RM of Corman Park adopts off-leash dog control bylaw

wners of dogs running at large could be on the hook for a fine of $150 if they can’t control their animals.

The RM of Corman Park council passed third and final reading of a bylaw at its regular meeting May 14 that will give the Corman Park Police Service the power to ticket owners of dogs running at large. The first two readings of the bylaw were read at council’s meeting on April 23.

Two councilors, Gord Gunoff and Ken Beauchemin, voted against adopting the bylaw. Gunoff stated he felt there was insufficient public consultation on the ramifications of the bylaw, which is aimed primarily at providing police with a tool to respond to complaints in Chief Whitecap Park. The park is located on a parcel of river-front land

which is owned by the City of Saskatoon but is located in the RM of Corman Park.

“I just feel that this is a bit harsh and unreasonable,” said Gunoff. “I think we should hear what people have to say before we pass this.”

PUBLIC WORKS DIRECTOR RESIGNS Darryl Altman, Director of Public Works for the RM of Corman Park for the past four years, tendered his resignation the morning of Monday, May 14.

He informed the council of his decision to pursue another job opportunity in the private sector after presenting his monthly report.

While several councilors expressed surprise at his deicsion, there was unanimous recognition around the council table that Altman has done an excellent job, often going above and beyond the call.

Several councilors cited his commitment during the exten-

sive flooding incidents of the past couple of years that have washed out roads and other infrastructure in the RM. In a short interview during a break in the meeting, Altman said he felt it was time to pursue other opportunities.

FLOOD MITIGATION In his report to council, Altman said the first phase of the North Corman Park Flood Control System Study has been completed by Golder Associates, the firm contracted to conduct the study.

A meeting has been scheduled for Thursday, May 24, when the committee will examine the final report. The Saskatchewan Watershed Authority and Ministry of Highways and Infrastructure will also have representatives at that meeting.

On a related issue, the Corman Park Public Works Committee minutes presented at the council meeting revealed the Osler Drainage

Ditch project is currently on hold due to a lack of funding from the provicial government. Higher-than-expected bids from contractors for the ditch work are also partially responsible for the delay.

The Corman Industrial Park Drainage Project, mean-

while, is moving slowly ahead.

The Public Works Committee recomended that the boring of a hole under the CN Railway line and Highway 11, in cooperation with the City of Martensvile, be postponed until a watershed association is formed and grant funding can

be confirmed. The committee also recommended that AECOM be engaged to peform a heritage resource impact assessment, which is required under the provincial Heritage Property Act. The impact assessment is expected to cost about $2,900.

Warman to be home of big box shopping centre Between 400 and 500 retail jobs expected to be created when complex is completed

The new centre, to be known as StoneGate at Warman, will feature big box retail stores, a large grocery store, free standing restaurants and financial institutions. A hotel is also a possibility. The development will be situated on 30 acres of land north of Warman at the intersection of the new Highway 305 and Range Road 3050 (also known as Centennial Boulevard or Neuhorst Road).

Construction, including land servicing and road improvements, is expected to begin in 2013, with completion of the retail spaces slated for 2014.

Hodgson Schilf Architects have completed a preliminary site plan for the project, which will total approximately 250,000 square feet of building

space when fully developed.

The developer is Avatex Devcorp, an Edmonton-based corporation which has developed a number of similar projects in Alberta and Saskatchewan, including major centres in Prince Albert and Melfort. The project is expected to create over 200 jobs during the construction phase and will result in an estimated 400 to 500 retail jobs once the project is completed.

Initial plans for the shopping centre were unveiled at a news conference in the Warman municipal council chambers on Friday, May 11.

Gord Dmytruk, a retail consultant who lives in Warman, is working with Avatex to bring the project to fruition.

“The land has been acquired and plans are currently in the works with a number of retailers,” said Dmytruk. “This is a huge deal for us to get the land secured.”

Dmytruk said the realignment of Highway 305 north of Warman was the key to the development. The land at the proposed intersection is prime commercial development realty because of the new highway, he said.

“When I look at Warman and see the huge potential here, it’s amazing,” he said. “The problem up to now has been finding available land for a project of this magnitude. When we took a look at the development of the new Highway 305, and the growth of Warman, it soon became clear this

was the best location for this shopping centre.”

Dmytruk said the project faces the west and incorporates many of the properties the City of Warman has earmarked for development as well. “So when you look at the whole project, someday you’ll see nothing but retail right from the Legends Centre arena right up to the new shopping centre.”

The Town of Warman corporate limits currently extend to the southern edge of the development property, but the town’s long-term Official Community Plan (OCP) projects growth right to the new Highway 305.

Dmytruk said the developer worked closely with the Town of Warman to make the project a reality. “The Town of Warman has been extremely helpful in moving this forward,” he said. “It will be built in stages, but it will happen very quickly.”

He added that the shopping centre will likely hold about 30 retail stores in total. He added further details of the project will be unveiled in two weeks.

According to Ivan Gabrysh, Chief Administrative Officer for Warman, the project will have a “huge impact” on the regional economy and the municipality.

“It will establish Warman as a regional service centre serving the entire valley area,” said Gabrysh. “It is expected to help strengthen existing businesses as well.”

Gabrysh added that with Warman set to become Saskatchewan’s newest city, the new shopping centre reflects the ongoing growth in the region in general and the municipality in particular.

The municipality is currently in discussions with the provincial Ministry of Highways. “We’d like to see work on that highway get going as soon as possible,” he said. “It’s a very important element in this whole project.”

Warman Mayor Sheryl Spence said the new development will be part of a new north-south commercial corridor that complements the east-west commercial corridor along Central Street in Warman.

She said the potential for a major hotel in the community is especially welcome. “A hotel that could service people going to the airport from here is a great idea because it would be truly a regional service.” she said.

“Warman is already a very attractive community, but this will increase the attraction.”

A father and son suffered non-life threatening injuries when their Mazda SUV rolled after hitting a patch of loose gravel on the Martensville grid on Sunday afternoon

wo people were taken to hospital with non-life threatening injuries following a single-vehicle rollover near Martensville on Sunday, May 13.

The accident happened about a kilometer east of Mar-

tensvile on Township Road 384, also known as the Martensville grid, shortly after 5:00 pm.

Martensville Fire Department and First Responders were on the scene within minutes after the accident.

Warman RCMP also attended the accident and are currently investigating the cause of the crash.

A teenage male and an adult male were transported to hospital by MD Ambulance.

2. Accelerate and brake smoothly - Accelerating smoothly from a stop and braking softly conserves fuel.

3. No idling - Today’s engines don’t need a warm-up.

Start the car immediately and gently drive away. Don’t leave your car idling. Turn the engine off in non-traffic situations, such as at a bank driveup window, when idling more than 30 seconds.

4. Check your tires -

Austin, the vehicle, a Mazda SUV, was being driven by the younger male.

The driver apparently lost control after hitting a patch of loose gravel. The vehicle went partially into the north ditch before rolling at least once.

Family members on the scene confirmed the two people in the vehicle were father and son.

One First Responder said the accident could could have been much more serious. “There were some angels looking over somebody’s shoulder,” he remarked.

Fuel Saving Tips

Keeping tires properly inflated can reduce the average amount of fuel use by 3 to 4 percent. Under-inflated tires increase rolling resistance and reduce fuel economy.

5. Be kind to your vehicle - Proper engine tune ups keep vehicles running efficiently and keep the wheels aligned. Wheels that are fighting each other waste fuel. Replace air filters as recommended.

6. Travel light - Avoid piling luggage on the roof rack. The added frontal area reduces aerodynamics and hurts fuel economy by up to 5 percent.

7. Minimize use of climate controls - Use heating and air conditions selectively to reduce the load on the engine. Using the A/C less when temperatures are above 80 degrees can save 10 to 15 percent of fuel.

8. Close windows at high speeds - Don’t drive with the windows open unless the vehicle is travelling under 50 mph.

Driving with the windows open at highway speeds increases aerodynamic drag on the vehicle and lowers fuel economy.

9. Choose the right oil Use good quality oils with the viscosity grade recommended in the owner’s guide. Ford recommends SAE 5W-20 oil for most cars and trucks to provide the best fuel economy.

10. Consolidate trips Plan ahead to consolidate trips.

This helps drivers bypass congested routes and leads to less idling.

Area residents concerned about SaskPower transmission route

T

he proposed location of new high voltage power lines and substations in the Martensville area has met with concern by the council and residents of the area.

SaskPower is proposing to build a new substation near the City of Martensville and run lines from the station south to Saskatoon and east to Warman and then across the river to Aberdeen as part of the Saskatoon North and Northeast Reinforcement Projects. The plan includes a new Martensville switching station, a new Aberdeen switching station, a new transmission line connecting the new Martensville station to the existing Queen Elizabeth line, a new transmission line connecting the Martensville and Aberdeen switching stations, and a new transmission line connecting the Aberdeen station to the existing Wolverine switching station.

The proposed switching station near Martensville is located about two miles south and just a little east of the city.

The line from the station to

Aberdeen runs north and then east across the river to the Aberdeen switching station, southeast of the town.

Right now, SaskPower has proposed a mile-wide corridor for the line between the two communities that runs just one mile from the current boundaries of Martensville boundaries.

CLOSE TO MARTENSVILLE According to Scott Blevins, Martensville city manager, the council isn’t too happy with the proposed location.

“It’s parallel to the future growth of development in the city,” he explained. “It would have an impact on our future growth to the east.”

City council learned of the proposed location when SaskPower came to a council meeting and explained the proposed route, Blevins said. Blevins also attended the open house SaskPower held in Saskatoon to collect comments about the proposed switching stations and power lines. At that meeting, Blevins repeated council’s opposition to the proposed location and suggested they move it farther south of the city, closer to the Corman Park industrial area.

“We want them to re-look at the line location,” Blevins said.

SaskPower did say they would consider the city’s concerns and would let Martensville know before they make a final decision, Blevins noted.

But, he added, council has not heard from the corporation since the meeting at the end of April.

ROUTE CROSSES ACREAGE Regan Kraushar is a resident of the RM of Corman Park and lives on a small acreage just east of Martensville.

His acreage sits right in the middle of the proposed one-mile corridor for the power line running from Martensville to Aberdeen. Kraushar isn’t happy with the proposed location for the line as he feels it is too close to his property and too close to the city. While no decision has been made by SaskPower as yet, Kraushar says they didn’t follow the rules for developing a plan.

They are supposed to have three possible routes for any power lines in their application for a permit from the Saskatchewan Ministry of the Environment, but SaskPower only ever had one proposed

Province allocates new child care spaces in Dalmeny As part of a province-wide initiative the provincial government will provide an additional 33 new child care spaces in the Martensville constituency community of Dalmeny.

In making the announcement, Education Minister Donna Harpauer noted that the Saskatchewan Government has allocated 500 new child care spaces to 15 communities across the province.

The allocation is based

on the 2012-13 provincial budget which provided $2 million to develop 500 new child care spaces across Saskatchewan, and an additional $4 million to cover the capital costs of those new spaces.

“Increasing the number of high-quality licensed child care spaces for Saskatchewan families is a priority of this government,” Harpauer said.

“Investing in our children means we are investing in our future. With these new spaces,

our government will have increased child care spaces by 42 per cent.”

The announcement was made at First Years Child Care Centre in Regina during Early Learning and Child Care month. The remaining spaces will be developed in Carlyle, Grenfell, Moose Jaw, Oxbow, Prince Albert, Tisdale, Saskatoon, Shellbrook, Stony Rapids, Swift Current, Qu’Appelle, Watson and Yorkton.

According to Kraushar, SaskPower told him that they only did one route proposal for the Martensville to Aberdeen line because they looked at the area through aerial photos and decided that route was the one that affected the fewest people. As SaskPower changed the route of the Aberdeen to Wolverine line because it was too close to whooping crane habitat, Kraushar feels that SaskPower should also change the route of the Martensville to Aberdeen line.

WRITING LETTERS While Kraushar expressed his concern to SaskPower, there is no formal way to complain about the proposed location, he said.

“They didn’t have any form or any way to formally submit a complaint or concern at the open house,” Kraushar said. “So, I’ve started writing letters.”

So far, Kraushar has written two letters complaining about the proposed power line and switching station. He’s sent them to his MLA, his MP, to the CEO of SaskPower and to Rob Norris, the minister responsible for SaskPower. He’s only heard back from Norris and SaskPower so far, and neither of those replies offered him much hope.

Norris’ letter said he was referring Kraushar’s concerns to SaskPower, while SaskPower said they were referring his concerns to their engineering department and he would be hearing from them. So far, he hasn’t heard anything else.

cerned about the location of the line near Martensville, but also with the way the line is being constructed. He wonders why SaskPower isn’t putting the lines underground, as several large cities including Edmonton and Vancouver have been doing for years.

The technology is being used in other places, so he wonders why SaskPower isn’t using it. If the lines were underground, it wouldn’t matter so much how close they were to the edge of Martensville or to people’s houses, Kraushar believes.

With the amount of growth happening in the tri-

angle between Saskatoon, Martensville, and Warman, Kraushar believes that running power lines in areas that are already under development or soon to be, will detract from the quality of the area, keeping residential development away.

Kraushar said his neighbours are also concerned about the location of the line.

Several stadium questions worth asking

Although it’s less than five years, there’s something about today’s Saskatchewan that makes it feels that it’s been eons since the provincial NDP ran the province.

Perhaps it’s the fact that the Saskatchewan Party – notwithstanding some slippage this past legislative session on adding MLAs and a few other issues – is still riding high under the charismatic leadership of Premier Brad Wall. And Wall’s success can be directly attributed to the success of the province’s oil-driven economy. Whatever the foibles of the Sask. Party government right now, there is little doubt that it’s free-enterprise philosophy is more in tune with what’s making the province work right now.

Whatever the case, it does seem like a lot longer than five years ago that former premier Lorne Calvert’s NDP ruled the province.

That said, it’s actually been even longer that Saskatchewan has had any federal representation from Saskatchewan – an even more amazing reality when you consider that the NDP once dominated the federal scene in Saskatchewan nearly as much as the provincial NDP dominated the Saskatchewan legislature.

Most of will recall growing up in a time when the majority of MPs Saskatchewan sent to Ottawa were either CCF or NDP. In 1988, the province sent 10 of a possible 14 MPs to Ottawa from this province. The numbers did dwindle to less than half a dozen in the 1990s and early 2000s,

As the new stadium issue continues to swirl about in the media, here are some questions you might consider asking your local politicians.

For starters, how about “were you planning on seeking my input on this issue or were you just going to put millions of dollars into a luxury project without asking taxpayers?”

That’s a very valid question as there really hasn’t been anything in the way of public consultation on the issue, but there definitely should be. After all, unlike building schools and highways, professional football stadiums aren’t really an essential government services.

The Canadian Taxpayers Federation has argued that professional stadiums should be paid for by those that use them, but recognizing that politicians won’t resist the temptation to kick in funds for a new stadium, we’ve called for at least a referendum.

As voters will be going to the polls this year across the province for municipal elections, it would be easy to give them a second ballot with the $278 million stadium deal and ask them to vote “yes” or “no” to the tax hikes that will be needed to pay for it. Perhaps ask your local politician what’s wrong a referendum?

Speaking of tax increases, Regina taxpayers in particular would likely appreciate knowing how much their property taxes would go up in order to pay for a new stadium. Proponents are downplaying the impact a new stadium would have on property taxes, but don’t forget they increased by 3.9 per cent in 2012 and 4 per cent in 2011without a new stadium.

Regina taxpayers might also consider asking “how much of the city of Regina’s $60.6 million contribution towards the new stadium would come from property tax increases?” And “how much would come from new taxes such as a hotel tax?”

One more question Regina taxpayers might want to ask is “the city says it has a $246 million deficit for employee pensions. That is up from $238 million last year.

It also says it has an infrastructure deficit of $1.3 billion.

How can city hall and taxpayers fund a stadium on top of these problems?”

Taxpayers outside of Regina will likely want to keep an eye on the largest component of the stadium proposal – the $208.8 million the provincial government is being asked to contribute. It certainly is a big number for a provincial government that delivered a modest surplus this year; only $95 million on an $11.2 billion budget. One might consider asking “if provincial resource revenues plummet like they did in 2009, can the province really afford a new stadium?

Another big question to ask is “what happened to the private sector?” Initially taxpayers were told the private sector would play a big part in the new stadium deal, but it looks to be all government money. Perhaps the private sector isn’t interested because some politicians are willing to let taxpayers foot the entire bill.

Given all the financial challenges facing taxpayers province-wide, maybe the best choice is to fix up Mosaic stadium while we wait for someone from the private sector to show up. After all, a 2008 City of Regina report showed $6 million could buy Mosaic another ten years.

The cramped, quarters at the old girl might not be the sexiest option out there. But for three hours at a time, for just 10 home games a year, certainly even diehard fans could continue to make do with a fixed up Mosaic Stadium.

One thing is for certain, there are plenty of good questions to ask regarding the new proposal. Hopefully taxpayers will get plenty of good, detail-filled answers.

but that was still a relatively healthy presence.

Then along came the redistribution prior to the 2004 election in which there were no longer any pure city ridings – something that greatly reduced NDP prospects. (Ironically, though, it was actually NDP MPs who most complained about representing rural ridings that were geographically too large.)

Nevertheless, since that 2004 election, the Saskatchewan NDP has been shut out in four consecutive federal elections now. One has to start to think that the issue goes beyond unfavourable electoral boundaries. And given the recent pronouncements of new federal NDP leader Thomas Mulcair, it’s rather evident the federal NDP is badly out-oftouch with Saskatchewan.

In an interview with CBC Radio recently, Mulcair expressed his distain for Western Canadian prosperity ... or at least the way oil has created a high dollar that the NDP leader says is now responsible for destroying the manufacturing industry in Eastern Canada.

“It’s by definition the ‘Dutch disease,’” Mulcair said in reference to the Netherlands economy of the 1960s that saw a North Sea natural gas boom push their currency

plus the fact that eastern U.S. manufacturing is struggling as badly as eastern Canadian manufacturing, what’s most irksome is how little respect or appreciation someone striving to be Prime Minister has for the West and its economy.

As Premier Brad Wall said on his Twitter account: “If Thomas Mulcair thinks a strong resource sector is a ‘disease,’ what is his ‘cure’? Higher resource taxes?”

The problem here isn’t just that the federal NDP doesn’t get the West. Given Mulcair’s view, it would seem the NDP has abandoned the West.

Is it any wonder that Saskatchewan hasn’t elected an NDP MP in more than a decade?

Mulcair went on to suggest that while an “artificially high dollar” might be “fine if you’re going to Walt Disney World” it’s “not so good if you want to sell your manufactured product because the American clients, most of the time, can no longer afford to buy it.”

Well, actually a high Canadian dollar tends to hurt the Western oil and gas sector as well. And then there’s the reality that much of the dollar issue is out of our control anyway because it’s driven by U.S. monetary policy that’s doing a better job of keeping their dollar artificially low.

spection and food safety. Without leadership from the top, there will come a time when Canadians can’t trust the food that’s in grocery store shelves.

Right now, too many Canadians are going hungry because they do not have access to healthy, affordable food.

This is an international embarrassment for Canada. It is our national shame. And it will be Stephen Harper’s legacy if he continues to ignore it.

Pulling together for a great cause Annual show and shine to help out family who lost everything to fire

hen the 14th Annual Team Boss Blue Spring Fling gets underway this Saturday at the Beauchemin spread southeast of Warman, there will be more than growling engines, gleaming chrome and lots of laughter.

There will be a big place in the hearts of those in attendance for fellow tractor puller “Wild” Bill and AnneMarie Cole. In the early morning hours of November 6, 2011, the Coles lost everything they owned to a fire that ravaged their home and workshop near the Alberta town of Bonnyville. Knowing the family was uninsured, the community of Bonnyville has rallied around the couple and they’ve started to rebuild their lives.

This weekend’s event is a fundraiser organized by the Beauchemins to allow the tractor pulling fraternity, as well as anyone who wants to simply come and watch, an opportunity to lend a helping hand to the Coles.

Ken Beauchemin, who is now into his 35th year in the sport of tractor pulling, is as excited about this weekend’s

event as he was at the first one 14 years ago. He’s equally thrilled the Coles plan to be at the Spring Fling with a couple of tractors.

“We’re expecting well over 100 vehicles, including the tractors, to be here and we could have anywhere up to a couple thousand people in the yard,” Beauchemin explained.

In addition to checking out all the tractors and classic cars and trucks, the general public is invited to take part in the live and silent auctions. There will also be a concession on site and admission will be by donation with all proceeds destined to the Cole family.

The event gets underway at noon Saturday and will be held rain or shine.

Beauchemin plans on having his 2,000 horsepower Team Big Boss Blue supercharged modified tractor on the track.

However, instead of Beauchemin behind the wheel, it will be Leanne Marin of Saskatoon at the controls. Marin is the first female in Canada to pilot such a rig. Beauchemin’s teammate, Stacey Getz of Regina, has been at the site for the past week helping get things ready for the Spring Fling.

years in the sport himself, not only hauled his 2011 “Getz” modified tractor to Warman, but also brought with him the weight transfer sled that will be used in the exhibition pulls. As a rookie last year in his class, Getz recorded one first place finish, three seconds, a pair of thirds and a fourth, all aboard his metha-

nol fuelled “Dirt Wrangler”.

While Beauchemin is confident there will be a large contingent of pullers out this weekend, he cautioned that since it isn’t an actual competition there is no actual entries being taken. He is, however, expecting tractors from Alberta and Saskatchewan and possibly a couple from

south of the border – Minnesota and North Dakota.

The sport, according to Beauchemin and Getz, is going through what could be termed as a renaissance of sorts with the sport again gaining in popularity. Never one to simply work on his own tractor, Beauchemin has quietly toiled in the background try-

ing to promote the sport and garner corporate support for a points series as well as some cash events. It’s a slow and sometimes frustrating process, he admits, but one that he is hopeful will come to fruition soon. In the meantime, Beauchemin and his crew are focused on making this weekend a special one.

“The thing I like about pulling is the people you meet,” Beauchemin added.

“It’s a great hobby and it’s just a lot of fun. It’s wonderful that we have all these pullers and car enthusiasts coming and it makes us all feel good that we can help out some good people like Bill and Anne-Marie.”

Mounties arrest driver after noticing beer spilling out of car door Submitted by Sgt. Warren Gherasim Acting Commander Warman RCMP Detachment

On May 5, at 1:30 a.m., members of the Warman RCMP observed a vehicle near the intersection of 6th Avenue South and Klassen Street in Warman. The vehicle was observed operating erratically and a foaming liquid spilling out from the driver side door.

Police initiated a traffic stop and observed open beer in the vehicle, one of which had spilled and was pouring out of the vehicle on to the roadway. The driver displayed signs of impairment and was arrested. The man was taken to the police detachment where he provided samples of his breath that were more than double the legal limit. A 30-year-old Hague man was released on charges of impaired driving and operating a motor vehicle with open liquor. The matter is scheduled for a court appearance in Saskatoon in June.

CRUISER REAR-ENDED On May 5 at 9:48 p.m. a marked police vehicle was stopped at the intersection of Township Road 384 and the Warman South Service Road when a southbound Mazda Protégé struck the rear of the stationary police vehicle from behind at a high rate of speed.

The Mazda vehicle then proceeded through the T intersection and into an adjacent field. The police officer received minor injuries and was able to get out of the heavily damaged police vehicle and located the driver of the Mazda.

The driver of the Mazda displayed signs of impairment by alcohol and was arrested for impaired driving. The man was taken to the police detachment where he provided breath samples almost double the legal limit. A 25-year-old Saskatoon man was released on charges of impaired driving the following day. No one

was seriously injured in the collision. Both vehicles were destroyed by the impact. The matter is scheduled for an appearance in Saskatoon Provincial Court in June.

SUSPENSIONS ISSUED Police issued four roadside suspensions in Checkstop activity throughout the week.

Area motorists are reminded that Checkstop is a year-round police activity targeting impaired drivers.

ASQUITH SEXUAL ASSAULT On May 5 at 4:00 a.m. police responded to a complaint of a disturbance in Asquith.

A female resident complained that a former boyfriend had entered her residence and assaulted her. Police attended and conducted an investigation. After a lengthy investigation which involved numerous officers, including a forensic identification specialist, a 35-year-old man from Asquith was arrested on two counts of sexual assault, one count of forcible confinement and one count of being unlawfully in a dwelling house.

The man was held in custody and appeared in court on May 7th in Saskatoon to speak to bail. The man was released on conditions on May 11th and is scheduled to appear in Saskatoon Provincial Court on June 4 at 2:00 p.m.

DRUNK ON HIGHWAY On May 5 at 11:10 p.m.

Warman RCMP received a complaint of a pedestrian walking on the highway in dark clothing and posing a risk to traffic near highways 12 and 305. Police attended and located a 25-year-old Blaine Lake area man walking on the highway. The man displayed signs of intoxication by alcohol consumption. Further investigation revealed that the man was at large on a recognizance with a condition not to consume alcohol.

He was arrested and lodged in holding cells. A further count of breaching a recognizance

was added to his outstanding charges.

DEATH IN DELISLE On May 9 at 6:00 p.m. police responded to a complaint of an unconscious male, not breathing on 4th Street West in Delisle.

RCMP attended with MD Ambulance and First Responders. An 85-yearold male was declared deceased at the residence. The Coroner’s Office attended and commenced an investigation.

There appear to be no suspicious circumstances and the death is believed to have occurred from natural causes.

ASSAULT CHARGES On May 11 at 12:36 a.m.

Warman RCMP received a complaint of an assault from a truck driver. The man told police that he had attended at a rural property west of Saskatoon to pick up milk from a dairy farm there, but when he arrived he found that the roads were too soft from recent rains. As he pulled away from the property he was confronted by the property owner who was inquiring why the milk was not being picked up. A confrontation en-

sued and man alleges that the property owner punched him in the face causing a bleeding nose. The matter is still being investigated. Assault charges are being considered.

VANDALISM IN WARMAN On May 4 at 2:45 p.m.

Warman RCMP responded to a call of vandalism at an apartment building on Centennial Boulevard in Warman.

The building manager located writing and drawings in a stairwell wall. Investigation revealed that the building had a camera in the area and subsequently identified the culprit. A 15-year-old Warman male was located and arrested for Mischief to Property and released to his parent. The matter has been referred to Youth Court in Saskatoon.

MAYMONT INCIDENT On May 4 at 5:00 p.m. police received a report that numerous vehicles had been driving on the athletic fields adjacent to the Maymont School. Tire tracks were made throughout the fields causing extensive damage. No suspect information was obtained. The investigation is ongoing. Any-

one with information is encouraged to contact the RCMP or Crimestoppers.

TIRES SLASHED On May 5 at 8:00 a.m. police received a report that a vehicle parked in front of a residence on the 300 block of Lakeridge Court in Warman had all four tires slashed. It was determined that the damage to the 2006 Chevrolet pick-up truck had occurred sometime overnight. Replacement cost for the tires is estimated at $1,200. Police are still attempting to identify suspects.

TEENS PARTYING On May 5 between 10:30 p.m. and midnight police responded to several noise complaints in the area of 1st Avenue in Martensville. There were numerous reports of groups of teens partying in open areas and causing excessive amounts of noise. Police attended but were unable to locate any of the offending subjects. No arrests were made and no charges were laid.

OSLER NOISE COMPLAINT On May 7 at 9:00 p.m. Warman RCMP responded to a noise complaint in the Town of

Osler. It was reported that numerous youth were playing a car stereo loudly in a soccer field adjacent to Pine Court.

Police attended but the youth had since left the area.

B&E IN DELISLE On May 9 at 8:45 a.m. police attended at a complaint of a break and enter to a restaurant on 2nd Street West in Delisle. Sometime overnight thieves broke into the premises and caused some damage.

Owners are still trying to determine what was taken. Police are still investigating.

CONTACT RCMP The public are reminded that the Warman RCMP are responsible for policing services in the City of Martensville, the towns of Warman, Langham and Osler, as well as the R.M. of Corman Park on the west side of the South Saskatchewan River, but not including the Town of Dalmeny. Also within the detachment jurisdiction are the RMs of Vanscoy, Montrose, Great Bend, Mayfield and all of the towns and villages within those R.M.s. Police prepare for BOATING blitz this weekend Police are bracing for the upcoming long weekend which historically has been a deadly time. Not just the roadways, but waterways have been areas of heartbreak to the families of those who say they don’t need to wear a lifejacket.

A 16-year Transport Canada study by the Office of Boating Safety reveals some pretty embarrassing facts about those who use the waterways for recreational purposes.

“It is astounding to note,” the 2010 report reads, “that in exposure to boating, where the most frequent injury incidents involve capsizing and falling overboard, non-swimmers and weak swimmers continue to boat without a floatation device, and drown as a result.”

Search and Rescue personnel know all too well that even consummate swimmers have great difficulty putting a lifejacket on once they’ve fallen in the water, especially when it is as cold as the water usually is in Canada. The added issue of cold water shock is that sudden exposure triggers an automatic gasp reflex that causes people to suddenly inhale a litre or more of icy water. Without a lifejacket properly fastened, death is moments away.

STIFF PENALTIES What the experts find particularly astounding is that boat operators feel perfectly confident boating under the influence of alcohol. A Red Cross study found that 37 per cent of boaters in Canada drink alco-

hol every time they boat. About 66 per cent of boaters admit to partaking sometimes. What most don’t realize is that almost half of all boating fatalities are alcohol related.

The consequences have been so serious that both federal and provincial statutes exist to try to slow down alcohol related tragedies on the water.

Any vessel operator caught under the influence can lose boating privileges, and in the province of Ontario, vehicle driver’s licenses can be revoked for a year, upon conviction, where the person’s blood alcohol concentration exceeds the .08 threshold.

Alcohol is often called ‘false courage.’ Interestingly, the mind numbing effect that alco-

hol has on boaters can be almost doubled by sun, wind and waves. In an experiment called the Drinking and Boating Test, a mixed group of boaters were selected to manoeuvre through a challenging obstacle course before and following consumption of alcohol. Even after minute blood levels of alcohol were acquired, participants knocked into dummy people appearing in the water and they frequently failed to negotiate throughways. One participant in the experiment said she was surprised at what she couldn’t do after just a little alcohol. “Your perception, your brain, nothing is working and nothing’s really quick, you’re not quick on the draw like you normally are when you’re sober,” she says.

Heide named to Canada’s national junior football team, set to compete at tournament in Texas

athan Heide of Warman is pumped.

The former Warman Wolverines and current Saskatoon Hilltops offensive lineman is one of only three Saskatchewan players selected to the Canadian National Junior Football team.

He got the call a week ago letting him know that he made the cut. The national junior team coaches were impressed with what they saw during an intensive tryout camp in Moose Jaw about a month ago.

Now he’s getting ready to head down to the biggest football challenge of his life, when the Canadian Junior team takes on the best players in the world in Austin, Texas at the IFAF U-19 World Championship from June 30 to July 7.

“It’s definitely a once-ina-lifetime opportunity,” said Heide in an interview on Monday, May 14. “I’m really

pumped about competing for my country. It’s going to be a great experience.”

Over 400 of Canada’s best junior football players - born in 1993, 1994 and 1995 tried out for the team at a series of evaluation camps across the country in mid-April.

Only 45 were chosen for the squad, and only 3 were from the province that Rider Nation calls home.

Nathan Heide, who graduated from Warman High School and played for the Wolverines, suited up last season on the offensive line for the Saskatoon Hilltops.

Heide said he decided to try out for the team because he thought he had a legitimate chance of being selected.

“I just thought I’d give it a shot,” he said. “I didn’t want to have any regrets later on in life. You only get so many opportunities for something like this, and you have to take them when they come along.”

He said he was a little nervous going into the tryout camp, but once he got on the field, he started having fun. “I felt good coming out of camp,” he said. “But I sure felt really good when I got the call from the coaches telling me I made the team.”

The girls played four games in three days during the tournament to win Gold on Sunday May 13th. This is quite the achievement considering that the majority of the players on the team are actually 14 years old or younger. Way to go girls! The Valley Soccer Association (VSA) has an excellent competitive soccer program called Rovers.

Rovers consists of players in the Valley zone which includes the communities (and surrounding areas) of Aberdeen, Dalmeny, Hague, Hepburn, Langham, Martensville, Osler, Rosthern, Waldheim, and Warman. Mining: Investing in Saskatchewan’s Growth

Potash demand expected to increase in 2012 Potash Corporation of Saskatchewan Inc. (PotashCorp) has reported first-quarter earnings of $0.56 per share ($491 million), which trailed the $0.84 per share ($732 million) in earnings during a record first quarter last year.

Gross margin for the quarter totaled $698 million, compared to the $1.1 billion generated in first-quarter 2011. The results largely reflected lower potash sales and production volumes, which resulted in higher costs. Buyers entered the year with the same cautious mindset they had when 2011 ended.

Earnings before finance costs, income taxes, and depreciation and amortization (EBITDA) of $813 million fell below the $1.1 billion earned in the first quarter of 2011, while cash flow prior to working capital changes of $625 million trailed the $899 million generated in the same period last year.

April land sales bring in $16.4 million The April sale of Crown petroleum and natural gas rights has generated $16.4 million in revenue for the province.

The sale, the second for 2012, brings year-to-date revenue from land sales to just over $45 million.

Energy and Resources Minister Bill Boyd said while the sale was smaller in terms of hectares on offer, it provided additional exploration options for Saskatchewan’s oil industry.

“Our land sale revenues have been fairly consistent over the past five sales, averaging $20 million a sale,” Boyd said. “This sale continues a trend we’ve seen of companies concentrating on working their considerable existing dispositions and adding to their land inventories in the recent sales.

“Last year was our secondbest for both oil production and oil well drilling, and more than 5,000 oil well licences were issued in 2011. With drilling ahead of last year’s pace, 2012 is shaping up to be an excellent year for activity in our oil patch and these new acquisitions by industry will only increase that activity.”

April’s sale included 173 lease parcels that brought in $16.3 million in bonus bids and one petroleum and natural gas exploration licence that sold for $160,500.

The Weyburn-Estevan area received the most bids with sales of $11.5 million. The Lloydminster area was next at $2.2 million, followed by the Swift Current area at $1.4 million and the Kindersley-Kerrobert area at $1.3 million.

The highest price for a single parcel was $1.6 million.

Federated Co-operatives Limited acquired this 259-hectare lease parcel northeast of Carlyle. The highest price on a per-hectare basis was $12,159.

Scott Land & Lease Ltd. bid $196,860 for a 16-hectare lease parcel northwest of Edam.

The next sale of Crown petroleum and natural gas dispositions will be held on June 4, 2012. Oil sands exploratory permits will also be offered in the June sale.

Offshore investments in Arab Potash Company Ltd. (APC) in Jordan and Sociedad Quimica y Minera de Chile S.A. (SQM) in Chile contributed $72 million to our firstquarter earnings. The market value of investments in these publicly traded companies, along with positions in Israel Chemicals Ltd. (ICL) in Israel and Sinofert Holdings Limited (Sinofert) in China, equated to approximately $8.5 billion, or $10 per PotashCorp share at market close on April 25, 2012.

Agrium records strong wholesale results in Q1 Agrium Inc. (TSX and NYSE: AGU) has announced consolidated net earnings (“net earnings”) of $155-million ($0.97 diluted earnings per share) for the first quarter of 2012, compared with the net earnings of $171-million reported in the first quarter of 2011 ($1.09 diluted earnings per share). All figures reported are in US dollars.

The 2012 first quarter results included a pre-tax loss of $13-million ($0.06 diluted earnings per share) on natural gas and other hedge positions and a pre-tax share-based payment expense of $64-million ($0.29 diluted earnings per share). Excluding these items, net earnings would have been $210-million ($1.32 diluted earnings per share) for the first quarter of 2012.

Province launches new industry-led international minerals innovation institute Minister responsible for Innovation Rob Norris announced Monday the creation of a new industry-led International Minerals Innovation Institute (IMII), and an initial $500,000 investment by Innovation Saskatchewan. The funds will be used to provide start-up resources for the institute.

“The province is pleased to play a catalytic role in bringing the mining industry together with the educational and research community to address needs for skilled workers and scientific solutions to support their unprecedented growth projections,” Norris said. “The institute became a reality because of the visionary work of a steering committee who identified the need for a mechanism that would coordinate and facilitate support for Saskatchewan’s minerals sector. And following a feasibility study, the development of a business plan, and extensive consultation with stakeholders, the IMII was created.”

IMII will be jointly funded by industry and government and is envisaged as a mechanism that enables industry to provide direction, funding, and to make decisions around education and training programs and research and development projects conducted in support of the mining and minerals sector.

The inaugural Board of Directors has appointed Dr. Gordon Barnhart, former Saskatchewan Lieutenant Governor, as the Interim Chair. Dr. Barnhart will provide leader-

ship to the board that is composed of membership from industry, government and educational institutions.

“I am excited about the opportunity to assist the mining industry in Saskatchewan establish itself as a global leader,” Barnhart said.

Barnhart will work with the Founding Members of the Board - Engin Ozberk, Cameco Vice President Technology and Innovation, Dr. Karen Chad, University of Saskatchewan Vice President Research and Dr. Jerome Konecsni, CEO of Innovation Saskatchewan to expand the board of direc-

tors, recruit an Executive Director and launch the institute’s programming. David Grier, of Innovation Saskatchewan, has been appointed as Acting Executive Director to manage the institute’s startup.

Saskatoon Northwest MLA Gordon Wyant and Acting Executive Director David Grier have engaged industry leaders regarding industry involvement and support. About $4 million over five years has already been committed and several other companies have shown serious interest in providing funding.

Cameco to purchase nuclear fuel products trader, broker Cameco has announced it has signed an agreement with Advent International to purchase NUKEM Energy GmbH (NUKEM), one of the world’s leading traders and brokers of nuclear fuel products and services.

Under the agreement, Cameco will pay Advent and other shareholders $105 million ($136 million (US)) on closing subject to certain adjustments.

Cameco will receive benefits of owning NUKEM and the obligation for the company’s net debt of $127 million ($164 million (US)) as of January 1, 2012. As a result of cash generated from its ongoing business activities, NUKEM is expected to significantly reduce the balance of its debt prior to closing.

The agreement also includes provisions that would provide Advent with a share of NUKEM’s future earnings under certain conditions until the end of 2014. The agreement is subject to regulatory approvals and is expected to close in the fourth quarter of 2012.

NUKEM has been involved in the nuclear energy industry for more than 50 years and has developed strong relationships with customers and suppliers involved in the fuel cycle. In 2011, NUKEM’s sales were about 12 million pounds of uranium and they expect to sell 10 million to 15 million pounds in 2012. The company’s assets include uncommitted inventory and a portfolio of purchase and sales contracts including approximately 4.5 million pounds of uranium that remains available to NUKEM under the HEU commercial agreement through 2013.

“This acquisition complements Cameco’s business by strengthening our position in nuclear fuel markets and improving our access to unconventional and secondary sources of supply,” said president and CEO Tim Gitzel. “After closing, it is expected that NUKEM will add solid cash flow and will have a positive impact on earnings starting in 2013.”

NUKEM has 35 experienced professionals and support staff at its offices in Alzenau, Germany and Danbury, Connecticut. Key personnel within NUKEM have committed to remain with the company to ensure valuable skills and knowledge are retained.

Langham theatre group’s musical brings Wizard of Oz to life

he Langham Hall was transformed into the magical world of Oz last weekend as a troupe of young actors brought the timeless classic to life.

The first-ever joint effort between the WW Brown High School Drama Club and the Town of Langham Recreation Department played to appreciative audiences for three performances, and could be the start of a tradition. Langham is already well-known for the highly-successful dinner theatre performances by the Langham Theatrical Club, and this new venture is cultivating the next generation of actors, set designers, stagehands and makeup artists.

Staging a musical, especially one with so many recognizable songs and which relies so heavily on quirky characters, is a challenge, but this production definitely rose to the occasion.

The costumes by Marlene Matthews and Susan Pearson were absolutely incredible, and the sets, lighting and sound were well done. Director Brian Knowles, Assistant Director Monica Neale and producer Cori Waldner put a lot of effort into this production, and it showed.

The strong acting and singing carried the play. The central trio was well cast as the Cowardly Lion (Rachel Dignean), Tin Man (Jayden Burrows) and Scarecrow (Chelsey Broder), and the enthusiasm they brought to their roles was a joy to witness. Dorothy (Rachel deHaan) was at her best when she was singing – which grew stronger as the play progressed.

The performance of Shawna Langer as the Wicked Witch of the West was bang-on. She had the nasty cackle down to an art, and obviously relished the fact that she got all the good lines, including: “I’ll get you, my pretty, and your little dog too.” Scary stuff, especially when she unleashes the flying monkeys.

The troop of Munchkins brought colour and humour to the production, especially when individuals were highlighted. The munchkins included Akasia Pizzy, Alex King, Amy Johnson, Dessa Halliwell, Emily Neudorf, Jordyn Kuzek, Keisha Halliwell, Kerri Lewis, Logan Lang, Morgan Hildebrand, Paige Downing, Porter Johnson, Rachel Neufeld, Rebekah deHaan, Robyn deHaan, Taryn Hanley, Taylor Hartman, Wyatt Penner, Mason Burrows. Akasia Pizzy played a second role as the flying monkey while Wyatt Penner and Mason Burrows joined Jesse Quiring as the three Winkies.

The crowning touch to the play was the inclusion of a real dog in the role of Toto – not only did the furry thespian behave well under pressure, allowing himself to be continually picked up, put down and carried around in a basket, he also provided a few unexpected moments of spontaneity – like singing along with Dorothy for a few bars at the beginning of “Over the Rainbow.”

It takes a lot of people behind the scenes to pull off a spectacle, and the backstage crew did a great job. They included: Margo Wiens (stage manager), Charity Meili, Margo Wiens, Pam Quiring, Leanne Quiring, Barb Anderson, Tamara Wenzel, Paige Yellowlees (set design and construction); Mason Burrows, Wyatt Penner, Patrick Langer, Paige Martin, Amy Martin (stage hands), Caty Williams, Leanne Quiring, Tamara Wenzel, Paige Yellowlees, Monica Neale (makeup), Michael Zacharias, Christian Zacharias, Aaron Leppa and Levi Mierau (lighting, sound and special effects).

Here’s hoping the theatrical partnership between the high school and the town catches on in Langham. It’ll be interesting to see what they come up with next year.

game, you have to know all the plays and positions and keep track of a lot of things,” he said. “You have to make decisions on the fly, and the coaches I’ve had really helped me a lot.”

Heide will be taking a couple weeks off from his job with the Town of Warman to represent his country. He flies down to Austin, Texas on June 23, where he’ll join his teammates for a week-long training camp to prepare for the tournament.

He said there are a couple of big challenges.

“One is the short time period to get ready,” he said.

“They wanted players who can jump in quickly and get up to speed in a very short time.

The other challenge is going to be the heat. I understand it’s unbelievably hot down there at that time of year, so we’ll have to learn to deal with it really fast.”

He’s heading down there to win, and the team’s coaching staff is hoping to improve on Canada’s silver medal at the 2009 tournament in Canton, Ohio.

But regardless of the outcome, he’s also going to be soaking in the whole experience and having a good time while he’s there.

“It’s going to be a blast,” he said with a grin. “I’m really looking forward to it.”

On May 7th, the Borden Lion’s presented the Borden Volunteer Firefighters with a donation of $500.00, then on May 13th, Mother’s Day, the Lion’s held a very successful brunch in the Borden Community Centre, serving close to 200 people, and the proceeds go to Canadian Diabetes Society.

In the Borden Lion’s Report last week it was stated that $2,000 was donated to the Borden Care Home - this

should read $200.00.

On May 9th, the Prairie Spirit(West) School Division Jazz Band, performed at Borden School in the a.m. and Langham High in the afternoon. Conductress Kendra Worman had various members perform solo pieces, to showcase the different instruments for the Grades 4 – 6 as in the fall Grade 5 & up are eligible to be in the Beginner Band.

From Borden Michael Crabb demonstrated the trombone, Aryn Polichuk the alto saxo-

phone, George Hembery the auxiliary percussion instruments, and Tyrell Sargent the drums. They played such pieces as Lady Madonna, Route 66, plus 5 more closing with Frankenstein.

I attended my aunt Mabel Pederson’s 100th birthday on May 12th in Saskatoon and she is remarkable well for her age as she knows everyone and remembers, even though her eyesight and hearing are failing. Mabel grew up in Borden with my mother’s sister, the late Kathleen Or-

chard, nee Griffin, and their brother John(deceased) as did her late husband Lloyd Pederon, and there are many relatives still living in the Borden area. If you want a colored photo with congratulatory message from the Queen then you have to be celebrating 100 years. Mabel received many congratulatory messages from the Prime Minister, Governor General, Mayor, many political parties and from the United Church of Canada.

A centennial celebration of the spirit Delisle United Church celebrates 100 years with a special worship service on Sunday, May 27. Day-long events slated for the church and Delisle Town Hall.

erna Miller vividly recalls a sunny Sunday morning in 1929, when she and her friends at Sunday School were ushered outside onto the steps of the Delisle United Church.

Six years old and dressed in her Sunday best, she and about 75 other children and youth had their photo taken for posterity. Their Sunday School teachers and the Minister stood proudly alongside their young flock.

Born on a farm near Denholm on May 7, 1923, the 89year old resident of Delisle has lived in town since she moved there with her parents at the age of two. And if there’s one building in the community that holds a special place in her heart, it’s the little white church on the corner.

“This church is a very important part of my life,” Miller explained in an interview at the church on May 2. “There are a lot of good memories here.”

HISTORY OF COOPERATION The Delisle United Church was built in 1912 as a joint project by two congregations - the Presbyterians and Methodists. The two groups shared the $4400 cost of erecting the structure and volunteers from each congregation put in many hours of labour to build it. They each held separate services in the church before amalgamating into a single congregation in 1921 - four years before the Presbyterians, Methodists and Congregationalists merged nationally on June 7, 1925 to form the United Church of Canada.

For the pioneer settlers of the Delisle area, the cooperative spirit that led to the formation of the United Church was a way of life. At a time when neighbours worked together to create a community from scratch, it made a lot of sense to pool resources and share the load.

But long before the building was erected, the church was already putting down roots. Soon after the first settlers arrived in 1901, the Methodist and Presbyterian congregations were formed.

They held services in farmers’ homes and one-room schools, including the Grand Plains, Avondale and Frontenac Schools. According to the church’s official history, services were also held in the “Gracious Rooming House” but there’s no record of where that was located.

The Presbyterians owned a corner lot in the Village of Delisle, and on May 28, 1912, a meeting of senior clergymen from the Saskatoon Presbytery sanctioned plans to build a “Union Church” in Delisle.

It was the beginning of a long, vibrant life for the Delisle United Church and several generations of congregation members.

PRAYERS & CELEBRATIONS The first wedding took place in 1913, and there have been no shortage of marriages, funerals, and baptisms over the last century.

Bob Bentley, who was born

and raised in Delisle, said during the 1940s and 1950s, the church was always packed.

“Sunday was literally a day of rest in those days,” he said.

“You simply laid down your tools and whatever you were doing and went to Sunday School and Church. It was something we all looked forward to.”

During the 1940s, there were also a lot of prayers said for local farm boys who were off fighting in Europe or the Pacific theatre, said Beth Johnson, who was born and raised in Delisle, and was married in the church before moving to Saskatoon with her husband Dennis.

Johnson said the church has always played a central role in the community, and noted that many ministers and their wives provided leadership over the years.

“I recall Gordon and Clair McLeod, who were here from 1952 to 1955,” she said. “Mrs. McLeod started a youth group and we went on several camping trips and to young people’s conferences, and to the Prairie Christian Training Centre at Fort Qu’Appelle. It really opened up our eyes to the bigger world out there, and I think that’s where my commitment to the church really started.”

Norm McKenzie, Beth’s brother, also recalled church youth camp experiences.

“We’d go to Waskesiu for a week every summer,” he said. “They’d pile all the boys in the back of a big farm truck and hitch a wagon on behind with all our tents and camping gear. It took a day to drive there and a day to drive back, because the roads were mostly mud.”

STRONG FOUNDATION The present-day congregation is currently raising funds to purchase new siding, soffits and fascia for the exterior of the original sanctuary part of the church. An annex that serves as a meeting room, office and lobby was built in 1999.

Other than regular maintenance and the replacement of the old coal furnace with a modern gas unit, the interior of the original church is much the same as it has been for the past century.

The ceiling of the sanctuary still has its original raised-tin square tiles, although they have been painted over. The big floor vent at the front of the church has also been covered over.

“A lot of pennies that were meant for the offering plate accidentally fell through that grate,” recalled Verna Miller.

Dennis Johnson also recalls getting specific instructions just before his wedding to Beth. “I was told to hang on tight to the ring and not drop it,” he chuckled. “If it went down the vent it was gone for good.”

But as the church has

changed with the times, it always seems to stay close to its tradition and the original spirit of the first congregations, said Jordan Cantwell, the minister at the church for the last four years.

“This congregation is very special, because they put so much emphasis on the youth,” she explained. “They volunteer to lead study groups and do pastoral care so that my time can be freed up to work with the young people. It says a lot about this congregation that they would do that.”

She said the spirit of ecumenism and conciliation that created the United Church in Delisle is “still very much alive,” and added, “that’s a very good sign for the future.”

Province earmarks funds for RM roads, culverts The provincial government is providing $23.5 million in new provincial funding to improve more than 165 km of rural municipal roads and 28 bridges and culverts in 51 rural municipalities.

The RM of Corman Park is in line for two separate grants of $144,140 and $406,903 for grading that will help improve its heavy haul and high volume roads.

Highways and Infrastructure Minister Jim Reiter and Saskatchewan Association of Rural Municipalities (SARM) President David Marit today announced a list of projects that will receive funding from the Municipal Roads for the Economy Program (MREP).

The 2012-13 Budget provided $23.5 million in new provincial funding for MREP. “Transportation is integral to our economy and rural municipal roads are an important part of the transportation system,” Reiter said. “The provincial government is pleased to support our municipal partners so our rural economy can continue to grow.”

MREP provides grants to upgrade RM roads impacted by increasing truck traffic, develop primary weight routes through the Clearing the Path Initiative and repair and replace bridges and culverts.

MREP grants generally cover 50 per cent of the costs of road projects and 30 to 90 per cent of the costs of bridge and culvert projects.

Highlights of the 2012 MREP grants include: 15 RMs will receive a total of $7.3 million in grants for 16 Heavy Haul/High Volume Road (HH/HV) projects.

16 RMs will receive a total of $4.3 million in grants for 16 projects to develop primary weight truck routes through SARM’s Clearing the Path (CTP) initiative.

24 RMs will receive a total of $4.8 million to replace or repair 28 bridges and culverts.

In addition to construction projects in 51 RMs, 175 rural municipalities receive funding to operate and maintain previously built CTP routes.

“Rural Saskatchewan is home to the industries that are fuelling growth in the rest of the province,” Marit said.

“Thanks to the financial support the province provides through MREP, rural municipalities are better able to build and maintain the infrastructure that allows Saskatchewan as a whole to flourish and grow.”

In addition to the grants to individual RMs, SARM will receive a total of $1.6 million for the Municipal Traffic Count Program, the Municipal Bridge Inspection Program and overall program administration of MREP. The improvements made to RM roads through MREP compliment the 1,200 km of im-

he heavy-hitters were brought in last week to make short work of a big project at the Spruce Manor Care Home in Dalmeny.

A massive mobile crane was used to remove several older air-exchange, heating and airconditioning rooftop units on Tuesday, May 8. New replacement units, each weighing several hundred pounds, were hoisted into place and installed in a matter of a few hours on the same day by National Heating and Refrigeration Ltd. “It’s a big job,” confirmed Jon Redekop, maintenance director for Spruce Manor Special Care Home. “These units are make-up air units that are replacing older units that have

Redekop said one unit, which will service the laundry area, includes a furnace and air conditioning mechanism in the same box. The other unit, which will be used for the kitchen area, is an air conditioning unit as well.

“The furnace in the laundry room is seldom needed bcause the laundry machines generate so much heat,” said Redekop.

“The furnace actually only kicks in after minus 30. But the furnace actually burnt out about 3 or 4 years ago, so it needed to be replaced. The air conditioner for the laundry room actualy quit yesterday afternoon. And with the warmer weather coming, an air conditioner is desperately needed.”

CHECK Martensville High School students see first-hand the effects of a tragic vehicle crash

and emergency medical vehicle race toward an accident scene in front of Martensville High School.

A young girl lies motionless on the hood of a vehicle.

She seems to be bleeding profusely from an apparent head injury. Three other young people also appear to be injured.

Firefighters and First Responders with the Martensville Fire Department move quickly as they pull up in front of the wreckage. It’s a scene they’re all too familar with.

They go to work, assessing the injuries of each individual and providing the medical attention they need. Meanwhile, RCMP officers are already on the scene and in a few moments a crew of MD Ambulance paramedics pull up with sirens blaring.

It’s a carefully-staged mock accident. But, to the uninitiated, it certainly looks real. And that’s the whole point, according to Megan Muench, a member of the Martensville Fire Department and a key organizer of the event on Tuesday, May 8.

“It’s a shot of reality,” Muench said. “This is hopefully a way of getting the message across to young people in a way that sticks with them.”

As the emergency respond-

ers provide medical care to the injured, a policeman gives a breathalyzer test to the young driver of one of the vehicles.

Firefighters have to remove the roof of one of the cars to extricate an injured crash victim. The noise of the saws cutting through metal revereberates in the air.

Standing quietly on the edge of the accident scene, a crowd of students line the sidewalk and watch in silence as the drama unfolds before their eyes.

They all realize it’s being staged to show them the consequences of drinking and driving, but there’s a hard edge to this bit of street theatre. One of the student actors is covered with a body bag while she lies on the stretcher. Her white-covered form remains completely still - an unreal island of deathly calm in a sea of grim activity.

“Sometimes it takes a dramatic picture to show people what can happen,” said Muench. “Our intention was to make this as realistic as possible, so I hope it really hit home.”

Muench said with Grade 12 graduation coming up in the next few weeks, the Martensville Fire Department approached the high school, the local RCMP detachment and MD Ambulance about staging the mock accident.

She said the goal is to

Muench said the message can’t be repeated often enough.

“I was involved with a similar event in Saskatoon a few years go called the ‘Party Program’,” explained Muench.

“I thought it would be a good idea to set something up here at home. This is one of the busiest highways in the province, and there are far too many car accidents at the best of times.

The months of May and June are always a time when the potential for these accidents is very high. So if we can prevent a fatality, and if we can help our youth, then that’s what we want to do.”

Four students: Joey Hamm, Jenna Giesbrecht, Mary-Grace Wall and Sydney Humble volunteered to play the roles of accident victims for the event. Their realisticlooking injuries were expertly made-up by Andi Moran, a stylist with Salon DNA, a local

Martensville studio.

Muench said the organizers of the event also receieved support from the Martensville High School, SGI and Astro

Towing.

Troy Davies of MD Ambulance said the partnership between the paramedics and Martensville Fire Department

is strong. “We’re happy to support them today and show what happens if you’re invovled in a high-speed crash,” he said.

Affinity Credit Union presented a cheque for $5,000 to the Warman Seniors Service Centre last Thursday as part of a community grant program. Diane Tracksell with Affinity Credit Union said the funds are earmarked for a new, commercial-grade dishwasher for the seniors centre. The credit union provides annual grants to communities across the province. This marks the first time the grant has been awarded in Warman. According to Peter Guenther, President of the Warman Seniors Association, the non-profit group which operates the centre, the dishwasher is badly needed, and will save many hours of labour for volunteers who until now have washed dishes by hand. He notes the association will also be doing other renovations to the centre’s kitchen area. The Warman Seniors Service Centre is located on Pe-

ters Street in Warman. The building is the original Warman train station, and has undergone extensive renovations since it was moved to the site many years ago. KEEPING THEM SAFE Martensville ChildFind ID Clinic gives parents tools to deal with ‘the unthinkable’

years ago, Lissa Several Klassen went through an ex-

perience that every parent dreads.

“My daughter, who was very young at the time, went missing in a shopping mall in Saskatoon,” said Klassen.

“She just disappeared in the crowd, and I couldn’t find her.

It was a very scary feeling, and thank heaven we found her after only a matter of minutes. But when they’re young and they take off, the feeling of fear is so overwhelming it’s incredible.”

To help parents cope with “the unthinkable” if and when a child goes mising, Klassen has been conducting clinics for ChildFind Saskatchewan for many years. It’s her way of doing something positive for her community. A ChildFind ID Clinic was held Wednesday, May 9 in Martensville at the Community Access Centre.

“If I can bring awareness

to parents or help them in any way, then it’s all worth it,” said Klassen. “It’s vitally important for parents to have basic information that can help authorities identify missing children.”

During the ID clinic, the child’s photo is taken, and their height, weight, fingerprints and other important information is recorded on a form.

The information is intended only for the parents, said Klassen. “ChildFind doesn’t keep any records. All the information on the form is given to the parents or guardians, and we encourage them to keep the information in a safe place.”

She recommends the ID form be put in a safe or a safety-deposit box. “Anyplace you would keep important legal documents,” she said.

“It’s very sensitive information. These aren’t pieces of paper that can be just stuck in a drawer somewhere and forgotten.”

Klassen volunteers with the Friendship Inn in Saskatoon, helping prepare and serve lunches to less fortunate people, and also works with the Pink Warrior Foundation, a breast cancer awareness organization.

What to do if your child is missing

If your child is missing, act immediately.

If your child is missing from home, search your house thoroughly.

Check with your neighbors and friends of your child. If you still cannot find your child, call the police immediately.

If your child disappears when you are away from home - i.e. at the shopping mall - notify a clerk and mall security, ask for assistance and then telephone the police immediately.

When you call the police, try to stay calm. Identify yourself, your location, and the situation. Give them your child’s name and description.

Tell them when you noticed the disappearance, when you last saw your child and what he or she was wearing.

After you have reported your child missing to the police, listen to their instructions and answer their questions.

“We had a few instances last year where the kids were scared because they were approached by a fire truck or police car and they went home and told their parents they were approached by a stranger,” he said. “So we just want to make it known to the kids that this is why we’re stopping and talking to them.”

Remenda said the message is being promoted earlier this year. “In the past we’ve focused on the summer months of July and August,” he said.

“But we’ve missed the May and June months, when the kids are still in school, and they’re already out riding bikes.”

He said the firefighters will be doing random patrols through Martensville on Wednesday evenings, before and after their regular fire and medical training sessions, watching for kids wearing helmets.

“It won’t take long for kids to realize that Wednesdays are good days for getting a coupon,” he said. “Last year every Wednesday I must have had about 35 kids riding up and down in front of my house.

But we’ll be spreading it out throughout the week this year too.”

1. Watch your speed Aim for a constant speed.

Pumping the accelerator sends more fuel into the engine. Using cruise control whenever possible on the highway helps maintain speeds and conserve fuel.

2. Accelerate and brake smoothly - Accelerating smoothly from a stop and braking softly conserves fuel.

Maintain a sage distance between vehicles and anticipate traffic conditions to allow for more time to brake and accelerate gradually.

3. No idling - Today’s engines don’t need a warm-up.

Start the car immediately and gently drive away. Don’t leave your car idling. Turn the engine off in non-traffic situations, such as at a bank driveup window, when idling more than 30 seconds.

4. Check your tires -

Fuel Saving Tips

Keeping tires properly inflated can reduce the average amount of fuel use by 3 to 4 percent. Under-inflated tires increase rolling resistance and reduce fuel economy.

5. Be kind to your vehicle - Proper engine tune ups keep vehicles running efficiently and keep the wheels aligned. Wheels that are fighting each other waste fuel. Replace air filters as recommended.

6. Travel light - Avoid piling luggage on the roof rack. The added frontal area reduces aerodynamics and hurts fuel economy by up to 5 percent.

Remove excess weight from the vehicle.

7. Minimize use of climate controls - Use heating and air conditions selectively to reduce the load on the engine. Using the A/C less when temperatures are above 80 degrees can save 10 to 15 percent of fuel.

8. Close windows at high speeds - Don’t drive with the windows open unless the vehicle is travelling under 50 mph.

Driving with the windows open at highway speeds increases aerodynamic drag on the vehicle and lowers fuel economy.

9. Choose the right oil Use good quality oils with the viscosity grade recommended in the owner’s guide. Ford recommends SAE 5W-20 oil for most cars and trucks to provide the best fuel economy.

10. Consolidate trips Plan ahead to consolidate trips.

This helps drivers bypass congested routes and leads to less idling.
