The cause of a fire which caused significant damage to a Loraas Disposal garbage truck on Tuesday, December 30 is under investigation.

Martensville Fire and Rescue received a dispatch call around 3:15 p.m. that a garbage truck had caught fire on Lutheran Road (Township Road 382) a short distance east of Highway 12. The Loraas disposal landfill is located on Lutheran Road.

Firefighters arrived to find the truck burning. The five firefighters had to contend with extremely cold temperatures and high wind chills as they battled the blaze.

It took firefighters a little over an hour before all the hot spots were completely extinguished.

According to Martensville Fire Department deputy chief

Dean Brooman, the cause of the fire and the extent of the damage was not known. An investigation is still underway.

“We’re not sure if the fire started in the truck box or whether the cause of the fire was some mechanical or electrical problem,” said Brooman.

No one was injured in the fire. The driver of the truck was able to escape the cab before the fire spread.

The incident tied up commuter traffic to and from Martensville while firefighters took care of the fire and investigators conducted their assessment of the cause of the blaze.

Lutheran Road is now a major artery for commuters bound for the eastern areas of Martensville.

Brooman said it had been a quiet Christmas season up until the vehicle fire call came in.

“We’ve averaged about one medical call per day over the holiday period,” he said.

Langham man charged with impaired driving after collision in Dalmeny Submitted by

Dalmeny Police have charged a 45-year-old Langham man in relation to a two vehicle motor vehicle collision that occurred in Dalmeny on Friday, December 12 at around 11:00 p.m.

At approximately 10:55 p.m. police were called to a two vehicle motor vehicle collision that occurred on 1st street and Wakefield Avenue.

The driver of the truck was taken to Martensville Detachment to provide breath samples. As a result he was charged with impaired operation of a motor vehicle and exceeding .08 and will be appearing in provincial court in the new year.

Impaired driver picked up after vehicle gets stuck in snow FROM THE CELL BLOCK Submitted by

The following is the local media release for the Warman Detachment of the Royal Canadian Mounted Police for the two-week period of December 29 to January 5. The Warman RCMP Detachment serves the area north and west of Saskatoon, with detachment offices in the communities of Warman, Martensville, Radisson and Delisle.

IMPAIRED DRIVER

On December 31 at 3:30 a.m. police were on patrols when they located a vehicle stuck in a snow bank in Warman. They approached the vehicle and found that the 24-year-old male driver from Warman had consumed alcohol. He was arrested and taken back to the Detachment to provide a breath sample. He was released on documents for an upcoming court date in Saskatoon.

VEHICLE IN DISTRESS

On December 29 at 8:10 a.m. police received a complaint of a single vehicle accident on Highway 12 north of Martensville. The caller reported that they received a call from a family member advising of a vehicle in the ditch. Police made patrols but were unable to locate any vehicle in the ditch at that location or nearby. Police spoke with the witness and they advised they did not actually see a vehicle in the ditch, rather a

vehicle on the side of the road with its hazard lights flashing and were concerned that the driver was having medical issues. There were no injuries or charges.

RECKLESS DRIVING

On December 29 at 10:50 p.m. police received a complaint of vehicles doing donuts in the parking lot of the arena in Martensville. Police were advised a short time later that the vehicles had left the area. There were no charges.

FAILURE TO YIELD

On January 2 at 2:15 p.m. police received a complaint of a two-vehicle collision on Highway 11 at the Wanuskewin road intersection. Police attended and found that a 54-year-old male from Saskatoon failed to yield at the intersection and struck another vehicle. The male was issued a ticket for failing to yield. There were no injuries. Both vehicle required towing from the scene.

SLID PAST STOP SIGN

On January 4 at 1:30 p.m. police received a complaint of a two-vehicle collision in Warman. Police attended and found that a Dodge Journey was unable to stop at a stop sign and struck another vehicle. The 31-year-old female driving the vehicle from Warman was issued a ticket for disobeying a stop sign. There were no injuries.

STOLEN VEHICLE

On December 30 at 11:10 a.m. police received a complaint of a stolen vehicle in the Delisle area. The owner of the vehicle reported that he parked the truck the night before and woke up to find it missing. In-

vestigation into this matter is ongoing.

VANSCOY BREAK-IN

On December 30 at 1:10 p.m. police received a complaint of a break and enter to a residence in Vanscoy. The home owner advised that someone entered his residence and stole a number of small items. Police attended and spoke with the neighbors for possible witnesses. Investigation into this matter is ongoing.

ABANDONED VEHICLE

On December 30 at 6:50 p.m. police received a complaint of an abandoned vehicle on Highway 16 near Langham. The vehicle was difficult to see and the caller was concerned that it would cause an accident. The vehicle was towed away as it was an unlit obstruction. There were no charges.

STOLEN QUAD

On December 31 at 3:00 p.m. police received a complaint of theft of a quad from an acreage near Martensville. The owner reports he left the quad in a building on the property a few months ago and when he returned to the property the quad was missing. Investigation into this matter is ongoing.

BORDEN BREAK-IN

On January 3 at 11:55 a.m. police received a complaint of a break enter and theft from a shop near Borden. The caller reports that his shop was broken into overnight and several small items were taken. Investigation into this matter is ongoing.

ASQUITH DISTURBANCE

On December 31 at 10:10 p.m. police received a complaint of a

domestic disturbance at a residence in Asquith. The 24-yearold female caller reports that she got into an argument with her 29-year-old boyfriend. Neither party received any injuries. Alcohol was believed to be a factor in the argument.

The male left the residence to stay with family members in Saskatoon. There were no charges.

MYSTERIOUS FOOTPRINTS

On January 2 at 7:00 p.m. police received a complaint of suspicious footprints at a residence in Martensville. The caller reports that there are fresh footprints in the snow to an unoccupied residence. Police attended and found that the footprints were from the Fed Ex delivery man who had delivered a parcel at the residence. There were no charges.

PASSED OUT IN DELISLE

On January 3 at 11:00 p.m. police received a complaint of an unconscious female at a residence in Delisle. Police and EMS attended the scene. The ambulance checked the 44-yearold female and found that she was intoxicated and had medical issues. The female was transported to hospital by ambulance as a precautionary step. There were no charges.

FAMILY DISPUTE

On January 5 at 5:20 a.m. police received a complaint of a disturbance at a residence in Vanscoy. The caller reports that a 29-year-old male family member was intoxicated and causing problems in the residence. Police attended and were advised that the male had calmed down and gone to bed.

Police were not required. There were no injuries or charges.

A 25-year-old man and two women, ages 24 and 26, are facing close to 50 charges following a traffic stop by Saskatoon Police early Tuesday morning, December 23.

Martensville Athletic Pavilion celebrates official grand opening

The Martensville Athletic Pavilion (MAP) is officially open.

Elected officials with the City of Martensville, Prairie Spirit School Division (PSSD) and the provincial government cut the ribbon to mark the grand opening of the $12.5 million, 50,000 square-foot multi-purpose facility on Thursday, December 18.

“This is an exciting time in our city’s history,” said Martensville Mayor Kent Muench at the ribbon-cutting ceremony. “This building will carry us into the future. It’s a unique structure in the province and will serve our growing population. This is a first-class venue for hosting provincial sporting events, and it will help build our local economy.”

Noting the city is working in partnership with other municipalities within the region to foster growth, Muench said the partnership with the school division was a crucial factor in making the facility a reality.

The MAP’s main floor features three full-size basketball courts, three full-size volleyball courts, 12 badminton courts, 10 individual team rooms, multi-purpose rooms, a reception area and concession as well as office space for city recreation department employees. The facility’s second floor includes a four-lane, 200-meter running track as well as a fitness area with weights and cardio equipment. Artificial turf is also in place for indoor soccer and football activities.

The energy-efficient, insulated fabric structure costs about 50 per cent less to heat than conventional buildings, according to Charles Olfert of AODBT, architect of the MAP. Noting it is the first building of its kind in Saskatchewan, Olfert said the structure has a life expectancy of 30 years. The building’s interior partitions are made of cross-laminated timber (CLT) and the lighting is supplied through translucent roof panels and energy-efficient LED lights.

The City of Martensville contributed $11 million toward the building, while the provincial Ministry of Education chipped in $1.4 million.

The MAP will eventually be connected to the Martensville High School, which is currently undergoing a multi-million renovation and expansion.

Martensville City Councilor Tyson Chillog said the planning committee responsible for guiding the project to completion identified “flexibility” as a key component in the design.

“We wanted to ensure we could accommodate a wide variety of sports at the same time,” said Chillog. “We worked with the architects and engineers to accomplish that. We also wanted to provide office space for city recreation staff so they are on site. And finally, we wanted to be able to build the facility as quickly and as environmentally-sustainable as possible. We accomplished all those objectives.”

Bonnie Hope, PSSD Board of Education Trustee for Martensville, said the facility is aimed at benefiting both students and the larger community. She noted the MAP is “phase one” of a multi-phase partnership that will also include a 350-seat performing arts theatre in the new high school addition.

“The MAP and the high school expansion offer learning opportunities, as well as sport and cultural opportunities, for generations of students to come,” said Hope.

Minister of Highways and Infrastructure and Martensville MLA Hon. Nancy Heppner said she was impressed with what she termed an “amazing facility” capable of accommodating all age groups from toddlers to seniors. Provincial Education Minister Don Morgan also was present at the ceremony.

The MAP is located on a newly-created street known as “Mike Sands Boulevard.” Chillog explained that the city chose to name the street after Sands, a long-time volunteer in the community who played a key role in helping build the existing arena and ball diamonds. Sands, a life-long resident of Martensville, passed away in 2009.

The MAP will also be the site of two art sculptures which have been donated.

One, depicting a girl running, was created by the late Bill Epp, one of Saskatchewan’s best-known artists, who lived on an acreage north of Martensville. The other sculpture is by Doug Bentham and was donated by the Saskatchewan Arts Board.

New SREDA President envisions big changes Corman Park contributes

A change in direction is needed for the Saskatoon Regional Economic Development Authority (SREDA) to help members and regional partners realize the benefits of the agency, according to SREDA President Alex Fallon.

The RM of Corman Park is one of SREDA’s 200 member organizations, and Fallon promises a no-holds-barred approach to helping its membership see the economic benefits of their participation.

Speaking at the RM of Corman Park meeting on December 15, Fallon said SREDA is a great organization but lost its way. He said performance highlights over the last year included three trade missions and 53 business attraction clients.

“Those are great things but it is hard to tell from those performances how well the organization is doing and how beneficial it is to partners, the region and city,” said Fallon.

It was an area he felt needed the biggest upgrade.

“When we sat down with our team, board and stakeholders to develop our plan, in 2015 we want to complete a return on investment of 35-1,” said Fallon.

“This means every dollar that

Fallon is no stranger to making things happen on the regional, national and international stage when it comes to attracting investment.

His background includes economic development, international trade, business development and marketing.

Fallon started his career overseas fostering trade deals between the Government of the United Kingdom and Japan. When he moved back to Saskatchewan, he worked as a

marketing manager at Cameco Corporation. He was responsible for selling uranium across Canada and internationally.

For the Government of Saskatchewan, Fallon was the Director of Investment Attraction, and was responsible for attracting foreign direct investment into the province from China, Europe, the U.S. and across Canada.

During his tenure with the province Fallon said he bought in over $100,000,000 of direct investment.

Fallon said some of the core areas of attracting more investment include business retention and expansion, entrepre-

neurship, economic forecasting and analysis as well as regional development and affairs.

Corman Park Division 7 Councillor Joanne Janzen thought the regional concept needs to be emphasized not only by attracting regional investment, but also through the importance of the wording in the agency’s logo and literature.

Fallon said the current logo doesn’t work and there are a number of proposed changes the agency is working on to give it a fresher look.

The same is true for SREDA’s website, whose description of Corman Park can be summed up into one sentence. It was an issue brought up by Division 3 Councilor David Fox. Corman Park Reeve Judy Harwood said the RM of Corman Park and SREDA are currently working on updating information on the SREDA website.

With road infrastructure always a hot button topic for the RM, Harwood asked Fallon what impact traffic flow has on economic development.

Fallon said traffic flow impacts all aspects of a business including costs, travel, time and productivity.

It is for that reason why the agency plans on developing a Perimeter Highway study to address those issues, said Fallon.

funds for West Connector Route feasibility study

A decision over how Corman Park residents will benefit from a proposed West Connector Route feasibly study raised concerns at the RM council meeting, December 15.

The issue was whether the RM should pay a $40,000 three- way cost-share with the City of Saskatoon and the Ministry of Highways and Infrastructure to help pay for the cost of the $120,000 study.

One of the most popular proposed northern routes could see truck traffic travel on the Dalmeny Access Road, Beam Road and South Circle Drive.

Corman Park Planning Department head Rebecca Row said the ministry released an expression of interest in late October with all parties recommending that Stantec, an engineering consulting firm, prepare the study. She said the proposed project schedule would have a draft report submitted in March, with two open houses to allow public input.

The first open house will be scheduled for the end of January to introduce the proposed project to the public and gain some initial feedback. When the results from the study are released a second public house will take place in April, said Row. With the RM already setting aside money in their 2014 budget to help fund the study and so little of the RM affected by the proposed Dalmeny Access, Beam Road, Circle Drive route councilors questioned why the RM was contributing funds to a study where only the City of Saskatoon stood to benefit.

Division 1 Councilor John Germs questioned how to explain the logic behind the investment to ratepayers in his area.

Tittemore said investment in the study and its results will save the RM on infrastructure and maintenance costs on roads that are currently being used as heavy truck traffic.

“It will provide a safer transportation route for residents in terms of less traffic on RM roads,” said Tittemore. “It will also les CONTINUED ON PAGE 19

The RM of Corman Park honoured long-time employee Orville Epp with a commemorative plaque for his 30 years as a gravel operator during a RM Council Meeting, December 15.

Epp started his career with Corman Park in 1970, pursued other interests, then returned in 1984 for six years, left again only to return in 1994 and stayed with the RM until 2014.

For all his years of service RM of Corman Park Administrator Adam Tittemore said there were never any complaints about his work. ”Orville has been a grader for the RM and the reviews for his work have always been so good that when we spoke to people from other areas they asked if Orville could come work in their area,” said Tittemore. ”We just want to bring you in to thank you for the service that you put in with the RM. It is greatly appreciated. I’m sure you have seen some huge changes and you have been on the front lines contributing to the betterment of the RM for all those years.”

After being presented with the plaque Epp received a standing ovation from the council and Reeve of the RM of Corman Park Judy Harwood.

Epp appreciated his retirement send-off, saying when he looks back on his career it all happened so fast. ”It was like a Tonka truck in a sandbox because I learned how to operate a grader and looking back on it now it was a lot of fun,” said Epp.

The following is the local media release for the Warman Detachment of the Royal Canadian Mounted Police for the two-week period of December 22 to December 29. The Warman RCMP Detachment serves the area north and west of Saskatoon, with detachment offices in the communities of Warman, Martensville, Radisson and Delisle.

SLIPPERY ROADS

On December 22, 2014 at 9:00 p.m. police received a complaint of an erratic driver on Highway 7 near Delisle. The caller reported a vehicle was swerving on the road, going from shoulder to shoulder. Police made patrols and located the suspect vehicle. The 58-year-old male driver from Manitoba was spoken to and it was determined he was sober.

Road conditions were a factor.

There were no charges or injuries.

IMPAIRED DRIVER

On December 24, 2014 at 8:40 p.m. police received a complaint of a possible impaired driver on Highway 14 near Saskatoon. The complainant reported they located a vehicle parked in the middle of the road with an intoxicated male in the driver’s seat. Police made patrols and located the vehicle. They found the 33-year-old male driver was intoxicated. He was arrested and taken back to the Detachment to provide a

breath sample. He was released on documents for an upcoming court date. There were no injuries.

SINGLE VEHICLE CRASH

On December 27, 2014 at 4:35 p.m. police received a complaint of a single vehicle rollover near Pike Lake. Police attended and found a 59-year-old male who had been driving the vehicle. He received minor injuries in the roll over and was transported to the hospital by ambulance for further treatment. Alcohol is suspected to be a factor in the collision and charges are pending.

DRIVER HIT THE DITCH

On December 27, 2014 at 4:45 p.m. police received a complaint of a single vehicle accident on Highway 11 south of Warman. Police attended and found a 33-year-old female driver had entered the ditch and ended in the field. EMS assessed the female, and it was determined a medical condition may have contributing factor.

There were no charges, and the vehicle was not damaged.

On December 28, 2014 at 11:25 a.m. police received a complaint of a single vehicle rollover on Highway 16 near Saskatoon. Police attended and found the 36-year-old male driver from Saskatoon was intoxicated. He was arrested and taken back to the Detachment to provide a breath sample. He was released on documents for an upcoming court date. He was not injured.

CELL PHONE STOLEN

On December 23, 2014 at 2:45 a.m. police received a complaint of a stolen cell phone.

The complainant reported they met some other people at a ho-

tel in Martensville and left their phone in a room for a short period of time. Upon returning, the guests were gone along with his cell phone. Investigation into this matter is ongoing.

MELTING COPPER WIRE

On December 23, 2014 at 6:53 a.m. police received a complaint of a fire at a residence in Grandora. Police attended and found the fire had originated in a wood stove in the residence.

On further investigation it was determined the individuals in the residence were likely melting copper wire in the stove, when the fire got out of hand.

On December 24, 2014 at 3:45 p.m. police received a complaint of snowmobiles in the dog park area in Martensville.

The complainant reported the snowmobiles were jumping off hills in the park and had left the park heading east. Patrols were made of the area, however police were unable to locate the snowmobiles.

2015 could be lean year for us all

The Christmas Day meal for the Regina Pioneer Village resident consisted of two prepared cold cut slices including bologna, soggy macaroni salad, an apricot, milk and a roll.

And since it was first posted on social media, there have been equal parts justification and apology from both the Regina Qu’Appelle Health Region (RQHR) and the Sask. Party government In fairness, the haunting image of the extremely meagre supper taken by a family relative was a second offering after an early Christmas dinner that did include turkey and mash potatoes.

All of us have, at one time or the other, opted for such less nutritious supper. Or at least that would certainly seem the case for any number of Sask. Party supporters who, upon seeing images of the meal, now profess their love of bologna. One wonders how many of them ate bologna on Christmas Day. There again, the way that this image has been flashed around the Internet by the NDP Opposition and their supporters, one would think this is the daily re-

Recently the Canadian Taxpayers Federation (CTF) met with Saskatchewan Finance Minister Ken Krawetz to discuss our recommendations for the upcoming budget.

Here are some of the ideas we put forward: First, the Saskatchewan government needs to better plan for, and discuss, the demographic tsunami that is starting to hit the province. The first of the baby boom generation started to turn 65 years of age back in 2011. Thus, every day more and more of Saskatchewan’s population retires compared with those who are still working.

This is significant for two reasons. First, when people retire, they earn less money and pay less in taxes. Thus, the government will be facing a revenue squeeze over the long-term. Second, older people tend to require more expensive health procedures like hip replacements and 24-hour nursing care.

Both factors will have a significant financial impact on the provincial government, yet they haven’t conducted significant analysis on how things will look 10, 20 or 30 years from now.

The second major issue we highlighted concerns government employee pension problems. While pensions can be a complex topic, the impact on taxpayers is not. Several government employee pension funds in Saskatchewan ran into financial problems, so governments bailed them out with millions of extra dollars each year. For example, back in 2006 the Saskatchewan Healthcare Employees Pension Plan (SHEPP) received $76 million from government, but as of 2013 it was receiving over $147 million each year.

That’s not right. Governments need to reform the plans to prevent taxpayers from footing the bill for such bailouts in the future.

In terms of health care, we expressed support for the premier’s recent musings about allowing private MRIs in the province. It just makes sense for Saskatchewan patients to be able to decide for themselves – go on a government waiting list for the service or pay out of pocket for faster care. Each year many Saskatchewan residents pay for faster care outside of Saskatchewan. Why not keep those dollars in Sask by allowing private MRI companies to operate alongside the public health care system? The province has both private schools and public schools and the sky hasn’t fallen. It’s time to give patients the same choice.

In terms of alcohol sales reform, we encouraged the government to pursue the Alberta model – only private businesses sell alcohol. Our recommendation came following a survey of CTF supporters across the province about the five options being floated by the government. A healthy majority of supporters felt it doesn’t make sense for the government to continue to spend money opening up new liquor stores to sell spirits and warm beer.

We also encouraged the Wall government to put pressure on organizations it funds (school boards, health regions, universities, municipalities) to deliver services more cost-effectively.

Statistics Canada data shows that Saskatchewan leads the nation when it comes to the number of people working for either a municipal or provincial government (as a percentage of the province’s population, not including crown corporations).

It’s time for those organizations to follow the Wall government’s lead and trim the fat. (Recall, the Wall government has trimmed the number of Ministry employees by over 1,900 over the past several years).

If you like any of the aforementioned ideas, be sure to speak up. The more people pushing for change the more likely it is to happen when Budget 2015 come out.

He cut the Prairie Farm Rehabilitation Administration which operated 85 Community Pastures, water management, grants for wells & dugouts and provided trees for farms, community development, municipal governments etc. affecting not only those employed at Indian Head but those that benefited from the nursery. In the spring of 2011 the shelterbelt program shipped nearly 3 million seedlings to 7,500 rural people to create 1200 km of field shelterbelts, 2218 km of yard and 134km of riparian shelterbelts. These shelterbelts not only provide habitat for wildlife but also combat pollution.

But whether in the right context or not, there is something about the image of that meal; fed to a resident of an old folks’ home on Christmas Day; that spells big political problems for Premier Brad Wall’s government in 2015.

In fact, it begs some serious questions: First, given that we’ve just shelled out $40-million (which doesn’t include the millions spent on lost work days for training) to a U.S. consultant to tell us what’s wrong with our health care system, wouldn’t such problems be addressed?

Health Minister Dustin Duncan announced in the dwindling days of 2014 that his government was cancelling its contract with health efficiency expert John Black and Associates (JBA)

three months early, saving $3 million.

The government downplayed the early cancellation as nothing more than the reality that JBA has now trained enough locally-trained “lean” efficiency experts that its services are no longer needed.

But the end of the JBA contract doesn’t end the debate over its value and the Christmas supper at Pioneer Village is a glaring reminder.

Second, shouldn’t a health efficiency expert have addressed this? Surely, a $40-million consultant would recognize there is something very wrong with feeding seniors low-fibre, high fat, high salt, high cholesterol meals that, in the end, likely adds to the costs of the health system.

Well, the problem is that JBA not only did not have any capacity to offer such expertise but such expertise was in no way part of JBA’s mandate. The problem with JBA is that its expertise is confined to the delivery of acute care hospitals … or better put, U.S. for-profit hospitals that are stand-alone entities.

The federal government has already stopped funding public plant breeding beyond the development of germplasm, which must then be sold to private breeders to develop varieties for commercialization. The new varieties so developed are privately owned and subject to plant breeders’ rights. Farmers, whose check-off dollars support

That surely does not mean feeding seniors cheap cold cuts on Christmas Day. But every time such news breaks, people are going to be asking about the $40 million spent on “lean” efficiency.

They might even spend a lot of time in 2015 wondering about all the money frittered away in the previous good seven years.

Heavy equipment crews with Wilco Construction have been working for the past several weeks doing site preparation work for the proposed new elementary school in Martensville’s Lake Vista development. The school, which will be used by both the Prairie Spirit School Division and Greater Saskatoon Catholic Schools Division, is currently in the final stages of design and is being built under a P3 model.

Groundwork underway for new elementary school

Excavation work is well underway at the site of a new Catholic-Public joint-use elementary school in Martensville’s Lake Vista neighbourhood.

The goal is to have all the earthwork done on the 13 acre site by the middle of January, according to Darryl Altman, Manager of Land Development for North Ridge Development Corporation.

The topsoil which is currently being moved and levelled for the school site was originally dug for stormwater reservoirs within the new neighbourhood.

The actual school construction is slated to begin in June, 2015, and the school is projected to be open by September, 2017.

Bonnie Hope, who represents Martensville on the

Prairie Spirit School Division (PSSD) board of education, said she’s happy with the progress being made on the new school.

“It’s in the process of going to tender,” said Hope in an interview in mid-December.

“Most of it is in the hands of the Ministry of Education, but we’ve been in consultation with them on the process.”

Hope said the design of the school is in its final stages.

“It’s a “very different process this time because of the P3 model,” she said. “They have some pretty tight timelines to complete the project.

Traditionally, a new school takes many years to work its way through the planning process to completion.”

Wally Mah,President of North Ridge Development Corporation, said the new school will fit in well in the

new neighbourhood.

“We are extremely pleased to have the new joint-use school site located within the Lake Vista neighbourhood and we are very eager to have the construction begin in summer, 2015,” said Mah. “It will address an important need for the City of Martensville and develop into an attractive amenity for Lake Vista.”

The new school will have a maximum capacity of 650 students on the public side and 450 students on the Catholic side. A similar-size joint-use elementary school, also to be built under the P3 model, is planned for Warman.

Provincial Education Minister Don Morgan said a total of nine joint-use P3 schools are in the process of design and construction in the province. The others are destined for Saskatoon and Regina.

“We are making good progress on all of them, although they are all at different stages at the present time,” said Morgan in an interview in Martensville in mid-December. “The goal is to have them all completed by September, 2017 and it looks like we are on track to meet that goal.”

New housing starts in the Lake Vista neighbourhood, the largest single project ever undertaken by North Ridge Development Corporation, are continuing at a steady pace over the winter months, according to Altman.

“There are about 14 new homes on the go right now,” Altman said.

Noting that the land development, including all the servicing, curbs and gutters are now complete for Phases 1 and 2 of the development, Altman said Phase 3 will move forward in the coming year.

Martensville Christmas food hamper program brings cheer to families

The Martensville Fire Department (MFD) had plenty of help collecting, sorting and packing its Christmas food hampers, according to Larry Sigfusson, coordinator of the program that’s been a Christmas tradition in the community for over two decades.

“We had huge support from the community, and a lot of volunteers turned out to help us this year,” said Sigfusson in an interview at the fire hall on Tuesday, December 16 as the last of the hampers were packed for distribution the following day by MFD members.

“We had the Sparks and Scouts and also the Martensville Marauders Midget AA hockey team pitching in, as well as family members and other volunteers.”

Sigfusson said the sorting and packing of the hampers took a lot less time this year, not just because of the extra help, but also because it was tightly organized.

“After twenty years, it looks

like we’ve learned a few things about how to do this so it’s more efficient,” said Sigfusson.

“We have eleven families in the community that we are distributing hampers to. So we divide all the volunteers into eleven groups, and each group packs a hamper for that particular family.”

Sigfusson said the initial sorting process screens out any foodstuffs that are stale-dated. “Those are thrown out,” he said. “Then each family gets a turkey and a ham, as well as foodstuffs, wrapped gifts for the kids, and grocery gift cards.”

Sigfusson said it is a confidential program that is aimed at showing support for families going through difficult times during the Christmas season.

There are a total of 27 kids in the 11 families receiving hampers through the program. The program has been in operation for the past 22 years, and donations are made through Martensville City Hall, the two elementary schools and one high school in the community, as well as through churches.

Warman condo project gets stamp of approval

A proposal by a developer to build six four-storey apartment/condominium buildings in Warman was given the goahead by Warman City Council at its meeting on December 15.

Council approved a bylaw to rezone a 5.42-acre parcel of land at 800 Central Street, west of the Warman Cemetery and south of Brooklyn Lane. All six buildings will feature underground parking, and the development will also include green space for a small park.

The development was first received last August and a recommendation for approval was made by the city’s Planning and Development Committee.

which were completed in the 2014 construction year adjacent to Chef’s Bistro. According to Warman Planning and Development Manager Brad Toth, there is also a need to upgrade storm water retention facilities on the west end of the city. The developer will help pay for those improvements through standard off-site levies.

Toth noted the construction of these multi-unit buildings would “fill an immediate need for rental and affordable accommodation in the city, as well as have a positive effect on existing and proposed commercial developments on the west end of Central Street.”

Servicing of the land for the project is expected to begin this spring, with construction of the first units slated to begin shortly after that.

Snowmobile bylaw updated

Snowmobilers who drive their sleds through parks in the City of Warman could face a fine of up to $1,000.

An amendment to the city’s Snowmobile Bylaw was adopted by the Warman City Council at their meeting on Monday, December 15.

Snowmobile operators who are found to be in violation of the bylaw will face a minimum fine of $100 and a maximum fine of $1,000.

The bylaw stipulates that sled operators must comply with all the provisions of the provincial Snowmobile Act.

It also states that a snowmobile operator “may utilize any street, avenue or lane” within the city limits as long as it is “the most direct route” out of town.

There are, however, some busy roads that are off-limits.

The bylaw states that sleds are permitted to cross the following streets, but may not drive on them: Central Street, Sixth Avenue South (south of Central Street), Centennial Boulevard and Clubhouse Boulevard.

Snowmobiles may also only be operated between the hours of 8:30 a.m. and 11:00 p.m., and must not exceed 20 kilometers per hour within the city.

Changes to law covers organizers of fundraisers There is now new legislation that will help Saskatchewan people who launch spur-of-the moment fundraising efforts to assist others in need. The Informal Public Appeals Act will only apply to informal or sporadic efforts, such as when money is raised for a family who lost a home to a fire or flood. It does not apply to professional or ongoing fundraising efforts.

“People have run into legal difficulties by raising more money than intended,” Justice Minister and Attorney General Gordon Wyant said. “The Act addresses some of the unintended le-

gal consequences that can arise for people who are acting out of the goodness of their hearts.” The Act will make it clear that all money raised is held in trust. It will also outline the responsibilities of the person spearheading the fundraising effort.

By filling out the necessary forms at the outset, that trustee will be offered the fullest protection under the Act. The trustee may state what will happen to the money raised once the fundraising effort has reached its goal. Otherwise, the surplus has to remain in trust.

RODEO COMMITTEE DONATES TO SCHOOL CLUB The Warman Rodeo Committee recently presented a cheque for $5,000 to the Students of Warman Adventure Team (SWAT) at Warman High School. The club purchased four new canoes and trailer supplies with the money which was raised in 2014 at the annual Warman Rodeo and Family Days. SWAT is an extra curricular program that started at Warman High in 2011. The focus of the club is to reconnect youth with the amazing Saskatchewan prairies, lakes, and forests while helping students regain an appreciation for nature. The program tries to instill values in students to be stewards of the outdoors. Trips that have been highlights to the program include hiking the sand dunes outside of Elbow, snowshoeing in the Nesbit Forest north of Duck Lake, as well as canoeing the South Saskatchewan and Churchill River systems. There are 52 students in the extra curricular program.

The Dalmeny Fury played two very strong games leading up to the Christmas Break. On Friday, December 19 they hosted the Hague Royals.

The two teams went head-to-head in one of the best games of the year with the Royals coming out with a hard fought 8-7 overtime victory. Dalmeny coach Brody Foster led the scoring with a hat trick, and singles were added

by Justin Edin, Dean Salzi, Brodie Hepp and Garrett Cameron. Royals Nathan McNaught scored two goals including the overtime winner. Chris Sawatzky, Graham Hood, Adam Schwark, Sean Unger, Ty Currie and Jessie Mireau added singles.

On Saturday, December 20 the Fury travelled to Bruno and defeated the T-Birds 7-6. Justin Edin scored a hat trick, Kolten Fyfe scored a pair while Tyler Spencer and Justin D’Entremont contributed singles. The Dalmeny Fury made the most of their opportunities in the first game of the new year, downing the host Hague Royals 6-3 in Fort Carlton Hockey League (FCHL) action on Saturday, January 3.

There was plenty of room on the benches at the start of the game, as both teams had players missing from the lineup. And while the Fury made do with three lines, the Royals used the opportunity to call up two Midget-age affiliated players: Conrad Hofstra and James Miller. Miller helped shore up Hague’s depleted defense corps, while Hofstra scored a goal in his senior-league debut.

“We came into this game a little short-handed, but the guys gave a good effort and we were able to build up a lead in the third period and hang onto it at the end,” said Dalmeny Fury player-coach Brody Foster after the game. “Whenever we play Hague it’s usually a run-andgun game and the goalies get a lot of work. Our game plan was to put as many pucks on the net as we could, and take advantage of our chances.”

Foster had a three-point night, with a pair of goals and an assist. Kolten Fyfe had two goals for Dalmeny, including a short-handed marker that turned out to be the game-winner, while teammates Brodie Hepp and Kyle Yaremchuk also tallied.

Hague Royals player-coach Daniel Rauckman said it was a fast-paced, tight game, but conceded that turnovers in his team’s own zone were costly.

“Those guys came to play,” said Rauckman. “We only had one regular defenseman in our

lineup tonight, but I thought the guys we put in there played well. When we needed the bounces we couldn’t get them and Dalmeny capitalized when they needed to. I think that was the difference.”

Conrad Hofstra, Chris Sawatzky and Nathan McNaught scored for Hague.

Dalmeny goaltender Ryley Boeschen faced 24 shots while Hague netminder Graham Hildebrant had 26 shots come his way.

Dalmeny drew first blood early in the first period on a goal by Foster, but Hofstra tallied for Hague five minutes later to even the score. A powerplay goal by Kyle Yaremchuk late in the period gave Dalmeny a 2-1 lead heading into the first intermission.

Foster made it 3-1 for the Fury with an even-strength goal five minutes into the middle frame. They added to their lead with a shorthanded marker by Fyfe, giving Dalmeny a comfortable 4-1 cushion after forty minutes.

The Royals rallied early in the third period with goals by McNaught and Sawatzky, but their momentum stalled when a costly turnover resulted in Fyfe scoring his second goal of the night for Dalmeny on a wraparound effort topped off with a quick backhand shot over Hildebrant’s glove. Brodie Hepp added the final insurance goal for the Fury with a wicked slapshot from the point.

Tempers flared in the last ten minutes of the game and both team benches had plenty of elbow-room when the final whistle blew, as several penalized players – some in white and some in blue - were escorted to the gate for early showers.

STRAIGHT SHOOTER Martensville youth aims for a medal at the Canada Winter Games archery competition

Randi Haas of Martensville is aiming to make the medal round in the archery competition at the upcoming 2015 Canada Winter Games in Prince George, BC. The 15-year-old Martensville High School student was one of two athletes selected to represent Team Saskatchewan at the Canada Games in the “recurve” bow class. Her teammate, 19-year-old Connor Sorley of Saskatoon, makes up the other half of the recurve bow contingent. Two Regina athletes, 18-year-old Madison Hart and 17-year-old Keegan Parsons, both of Regina, will be competing in the “compound bow” class at the games. David Sorley, Connor’s father, is the provincial archery coach.

“I’m really looking forward to the competition,” said Haas in an interview at the end of December. “At first I thought it would be really nerve-wracking, but this past summer my brother, Mitchell, and I competed at the Canadian national archery championships in Alberta, just to experience that higher level of competition, and it was a great experience.”

Haas brought back a bronze medal in the “Double 720” event from that national competition, where she went up against the best recurve-class archers from across the country. Earn-

ing that medal has helped boost her confidence heading into the Canada Games.

She is a member of the Saskatoon Straight Shooters Archery Club. She took up the sport four years ago along with her younger brother Mitchell and her older sister Alina.

After a few months, the two younger siblings committed to the provincial “high-performance” program and have been honing their skills ever since.

They’ve competed in regional, provincial and national events.

Randi chose the recurve bow as her specialty, while Mitchell prefers the compound bow.

Randi Haas said her ultimate goal is to make it to the Olympics.

“My teammate, Connor, is an Olympic hopeful, and he’s pursuing his dream at the University of Toronto right now where they have a strong archery program,” said Haas. “He’s taught me a lot and someday I hope to be where he is now. I’m pretty sure I can do it.”

Haas said archery requires physical strength and conditioning, but there’s also a lot of mental concentration involved.

“When I’m lining up my shot, I’m thinking about everything I have to do with my technique,” she said. “I make sure my bow hand has to be loose. I have to breathe with my lower lungs.

I have to pull with my middle trapezius muscles and make sure everything is aligned.

There’s a lot going through an archer’s mind when they’re shooting.”

In outdoor shooting, the weather, wind and light conditions also make it more challenging.

HIGH CALIBRE ATHLETES It’s a sport where there aren’t huge number of participants, but the level of competition is still very high, according to Randi’s mother, Caroline Bailey.

“Randi found out last August she would be going to the Canada Games,” said Bailey. “For most of the other competitors, they just found more recently. There are so few female recurve archers in the province who can compete at that high level, it’s a narrow field to start with. But you still have to be really committed and you have to be good at it to earn a spot on the team.”

While the Straight Shooters club uses the Saskatoon Wildlife Federation facility for its weekly practice sessions, it’s not a dedicated archery range, and that presents challenges when it comes to preparing for high-calibre competitions, said Bailey.

“It would be really nice to have a facility that could be used all the time,” said Bailey.

“The club is currently exploring its options.”

That hall was demolished several years ago, but Bailey said having a facility would probably boost people’s interest in the sport in the community.

In the meantime, archers in Saskatchewan are pretty good when it comes to making do with what’s available.

“We set up a shooting range in our storeroom in the basement,” said Haas. “There’s a note posted on the door to the room so you have to knock

when someone’s shooting.”

They haven’t had any accidents, but the drywall has taken a few hits.

“There’s a couple of holes poking into the living room downstairs where some arrows went through,” she said with a grin. “But nothing major.”

Blast-off tournament set for Warman Basketball action is set to hit new heights when the sixth annual Blast-Off tournament gets underway at Warman High School on Friday, January 16 and Saturday, January 17.

A total of 16 teams will take part in the event, according to Corey Fast, coach of the Warman Wolverines Jr. A Girls basketball team. The junior basketball tournament features eight boys teams and eight girls teams made up of students in Grades 7, 8 and 9.

“It’s a big tournament that

attracts a lot of attention and great participation from many schools in the region,” said Fast. There are also teams from as far away as Melfort, Lloydminster and Davidson.

The eight-team boys draw includes the host Warman Wolverines, Osler Monarchs, ES Laird Sabers (Lloydminster), Dalmeny Cougars, Melfort Comets, Davidson Raiders, Valley Christian Academy (VCA) Lions (Osler), and Langham Vikings.

Ethan Moran is looking to go places with football.

The Grade 10 student at Martensville High school was a starting defensive back with the Royals in his rookie season this past fall, and his leadership abilities were part of the reason the coaching staff named him as one of the team’s captains.

But as good a season as the Royals had, with their first-ever playoff appearance, the highlight of Moran’s football career so far took place on a cold weekend in late December in Moose Jaw. Moran was named the Most Valuable Player (MVP) for Defensive Backs at the Top Prospects Combine in Moose Jaw on December 20. The invitation-only event featured the best high school football players in Saskatchewan, and was part of the Elite Combine Series, a program designed to pave the way for athletes to compete in sport after graduating from high school.

The Elite Combine Series connects athletes with prospective post-secondary colleges and professional teams throughout North America.

The day-long skills showcase gave athletes an opportunity to compete in “personal testing” events including the 40yard dash, shuttle run, vertical jump and long jump. This was followed by football-related oneon-one sessions and team-oriented drills.

“I’m not sure how I got nominated to attend, but it was a real honour to be invited,” said

Moran in an interview on Friday, January 2. “I was very nervous, but once we started doing the drills and playing football, I felt good. I gave it all I had and left everything on the field. I knew it was my big opportunity and I wanted to make the most of it.”

Moran and three other defensive backs invited to the combine had some top-level coaching at the event, thanks to Saskatchewan Roughriders Weldon Brown and Shomari Williams.

“These guys are professionals, and having them give us

Every time one of us needed a breather, Weldon would jump in and take our place in the scrimmage or the drill. It was a lot of fun playing with those guys.”

But it was also rough.

“I got hit pretty hard on one play, even though we weren’t supposed to be making real contact,” said Moran. “It was an accident, and we both went for the ball at the same time and I took it right in the face. I had to go to the bathroom and

clean off the blood. But that’s football.”

Moran made the practice roster last year for the U16 Team Saskatchewan football squad.

This year, his goal is to make either the Team Green or Team White lineup to represent Saskatchewan in the U18 Canada Cup slated for Montreal this summer.

“I’ve improved quite a bit over last year, and I really want to make the U18 team,” said Moran. “The tryouts start May 16.”

Moran said the experience gained last year with the Royals should help him next season as well. “The coaches really had a lot of confidence in me,” he said. “A lot more confidence than I had in myself at times, and I sure appreciated it. They did a lot for me, and I’m hoping to be a leader on the team again next season.”

At 5 feet 8 inches and 158 pounds, Moran isn’t the biggest player on the field, but he’s fast and determined. He also has shown an uncanny ability to read the play as it’s developing and anticipate where the ball will be thrown.

“I like playing defensive back because I like hitting people,” he said. “I also love making interceptions.”

He’s hoping to step up and take a role in the Royals’ offense next year, while also moving to a linebacker spot on the team’s defense.

“I’m hoping the coaches will let me play both ways,” he said.

Moran is an all-round athlete who is currently playing basketball with the Royals. A musician who plays both piano and guitar, he’s also a member of the Martensville High School drama club, which is staging a production of “Dr. Jekyll and Mr. Hyde on January 29 and 30.

Aberdeen artist connects through paintings

Aberdeen visual artist Mary Kruger understands the connection a painting can invoke in people.

From the artist’s perspective it is all about telling a story with different mediums and brush strokes and Kruger has been doing so for 25 years.

Kruger mostly paints in acrylic and water colour mediums and has dabbled in print making and other forms, but acrylics has always been her favourite because the paint is easier to manipulate.

“If you paint a water colour and it doesn’t dry right it is difficult to hide,” said Kruger. “You can’t paint over it whereas with acrylics you can paint over it easily and start again.”

Her latest work in progress involves an acrylic painting of the South Saskatchewan River, a view from Riverside Golf Course you can slowly see come to life with green and yellow shades. The lasting touches will be the final detail, but she is in no rush.

Painting has been something Kruger was destined to do, which she found out in the late 1980s when she was pursuing her Bachelor of Education Degree at the University of Saskatchewan She took a couple of painting courses and was strongly encouraged not to put her brush down.

Over the years Kruger has traveled the globe learning from renowned artists in Santa Monica, California, Saskatoon, Calgary and British Columbia.

If you are lucky enough to see some of her masterpieces you would quickly notice her love of sea and landscapes, which she said is her way of painting what she sees around her and scenery that has inspired her on her travels.

For Kruger, painting is really learning to see again.

“When you paint ,it stretches you to exaggerate and use more colour and challenge the use of the different values of colour in order to bring a painting to life,” said Kruger.

Her talent for bringing Saskatchewan landscapes to life has not gone unnoticed.

Kruger currently has a few commissioned pieces in the works with one particular work hanging in Cargill’s Innovation Centre in Minneapolis and Idaho Falls.

Part of what inspires Kruger’s work is encouraging others to try painting.

Last month she helped critique and inspire Aberdeen Composite School students during an Art Gala fundraiser the school staged to help raise funds for its outdoor education program.

“It was a very good gala and I was very impressed with the student art work,” said Kruger.

A love of the arts is strong in the Kruger household. Her daughter is currently pursuing a degree from the Nova Scotia School of Art and Design and her son is probably the most famous of the Kruger clan, lending his animation skills to Pixar children’s movies such as Ice Age and Happy Feet 2.

A project Kruger would like to learn and tell people about is Aberdeen’s connection to one of Canada’s most famous landscape artists, Tom Thompson.

Thompson was originally from Claremont, Ontario and known for using his brush to create breathtaking Ontario north woods landscapes.

He originally worked as a commercial artist in Seattle and Toronto in 1913, but gave that up and moved to Algonguin Park. His work, along with artists Lawren Harris, A.Y. Jackson and Arthur Lismer were credited with being some of the most well-known landscape painters in Canada during that era. During this time Thompson was known for being one of the driving forces behind the Group of Seven, which included Harris, Jackson and Lisner and a few others who later joined under that title. The unfortunate thing is Thompson died before his Group of Seven became a reality.

What is interesting is Aberdeen’s connection to the artist.

If you stroll through the graveyard in Aberdeen you will see the headstone of Minnie Thompson, sister of Tom’s.

You can also read letters of Minnie talking about her brother on a website dedicated to Tom Thompson’s artwork at tomthompson.org Kruger has told the RM of Aberdeen, teachers, residents and painters at the University of Saskatchewan about the connection.

Kruger says there is value in art, not only because of its relaxing nature, but also in its multitude of applications. She said the Thompson connection is a unique part of Aberdeen’s history that the younger generation should know about.

“I just want kids to be more aware of art and to enjoy it,” said Kruger.

Pike Lake-area author’s books help others with literacy challenges

Carey Rigby-Wilcox has written three books and is set to publish a fourth in the spring, but the accomplished writer still spends Sunday afternoons reading with a tutor.

Carey Rigby-Wilcox is an adult learner. She started working with a tutor shortly after her first child was born 23 years ago. More than two decades later, Rigby-Wilcox is still learning to read.

The Pike Lake-area woman says as an adult learner, she will always be working to improve her reading skills. But she wanted to share her story and help others who are struggling.

“I just really wanted to read my son a bedtime story,” she said in a recent interview.

A mother now to four children, Rigby-Wilcox says she was inspired to learn to read by her son, her first-born. When her son was small, Rigby-Wilcox was unable to read his immunization information before he received his vaccinations

and realized her baby’s health depended on her ability to read as well.

“That was my brick wall,” she said.

“That’s what made me realize I needed help and that was my motivation for change.”

Rigby-Wilcox’s first book was Ten Little Ladybugs in My Jar, a sparkly picture counting book. The book was followed by My Mummy Couldn’t Read, based on the author’s own struggles with literacy.

My Mummy Couldn’t Read was short listed for the 2008 Book of the Year at the Saskatchewan Book Awards.

The number of men who also struggle with literacy prompted Rigby-Wilcox to write her next book, My Dad Couldn’t Read, which was awarded a Bronze medal at the 2014 Moonbeam Children’s Book Awards.

Rigby-Wilcox’s next book, Our Mummy was Afraid of the Library, is set to be released in March. She has also illustrated or collaborated on several other books, including Relentless Journeys, a collection of stories by adult literacy learners.

knowing how to read kept her from seeking help for a long time. Rigby-Wilcox said many adults struggle to learn to read.

More than 40 per cent of Canadians also struggle with low literacy levels, she said.

“A lot of learners are really shy and insecure … there’s many other people just like me.”

She said her books are meant to be a resource for those who struggle with low literacy and an encouragement for them to seek help. She said she hopes her writing will inspire others to find support and learn to read.

“There are literacy organizations in every city or town,” she added.

“I think we think we’re alone, but we’re actually not … it’s okay to struggle.”

Rigby-Wilcox says she has been lucky to have had support from local literacy organizations, her family and her husband. But, she has been criticized for her books by those who doubt her.

or two adult learners looking for acceptance and inspiration, but are afraid to get help. She has travelled around the country promoting literacy and encouraging other adult learners.

“They always come after everybody’s gone,” she said.

“I lived in shame for years and years (but) I realized I can’t be ashamed anymore.”

Community auction raises funds to assist long-time Rosthern care home worker stricken with cancer

For more than 25 years, Charlene Teichrob has taken care of residents in the Rosthern Mennonite Nursing Home. Her cheerful smile and quick wit have helped brighten the lives of hundreds of people.

And now, her many friends are doing what they can to help brighten Charlene’s life.

In early December, the 51-year-old Rosthern care home worker was diagnosed with an aggressive form of colon cancer. The disease has begun to take its toll on Charlene, and it’s not clear at this point what treatment options are available to her. In the meantime, she’s living her life to the fullest even though the pain is unbearable at times.

On Saturday, December 20, a fundraising auction at the care home organized by Charlene’s fellow staff members was attended by several hundred people from the Rosthern, Laird and Waldheim areas. Donations of auction items were received from virtually every business in Rosthern. The money raised at the event will help Charlene cover medical and living expenses now that she is no longer able to work.

Changes under the Powers of Attorney Amendment Act, 2014 include: Requiring an attorney to provide a final accounting when he or she stops acting; Placing restrictions on what attorneys can charge for managing an estate; Allowing attorneys to make gifts from an estate if the power of attorney document specifically permits it, or if the attorney has reason to believe the property owner would have done so; Placing limitations on the total value of gifts an attorney can make out of the estate in one year; and Giving the Public Guardian and Trustee the power to investigate an attorney’s management of an estate. The changes went into effect January 1.

The Government of Saskatchewan has committed $750,000 in funding over three years to the Saskatoon Public School Division to support the needs of students who require materials in alternate formats, such as Braille and large text resources.

This funding will allow the Saskatoon Public School Division to develop and distribute these materials across all Saskatchewan school divisions and provide school and school division staff with training to access these materials.

In addition, it will support the

operation of an alternate format resource centre that is also available to all school divisions.

“Our government is committed to meeting the needs of each and every student across the province and that means providing materials for students with visual impairments and other disabilities in a way they can use,” Education Minister Don Morgan said. “Students need to be able to access these materials to be engaged, successful and prepared for their future.”

Saskatchewan SPCA bows out of enforcement role The Saskatchewan Society for the Prevention of Cruelty to Animals (Saskatchewan SPCA) announced they will not renew their contract with the Ministry of Agriculture for enforcement of The Animal Protection Act, 1999.

The Saskatchewan SPCA will be focusing on programs and services related to education and the prevention of animal cruelty.

“We want to thank the Saskatchewan SPCA for their many years of work in enforcing The Animal Protection Act,” Agriculture Minister Lyle Stewart said. “We wish them the best as they enter this new chapter focusing on education and prevention.”

The Saskatchewan SPCA

has been enforcing The Animal Protection Act, 1999 for 40 years. The current two-year contract expires on March 31, 2015.

“Animal welfare is and always will be a priority for us,” Saskatchewan SPCA Board of Directors President Constance Roussel said. “However, after much discussion our board felt that we can better serve the animals and the public by focusing on education and prevention. We thank the ministry for working with us through this transition and look forward to continuing to work with them under our new focus.”

The Ministry of Agriculture is exploring other options for delivery of investigative services.

“The humane treatment and well-being of animals continues to be a priority for us,” Stewart said. “Our ministry will continue to work with all parties involved to ensure a smooth transition.”

“We will now be able to focus our resources on the prevention of animal cruelty,” Roussel said. “We are confident that this is the best decision for our organization and the welfare of animals.”

The Saskatchewan Society for the Prevention of Cruelty to Animals is a charitable organization dedicated to animal welfare. Established in 1928, the Saskatchewan SPCA is governed by a volunteer board of directors, with the head office located in Saskatoon.

serious-size load Motorists in the region had to be mindful of a major convoy of trucks on Tuesday, January 6. A crystallizer unit destined for the K+S Potash Mine Legacy Project near Bethune began its three-day journey from Saskatoon’s north industrial area. The average speed of the trucks was 30 kilometers per hour, and required a police escort. The crystallizer unit is 38 feet high by 33 feet wide by 186 feet long and weighs almost 330 tonnes. It was built by JNE Welding of Saskatoon. The unit left JNE’s Saskatoon site at 5 a.m. on January 6 and headed northwest on Highway 16. It then headed south on Grid Road 684, then west on Township Road 374 (Auction Mart Road), before heading south on Range Road 3081. From there it went west on Highway 7 and then south on Highway 45, spending the night in Swanson. On January 7, 2015, the delivery continued south on Highway 45 before heading east on Highway 15. The path took the crystallizer around the south side of Outlook on a grid road before continuing on Highway 15. It then headed south on Highway 11 before spending the night in Davidson. On Thursday, January 8, the unit was scheduled to make its final journey from Davidson to the K+S site via Highway 11.

HIGHWAY 60 ROLLOVER

On December 11, 2014 at 2:30 a.m. Police received a complaint of a single vehicle roll over on Highway 60 near Vanscoy. The 22-year-old male driver of the vehicle from Portage La Prairie, Manitoba reported he was travelling on a grid road in the area and tried to stop at a stop sign, slid into the ditch and rolled his vehicle. He was not injured, and was picked up from the scene by a friend.

Charges are pending on this matter.

On December 11, 2014 at 5:00 a.m. police received a complaint of a possible impaired driver on Highway 11 near Warman. The caller reported the vehicle narrowly missing hitting his vehicle. Police attended and arrested a 37-yearold male from Leaf Rapids, Manitoba and took him back to the Detachment to provide a breath sample. He was held in custody and appeared in court later that day.

COLLISION AT VCA

On December 12, 2014 at 8:55 a.m. Police received a complaint of a two-vehicle collision on the 393 grid near Osler. Police attended and found a vehicle was turning into the parking lot of the VCA School when it collided with an eastbound vehicle. The driver of the vehicle turning into the parking lot was issued a ticket for failing to yield to the right of way. A 19-year-old female from Warman driving the eastbound vehicle received minor injuries in the accident. Both vehicles required towing from the scene.

SWERVING DRIVER

On December 12, 2014 at 11:40

p.m. police received a complaint of a possible impaired driver on Centennial Drive in Martensville. The caller reported the vehicle was swerving all over the road, then turned into the Macdonald’s parking lot. Police attended, located the vehicle and spoke with the 19-year-old driver from Asquith. He was found to not be impaired, therefore was not charged.

TIRE CAME OFF VEHICLE

December 13, 2014 at 7:45 p.m. police received a complaint of a two-vehicle collision north of 71st Street in Saskatoon. Police attended and found a vehicle driven by a 40-year-old female from Hoosier, Saskatchewan had a tire come off their vehicle, causing them to hit a second vehicle. Both vehicles were not drivable and required towing. There were no injuries and no charges.

HOLES FROZEN OVER

On December 13, 2014 at 1:30 p.m. police received a complaint of suspicious activity at one of the man-made ponds in Warman. The complainant was concerned regarding what they thought were holes drilled into the ice on the pond and pieces of clothing near the holes. Police attended the scene with the complainant and found that two holes had previously been drilled into the ice, but had since frozen over and the items were sod.

DAYCARE FRAUD ATTEMPT

On December 8, 2014 at 12:30 p.m. police received a complaint of a break and enter to a business in the RM of Corman Park. The owner of the business reported he had a cutter for steel stolen. Investigation into this matter is ongoing.

On December 8, 2014 at 8:10 p.m. police received a complaint of a Kijiji fraud in Martensville. The complainant reported they were contacted by an individual wanting to reserve a spot at their daycare for a child, but the caller was in Germany visiting family. The person sent the day care provider a money order to hold a spot in the day care for his child. The person sent the money order in an amount higher than agreed upon to hold the spot. The person then contacted the day care provider and said the child had fallen ill and that they needed the money back to pay for health care. Investigation into this matter is ongoing.

These types of scams are quite common on Kijiji and are becoming more frequent. Police ask that anyone asked to accept a money order/cheque prior to receiving any goods or service, to be highly alert and not engage in any further discussion with the caller, especially when the dollar value is of a higher amount.

On December 14, 2014 at 9:35 p.m. police received a complaint of a possible impaired driver on Highway 11 near Warman. Police made patrols and located 29-year-old male from Warman who had consumed alcohol. He was released on documents for an upcoming court date in Saskatoon.

ASQUITH BREAK & ENTER

On December 8, 2014 at 8:30 a.m. police received a complaint of a break and enter to a residence near Asquith. A number of small items including tools were taken from the residence. Investigation into this matter is ongoing.

CUTTER STOLEN

On December 9, 2014 at 8:00 a.m. police received a complaint of mischief to the post office in Radisson. The complainant reported someone entered the post office lobby when the post office was closed and ripped off flyers that were on the bulletin board and scattered them around the lobby. A window in the lobby was also broken. The lobby doors are usually left open for public after-hours access, but would now be locked. Investigation into this matter is ongoing.

KEYS IN PLAIN SIGHT

On December 12, 2014 at 8:45 p.m. police received a complaint of a theft of a truck and trailer from a business on Highway 14 near Saskatoon. Police attended and spoke with the owner of the vehicle who said he had the vehicle locked at the location, but left the keys in the cup holder. Investigation into this matter is ongoing.

FUEL STOLEN FROM FARM

On December 13, 2014 at 11:15

On December 12, 2014 at 6:30 a.m. police received a complaint of a suspicious male on Highway 12 near Martensville.

The caller reported the male did not appear to be hitch hiking as was just standing with his arms on his sides. Police attended and located the 24-yearold male from Saskatoon. He had walked a long distance and was cold, so the police provided him a ride to a safe location in Saskatoon. There were no charges or injuries.

PUNCHED IN WINDOW

On December 13, 2014 at 4:40 p.m. police received a complaint of suspicious activity at a business in Martensville.

The complainant reported they were sitting in a vehicle at the business the previous night when a male approached the vehicle, tried to get inside and then punched the vehicle window, breaking it. A brief description was provided of the suspicious male, and the matter is still under investigation.

On December 8, 2014 at 2:20 p.m. police received a complaint of a single vehicle accident on Lutheran Road in the RM of Corman Park. A water truck that was pulling a trailer slid off the road causing the trailer it to roll into the ditch.

The driver of the water truck was not injured. A towing service assisted with removing the damaged trailer. There were no charges.

Tittemore said the biggest issue for semi drivers has been finding an efficient way of getting from Highway 11 to 16 without having to use Circle Drive.

Row said semi drivers have remedied this problem by traveling on RM roads, which is something the study is hoping to resolve.

Division 4 Councilor Randy Rooke said the an increase of truck traffic on Dalmeny and Beam Roads will be a tough sell for residents closest to the route.

The tentative southern route could possibly connect though 11 street, but nothing is set in stone.

Rooke said he could understand the logic behind the northern route if there are planned developments along it which would increase the tax base for the RM. Corman Park Reeve Judy Harwood said a new industrial park is planned for Beam Road.

Division 7 Councilor Joanne Janzen said the only benefit she could gather from the study and northern route would be infrastructure improvements such as turning lanes and traffic lights on the Dalmeny Road portion of the route.

This summer the RM spent $1.6 million to pave 700 metres of Beam Road, said Tittemore.

He said if the RM paved three miles of the road it would cost ratepayers about $6.5 to $7 million.

Council passed the recommendation to approve funding for the study.

Briercrest women’s volleyball is excited to announce the first signing of the incoming 2015-16 class. Ashley Zacharias is another standout Waldheim product that has joined the Briercrest volleyball program, following in the footsteps of older sister, and current CCAA kill leader, Samantha.

Briercrest women’s volleyball head coach Nolan Weinmaster is very excited to be adding the younger Zacharias to the fold this coming fall.

“I am very excited to have another Zacharias joining our program next season,” Weinmaster explained. “Ashley is a great person, with an outstanding work ethic and attitude. She is very coachable and has a great competitive spirit that seems to run in the

family!”

Zacharias has been an allaround student-athlete during her years at Waldheim School, receiving high academic honours, the “Best Female Athlete” award, as well as being a multi-sport athlete in hockey, badminton, track and golf.

She began playing volleyball in Grade 4 and has played libero and setter for her high school as well as the Raiders United club team, and for Team Saskatchewan from 2012-2014. She has experienced success with both her high school and club teams. She won two SHSAA bronze medals (2011 and 2012) and silver (2013), before defeating Caronport High School for the gold medal in 2014. Her club team won an SVA silver medal in 2013 before becoming SVA champions in 2014, where she was also awarded the SVA U17 Player of the Year Award.

Zacharias has also displayed great leadership in being named co-captain on every team that she has played for, whether it be with Team Saskatchewan, her club or high school teams. Coach Weinmaster sees a great amount of potential in his newest recruit.

“Ashley has a high level of skill in every aspect of the game and fantastic athleticism. She has had some great opportunities to compete at high levels with being on a strong club team and also starting setter on the Saskatchewan provincial teams.

That experience will allow her to make the jump to our level quickly and contribute right away as a great setter for our program going forward!”

Zacharias, who is planning on studying Business Administration at Briercrest, is excited for the unique experience that Briercrest offers.

“I am very excited to be able to come to Briercrest to obviously continue to play the sport I love and get an education at the same time,” she explained, “but, most importantly, deepen my understanding of Jesus Christ and continue to grow in my relationship with Him.” Weinmaster is looking forward to what Zacharias brings both on and off the court this coming year.

“Ashley comes from a great family and has the type of character we are looking for in all of players. She is a teamfirst player and she will be an excellent fit for our great culture here on our team and at Briercrest! I am really looking forward to working with her!”

Corman Park awards new shop and gravel tenders The results of gravel, new shop tender submissions and recommendations for what sections of roads needed to be chip sealed were released during a RM of Corman Park Council Meeting, January 5.

According to information presented to council, on December 8, 2014, the 2015 Gravel Tender Submissions closed with the results reported to council at the December 15 Council Meeting.

During that meeting the lowest bid received was submitted

by Mocon Construction with a cost of $3,261,300.

As a result of this cost the RM Administration and Council chose to explore other options for gravel resources.

At the January 5 RM of Corman Park Council Meeting, four companies, including Paul Pilka Trucking, Mocon Construction, ALH Trucking & Contracting submitted bids.

RM Administration adjusted their gravel amount for the upcoming season and will make use of a gravel crush stock pile in Vonda, which contains 30,000 cubic yards of aggregate.

Corman Park has decided to pay the landowner two dollars per cubic yard for a total cost of $60,000. The stockpile will serve as a source of crushed ag-

gregate to be used by the RM in the next two years for gravel requirements in grade zones 1 and 2 located in Division 1.

The estimated cost of the stockpile is an estimated $290,000 for two years with the RM incurring the total cost in 2015 but will see savings in 2016.

Mocon later submitted a revised bid form for the adjusted tender amount for a cost of $2,219,500, which will save the RM $1,041,800.

Administration also considered the bid submitted by Paul Pilka Trucking Division in which 6,000 cubic metres of gravel will be placed on roads located in Grader Zones 3-5 located within Division 5,6 and 7, for a total cost of $153,000.

The total cost of the adjusted specifications and sourcing amounted to $2,662,500 for Paul Pilka Trucking, Mocon Construction and the estimated cost of the Vonda Stockpile.

The RM decided to award tenders to Paul Pilka Trucking Division, Mocon Construction and approve the tendering of aggregate crushing in Vonda.

The RM estimates that its savings from Pilka Trucking and the Vonda Stockpile will save the RM $90,000 for contract level hauling in 2015 and

$400,000 in 2016.

NEW SHOP TENDER

The RM had quotes from 10 companies come forward. The closing date for the submissions was December 8 with a public opening held at the municipality office.

After careful review and consideration RM administration decided that Quorex Construction be awarded the new shop tender for the cost of 1,739,346.

HARD SURFACE ROADS

With the upcoming construction season in 2015 Public Works decided that there are sections of road in the RM which need to be chip sealed. It is believed that this treatment will preserve existing roads and lengthen the surface life of roads.

The identified roads include Cheviot Road between Range Road 3041 and 3042, which is described as a low-traffic road with only a few residents using it for access. In Division 3 Saskatchewan Crescent for a one mile stretch between Range Road 3055 and 3060. The road is commonly used by City of Saskatoon residents and others to access Chief Whitecap Dog Park.

The other road identified in

Division 3 is Old Highway 219 for approximately two miles between Range Road 3055 and 3054. The Ministry of Highways and Infrastructure transferred maintenance of the older route following the completion of the new Highway 219 in 2004. Old Highway 219 is used as a main access for Sand Hills Stables.

In Division 4 Spadina Crescent for an approximate one mile stretch of road between Range Road 3060 and 3061 on Township 362 was the section identified. That road is utilized

by City of Saskatoon and SaskPower to access substations.

In Division 7 the Langham East Access Road for a 3/4 mile stretch of road located on Range Road 3073 North of Highway 16 between Township Roads 392 and 393 was identified. This road provides main road access to the residents of Langham.

The chip seal costs for sections of these roads total $323,200. Administration recommended Council not treat or preserve these roads within the 2015 season and revert them to gravel at such time that the hard surface is at the end of its useful life. Council deferred the recommendation until the next Public Works Committee Meeting.

During the early morning hours of December 26 and December 27, more than nine cars were broken into in Warman. Over two consecutive nights, the culprits attempted to enter approximately 200 vehicles. Nine unlocked vehicles had miscellaneous items stolen, in addition to one unlocked vehicle being stolen.

BE VIGILANT

The RCMP is asking Warman residents to be vigilant for suspicious activity during the late evening and early morning hours and to remind residents to lock their vehicles and remove items of value. If any suspicious activity is observed, immediately contact the RCMP. The RCMP continues to investigate these rash of vehicle break-ins.

HITCHHIKER PICKED UP

On December 22, 2014 at 7:00 p.m. police received a complaint of a hitch hiker on Highway 11 near Warman. The caller reported the male was dressed in dark clothing and was concerned he could get hit. Police made patrols and located the male. He was given a ride to a local restaurant where he called a friend for a ride.

There were no injuries.

DOMESTIC ASSAULT

On December 23, 2014 at 9:45 p.m. police received a complaint of a domestic disturbance at a residence in the RM of Corman Park.

A 57-year-old female victim reported she was assaulted by her 60-year-old husband. Police attended and arrested and charged the male. He was released on conditions for an upcoming court date in Saskatoon.

FIGHT IN RESTAURANT

On December 23, 2014 at 11:20 p.m. police received a complaint of a fight at a restaurant in Warman. The complainant reported two females were fighting. Police attended and the females were separated by other patrons at the restaurant. Both received minor injuries in the altercation. Neither party wanted to pursue charges.

The individual involved were intoxicated and received warnings from police.

DRUNK STARTING FIGHTS

On December 25, 2014 at 1:40 a.m. police received a complaint of an intoxicated male causing problem at a residence in the RM of Corman Park. The complainant advised they were having problems with a family member who was intoxicated and wanting to fight other people in the house. Police attended and arrested a 47-year-old male from the RM of Corman Park who was lodged in police cells until sober to prevent further problems. There were no charges or injuries.

DOG BITES CHILD

On December 25, 2014 at 4:30 p.m. police received a complaint of a child having been bitten by a dog. The child had injuries to its head from the bite. Police attended and confirmed that the child had been bitten by the family pet and required stitches. There were no charges.

BOXING DAY ASSAULT

On December 26, 2014 at 12:30 a.m. police received a complaint of an assault at a residence in Warman. Police attended and found a 22-year-old male who had injuries to his neck. The victim was transported to hospital in stable condition. Police arrested a 52-year-old male from Lloydminster, Alberta who was remanded for a court appearance. Investigation into this matter is ongoing.

MARTENSVILLE ASSAULT

On December 26, 2014 at 1:15 p.m. police received a complaint of a domestic disturbance at a residence in Martensville. A 24-yearold female reported she was assaulted by her 30-year-old boyfriend. Police attended and arrested the male. He was later released on conditions for an upcoming court date. The female was not injured.

SLEEPING IN PARKING LOT

On December 28, 2014 at 5:45 p.m. police received a complaint of suspicious person in the parking lot of a grocery store in Warman.

The complainant reported the male was sleeping inside a vehicle parked outside. Police attended the location, but the male had left the area.
