal construction or a new investor will be attracted? -The Kazakh party will thoroughly build the terminal. There are many major companies in Kazakhstan that operate in this field. We are conducting negotiations with them and they are ready to make investments in this project. At the same time, if we do not receive the land plot, naturally, nobody will come to finance this project. Nobody will invest money in the land plot that does not belong to you. Maya Arabidze

Interview with Mehmet Ayag, Chairman of the Board of JSC Metro Avrasya Georgia Do you plan to undertake any marketing or PR campaigns in this direction? - Our company will enable tourists to enjoy the Ring Service. The last stop will be at the Metro City Forum shopping mall. Metro Forum is located in Batumi, at the very promising place and this location is favorable for both local residents and the whole country to enjoy better shopping mall services without crossing state borders. Our company will provide weighty PR and marketing campaigns for popularizing the shopping mall.
I believe the Qemal Pasha Fair will have to compete with us, not we.
- The next year a new big shopping mall will open in Batumi. What is the concept of this shopping mall and which segment do you focus on? - As reported, Metro City project includes 464 residential apartments, 415 hotel suites, and the biggest casino in Georgia. A major part of residential apartments has been already sold and they will be put into exploitation in July 2016. Consequently, the shopping mall will also open in the same period. We make accents on tourists and residents in new apartments, the hotel guests. The affordable prices will also enable local residents to enjoy our services. Moreover, we have also resolved one of the main challenges in Batumi and we have organized a parking place for 310 automobiles.
Georgian citizens go to Turkey, namely, to Qemal Pasha, Khopa
and Trabzon for doing shopping and they withdraw currency from Georgia. Therefore, we aim to strengthen the Georgian economy so as currency of local residents and the money tourists spend here remain in Georgia, not in foreign countries. - The shopping mall will be located within Batumi and this is a good factor, but the Qemal Pasha Fair is also located near Batumi and you will have to offer sharp competition to this Fair, at the initial stage, to draw new clients.
- What would you say about renting commercial spaces at the shopping mall? What percent have you already rented? Have you already achieved a final agreement with any famous brands? - Let’s keep the names of the brands incognito, because we want to make a surprise to Batumi residents. I just confirm that we are conducting negotiations with the company that will be very popular in Georgia and that will have successful sales in this country.
We have already rented 65% of commercial spaces in the shopping mall. Negotiations are underway on the remaining 35% of the commercial spaces. - Besides the brands that have been already represented in the Georgian market, do you conduct negotiations for attracting new ones?
- Naturally, we have contacted almost all famous international brands and negotiations are underway with them. -Ajara is considered a seasonal resort, as a rule. Do you expect the due demand for the shopping mall services in unseasonal period? I mean various stores have oversaturated the city. Do you expect the shopping mall’s workload to be satisfactory in the autumn and winter periods? - This is a good question. You have noted stores of various brands operate across Batumi. In rainy weather it is quite difficult to receive pleasure from doing shopping in Batumi Streets.
Our goal is to enable local residents to enjoy services of a variety of brands at the shopping mall, as well as various entertainment centers, such as: movie theater, restaurants with terraces, entertainment center for children, billiard and bowling centers, where people will spend the time jointly with friends and family members. - How much is the rental per square meter, if not secret? - The rental per square meter starts from 25 USD plus the VAT. The rental amount depends on the floor, space and location. - Metro City is implementing a large-scale project in Batumi. What is the investment value of this shopping mall and in which period do you expect to return back the investments? - Total value of the project exceeds 120 million USD. We also plan to expand our activities by implementing the Metro City Phase 2 project. Naturally, it is important for our company to return the investments, but the preference is given to creating stable job places and products for Batumi residents.

heraton Batumi hotel will hold the New Year reception at its banquet hall. The hotel will meet guests with Georgian table, live music, Georgian dances, DJs and surprises. The single ticket prices makes up 85 GEL. The event will start at 22 o’clock. Radisson hotel will hold two events at the New Year night: at the first and 19th floors. The events will start simultaneously in both halls at 21 o’clock and will last until 3 o’clock at night. The guests are able to enjoy live music, lotteries and contests. The places are booked in advance. The ticket price for the event on the 19th floor makes up 265 GEL. The price includes various dishes, drinks and entertainments. Hotel Divan Suites Batumi offers a consolidated menu of Georgian and European dishes and unlimited domestic drinks. Musical part will be led by the Pickupers band and a DJ. The guests are able to watch fiery performance of the Platinum band. The hotel management will also raffle gifts, various prizes and a two-day stay at a twobed suite at the Divan hotel. FISHING BUSINESS IN AJARA
The Ajara Region will meet the 2016 New Year with various events, including at Batumi cafes and restaurants.
T
he daily fish products consumption in Batumi makes up about five tons. The Black Sea fish products are supplied to local residents, restaurants, cafébars. About 200 fishing brigades operate at the coastline. They are authorized to catch fish without licenses, while five major fishing companies have obtained long-term fishing licenses. Both categories, licensees and unlicensed fishing brigades, face the same problem – the fishing space is insufficient. Anchovy caught at the Black Sea Georgian coastline is one the first items to enter the EU market from Georgia. Unlike sea fish, fish-breeding farms have no chances to export their products to the EU market. The Association of Fishing and Aqua Culture of Ajara asserts that unlike the sea fish, the products of fish-breeding farms are considered high-risky groups in terms of food safety standards. “Fish-breeding farms are requested to satisfy stricter requirements and different regulatory standards. To export this sort of fish, the state must explore veterinary preparations, waste substances and other pollutants. The European Commission should recognize the results of similar state control. This is the next stage in the GeorgiaEU international trading in this product”. Currently, only five companies hold fishing licenses: Paliastomi 2004 ltd (5.055% ratio in total volume), GeoFish Company ltd (24%), MBM (19.174%), Iceberg 2 ltd (24%) and Sea Products ltd (26.771%). These companies possess processing enterprises in Poti. The Georgian fish-processing enterprises manufacture three sorts of products, including fishmeal is the main product, while fish oil is produced in small volumes. The companies also trade in live fish. Currently, Madai ltd exports fishmeal and fish oil to Turkey. The company director Murman
Kharabadze noted the entrance to the EU market will be financially useful for them and the spirit of cooperation will also increase. “The European market is attractive because the job is appreciated there and you are not left disappointed. We provide as much job in the fish production as major players in Peru and Morocco, but we have to sell one ton of the same products for 300 USD lower price. We bear huge financial losses. We lose 300-400 thousand USD just because we have no access to the global markets and these factors effect nerves, the motivation of
our staff. To put simply, we expect the EU market to bring much benefit”. At the same time, the company management trains its staff in HACCP (Hazard Analysis Critical Control Point System) and plans to introduce this standard in 2015. The companies should be let satisfy the EU standards stage-by-stage and excessive requirements are not expedient, Murman Kharabadze noted. Sea Products ltd surpasses all other fish processing companies in terms of output. The
company produces 1400 tons of fishmeal a day amid full-scale operation. The company employs 120 persons and averaged salaries make up 700 GEL. The company also owns a ship and hires Turkish ships on season. The management has introduced the HACCP system and plans to obtain ISO 22000:2005 certificate (Food products safety management system) in late December.

GLOBAL ALLIANCE PROVIDES RECOMMENDATIONS TO THE MINISTRY OF HEALTH IN GEORGIA We Should Make Universal Healthcare System Cost-Effective On November 19-22, the Georgian Health Ministry hosted Bernard Kouchner, the chairperson of Global Alliance supervisory board. As part of the meeting, the board members and the Health Ministry officials held a meeting behind closed doors, where Georgian officials received recommendations around the ongoing reforms and future plans. Deputy Health Minister VALERI KVARATSKHELIA talks about the details of Bernard Kouchner’s visit to Georgia and meeting with the board members. - The Georgian Health Ministry concluded an agreement with Global Alliance international consulting company several months ago. The company had to fulfill certain obligations, including they were to submit intermediary documents in late October in the directions we have jointly worked on. They introduced two bills for universal healthcare system and DRG payment system that mainly refers to the pharmacy segment. We were given a 8-day period for exploring the documents and approving this interim document. As to Bernard Kouchner’s visit, it was successful and useful. Mr. Bernard Kouchner is a famous and influential person in the world politics and the world health system. He has led the Health Ministry of France three times under the ruling of various political forces and this is a genuinely unprecedented case. Moreover, Mr. Kouchner has founded the Doctors without Borders organization and its members are first to enter all hot spots worldwide. Amid the Ebola virus spread, the organization was the first to enter the region and only after that, the
World Health Organization and other influential organizations appeared in the region, to provide active job in Georgia, especially in the field of tuberculosis. They have rendered huge assistance to us and plan to continue cooperation with us in the future too. - Bernard Kouchner has transmitted many advises and recommendations to the Georgian Health Ministry. What is the most important message? - Bernard Kouchner has left very good and clear messages and we have marked them as a certain action plan.
One of the main messages says that even a world-level consultant cannot help us if we do not start doing real affairs in our country. Recommendations that are given by experts are not of obligatory character for us, because this group is a consulting body and we should only take into account these recommendations and advises. They have given weighty recommendations on the pharmacy law, but I cannot talk about it, as the law should be revised and refined after a long job. We will forward these recommendations to pharmaceutical associations, nongovernmental organizations and all interested bodies and groups. We will accept their consideration and then we will hold a big meeting regarding this issue. When we started working, we were meeting everybody and asking to join the process. We are ready to receive considerations, remarks and so on. - The Health Ministry is actively carrying out the primary healthcare system reformation project. What recommendations have you received in this direction from the Alliance representatives? Does the Georgian Health System follow the correct way?
We always repeat that the universal healthcare program is a unique one, but we also realize and we have received recommendations that we should make this program cost-effective. The job performed by the Global Alliance group of advisors will
enable us to make our universal healthcare system cost-effective. This is of crucial importance for our country. Our opponents stage criticism that all citizens should not have an equal access to the same services and we should introduce the concept of differentiated groups, but our program is called a universal one and this signifies it is to serve all citizens of Georgia. At the same time, this program does not restrict anybody to enjoy services of a private insurance company. For example, before my appointment as a Deputy Health Minister, I was insured at a private insurance company and I have continued this insurance policy. I have saved a small amount in the state budget. It is difficult to set borderlines here. There is a category of our citizens who are not included in the category of socially vulnerable people, but they cannot afford taking cardio surgical operation costs anyway, because this operation costs about 15 000 GEL. Only 1% of Georgian citizen can afford taking similar costs. This is a direct investment. We grow salaries to doctors and they pay taxes. We have constructed many clinics, purchased urgent medical assistance vehicles – all these steps make direct investments in the economy.
We spend 2.1% of GDP on healthcare programs, while all civilized countries spend 6-7%. - The primary health system reformation is considered an important project of the Health Ministry. What innovations are planned in this direction? - We are working on the primary health system reformation very seriously. In about 15 days we will have determined specific places for arranging primary health assistance facilities. The ad-
vancement of this chain will enable us to further cut the expenditures. Today, our citizens have to visit inpatient clinics for even taking blood analysis, where service tariffs are quite high. The primary health assistance facilities will set far lower tariffs. For example, in England the health system is mainly focused on the primary healthcare system, as a cornerstone of the whole healthcare system. We will also set accents on the primary healthcare chain.
Our objective is to arrange second-level inpatient clinics in regions. We are constructing a similar clinic in Zugdidi. Another one will be constructed in Kutaisi. In the near future, we will determine the winner in the tender for rehabilitating three major hospitals in Tbilisi – infectious, oncology and Republican Hospitals. Tbilisi-based healthcare facilities will mainly serve heavy patients, while all other categories will be treated on regional level. This project will enable us to considerably cut the expenditures. All these plans represent the part of our efforts and job. Naturally, Mr. Bernard Kouchner assists us in implementing all these plans. He provides intense consultations and gives recommendations. We keep permanent contact with him and he is ready to provide competent answers to our questions.
TENDER ANNOUNCED ON OWNERSHIP OF THREE MAJOR HOSPITALS OF TBILISI
A
tender is announced on management, ownership and operation of three hospitals in Tbilisi – Republican Hospital, Cancer Center and Children’s Infectious Diseases Hospital. So far, the Austrian consortium Alpha Medic deserved the highest interest among the tender participants. Precisely this company has been able to present full documentation in time, reads Ministry of Health press release. The Ministry of Health announced the tender on the management of three major hospitals in Tbilisi by the recommendation and assistance of Global Alliance and Partnership Fund several months ago. Three companies presented their credentials to be considered for the tender, among which one was
the Austrian company, one Georgian and one Canadian company. At this stage, the tender procedures have not been fully completed yet. According to the Partenrship Fund, negotiations and agreement on specific details, including a number of technical issues which are very important for the future of cooperation between the government and the potential investor. Most of the official documentation has not been prepared yet. So the information regarding the volume of the investment, hospitals renovation project and the project timeline will be known only after the end of the tender procedure. “The tender was announced with the assistance of the foreign company invited by the Ministry of Health. Precisely that company [Global Alliance]
designed the tender conditions and conducts its full monitoring. More details will be announced to the winning company in the second stage of the tender. I think this is one of the best ways for the Georgian healthcare and hospital sector development”, Partnership Fund CEO David Saganelidze told CBW. According to the tender requirements, the above mentioned hospitals need to be reconstructed in alliance with the EU standards. The winning consortium has to ensure that the project is done in accordance with JCI accreditation standards. The personnel must be certificated and trained within a special program. The entire project should be carried out according to United Kingdom healthcare model. The winning consor-
tium will be responsible to own and manage the hospital together with the state, according to the PPP principle. “Our vision is global and our intention is to apply our international experience and activities outside Europe, to ensure the public-private partnership (PPP) on the project. This will benefit the level and stability of healthcare in Georgia in the long-term,” say Austrian consortium Alpha Medic representatives. Alpha Medic is a hospitals and healthcare management company based in Austria that has many years of PPP Projects Development (Design, Build, Equip, Operate including Healthcare and Facility Management) experience in CIS and Africa in partnership with leading EU providers of respective services.

The developers of the platform, who will remain anonymous until the project’s planned unveiling, got in touch with CBW and revealed the initial teasing tidbits of information. The yetunannounced social network has been in development for the past four years and is not short on ambition; long-term plans to take on digital giants like Facebook are not entirely out of the question, according to the project’s lead.
“We are building something that capitalizes on a powerful feature of today’s internet and social media services that has never really been realized to its fullest potential, and is instead seen as a simple gimmick or a hidden tool,” the developer company’s representative told CBW. “However, we’re not yet ready to outright state what that feature is. SOCAR TO RESTORE HISTORIC BUILDING IN TBILISI

OCAR (State Oil Company of the Azerbaijan Republic) will restore a historic building located on the territory of the company’s representative office in Tbilisi, SOCAR said. The historic building was built in 1900-1905 by architect Alexander Shimkevich. First it will be moved to its previous place and then it will be restored. Dutch Bresser company will be involved in these operations. It moved a historic building in Baku two years ago. From a technical point of
view, moving of Tbilisi’s building will be the first unique project in the South Caucasus and neighboring regions. The building will be moved at 3.4 meters and will be restored after the consolidation of the foundation. The building will be used as a SOCAR Georgia guest house after the reconstruction. The project is being implemented with the support of Tbilisi City Hall, the Ministry of Culture of Georgia and the National Agency for the Preservation of Cultural Heritage of Georgia
