Education funding focus of PSSD meeting with elected representatives

T

he Prairie Spirit Board of Education had a productive meeting with Donna Harpauer, MLA for Humboldt and Minister of Education, and Nancy Heppner, MLA for Martensville, at its regular meeting on Monday, February 6.

The Board invites all MLAs whose constituencies are within the school division boundaries to meet with the Board at least once each year. One of the Board’s advocacy goals is to connect with local and provincial government representatives on a regular basis.

The Board discussed a few issues of concern to Prairie Spirit, including the new provincial education funding model, relocatable classroom allocation and adequate funding for growing school divisions.

“We all have the common goal of doing what is best for students,” Larry Pavloff, Board Chair, told the MLAs. “We want to partner and work together to find solutions.”

The Board highlighted the new school facility in Duck Lake that was completed at the end of January.

In addition, the Board told the MLAs that construction of the new school in Warman is underway.

The Board heard a presentation about Division supports for English as an Additional Language (EAL) students in Prairie Spirit.

The presentation was led by Catherine Costa, the EAL Learning Support Facilitator (LSF) in the Division with assistance from Superintendent Karen Campbell and Trish Reeve, Coordinator. Costa reported that the number of EAL students in the Division has grown considerably over the past few years. There are approxi-

mately 26 languages represented by the 562 EAL students throughout the Division. Prairie Spirit is focusing its EAL supports on the following critical areas: Reception and Orientation; Initial Assessment; Placement and Support; and Monitoring and Reporting.

COLONY SCHOOLS Two of Prairie Spirit’s eight Hutterite principal/ teachers also attended the Board meeting. Ken Legge (Eagle Creek Colony) and Vern Lepp (Hillcrest Colony) both made short presentations to the Board about

their work. Hillcrest Colony will be splitting and forming a new colony called Lost River, located near Allan, SK. The German teacher from Hilllcrest Colony, Mike Wollman, also joined the meeting and thanked the Board for its ongoing support of Hutterian education throughout the Division.

unicipalites in the fast-growing region northwest of Saskatoon are working together to coordinate services and infrastructure.

Warman Town Council endorsed a resolution at its February 13 meeting to participate in a working group with neighbouring municipalities, including Martensville, Osler, Saskatoon and Corman Park.

The “Planning For Growth” working group, made up of the administrator and a council member from each municipality, will share information and coordinate infrastructure plans.

The working group will focus on issues such as population growth, transportation links, storm water managment, regulatory frameworks, and funding options.

Town of Warman, said one of the first priorities of the working group is working out the terms of reference for handling wastewater. Two options are currently under study. One would rely on the City of Saskatoon as a service provider and involve expansion of that municipalty’s facilities. The other option involves a proposal for a regional wastewater facility.

The working group will grapple with a wide range of concerns and will periodically bring in various stakeholders to contribute expertise and information.

Warman town council also voted at that meeting to endorse a proposal to create a regional watershed association. The watershed association would deal specifically with concerns related to flooding and water drainage in the area northwest of Saskatoon. Other municipalities involved in the association include Martensville, Osler, Dalmeny and Corman Park.

Junior hockey record falls with a thud Chiefs surpass 24-year-old mark for consecutive wins set by Valley Crusaders

he Delisle Chiefs locked up first place in the north division of the Prairie Junior Hockey League (PJHL) last Wednesday with a convincing 13-1 win over the visiting West Central Rage.

The team made it a record 23 wins in a row on Saturday night in the regular season finale at Harold Latrace Arena in Saskatoon, winning 9-2 against the Saskatoon Westleys. The Chiefs finished the regular season in first place with 64 points.

The winning streak helped the Chiefs break the North Division record for the Junior B hockey league, set in 1987-88 by the Keystone Cup-winning Warman Valley Crusaders.

After his team’s win over the Rage, Chiefs head coach Dave Norris said tying the Crusaders’ 22game winning streak record is a big accomplishment, and maybe a good omen as well.

“It’s a record that’s lasted 24 years,” he noted with a grin.

“That’s pretty impressive. I used to play for the Crusaders, so it would be interesting to out-do my old alma mater.”

ship back in the late 1980s, maybe the Chiefs can too. This is the first time the Chiefs have finished first in the division, and they’ve got their sights set on carrying the momentum through the playoffs and qualifying for the Keystone Cup tournament, scheduled for Latrace Arena Aprl 19-22.

To earn a berth in the western Canadian championship tournament, the Chiefs will have to win the PJHL north division playoffs and then beat the winner of the south division.

The Saskatoon Royals, which will finish second in the north division, are the host team for the tournament and are guaranteed a shot at the Keystone Cup regardless of the league’s playoff outcome.

“The guys really wanted to sew up first place,” said Norris.

“They’re excited, but they’re not going to be content until they win the league and get their hands on the Keystone Cup.” Norris isn’t worried the Chiefs will lose any intensity during the lull between the end of the regular season and the beginning of playoffs.

“A few games ago, we weren’t playing as well as we could, but we were still getting the wins,” he said. “And now we’re starting to come around and play to the level we were earlier. The guys have the attitude and the desire to keep it going.”

The last regular season home game against West Central on Wednesday, February 15 was a mismatch on paper, given the visiting team’s 8-28 record. The Chiefs went into the game with 31 wins and only 8 losses.

riod and a half. But with a short bench, it was only a matter of time before their legs and lungs gave out and they collapsed under the weight of the Chiefs’ onslaught.

The Chiefs backup goaltender Joel Adams played a strong game, giving up only one goal in the last five minutes.

DITTO BREAKS 100 The game against the Rage was a record-breaking night for Chiefs’ sniper and playmaker Eric Ditto, the north division’s top point-getter. With two goals and five assists, Ditto finished the game with 101 points.

He added another 7 points in the Saturday game, bringing his overall total to 108 points for the season.

Ditto’s linemate, Chiefs’ captain Russ Schneider, wasn’t far behind, collecting two goals and four assists during the game game on Friday, and adding another 6 points on Saturday. He’s also not far behind in the scoring race, with 91 points on the season.

Both players, along with teammates Justin Kerr, Cam Irwin and Andre Lalonde, were named to the north division’s all-star team. Ditto said he owes a lot to his teammates for making the season one for the record books.

“Coming into the season, I thought it was a realistic goal because I knew I’d be playing with Schneider,” Ditto said in an interview after the game in Delisle. “We get along good on and off the ice.

We get in the groove and we seem to know where the other guy is, so the plays usually click. It really helps to be on a line with a playmaker like Russ.”

Ditto said he and his linemates rely on speed and grit to get around the other team’s defense.

“The most important thing I try to do is find some open ice so my linemates can get me the puck,” he said. “If I can set up the other guys, I know they’ll bury it too.”

Skating freestyle Martensville’s outdoor ponds and canals perfect for old-fashioned fun

W

ith longer daylight hours and warmer temperatures, the late winter months of February and March offer a great opportunity to for people to get outdoors and shake off that case of cabin fever.

Sure, there’s not a lot of white stuff on the ground, and snowmobilers, skiers and tobogganers are finding it tough sledding these days. But why not dust off the skates and get out for some fresh air?

There’s a little-known natural ice surface in the heart of Martensville that’s got to be experienced to be appreciated. The interconnected drainage ponds and canals that wind their way thorugh Kinsmen Park in Martensville’s northeastern neighbourhood – near the aquatic centre and North Ridge Centennial Community Centre – aren’t your average neighbourhood shinny rink. There are no boards, no lights, and no hockey nets.

But there’s an figure-eight skating track, a large area suitable for pickup shinny, and a wide, impeccably-groomed ice surface that winds its way leisurely underneath a pedestrian bridge and along a canal for about a quarter of a kilometer. Along the banks of the canal, chickadees and other hardy bird species who spend the winter here can be seen perched in the branches of poplar trees. On a sunny day, it’s a quiet, peaceful location that’s just perfect for a family skate.

Martensville’s answer to Ottawa’s Rideau Canal isn’t nearly as long or as fancy, but it’s every bit as enjoyable. Best of all, it’s free.

The city’s Department of Recreation and Community Services, under Director Dave Bosch, has made the park a focal point for the community.

Dana Nesbitt is one of the people who ensure that the ice surfaces on the interconnected ponds and waterways in Kinsmen Park in Martensville are ready to welcome skaters. A resident of Dalmeny, Nesbitt works for the Parks and Recreation department of the City of Martensville. He and other members of the city crew who take care of the indoor and outdoor recreational facilities in Martensville say the Kinsmen Park natural ice surface is a special place.

“It’s a real jewel,” said Nesbitt, who along with fellow city crew member Robert Geisler was working to clean the light dusting of snow off the ice last Friday.

“But it has the potential to be used a lot more than it is. A lot of people don’t realize this place exists. They use the park in the summer, but when winter comes, people just tend to stay inside, and they miss out on days like this.”

An experienced ice-road maker who worked for many

years in northern Saskatchewan, Nesbitt brings his knowledge of ice safety to the task of flooding and grooming the surfaces, using mostly materials at hand.

“We flood the ice regularly,” he said. “There’s actually an art to making good ice, especially outdoor natural ice.

We pump the water from the pond itself onto the ice at intervals to keep it smooth and also to ensure the ice is thick enough to be safe. We monitor the thickness all the time, and if it’s not safe we post warning signs.”

Nesbitt said occasionally, a thin application of hot water is applied to the ice surface to get a nice flood, but mostly the flooding is done with cold water pumped from under the ice. The snow is cleared using a bobcat. Two weeks ago, the pond and canal were in tiptop condition for the City of Martensville’s annual Winter Festival, which featured one section of pond ice marked out for ‘jam-can’ curling.

The pond is easily acces-

sible – directly across 3rd Street North from the North Ridge Centennial Community Centre – and features a large parking lot. There are park benches right down on the ice surface for people to put on their skates, and the boundaries marking the limits of the safe ice are clearly marked.

Nesbitt says there are some ponds in Martensville where the ice surfaces are less reliable, noting the ponds in the southeast part of the city can actually be dangerous.

“There is one pond where the ice tends to vary widely in thickness,” he noted.

“It can go from two or three feet thick to virtually nothing very quickly.” He said the ice in that pond is not stable due to the presence of an underground spring, and also the activities of muskrats and other wildlife.

“There’s nothing quite like outdoor ice for skating,” he said. “But safety is very important, and that’s why we monitor the ice conditions every day.”

Legion Dominion Championship celebrates grassroots curling

he Tim Hortons Brier in early March will focus attention on Saskatoon, as the most high-profile curling competition in the country square off on the pebbled ice.

But it’s not the only national bonspiel coming to Saskatoon next month. The Legion Dominion Curling Championship is scheduled for the Nutana Curling Club in Saskatoon March 18-22.

And while the competitors in the Legion Dominion spiel are not on the same level as the professionals shooting for the glory, fame and prize money of the Tim Hortons Brier, they might just be having a lot more fun.

“It’s all about the grassroots of curling,” said Rick Middleton of Osler, a member of the Martensville Curling Club and one of the organizers of the Legion Dominion Curling Championship. In an interview last week, Middleton said the Legion has been organizing these national bonspiels at least since the 1950s, when curling was in its heyday.

“It’s been around a long time, and I’d have to say it’s one of the best bonspiels when it comes to the social and fun aspect of curling,” said Middleton. “That’s really what the sport is all about, in my opinion. It’s competitive. No doubt about it. There are teams there that have been to the Brier in the past. But it’s competitive in a fun way. You get a lot of kibbutzing among the different teams on and off the ice.

It’s not about the fame or the money or the glory. It’s flat-out fun.”

The opening ceremonies for the bonspiel kick off Sunday, March 18 at 6:30 p.m.,

with a colour guard, bagpipes and a parade of teams from the various provinces. The competition winds up Thursday, March 22 with an awards banquet. There are two draws daily – one at 9:30 a.m. and one at 2:30 p.m., and the public is welcome to view the games, which all take place at the Nutana Curling Club. The bonspiel is sponsored by three Legion braches in Saskatoon.

Middleton said there will be teams from 7 provinces competing in the Legion Dominion Championship this year.

“We don’t have teams from Ontario, Alberta or New Brunswick, unfortunately,” he explained. “It’s part of an overall decline in curling at grassroots clubs across the country.

We’ve seen a drop in participation in provincial playdowns here in Saskatchewan over the past number of years too.

It’s unfortunate, because it’s a family-oriented sport that has the potential to attract a lot of young curlers.”

YOUTH CURLING Middleton speaks from experience. A few years ago, he and some other members of the Martensville Curling Club launched a junior program with the schools in Martensville to encourage students to take up the sport.

“We put out flyers and made a lot of phone calls, and we quickly ended up with a full program,” said Middleton. “But you have to have the right system in place, and you have to have volunteers.

He noted that there is a good potential supply of volunteers among adults who want their kids to become involved in curling. But the whole curling club has to buy into a junior program to make it work.

“It’s not enough just to donate ice time after school,” he said. “It doesn’t work because the parents of the kids have to be there too. What really needs to happen is that the curling club has to give up an evening and donate the ice to the juniors. Then the adults can be there to coach and mentor the kids and help them learn the game and get them excited about continuing with the sport.”

Ignorance at root of aversion to Mexican tourism the sun.

What we found during our time in Manzanillo was true to every word that we had been privy to. The people who live and work in the port city are not only friendly but are also hard working and humble.

In short, there was not a single time on or off our resort that I didn’t feel safe or fear for my wife and fiveyear-old son’s well-being.

Whether it was on the beach inside the resort or during a shopping expedition through the markets, we were always greeted with smiles and a cheery “Hola!” by pretty much everyone.

Manzanillo is only one of the many safer areas in Mexico. The others, as one would expect, include the popular resort destinations Puerto Vallarta, Cancun, Playa del Carmen on the Riviera Maya as well as, yes, Mazatlan. Just like at home, there are areas of those cities – including Manzanillo – that a person just shouldn’t wander into. It’s really no different than being out after dark in Vancouver’s lower east side. If a person goes alone or without regard for their surroundings, the percentage of something “bad” happening increase exponentially.

In the weeks leading up to our trip to Manzanillo, I followed with great interest various postings on news websites as they related to Nabb’s vicious beating at the hands of a young Mexican suspect. For every person who defended the country, there were at least five who replied that Mexico should be wiped off the planet or that the Canadian government should make it mandatory that no one travels there.

Ignorant comments like those only prove that some people are able to generalize. There is no attempt to research the issue or educate themselves. It’s simply easier, apparently, to blanket the entire country with ignorance.

What we saw in Manzanillo was nothing like what is often seen on the suppertime news. There were no gunfights. There was no bloodshed on the streets.

There was no fear.

If people who brand Mexico as a place to be “wiped off the map” are taken seriously and, if our mainstream media continues to sensationalize events in that country, we Canadians have every right to be embarrassed.

Mexico is a great place to visit as long as common sense is used. Really, it’s no different than visiting anywhere in Canada.

Living in fear.

It’s not something we are familiar with where we live.

Sure, there’s petty crimes like break and enters as well as vandalism and the like, but on the whole we in Saskatchewan and Canada live in a pretty civilized and passive society.

We aren’t completely immune from violent crimes, though. Everyday I get police reports of knifings, shootings and assaults. But, most of the violent crimes are committed by people who know each other.

The best advice for avoiding these types of crimes is to, at certain times of the day, avoid the “bad areas” of towns and cities where they typically happen. It’s called common sense.

Over the past couple of years, Mexico has seen a spike in violent crime thanks to an all-out offensive by the government on various drug cartels who are fighting each other for territorial dominance. The violence has been so incredibly bloody that many governments around the world – including Canada’s – have invoked travel advisories for specified regions of the country. Most of the affected regions are near the border to the United States while a few others are in place for areas closer to Mexico City.

What happened to the young woman from Calgary in January while in Mazatlan was a one-off. For those who never heard, Sheila Nabb was violently assaulted and left for dead in a hotel elevator while her husband slept in their room.

Nabb’s assault never came at the hands of the drug cartels. Her tragic incident was initiated for reasons other than that – details of which we still do not know.

I booked our family holiday in the Pacific Coast city of Manzanillo less than a week before Nabb’s assault.

Despite all the furor over her beating as well as the murders of three other Canadians in the months leading up to our vacation, never once did I feel unsafe or unsure about our destination.

The reason?

I had researched and asked my travel agent, Heather Hartshorne at Marlin Travel, plenty of questions.

For all the rejoicing over the latest population news emerging from the 2011 Census, the news wasn’t all that great for a lot of rural Saskatchewan communities.

Sadly, this has been an 80year reality for all too many of Saskatchewan’s hamlets, villages and towns.

But there is an upside to the latest five-year head count: A lot of Saskatchewan’s bigger towns and smaller cities are growing faster than at any time in recent memory.

News that Saskatchewan’s census population has reached 1,033,381 was embraced by Premier Brad Wall’s government as a grand achievement for a province that has had remarkably little to celebrate in census years for the past quarter century or longer.

The last and only other time the census showed the province’s population to be more than one million was in 1986 when it registered at 1,009,610. (It’s important to note that the census population numbers – although they become a historical record – are not as accurate as other Statistics Canada numbers because of what is referred to the “undercount” of those that don’t fill in their census forms.

In actual fact, Saskatchewan broke the one-million population barrier in July 2007 – the last few months of the

Of course, the news was a call for celebration for the Wall government that may very well be invincible until if and when the population trend reverses. So much emphasis is placed on growth in this province that it has become an important political weapon for government when the numbers are as good as they now.

And given Wall’s Sask. Party set a goal of 1.1 million people by the end of its first decade in office, these growth numbers are particularly important.

The irony, however, is that the numbers aren’t great where Wall and the Sask. Party have traditionally have had its strongest support – in rural Saskatchewan when the slow, painful march towards depopulation continues on.

For example, the census showed the village of Atwater to be at zero – much to the chagrin of village residents like Sharon Gelowitz who told the CBC there are about 31 people living in her community.

(Again, the Census numbers are never the most accurate.)

Overall, the percentage of Saskatchewan people living in areas as defined by the census (communities of less than 1,000) has dipped to 33 per cent in the 2011 Census from 35 per cent in 2006. While 33 per cent is still more than the next most rural province (Manitoba, at 28 per cent) it pales in comparison to what Saskatchewan once was. In 1956, 63 per cent of the population was considered rural. And in 1971, it was still 47 per cent.

The vast majority of the growth is occurring in the major cities like Saskatoon and Regina that are not only benefiting from the influx of people coming from out-of-province, but also from people moving from the smaller communities into the cities.

There again, the resource boom of the past decade is clearly benefiting other communities. For example, Carlyle enjoyed 14.6-per-cent growth to 1,441 last from 1,257 in the 2006 census. Other communities experiencing substantial growth included: Weyburn, 11.1 per cent (from 9,433 to 10,484 in 2011); Estevan, 9.6 per cent (from 10,084 to 11,054);

North Battleford, 5.3 per cent (from 13,190 to 13,888); Yorkton, 4.2 per cent (from 15,038 to 15,669), and: Swift Current 3.7 per cent (from 14,946 to 15,503).

The fastest growing town in Saskatchewan was White City and the fastest growing city was Martensville (although, their proximity to Regina and Saskatoon might have a lot to do with their growth.

This is obviously good news for these communities benefiting from Saskatchewan’s economic boom As for a lot of the smaller “rural” communities the 2011 Census underscores a longterm trend.

Producer cars, shortlines at risk with loss of CWB

Last fall I had discussions with federal Transport Minister Blaine Calkins, to warn of the imminent mistake the federal government was making, in pushing so hard for the passage of Bill C-18, against all normal cautionary parliamentary procedures. Bill C-18 would eliminate the Canadian Wheat Board single desk.

Mr. Calkins apparently has not taken those warnings to heart, and neither did any of his fellow Conservative Party MPs or Senators. In order to gain a real understanding of the issue, one must consider real life examples.

A very good example is the Battle River Railway, a shortline rail line which runs from Alliance in eastern Alberta, northwest to Camrose.

Census not great for rural Saskatchewan

cades about six out of every seven towns have lost their elevators, due to grain company consolidation, deregulation of grain transportation, the loss of the Crow Rate, and the loss of cooperatives.

Besides higher freight rates and higher elevation charges at the bigger terminals, farmers have faced significantly higher trucking costs to deliver grain to elevators further from home.

As a result, some farmers began to exercise their right to load rail cars themselves on sidings close to home, typically on the ones that used to serve the now decommissioned local town elevators.

In 2010, more that 12,500 rail cars were loaded directly by farmers themselves in the three prairie provinces. This activity was possible because the Canadian Wheat Board (CWB) had the authority over Canadian National and Canadian Pacific to allocate

cars to sidings where farmers needed them. Bill C-18 effectively eliminated that authority.

In 2003, farmers around the Battle River Railway started to form a cooperative in order to organize the producer car loading, which has steadily increased ever since.

In 2008, CN wanted to sell, or else decommission, the line. The local farmers were determined to not let that happen, so they did a lot of work to get the skills and knowledge to own and operate a railroad themselves.

With help of all kinds of local people in their eight communities, they purchased the line for $4.3 million, acquired a locomotive, and formed the farmer owned and operated Battle River Railway Cooperative.

In the 2010 crop year the Battle River Railway Cooperative generated $1 million in profits from elevation sav-

ings on the 800 rail cars they delivered, and $600,000 from blending activities, besides other income. Spurred by the new economic activity and profits, the small communities near the rail line have enjoyed a revival.

However, now with Bill C-18 passed, Prince Rupert Terminal has let the Battle River Railway Co-op know that they will not accept blending activities from them anymore. Without the CWB’s single desk authority, farmers need a contract with one of the grain companies, or other buyers, to sell grain.

Why would grain companies offer farmers a price honouring the incentive for producer car loading, when the only alternative is to truck it further to the grain company’s own elevator on the main track? Aging population means current OAS program unsustainable I know many seniors have been asking one question recently - will my Old Age Security cheque stay the same?

Many Canadians close to retirement have also been asking whether Old Age Security will be there for them when they reach 65.

The answer to both questions is yes.

The Harper Government is committed to protecting retirement income for today’s seniors, and for future generations of retirees.

We have taken important steps to support seniors, including: * Increasing the Guaran-

teed Income Supplement for the most vulnerable seniors by $600 per year - the largest increase in 25 years. This measure improved the financial security and well-being of 680,000 seniors across Canada. * Reducing taxes by introducing pension income splitting and increasing the age credit. * Introducing innovative new programs such as the tax-free savings account and the PRPP to help Canadians save for retirement.

As a result of our actions, seniors can individually earn approximately $19,000 per year or $38,000 as a couple before paying federal taxes.

As we all know, Canadians receive retirement income from a variety of sources, including the Canada Pension Plan and Old Age Security.

The Canada Pension Plan is funded by premiums from each of our paycheques and it is on a safe, secure, and sustainable path.

Old Age Security, on the other hand, is funded from general government revenue and is not sustainable in its current form.

In 1975 there were seven working taxpayers for every retired Canadian.

Because our population is getting older, today there are only four working-age Canadians for each senior.

By 2030, the total number of retirees will nearly double, leaving only two working-age Canadians for each retiree.

Amidst these changing demographics, the annual cost of the Old Age Security program is projected to increase from $36 billion in 2010 to $108 billion in 2030.

In short, the cost of Old Age Security is going up quickly and the number of working Canadians to pay for it is going down significantly.

If changes are not made to the Old Age Security program,

it will become unsustainable in the long-term.

It is not just us that are saying it. The MacDonaldLaurier Institute says that, if we do nothing, our deficit will double over the next 30 years due to the demographic challenges we face.

Standard and Poor recently released a report that stated that age related costs would nearly triple our debt by 2050.

Failure to make important decisions now will put the program in jeopardy for future generations.

I can guarantee you that any changes to Old Age Security will not affect anyone currently receiving benefits, nor will they affect any individual now nearing retirement.

Other Canadians, who are not near retirement, will receive substantial notice of changes to Old Age Security, to ensure they have ample time to plan for their future.

The Harper Government will take responsible action to ensure financial stability for future generations of seniors and give them confidence that Old Age Security will be sustainable and available to them in their retirement.

Blame game aggravates ongoing situation in RM of Corman Park I attended the recent public meeting at Merrill School sponsored by Division 4 candidate David Greenwood.

I want to thank Dick Friesen and Carol Teichrob for their information on the history of the original three RMs that eventually formed the present Corman Park. As past reeves they were both present when the amalgamation happened.

Thanks to George Rathgeber for acting as MC and David Greenwood for hosting the

gathering. I was impressed with all.

The one person who disappointed me was Reeve Mel Henry. He played the victim during the meeting, explaining how people were against him and how four councilors didn’t respect him.

Many times during the evening Henry spoke desparagingly against the past reeve, two administrators and those same four councilors, naming them all over and over. This

was unacceptable as not one of these people were present to defend themselves or refute allegations.

Henry played the blame game without ever taking any responsibility for the mess of the current council. There is no doubt after listening to Henry some people realized he has created part of the problem. To talk in an open forum with such offensiveness and disgust about your councilors, your team mates, and other elected officials, and then expect these same four councilors to show you respect in the council chambers is delusional.

Mel Henry needs to stop berating his team members, whether at public meetings or local coffee shops, and start trying to mend fences.

Carol Teichrob, Dick Freisen, and Ed Hobday did not have this type of dysfunctional council. They had the ability and desire to get their councilors to work together to find consensus, not to divide.

Children use the “divide and conquer” method with their parents. Mel Henry should not use this strategy to rule. It will only work for a very short time.

Collisions, break-ins and good old-fashioned pail of oats all part of RCMP’s week Submitted by Sgt. Warren Gherasim Acting Commander Warman RCMP Detachment

HIGHWAY 7 COLLISION On February 17 at 3:20 a.m. Warman RCMP were dispatched to a call of a head-on collision between a transport truck and a car on highway 7, approximately 3 kms east of Vanscoy, SK. Police attended with Delisle Fire Dept. and MD Ambulance. A westbound Chevrolet Malibu had collided with an eastbound Kenworth tractor-trailer unit.

The driver of the car, a 19 year old male from Delisle, was determined to have nonlife threatening injuries and was transported to Royal University Hospital by MD Ambulance.

The driver of the transport truck, a 33 year old male from Sturgis, was uninjured. There were no other passengers in either vehicle. Alcohol is believed to be a factor.

A collision re-constructionist attended and the police investigation continues and charges may be pending.

TRAFFIC SAFETY The Warman Detachment officers continue to concentrate their efforts on traffic safety issues such as distracted driving.

Even with heightened enforcement and numerous traffic operations, calls continue to come in concerning erratic driving.

Eleven traffic complaints were received and 57 tickets issues during two selective traffic enforcement operations involving Warman, Martensville Detachment members, and officers from the Saskatoon RCMP Regional Traffic Services.

Police will continue to work on enforcing the Provincial Statutes to ensure the road safety is an enforcement priority.

PROPERTY CRIME On February 14, during the daytime hours, a Break and Enter in the Langham district resulted in a broken door and some chains stolen.

Between February 8 and 15, a Hit and Run on 100 block of Centennial Boulevard in Warman resulted in a 2006 KIA Sportage receiving damages on the driver’s side rear quarter panel and tail light area.

On February 9, Warman RCMP attended with Langham fire and located a utility trailer that was totally burnt and smoldering just north east of Langham on a summer road.

At 7:00 p.m. witnesses reported seeing a vehicle, described as a Ford F150 short box 1999 style dark colored leaving the scene and then seeing flames. The police ask the general public to contact the Warman Detachment if they can identify the trailer or have any information on the matter.

If anyone has information on the above incidents, they are requested to contact the Warman Detachment at 9751670.

CRIMES AGAINST PEOPLE On February 15, the Warman RCMP responded to a nuisance dog complaint, in the Corman Park district.

A land owner was concerned for his personal safety based on the actions of the dog. The call had a positive outcome as the owner quickly took a liking to the dog and has now agreed to care for it until such time as the owner can be identified.

Darby Mills of the Headpins headlines a cabaret in Saskatoon when it released its breakthrough album “Turn it Loud” in 1982. The band opened for big league heavy metal bands like Whitesnake, KISS and Aerosmith through the 1980s, and their “Lock Up Your Sons” tour is the stuff of Canadian rock legend.

After leaving the Headpins in the late 1980s, she released a solo album in 1991 called “Never Look Back”.

She returned to the Headpins a few years later, reclaimed her throne as “Queen of the Canadian Screamers,” and she’s been a fixture on the classic tour circuit ever since. In 2005 she was nominated for a star on Canada’s Walk of Fame.

Two other original members of the Headpins, Ab Bryant and Bernie Aubin, are still with the band. The other founding member, guitarist Brian MacLeod, passed away from cancer in 1992.

His replacement, Tony Dellacroce, has been with the band fifteen years.

The lead singer for the Headpins says there’s been ups and downs over the decades. The days of playing to sold out crowds of 50,000 people are long past, and some of the smaller bars and clubs are places she’d avoid if she wasn’t on stage.

But all things considered, life is still an adventure for the mother of two teenagers.

A native of Vernon, BC, Mills started out in the mid1970s doing background vocals for rock bands in Vancouver. She signed on with the Headpins and was the lead singer with that group

This year’s Awards shortlist recognizes the excellence of the premiere Saskatchewan authors but more specifically the indigenous writers are being recognized in almost every category.

Bus Operations in Inclement Weather Occasionally severe weather conditions require the school to cancel bus operation.

The general guideline is that buses will not run if the combined temperature and wind chill results in a reading of minus 40 degrees Celsius or colder. On the days that buses are not running, Warman Elementary and Warman High School will still be open and will continue to have classes. Please note as well that on days when the buses don’t run in the morning, they will not run in the afternoon.

The Warman High School Community Council was formed four years ago.

It consists of more than five and less than nine elected members, as well as one or two students, First Nations and Police representatives the Principal, Teachers and designated others. Members are dedicated volunteers who provide advice for educational planning and decision making at the School level and are interested in working with the Board of Education, school division administrators, parents, community members and other Council members. The Council meets monthly has its own constitution and is committed to fulfilling a vital link in school level governance.

Actions and responsibilities include: Approval of fundraising activities, school fees and student code of conduct.

Jointly developing the Learning Improvement Plan with the staff and

School.

Providing advice to the School, Board of Education and other Community organizations.

Assisting with Conferences, Meetings, Publicity, and other School events.

Dealing with Community questions and concerns.

Align work with Provincial and School Division goals and initiatives related to student learning and well being outcomes.

The Warman Junior Girls Basketball team won the Central Valley Athletic Conference Championship for the 2nd year in a row on Saturday, February 11th at VCA. The Wolverines had a very successful season, compiling a record of 19 Wins and 2 Losses. The team finished 2nd in the Dalmeny tournament, won the VCA tourney, won our home Blast-Off 2012 tourney, and finished 3rd in the Hot Hoops tourney in Lloyd. The girls defeated Hanley, Hepburn, Clavet and VCA on their way to a second straight title. A special thanks to all the players, parents, and fans who helped to make this year a tremendous success. Next year looks very promising for the Junior Wolverines, as 8 of 14 players are eligible to return.

This year’s Championship team consisted of: Grade 9 Students: Nicole Philipchuk, Monica Trottier, Jayden Weber, Sonia Parsons, Natasha Maraschak, Sarah Hendricks; Grade 8 Studetns: Breanne Boy, Amy Olynick, Kathleen Pauli; Grade 7 Students: Danica Fast, Marissa Olafson, Chelsey Misskey, Faith Reid, Rebecca Hryhoriw Jr "B" Basketball Congratulations to the Jr "B" girls basketball team on placing second at their home tournament. Great season!!! Special thank you to Mr. Dan Koski for staying after his internship and coaching the Jr. Boys team until the end of the season.

Cheerleading Fifty students are involved in our junior and senior teams. We are excited to host our Sixth Annual Warman Cheer Classic on Friday, March 16 and Saturday, March 17, 2012. Competition starts at 4 pm on Friday and 10 am on Saturday. Admission, $10 Adults, $5 for children 10 and under, 2 days pass $15. Wrist bands available for purchase at the office beginning March 1st. We are again expecting 1300+ athletes from Saskatchewan and Alberta to compete in age categories from 6 to adult. It will be an exciting competition!

Warman High School has been chosen to host the Saskatchewan Cheerleading Association’s Provincial Competition on March 24 & 25. Warman High School’s Junior and Senior teams will be competing. We look forward to having many supporters at the competition.

Art Department Warman High is pleased to announce that it has been awarded an ArtSmart Saskatchewan grant. Students in grades 6 and 7 will be working with Clint Neufeld, a professional artist from Osler, in creating sculptural works that reflect students' cultural heritages and Saskatchewan identities. Clint will also be working with grades 8, 9, 10, & 11 art classes in a similar endeavor. Select students' artworks from the project will be on display at the Mendel Art Gallery's Auditorium from April 4th - May 12th, as well as at Warman High later in May for an art show evening.

In the few studies that have been done, athletes, with lack of food, performance decreases. This is why it is recommended to consume some food and drink prior to exercise according to Marie Dunford, PhD, RD, author of the textbook Nutrition for Sport and Exercise ICengage Learning 2007). The intensity and duration of the workout must be considered when deciding how much and when to eat.

The average person out there doesn’t realize that the body wakes up in an energy-deprived state. Depending upon when the last meal was consumed the night before or the last snack a person may go without food for 10 - 15 hours.

Normally, the body get energy from fat and carbohydrates. Glucose, or sugar from carbohydrates, is needed to metabolize fat and is the exclusive fuel sourve for the brain and red blood cells. The liver’s stored glycogen supplies the body with glucose throughout the night. Upon waking, your body may be low in blood sugar and the liver may be glycogen deficient. Therefore, this limits energy needs for the brain and body. The brain needs glucose to function and if you exercise in the morning this glucose is also needed for the muscles to work efficiently. Glucose also helps in the recovery after the workout.

Breakfast provides available calories for morning activities, not just a workout. It also helps to obtain all necessary nutrients. Protein is needed for muscle building and repair, as well as for other functions, including maintenance of hormones and enzymes.

Most people get too much protein but they tend to consume it later in the day.

New research suggests that it is better to consume a little bit throughout the day. One reason why, is that the body doesn’t function optimally on one meal a day. The body can’t absorb 100% of the nutrients at one time. So, by consuming several meals per day the body can absorb more of the nutrients it needs to function. By spreading out these meals helps also to maintain lean muscle mass and to function better.

Additionally, fiber, all essential vitamins, minerals and other micronutrients are supplied when break fast is consumed. It is an important way to ensure your body is ready for the day.

The Vipers shut out the North East Wolfpack 4-0 during their final game of the regular season at the Legends Centre in Warman on Friday, February 17.

With the victory, the Vipers leap-frogged over the Wolfpack into top spot in the league’s north division, finishing the regular season with 36 points and a record of 16 wins, 4 losses and 4 ties.

The Wolfpack placed second in the league with 35 points and a record of 15 wins, 4 losses and 5 ties.

The Vipers earned a bye through the first round of playoffs. North East also receives a bye, while 3rd place West Central goes up against 6th place Humboldt and 4th place Battlefords takes on 5th place Prince Albert.

Bruins upset Dinsmore, now take on Rosetown

The Delisle Bruins advanced to the second round of Sask. Valley Hockey League playoffs last week after sweeping the Dinsmore/ Lucky Lake Dynamos in two straight games.

The Bruins beat the Dynamos 6-3 in Delisle on Tuesday, February 14, and went on to win 5-3 on Wednesday, February 15 in Dinsmore.

The Bruins, who finished 5th in the regular season standings, went on to lose their first game against the Rosetown Redwings by a score of 4-2.

he Warman Wildcats spanked the host Rosthern Wheat Kings 8-2 last Sunday to take a 2-1 lead in their best-of-five Fort Carlton Hockey League (FCHL) playoff series.

The Wildcats have a chance to advance to the second round by finishing off the Wheat Kings at home on Thursday, February 23. If they’re successful, it would be one of the biggest upsets of the season.

The second-place Wheat Kings rolled through the 20game regular season with 18 wins and only 2 losses. But the post-season is a different story. After losing the first game 8-4 in Rosthern on February 10, the Wildcats came from behind to win the second game 5-4 in Warman on February 11.

“I was a little nervous coming into the game,” said Baron in a post-game interview. “Rosthern’s a good team, and we knew it wasn’t going to be easy playing them in their own barn, with the big ice surface. We really had to come out and play our own game and take it to them.”

After a scoreless first period, Baron said his confidence level was high.

“I really started getting into it,” he said. “Everything was hitting me and I was getting some lucky bounces too.

It’s one of those things where it makes you feel good when you see that puck and nothing’s getting past you.”

Baron said with five players out of the lineup, some with season-ending injuries, the rest of the team dug deep to pull out the win.

“It just shows the integrity of the team,” he said.

“They came out and fought hard the whole sixty minutes. They didn’t let up, and it made me feel comfortable

out there knowing they were scoring goals. All I had to do was keep the puck out of our own net.”

Despite being outshot 3528, the Wildcats lit up the scoreboard. Doug Harms, Shayden Regush and Dan Lind scored two goals each, with singles coming from Cory Perkin and Brett Hesterman.

James Palmer and Ryder Renneberg replied for Rosthern, while Jon Krahn made 20 saves between the pipes for the Wheat Kings.

Wildcats coach Stu Regush said it was one of the best team efforts he’s seen all season.

“It was a great game,” Regush said. “What else can I say? Everybody came out and played exactly like they were supposed to. All the lines were firing. We had a short bench, so the guys knew they had to step up.”

Regush said he wasn’t surprised at the stellar play of his goaltender. “I expected him to play well,” he said.

Road not kind for Blades One night, the Saskatoon Blades stomp on the Swift Current Broncos, paced by four goals from a defenceman, in a 7-3 victory. The next night, the Bridge City Bunch put forth a mere shadow of that effort in being walloped 8-3 in Speedy Creek!

How does that happen?

Part of the reason may be where the games were held!

The Friday home victory, keyed by four goals from blueliner Darren Dietz, upped the Blades’ record at Credit Union Centre to 22-9-0 overall, including victories in seven of the last eight in the friendly confines.

The Saturday setback was the fourth in a row on the road, during which Saskatoon has been out-scored 19-7. The streak included losses of 1-0 Monday in Regina and 5-2 Wednesday in Moose Jaw. Another part of the inconsistency issue right now for the Blades is the injury situation on defence.

Captain Duncan Siemens, Saskatoon product Matthew Pufahl and sophomore Tommy Stipancik have all missed substantial time…Siemens seven games because of a concussion, Pufahl 10 games with a broken ankle and Stipancik eight games with a concussion. From the group, Stipancik is first likely to return…possibly as early as Friday’s match-up with Kootenay. Before the injury, he was a healthy scratch more often than he played. The result was a big disappointment for the Dalmeny team, who had hoped to capitalize on the momentum gained from a huge victory the night before. After dropping the first two games by identical scores of 6-3, the Fury stormed back with a 3-2 overtime win in Bruno Sunday, February 19.

But the T-Birds scored two goals on their first two shots on net in Monday’s game, and those well-aimed darts deflated the party balloon pretty quick. It was all downhill after that, and the mood in the Dalmeny rink was decidedly somber through the entire game – a far cry from the hopeful atmosphere before the contest started.

After losing Game 2 on Friday night, the Fury had their backs to the wall. They found a way to win one game, but didn’t have enough gas in the tank to complete the comeback.

Fury Captain Scott Giroux said after Game 2 that the team was determined not to get swept in the series.

“We didn’t finish in a great spot in the season standings, but we were hopeful going into the playoffs,” Giroux said. “If we get swept in the playoffs, then that’s a disappointing end to the season. Right now we have to win three in a row, so that’s a tall order. But if we can win a game and then come back and win this series, then that puts a different perspective on the season.”

Unfortunately, the Fury wasn’t able to pull enough rabbits out of their hat, and the solid goaltending of Ryley Boeschen in the Bruno net, combined with the TBirds’ defense, sealed Dalmeny’s fate in Game 4.

Young curlers win chance to be part of Brier history Dallas Burnett of Martensville and Chantelle MacLeod of Langham are among two dozen young curlers who will be playing a special role during the 2012 Tim Hortons Brier, March 3-11 at Credit Union Centre in Saskatoon.

The two fourteen-year old curlers were chosen through a contest sponsored by SaskEnergy. The winners of the contest were announced February 11. Selection was based on 100word essays submitted by each entrant describing why they should be a SaskEnergy Junior Star and an outline of their

community involvement.

“We are truly excited to sponsor the Junior Stars and provide these young curlers with first-hand experience of what it takes to reach the highest level of their sport,” said Shannon Doka, Community Involvement Leader for SaskEnergy. “Congratulations to all the winners. We know this will be an experience of a lifetime.”
