Woman, child killed in head-on collision north of Hague A woman in her 20s and a 5 year old boy were killed in a head-on collision about 3 kilometers north of Hague on Sunday, June 24.

The accident occurred about 8:25 p.m. on Highway 11.

The woman was pronounced DOA at the crash scene, while the boy died in the ambulance enroute to Roy-

al University Hospital.

Three other people were injured in the crash, including a 2-year old girl, a 22 yearold man and a 31 year old man.

All three were transported to Royal University Hospital. The little girl was reported in stable condition, while both men were suffering from serious injuries.

According to Rosthern RCMP, the collision involved a car and an SUV. One vehicle appeared to have been going the wrong way in the southbound lane of the divided highway.

Rosthern RCMP say alcohol may have been a contributing factor in the collision.

Youths charged with theft of vehicles in Dalmeny

Dalmeny Police have charged 2 youth from Saskatoon in relation to two vehicle thefts that occurred in Dalmeny on the morning of the 5th of June.

At approximately 2:35 a.m. police were called to suspicious activity on Cedar Avenue. A homeowner had seen individuals going through

Dalmeny Firefighter awarded Exemplary Service medal

wenty years ago, Joanne Elder of Dalmeny was a nursing student working toward her degree.

One night her husband Rick, a member of the Dalmeny Fire Department, suggested she become involved in the new First Responders organization that was just getting started in the community.

She jumped at the opportunity.

“It was something that I really wanted to be part of,” said explained. “It became a practical extension of my work as a nurse, and really helped me feel part of the community.”

Two decades later, Joanne

Elder is still a key part of the emergency medical response team in Dalmeny. Not only is she a First Responder and firefighter, she’s also the Emergency Measures Organization (EMO) Coordinator for Dalmeny.

“I don’t have any regrets at all,” she said. “I’d do it all again in a hearbeat.”

On June 14, Elder was one of a handful of people from across the province who were honoured at the annual awards ceremony for the Saskatchewan Emergency Medical Services Association (SEMSA).

he Prairie Spirit Board of Education approved the 2012/13 school division budget at its meeting on Monday, June 18. The budget will now be submitted to the provincial Ministry of Education for its review and approval. The balanced budget represents an increase of 4.31% in operating costs to $106.6 million, to cover the increased costs for collective bargaining agreements and other programming.

John Kuzbik, Director of Education, said the budget reflects the Board’s commitment to supporting high levels of learning for all students throughout the Division. He said the budget process has been comprehensive. “The budget is a major undertaking.

We reviewed every program and determined our commitments. We had thorough and open discussion to come to our decisions,” he said.

In designing this year’s

budget, the Board restated its commitment to programming equity for all students. In addition, the Board directed that the budget reflect its support for innovative ways of incorporating real-life learning with academics, with a goal of providing apprenticeship opportunities to senior high school students.

As part of the budget plan, surplus school division funds designated for programming equity will be used to expand band/music programming to the entire Division. The Board approved the use of $445,000 for the initial costs of expanding the band program, including the purchase of band equipment, a study of the current band program in the Division and an examination of other innovations in music instruction for twenty-first century learners. A Division-wide band/music program is expected to be ready for fall, 2013.

Currently, band programming is offered to students in the east and west parts of the Division, but is not available for students in the northern part of the Division.

Canadian Wheat Board appeal case reveals true value of law courts in Canada Partisans who believe the law always supports their views inevitably wind up disappointed.

If there’s one thing you discover following politics, it is that no political party always has the rule of law always on its side. It might be partisan politicians who make the laws, but it is unbiased judges who eventually determine how a law should be implemented fairly.

A fine example of this has been our Essential Services Act that’s been a big source of controversy over the past few years. Initially, it was union leaders and NDP politicians who insisted such a law was unlawful, even though eight of the other nine provinces had similar legislation governing the need to have some public services remain on the job during strikes.

While the Court of Queen’s Bench Justice Dennis Ball last February ruled that such a law was valid, he also ruled that the Saskatchewan Party government’s implementation of the law that sometimes dictat-

“We are a growing school division and we continue to add staff,” Jim Shields, Superintendent of Finance and Administration, reported to the Board. In total, 23.76 fulltime equivalent (FTE) positions will be created in the Division, for total of 1,353 FTE positions throughout the Division.

The Division will have an additional 12.47 FTE teaching positions this fall, which includes 7.36 FTE positions in schools and 5.11 FTE centralized positions to support English as Additional Language (EAL) programming throughout the Division and the expanded band/ music program.

English as an Additional Language (EAL) student enrolment continues to be an area of growth within the school division. In the 2008/09 school year, there were 266 EAL students enrolled in Prairie Spirit. This year, there are over 560 EAL students in the Division. In the past, German, Ukrainian and/or French were the most common additional languages in Prairie Spirit communities. Today, Prairie Spirit has a student population which speaks over 24 languages and originates from approximately 30 countries.

Shields pointed out that approximately 75% of the Division’s expenditures are for instructional costs. “Teaching students is our primary business,” he said. “Therefore, we naturally direct the majority of our funds to our principal priority area.”

The other new positions will be within the Division’s Facilities, Maintenance and Transportation departments.

New provincial education funding distribution model This is the first year of the provincial government’s new education funding distribution model, which determines each school division’s funding. The funding model is based on five main expenditure areas, namely: governance, administration, instruction, transportation and maintenance.

With the new funding distribution model, funding is based on the school division’s enrolment as of September 30 of the previous school year. Therefore, for the 2012/13 school year, funding for Prairie Spirit is based on the Division’s enrolment as of September 30, 2011. Prairie Spirit is working with the Ministry of Education to find a long-term solution to effectively fund growing school divisions.

The Ministry of Education anticipated a natural shift in funding recognition with the new funding model.

For the 2012/13 school division fiscal year, the Ministry provided an additional $10 million in transition funding for those school divisions negatively affected by the funding change. Prairie Spirit School Division was allocated an additional $3.2 million in transition funding that will allow the Division to realign its spending to the new funding levels and strategically plan for changes to

the delivery of educational services.

In total, the province allocated $1.74 billion for PreK to Grade 12 education in the province for the 2012/13 year.

Continuous Improvement Framework Report The Board approved the Division’s 2012 Continuous Improvement Framework (CIF) report. The report, which details academic achievement and other Ministry indicators, will now be submitted to the Ministry of Education. This reporting process is an annual requirement of the Ministry of Education.

The Continuous Improvement Framework was first introduced by the Ministry in 2006, with the goal of improving the achievement of all students. The CIF is de-

signed to align school, school division and Ministry priorities. The report will be available for the public to review at www.spiritsd.ca.

Relocatable tenders approved The Board approved tenders for relocatable classrooms for Warman Elementary School (one classroom), Warman High School (two classrooms) and Venture Heights Elementary School in Martensville (one classroom). These relocatables are scheduled to be completed by December, 2012.

Board Chair Larry Pavloff said the Board appreciates the Ministry’s provision of additional classroom spaces for students in these rapidly growing communities.

Pavloff noted that the Prairie Spirit Board of Education has encouraged the Minis-

try of Education to allocate these classrooms in a more responsive way, so that the space would be ready for the start of the new school year instead of in the middle of the year.

The Division’s plan for supporting an apprenticeship program envisions combining core academic learning at school with learning experiences in the workplace. For example, students might have the opportunity to begin an apprenticeship program while still in high school. “We believe that learners who have exposure to relevant and authentic learning will be more engaged learners. As a result, they will achieve better results overall,” Kuzbik said.

Kuzbik reported that preliminary work on this project has begun, with the goal of having a pilot program prepared by November, 2012.

This work will also involve and rely on partnerships with local businesses.

PSSD continues to grow The 2012/13 school year will mark the seventh consecutive year of enrolment growth in Prairie Spirit School Division, with a projected enrolment of approximately 9,838, an increase of over 260 students from 2011/12.

Student enrolment in the Division has grown by 10.6% since the school division was formed by the amalgamation of three school divisions in 2006. As of September 30, 2011, Prairie Spirit had the third highest enrolment growth in the province, after Saskatoon Public and Greater Saskatoon Catholic school

point to things like the decision by Alliance Grain Traders to not proceed with a $50-million pasta plant in Regina as evidence of the consequences of ending the Wheat Board’s monopoly. (It should be noted that this is not exactly the first pasta plant proposed in the west that didn’t come to fruition.

Moreover, that AGT’s shares fell to less than half their $23-ashare value of last October – a direct result of the European financial crisis – had much to do with the company’s decision.)

Critics of the federal government’s handling of the CWB will also point to the looming takeover of Viterra Inc. by Glencore International as another result of the end of the monopoly. In fact, Glencore has even admitted that this was a huge motivation for its $6.1-billion bid for Viterra.

But this is an economic debate – not a legal one. The very same people were arguing that Ritz had acted illegally and was exposing the taxpayers to $15.

Of course, this ruling has produced sour grapes from some Sask. Party supporters, now grumbling that the courts always favour the left, anyway.

This is blatantly ridiculous – particularly when you consider that Justice Ball was once head of the Labour Relations Board for the Grant Devine government and no stranger to controversial labour policy.

But what makes such grousing from the losing side even more ridiculous is that they miss the big picture that invariably sees the court sometimes ruling against their wishes and sometimes ruling in favour of them.

Another good reminder of this is the recent federal Court of Appeal ruling that Agriculture Minister Gerry Ritz did not break the law with its legislation last year to end the Canadian Wheat Board’s monopoly on the sales of wheat and barley.

A three-member panel of the appeal court overturned the ruling of Federal Court Justice Douglas Campbell, whose ruling last December suggesting that Ritz had broken the CWB Act by failing to hold a vote among Prairie farmers before he introduced Bill C-18. Justice Robert M. Mainville – one of the judges involved in the ruling – explained the panel had “serious reservations” about the enforceability of section 47.1 of the Canadian Wheat Board Act because such a provision would “relinquish Parliament’s powers” to “the hands of a small group not forming part of Parliament.”

Admittedly, there may be those who will choose to argue that Ritz’s decision is unwise – even if it’s not illegal. They will

Provincial Students’ Day The Board discussed Provincial Students’ Day, which is held the first day after Labour Day each year. This special day was proclaimed by the Minister of Education to recognize the importance of students and to highlight safety considerations with students back in school.

The suggestion to institute a province-wide day to recognize students was made by the Prairie Spirit Board of Education, supported by the Saskatchewan School Boards Association and first proclaimed by the Minister of Education in 2009.

High-speed ladder attack all part of Mounties’ week Submitted by Sgt. Warren Gherasim Acting Commander Warman RCMP Detachment

LADDER ATTACK On June 16 at 7:00 p.m.

RCMP members responded to a report of a collision on Highway 1, near Grandora. It was reported that there were injuries to some of the people involved and MD Ambulance also attended.

Through investigation it was learned that a Chevrolet Malibu was traveling westbound behind a Chevrolet Silverado truck that had a ladder in the box of the truck. The ladder fell out of the truck and on to the roadway. The driver of the Malibu had to take evasive action and ended up driving into the ditch to avoid hitting the ladder. Only minor injuries were sustained. One person was transported to hos-

pital.

The driver of the truck, a 43 year old Saskatoon man, was issued an offence notice for failing to properly secure a load. The driver of the Malibu, a 26 year old man from Estevan was charged for driving contrary to his licence conditions. The man was determined to only have a learner’s permit and did not have an experienced driver in the vehicle with him.

BUSTED FOR POT On the 17th of June at 1:25 a.m. RCMP were conducting a Checkstop at Highway 11 and the north access to Warman when a Pontiac Sunfire vehicle was stopped. Investigation revealed that the operator of the vehicle did not have a valid driver’s licence, and further inquiries revealed that the driver was a suspended driver. Police observed the odour of marihuana coming from

the vehicle and conducted a search and located a small amount of marihuana. A 29 year old resident of Beardys First Nation was arrested and charged with possession of a controlled substance and driving while suspended. He is scheduled to make a first appearance at Provincial Court in Saskatoon on July 10th.

ASQUITH ATV INJURY On June 17 at 7:30 p.m.

RCMP were dispatched to a injury collision in the Town of Asquith. It had been reported that a male operating an all-terrain vehicle had rolled the vehicle and injured himself.

Ambulance attended and transported the man, a 27 year old Saskatoon resident, to

hospital with a broken collar bone. Investigation revealed that the man had drove over a rutted area on the roadway and had lost control of the ATV and it rolled. The ATV was not damaged. No charges were laid as the town bylaw permits the operation of ATVs in the town limits when operating to or from the rural area.

There is no formal presentation scheduled but members of the planning consultant group leading the project as well as representatives from the RM of Corman Park Administration will be present to answer questions and discuss the proposed new Official Community Plan and Zoning Bylaw.

The public open house is part of a series of consultations that have taken place with the public, stakeholders and Council since the initiation of the project in August, 2011. The last public open house took place on January 25, 2012. We encourage you to come see what the project team have created based on consultation feedback and planning principles.

The new plan will guide future development in the RM of Corman Park and impact the manner in which residents live, work and recreate. Your participation in the planning process is very important to ensure the Plan is representative of the interests of RM residents.

Unsolved murder still haunts Doukhobors across Canada

I

t’s one of the strangest unsolved murder mysteries in Canadian history.

Peter Veregin, the charismatic but controversial spiritual leader of the Doukhobor people in Canada during the early part of the 20th century, was killed in an explosion aboard a train travelling through the Kootenay Mountains of southern British Columbia on the night of October 29, 1924.

He was one of 9 people who perished when a bomb went off in the first-class coach he was travelling in. Two of the other people killed in the blast were never positively identified.

“The explosion happened at one minute to midnight,” explained Brenda Chevelday-

off of Blaine Lake. “There are still a lot of unanswered questions. The passage of time has only added to the mystery.”

On July 7, the historic Doukhobor Dugout House site on the west bank of the North Saskatchewan River south of Blaine Lake will be re-opening the murder inves-

tigation, and they’re inviting you to come and help crack the case.

“If you like history and you like mystery, you’ll love this,” stated Cheveldayoff.

“This is a real cold case. It’s not something we made up.

We’re looking for a fresh angle, a new way of looking at all the clues. We’re hoping that someone will come up with the key to what really

Cheveldayoff said guided tours of the historic Doukhobor Dugout House will take place on July 7 at 11:00 a.m., 1:00 p.m. and 3:00 p.m.. During the tour, visitors will get the story of Peter Veregin

and learn how the Doukhobors settled in the Kamsack and Blaine Lake districts of Saskatchewan before many later went west to southern BC. The tour will also explain to people the facts of what happened during that

fateful night in October, 1924, and provide the clues that have been unearthed over the years.

Using those clues, visitors are invited to form their own theories about the final moments on that passenger car hurtling through the darkness along the Kettle Valley Railway line.

“The first reports about the disaster that happened near Faron, BC, suggested the explosion was an accident,” stated Cheveldayoff.

“But there are people today who are very familiar with the facts and they are challenging that explanation.

Others at the time and since have argued that the explosion was the result of a calculated scheme. Since Peter Veregin was by far the most prominent indivudal among those who died, most attention has focused on who may have wanted him dead, and why.”

A BC author, Larry Ewashin, has written extensively about Doukhobor heritage, as well as Peter Veregin and his untimely demise. Cheveldayoff said the organizers of the July 7 tour drew heavily on Ewashin’s written material and have also been in direct contact with him to plan the event.

“This is the year that Canada is unveiling Peter Veregin’s name in BC as a national historical name,” said Cheveldayoff. “This

event here in Saskatchewan is timed to coincide with that heritage designation in BC.” Cheveldayoff is the owner of the land where Doukhobor settlers first arrived in 1899. To survive the harsh winters, they dug into the clay banks of the North Saskatchewan River and built rustic homes. “It was meant to be just a temporary dwelling, but the people ended up living in these places for 5 years,” she explained.

Several years ago, an archeological dig by the University of Saskatchewan turned up many artifacts from that early period. The dugout houses were rebuilt by volunteers and the site was subsequently declared a heritage site where tours are conducted.

Cheveldayoff said while there is a lot of work involved in staging these heritage tours, it’s also very rewarding.

“It has taken a long time to get to this point,” she explained. “But it’s worth it.”

Even though her ancestors were among those who first settled in the area and were also among those who lived in the dugout houses, Cheveldayoff had to jump through a lot of hoops before she was able to purchase the property and develop it as a heritage site.

“It was a real honour to receive the award and to meet the Governor General,” said Elder in an interview last week. “It was very exciting, but also very humbling, because there are people across the province who are doing this kind of work every day.”

Elder said the biggest reward a person can have is to be able to make a difference in someone’s life.

“When you have a heart attack patient who wasn’t doing well, and later on you meet that person on the street and he or she says, ‘thank you very much’ - that is when it really hits home,” she said. “You know then that you’ve made a big impact on that person’s life, and it makes you feel pretty good inside.”

Elder said she was “ecstatic” to see seven members of the Martensville Fire Department receive the Star of Life award at the same ceremony.

She said when the First Responders group was getting started in Dalmeny, it attracted people from all walks of life who shared a common commitment to helping others in their time of need.

“We all respond together as one team,” she said. “It doesn’t matter if it’s a medical call or a fire call or whatever emergency it happens to be.

Everyone has the training to be able to respond and do their job.”

Her husband, Rick, is Fire Chief in Dalmeny, and she admits it’s a bit of a unique situation.

“We do find that when you have a husband and wife who are both involved in volunteer emergency services in their community, it strengthens the bond, because they each understand what the other one is going through,” she said.

“There are other couples who are part of our team, and they

tend to stay with it longer. The reality is that it can be quite demanding, and if one of the spouses has to run out the door to respond to an emergency at 3 in the morning or during supper, it does place some stress on a relationship.”

Elder said her work as EMO Coordinator is a natural fit.

“It’s a bit more extra work, but honestly, it’s not a full-time thing, and you can step away from it now and then, as long as you stay on top of things as they come up and stay current with the materials,” she said.

“An emergency response plan is extremely important for every community to have, and I think people are beginning to realize that and are taking it seriously.”

Fitness Tips with Valerie Kirk Prevention Tips for Rotator Cuff Injuries and Shoulder Tendonitis

Rotator Cuff Injury Prevention

“Prevention is much better than Cure”. If you can prevent an injury from occurring, it is well worth the effort. To prevent a shoulder injury from occurring you must condition the shoulder muscles and tendons, which involves both stretching and strengthening of the shoulder joint. Of course, don’t forget to do a proper warm up and using a bit of old-fashioned common sense.

Firstly, the first stretch is quite basic; however, the second one that I will show you can place some stress on the rotator cuff tendons so please you must warm up adequately. Regardless, you must warm up first before attempting any of these exercises.

(1) Stand tall, with your belly in, shoulders down and back, chest lifted and legs hip distance apart....roll your shoulders back and clasp your hands behind your body and then slowly lift your hands upwards towards the ceiling....only go to where it is comfortable.... hold this stretch for about 15 - 20 seconds, then repeat it 3 to 4 times.

(2) Stand tall, with your belly in, shoulders down and back, chest lifted and legs hip distance apart.....bring one arm up (shoulder level) to obtain a 90 degree angle in the elbow...fingers pointing towards the ceiling....then place a stick or pole in that hand and let it fall behind your elbow. With your other hand, pull the bottom of the stick foward. Be especially careful with this stretch, it will put a large strain on the rotator cuff muscles and tendons.

(3) Also, if you are wanting more strengthening exercises, simply go to the following website http://familydoctor.org/handouts/ as this website has clear picturs and a good description of the four most common shoulder exercises. These four exercises will help to strengthen all of the muscles and tendons located in the shoulder joint.

Gems split pair of games in league action

he Warman Gems played two games last week, resulting in one win and one loss.

Coach Darwin Davis wasn’t happy with the results, but realized that losses come when you’re missing lots of starters. The Gems were lacking four starters for their game against the Hanley Merchants on June 21. The team made five errors in the game, with the only bright spot coming in the sixth inning when they took a 6-4 lead.

“We came back in the sixth, but couldn’t hold it in the seventh,” Davis said. “Those five errors took the wind out of our sails.”

Warman had a 1-0 lead after the second inning, but Hanley tied it at two in the third. The game stayed tied until the fifth inning when Hanley took a 4-2 lead, thanks to some key bunts and bad plays on the part of Warman.

In the sixth, Warman finally got their bats going and took a 6-4 lead, thanks to a single by Blaine Gabrysh which drove in two runs and a home run to left field by Mario Degagne.

But in the Merchants’ half of the inning, a home run just inside the left field foul pole let the Merchants tie it at six.

Warman got two men on base in the top of the seventh inning, but couldn’t get anyone across home plate.

It looked like the game might end in a tie, but a single to right field drove in a run, ending the game and giving the Merchants a 7-6 win.

Warman’s other game of the week was on June 19 against the Saskatoon Junior A Bullets. That game had a totally different feel to it, although the Gems almost lost that one too.

Warman got off to a terrible start in that game, with the Bullets jumping out to a 5-0 lead in the first inning. Saskatoon had no problem hitting pitcher Todd Dyck and actually drove him from the game midway through the second inning.

The Bullets got one more run in their half of the second, before the Warman bats started making some noise. The Gems scored three runs in the second thanks to some timely hitting, but also due to some throwing errors by the Bullets.

Warman got one more run in the third, closing the gap to two, but they exploded in the fourth, scoring five runs thanks to back-to-back home runs by Matt Scherr and Chris Lehmann. With a 9-6 lead, the Gems seemed to get a little overconfident, giving up one run in the fifth.

That was it for scoring in the game as pitcher Brett Casey got three strike outs in the last two innings and some good defensive play from the rest of the team to give Warman a 9-7 victory “Our pitcher just wasn’t on,” said Davis about Dyck after the game. “We gave him a chance in the second, then we had to pull him.”

Davis was glad that the team managed to not get too far down after the rough start.

“We were trying too hard to get back in the game and we were swinging for the moon,” he said of the first couple of innings. “We had a couple of key players gone, but that was no excuse to get down.”

The Riders’ renovations continue This winter we asked firstyear Roughrider head coach Corey Chamblin if his football team - if compared to a recently-purchased house - was simply a fixer-upper or if it needed massive renovations. As it turns out, they tore this thing down right to the studs and are starting from scratch.

Coming on the heels of an 0-2 preseason which concluded with a 33-31 last-second loss to the Calgary Stampeders Friday night in Regina, Saskatchewan announced its final roster cuts Sunday morning and there were some familiar names on the list.

They include defensive back Lance Frazier and offensive tackle Dan Goodspeed, both in their 30s. Chamblin said those players’ best days are behind them and they’ll both likely get into coaching or personnel.

cott Campbell knows what it takes to go nose-to-nose with the best racing car drivers in the world - and win.

Two years ago, the longtime member of the Saskatoon Kart Racers (SKR) club captured the World Karting Championship. It was the 7th time the veteran driver had qualified to go to the worlds, and marked the second time he had claimed the top prize at the highly-competitive event.

Last year, Campbell qualified for the 8th straight year.

He was on the verge of winning it all for the second straight year when a faulty part caused one of the wheels on his pint-sized speed machine to fall off.

It was a tough break, but Campbell is looking to make amends this year by qualifying for an unprecedented 9th consecutive year.

And he’s not the only Canadian driver to be ranked among the world’s best. Canada has captured half a dozen world championship karting titles in as many years.

The drivers that make the grade have honed their skills to a fine art by devoting countless hours to their sport.

GETTING ON TRACK Every summer, men, women and kids don their helmets, gloves and colourful racing gear, fire up their 4-stroke Briggs and Stratton or 2-stroke Rotax engines, and let ‘er rip down the straightaway. They’re all chasing the club champiopnship titles for their respective classes and having a great time both on and off the race course.

And it all starts out on a little paved karting track on the northeastern edge of Martensville. The Martensville Speedway was built in 2000 by a group of hard-working SKR volunteers.

Since 1996, the club has hosted races as part of the Western Canadian Grand Prix circuit. In the late 1990s, the races were held in downtown Saskatoon, but that got too complicated and cumbersome. The karting club signed

GRAND PRIX JULY 6-8 This year, the Grand Prix race weekend is scheduled for July 6-8.

“We’re hoping for a big crowd to take in the races,” said Carlo Triolo, Vice-President of SKR. “We’re expecting upwards of 100 entries for the series.”

Triolo, who has been racing karts for 25 years, says the speedway grounds, located at the eastern end of 9th Street North in Martensville, undergo a massive transformation when the racers start showing up.

“It’s like a mini tent-city,”

Triolo said. “We get anywhere from 1,000 to 1,500 people just appearing out of nowhere and all of a sudden it’s a real busy, colourful, exciting place. It’s a really fun, family-oriented atmosphere. Borden School Athletics Hi Lo Meet with Perdue School held at Borden June 13th for K – Grade 6 – winning medallions for super highs were Sydney Schmidt and Owen Dyck for 6 & under, Savannah Sutherland for 7 & 8 years, Levi Gough, Natalie Anderson and Kirsten Szwydky for the 9 and 10 year olds.

Track & Field At Conference level 39 athletes participated in 86 events then at Districts 34 of those 39 qualified in the top 8 in 57 events with the 4 boys relay teams in top 4 to advance. Then 5 of 22 eligible Gr 9 – 12 were in the top 2 placings to advance to Provincials- Deanna Wall in Senior High Jump, Allison Meister in Jr. Girls 8oo M, Emma Pidwerbesky in Midget Girls 1500m, Jasmine Be ugly in Midget Girls 800M,1500M,3000M & Triple Jump and Duncan Sutherland in Midget boys 400M,1500M & 3000M. Four athletes broke 8 school records – Cole Sutherland in Bantam boys 100M, shot put and Discus, Jasmine in 800M and 1500 M, Duncan in 1500M and 3000M and George Hembery in Senior boys 100M hurdles. Jasmine also set 2 District records in Midget girls 1500 and 3000M. Borden School won the Kirkpatrick Award with a score of 18 points per athlete. Cole won the Bantam boys Aggregate medals and Jasmine the Midget girls aggregate medals at both Conference & District competitions. At awards night 3 medallions were awarded to Cole, Jasmine and George.

Borden School Awards Night June 18th The Borden School Community Council held a BBQ prior to the awards, serving burgers, hotdogs, salads, desserts and beverages. For the awards program Chris Anderson and Robynn Pidwerbesky were emcees and after Mr. Broughtons opening remarks, the awards were handed out.

The $500 Affinity Credit Union scholarship and the $1,000 Remax scholarship went to Michael Crabb, the Lion’s post secondary $500 award had gone to Stephanie Derbawka earlier.On behalf of the Borden SCC Tony Martens presented Principal Dean Broughton with two gravity chairs for his providing a unique school culture, work on the Prov. Leadership assessment, coaching volleyball and his motto of teaching whole growth of the students.

Miss Doell’s Grade 3 & 4 class received the Community Service award for going every week to read to the Care Home residents, and another community service award for her work in the community was given to Celeste Lumgair. The Year book reps were awarded recognition certificates- Dani Joynt Skillingstad, Courtney Wainwright, Madison Sutherland and Nicole Tracksell and getting appreciation certificates were Robynn Pidwerbesky and Jasmine Bezugly. Lion President John Buswell presented a plaque for public speaking to Darcy Tkazcyk and Band Awards had been given earlier to George Hembery, Tyrell Sargent and Michael Crabb, Michael won the Gr. 12 bursary and Aryn Polichuk the most outstanding jazz musician.

Radisson Royal Purple Awards From the poster, essay and video contest held earlier in the year, the results of the Provincial competiton were awarded at Borden June 18th. On behalf of the sponsors the Radisson Royal Purple and the Sask Elks Association for the cash prizes Lorraine Olinyk and Audrey Baker presented cheques to the following – In K – Gr. 2 Noah Braun received $25 for 3rd, In Grade 4- 6 level Brooklyn Brazeau receiver $125 for 1st and Danika Pidwerbesky $75 for 2nd and for Senior Video getting $125 between them for 1st was Robynn Pidwerbesky, Dani Joynt-Skillingstad, Danielle Brown and Courtney Wainwright. Borden School received the total of all those amounts of $350.00. Maymont School had one 2nd place winner in K-Gr. 2 and Allison Wawryk received $37.50 and Maymont School received $37.50.

Borden Golf Tournament Borden Golf Course held their annual tournament on June 24th and the Borden 4-H Light Horse Club ran the concession booth. The tournament was a 2 man scramble and winning the Men’s Championship was Vern Meister and Verne Sylvester, 2nd was Scott Sutherland and Jock Broncas and 3rd was Eugene Wiens and Arnold Meister. In the Men’s First Flight Ian Wainwright and Murray Derbowka were first, with 2nd going to Graham Derbowka & Lindsay Westad, 3rd was Ed Neufeld & Paul Hunchak; In Second Flight 1st was Bob Herter and Mel Brooke and 2nd to Tom & Dallas

Jack Carr told of some of his memories preaching here, Lorraine Olinyk read the history of the church, Gayle Wensley conducted the service, Gayle & Jesse Wensley did a skit and Pam Daphne Pearce cutting the 100th anniverPidwersary cake for Borden United Church besky was the organist. Following the service everyone enjoyed a potluck lunch outdoors, with a special cake/ cupcakes baked and decorated by Helen Sutherland.

Continued from Page 5 tigation revealed that the operator of the F350 pulled out on to the highway in front of the Freestyle and was struck on the passenger side. None of the vehicle occupants were injured. The operator of the F350 truck, a 23 year old female resident of Martensville, was issued an offence notice for failing to yield to traffic when entering a provincial highway.

STOP SIGN VIOLATION

On the 18th of June at 9:30 p.m. police responded to a report of a motor vehicle collision at Main Street and Centennial Drive in Martensville. It was determined that a northbound Chev Cavalier went through the intersection and collided with a westbound Pontiac Grand Prix.

There are stop signs posted for north and southbound traffic.

The driver of the Cavalier, a 20 year old female from the Balcarres area, was issued an offence notice for a stop sign violation. Ambulance and Fire crews did attend and several people were transported to hospital as a precaution, including a three year old child, however, no serious injuries were sustained.

On June 20 at 8:00 p.m.

RCMP received a call of a Nissan truck being operated erratically on Highway 7 near Vanscoy. It was reported that the vehicle had nearly caused a head-on collision on the highway. Police patrolled to the area and located a vehicle approaching the Vanscoy Hotel which matched the description provided to police.

The vehicle was stopped and the operator was investigated. The operator displayed numerous signs of impairment by alcohol and was arrested. The driver, a 42 year old man from Saskatoon, was transported to a police detachment where he provided samples of his breath to police.

The man’s readings were in excess of double the legal limit.

The man was later released on charges of impaired driving and is scheduled to make a court appearance in Saskatoon Provincial Court.

RURAL BREAK-IN

On June 17 at 2:45 p.m. police received a call of a residential break-in to a rural residence on Auction Mart Road, west of Saskatoon. The owners reported that they had been away for the weekend only to return home and find that their residence had been entered and numer-

ous items including electronics, jewelry, prescription medication, car keys and a rifle had been stolen. The house had been ransacked and was left in a state of disarray. Police continue to investigate.

LANGHAM VANDALISM

On June 18 at 8:15 a.m.

RCMP received a complaint of vandalism from a business in the 200 block of Elevator Road in Langham. The proprietor discovered that sometime during the previous night someone had spray painted an obscenity on the outside wall of the building.

The words “F*** Da Police” were spray painted on the wall. Police are seeking the assistance of the public, anyone with information that will lead to the arrest of the persons responsible is asked to contact the Warman RCMP or Crimestoppers.

RADISSON THEFT

On June 19 at 8:05 a.m.

RCMP received a complaint of a stolen vehicle from the 500 block of Main Street in Radisson sometime during the previous evening. The vehicle, a maroon coloured Chev pick-up truck, was apparently involved in a brief chase with units of the Saskatoon Police Service, but managed to evade capture. On the 21st of

June the vehicle was recovered by the RCMP in Onion Lake.

The vehicle had been abandoned and destroyed by fire. There are no suspects at this point. There was one other report of a vehicle that had been entered but nothing taken on Albert Street in Radisson. People are reminded to secure their vehicles and remove any valuables at night so as not to attract thieves. Police continue to investigate.

EXPLOSIVES SQUAD

On June 19, shortly before noon, RCMP were alerted to a suspicious object in the Warman Cemetery which was suspected to be a possible pipe bomb. The object, a metal pipe capped at both ends, did not appear to belong in the area and it’s origin was unknown. An RCMP Explosive Disposal Unit from Regina was contacted and attended. The object was examined by the Explosive Technicians and determined to be non-explosive. The object was removed from the area by RCMP. The public is reminded that if they encounter a suspicious object they should not handle it and that they should contact police immediately.

CAR STOLEN

On June 20 at 10:15 a.m.,

RCMP received a report that a car, a red 2005 Dodge Neon, had been stolen from the Parking Lot of the Adobe Inn in Martensville.

The owner reported that the vehicle had been loaned to a family member who had parked the vehicle at the Adobe Inn on the 8th of June and it had gone missing. Police inquiries determined that the vehicle had been towed by the Saskatoon Police Service after it had been involved in a collision on the 10th of June.

The Saskatoon Police reported that the occupants of the vehicle had fled from the scene of the accident on foot and had not been apprehended. The matter is still being investigated.

MARTENSVILLE THEFT

On the 20th of June at 7:00 p.m.

RCMP received a call from a residence on the 700 block of Quessy Drive in Martensville. The occupant reported to police that the garage of the residence had been broken into the previous night and that a portable Honda generator had been stolen. Police continue to investigate.

SOB STORY

On June 15th at 12:19 a.m. RCMP received a complaint of a disorderly male at the campsites located on 9th Avenue North in

Warman. Police located a 19 year old Humboldt area man who displayed gross signs of intoxication. Other people using the campsite reported that the man had come back from drinking at a bar and had been loud and causing problems. The man was reportedly despondent from a recent relationship breakdown.

Due to the behaviour the man demonstrated he was arrested and lodged in police cells until sober the next day. No charges were laid.

SUDDEN DEATH

On June 18 at 5:20 p.m.

RCMP received a call of a sudden death on Valley Road, south of the City of Saskatoon Nuisance Grounds. A man, employed by a local gas company, had been reported to have been checking on gas lines in the area throughout the day and when he did not report in or return to his office at the end of the day calls were made to his phone with no response. Fellow employees later located the man collapsed and contacted emergency services.

The man was declared dead at the scene. A Coroner attended the scene and further investigation revealed that a 53 year old Saskatoon man had died from a probable heart attack.

Fitness club signs lease at Legends Centre A 24-hour co-ed fitness club – to be the first in the community – is coming to Warman.

Anytime Fitness has signed a lease for space in the Legends Centre multipurpose centre. Martensville Aquatic Centre a popular attraction on hot days

he Martensville Aquatic Centre is off to a great start this summer. About 300 people went through the turnstiles the first weekend the pool was open, according to Kendria Symak, manager of the facility.

“It’s been pretty steady, especially considering the weather during the first part of June was pretty cool and rainy,” Symak explained during an interview on Wednesday, June 20. “On the hot days, there’s a lineup that stretches out to the parking lot. It’s a very popular place to be on sunny days.”

Symak was hired as manager of the aquatic centre after serving as a lifeguard for the past two years.

“I was here the first day it opened, and I really love working here,” she said. “I’m from Martensville. I’ve lived here for 20 years, and it is so nice to have a facility like this that gets used so much by the people from this community and the surrounding area. It’s a very important thing for the kids, and for families.”

Symak said there are 15 lifeguards employed at the pool, as well as a number of cashiers.

“I’d say probably half the staff are young people from Martensville, and the rest are from Dalmeny, Warman, Saskatoon and other communities,” she said.

“The aquatic centre helps provide employment for young people. This year we’re offering a pre-lifeguarding course, so the kids coming in here can learn the baics, and then potentially find work here later on.”

The pool, which features three slides, a shallow area for toddlers, swim lanes and spray fountains, was first opened partway through the 2010 summer season.

Last year was the first full season of operations for the facility, and it came very close to breaking even.

The aquatic facility offers Red Cross swimming lessons and public swim times through the months of June, July and August.

Tim Hortons raises over $11,000 for Camp Day More than 15,000 kids will be going to camp this year, thanks to public contributions and the generosity of thousands of volunteers who raised over $11 million for the Tim Hortons Children’s Foundation across Canada.

In Warman, the local Tim Hortons branch raised over $11,000 on Camp Day, held earlier this month, according to Abby Paradis, manager of the Tim Hortons restaurant in Warman.

The funds rasied on Camp Day, through counter coin boxes and various fundraising activities, allow the Foundation to continue to provide the adventure of a lifetime for children who would otherwise not have the opportunity to go to camp.

Library branch looking to expand facilities

he Martensville Library branch is bursting at the seams.

“We really need to expand our facility,” explained Lorie Newberry, Chair of the Martensville Library Board.

“We’re at the point now where things are very cramped, and we need more space in order to adequately serve the needs of the community.”

During a presentation to the Martensville City Council meeting on Tuesday, June 19, Newberry said the library recorded the highest circulation figures of the 46-branch Wheatland Regional Library system in 2011.

And the numbers just keep on growing.

“Our circulation statistics in the first four months of 2012 show that library check-outs have increased 17 per cent over the same period last year,” Newberry said.

“People are using their local library. Our incredibly friendly and welcoming staff greet many patrons by first name.

This has helped make our library a very welcoming and busy place.”

She said the library’s programming is also attracting people. “This programming includes story-time, guest lecturers, monthly display features, a book club, crafternoons and summer reading programs.”

Between January and May, 2012, Newberry said a total of 461 pre-schoolers, 80 babies and 268 parents attended

the 17 story-hour programs.

Amanda Heiber, the representative of the Martensville Library branch on the Wheatland Regional Library board, said the branch was one of the “top libraries in the region.”

“The community appreciates and supports the facility,” Heiber said. “We need to respond to their needs as well.”

Newberry said the library needs additional space in order to allow more shelving.

“Our collection is growing and our existing shelves are becoming quite crowded,” she said. “The existing space is filled to capacity and adding any more shelves will make the library feel too closed in. Crowded shelves make it difficult for patrons to find the material they are looking for.”

The library delegation received a positive response from councilors at the meeting.

Martensville Mayor Gordon Rutten noted that once the new City Hall building is completed, there will be additional room within the Civic Centre for the library to expand.

Seniors housing development gaining traction

A

n innovative 36-unit seniors apartment complex is well on its way to becoming a reality in Martensville.

At a public meeting at Valley Manor School on Wednesday, June 20, about 50 people turned out to hear a presentation on the project by representatives of Bridge Road Developments, a Manitoba-based company with 20 similar projects currently under construction or in operation in a number of Manitoba and Saskatchewan communities.

By the end of the meeting, more than 15 prospective tenants ponied up deposits of $1,000 each to secure a unit in the building.

And while there are a number of hurdles still to be overcome, including annexation by the City of Martensville of a parcel of land currently just outside the municipality’s southeast boundary, the project could potentially be completed within the next two years.

PUBLIC SUPPORT Terri Hetterly, President of the Martensville Housing Development Committee, is impressed with the strong community support shown for the proposal.

She noted there is significant momentum for the project, pointing out that things got rolling only a few months ago.

“What began in the fall of 2011 with a few Martensville residents meeting to discuss the need for seniors housing in Martensville and surrounding area has certainly made great progress,” she said. “A public meeting was held in November to get feedback from the community. The result of a completed survey was that the community would like to see all levels of seniors housing including independent living, assisted living, all levels of care and low income.”

She noted that the highest priority at the present time is for independent living suites.

ber meeting to look into the feasibility of a housing project, she noted. Shortly afterward, a parcel of land in the RM of Corman Park on the eastern edge of Martensville was offered as the location for a building.

“Charlotte and Edmund Ens offered to donate 2 acres of land to the venture,” Hetterly explained, “with another 5 acres available for purchase.”

The land is on the east side of Range Road 3053 (also known as 10th Avenue) and south of Township Road 384 (also known as Main Street).

“This land is part of the future growth concept plan for Martensville and we will be requesting it be subdivided and annexed in the near future,” stated Hetterly. She noted the committee has been in contact with the RM of Corman Park council and planning department, and there do not appear to be any objections to the plans.

Affinity Credit Union in Martensville is working to help facilitate the project.

Through its involvement in similar building ventures in other communities in Saskatchewan, Affinity was familiar with Bridge Road Developments and steered the committee toward the Manitoba company.

“Our committee felt that the company’s slogan: ‘Turning vision into community’ portrayed what we wanted to

accomplish,” said Hetterly.

COMMUNITY THE FOCUS Ken Rempel, sales and marketing manager for Bridge Road Developments, said there is a real need for this type of housing in Martensville.

“This community has almost doubled in size in the last five years, and there are many people who are ‘young seniors’ - people 50 and over,” he said. “In fact, 74 per cent of the people in Martensville are 64 years of age or younger.”

Rempel said Saskatchewan has the lowest percentage of seniors housing in Canada, followed by Manitoba with the second-lowest percentage. The market for this type of housing is likely to grow over the next few years, he stated.

Under the Bridge Road Development model, the buildings are designed to accommodate the needs of the tenants, investors and shareholders, the majority of whom are resident in the community where it is built. Bridge Road Developments is also a shareholder in the building in addition to being construction and development manager.

Tenants who are looking to become part of the project are required to put down an initial deposit of $1000 to secure the apartment of their choice. Those who sign up first have first choice of location, noted Rempel.

Once the plans are in place, tenants are required to

put up an additional interestbearing investment of $54,000 and sign a tenancy agreement when construction begins.

Once the building is completed, tenants will have a single monthly payment which will include heat, electricity, water, taxes, rent and maintenance.

Television and telephone are separate payments, as is any extra insurance for personal property of the tenant.

Rempel said the monthly rent depends on the size of the apartment, noting that the rule of thumb is about $1.44 per square foot for rent. He said the strongest demand is for apartments in the 1200 to

1500 square foot range.

Rempel said the $55,000 investment earns tenants 3 per cent interest annually, which is deducted from their rent.

He noted there is also an investment opportunity for people who do not wish to become tenants, but who are interested in realizing the guaranteed annual return on their investment.

FUTURE STEPS Hetterly said the committee is working out arrangements with Bridge Road Developments on how to proceed with the next steps.

But she is certain the project will become a reality in

the not-too-distant future.

“As far as when the actual construction can start, that depends on how long it takes to get the property annexed and subdivided,” she said.

“That doesn’t happen overnight. We’re hoping by next spring to see the shovels in the ground. We will still need to get more investors signed up, but we have enough now to make it a reality.”

SPORTS WHS Track & Field - Warman High had a very successful Track and Field season. Warman High had 10 students attend the provincial meet June 1 & 2 in Saskatoon. The athletes competed hard and represented Warman High well.

Its primary function is to support students from grades 10-12 with one to one instruction, modular instruction and online instruction. Attendance is flexible to encourage students to attend when it is best for them.

Students may begin a class at any time in the school year, carry work over a semester or a summer and with the permission of school administration, take one or more classes in the regular school. In the latter situation, students are expected to follow the regular expectations of students at WHS. Storefront is a good option for upgrading core classes and for students who work, especially shift work. There is staff support in English, History, As the 2011-12 school year draws to a close, we are now accepting applications for CASUAL CARETAKING summer help. In order to maintain our school building to the highest possible standard, we require casual caretaking help in our school during July and August. If you are interested in working on a casual basis this summer, please contact Randy Willms, Caretaking Supervisor at 683-2916 as soon as possible for more information. Students, parents and community members are welcome to apply!!

NOTICE OF ORGANICS WASTE DEPOT The town will once again make available to residents an “Organics” waste depot, effective May 2012. This depot is for the collection of organics – grass clippings, leafs and small tree trimmings and will be located on the south side of North Railway Street East [the same location as the old recycling bins].

As this new green bin is for organics ONLY, no plastic bags will be allowed in the bin. A separate red bin will be on site for the disposal of your plastic bags after emptying them into the green bin.

Please DO NOT drop any food waste or other waste into this bin. Food waste will attract flies and cause foul odours.
