Gosford Council’s Open for Business – Under New Management strategy In late September last year the residents of Gosford City voted for a change to the way Gosford Council has been run for the past thirty and more years and it’s four months since this new Council appointed a new General Manager with the brief to turn the City around. It seems an impossibility that, in this short time, an organisation that has done all it can to turn away business and investment could be turned around so quickly. And while the new culture at Gosford obviously hasn’t permeated all the way through the organisation General Manager, Paul Anderson simply says, “we are open for business, get on the bus or get off.” It’s a simple message but appears to be one that everyone should be taking seriously. He is also quick to say that everything cannot be done all at once. It will take time but he, supported by an enthusiastic and committed Mayor, and certainly all Councillors, are on a trajectory that will make Gosford CBD the Capital of the Central Coast (as defined in the State Government’s Central Coast Regional Strategy) and bring the whole Gosford Local Government Area with it. It now appears that Paul Anderson did a lot of homework before he applied for the job at Gosford and from when he was appointed, before Christmas, he did even more. He knew what he was getting into,
he knew that he had a Council that was right behind him and he knew the challenge. He hasn’t let the grass grow under his feet. So it is that from this month Gosford Council has declared itself Under New Management – Open for Business and what it means for the community moving forward. In an interview with CCBR, just prior to going to press, Mr Anderson and Mayor Lawrie McKinna outlined their Strategy to make Gosford a proud, vibrant forward thinking community. Their Under New Management – Open for Business strategy is to mount a campaign that will: • Be seeking investment, • Encouraging development, • Creating jobs, • Embracing new technologies, • Building community pride, • Delivering community expectations, and • Implementing structures, policies and processes that are aligned to the strategy. Mr Anderson said that the essential ingredient to achieve these goals is a new united council lead by an enthusiastic and committed Mayor and a new General Manager working together rather than against one another. Importantly, all ten Councillors totally support the Under New Management –
Open for Business campaign. Also, is the creation of a new workplace culture and ‘can do’ attitude. If ever an organisation needed a workplace culture change Gosford Council has to be it and Paul Anderson is putting the Lone Nut Theory* (*see later) to work as part of his own management plan to bring everyone along with him. Both the Mayor and General Manager said that they would be listening to the community about service level expectations and important issues for the community as we move forward. “And we will be thinking outside the box to find mutually beneficial solutions to problems and issues,” they said. Probably the best example of this last point is Council’s approval of the Mangrove Mountain Medical Centre in early February which under past thinking would never have got off the ground.
Organisational Review Mr Anderson said that he had already reviewed the organisation’s structure and implemented an interim structure that has seen a reorganisation of functions and business units, “so that we can ensure that our business practices better satisfy the community’s needs while we put a permanent structure in place.” “This new structure will look to streamline services, encourage efficiency and cre-

Commitment to investment and development Getting investment and new developments going in Gosford are top-of-mind for Council which is now totally committed to proactively create investment and development through a renewed confidence in Gosford and Council. Both the Mayor and General Manager said Council will support the Central Coast Regional Development Corporation’s new Waterfront Development submission to the Minister and support the amendment of planning controls to achieve this. “Our focus is now on working together with the community to find mutually beneficial solutions to difficult development applications.” This is not talk. Only last month Council approved the first major residential project in years at East Gosford (see Page 13). Again, under previous councils this project of 15 luxury residential town homes and terraces that will create a lot of local building jobs would have been killed off but not before the developer had spent a fortune trying to make it work. In one stroke property developers and builders have been shown that the new regime means what it says.

Focus on accountability Mr Anderson said that under his leadership there would be a focus on accountability, outcomes, continuous improvement and efficiencies at all levels. He said, “Every project, internal and external will be viewed against this simple criteria: • Is it good for Gosford • Is it good for the Community • Is it good for the Central Coast
What it all means Both the Mayor and General Manager know where they and Council are going with their Under New Management – Open for Business campaign. It means: • a more efficient and accessible council which delivers on commitments,
• a united council working together to get things done, • working together with the community to achieve common goals in line with community priorities, • improvement of the infrastructure, • a stronger local economy, and • increased employment and education opportunities.
* The term “lone nut theory” has been ascribed to the basis of the idea that a single individual can actually have a dramatic effect on the course of events. The bigger the event, the less likely we are to believe that it could be the work of a single individual. So we believe it must be the work of a collective group rather than a lone nut.

Gosford Council now Open for Business This issue of CCBR has to be one of the most positive I have written in many years. Because it’s not about what might happen or could happen and in most cases never did. It is about what is happening in Gosford right now. In the past two years we have written about how new management at Wyong Council has turned that organisation around and last month we were able to report on two very important appointments in their planning and development department that has totally changed the dynamics at Wyong.
Wyong is on its way. Now it’s Gosford’s turn and the changes that were made at the Local Government Elections in September only six months ago are bearing fruit, real fruit. The new General Manager, with full support from the Mayor and his Councillors, has moved quickly to get them and his senior staff behind him. He has a big job to do but he came in with his eyes wide open and obviously knew exactly what needed to be done right from the start. Three months and Gosford Council is changing from one of abject negativity to one with a ‘can do” attitude. Paul Anderson’s Under New Management – Open for Business strategy is the catalyst to get Gosford moving,
encourage development and bring in investment. It’s working already. The Mangrove Mountain Medical Centre and the new residential development at East Gosford would never have got off the ground under policies which staff ruthlessly enforced. Of course in all this is one caveat and this is that there is a proportion of the community who want and expect everything to stay the same no matter how unreasonable or selfish that may be. This group doesn’t want the world to change but it has and Gosford, and the rest of the Central Coast, is one of the most economically deprived regions in the state. All because councillors in the past have pandered to this small myopic group of activists. Our new councillors will need to be strong and forward thinking. At this stage they are certainly on the right track. With our two Councils, Gosford and Wyong now being so proactive it has to give us all good reason to be very confident about the future of our Region. The opportunities on the Central Coast are endless. Now’s the time to take advantage and make the place one we can be proud of. The Central Coast Regional Development Corporation has submitted
a revised plan for the Gosford Waterfront (see page 9). It’s along the lines of what was put forward originally in The Gosford Challenge, which was a total community effort. There is no doubt that the Gosford waterfront must be redeveloped but firstly the Planning Minister has to approve of a new Development Control Plan for the precinct and that includes the Gosford Primary School site. It’s obvious that the Lend Lease proposal was over the top but they were the only ones who were interested in investing in Gosford. Beggars can’t be choosers! Still there are bound to be plenty of naysayers some of whom have strong connections with the Government. We need to let our local Members of Parliament know what is needed to get our economy moving, create jobs and change Gosford for the better. It’s up to us. CCBR will be doing its bit, you can be guaranteed. Continued on page 23

Innovation Summit 2013 This year the Central Coast Innovation Summit will be held on the 13th June 2013. On the back of two highly successful summits in the past two years this year’s summit will explore new business ideas and models that capitalise on the next wave of innovation. The theme of the summit is “Catching the Next Wave of innovation: A resource efficient Digitally Connected Community”. The Summit takes its theme from the book “The Sixth Wave” by James Bradfield Moody and Bianca Nogrady. The summit will explore the opportunity of coupling sustainability with digital technology to create “a resource efficient digitally connected community”. The key for business is to work out how to take advantage of such opportunities. The summit will host nationally renowned speakers from the Carbon Climate Institute, Carbon Arts and the University of Newcastle. There will be a special guest appearance from James Moody. It will also showcase local organisations that have adopted sixth wave thinking in their business practices! Coast innovation plan. Caroline Veldhuizen who has been monitoring the plan’s implementation will present results from her investigations including a major Central Coast business innovation survey. The results have identified major issues for the region and will help inform our innovation strategy going forward. Dr Anton Kriz, the Chair of the Innovation Strategy will assess where we are as a community and where we need to go given this new level of data and evidence. Businesses need better information in what is a rapidly changing environment and so this type of information is critical. Erina Chamber of Commerce pitches for early broadband rollout Erina Chamber of Commerce has taken the initiative and made a submission to the NBN Co, with the support of Member for Robertson, Deborah O’Neill for the broadband rollout to be extended to Erina as soon as possible. The Chamber has made a compelling business case based on the business precinct and surrounding industrial and residential area that makes up a population of around 16,000 people and over 1,000 businesses. These businesses include regional business banking centres for all the major banks plus other finance houses, major advertising agencies, national accounting firms, medical services that include three medical imaging centres, day surgery hospital and medical centres, national internet providers and web designers and software companies as well as one of Australia’s leading cloud hosting and managed services providers, UltraServe and animation house, Planet 55 Studios. The Erina exchange has a critical shortage of capacity resulting in many new businesses to the Erina precinct being unable to receive what is considered basic standard ADSL2 connection. These businesses must simply sit on a waiting list for an indeterminate amount of time. The past few months have seen some of those newly relocated businesses spending thousands of dollars to pull in

At present the NBN Co has Erina down for connection within the next three years while Gosford will be connected by the end of April and surrounding areas including East Gosford connected in the following months. CCRDC lodges revised Gosford Waterfront submission The Central Coast Regional Development Corporation (CCRDC) has announced it has lodged a revised submission to amend planning controls for part of the Gosford CBD with the Department of Planning and Infrastructure. CCRDC Chairman, John Taylor, said the revised submission lodged on March 1st addresses the concerns expressed by the public in respect to the previous application for The Landing. “A new development control plan (DCP) will set the stage for the CCRDC to recommence our work revitalising Gosford, which is the key to securing the social and economic future of the whole of the Central Coast,” Mr Taylor said. “If approved, new planning controls will allow development that will create up to 3,000 new jobs and so facilitate future development of Gosford, creating further jobs and growing the broader regional economy. “This approach ensures we keep the ball rolling in delivering the vision for the Central Coast outlined in the popular Our City Our Destiny Master Plan developed by the community through The Gosford Challenge. “Going back to basics and focusing on a new land use framework shows

our commitment to consultation and acknowledgement that taking small steps through the planning process is the best way to move forward. “A new DCP will guide development of the Stage 1 site in the Gosford CBD, allowing us to go to market and seek interest from potential developers in creating a vibrant, desirable and sustainable hub.” Gosford City Council Mayor, Lawrie McKinna welcomed the CCRDC’s move to put forward a revised submission for the Gosford waterfront to the Department of Planning and Infrastructure. “Revisiting planning controls for this important part of the Gosford CBD is an opportunity for the whole community
to return to the ideas that inspired the Gosford Challenge and the City’s Master Plan Our City Our Destiny,” he said. “By returning to the original principles of Our City Our Destiny, we have an opportunity to unite business, the community and the government in getting Gosford going.” Mr Taylor said the new planning controls are the first step in delivering much-needed community facilities such as a new Regional Performing Arts and Conference Centre, improvements to Gosford City Park as well as significant commercial office space and improved infrastructure. The revised submission will be on public exhibition until 5 April 2013.

New Board members for CCRDC The Central Coast Regional Development Corporation (CCRDC) has announced a renewed agenda for 2013 aimed at kickstarting the revitalisation of Gosford into a world-class, regional city. Chairman, John Taylor, said reviving the regional economy and boosting job creation in the Central Coast was top of the corporation’s plans for 2013. “It’s time to make the Our City Our Destiny Gosford City Centre Masterplan work for the Central Coast,” said Mr Taylor. “This blueprint clearly outlined that reinvigorating the City Precinct is a key priority for the region. We will restore the momentum of the Masterplan, to get things moving again on the Central Coast in 2013.” Mr Taylor said that as part of the CCRDC’s refreshed approach, four new Board members had joined the organisation this year. “The CCRDC is very lucky to have Paul Anderson, Graeme Inchley, Monique Marks and Kevin Gregory join the Board.”
“Along with current local Board members Ken Jolly AM, Michael Whittaker and Stephen Brahams, the new team will be powerful advocates for the Central Coast community,” Mr John Taylor Taylor said. Bias Boating takes distribution back to Sydney Boating and marine supplies company Bias Boating Warehouse is to relocate their warehousing and distribution business back to Sydney. They will however retain their retail presence locating a new store on the Fiveways Roundabout at Wyoming and main-
taining their Tuggerah store. They also operate a further six stores in NSW, five in Queensland and one store each in Western Australia and Northern Territory. Managing Director, Lance Tegg said that the move to West Gosford some six years ago was not a good one. “We have a very large
customer base and mail order business spread across Australia and overseas and almost all of our stock is imported. This means that we have to get our stock from the port at Botany to Gosford and then take it back to Western Sydney from where delivery takes place. The additional cost is substantial,” he said.

Avoca Engineering takes on engineering plastics Avoca Engineering a world-class leader in CNC machining, repetition engineering and tool making has added the supply of engineering plastics to their range of engineering services. Marketing Director, Martin Tanti, said that while the company had been working with engineering plastics for a long time there isn’t a stockist on the Central Coast or the Hunter region. The ER range includes; acetal, nylon, polyethylene, PVC, polycarbonate and Teflon for use in the pharmaceutical, medical and food industries. Established in 1991 by Martin Tanti and
Udo Scholl, Avoca Engineering moved into new purpose-built premises at North Wyong, from Tuggerah, five years ago and currently employ a staff of twenty-five including four tradesmen on 457 Visas and three apprentices who they are training. Commenting on Avoca’s 457 tradesmen Mr Tanti said, “the mines are consuming tradesmen so they are scarce. Because of our high quality standards we can’t just employ any tradesman. May 2013 will mark two years of operations for Central Coast Manufacturing Connect. The experience of the past two years and the change in climate for the manufacturing industry had given the CCMC board food for thought at a strategy session held late last year. As a result the board reviewed its objec-

tives and refreshed its vision and mission. Frank Sammut the executive officer of CCMC said the board worked effectively during its strategy session to clearly articulate its goals for the coming 18 months. “CCMC has to work hard to be relevant to the manufacturing community by providing offerings that are relevant and executable” As part its engagement strategy with manufacturers the launch event for this year was an annual general meeting held at St Edwards College where the vision, mission and goals of the group could be shared, discussed and refined with manufacturers. “This consultation is an important step in ensuring we are relevant to the manufactur-
ing community” Frank stated. It was also an opportunity for CCMC to support the trade centre at St Edwards College and to showcase their facilities. The centre was funded by the federal government and allows for students to do their HSC and do a traineeship at the same time. At the start of the year it was also time for its official positions of Chair and vice chair to be re elected. She was also Deputy General Manager of Babington House, Soho House’s 28 room boutique country house hotel. Mr Jones was formerly Senior Sous Chef at Cafe Sydney and prior to that, head chef for Suze Ltd. Suze is made up of a restaurant and wine bar and an external catering company, which was sole caterer to the New Zealand High Commissioner and the Commonwealth Secretary General. This has been an issue for many employers. The Fair Work Commission is responsible for the review of modern industrial awards and has just released its decision concerning a transitional review of five awards: Fast Food Industry Award 2010, Food, Beverage and Tobacco Manufacturing Award 2010, General Retail Industry Award 2010, Hair and Beauty Industry Award 2010, and the Hospitality Industry (General) Award 2010. Employer groups applied for a reduction in the penalty rates for Sunday and evening work. They had also sought the introduction of annualised salaries into the five awards. The Australian Government submitted that there were no compelling reasons to depart from the current penalty rates regime and that penalty rates were a long standing feature of industrial awards which compensated employees for certain working patterns. The Commission noted that a high proportion of employees in the accommodation, food services and retail industries are low paid. There was evidence before the Commission that the actual incomes for full time adults in those industries were 70% of average earnings, meaning employees in those industries are paid 30% less than employees generally in Australia. The Commission also had regard to the unsociable hours which employees in those industries work and the impact of those hours upon employees. For those reasons the Commission declined to reduce the penalty rates for Sunday and evening work as requested by employers. The Commission declined to introduce
annualised salary provision into the five awards as employer groups had not brought forward new reasons and evidence in support of the need for annualisation. The Commission did, however, recognise the complexity of the current overtime arrangements for small businesses noting they are difficult to comply with. This issue and a few other employer requests were referred to individual Commissioners for further consideration and determination. All modern awards will be reviewed in 2014 by the Commission and those reviews will have broader scope than the transitional review undertaken recently. Employers can ameliorate the impact of penalty rates by introducing Individual Flexible Arrangements (IFA's). An IFA can be used to vary certain terms of a modern award or enterprise agreement as it applies to a particular employee covered by an IFA. With an IFA employers can reduce the penalty rates they pay employees on the weekend or evenings where you pay above award rates for ordinary hours. At last work is being carried out in and around Tumbi Umbi that will see cable rolled out through to The Entrance. Contracts have been let and the Opposition has said publicly that they will not cancel any contract already in place when they get into government. Meanwhile, the Erina Chamber of Commerce is doing what all the Chambers should be doing if they want broadband in the area. They have put a Business Case to the NBN Co to have broadband extended from East Gosford to Erina as quickly as possible. The Erina area with its critical mass of commercial business and surrounding residential is almost a no-brainer for broadband take-up. Member for Robertson, Deborah O’Neill has been greatly supportive of Erina’s move. In fact she has been a great supporter since day one. And, so has Craig Thompson in Dobell. Getting the recruitment process wrong can be costly
An effective strategy for employee development will positively impact employee satisfaction and morale. It will also help create a culture of growth and continuous improvement. It is an accepted fact that businesses that intentionally build and develop their employees consistently outperform those that don’t. Developing and growing employees directly translates to key business outcomes like increased revenue, improved customer satisfaction and loyalty, increases in operational effectiveness and enhanced employee satisfaction and productivity. When you do take on a training effort, you’ll want to be sure you’re spending your money wisely. It’s therefore best to create an overall training strategy to steer your plans for staff development. Here are some guidelines to help make your training efforts successful:

Analyse your needs Take the time to carefully analyse your needs when designing your training plan. This will help you choose the right type of training for your requirements.
Identify skill gaps You can do this by looking at a written job description (make sure you have one!) and comparing the skills the position requires with your employees’ current abilities. Understanding where there may be gaps will help you identify the types of training you need.
Plan and deliver the training Once you have assessed and prioritised the need for training, the next step is to secure what type of training you will use and how you will offer it.
Think long term Training is a long-term investment, and often the benefits are not immediately obvious. However, your efforts in developing your people will help you in many ways. Staff will be more knowledgeable, they’ll be more likely to stick around, and your commitment to training will help you earn a reputation as an employer of choice.
From July 1, employees will be able to lodge a complaint with the Fair Work Commissioner if they feel they are being bullied or harassed in the workplace. So the pressure will be on more than ever before for employers to get it right from the start. Recently a local company called me in to conduct a Conflict Resolution Mediation between two newly hired employees. Employee A had complained that Employee B was bullying and harassing her. By the time I got there it was all too late. Employee B had “left” the company. Fortunately for the employer, he was still within the 6-month probationary period. These proceedings came with a significant cost to the business. The company suffered a damaged reputation, interruption to sales, and another recruitment project. Employees suffered emotional distress. All of this could have been avoided if the company had an effective recruitment process in place. A powerful, relatively inexpensive and time effective tool in the employee selection process is Psychometric Testing. F U N NY BU SI N ESS Three leaders of the big beer companies meet for a drink. The president of Budweiser orders a Bud. Miller’s president orders a Millers and the president of Coors orders a Coors. When it is Guinness turn to order he orders a soda. “Why didn’t you order a Guinness everyone asks?” “Nah,” Guinness replies. “If you guys aren’t having a beer neither will I.” A passerby noticed a couple of city workers working along the city sidewalks. The man was quite impressed with their hard work, but he couldn’t understand what they were doing. Finally, he approached the workers and asked, “I appreciate how hard you’re both working, but what the heck are you doing? “ It seems that one of you digs a hole, and then the other guy immediately fills it back up again.. One of the workers explained, “The third guy who plants the trees is off sick today.” Sherlock Holmes and Dr. Watson went on a camping trip. As they lay down for the night, Holmes said:” Watson, look up into the sky and tell me what you see?” Watson said, “I see millions and millions of stars.” Holmes: “And what does that tell you?” Watson: “Astronomically, it tells me that there are millions of galaxies and potentially billions of planets. Theologically, it tells me that God is great and that we are small and insignificant. Meteorogically, it tells me that we will have a beautiful day tomorrow. What does it tell you?” Holmes: “Somebody stole our tent.”
