History made in Gosford in May THERE IS NO question that history was made last month when the Hunter Central Coast Joint Regional Planning Panel approved the development of what is known as the Union Hotel site in Gosford. A development well outside the LEP for Gosford but financially viable and an absolute game changer for the CBD. The decision by the JRPP (which consisted of 3 independent members, one of which was Chairman plus Gosford City Mayor and Planning Director) was approved four votes to one. The meeting, on 14th May was an adjourned meeting from a fortnight earlier but both were attended by a large number of supporters for the project, about forty on both occasions. Surprisingly there were only a handful of objectors led by former Gosford Councillor of 30 years Malcolm Brooks. As a result Vogue Towers will now rise above the old Union Hotel, two 29 storey residential towers the first seven of which will be a 5-star hotel. An investment of $160 million dollars by developer Peter Zhu and his company LB Group will transform Gosford. So how did it happen? The story of this site goes back to 1980 when real estate agent Philip Brand, who with his father owned the Peter Brand Real Estate business with offices across the Coast, bought the Union Hotel with the idea that one day he would redevelop it as an Auction Auditorium. In the meantime though it was a good investment and then in 1988 a buyer came along and bought the real estate business.

Brand then moved into property develVogue Towers Gosford opment and acted quickly to redevelop the hotel site getting approval from Council in 1989 just as the Recession hit and from there it was all downhill for the Gosford CBD. A modified 3-level office building in 1996 didn’t proceed as Gosford’s decline continued and at the same time Erina was on the rise. Having already developed Fountain Plaza he went on to build Erina Plaza, Park Plaza and the Platinum Building. In talking to CCBR though Brand made the point, “my career in real estate and property started in Gosford and I still own a lot of property in the CBD. I did well in Gosford and I want to see it reach its full potential. It’s been a long time coming but with a changed Gosford Council attitude to development there is a lot of investor interest,” he said.

“Selling to Peter Zhu at this time means that with the other adjoining properties, I acquired over the years, he has an iconic gateway site. Gosford Council has created history and in so doing Gosford will now reach its full potential.”

But what did Peter Zhu see in Gosford? “I moved from Shanghai to Sydney 26 years ago and in 2009 I discovered Terrigal and have stayed there on many occasions since. Getting to Terrigal of course meant driving through Gosford and seeing that beautiful Brisbane Water. Sometimes I would turn off and drive through the CBD and it amazed me that a place with such a beautiful water outlook could look so dilapidated.” “On the times I dropped into the CBD I would stop and talk to people in the street. Everyone was looking for change but said that Gosford Council was stopping it. But a coastal lifestyle picture was developing in my mind and with property prices booming in Sydney I knew Gosford just had to be next. It was the right place to go.” “A mutual friend introduced me to Tim Gunasinghe who manages Phil Brand’s property portfolio and he suggested I have a look at their key site in Gosford. It was an opportunity.” “Firstly though, I had a meeting with Council’s Mayor Lawrie McKinna and CEO Paul Anderson. Their vision for Gosford and their enthusiasm really impressed me. They were looking for change so this gave us the confidence to move ahead.” With a deadline for lodgement of the DA being the end of August to attract the bonus height available Mr Zhu engaged architects Dickson Rothschild, an innovative design studio in Sydney. “Prior to the lodgement of our DA we had many meetings with Council’s Planning Director, Danielle Dickson and her team.” They were positive and very helpful, work-

ing with them was a pleasure.” “We are currently working on finalising the process for the Construction Certificate which will take about five months and expect to start demolition by March 2016. Construction will take about eighteen months,” he said. Peter H T Zhu is an experienced businessman with over 25 years experience in the creation, and management of major investments throughout Australia and China. While the vast majority of his investment management experience has been in property related investments, he has also worked on other investments and has done so in joint ventures and through his own companies. In 1992 Mr Zhu was a senior advisor for US$600million worth of property investment projects in Shanghai Pu Dong. In 1997 he became the Vice-Chairman of a China based property development company in Northern China. During his period as the Vice-Chairman, as well as the executive director, he successfully organised and managed RMB 2.3 billion worth of property investment projects. Mr Zhu is also recognized as an extremely capable and successful businessman in other pursuits in Australia, China and South East Asia. Prior to the 2000 Olympics in Sydney he identified an opportunity to facilitate business and tourism elements from China into Australia and Sydney. As such, in 1999, he was selected to be the exclusive agent of Olympic Club (The Official Club for the Sydney Olympic Games) for the whole of Mainland China.

Peter Zhu In 2003, he founded Asia Pacific Fund Limited. From 2002 to 2006 Mr Zhu successfully completed a number of property development projects in Rockdale, Kogarah, and Alexandria. Subsequently he founded XiAoDuoMa Energy China Limited, and within six months the company had signed more than RMB 6 billion worth of contracts for renewable energy – the waste heat power stations. Currently, Mr Zhu’s companies have the property development sites at Schofields (about A$55 million), Gosford City CBD (about A$215 million), Macquarie Fields House (about A$50 million) and Gladesville (about A$500 million).

Of course, in those years there was a lot of positive thinking and Gosford grew into a thriving retail and commercial centre. Everyone blames the opening of Erina Fair on Gosford’s demise but policies put in place by a backward thinking Gosford Council over the next 30 years is really what brought Gosford to its knees. The perpetrators of Gosford’s demise were a small group of luddites led by a powerful political figure for all that time. That all changed on 14th May 2015! A progressive Gosford Council had approved two major developments and these were confirmed by the meeting of the Joint Regional Planning Panel. Thanks to the vision that developer Peter Zhu and his LB Group have for Gosford everything has changed and, within reason, the lid is now off. McNamara opens new food factory FEDERAL MEMBER FOR Dobell, Karen McNamara, officially opened a new food manufacturing facility at Berkeley Vale for Life Health Foods Australia in early May. The new 6,000 sqm factory has commenced production of a range of fresh and innovative plant-based meal products for the Australian and New Zealand consumer market under the LHF brand. Employing more than 70 people Life Health Foods is a sister company of Sanitarium Health Foods owned by the Seventh Day Adventist Church. In opening the plant Mrs McNamara said, “It is a fantastic opportunity to be opening a new manufacturing facility here on the Central Coast which will provide job opportunities for local residents. It is exciting to see innovative manufacturing deciding to call the Central Coast home. It demonstrates that the Central Coast is a region that can support manufacturing and builds upon the successes of other major companies, including Sanitarium”. Life Health Foods acquired Sanitarium’s Vege Delights brand and its manufacturing plant in 2014 and through its entrepreneurial business model will continue to innovate and produce plant-based foods that meet the changing consumer demands and improve the health and wellbeing of Australian and New Zealand consumers. In the last six months 57 Sanitarium staff involved in the Vege Delights brand have transitioned to LHF and the business has expanded to now employing 74 staff to keep up with current demand.

Residential growth takes off around Gosford IT’S BEEN A long time coming but thanks to the current crop of Gosford councillors and a massive change in direction in the planning department at Council Gosford is about to experience an explosion in residential development. At the May 14 meeting of the Hunter Central Coast Joint Regional Planning Panel the Mariners Plaza development was not the only project to get the nod, and a unanimous one at that. Apart from the DA details the unnamed 180 unit development on the corner of Erina Street and Henry Parry Drive, Gosford to be developed by Sydney real estate investment company, Oracle Estates Pty Ltd nothing is known as to when commencement may start. What is known is that it is a twin tower development designed by East Gosford architects CKDS Architecture. Meanwhile, construction has started on a 35 unit residential development, Acacia at 71-73 Faunce Street, Gosford, overlooking the hospital for Faunce Investment Pty Ltd with completion planned for March 2016. Agents Central Coast Select Properties say that all units have been sold off the plan at prices ranging from $325,000 to $500,000 for the 1, 2 and 3 bedroom units. Faunce Investment Pty Ltd is owned by Sydney financial services company Quantum Funds Management Limited. Construction of both projects must be completed within two years in accordance with the conditions of the DA. Not to be confused, with that develop-

CCBR has been told that 89 units have been sold with the developer holding back 20 units until completion. Prices here range from $350,000 to $600,000. One development that has been the source of much curiosity is that on Henry Parry Drive which was owned by a company associated with the Klumper Family. The excavation on that site started and then ceased some years ago. The property was acquired by a Sydney based syndicate led by a substantial Chinese investor late in 2014.

To be known as Waterview the development will comprise 91 units in three separate buildings. CCBR has been told that construction will start in October this year with completion mid 2017 Central Coast Select Properties are marketing the project with prices ranging from $325,000 to over $1 million. There are a number of other residential developments in the early stages of development in Hargraves Street, Gosford and Ormond Street. The Hargraves Street development was approved by Council in December 2013 and comprises 89 residential units over 9Â levels.

The $12.5 million development has been designed to attract buyers who are looking to downsize and want to live in a safe environment close to services. It is adjacent to the small Wamberal retail area with a medical centre, pharmacy, bottle shop and fish shop. Construction is by local builder Living Green Designer Homes and Warren Hughes was quick to point out that all trades involved in the project are local. The project is being marketed through McGrath Real Estate Terrigal.

Work has commenced on the first major residential subdivision in the Gosford LGA in more than 20 years. The bull dozers rolled in last month following a lengthy approval process by Gosford Council for the developer Stevens Group who acquired the site from Crighton Properties after they fell into receivership in 2014 and subsequently added to their holding by acquiring an adjacent property in Belar Avenue in the same year. (Crightons had owned the property for over 20 years and had only got subdivision approval in 2012 for a home-office estate from a recalcitrant Gosford Council which had thwarted them over the years.) Stevens Group subsequently submitted a revised plan which will see 134 lots developed ranging in size from 680 sqm to 1,100 sqm with an average lot size of approximately 850 sqm and selling in a price range from $340,000 to $495,000. With civil works now underway completion of Stage 1a is planned for mid November this year. Since opening their site Sales Office in November last year Stevens have sold 60 lots in Stages 1a and 1b and are now selling Stage 2 Local builders, Tullipan Homes and Olzomer Custom Homes have bought three lots.

Budget good news for Somersby THE CENTRAL COAST has been a big winner out of last week’s Federal Budget. Gosford Council will receive $10 million towards a $30 million infrastructure project for the Somersby Industrial Estate. Works will include:  construction of new road works, trunk stormwater infrastructure, trunk sewer mains, trunk water mains and reservoirs. This means that 54 hectares of industrial land that has not been developed because of infrastructure contributions on the land that have been increasing annually by the CPI, can be developed. It is estimated this will result in over 3,000 additional jobs and increase the NSW Central Coast’s GRP by 2%. In addition the Abbott Government has put small businesses at the heart of its economic growth plans, unveiling a $5.5 billion package it hopes will see them invest and grow their operations. Tax cuts and incentives for the Central Coast’s 22,000 small businesses, two million across Australia, form the centrepiece of Treasurer Joe Hockey’s second budget, which it hopes will help boost subdued economic growth. Obviously a lot of input from Bruce Billson Small Business Minister, who deserves our thanks for his efforts with this. The Budget is good news for start-ups which included: • Removing the risk of a capital gains tax bill if you change your business structure; • Investigation into removing/easing corporate regulation on small business; • A single site for business registrations; • Better tax arrangements for employee share schemes; and • Opening up crowd-sourced equity funding as NZ and UK have done.

If you work for yourself and don’t employ anyone, you will receive the tax reductions. It’s a big breakthrough. Following the budget COSBOA CEO, Peter Strong, said, “The budget inclusions

for small business have been designed to boost confidence, boost cash flow and boost the economy, an economy that has always been based upon the foundation of small business people.� “There are many more highlights in this budget which provides the lowest tax rate for small business since 1967. The government has promised something special for small business and have delivered on that promise.� “The depth of announcements in the budget shows that the government understands that it is the little changes as well as the big ticket items that make a difference. The small business person’s capacity to start up, operate and if desired grow their business has been enhanced. Excellent!�

A true family business with Italian family values founded by Caesar and Frances Franckin in 1985 as the Erina Gourmet Centre with a vision – to provide the best quality gourmet food and coffee on the Central Coast. And in true family style, over the years they were joined by their two daughters, Lara and Sonia who worked in the business after school and then full time all with the same values. It all started when Caesar and Frances, both of whom grew up in the food and wine business knowing that there are customers who do appreciate fine food on the Central Coast, decided to open a food factory in Bonnal Road, Erina making freshchilled and frozen pasta based gourmet meals made from the best quality ingredients sold direct from their premises as well as to a select retail market. The business took off and their innovative recipes and products soon became a talking point among many people who call in on their way home from work to buy the evening meal in the form of a gourmet sauce and a fresh pasta or even a readymade lasagne, carbonara, cannelloni or bolognese. As time went by gourmet curries and soups were added to the menu. Fine food wasn’t all they produced in their little factory in Bonnal Road. Caesar was also a Master Coffee Roaster from way back and coffee was the perfect complement to fine food. Caesars Coffee, freshly roasted from 100% Arabica coffee beans, was just as popular. So, while Frances did the cooking Caesar did the roasting and their daughters worked with them both. Caesar’s Coffee soon became well known across the Central Coast as many restaurants wanted to sell the high quality brand. Paramount in Caesar’s mind was buying only the highest quality coffee beans, freshly roasting each week, blending and batch testing to maintain continuity. The Franckins, being of Italian background, of course love food and talking to their customers about their passion for fine food and coffee and how much they enjoy making those customers happy. With the little factory in Bonnal Road bursting at the seams it was time to develop a new, unique concept that would take the business to a new level. In May 2000 the Franckin Family opened their own purpose designed Gourmet Food Shop in a new building at the Terrigal Drive and The Entrance Road Intersection which they described as ‘a little bit of Italy on the Central Coast’. clocktower has a new commercial kitchen, retail area for their own products plus other delicatessen lines, a place for customers to sit and enjoy coffee and cake (their own of course) and on a mezzanine floor above the shop Caesar’s coffee roasting factory. All designed so that customers, when they enter the shop are met with the aromas of freshly roasting coffee wafting through the building. This has allowed the Franckins to expand into a wider range of gourmet heat n serve meals, fresh pasta and ravioli, and a wider range of coffee blends. Added to this is a new range of teas from the well known leaf teas to green teas and herbal and fruit tea and a range of gourmet groceries. Chronic shortage of land for development on Central Coast LAST YEAR THE UDIA NSW commissioned a report by Monteath and Powys to investigate the performance of land supply on the Central Coast. In late April that report was discussed at a meeting of the UDIA NSW Central Coast Chapter. The report identifies that there is a chronic shortage of land available for development on the Central Coast. Despite the fact that there are large holdings that should be made available for release, the Central Coast optimistically has four years-worth of supply available. When consideration is given to the fact that it takes at least five years to go through the zoning process, there is a real prospect that there will be shortages in the near term. The report also finds that the region is not meeting the production targets set in the 2008 Central Coast Regional Strategy. The strategy identifies that 2,240 dwellings per annum need to be delivered to meet demand. However between 2006 -2011 there were only 1,000 dwellings per annum produced. The Central Coast population grew on average between 2006 to 2011 by 1.2% per annum. Yet dwelling production growth was only at 0.74% per annum. The interesting longer term trends show that the region is growing at a far slower rate than it did from 1991-2001 and this is probably due to the slowdown in average private dwelling growth. Photographic exhibition first ever bird’s eye view of Coast

Danny Irvine and Glenn McKimmin Two of Australia’s leading landscape photographers, Glenn McKimmin and Danny Irvine, have joined forces with members of Central Coast Tourism to deliver the region’s first photographic exhibition to showcase the Coast from a bird’s eye angle. Above the Coast features a series of aerial shots taken of many of the region’s iconic locations as well as a few ‘hidden gems’ captured from 300 to 1,000 feet above sea level. The images were made possible thanks to the precision flying skills of Matthew Quinlan, chief pilot from My Heli Helicopter Tours, one of the exhibition’s supporters. Other supporters of the exhibition include L’Isle de France Sur Mer, Created For Life Printing & Framing and Joos Productions. Many months in the making, the exhibition was born from a vision to give locals a new perspective of the place they call home and prospective visitors a unique angle of the Central Coast to entice them to come take a closer look. McKimmin, the nephew of local landscape photographer, Ken Duncan, said photography has become the number one hobby within Australia. While he agreed this was exciting, he said he and other professional industry colleagues have observed that people have started to become desensitised to the beauty of

our region due to an oversaturation of stereotypical images taken at or close to ground level. “Producing the images for the exhibition became a defining moment for Danny and I when we realised this was the fresh perspective people needed to see. Our aim with the exhibition is to remind Coasties why they first fell in love with the area and show off the beauty of our region to the rest of the world,” said McKimmin. Above the Coast was officially opened by Gosford Mayor, Lawrie McKinna in late May. The exclusive invitation only launch was attended by a number of other Central Coast dignitaries including Wyong Mayor, Doug Eaton, Central Coast Tourism CEO, Robyne Abernethy and local politicians as well as local business owners, property developers and photographers. Ms Abernethy said, “As locals we know the beauty of our region and we are privileged to live in an area that remains 80% natural. This natural beauty combined with local attractions and experiences is a key attractor for visitors to our region. Our outdoor coastal lifestyle is the envy of many and I look forward to viewing the exhibition and to seeing the wonders of the Central Coast from above.”

Ourimbah Campus to be food research centre A NEWLY ESTABLISHED collaboration on the Central Coast, led by the University of Newcastle, will contribute to growing Australia’s food industry and increasing its food exports. The Australian Research Council (ARC) Food & Beverage Supply Chain Optimisation Industrial Transformation Training Centre (ITTC), hosted by the University of Newcastle, will train the next generation of multidisciplinary researchers capable of designing and managing safe, sustainable, and costeffective food supply chains. The training centre received $2.1 million in ARC funding through the Industrial Transformation Research Program, which will employ three postdoctoral researchers and support 10 PhD students. Based at the University of Newcastle’s Central Coast campus, the centre will bring together a diverse set of research organisations and industrial partners to ensure the research carried out, and training provided, are both at the cutting-edge and industrially relevant. The food industry is important to the Australian economy with 15 per cent of the national workforce involved in food production and food exports equating to $30.5 billion each year. The National Food Plan White Paper states the vision for Australia’s food system is a sustainable, globally competitive, resilient food supply, supporting access to nutritious and affordable food. Small business fire safety SMALL BUSINESSES NEED to have plans and procedures to prevent fires and to help their business recover should an unforeseen emergency occur. Is your small business fire safe? The fire services recommend this checklist to assist your small business in preventing damage that could be caused by fire: • Avoid storing or stockpiling flammable materials such as packaging materials or waste where they could be accessed by the public, including areas immediately outside your business premises. • Make sure all machinery is serviced as recommended by manufacturers and is kept clean. If possible, switch machinery off when the business is unattended. • Secure all doors, windows or other access points when the business is unattended, and make sure your business has adequate lighting to deter trespassers. • Ensure your business has an adequately serviced and functional fire alarm system that is suitable to your small business e.g.: Remote serviced alarm systems, sprinkler systems, thermal or smoke alarms etc. • If your business stores dangerous goods, ensure their storage and use adheres to legislative requirements. • Make sure your business has a written and practised fire escape plan that includes full staff lists and designated meeting points. Damage reduction and disaster recovery checklist The fire services recommend this checklist to assist your small business to reduce damage caused from fire and to assist in a speedy business recovery:

• Ensure that all of your staff has sufficient training in what they should do if your small business is exposed to an unexpected fire. • Depending on your business this will mean at least knowing your evacuation point and the need to dial Triple Zero (000). • Make sure you know what information is important for your business continuity. This should include having contingency plans to protect and/or restore all important information (hard copy & IT) like supplier and client lists, business contracts and insurance details. • Consider having an off-site secure location to store important information in your contingency plan. From glut to shortage with industrial units CENTRAL COAST AGENTS are reporting a shortage of industrial unit stock as SMSF’s and low interest rates soak up the last remaining units that were built around ten years ago causing a surplus of stock and sending some developers to the wall. Richard Ellis from Raine & Horne Commercial said that investment stock is thin with enquiry not just from mum and dad investors but from those looking for properties in the $4 to $5 million bracket. “Expected passing yields have shifted from 9% - 10% to 8% - 9% or even lower for property with leases offering long term security of income,” he said. Rob Wilcox from Chapman and Frazer said there is now an opportunity for developers to build with a view to leasing or selling, but for that to happen developers will be expecting increases over the current market values to make it worth their while. Ty Blanch from L J Hooker Commercial said that since the last wave of speculative developing of industrial units construction costs have escalated substantially , especially with concrete and steel. “The market hasn’t caught up with that yet,” he said. “Another issue for developers is finance

and the banks are demanding 100% presales,” he said. Retail Agents are reporting that more retail space is coming on the market as tenants walk out causing rents to soften. Even the usually strong Erina precinct has slowed up. Agents are reporting that tenants are slow to pay their rent which is obviously a key indicator of retail health. On the other hand the Long Jetty shopping strip with its move into the niche second hand market has resulted in a turnaround following the opening of The Glass Onion Society second hand clothing and coffee shop in Long Jetty about three years ago. Its success attracted a new generation of second hand retailers. Commercial office The commercial office market has been static over the past twelve months and remains depressed in the Gosford CBD. Agents say a lack of demand by big users has been evident over the past four years. Simply put, there are no new businesses opening up and none see the Central Coast

ticularly overweight, may be displaying episodes of dizzy spells or is obviously labouring with a bad back or a sore knee. The employer remains concerned as to their capacity for carrying out their job without further injuring themselves or endangering others. Last year, the Fair Work Commission handed down a decision allowing employers to require an employee to undergo a medical assessment where they had genuine concerns about the employee’s ability to carry out their job. In that case, the

employee refused to undertake the examination and the employer – after a process – terminated him. But what if the employer has a general concern about the health of all workers carrying out a particular function without any specific evidence of ill health on their individual part? For example, could an employer require that all forklift drivers undertake examinations in relation to their health? In a recent case, an employer engaged an external consultant to carry out bi-yearly examinations of their drivers. It is possibly significant in this case that the same drivers were already required to undertake regular medical assessments pursuant to the National Heavy Vehicle Accreditation Scheme. The Union pointed to privacy concerns about how the information would be stored. The Commissioner refused the company’s request because, in her view, the company had not established, on the information at hand, a genuine need for an entire segment of the workforce to undertake such an assessment. In her view, the proposed medical examination was not being conducted to determine whether the employees could carry out the inherent

requirements of the job. Further, the Commissioner appeared to share the privacy concerns of the union, i.e. that the company did not have a plan to properly manage the information received. Interestingly, this decision was made by the same commissioner who – in the earlier decision referred to above last year - found in favour of the company being entitled to require an employee to undergo a medical assessment prior to returning to his role. The clear learning from this is that where an employee discloses or displays specific health limitations that cast doubt on their ability to carry out their job, employers can require them to undertake a medical assessment before returning to work. However, the employer must establish that there is evidence of that limitation – which could be in the form of a slowdown in the productivity or increase in mistakes or observed physical limitations. Can you really afford not to have business interruption cover?

Recent research from the Small to Medium Enterprise (SME) business sector showed a significant number of businesses have no business interruption cover. For a relatively inexpensive cost you can have the peace of mind of knowing that if something goes wrong your business, and the reason you are in business, will be protected. Research tells us that the reason people go into business in the first place is to:

a) provide a lifestyle for themselves (be one’s own boss) or, b) build the business up to a size where it could be sold or publicly listed. We also hear that for some businesses, it’s the superannuation plan for the owners. If cash is not coming in, because of an interruption it will be very difficult to continue business. How will you pay the rent, wages and overdrafts, together with other business expenses? They still continue. Experience tells us that 70% of businesses that have a major loss do not get back into business following that loss. • What happens to the business, if the premises are destroyed as a result of a major fire, storm or an unforseen situation? • What happens if the business simply cannot trade? What if you can’t trade for 12 months? • Will your business survive?

Chronic shortage of land for development on the Central Coast CONTINUED FROM PAGE 14

The analysis presented in this report identifies: • The Central Coast Regional Strategy identified the need for an additional 56,000 dwellings in the Central Coast between 2006 and 2031 (2240 dwellings per year). • The recent Your Future Central Coast : A Discussion Paper identifies the need for 36,800 dwellings over a twenty year period (1840 dwellings per annum); • Some 70% of new development proposed in the Central Coast Regional Strategy is proposed to be located in Wyong LGA, while 29% of proposed new development will be within Greenfield Release Areas; • Between 1991 and 2011 just under 2000 private dwellings per annum were added to the housing stock in the Central Coast based on ABS data. This suggests that estimates in the current Central Coast Regional Strategy are reasonable. However, between 2006 and 2011 (the period during which the Central Coast Regional Strategy was released), only an average of 775 dwellings per annum have been added to the housing stock on the Central Coast; • The Central Coast region had average annual lot registrations of 336 from 2006 to 2013, with 2006 to 2009 at or above this average, while 2010 to 2013 period is below this average; • From 2006 to 2013 Gosford LGA had approximately 61% of lot registrations within densification subdivisions, while Wyong had 61% of lot registrations within Release Area subdivisions for the same period. Residual Infill subdivisions have generally contributed the least to overall lot registrations during the investigation period; • Wadalba has contributed the most lot registrations from 2006 to 2013 with 425 (20% of Wyong total), followed by Woongarrah with 322 (15% of Wyong total) and Hamlyn Terrace with 286 (13% of Wyong total); • Residential lot sales over the reporting period (2006-2013) averaged 276 sales per annum, with Wyong LGA accounting for 85% of these sales. The majority of the lot sales were identified in Hamlyn Terrace, Wadalba and Woongarrah (approximately 40%);

• Once strata titling registrations are included in the analysis approximately 46% of registrations are for strata titling. This ranges from 72% of registrations in Gosford LGA to 33% in Wyong LGA; • The analysis indicates that current supply (i.e. new dwellings on the ground) is well below the projected dwelling targets in strategic planning documents. This is identified in the recent Your Future Central Coast: A Discussion Paper prepared by DPE; • There is approximately 429 hectares of undeveloped residentially zoned land in Greenfield Release Areas on the Central Coast, with all occurring within the Wyong LGA. Based on the additional required dwellings up to 2031 identified in strategic planning documents then at least 11,300 dwellings (61%) of future dwelling supply will need to come from outside undeveloped Release Areas already zoned for residential. This number could be significantly higher depending on the constraints of the land and thus number of lots per hectare developed on the ground; • The area of land currently available may provide as little as four years of greenfield lot production, which is a conservative figure as population growth has outstripped estimates in the strategy and lots produced as a percentage of dwellings produced was marginally greater than predicted; • It takes approximately five years to rezone land and bring the first lots to market for that land development, this is longer than the anticipated supply of greenfield land, which has been conservatively estimated at four years. This may lead to a shortage of supply of lots in the future, particularly if demand for housing surges over this time. To address prevailing land supply shortages and to avert an even bigger problem in the next five years UDIA NSW recommends the following: Recommendation 1. It is obvious that urban renewal in Gosford has failed to deliver sufficient private dwellings. This would suggest that planning regulations are creating an environment where development is not financially feasi-

ble. It is critical that the Council review its development controls. The Council should test its controls against the Department of Planning and Environment’s Urban Feasibility Model. Recommendation 2. A greater emphasis should be placed on housing choice outside the Gosford CBD, in smaller existing centres along road and transport corridors. Recommendation 3. As the Central Coast is a development catchment for Sydney, the Greater Sydney Commission’s area of responsibility should extend to the Central Coast. Recommendation 4. In the absence of the Greater Sydney Commission expanding its coverage to the Central Coast, the Central Coast Regional Development Corporation needs to take on a bigger role with respect to housing delivery and should be funded appropriately. The CCRDC needs to identify priority development precincts for future land and housing release and identify transformational infrastructure that would accelerate dwelling release. Recommendation 5. There is a strong case for amalgamation of both Gosford and Wyong Council. Amalgamating the Councils would allow a more even allocation of resources to support growth of the area. Presently Wyong is accepting the lion’s share of growth and amalgamation would help both Councils to better plan and deliver growth. Recommendation 6. Investment in infrastructure is critical for the Central Coast. While the CCRDC should be responsible for planning for future growth, the State Government must provide sufficient monies for infrastructure to support growth. This is not confined to major infrastructure alone and should involve greater investment in smaller infrastructure such as roundabouts, traffic lights, electricity and water infrastructure.

A photographer for a national magazine was assigned to get photos of a great forest fire. Smoke at the scene was too thick to get any good shots, so he frantically called his home office to hire a plane. “It will be waiting for you at the airport!” he was assured by his editor. As soon as he got to the small, rural airport, sure enough, a plane was warming up near the runway. He jumped in with his equipment and yelled, “Let’s go! Let’s go!” The pilot swung the plane into the wind and soon they were in the air. “Fly over the north side of the fire,” said the photographer, “and make three or four low level passes.” “Why?” asked the pilot. “Because I’m going to take pictures! I’m a photographer, and photographers take pictures!” said the photographer with great exasperation. After a long pause the pilot said, “You mean you’re not the instructor?” A Texan farmer goes to Australia for a vacation. There he meets an Aussie farmer and gets talking. The Aussie shows off his big wheat field and the Texan says, “Oh! We have wheat fields that are at least twice as large as this.” Then they walk around the farm a little, and the Aussie shows off his herd of cattle. The Texan immediately says, “We have longhorns that are at least twice as large as your cows.” The conversation has, meanwhile, almost died when the Texan sees a herd of kangaroos hopping through the field. He asks, “And what are those?” The Aussie replies with an incredulous look, “Don’t you have any grasshoppers in Texas?”
