GENERAL PROCUREMENT NOTICE THE GOVERNMENT OF THE REPUBLIC CAPE VERDE CAPACITY BUILDING GRANT FOR MICRO, SMALL AND MEDIUM-SIZED ENTERPRISES DEVELOPMENT THROUGH BUSINESS INCUBATORS GENERAL PROCUREMENT NOTICE 1. The Government of the Republic of Cape Verde has received a loan from the African Development Bank to finance the Capacity Building Grant for Micro, Small and Medium-Sizes Enterprises Development through Business Incubators. 2. The principal objectives of this project are: 2.1. The broad development objective of this project is to foster entrepreneurship and sustainable private sector development for inclusive economic growth. 2.2. The specific objective is to facilitate the emergence, development and sustainability of enterprises and thereby create new jobs by helping entrepreneurs establish new sustainable micro, small or medium-sized enterprises. 2.3. The proposed project will enable ADEI to create new business incubators which will help micro, small and medium-sized enterprises to develop or stay in business through: i. the facilitation of access to finance e.g. bank loans, guarantee programs, venture capital funds; ii. the facilitation of access to markets e.g. networking and linkages with potential clients and customers, marketing assistance; iii. the provision of business development and business support services, including business coaching and training programs; iv. ICT and office facility solutions. 2.4. In addition to creating new jobs, market-driven business incubators will play a critical role in establishing strong, well-managed and sustainable micro, small and medium-sized businesses, especially as 74% of SMEs fail within the first three years of operation. 3. The project includes the following components: 3.1 The first is Incubator Development, which will involve providing technical assistance for business development services, access to finance, access to markets, as well as ICT and office facility solutions. 3.2 The second component is Capacity Building on business development for the staff of the incubators by reinforcing ADEI’s human resources through the involvement of BDS firms, private sector and civil society partners, including training institutions. 4. Procurement of goods and/or works will be in accordance with the national procurement procedures of Cape Verde/Act of September 10, 2007/17/VII/2007 (“Act”) which approved the Legal Regime of Public Procurement, using the national Standard Bidding Documents. Acquisition of the services of Consultants will follow the Bank's Rules of Procedure for the Use of


Consultants: Procedures for the Use of Consultant´s dated May 2008, revised July 2012; using the relevant Bank Standard Bidding Documents, and the provisions stipulated in the financing Agreement. Bidding Documents will be available in August 2013. 5.
