Mingara’s new coffee offering The management at Mingara Club never take the future for granted, always searching to give their members a new experience and being innovative in how they do it. The opening of their new coffee outlet, The Roasted Berry, last month is a case in point. With a French Provincial style and decor and aimed at the ‘baby boomer female’ market, The Roasted Berry offers an entirely new ambience, food style and great coffee. A popular feature is the Bakery which is constantly turning out freshly baked breads which patrons can also buy to take home. The market has matured and so we needed to reflect that with the interior design and the food and coffee offering.” “We also see Mingara’s location on the Coast as a Business Breakfast venue and the breakfast menu has been put together to reflect that as well,” he said. With the Coffee Club’s lease coming to an end after ten years at Mingara the Management Team were looking around for a new concept and their research revealed that patrons wanted an environment similar to the cafe culture of Melbourne and Sydney.

Record year for Mingara From its beginnings at Tumbi Umbi in 1971, Mingara Recreation Club Limited has grown to become one of the largest businesses on the Central Coast and one of the largest and most successful clubs in NSW with membership exceeding 51,000. Mingara Leisure Group as they are now known, have a stable of clubs that include: Mingara Club, Mingara One Fitness at Tumbi and now Tuggerah, The Westport Club at Port Macquarie, Lantern Club at Roselands and The Gordon Club at Chatswood. Group revenue in FY2013 hit $70.207 million – up from $64.620 million in FY2012 and total assets grew by $9 million to $118.367 million. With 529 people on their payroll at 30 June 2013 their total payroll now exceeds $24 million per annum (see table). “This represents a strong annual performance in a fairly difficult trading environment,” said CEO, Paul Barnett in his Annual Report to Members and taken against a backdrop of achievement during the year
that may well appear to be an understatement. Commenting on the year in review, Mr Barnett said, “It was a particularly busy year for the Board, Management and all the Team. While continuing to operate Paul Barnett all our clubs we managed to complete works at Roselands opening the new club as the re-branded Lantern Club and demolish the old club, complete amalgamation with Gordon and Social Recreation Club re-branded as The Gordon Club. Then to make sure that we had absolutely no spare time, we fitted out and opened a second fitness centre, Mingara One Fitness at Tuggerah.

Mr Barnett said that the amalgamation with the Gordon club was completed in October 2013 at a cost of $1.3 million. “We immediately re-branded as The Gordon Club and are currently preparing for renovations having turned the club around from its negative trading position. Significantly Earnings Before Interest, Taxation, Depreciation and Amortisation (EBITDA) was $10.076 million slightly down on the previous year at $10.683 million. An obviously pleasing result taking into account the costs of opening a brand new Lantern Club at a cost of $16 million, as well as opening a new Fitness Centre and amalgamation costs in relation to The Gordon Club. In his Chairman’s Report, Phil Walker pointed out that Mingara had assisted 100 community groups on the Central Coast and 43 community groups in Port Macquarie and Canterbury. “This equates to a financial contribution across all our clubs of $1.685 million which is $785,000 above our legal obligation,” he said. Conforming to Mingara’s shared vision “to make a significant contribution to the quality of community life’, the Club, on the Central Coast has supported numerous community events such as Mingara Relay for Life, Salvation Army Red Shield Appeal and Max Potential Programme as well as through their “Pink” Campaign. Poker machine compliance costs which include the NSW Government’s gaming tax showed a substantial increase of 9% to $14.33 million.

The Mingara story
The retirement last month of CCRDC Chairman, John Taylor after three difficult and frustrating years in the position trying to get the Gosford Waterfront going will undoubtedly make the Planning Minister and the rest of the State Government happy. John Taylor was appointed by the previous Planning Minister, Tony Kelly, to “make things happen in Gosford” following an extensive community consultation by Gosford Council. No one was better qualified than he to do the job. Twenty years ago he founded the project management company, APP and after selling the Australian operation to Transfield went on to develop its international project management division known as Confluence Project Management. His whole professional life has been devoted to getting projects, big projects, built. He is highly respected internationally. He just happens to live here on the Central Coast and knows what enormous possibilities there are here. He is also a passionate supporter of the Region. It’s why he took the job on.
At the same time RDA Central Coast Chairman David Abrahams has stepped down. The RDA has had plenty of critics but in the end it has been the essential regional development organisation for our region. Everyone is one board; State and Federal Government and Gosford and Wyong Councils. During his time as Chairman, David tried hard to actually get tangible runs on the board and in many cases he succeeded. He was and still is a Broadband Champion. He along with this Editor believe that broadband will drive our economic future. Edgar Adams Editor

Our Cover Story this month is about Mingara Recreation Club and the record year just ended. Sure, it’s about numbers, big numbers, and its about the money they tip back into their community. It’s also about how the Club has amalgamated with other clubs outside the Central Coast and turned them into a success when they couldn’t do it themselves. So what makes Mingara Recreation Club different? Professional management. And, a Board of Directors that understands the duties, obligations, and responsibilities the position holds in this day and age which is best summed up as corporate governance. Put simply corporate governance is the system by which corporations and organisations are directed and controlled. Mingara’s directors have always understood their corporate responsibilities along with the social responsibilities. They certainly don’t have some idea that they are the Club’s managers and they don’t meddle. They do set policies and are very involved in ensuring that the Club’s vision is adhered to. Of course they are backed up by a highly professional management team which goes back to the Club’s genesis. All senior managers at Mingara hold a Degree in some form of management or other discipline. The Mingara story is testament to how a sound Board of Directors, led these days by Chairman Phil Walker, and a professional

Council’s plan to revitalise Budgewoi
Artist’s impression of Budgewoi waterfront Wyong Council has taken the first step towards revitalising the Budgewoi town centre, with a detailed draft Masterplan now on public exhibition outlining some of the proposed changes to the iconic coastal town. Commenting on the move Wyong Mayor Doug Eaton said. “Budgewoi is a place that has been enjoyed by generations of tourists, with families returning year after year. However, like most small towns, it has suffered economically with the advent of big shopping centres taking away business. “Recently, Councillors rejected a proposal to build a new Woolworths supermarket up the road at Colongra, because we were mindful of the impact it would have on the existing Budgewoi shops. As a Council, we understand how important it is to invest money into Budgewoi, revitalise the town
centre and bring in new tourists to the area or tourists that have perhaps stopped coming here for whatever reason.” The Masterplan aims to promote Budgewoi as a casual, relaxed lake and coastal village with a real focus on community recreation, leisure and the wonderful natural environment. Some of the improvements that are earmarked for the area include: • A boardwalk along the waterfront adjoining Budgewoi circle, • A floating pontoon boardwalk, • The East Village Community Plaza – providing a public space with tables and chairs and formalised carparking, • Village link which will link the west centre with the east centre including a shared path from Halekulani Oval all the way to
Podgewoy Park, including the pedestrian cyclist bridge across the Budgewoi Creek, • T he West Village Community Plaza, • Upgrade of facilities at Halekulani Oval, • Relocation of the Skate Park to Slade Park, • New shared pathways. “Council staff have worked with the community and together have come up with a number of positive suggestions that will improve the town centre area for residents and tourists,” Mayor Eaton said. “We are committed to ensuring Budgewoi becomes a destination that can be enjoyed by a new generation of holiday makers, and a place that residents are proud to call their home.” The Masterplan is on exhibition until October 31 and can be viewed on Council’s website www.wyong.nsw.gov.au

Motor sport proponents seeking sponsors A proposal for a $14 million motoring complex on Darkinjung Aboriginal Land at Bushells Ridge has reached the point where the proponents are seeking sponsors to fund the initial stage of the project. The project, which would utilise 115 hectares of identified and known as Wyong Automotive Racing Precinct is supported by Wyong Council however needs community support to raise funds to get to the Development Application stage so that government funding can be secured. A community group known as Community Automotive Sport and Recreation Park (CASAR Park) headed up by local accountant Brad Wilson is approaching businesses and motoring enthusiasts to raise the required $250,000. Mr Wilson said that for the Central Coast community the project delivers economic benefits in the form of visitor spend, employment and training opportunities and the flow-on effect to local business. It will also provide a space for young people to enjoy the recreational activities that the sport brings. Motor sport venues are in short supply and the proposed facility, without grandstands and corporate boxes but with an international standard track will make it affordable for use for club level motor sport
participation, motoring related tourism, road safety awareness, driver and rider training and automotive skills training. The proposed complex features a 3.5 km tarmac race track, undercover pit garages, driver training facilities, a duel use go-kart track/ simulated driving environment and associated amenities. It is estimated that some 200 full time jobs plus 200 training and work experience positions will be created once in operation.
The project has the support of the Confederation of Australian Motor Sport (CAMS) and both Gosford and Wyong Councils as well as Central Coast Tourism. A Motorsports Precinct has been identified as one of five catalyst projects in the Central Coast Tourism Opportunity Plan released earlier this year. Shorten needs to show that small business can’t be ignored
FWC denies penalty rates changes
The Central Coast NSW Business Chamber has commended Federal Opposition leader Bill Shorten for taking on the Small Business portfolio as part of his Shadow Cabinet responsibilities. “This is a stark and refreshing change in attitude from the Federal Labor party and one that will be applauded across the business community”, said Daniel Farmer, Central Coast NSW Business Chamber Regional Manager. “When you consider that in the last Government, the Small Business Minister seemed to change every 6 months or so, for Opposition leader Bill Shorten to want to take on that responsibility personally shows he appears to understand the importance of small business to the national economy. “Prior to the election, the Chamber movement across Australia ran the hugely successful Small Business: Too Big To Ignore campaign, which highlighted the important role that small business plays in the local, state and national community. “With more than 115,000 active voices signing up to the campaign, it proved the small business community had quite simply had enough when it came to key issues
In a decision in early October by the ALP / Union controlled Fair Work Commission the hospitality industry has been dealt a serious blow, with the Commission denying an application to alter the way penalty rates are paid. Both Restaurant and Catering Australia and the Council of Small Business of Australia have condemned the decision, saying more businesses will fail unless the penalty rate scheme is completely overhauled. RCA appealed to the FWC to allow penalty rates to be paid on the sixth and seventh consecutive days of work, instead of on all Saturdays or Sundays. The organisation also wanted penalty rates be reduced to 125% for working on Saturdays and Sundays. Part of the RCA’s argument was that weekends are no longer as important as they once were. The FWC dismissed this, saying it wasn’t satisfied there had been a significant change in the difficulties in working “unsociable hours”. Reducing penalty rates to being paid on just the sixth and seventh consecutive day of work would have a “significant impact” on take-home pay, the FWC said.

that impacted on their survival such as red tape, taxation and being able to give fellow Australians a job. “My current concern is that when Minister for Workplace Relations, Mr Shorten was responsible for job crippling legislation and policies that made it harder for small business owners to create and maintain jobs. “I’m obviously aware of Mr Shorten’s background in the union movement, but I’m not aware of any history he has in working for or running his own business, and dealing with the pressures that result from that. “I would urge Mr Shorten to consult widely with the Chamber movement and listen to what the business community is saying when formulating policy. “As a fiercely apolitical organisation, our door is always open, and we would welcome Mr Shorten’s commitment to spend time with real small business owners to see for himself the issues that they face on a daily basis. “That would be a real show of support for the 2 million small businesses and their 7 million employees across Australia,” Mr Farmer said.

Coast housing provider takes out major state awards Central Coast social housing provider, Pacific Link Housing, has been recognised by the Australasian Housing Institute taking out three awards for excellence in the annual AHI state awards for NSW. Competing against similar organisations from all parts of the state, Pacific Link won two of five major awards on offer and was highly commended in a third category. The peak-body awards are offered by the Institute to ‘formally recognise and reward excellence’ in the community and social housing sector.  Pacific Link won the top award in two categories for Leading Tenant Engagement Practice and Leading Housing Project A ward, and was Highly Commended for new research programs in the Leading Innovation category. Pacific Link Chairman, David Bacon, was delighted by the State Awards ‘which again prove that the Central Coast has the leadership, skills and focus to compete against the biggest and best organisations in the State and nationally.’ “This is a team win every staff member can take great pride in�, he said. “Our team is one of the best in the business. They have earned the recognition they’ve received by working as a team to develop new ideas, better services and better outcomes for our tenants and the community.� Appointed on a brief ‘to turn the organisation around’ four years ago, Mr Bacon has overseen the appointment of a skills-based Board and new Chief Executive, Keith Gavin. This has resulted in a clear focus on governance, with private sector management models and independent research now routinely used to plan evidence-based programs that respond to regional needs. “I believe we have the best team in the

Pacific Link Housing was established following an amalgamation in 1996 of the Gosford Woy Woy Rental Housing Association Ltd on the Central Coast and Mid Hunter Housing in Maitland which had been operating in their respective areas since 1984. The new company Pacific Link Community Housing Assoc Ltd, began
trading on the 1st July 1996 and received ‘growth’ status to enable the organisation to expand the core business and increase it’s housing portfolio. The company has had great success with Expressions of Interests for increasing the property portfolio and has special purpose housing in thirty diverse housing programs. Pacific Link Housing also manages more than sixty properties on a fee for service basis for other agencies and is currently exploring strategies for the development of Affordable Housing to further assist community members who are facing hardship to afford increasing rental costs. This company has also been targeted as preferred Housing Manager for Gosford Council’s Affordable Housing initiative currently underway.

Gosford Council moves on Short Term Holiday Lettings Gosford Council at its mid October meeting considered the public submissions received in response to the exhibition in respect to its Short Term Holiday Lettings Planning Proposal and accompanying Development Control Plan. Council resolved to proceed with the Proposal and DCP subject to a number of changes. The resolution from the Council meeting is provided below; The definition of short term rental accommodation means ‘a dwelling that is commercially available for rent as short
term accommodation on a temporary basis, but does not include bed and breakfast accommodation’. Complaints in respect to such accommodation is amended to read, ‘Minimum of 3 written complaints from the occupiers of 3 separate dwellings located within 40 metres of the subject dwelling over a 12 month period concerning the activities taking place on the property.’ All such accommodation ‘must have a bushfire evacuation plan if located in a bushfire prone area’. The planning proposal represents a
co-regulatory approach which references the NSW Department of Planning & Infrastructures Code of Conduct which can be downloaded via the HLO Central Coast website www.hlocentralcoast.net • Part 1 of the Code outlines Participating Organisation obligations • Part 2 of the Code outlines Manager and Guest obligations In accordance with this Code; HLO Central Coast as a Participating Organisation is required to impose sanctions on members who do not comply with mandatory standards and practices.

Regional Development Australia – Central Coast (RDA-CC) Chairman, David Abrahams has announced his resignation from the Board of the organisation. Mr Abrahams said, “It's been a great privilege to be part of shaping the Central Coast economy. Solar to drive efficiencies for Gibbens Industries
Central Coast spring manufacturer, Gibbens Industries Pty Ltd have used the massive roof area on their new Lisarow facility to install a solar farm that will generate big energy cost savings. Gibbens relocated to Lisarow from West Gosford in July after buying the former Albany factory last year. CEO, Matthew Gibbens said the company had invested $250,000 on a 100 Kwh solar system that will result in a 30% return on investment. Installed by All Green Environment Services the solar panels cover an area of 1,000 sqm. “The big advantage for Gibbens is that power is being used in their manufacturing process as it is being generated. At about 400 kw per day this has the potential to halve their electricity bill,” said Scott Ford, All Green’s owner. “We have gained added efficiencies by moving from four separate factory buildings to having our entire operation under
one roof,” said Mr Gibbens. In addition we are now operating in a very modern facility of about 4,000 sqm with excellent working conditions for staff. The move which took place over two months saw 2,500 tons of equipment and product moved from West Gosford to Lisarow. The company has a staff of fifty and had operated from premises in Manns Road, West Gosford for over forty years and has a worldwide reputation for their spring design and manufacturing technology. Gibbens springs range from mattress units to aerosol valve springs for use in the auto industry, defence, mining etc. The company has a plant in Brisbane and also in Thailand. The West Gosford property has now been redeveloped with a Masters Home Improvement store, Storage King Self Storage and soon a Homemakers Centre located on what is now known as Riverside Park. CCRDC Chairman retires
John Taylor has announced that he will not be seeking reappointment to the Board of the CCRDC. Mr Taylor was appointed Chairman by the previous Government at the time of the reconstitution of the CCRDC for a period of three years. Commenting on his term with the CCRDC Mr Taylor said, “while we have made progress in seeing the establishment of a University of Newcastle presence in the Kibbleplex in Gosford the litmus test will be the development of the Gosford Waterfront. On one hand the instrument that will allow the waterfront development to proceed is yet to be approved. The State Government has committed to providing a tenant but in reality little actual progress has been made with the bureaucrats that make these things a reality and there is doubt that the government school site will be available before the second half of 2014.” “On the other hand, CCRDC has made significant progress in raising interest from potential users of the site, the conceptual plans for the site incorporating a major public podium space will significantly enhance Gosford’s public amenity and the plans for a major hotel and conference centre adjacent to the planned Regional Performing Arts Centre will draw significant interest from the tourist industry.” “Whether we have achieved significant progress will be judged by the progress achieved in the next twelve months.” Remaining Directors Stephen Brahams and Ken Jolly whose terms also expire at the same time have both indicated that they may be prepared to seek re-appointment. A music producer with links to Forgotten Valley Studio at Lower Mangrove has paid $1.55 million (No GST – sold as a going concern) for The Grove Recording Studios at 286 Mangrove Road, Somersby. Stop Bullying Orders – What do they RT ADVICE mean for your business? MPLOYERS

The Workers Compensation Act, Anti Discrimination Act, Workplace Health and Safety Act and Fair Work Act all seek to manage or provide a remedy for employees affected by bullying and harassment. As of 1 January 2014, employees will have an opportunity to apply to the Fair Work Commission for an order that either the company or specific employees within that company cease to engage in bullying and harassment conduct. But what is it? When does good natured banter become harassing comments? How can a company identify this behaviour before it reaches the point of applying to the Fair Work Commission? WorkSafe Australia has been developing a draft code that seeks to identify conduct that amounts to bullying or harassment. The document is the product of collaboration between representatives of the various state work health bodies. It is a credible
attempt to codify forms of conduct that are as complex as human interaction. For example, the code defines workplace bullying as "repeated and unreasonable behaviour directed towards a worker or a group of workers that creates a risk to health and safety". This can include, "... any action, incident or behaviour which a person is assaulted, threatened, harmed or injured..." It should also be known that bullying is not only carried out 'face-to-face" but can be carried out via emails, text messaging and other social media channels. One of the key areas of concern for employers is how to performance manage staff in a way that diminishes claims of bullying. If the issue is work performance, the key is to start with a clear and detailed job description. If the issue is misconduct, workplace policies can be used as your talking point. Be mindful not to make criticisms of their personality or character, instead focus specifically on how they have failed to meet their job description or the policy obligations. If an employee is not performing, it is important to move directly into formal disciplinary processes rather than mere coaching at an early stage. This ensures allegations of bullying will look less critical when the employee has formal warnings documented on his or her file. Bullying and harassment remain issues to be managed but not at the expense of employee accountability. A lawyer was walking down the street when he saw two cars crashing into each other, rushing over he said, “I saw everything I can take either side!” Faced with hard times, the company offered a bonus of $100.00 to any employee who could come up with a plan to save money. The bonus went to a young man in accounting who suggested limiting future bonuses to $10.00. I reversed into a car this morning. I knew it was going to be a really bad day. The driver of the other car was a dwarf. He got out of his car, looked up at me and said, “I am NOT happy!” So I said, “Well, which one ARE you then?” That’s how the fight started. A business owner tells her friend that she is desperately searching for an accountant. Her friend asks, “Didn’t your company hire an accountant a short while ago?” The business owner replies, “That’s the accountant I’ve been searching for. This guy is walking with his friend, who happens to be a psychologist. He says to this friend, “I’m a walking economy.” The friend asks, “How so?” “My hair line is in recession, my stomach is a victim of inflation, and both of these together are putting me into a deep depression!” A driver was forced to take a day off from work to appear for a minor traffic summons. He grew increasingly restless as he waited hour after endless hour for his case to be heard. When his name was called late in the afternoon, he stood before the judge, only to hear that court would be adjourned for the rest of the afternoon and he would have to return the next day.
“What for?!?!?” he snapped at the judge. His honour, equally irked by a tedious day and sharp query, roared out loud: “Twenty dollars contempt of court! That’s why!” Then, noticing the man checking his wallet, the judge relented: “That’s all right. You don’t have to pay now.” The young man replied, “I know. But I’m just seeing if I have enough for two more words.” Martin had just received his brand new driver’s licence. So the family gets in the car to go for a ride for the first time. Dad immediately heads for the back seat, directly behind the newly minted driver.
