About the Central Coast

Gosford CBD and waterfront

The Central Coast is a unique region, unique for a number of reasons: • As a region it comprises one Local Government Area – Central Coast Council. It is the only region in NSW that is administered by one council, • The Central Coast covers an area of 1,681 square kilometres making it one of the largest urban local government areas in NSW, • Gosford CBD is the Capital of the Central Coast, • The region is located between Sydney and Newcastle. (Sydney CBD to Tuggerah is 90 km – Tuggerah to Newcastle is 91 km) • While it is regarded by some government departments as a region in its own right it is also regarded as part of Greater Sydney Metropolitan Area by other government departments,

• It had an estimated resident population of 339,196 as of 30 June 2017, • Total number of residents in employment as of 30 June 2015 was 155,839 as of 30 June 2017, • Gross Regional Product (equivalent to GDP) in 2017 was $13,718 million, • The region has a high commuter population estimated at around 44,000 people • Individual income levels are among the lowest in NSW. However, according to the 2015 Census there is a growing divergence in income levels with some areas of the region showing considerable increases in income levels. • The major industry sectors by number of people employed are: Health Care and Social Assistance, Retail, Construction and Manufacturing.

Business Centres The Central Coast is made up of just over 100 suburbs serviced by twelve Business Centres. Many of these suburbs would best be described as villages or towns and only some are serviced by retail precincts. Retail precincts vary in size from a few shops to substantial retail strips like Killarney Vale, Budgewoi while others are anchored by shopping centres. The region has two region shopping centres: Erina Fair and Westfield Tuggerah and two sub-regional shopping centres: Deepwater Plaza Woy Woy and Lake Haven Shopping Centre.

Each of the twelve Business Centres has its own economic dynamics that have developed over the years to service the population as it has grown and expanded throughout the region. Gosford being the Regional Capital is largely service driven while Erina is retail driven although in recent years a strong medical and health service sector has emerged. Tuggerah is unique in that it is both retail, service and industrially driven. At the same time Ettalong Beach, The Entrance and Terrigal are tourism driven. This section has been compiled to show in some detail the unique economic drivers of each Business Centre.

Business Centres

GOSFORD CBD Situated on the shores of Brisbane Water, Gosford CBD is a major public transport hub with rail and bus interchange and direct road links to Sydney and all other areas within the region. The CBD and surrounding residential areas are connected to the National Broadband Network with Fibre-to-the-Premises service. • Commercial Services – All major trading banks, building societies, credit unions and mortgage brokers are located in the CBD. Other commercial services include lawyers, accountants, insurance brokers, real estate agents, property valuers, investment advisers and financial planners. • Retail - Gosford’s retail precinct comprises the Imperial Shopping Centre and other retails stores and food outlets. • Health and Medical - Gosford is a major centre for health and medical services in the region. The NSW Government invested $380 million redeveloping Gosford Hospital a nextgeneration medical facility which opened in mid2018. An extensive range of medical services including specialist medical centres are located in Gosford. Gosford Private Hospital is located at North Gosford. • Government Services - State government departments and agencies in Gosford include; Department of Fair Trading, Gosford Court House, National Parks and Wildlife Service. WEST GOSFORD West Gosford is located at the entrance to Gosford, three kilometres from the Sydney-Newcastle Freeway. This area comprises a mix of light industry and bulky goods retail. Most of the businesses operating in this area are small to medium in size and cover a wide range of service industries, builders’ supplies, auto services, distributors and manufacturers West Gosford Shopping Centre caters for residents in surrounding residential areas. office of Safework NSW and Long Service Leave Corporation. The Police Department’s Brisbane Water Local Area Command is headquartered in the CBD. Federally, the Department of Human Services operates a Centrelink facility in the CBD. Creative Businesses – Creative businesses operating in the CBD include: BlinkMobile Interactive, Lime Works, PSD and Good Games. Central Coast Council operates a Smart Work Hub in the CBD and has installed free Wi-Fi in the central CBD area. Contact Centres - Major corporations have established Contact Centres in the CBD in recent years, they include: NRMA, Qantas, NIB Health Insurance. Long Service Leave Corp. and Suncorp. Residential – High rise residential construction, within and adjacent to the CBD, is experiencing unprecedented activity that will result in a substantial increase in the population. Education - Adjacent to the CBD are: Gosford High School a public, co-educational, academically selective high school, Henry Kendall High School – a comprehensive high school, Gosford Primary School for students from Kindergarten to Year 6. Central Coast Stadium – Overlooking Brisbane Water, Central Coast Stadium was built in 2000 and hosts major sporting events such as National A-League Football matches, national rugby union games and other sporting events as well as concerts. Stadium capacity is 20,000.

• West Gosford Hometown. Tenants include: Super Amart, BCF, Petbarn, BedsRus, Pillow Talk, Sheridan and others. • Dan Murphys, KFC and Caltex Service Station. Gosford Classic Car Museum established at a cost of some $85 million the museum showcases around 450 classic cars and is the largest in Australia. Gosford RSL Club is an entertainment venue servicing the area and in addition operates the Galaxy Motel, a 4 star 50-unit complex as well as the Ashwood Motel with 43-units both located on the Central Coast Highway. The Entertainment Grounds. Operated by the Gosford Race Club, The Entertainment Grounds are an outdoor – indoor multi-purpose community facility for functions, events and festivals as well as horse racing. West Gosford Industrial Area – An extensive light industrial area supporting manufacturers and service industries.

Business Centres ERINA Within the Erina business area is the regional shopping centre Erina Fair, Fountain Plaza and commercial and retail developments and a light industrial area. Surrounding the business area is a number of retirement villages along with a residential area that has developed over the past twenty years. • Retail - Erina Fair Shopping Centre is the fourteenth largest shopping centre in Australia. Major tenants include: Myer, Target, Big W, Kmart, Best & Less, Coles, Woolworths, Aldi and Hoyts Cinemas plus 291 specialty stores. Discount retailer, Harvey Norman, is located at Erina along with some twenty other national brand name furniture and electrical retailers. A number of home renovation retailers and interior design consultants also have premises in Erina all located within a one kilometre radius. This grouping of homeware retailers provides an unusual critical mass making Erina a magnet for home buyers and renovators. • Commercial - Most developments in Erina are a mix of retail and commercial with Fountain Plaza, Fountain Corporate and Platinum being regarded as the leading commercial precinct. Regional business banking offices for ANZ, National Australia Bank and Westpac banks are at Fountain Plaza. Branches of the Commonwealth Bank and Bank of Queensland are also located at Fountain Plaza. Telstra Country Wide’s regional office is based in the Fountain Corporate complex along with radio station, StarFM 104.5’s studios and regional newspaper Central Coast Express-Advocate. Commercial services in Erina and Erina Fair include banking and financial services, lawyers, accountants, finance brokers and insurance brokers.

• Medical – In recent years Erina has attracted a large number of medical services that include family medical centres, medical specialists, radiography, physiotherapy, dental and optical services. Presmed Australia operates a specialist ophthalmology day surgery centre in Erina. The Central Coast Medicare Local headquarters are located at Erina. • Creative Business – Creative businesses located in Erina include: Sterland Computing, Graphic by Design and managed and cloud hosting company UltraServe Internet. • Retirement Living – Retirement villages catering for high and mid-level retirees are well established in Erina. They include: Tarragal Glen and Wood Glen retirement villages operated by RetireAustralia, Pine Needles Lifestyle Estate and Green Life Estate. Hammond Care, Woodport Retirement Village (Salvation Army) and Aurrum operate aged care facilities in Erina.

TERRIGAL Terrigal is best known for its wide range of restaurants and bars, Crowne Plaza hotel and Star of the Sea apartments, along with a number of motels and bed and breakfasts attracting high-yield visitors. In-fill prestige residential apartment developments have seen an influx of wealthy Sydney and overseas buyers moving into the market. In particular, in recent years Terrigal has seen a number luxury residential developments completed with three currently under construction It is also a popular base for scuba divers and the resting place of the former warship HMAS Adelaide which is a popular dive-site.

Business Centres

THE PENINSULA Woy Woy, Ettalong Beach and Umina Beach make up the area known as the Peninsula – a unique residential and holiday area in the south of the region. It appears isolated from the rest of the region due to the large expanse of Brisbane Water which surrounds and separates it from other town centres, however, this is regarded as its greatest asset. Population of The Peninsula as at the 2016 Census was 37,202. Woy Woy Woy Woy is a retail and commercial centre servicing the Peninsula. It is also the Peninsula’s public transport hub with rail, bus and ferry services converging to service the area. Two shopping centres are located at Woy Woy: Deepwater Plaza Shopping Centre and Peninsula Plaza. Commercial services at Woy Woy include all major trading banks, lawyers and accountants. Brisbane Waters Private Hospital services the whole Central Coast region. Ettalong Beach Traditionally Ettalong Beach has been regarded as a tourist area and this is enhanced by the Mantra Ettalong Beach Resort and a number of Bed & Breakfast establishments in the area. Ettalong Beach is also serviced by a scheduled ferry service to Palm Beach.

The Ettalong Markets, Paradiso Cinema, Ettalong Beach Club and a growing number of quality restaurants are major attractions for residents and visitors particularly during the tourist season. Umina Beach In recent years Umina Beach Town Centre has been transformed into a strong destination retail precinct with major retailers; Woolworths, Coles, Aldi and Bunnings being located in the main shopping strip. The retail offer at Umina Beach is now such that it attracts customers from a much wider area that includes Kariong and Empire Bay. With the NRMA owned Ocean Beach Caravan Park and other holiday accommodation in the area, Umina Beach attracts a strong seasonal tourist population.

OURIMBAH Ourimbah is located near the junction of the Sydney – Newcastle Freeway and is serviced by a scheduled train service between Sydney and Newcastle. Ourimbah might best be described as a ‘university town’ with the University of Newcastle’s Central Campus located here along with Hunter Central Coast TAFE Campus and the Central Coast Community College. The Department of Primary Industries’ The National Centre for Greenhouse Horticulture is located within the University Precinct. A small retail village services the surrounding residential area and the Campus. Electricity utility, Ausgrid’s Regional Support Facility employing about 300 staff on the corner of Ourimbah Creek Road and Pacific Highway services the entire region. Close by is Kangy Angy where the NSW Government is building the Intercity Train Maintenance Facility to service the new Intercity Train Fleet that will service the Central Coast, Newcastle, Blue Mountains and South Coast.

University of Newcastle Ourimbah Campus Library

TUMBI UMBI Tumbi Umbi is a residential and semi-rural suburb located about mid-way between the coast and Tuggerah on Wyong Road. Central to its being is the largest licensed club in the region, Mingara Recreation Club and adjacent Glengara Retirement Village along with a growing number a fast food outlets. A small industrial area is also located at Tumbi Umbi.

Business Centres TUGGERAH Tuggerah is located at the convergence of the Pacific Highway, the Sydney/Newcastle Freeway and Wyong Road (which leads to the coastal suburbs) and the main northern rail line. It is therefore a major public transport hub. Comprised within the Tuggerah precinct is the major regional shopping centre, Westfield Tuggerah, Bunnings Warehouse and Tuggerah Business Park (for further information about Tuggerah Business Park, see Industrial Areas), Woodbury Park Estate residential area, St Peter’s Catholic College and the Tuggerah industrial area. Westfield Tuggerah attracts around 10.4 million people per year. Being a regional shopping centre, this centre attracts shoppers from across the entire region. Central Coast Mariners Centre of Excellence. This facility is the training ground and base for the Central Coast Mariners Academy. Within the precinct is 6-level commercial building completed in early 2016. Mariners Medical Centre and affiliated medical services are located in the building along with Central Coast Mariners Head Office and other commercial and professional businesses..

WYONG TOWN CENTRE Wyong town centre was the administrative centre for Wyong Shire Council and under the new merger arrangements has been maintained to service the northern parts of the Central Coast. Wyong is a transport hub for rail and feeder-bus services from outlying northern Central Coast areas including Warnervale, Toukley and Budgewoi. The town centre's main retail offering is Wyong Village Shopping Centre. Banking and commercial services in Wyong include a Bendigo Bank branch as well as lawyers and accountants. Mercure Kooindah Waters Residential Golf & Spa Resort is located a few kilometres from the Town Centre and comprises an 18-hole championship golf course, golf club and 100-room luxury resort surrounded by a home residential development. Wyong Race Club and race course is adjacent to the Town Centre and is regarded as one of the state’s most successful provincial clubs and a leading training centre.

THE ENTRANCE The Entrance is traditionally the Central Coast’s leading holiday area. The Entrance is well known for its many restaurants and cafés overlooking the foreshore and entrance to Tuggerah Lake.

Tuggerah Regional Sporting and Recreation Complex – A $24 million multi-sport complex with eight sporting fields and indoor centre is being built on a 18 hectare site adjacent to Tuggerah Railway Station. Banking and commercial services at Tuggerah include all major banks, building societies and credit unions as well as accountants, lawyers, insurance brokers, property valuers, surveyors and consulting engineers.

Numerous tourist/residential apartment developments have been built in recent years. Accor Group owns and operates Pullman Magenta Shores Resort, a 59-room 5-star resort hotel and conference centre at Magenta Shores at North Entrance. The resort includes an 18-hole championship golf course which has been rated in Australia’s top ten leading golf courses, and is surrounded by luxury residential villas and homes. Business and commercial services include major trading banks and building societies, lawyers and accountants.

TOUKLEY The Toukley Town Centre is 14 kilometres north of Wyong and is situated between Tuggerah Lake and Budgewoi Lake. Population of the immediate Toukley area that includes East Toukley, Norah Head, Toukley’s retail offering consists of strip shops that include a Coles Supermarket and Aldi supermarket at East Toukley. In recent years Toukley has become a centre for a wide range of medical services. The Toukley RSL Club is the largest business in the town. Business and commercial services in Toukley include Commonwealth and ANZ banks, building societies, credit unions, lawyers and accountants.

Industrial Areas Industrial areas across the region include: • Somersby (300 ha), • West Gosford (125 ha), • Lisarow (50 ha), • North Gosford (25 ha, • Erina (10 ha) and • Proposed Mount Penang Business Park (130 ha). • Tuggerah Business Park and Berkeley Vale (200 ha), • North Wyong (125 ha), • Tuggerah (60 ha), • Charmhaven (35 ha), and • Proposed Wyong Employment Zone (360 ha) of which Warnervale Industrial Park is already being developed. (Wyong Employment Zone (WEZ) includes Warnervale Airport.) Adjacent to the Wyong Employment Zone is a much larger area, Bushells Ridge (630 ha), which has been identified for development. This area comprises land owned by the Wallarah No 2 Coal Joint Venture and the Darkinjung Aboriginal Land Council. With no new land proposed to be zoned for employment purposes in the Gosford LGA it will be seen that the northern industrial areas and proposed industrial areas of the region, all adjacent to the Sydney – Newcastle Freeway (M1), offer the most opportunities for future growth. These areas are described in more detail on the following pages. TUGGERAH BUSINESS PARK is regarded as the region’s premier business location. Covering 75 hectares, it provides the ideal environment for light manufacturing, warehousing and distribution, and office operations. In earlier years the growth rate was over 1.0% per annum. This compares with a NSW state growth rate of about 1.4% over the past ten years. Employment by Sector

Gross Regional Product Headline Gross Regional Product (GRP) is a measure of size or net wealth generated by the local economy. Changes in this figure over time can represent changes in employment, productivity or the types of industries in the area. Over the ten years from 2008 to 2017 the Central Coastâ&#x20AC;&#x2122;s Headline GRP increased by 12.77% Local Industry GRP shows the value of the local economy, generated by the local workers within the area regardless of where they live, after taxes and dividends leave the area. It is best thought of as GRP produced by local industries. Over the ten years Local Industry GRP has increased by 16.48%. Local Residents GRP refers to the economic output of the residents of the area regardless of where they work. It is best thought of as the income received by people in the Region. If the Residents GRP is high relative to the Local Industry GRP, this indicates that residents are contributing their economic productivity to other areas (most likely commuting out). The largest employing sectors in the Central Coast region in 2016 was Health Care and Social Assistance with 18,868 persons or 12.5% of those employed, Retail Trade with 13,563 persons, Accommodation and Food Services with 9,910 and Construction with 8,642 persons. Health Care and Social Assistance grew by 14.7% over the previous five years. Retail Trade declined by 6.2% in this period and Accommodation and Food Services grew by 12.5%. Significantly, the Construction sector grew by 32.2% over the five which reflects a positive change in policies of the Gosford and Wyong Councils in that period. Manufacturing numbers declined by 1,744 or 19.5% a reflection of the number of larger manufacturers that closed or relocated from the region in the period. Other demographic data Registered businesses In June 2017 there were 22,604 registered businesses on the Central Coast. Of these 186 had a turnover of over $10 million and 999 businesses had a turnover between $2 and $10 million. Overall those with a turnover of over $2 million accounted for only 5% of total businesses while those with a turnover below $200,000 accounted for 58% of total businesses. In terms of the number of businesses by numbers employed the following table indicates a similar picture to the Above. 54% of registered businesses are non-employing businesses. This could be due to the fact that tradesmen and consultants need to have an
