the nation’s independence, Pandit Nehru did not forget tiny Goa still under colonial rule. In 1961, under his dispensation, Goa was finally liberated from Portuguese rule.
Ever responsive to the aspirations of
the Goans, Prime Minister Indira Gandhi gave them a voice in the historic Opinion Poll, after which Goa was permitted to maintain its separate identity as per the wishes of the people.
Her son, the late Prime Minister
Rajiv Gandhi, went on to give our Maibhas Konkani Official Language status. He was also responsible for making Goa a full fledged state.

Commemorating the past....
GPCC members gathered together with mixed emotions on October 31st, to pay homage to former Prime Minister Indira Gandhi on her death anniversary, and to honour prominent and revered Congress leader Sardar Vallabhai Patel, also known as the nation’s “Iron Man” and one of its founding fathers on his 139th birth anniversary.
On November 14th, it was time to celebrate the birth anniversary of India’s first Prime Minister and one of the main architects of India’s freedom Pandit Jawarharlal Nehru.

The Goa State Chintan Shivir, slated for November 13th & 14th, 2014, will be an occasion for sharing views, updating our knowledge bank and taking some crucial decisions. The second day of course, will be spent working indepth on inputs gained. State level 'Chintan Shivir' – 2 days: Members of core team of JNLI would support each team, with about 3-4 master coaches for general support and orientation for second level shivirs. Day 1 – First half dedicated to discussion on different given issues in groups. Second half presentations in plenary by each group, followed by comments and development of consensus. The group senior leader to chair the proceedings will be assisted by a JNLI core team member, who could write down important discussion points on a White Board for everyone to see and remain assured about transparency. The proceedings of Day1 will be documented by JNLI member assisting the group, and submitted next morning to state leadership for approval and circulation among all participants. Since the document is product of inputs from all the participants themselves, it becomes the guidance-document for state party for next course of action. Day 2 – Dedicated to workshop, with following sessions conducted centrally – I. Value of listening in politics (with exercise) – 60 min. ii. Team and team management (with exercise) –

Goa (Abolition of Proprietorship, Titles & Grants of Lands) Act, 2014
- A dangerous tool for misuse
The GOA (ABOLITION OF PROPRIETORSHIP, TITLES AND GRANTS OF LANDS) ACT, 2014 that has been passed in the Legislative Assembly session held in March 2014, is far from achieving its avowed purpose. In fact, the Act seeks to attack the very roots of our history by disregarding crystallised, settled and clear legal and documented narration/covenants and is thus ultra vires, going far beyond the legal scheme and guarantee cautions Jitendra Deshprabhu.
The GOA (ABOLITION OF PROPRIETORSHIP, TITLES AND GRANTS OF LANDS) ACT, 2014 that has been passed in the Legislative Assembly session held in March 2014, was conceived and passed in the backdrop of Mayem villagers’ agitation vis-à vis the issue pertaining to land titles in the Mayem village vested in Conde de Mayem. This prompted the Mayem villagers to seek conferment of title upon them of the lands and houses situated therein in their exclusive ownership. While the ostensible reason used by the Government to justify passage of the Act was the endowment of title to villagers of Mayem through legislative methods, an actual perusal of the Act reveals that it is far from achieving its avowed purpose and objective in as much as the generality of the Act reflects a haphazard approach and uncrystallized legal thinking. There is not a shred of doubt that the legislative measures moot a camouflaged endowment of the title to the people of Mayem. The wide ranging sweep of thoughts and domain areas which the Act seeks to envisage, is much beyond the scope of the Mayem issue. In fact, it seeks to attack the very roots of our history by disregarding crystallized, settled and clear legal and documented narration/ covenants and is thus ultra vires, going beyond the legal scheme and guarantee. The Act that has been pushed through in the garb of addressing the issue of Mayem through grant of title, in its entirety is wholly hollow towards the realization of the goal it professes to achieve. The Act seeks to further and moot a purpose beyond the scope conceived and necessitated thereby ensuring a conflict of laws since it goes against settled legal principles in that regard. A genuine effort towards empowering people of Mayem in the endeavor of capacitating them to hold land title was conceived by the Goa state Law Commission in its sixteenth report dated September 2011 which effort, most sincere in assimilation of reality and realization of legal principles, was a pragmatic approach envisaging a solution to the vexed issue in question. The said report suggest that the Government of Goa acquire lands in Mayem so as to proportionally vest and restore the title thereof to actual holders and those whose claims/ interests were real, actual probable and plausible. The recommendations suggested by the Law Commission in this report were appended with a draft Act by the Law Commission which pertained only to the issue

It is shocking however that extreme callousness and a thoroughly cobwebbed approach of the Government led to it mooting THE GOA (ABOLITION OF PROPRIETORSHIP, TITLES AND GRANTS OF LANDS) ACT, 2014, which is infirm towards meeting the desires of the people of Mayem in as much as it is legally inconsistent and unsustainable vis-à-vis the principles of law operating in the field and realm. Indeed, the sweep of thoughts contained in section 2 (o) as regards the definition of “Proprietor”, seeks to attack all grants, concessions and the like in a single stroke, without even distinguishing or categorizing the same - which makes the conceived definition bad in as much as it raises a dispute with settled propositions and principles of law governing the realm. So also the definition contained in the section 2 ( r ) of “Title Holder” also suffers from the defects stated above, arising from the generality and vagueness of words put together thereby reducing the whole edifice of the Act as a super structure which has no context with reality and is antithetic to the solemn legal premise and settled legal principles of law operating within the domain. The proposition as contained herein above reduces the Act to a misadventure and is a legally inconsistent and badly shaped Act which is destined to fail the test of law and reason. It is disturbing that even after after its passage and receiving the assent of His Excellency the Governor of Goa, this Act does very little to mitigate and ameliorate the genuine aspirations of the people of Mayem till date owing to its inherent infirmity and failure of purpose. In fact, it may be pertinent to recall that the then Governor of Goa Shri. B.V. Wanchoo had returned the Act to the Hon'ble Chief Minister seeking explanation on specific queries raised by him. However with his departure and the ensuing change of guard, his successor showed inexplicable willingness to render and give assent to this contentious Act, which in the ostensible garb of conferring and entitling the people of Mayem, actually seeks to tread on a path to a legal misadventure, by arousing a conflict of laws due to infirmity in scope of conception and envisaged ideas vis-à-vis the settled proposition of law in force in that regard. It is amply evident that the relief sought by the people of Mayem can be certainly granted through the realization, acceptance and legislative embodiment of the sixteenth Report of the Law Commission and the law as suggested by it. The Goa (Abolition of proprietorship, Titles and Grants of Lands) Act, 2014 on the other hand, miserably fails to serve the purpose in as much as it gives birth to a dispute of laws owing to the inherent and ingrained infirmity and incoherency.
It is disturbing that this Act does very little to mitigate and ameliorate the genuine aspirations of the people of Mayem to date, owing to its inherent infirmity and failure of purpose. In fact, the then Governor of Goa Shri B.V. Wanchoo had returned the Act to the Hon'ble Chief Minister seeking explanation on specific queries raised by him.
