And the winner is – the Central Coast The battle of the fairytales was fought out in front of 42,000 plus and it was the Central Coast fairytale that deservedly won out. Allianz Stadium reminded us more of Rome’s famous Colosseum such was the fervour, colour and constant sound of one of the most powerful ‘off-field’ crowds ever witnessed at any Australian venue. At times it appeared the Central Coast was the proverbial needle in a haystack such was the dominance of the red and black from a visual and noise perspective. But for all the off-field dominance it was countered by a magnificent 94 minute performance by the men in yellow and navy. The power and accuracy of Patrick Zwaanswijk’s header, the bullet like and net-stretching penalty by Golden Boot winner Daniel McBreen reflected the class, finesse, power, strength, commitment and sheer will power of this Central Coast Mariners team. Age knew no barrier this day, as the elder statesman of the Mariners not only stood tall but ran, charged and dictated terms. This was a team who acted as one, who understood what they wanted to achieve and under the guidance and tutelage of Manager Graham Arnold and his staff, their mind-set was impenetrable. Now that’s a brief on the footy side of things but what about the performance

of the Club itself? Stretched to breaking point financially, the heartache of losing 3 previous tilts at the grand final, the loss of Tommy Rogic, the constant talk of takeovers and new ownership and the uncertainty of the Centre of Excellence were not back of mind, but rather front of mind. The pressure on resources was extreme and yet Arnie and his staff didn’t so much revel in the circumstances they used it to mould and form a powerful and unified team. It was one in all in and to the Club’s credit the media and public alike
were not over loaded with soul destroying stories and endless excuses although the Russian investment was wearing a bit thin. No, nothing was going to stop this team from achieving the ultimate prize. The Mariners are not just a sporting team, they are a business, and for the best part, as proven in the Grand Final, a successful business. The record books accord them the distinction of being the most successful team in the A-League since its inception 8 years ago and yet the numbers should tell us a different story.

Grand Final winners Central Coast Mariners – Hyundai A-League 2013 Champions at Allianz Stadium
The Mariners have the lowest salary cap, the smallest population base, no daily print media, no recognised marquee player [the Wanderers had four] and very few national based companies to call upon. The Central Coast needs the Mariners and the Mariners need the business community to back them. They are our only national sporting team and as of Sunday 21 April they are CHAMPIONS OF AUSTRALIA! Let’s hope Masterfoods, Primo, Ausgrid, North, Soccer 5’s and Kappa all extend their agreements with the Aussie Champions. We need them too. The challenge is for the rest of us to get involved! Newcastle Permanent are amongst others who said yes. Yes, winning the title was special, but let’s not go into hibernation now we have won it – let’s get vocal and let’s back the Mariners. Can you tell me the last time you witnessed a truly unified Central Coast? The Central Coast Mariners are more than a football team they have taken brand ‘Central Coast’ to all corners of the globe, in particular East Asia. Fresh from victory against Suwon Bluewings in Korea Republic the Mariners should be regarded as our key tourism marketing tool. Who else can market the Coast to such a worldwide audience and with such consistency?
The Mariners may be small when compared to other A-League Clubs but they are ten times extra large if you take into account heart and soul. And it appears the Club is in good hands, new owner Mike Charlesworth has already upped the ante declaring “This isn’t a NRL town anymore.” Based on that statement, Charlesworth and his team will work their proverbial off to turn the Coast into a sea of yellow and navy. This fairytale was built on perseverance, a culture of excellence and hard work. Congratulations to TEAM Central Coast Mariners.

Never ever give up It is an oft quoted phrase but it applies to everything we do. Perseverance and the will to succeed is what drives every successful person and organisation. And that applies in spades to the Central Coast Mariners – the players, the coach, the management, the owners. There has to be no doubt that the Mariners have been through tough times in the eight years leading up to their greatest victory over the Western Sydney Wanderers on the 21st last month. Their win in front of an exuberant 42,000 mostly Western Sydney fans at the Allianz Stadium in Sydney shows what the Central Coast Mariners are made of. To get to the Grand Final on three occasions and then just miss out only to back up again for more shows us that here, on the Central Coast we have a sporting team that we can truly look up to and be very proud of. A team that is taking the Central Coast brand onto the national and international stage. It is of even more significance when you know that the Club has been walking a financial tight-rope for a long time and almost collapsed. It was so bleak that they couldn’t pay the wages on time. The Mariners have been struggling to get a financial backer for a long time and only a month ago Mike Charlesworth came in and has taken the Club over as majority owner.

Against this, the Central Coast team won against a well funded team financed by the all powerful and wealthy FFA which actually owns it and provided all sorts of concessions to put it up front. They then backed up that win with 1-0 win against the Korean Suwon Bluewings a few days later in the AFC Champions League in Korea. Our congratulations to Captain John Hutchinson and his team, Coach Graham Arnold, the support staff, management and the Club’s owners including its founder and Chairman, Peter Turnbull. Another milestone for the Central Coast in April was the entry of Gosford into the Digital World with the Minister for Broadband, Communications and the Digital Economy, Senator Conroy, pressing the button signalling the connecting of Gosford to the national broadband network and so to the world. As the NBN is rolled out across the Coast over the next three years our region, and its economy, will change dramatically. Unheard of opportunities will materialise that will create new age jobs just like those that have been created as a result of the creation of the iPhone and the App World not so many years ago and which is already creating jobs here on the Coast. Provided we continue to work as a
team, just like we did when putting up our case to the Government in March 2011, and as the Mariners have done, our future as a Gigabit Region is assured. With the encouragement of companies like IBM and Google, Gigabit Cities are starting to bob-up across the globe. Towns and small cities that were in decline have now reversed their fortunes as international corporations realise they can operate more effectively in regional areas than in the big cities. Right now Gosford stands on the threshold of the Gigabit World. We must now aspire to become part of that world and reap the economic advantages that it is bringing other towns and cities that have already joined. There is just one caveat and that is the potential for it to be derailed by politics. While the Government is absolutely committed to the NBN we cannot say that about the Opposition. The Liberals remain locked in the past and it is now clear, from their Continued on page 25

Gosford joins the Gigabit World The 23rd April 2013 will go down as one of the most important dates in the history of the Central Coast and particularly Gosford where the Minister for Broadband, Communications and the Digital Economy, Senator the Hon. Stephen Conroy pressed the button connecting 2,300 premises in and around the Gosford CBD to the world. Senator Conroy was joined by Member for Robertson, Deborah O’Neill who has worked tirelessly with the Central Coast community to ensure the region would be among the very first regions in Australia to join the superfast broadband network. He praised the visionary thinking the region’s leaders who saw the opportunities that broadband will bring and worked as a team across the region to present a very compelling case for early rollout. “You were competing with dozens of regions across Australia but in the end your business case showed the government that you are a region that understands the benefits and was prepared to work together as a team.” Noting that the switch-on ceremony was being held on the Gosford Foreshore with the Central Coast Stadium in the background Senator drew attention to the recent success of the Central Coast Mariners in winning the Grand Final. “It’s all about teamwork,” he said, “The Mariners know what teamwork is about and obviously the community leaders on the Coast

know that too. It’s about working together.” In the coming months a further 5,000 premises in Point Frederick, East Gosford and Springfield will be ‘passed’ with fibre optic cable giving them the opportunity to connect to the Network. And construction is already well advanced in the West Gosford, Kariong, Somersby, Point Clare and Tascott areas. By 2015 62,000 homes and businesses will have access to the NBN. Households can sign up to NBN packages currently on offer from four internet service providers: iiNet, Internode, Telstra and Westnet. There are a range of competitive prices and packages which users can take advantage of according to their needs. Senator Conroy said that as the broadband network is switched on increasing

Meanwhile, following Erina Chamber of Commerce’s pitch for the broadband rollout in the Erina area to be reduced from three years, Ms O’Neill announced that the NBN Co had agreed to move construction forward. This means the construction work will begin from February to June 2014 in Erina, Erina Heights, Green Point, Holgate, Matcham and Springfield.

Gosford set to become VET focal point in Australia via the NBN Hunter TAFE, via the National Broadband Network, will create an online learning environment utilising the benefits of the high speed broadband to provide significant advantages to Vocational Education and Training (VET) students. A customisable online personal learning space that allows learners to choose from a variety of rich educational resources will be a feature of the new environment. The NBN in Gosford City has now been switched on, so it will be the first to receive access to the environment and as the NBN is rolled-out further on the Central Coast, so too will the online learning environment and its many learning and support features. ‘This online learning can suit all types of learners as students are able to select high quality learning materials that best match their preferred learning styles’, said Phil Cox, Institute Director of Hunter TAFE. ‘Hunter TAFE’s superior educational support services will be fully available online. High speed broadband will allow us to use features such as high definition web and

video conferencing – it will be just like having the teacher sit beside you in your business or lounge room. ’ Starting with a free account where learners can collect their informal and formal learning, the environment will then offer a full range of learning services including opportunities to interact with other learners. ‘The proposed environment is also user friendly for school-aged children who will be able to create their first space at school and then take it with them through all levels of education. This is a revolutionary
educational concept which is truly a lifelong learning prospect’ said Mr Cox. Another key feature of the customisable personal learning environment is the free taster modules that link to full qualifications. Learners will try courses over the NBN and then receive credit towards a full qualification linked to the free taster. Other open source courses will become available as the environment becomes fully operational. Learners will be able to collaborate and share their learning experiences through Hunter TAFE’s online personal learning environment. Mr Cox pointed to a number of focus areas that support local businesses and individuals. Programs will initially target skill shortage areas such as small business, children’s services, aged care and tourism and hospitality. June date set for Innovation Summit
‘Smart Hubs’ at Gosford and Wyong for Telework Week
The third Central Coast Innovation Summit will be held on the 13th June 2013. On the back of two highly successful summits in the past two years this year’s summit will explore new business ideas and models that capitalise on the next wave of innovation. The theme of the summit is “Catching the Next Wave of innovation: A resource efficient Digitally Connected Community”. The Summit takes its theme from the book “The Sixth Wave “by James Bradfield Moody and Bianca Nogrady. THE SIXTH WAVE is a popular business book built around extensive research with predictions and a roadmap to the future and explores how to succeed in a resourcelimited world. The summit will explore the opportunity of coupling sustainability with digital technology to create “a resource efficient digitally connected community”. The key for business is to work out how to take advantage of such opportunities. The Summit will host nationally renowned speakers from The Climate Institute, The Tom Farrell Institute and the University of Newcastle. There will be a special guest appearance from James Moody. It will also showcase local organisations that have adopted sixth wave thinking in their business practices! The summit will also be the platform for Innov8central to report on its pro-
The Central Coast Telework Week Committee has announced that Central Coast Leagues Club and Wyong Race Club will host two “Smart Work” hubs for this year’s Central Coast telework events. The “Smart Hubs” will accommodate approximately 150 workers over the course of the week. Encouraging people to get involved with Telework Week Regional Development Australia Chairman, Dave Abrahams, said that the Central Coast is rapidly becoming known for its “Team Central Coast” approach with a teamwork and “can-do” attitude. “With these fantastic venues the week is shaping up to be a very productive experience,” he said. Other activities planned for the week include “Lunch-Time Learning Sessions” when participants will have the opportunity to network with their co-workers and listen to informal talks from guest speakers, at both locations on the 23rd of May,

Businesses need better information in what is a rapidly changing environment and so this type of information is critical. The role of innovation is now a central tenet of national and regional policy and one can expect some important implications in the lead up to the next Federal election. The aim of this year’s Summit is to provide exciting and informative speakers with plenty of food-for-thought for those looking to understand and take advantage of this new sixth wave of innovation. Red Shield Appeal needs business support The Red Shield Appeal is The Salvation Army’s major annual fundraiser which raises much needed funds to help them continue their valuable work on the Central Coast. This year, the doorknock weekend will be held over 25 & 26 May and local businesses are being encouraged to once again support this appeal. The 2013 Red Shield Appeal goal for the Central Coast is $966,500, which will support local services in our region including the newly opened Dooralong Transformation Centre, the Oasis Youth Centre at Wyong, the Court Chaplain at Wyong and Family Tracing services. In addition, The Salvation Army runs local emergency services and housing relief, as well as counselling services and the Salvo’s Care Line. “The Salvation Army spends over $3.6 million each year on Central Coast services,” said Louise Duff, Chair of the Central Coast Red Shield Appeal. “We are still one of the few regions that spends more money than it raises, which means that the Central Coast is being propped up by donations from other regions, not just Sydney, but regional areas that are doing it tough,” she added. “To me, it’s time for the Central Coast to stand on its own two feet and rely less on other regions. Getting behind the Red Shield Appeal is one way that each of us
can help make that happen.” The Central Coast business community has long played a pivotal role in raising funds for this campaign and business leaders are encouraged to once again give generously to the cause. “As always, the Red Shield Appeal desperately needs businesses to get involved and assist the Salvos – whether by encouraging employees to volunteer for the doorknock weekend, introducing an office collection bucket or making a corporate donation,” Louise said. McCain Foods announced in early February that it had completed the acquisition of Kitchens of Sara Lee Australia from Hillshire Brands. The transaction, initiated on December 18 2012, is valued at $82 million and is set to boost McCain Foods offering. The acquisition of Kitchens of Sara Lee includes their manufacturing facility at Lisarow as well as license rights to the Sara Lee brand and certain intellectual property used in the Australian bakery business in the Asia-Pacific region. McCain Foods Australia and New Zealand managing director Mr Steve Yung said that the Sara Lee acquisition was promising for McCain Foods. “Sara Lee is a great addition to our family of frozen foods and will provide a platform for growth. We are now focused on a smooth integration of the new business without disruption to our consumers and customers,” Mr Yung said. Kitchens of Sara Lee is well known for manufacturing, selling and distributing a range of frozen desserts, premium ice cream, pastries, frozen savoury meals and frozen fruit categories. McCain Australia/New Zealand, based in Ballarat, is a subsidiary of McCain Foods Limited which specialises in frozen potato products, vegetables, dinners, pizza and frozen fruit, for both the Retail and Foodservice sectors. McCain will now also specialise in production of Sara Lee’s frozen products. McCain currently operates eight production facilities, which are located on five sites throughout Australia and New Zealand.

MM or Meritocracy Militia by its full title is creative in itself. Rural residential living on Wyong’s agenda Wyong Council last month took the first steps towards establishing two new rural residential developments in the Wyong LGA by referring two west-of-freeway locations to the State Government’s Gateway review process. Council will send the Jilliby Stage 2 Development and ‘Old Farm’ located on Old Maitland Road to the State Government in what will be the first step in a spot rezoning process. If the rezoning is successful, it could allow rural residential developments to proceed in both locations. Commenting on the move Wyong Mayor, Doug Eaton, said, “There is a real need for this type of development in our Shire. What these developments are about is giving people a choice of housing and we hope they will attract professionals like doctors to buy property and establish themselves in the area.” “There is demand for this type of land in the Shire but there’s a real shortage of it. The land which we are proposing to rezone is not suitable for rural use, and would certainly help to provide more rate income for Council as well as help boost our local economy. A total of more than 600 hectares of land, divided into close to 500 lots ranging between one and three hectares is involved in the proposal. Jilliby Stage 2 contains 355 hectares of land, which will be the potential home for 197 lots. In
addition, 76 hectares of land at this location is proposed to be set aside for conservation and drainage. The ‘Old Farm’ on Old Maitland Road is located around two kilometres south of the F3 Tuggerah interchange. It has been proposed to be rezoned into 270 lots in village zoning and 30 lots in environment living and conservation areas. “We need a balance of housing around the Shire and while this is at the top end of the market, we also approved a Granny Flat or ‘Fonzie Flat’ at the same Council meeting,” Mayor Eaton said. “We are very conscious of creating housing that can cater for all budgets ranging from low cost, affordable granny flat style accommodation to these rural developments catering for highly paid professionals.” Council requested last week that the State Government’s Gateway Review Panel meet with the Mayor and interested Councillors prior to determining both rezoning requests. “I am pleased the Department of Planning, under the current Government, is willing to look at this and potentially move it through the system,” Mayor Eaton said. “The process, and what we are trying to achieve, certainly has the unanimous support of this Council.” Plans for both sites will undergo a public exhibition process should the Gateway Review Panel approve rezoning of the land.

Darkinjung to release additional 109 lots

The Darkinjung LALC is setting the benchmark for other local developers with its new 109 lot development at Blue Haven – Menindee Ridge. Menindee Ridge is currently the only major residential development underway on the Central Coast and following the sale of almost all Stage 1 lots in less than six months, Darkinjung is preparing to release Stage 1A lot sales in the coming months. Commenting on the December 2012 Housing Affordability Review commissioned by Pacific Link Housing into housing on the Central Coast, Chief Executive Officer of Darkinjung, Sean Gordon, said that developments such as Menindee Ridge are essential to the future planning for the region. The research projected that the Central Coast’s population will grow by 39 percent by 2036, presenting a number of infrastructure challenges and highlighting the need to prioritise affordable housing when planning strategically for the region. “Menindee Ridge demonstrates a real opportunity to meet the growth needs of the Central Coast and Darkinjung is proud to be planning for the future of our region,” he said. “As the largest land owner on the Central Coast, we understand that it is our responsibility to work with other key stakeholders to ensure the region is prepared for the future,” Mr Gordon added. “In addition to Menindee Ridge, Darkinjung is continually exploring opportunities to offer affordable housing options to the region,” continued Mr Gordon. “We are currently in the process of working through a development application with our land holdings at Halekulani through the future establishment of a Manufactured Home Estate comprising of 251 dwellings. CBA Business Banking relocates to Riverside Park The Tower Building Riverside Park nearing completion
The Commonwealth Bank has leased 300 sqm of prime office space on Level 1 of the 4-level Office Tower at the Riverside Park development now nearing completion on the Central Coast Highway at West Gosford. The space leased will see the Bank’s Central Coast Regional Business Office relocate from their home of the past forty years in the Gosford CBD. Matthew Gibbens, a Director of Gibbens Industries which is developing the Riverside Park site said that 70% of the 6,300 sqm Riverside Office Tower is now committed. Major occupants of the Tower will be the Danish global engineering company FLSmidth which HAS taken 1,500 sqm on Level 2 and the Reliance GP Super Clinic which has taken Level 1 and will accommodate thirty-three treatment rooms for up to

fourteen doctors and approximately thirty other medical professionals. In addition, a pharmacy will operate from the ground floor. National coffee franchise, Coffee Guru, will establish a restaurant on the ground floor. The building, which will be completed in mid June, has been designed for maximum light and energy efficiency and has a 4.5 star NABER rating. It is the first building on the Central Coast to have this rating. The Office Tower is not the only project under construction at the Riverside Park site. Woolworths’ Masters Home Improvement hardware super store will comprise approximately 13,500 sqm of retail space and is due for completion in October with trading set to commence in December.
Gibbens relocating to Lisarow After forty-three years on their West Gosford site, which is now being redeveloped to house the Riverside Park development including Masters Home Improvement, Storage King, Dan Murphy and the earlier completed first stage, the Moneywise Building, Gibbens Industries is relocating to new premises at Lisarow. The Gibbens Family bought the former Albany International factory at Lisarow in the early part of 2012 with a view to developing part of the site, making it the head office for the Gibbens Group and a new home for their spring manufacturing division. Their plan is to develop the site into the Lisarow Hi-Tech Park which will be a multi tenancy site. Currently within the established factory building Australian Filtration Products leases about 6,500 sqm and the Gibbens Group will occupy about 5,000 sqm. Five spaces ranging from 1,900 to 2,100 sqm are being marketed A Storage King and Woolworths Service Station will be located on the site.

Commencing July 2013, businesses in the building and construction industry are required to submit their first Taxable Payments Annual Report to the ATO. The report outlines the total payments they make to each contractor for building and construction services for the 2012-13 financial year. The aim is to improve tax obligation compliance by contractors who the ATO thinks are currently not doing the right thing. As with any new tax legislation, it’s important for businesses to check they’re keeping the correct records. If this legislative change applies to you and you don’t record payments from 1st July 2012 in your accounting software, you may face a lot of work in June/July 2013. Or, you may face hefty accounting bills. Make sure now that you have the details required for the Taxable Payments Annual Report.
Anyone using paper, a spreadsheet or a product that doesn’t allow easy flagging of contractor payments may struggle with their EOFY activity, so figure out now how you can most easily work with this reporting change. Owners of businesses that pay building and construction contractors should capture these contractor payments straight away using up-to-date accounting software, otherwise they could be playing serious catch up when the first taxable payment annual report is due for lodgement in July 2013. A tax penalty for late/ non lodgement is a stress any business owner can do without. Businesses need to submit the taxable payments annual report if they are in the building and construction industry, make payments to contractors for building and construction services, and have an Australian Business Number (ABN). A Sydney investor has paid $525,000 (GST not applicable) for a retail property at 18 Blackwall Road, Woy Woy. The property which has operated as a butcher’s shop for over fifty years comprises 150 sqm building and is leased for 5 years with 5 year option which com-

What is the supported wage system? Industrial awards have specific provisions which provide that employees with a disability can receive wages on a sliding scale according to their ability to perform the work they are assigned. Individuals whose productive work capacity is reduced by reason of disability can be paid a productivity wage. A National Panel of Assessors assesses the productivity of employees with disabilities and that assessment is then used to calculate a corresponding wage. To be eligible for the supported wage system:
• the employee’s work must be covered by an industrial award or enterprise agreement which includes a provision for the supported wage system; • the employee is an Australia citizen or a permanent resident; • the employee is 15 years or over; • the employee has no outstanding workers compensation claim against the employer; • the employee meets the impairment criteria for the Disability Support Pension; and • the job is for 8 hours or more per week. It is important to note that supported wages can only be paid if an assessment is carried out by the National Panel. The assessment process does not cost the employer, it is Government funded. Example: If the employer makes an application for an assessment and the employee’s productivity is assessed at 70 per cent compared with their peers then the employer can legally pay the employee 70 per cent of award wages.

A great many employers would be unaware that they may be able to reduce the cost of their workers compensation premiums which are often one of the largest single costs incurred by the business. Dealing with Work Cover and their agents in NSW can seem a bit like dealing with the ATO, you just go through the process, shrug your shoulders and accept the outcome. If you happen to cross borders and require cover in other states it gets even more complicated by the impact of different state-based legislations. The fact is that you may be able to take more control than you suspect; indeed you might even be able to get a better cost outcome now and into the future. It might be that you are in the incorrect rating classification, perhaps you have unreasonable loadings for injury claims, or you may even be in an industry that has better deals available through specialist agencies. One example is in the hospitality industry where there is a specialist WorkCover agent providing discounted premiums to employers fitting the definition of pubs, clubs, taverns, bars, hotels or accommodation establishContinued on page 25

Fair go, Fair Work – what about the productivity? By David Chandler OAM Independent Construction and Property Industry Advisor & Commentator
The recently registered Enterprise Bargaining Agreements (EBAs) on the Fair Work website make alarming reading. They go some way to explaining how Australia’s construction costs are getting so out of whack with reality. Here are some examples of what’s happening. Major contractor A’s EBA incorporates increases commencing 1/3/11 of 4.5% and then on each anniversary from 1/3/12 to 1/3/15 increases of 5%pa. That’s a whacking 24.5% increase over the period when Australia’s annual inflation rate has been less than 3%. In company A’s EBA there is no evidence of real productivity being defined or measured as a precondition to any increase over this period. Look a bit further. On the CFMEU (NSW) web site there is a template EBA. It suggests a base rate of pay for construction workers in classification CW3/ EWC TR of $27.07 ph. from 1/3/11. In contractor A’s EBA the rate for this classification was $35.66 from the 1/3/12. The discrepancies in rates agreed in the sample of Fair Work EBAs I have reviewed are wide ranging. In the Fair Work Modern Agreement the rate described for CW3 is $18.58 from July 2012. In another major contractor’s EBA the rate is $28.51 from the 1st January 2013, but in a separate Greenfield project EBA the rate is $30.07 from the 1st March 2013. The rates for other contractors observed range from $35.66 (NSW), $32.30(QLD) and on WA’s Wheastone Project $45.02. There will be differences in how each organisation negotiated, EBA timing and the circumstances such as remoteness in the Wheastone Agreement. These variances fuel the cycle of EBA negotiations as each benchmark is reached. But these wage rates are just the start of it. Have a look at site allowances. These can range from an additional $1.95ph. to $5.45/h and more where the project value exceeds $400m. In addition

there are other loadings for travel, parking, meals, clothing, profit share the list goes on. But it is impossible to find a single quantification of a productivity gain or a precondition of its achievement. Site allowances have never been more than consideration for industrial civility and their size commensurate with the pain that could be exerted the larger the projects and, the more builder and client exposure to financial risk if not completed on time. One wonders what uncivil behaviour might be for several of the major contractors who are currently the target of CFMEU campaigns. Could it be worse if the high price evidenced in their Fair Work registered EBAs had not been met? Fair go! Talking to contractors in the industry the rates achieved to buy industrial peace by the larger contractors then become the new benchmark for the next round of wage increase expectations in dealing across the industry. In the current round of Fair Work stamped EBAs the rates for 3 other contractors and a formworker for the same CW3/ECW TR classification are $29.47. What they will be next time round will be anyone’s guess. High profile contractors and their projects set the pace and the construction industry cost base is set to continue to out-climb all other industries if nothing changes. So how is this all getting even further out of control? Well firstly sub-contractors who work on larger projects are pressured to pay the project rates to their employees. Containment then becomes the issue. Secondly, the next round of EBA negotiations start afresh and do not look back at how inflation compared with paid increases such as in the case of contractor A’s EBA which outstripped inflation by approximately 10% over the period. I am advised that the CFMEU is likely to demand a similar regime of increases for the next cycle regardless. If the past is a measure, Fair Work just rubber stamps these. Fair Go? There should be no issue with the need to attract and retain in the industry high value and well paid construction workers. This is essential to arrest the decline in trade apprentice completions where less than 50% complete formal trade courses. But the quid quo pro must be more productive outcomes to offset unchecked rising costs. It is perhaps understandable why Bill Shorten and Julia Gillard so easily to give up on last July’s announced
review into productivity and costs of Australia’s construction industry. It is clear that unions did not want this sort of information being reported and addressed in an election year. But addressed they must be, this is not just an ideological arm wrestle. Governments increasingly favour larger contractors to undertake major public projects. Barangaroo is a case at point, but then follows major Public Private Partnerships for essential infrastructure such as transport, hospitals, schools and social housing. These projects involve hundreds of millions of dollars, even several billion dollars which take them into the highest wage and site allowance category and create new benchmarks which then get pressed on across the industry. It’s not ok for the major contractor developers to be acquiescing to these unchecked costs. They flow on to commercial office development, retail centres, industrial, resources and increasingly the housing sector as inner urban development involves high rise construction performed by the larger firms. The final cost of these projects is becoming out of the reach of mainstream businesses and households. Someone has to take a financial hit sometime. Often-times economic cycles help hide their real cause and effect. Time now to get this out into the open. So here’s the challenge for the next Australian federal government. Get the Productivity Commission to undertake an urgent review of what’s going on. To put a freeze on Fair Work Australia rubber stamping EBAs which do not deliver real productivity gains unless they more than offset the wage increases sought. Effective measures will need to be established to quantify progress against established benchmarks. Otherwise Australia’s construction industry will see current investment inflows just as easily head for better alternatives elsewhere. If the CFMEU had its member’s interests at heart they would be at the front of the queue seeking answers to these questions. The gravy train will soon come to a halt if nothing is done. Unions will then be the first to start demanding government economic stimulus to prop up their less than productive contributions to the economy. Those days are over. The ocean or the mountains?” He says, “I don’t care! Just be out by the end of the week!” Married couples, both 60 years old, were celebrating their 35th anniversary. During their party, a fairy appeared to congratulate them and grant them each one wish. The wife wanted to travel around the world. The fairy waved her wand and poof -- the wife had tickets in her hand for a world cruise. Next, the fairy asked the husband what he wanted. He said, “I wish I had a wife 30 years younger than me.” So the fairy picked up her wand and poof -- the husband was 90. “Do you believe in life after death?” the boss asked one of his employees. “Yes, sir,” the clerk replied. “That’s good,” the boss said. “After you left early yesterday to go to your grandmother’s funeral, she stopped in to see you.” A policeman brought four boys before a judge. “They were causing an awful lot of commotion at the zoo, your Honour,” he said. “Boys,” said the judge sternly, “I never like to hear reports of juvenile delinquency. Now I want each of you to tell me your name and what you were doing wrong.” “My name is George,” said the first boy, “and I threw peanuts into the elephant pen.” “My name is Pete,” said the second boy, “and I threw peanuts into the elephant pen.”
