he Minister of Economy and Sustainable Development of Georgia Dimitri Qumsishvili has taken part in the solemn ceremony for laying a foundation of the administrative building of LEPL Sea Transport Agency. The ceremony was also attended by the Ajara Government Chairman Archil Khabadze and Mamuka Akhaladze, the Sea Transport Agency chairman. The new administrative building will embrace sea rescuing coordination center with new type and ultramodern radio technical technologies. Ship sailing supervision systems will be also integrated into the new center.
“We aim to provide more flexible, comfortable and competitive services to owners of ships. By the initiative of the Sea Transport Agency, we will introduce 24/7 services in the near future for ships in the international navigation. As a result, owners of ships will receive any type of services for registration of ships for 24/7. We also plan to simplify the tariff policy for registration of ships in the international navigation to make the Georgian naval ensign more attractive for foreign ships. As a result, our state budget will raise more money in the form of ship tonnage fee”, Dimitri Qumsishvili said. The Minister also overviewed important achievements after large-scale reforms. “It is of special importance that on November 22, 2013 the European Commission recognized sailors’ competence certificates issued by the Sea Transport Agency. This decision enables Georgian sailors
to be employed at the ships sailing with naval ensigns of the EU member countries. This is genuinely much success, especially in the Georgian navigation”, the Minister said. Georgia has also implemented a reform for restoring the image of Georgia’s naval ensign and increasing its perception at the international level, Dimitri Qumsishvili added. “For the first time, in the history of the Georgian naval ensign, we have managed to leave the so-called Black List of the Paris and other mutual understanding memorandums. This signifies ships sailing with the Georgian naval ensigns do not pose threat to either seaports or environment. They are not arrested at various seaports and in general our ensign becomes more reliable and creditworthy”, Qumsishvili noted. The Sea Transport Agency, as well as the seaport and Batumi terminal remind Batumi guests that they are visiting the naval center of Georgia, the Ajara Government chairman noted. There are about 9 000 sailors in Georgia and 95% of them live in the Ajara Region. This signifies the development of this sector has direct relation to the economic advancement and welfare in the country and the Region, he added.
“The success of our city – drawing investments, transformation into the transport corridor, tourism sector development and many other achievements are related to its seaside location, strategic importance and attractiveness. The importance of Batumi, as a certain naval capital city of Georgia, is immeasurable. In this context, we should stress the successful work of the Sea Transport Agency of Georgia. It is the agency merit
that today our sea transport enjoys high degree of confidence and safety worldwide. The Agency performance became especially successful since 2012, when the EU issued positive audit and the Georgian naval banner was removed from the so-called Black List”, Archil Khabadze noted. ‘This decision will enable the agency to directly join the EU joint system and receive comprehensive information on movement of any ship across the EU. The new administrative building of the agency will create more comfortable environment and enable the agency team to provide quick and efficient services to sailors and other representatives of the navigation”, Mamuka Akhaladze, the chairman of the Sea Transport Agency noted.

PPP AND HEALTH MINISTRY’S PLANS TO OPEN FOUR NEW CLINICS IN GEORGIA
9
Public-Private Partnership (PPP) law that will allow a future co-ownership and co-management of medical institutions between the state and the private sector is currently being drafted by Georgia’s Ministry of Economy
Four New Clinics Underway in Georgia Deputy Minister of Health, Valeri Kvaratskhelia held a press conference outlining the Ministry’s current and future infrastructural projects. Kvaratskhelia noted that currently four clinics in Dedoplistskaro, Zugdidi, Lentekhi and in Kharagauli are under construction. Construction of a modern 220-bed multifunctional university clinic will be completed by the end of 2016 in the village Rukhi. Residents of Apkhazia and surrounding villages will have access to this hospital. In addition, classrooms and libraries for medical students and residents will be available. Sports facilities, roads, pools and a hostel for patients and their families will also be built on the hospital’s area. The new 25-bed hospital will be equipped according to the latest international standards in Dedoplistkaro, with high-quality and comprehensive medical service. As the Deputy Minister, Valeri Kvaratskhelia said, the medical center in Dedoplistskaro will serve residents of Dedoplitskaro, 16 of its surrounding villages, with a total of 32 531 inhabitants. The new medical center will start functioning in spring of 2016. Construction of a 10-bed fully equipped clinic is scheduled for the fall of 2016 in Lentekhi. Kharagauli clinic will also be completed in the coming summer. In addition to ongoing projects, Kvaratskhelia talked about Heal Ministry’s future projects as well. He said that the construction of National Center for Tuberculosis and Lung Diseases for Children’s is planned in Georgia, which is due to be completed by the end of August 2016. A total of 60 million GEL is allocated for implementing these projects.
Ministry’s Tender on Ownership of Three Major Hospitals in Tbilisi Apart from the current and future infrastructural projects, Valeri Kvaratskhelia commented on the Ministry’s recently announced tender on the management of three large state clinics in Tbilisi. According to the Deputy Minister, Republican Hospital, Cancer Center and Children’s Infectious Diseases Hospital, were highlevel multi-disciplinary medical institutions, established in cooperation of the state and the private sector. “Three big institutions - Republican Hospital, Cancer Center and Children’s Infectious Diseases Hospital returned to the state. The competition on the selection of their future owners has already been announced by the Ministry. It will be a socalled “PPP” type of project, which entails a coownership and management of the hospitals by the state and the private sector together.”
“We at the Ministry believe this project is very important for our country at this moment. We think that PPP type of ownership is the best way to go around on managing these hospitals,” Kvaratskhelia said. “Countries such as UK, Turkey and others have already implemented this
kind of projects, so we can use their experience. These will be multi-functional and high-tech, so-called “Third level clinics”, in which only patients with most severe complications and diseases will be treated,” the Deputy Minister said. Kvaratskhelia believes that this step is a very important one for the country and represents the best strategy. According to Valeri Kvaratskhelia, the Ministry of Economy is currently working on drafting the Public-Private Partnership (PPP) law. There have been no such projects in Georgia previously, so there is no adequate law that could accommodate Health Ministry’s tender.
Expending the Medical Personnel for the Tender Hospitals Deputy Health Minister said the Ministry is also planning on expending the medical personnel in these three hospitals.
“Medical staff could not be reduced, on the contrary - the number should be increased. As you know, due to the lack of resources, only 10 percent of the existing clinics currently operate in Georgia. According to the terms of the tender, the winning company has to train the staff,” Kvaratskhelia said. In Deputy Health Minister’s words, the state has opened a new simulation center this year, in which the trainings of the future medical personnel of the three tender hospitals — Republican Hospital, Cancer Center and Children’s Infectious Diseases Hospital — will take place. Each hospital will have approximately 570 beds and the managing company will hire medical personnel necessary to accommodate this number of patients. This process will be the prerogative of the future owner company, which is why the Ministry cannot name how many new personnel will be hired in the tender-participating hospitals.

foodpanda’s ‘You Say, We Give’ campaign donates 15,000kg of food, Getting people from all around the world involved Engaging campaign let people choose one of five basic food items that foodpanda would donate on their behalf to local food bank
E
ach October the 16th, people from around the world come together to fight hunger on the official World Food Day. This year, the online food ordering business foodpanda launched the “You Say, We Give” campaign and provided an easy way for people to help and give back to those in need. Georgia also joined the efforts and contributed in the globe-spanning event. For seven days from the 16th of October to the 22nd of October 2015, foodpanda was collecting people’s wishes on their Facebook page: anyone could choose one of five basic food items, Rice, Pasta, Potatoes, Beans, and Buckwheat. Afterwards, foodpanda would donate it on their behalf to a local food bank. All they had to do was to comment on Facebook which item to donate. International media, bloggers, and social media influencers joined this fight against hunger and helped spread the word. The results are incredible. In total, over 15,000 kg of food was donated on behalf of the people who participated around the world. From this, Georgia’s efforts produced 875kg that were donated to socially unprotected families here. “The engagement of our userbase allowed us to aid five families beyond the poverty line. Their activity defined everything! We got 875kg of products overall, and I wish to extend my sincerest thanks to all those who left comments and took part in the event,” – stated foodpanda’s director at Georgia, Giga Kerkadze. Ralf Wenzel, Co-Founder and CEO foodpanda, also made a comment: “We wanted to provide the simplest way for our communities to give back this World Food Day and are very happy that so many participated to let us donate on their behalf to local food banks.” 15,000kg worldwide is a lot of food, but to better visualize the quantity that was collectively donated, foodpanda put the numbers into perspective: From the 15.250 kg, 5486 was rice; enough to fill 40 bath tubs, or feed more than 54,000 people. 1.317 kg of pasta equals 658.500 spaghetti sticks, which could take us half way to the moon or cook 13,000 plates of pasta. Or even circle the earth 4 times. And if we peeled all the donated potatoes, we could wrap the Taj Mahal, the Empire State Building and the Eiffel Tower. Battling malnutrition is possible; people have the power to make a difference. WORLD HUNGER The efforts to combat poverty and undernourishment specifically take root in 1945, Quebec, with the foundation of the Food and Agriculture Organization of the United Nations (FAO). Its aim was to showcase the issue of hunger to the world and spark a charity movement towards it. According to research data from FAO, 805 million individuals, as in one in every nine residents of Earth, are living in chronic hunger. 60% of them are women. Annually, almost five million children under the age of five tragically die from causes connected to malnourishment and hunger. WORLD FOOD DAY The World Food Day is an annual event against hunger. It takes place on October 16th, having been founded in Quebec along with the Food and Agriculture Organization of the United Nations (FAO).
