A two-vehicle collision occurred at a construction zone on Highway 11 about a kilometer west of the intersection with Wanuskewin Road about 3:1 5 p.m. on Friday, October 16.

Warman Fire Rescue, MD Ambulance and Warman RCMP officers responded to the collision, which involved a Chevrolet

half-ton truck driven by a 26-year-old man from Warman rearending a Chevrolet sedan driven by a 63-year-old man from Sidney, BC. The 26-year-old man was issued a ticket for driving without due care and attention. Neither driver was injured in the collision, which saw both vehicles end up in the ditch.

Operation Impact targets speeding, impaired and distracted driving From October 10 to October 12, RCMP members across Saskatchewan conducted traffic enforcement as part of Operation Impact – an enforcement initiative targeted at making Saskatchewan’s roads safer.

Enforcement targeted impaired driving (alcohol and drugs), distracted driving, aggressive driving (speeding, following too close, unsafe lane changes, fail to yield and careless driving) and seatbelt use, among others. Over the course of Operation Impact, members made contact with (pulled over/stopped) 4,913 drivers in RCMP jurisdiction. Of those drivers mem-

bers made contact with, there were 2,223 violations.

Prairie Spirit School Division looks for legal guidance on funding crunch

By TERRY PUGH tpugh@ccgazette.ca With its reserves being drawn down and no additional provincial funding coming this fall to cover increased enrolment, Prairie Spirit School Division (PSSD) is seeking legal advice on its future options.

The issue, according to PSSD Board Chair Larry Pavloff, is that provincial funding is falling short every year, and the problem is growing progressively worse.

It’s at a point now, Pavloff said, where the school division has cut its expenses and drawn down its reserves as much as it can.

“The next stage of reductions will have a direct impact on classrooms,” said Pavloff in an interview on Friday, October 16 at the PSSD office.

“Up until now we have been able to maintain classroom teachers and programs, but when you cut $12 million from an operating budget since 2012; and when you have an increase of over 800 students over that same time frame, it’s just not sustainable. Something has to change because we’re now at that crunch point.”

At the end of June, the PSSD board of education submitted a $2.5 million deficit budget to the Ministry of Education. The school division at that time requested additional funding from the province to cover the shortfall.

The province turned down the funding request and directed the PSSD board and administration to draw $2.5 million from reserve funds to cover the deficit.

The board complied with the Ministry’s directive and used $2.5 million from reserve funds to balance the school division’s 2015-16 budget. But the elected trustees on the board questioned whether the government’s directive is allowed under provincial legislation.

LEGAL OPINION

At its September 21 meeting, the PSSD board passed a motion instructing its administration to “engage legal counsel to review the concerns regarding the process followed by the Ministry of Education in issuing the directive

and regarding the appropriate application of the funding regulations.”

PSSD Education Director John Kuzbik said the school division is simply ensuring that the rules are followed. He said the division is not challenging the government’s right to issue directives.

“We continue to do our advocacy without jeopardizing any directive or request from the Ministry,” said Kuzbik. “We’re staying within the rules, but we don’t necessarily know what the rules are. We are asking our legal counsel to tell us if this directive is something the Ministry can legally ask us to do.”

Pavloff said the board had no choice but to follow the Ministry’s directive. “To be legally responsible, we followed the directive,” said Pavloff. “But the board wants to make sure we’re in compliance with legislation and also with our legal obligation. We want to ensure that what we are being asked to do is within the realm of authority of the Ministry of Education. He said PSSD is acting alone in seeking legal advice.

“We don’t know if any other school divisions are pursuing similar actions,” said Pavloff. “We do know that other school divisions had to dip into their reserves, but we don’t know if they also had made $12 million in cuts over the previous three years like we did.”

The PSSD’s unrestricted reserves are dwindling as funds are used to cover budget deficits. According to the PSSD office, the division’s unrestricted reserves as of August, 2014 amounted to $6,490,699. A total of $2,936,342 was allocated from those reserves to balance the 2014-15 budget; and a further $2,498,778 was allocated to balance the 2015-16 budget. That leaves a total of $1,055,579 currently in the PSSD unrestricted reserves.

INEQUITABLE MODEL

Kuzbik said the PSSD’s chronic financial shortfall is a result of an inequitable funding model introduced in 2012 by the provincial government.

“There is an education pot of

money that is distributed to 28 school divisions across the province,” said Kuzbik. “And many factors go into determining how much operational funding each school division gets. Each factor is weighted, and include such things as the distances between schools and the size of the schools. There is a sliding scale that recognizes smaller schools in rural areas need additional funding.”

The operational funding model also recognizes the needs of larger schools in urban centres.

But PSSD is neither entirely urban nor entirely rural, said Kuzbik.

“We’re in a middle area,” he said. “We’re partly urban and partly rural. The difficulty is that when the funding model is tweaked so that it benefits our school division, it has the exact opposite effect on several other school divisions. They can’t seem to put the slide in a spot where the impacts are going to be more evenly distributed.”

The other challenge PSSD faces is rapidly-rising enrolment.

In 2012-13, total enrolment in the school division was 9,815 students.

In 2013-14, it was 10,044; in 2014-15 it was 10,312. This year (2015-16), enrolment rose by 321 for a total of 10,633 students.

The provincial government announced a review of the funding model last spring. Originally the results of that review were to be released in July. That review has since been expanded to take into account PSSD’s concerns, and Pavloff is optimistic the review will produce positive results.

Sam Dyck, PSSD trustee for Warman, said the board is “leaving no stone unturned” when it comes to doing what is best for the students.“It’s not about the board of education getting more money,” said Dyck. “It’s about what we can do for the students. That’s always been our focus..”

Pavloff noted that the province provides specific funding to cover increases for provincially-negotiated teachers contracts. He also noted funding for capital projects, including repairs to school buildings, is a separate issue.

Couple celebrates 65th wedding anniversary

By TERRY PUGH tpugh@ccgazette.ca When Alta and Fred Kraushar said their wedding vows at St. Thomas Wesley United Church in Saskatoon on September 2, 1950, they pledged to stay together through thick and thin.

Sixty-five years later, they’ve stayed true to those promises.

The couple celebrated their 65th wedding anniversary last month at the Langham Senior Citizens Home, the only nursing home in the province that accommodates couples with varying levels of care to cohabit in the same room.

They moved to Langham from their home in Warman in early January because of health concerns.

While Fred, 87, has some memory issues, Alta, 84, recalls their wedding day very well.

“It was a Saturday evening,” she said. “A beautiful day.”

She also vividly remembers their first anniversary, because it coincided to the day with the birth of their first child, a son.

“He was born September 2, 1951,” she said. “He was our little anniversary present. We had four girls and two boys altogether. Our youngest is a boy, too. Reagan is 57 now, so that makes

me feel a little old. He and his wife Thelma live on an acreage near Warman, and they have two married sons and four grandchildren.”

The couple lived for many years in a house in Saskatoon’s Caswell Hill neighbourhood, where Fred worked for CN Rail Express.

Alta was a full-time homemaker until the kids were grown, and then she took a job as a steno at Mercury Printers, located at that time on 1st Avenue North.

“It was a long walk from home,” she said. “In the winter I took a bus. But Saskatoon was a lot smaller in those days.

Alta said she and Fred first met at a house party.

They hit it off, and after dating for about a year, decided to tie the knot.

Fred was a well-known athlete in his youth, playing shortstop for the Saskatoon Merchants fastball team, whose home stadium was the old Cairns Field on Idylywyld Drive. When he wasn’t suited up for the Merchants, he played third base and pitcher for the CNR Car Men. When he wasn’t playing ball, he was fishing with his dad at the river.

“I was never really fond of fish,” sad Alta. “I’ll eat it, but I wasn’t interested in fishing. I had too many other things to do.”

In 1987, Alta suffered a ce-

rebral hemorrhage caused by aneurism. She recovered, but still suffers the lingering effects.

“It affected my whole right side,” she said. “I couldn’t talk for a long time, but I worked at it and I learned how to adjust.”

In 1994, the couple moved to Edmonton to be closer to their oldest son. After 16 years in the Alberta capital, they returned to Saskatoon where they rent-

ed an apartment; and later moved to Warman, where they resided for five years.

Alta said she has no regrets regarding the move to the Langham seniors home.

“It’s a very nice home,” she said. “The staff is very caring. And we don’t go hungry. I said to Thelma, my daughter-in-law, that I never grew to be six feet tall, but if they keep feeding me like this I’ll soon be six feet wide.”

Flu vaccinations begin The publicly-funded influenza (flu) vaccine is now available across the province. Vaccinations began October 19. All residents six months and older can receive it for free.

The free vaccine isoffered through public health clinics across the province, and some physician and nurse practitioner offices, as in previous years.

This year, for the first time in Saskatchewan, pharmacists will also be able to provide free flu vaccinations as part of the province’s influenza immunization program. Approximately 200 of the 360 community pharmacies in the province plan to participate.

Getting vaccinated is particularly recommended to people at high risk of complications from influenza: pregnant women; young

children; the elderly; and persons with underlying health conditions or compromised immune systems.

“We strongly encourage everyone, especially people at high risk and their caregivers to get the flu vaccine,” Saskatchewan’s Chief Medical Health Officer Dr. Saqib Shahab said. “Getting vaccinated early in the fall is the best way to protect yourself, your family and others around you during flu season.”

Residents six months and older can get the injectable vaccine once the flu clinics start on October 19. The nasal vaccine (FluMist), an option for children between the ages of two and 17, will be available from public health clinics before the end of October. Children under nine need to be vaccinated at a public health clinic.

Block returns to Ottawa Conservatives relegated to opposition status as Liberals win decisive majority

By Terry Jenson tjenson@ccgazette.ca Monday’s election result was one that very few political observers, voters or candidates themselves saw coming.

Garnering 184 of the 338 seats in Parliament, the Liberals under leader Justin Trudeau captured a majority, knocking the Conservatives into official opposition status with 99 seats. The NDP under Thomas Mulcair finished with 44 seats while the Bloc Quebecois collected 10 and the Green Party retained their lone seat with leader Elizabeth May in British Columbia.

For Kelly Block, who easily won the newly formed Carlton Trail - Eagle Creek riding with an unofficial 25,992 votes and 65 per cent voter share compared to runner-up Glenn Wright of NDP with 7,498 votes (19 per cent of the popular vote), the evening was a bittersweet one.

“I remained hopeful because of our strong plat-

form and because of what I was hearing on the doorstep, certainly, in our riding and that it would translate in ridings all across the country so I am somewhat surprised and disappointed at the results as they have come in nationally.”

The sweep to power for the Liberals began in Atlantic Canada and shifted further west into Quebec and Ontario. By the time results in Saskatchewan were being made available, pundits had already declared a Liberal majority government.

The next four years for Block will be somewhat different as her role will shift from being on the government side of the house to being on the opposition benches.

“What we’re going to have to do as the official opposition is hold (the government) to account and do the best we can to ensure that the interests of all Canadians are represented,” Block stated while at a party gathering in Saskatoon later Monday evening.

One of the key areas Block said the opposition will focus on is the continued development of natural resources. Despite low oil prices and a soft dollar, she believes there is plen-

ty of work to be done to solidify Canada’s place in the global energy sector.

“I think, again, we’re going to have to be a very strong voice for the continued responsible development of our natural resources and push hard to see projects like Energy East and other pipelines across the country get completed.”

OTHER SASKATCHEWAN RIDINGS

In newly formed Saskatoon-Grasswood, former sportscaster Kevin Waugh of the Conservatives defeated Scott Bell of the NDP by over 5,000 votes.

Tracy Muggli of the Liberals finished third 7,000 votes behind Waugh. Saskatoon-Grasswood is a split riding with a mixture of urban and rural voters.

Sheri Benson put the NDP in Saskatchewan back on the federal map for the first time in recent memory. Benson collected 14,906 votes (40%) compared to Saskatoon city councillor and Conservative candidate Randy Donauer’s 12,386 (33%).

Lisa Abbott of the Liberals finished a distant third with 9,261 votes.

Saskatoon-University returned Conservative incumbent Brad Trost with

Kelly Block speaks to a supporter Monday night as the results rolled in 18,589 votes (42%). Claire Card of the NDP finished second with 14,115 (32%) and television news anchor Cynthia Block captured 11,287 (25%).

Other Conservative incumbents who retained their seats in Ottawa include Agriculture Minister Gerry Ritz (Battlefords-Lloydminster), David Anderson (Cypress

Hills-Grasslands), Tom Likiwski (Moose Jaw-Lake Centre-Lanigan), Randy Hoback (Prince Albert), and former Speaker of the House Andrew Sheer (Regina-Qu-Appelle).

Longtime Liberal MP Ralph Goodale was reelected in Regina-Wascana while Erin Weir of the NDP narrowly edged Conservative Trent Fras-

er by less than 200 votes in Regina-Lewvan. It is expected a recount will take place in that riding as well as Desnethé-MissinippiChurchill River where the NDP’s Georgina Jolibois defeated Lawrence Jospeh of the Liberals by only 70 votes. Incumbent Rob Clarke of the Conservatives finished third, 1,200 votes behind Jolibois.

Saskatchewan Welcomes Trans Pacific Partnership Deal

Our government strongly supports Canada’s participation in the Trans Pacific Partnership (TPP), one of the most ambitious free trade agreements in history.

The Trans-Pacific Partnership includes 12 countries and over 800 million people, it removes tariffs and other trade barriers with our most important trading partners, and opens up potential new markets for exporters.

Saskatchewan exported more than $25 billion in goods (71 per cent of our international exports) to TPP countries in 2014. The Trans Pacific Partnership agreement increases access to those markets and keeps our exporters on a level playing field with their competitors. The TPP has been endorsed by numerous exporters including virtually every agricultural organization that represents Saskatchewan producers.

International trade has always been vital to our province’s economy and I know our agricultural producers are looking forward to having an even stronger presence in pacific markets. The TPP will encourage major growth and investment in our value-added agriculture sector through better access to these markets for our processed products, such as canola oil and meal, malt barley, beef and pork.

Over 500 More Doctors Practising in Saskatchewan

Our government made a commitment to recruit and retain more physicians in Saskatchewan – and the results of those efforts have been positive. Through a number of physician recruitment and retention initiatives, our province has welcomed more than 500 new physicians over the past eight years.

Population growth among our physician community has actually outpaced general population growth.

Since 2007 Saskatchewan families have benefited by a 23 per cent increase in family physicians and a 35 per cent increase in specialists, which includes a 50 per cent increase in pediatricians.

Since 2007 nearly 190 physicians have been recruited to practice in rural and remote communities.

There’s still more to do but, through the work of Saskdocs, expansion of medical training seats, and innovative practice incentives, we’re finally seeing improvement and stability across the province.

Flu Vaccinations Across the Province Began October 19

The publicly-funded influenza (flu) vaccine will be available in Saskatchewan beginning October 19th.

All residents six months and older can receive it for free. The free vaccine will be offered through public health clinics across the province, and some physician and nurse practitioner offices.

This year, for the first time in Saskatchewan, pharmacists will also be able to provide free flu vaccinations to residents nine years of age and older with a valid Saskatchewan Health Services Card. Children under the age of nine will need to be vaccinated at a public health clinic.

People can also contact their public health office, call HealthLine 811 or visit saskatchewan.ca/flu for clinic schedules and to find the nearest clinic. Those who want to get their free flu vaccination at a pharmacy or drugstore should check first to confirm they offer it.

Lowest Unemployment Rate in the Country for Two Straight Years

Saskatchewan’s resilient economy posted strong job numbers in September, marking two consecutive years the province has maintained the lowest unemployment rate in the country.

There were 579,400 people working in September.

The job gains in private sector employment points to a confident business community which is hiring and making investments right across the province.

Since 2007, the strength and determination of Saskatchewan people has helped create 69,800 net new jobs – an average of 24 new jobs per day or 1 new job per hour.

Interchange opinions need to be heard

As a concerned citizen, and on behalf of our entire household, I am asking and encouraging as many residents of Warman as possible to attend the October 27 future Warman interchange meeting at the Brian King Centre.

The design and future location of the interchange goes totally against the common sense and wishes of 99 per cent of the approximately 10,000 residents of Warman.

So please attend and voice your opinion. Let’s get our tax-funded interchange built at the right location – that being Central Street and Highway 11.

And while the Saskatchewan Premier couldn’t seem to help himself when it came to overstepping his bounds and telling you how to vote, even he somewhat acknowledged his help might not have been all that helpful.

“That’s the beauty of a free, secret ballot,” Wall told reporters in Regina last week.

You voted on the issues you saw as most important; not necessarily the issues the Premier saw as most important.

So that means that Wall’s assessment on which major party best addressed the most important economic; at least, as defined by Brad Wall; was an unhelpful, useless and partisan exercise that told us nothing?

Well, it was a partisan exercise designed to benefit Conservative friend Stephen Harper. But whether it was

necessarily a useless one that told us nothing might be in the eyes of the beholder.

For those of you that didn’t hear; or perhaps chose to ignore because you didn’t need Wall’s “help” in casting your own ballot; what Wall did is write to each of the three major federal leaders and ask them their position on the three issues he deemed most critical.

Those issues were pipeline development, labeling genetically modified organisms (GMOs) and changing the equalization formula to include revenue from renewable resources.

To the shock of no one, Wall determined early last week that Harper’s Conservatives were the best choice and that Tom Mulcair’s NDP “did not align with the people of Saskatchewan.”

Again, it was all a rather silly exercise in which Wall clearly chose issues that put the Conservatives in the best light.

Of course, the Conservatives would have the most favourable position on the Keystone XL, Northern Gateway or Energy East pipelines. It is the only par-

ty that wholeheartedly endorses all three.

Similarly, the Conservatives would obviously have had the best position on opposing GMO labeling.

Moreover, all parties looked equally bad on equalization because no party was going to say that revenue from renewable resources should be excluded, for fear of offending Quebec voters that get the most benefit from equalization and have the most hydro-electric power.

Interestingly, Wall conveniently ignored Harper’s 2006 promise to remove nonrenewable resources from the equalization formula.

It was an irresponsible thing for Harper to promise because it would have meant a “have” province like Saskatchewan would have received an extra $800 million a year. However, it also meant we didn’t receive from Ottawa in the past decade nearly $8 billion that we were promised.

Alberta would have been subsidized four or five times that amount. This means what Harper promised in 2006 and didn’t deliver. This was billions of dollars more than what Liberal leader ANGELA HEIDEL

But all this said, there was some validity in Wall’s partisan exercise.

There is a reason why Saskatchewan has been governed, provincially, by the CCF/NDP for 38 of the last 62 years yet only twice in that six-decade period (in 1953 and in 1988) has sent a majority of CCF or NDP MPs to Ottawa.

It has to do with the big difference between what people expect from their provincial leadership versus what’s expected from federal MPs. It is here where Wall’s “helpfulness” may begin.

As obviously partisan as Wall’s assessment may have been, it might have helped focus on some issues most critical to this province in Ottawa.

After all, is having pipelines providing more alternatives when it comes to selling our oil a bad thing?

Or is eliminating things hampering the sale of our agriculture products bad?

Full clarity for your vote?

Maybe not.

But it might have offered a little more focus as to what your federal vote should have been based on.

South Corman Park School unveils digital sign for events The School Community Council (SCC) of South Corman Park School recently unveiled their new digital sign on the corner of Baker Road and Preston Avenue, just south of Saskatoon.

The sign will help keep the community informed of school events and activities.

“We are so happy to have the digital sign finally in place after envisioning it many years ago,” said South Corman Park School Principal Char Elder. “The SCC has been working hard to make it a reality and it really is a welcome addition to

our school”.

Project Manager Angela Jamieson thanked various community members for their contribution to making the sign a reality.

“The contributions from community members and parents of students past and present really enabled us to complete the project this year,” said Jamieson. “I can’t thank them enough.”

Contributors included Chad Stolte, who provided the electrical labour, and a community donor wishing to remain anonymous, who provided the trenching re-

quired for the sign hookup.

Contributions such as these are not uncommon at South Corman Park School.

Another family, who also wished to remain anonymous, resealed the tarmac in the playground and arranged for repainting of the lines this past summer. The children enjoy the rejuvenated playground every day.

“It’s really the generous donations from the community that set South Corman Park School apart and make it the wonderful school community that it is,” Jamieson said.

Mennonite tradition takes centre stage at ‘Lord of the (sausage) Ring’ festival in Osler

By TERRY PUGH tpugh@ccgazette.ca There’s an old saying that goes something like this: “Laws are like sausages. It is better not to see them being made.”

Osler Mayor Ben Buhler takes that advice to heart when promoting his community’s latest fundraising event: “The Lord of the (Sausage) Ring” Festival, scheduled for Thursday, November 5 at the Osler Community Hall.

“Sausage-making demonstrations aren’t on the agenda,” said Buhler with a grin during an interview on Thursday, October 15. “It’s all about tasting, judging and eating traditional Mennonite sausages. Just the good stuff. Everybody loves sausages.”

The event, which Buhler hopes will become an annual tradition, is modelled on Saskatoon’s “King of Koubassa” festival, which takes place every February. A

celebration of Ukrainian and eastern European culinary heritage, the festival allows people to sample various types of Saskatchewan-made koubassa sausages and vote on the one they like best.

Buhler said the WarmanOsler area is famous for its many Mennonite Sausage makers, most of whom are represented at the festival.

“I pitched the idea to the sausage makers, and they were all very enthusiastic,” said Buhler. “They all feel its a very positive way of promoting their products. It’s a supper, but everyone who buys a ticket for the supper can taste all the sausages and vote on the one they like the best. They won’t know who made the sausage until the end when the results of the voting are revealed.”

The sausage makers include Valley Meats, Pine View Farms, J & J Sausage, Smokehaus, Smoky

Joe’s, Riverside Meats, Ideal Meats and Carmen Corner Meats.

“It’s a fun way of highlighting Mennonite food, culture and history,” said Buhler. “It also ties in with our long-range goal of building a community ‘food node’ in Osler.”

A slide presentation on the history of sausage-making by Jake Buhler, and a “celebrity judges” panel of media representatives is also on the bill of fare.

The licensed event is aimed at raising funds toward a concrete floor for Osler’s outdoor rink.

“The goal is to make that a year-round facility,” said Buhler. “It’s used all winter, but with a concrete surface it can be used during the summer for ball hockey and other sports.”

The event is sponsored by the Town of Osler Recreation Committee. Tickets can be purchased through the town office.

Corman Park endorses farm safety scholarships

By TERRY PUGH tpugh@ccgazette.ca Two $1,500 scholarships for Grade 12 students with a rural background are being offered by the Saskatchewan Association of Rural Municipalities (SARM) to mark its 90th anniversary.

The RM of Corman Park is helping the provincial organization promote the scholarships, which will be awarded in March 2016 to two students who submit winning essays on the topic: “The Importance of Safety and Health on Our Farm” or “Safety and Health Hazards on Our Farm.”

The scholarships are offered by the Agricultural Health and Safety Network Program at the Canadian Centre for Health and Safety in Agriculture at the University of Saskatchewan.

The RM of Corman Park council endorsed a resolution to provide awareness and information about the scholarships at its meeting on Monday, October 19.

NEW RM LOGO

The RM of Corman Park has adopted a new, updated logo following several months of poring over new designs.

The new logo will be unveiled by Corman Park Reeve Judy Harwood at the RM’s annual general meeting on Wednesday, October 21 in Saskatoon. The new logo will be front and centre on a new sign for the RM office on Primrose Drive, which is slated to be erected next month. The cost of the new sign is just under $8,000.

NEW YIELD SIGN

A yield sign will be erected by the RM of Laird at the intersection of Township Road 400 and Range Road 3073. Township Road 400 marks the boundary line between Corman Park and the RM of Laird. The yield sign is needed because of the increased traffic between Highway 16 and Sarilia Estates subdivision. The RM of

Laird is bearing the cost of the installation for the sign.

The RM of Corman Park is allocating $10,000 annually to pay for the cost of providing recycling bins at the South Corman Park land fill for residents. The landfill was recently sold to a private operator, and the recycling service will now be provided through a partnership agreement with the new owner (Green Prairie), Super Save Recycling, and the RM. The RM also operates recycling bins in Langham, Asquith, the 33rd Street shop and Osler.

FIRE SERVICES BYLAW

Corman Park council is currently fine-tuning a Fire Services Bylaw to cover when, where and under what conditions fires are permitted within the RM. The proposed bylaw is still undergoing amendments and will be brought back to council at its next meeting in early November.

Warman Skate Park grand opening draws crowd

By WAYNE SHIELS essenceofsask@gmail.com The newest addition to Warman’s recreational facilities,is proving to be a big hit with local people and beyond.

A grand opening for the Warman Skate Park was postponed due to bad weather earlier in the month, so an official opening ribbon cutting ceremony was held on Tuesday, October 13. Special events to celebrate the park will be held next spring.

Fittingly, Mayor Sheryl Spence and the Regional Manager of Great Plains College, Rob Neufeld cut the ribbon. Cooperation between the city and the college was the catalyst in preparing the area for the building of the skate park.

“There is power in partnership,” said Neufeld. “Thirty heavy equipment students at our college got a chance to develop their skills, allowing the college to achieve its mission of building careers and opportunities for its students.”

Mayor Spence said the partnership has benefitted the city. Addressing the many youngsters in attendance, the mayor said, “Take care of it. Enjoy it. Keep it safe.

Be thankful for it because it took a lot of hard work and effort. We are glad it is here and we hope you guys have a blast with it.”

One of the skateboarders in attendance was Steve Emde. A veteran skateboarder of 11 years, he was the one that had initially approached the council with the

need for a skate park.

“It has been a necessity,” said Emde. “We needed a skate park because all the kids were constantly looking for places to skateboard.

It’s a place to further develop our skills; a safe place to go where we don’t have to worry about getting hit by cars.”

Emde, who has tried skate parks from BC to Newfoundland, summed up the impact of this park in his hometown by adding: “This is monumental.”

High School students raise funds for school in Ecuador

By TERRY PUGH tpugh@ccgazette.ca When Breanne Boy set out last spring to enlist the help of her classmates at Warman High School (WHS) in raising $10,000 to build a school in Ecuador through the ‘Me to We Founda-

tion’, she really didn’t know how much work would be involved.

“I thought, ‘how hard can that be?’ It’s just a number,” said Boy in an interview on Thursday, October 15. “But then we got started. We worked tirelessly for three straight days on

cleanup at the Warman Rodeo, and we only got $2,000.

“That was when we figured out how tough it would be.”

But Boy and her friend Amy Olynick, who spearheaded the campaign after attending a We Day event in Saskatoon last

spring, are a lot closer to their goal now. A fundraising supper at WHS on October 15 raised a total of $5,100 through the sale of tickets, donations, and silent auction items. The WHS student CONTINUED ON PAGE 10

By TERRY PUGH tpugh@ccgazette.ca Martensville residents want better cell phone service and faster download speed, but many are reluctant to have a cell phone tower in their neighbourhood.

Martensville City Council is wrestling with the issue of location for proposed SaskTel cell phone towers.

Discussions between the city administration, council, consultants and SaskTel officials have been ongoing for over a year, and several proposals have been examined.

However, none of the options met with council’s approval. The latest proposal involves putting a 35 meter tower in Kinsmen Park, with a significant setback from the main roadway and high-traffic areas.

An civic administration report to the Martensville Committee of the Whole meeting on Tuesday, October 14 noted that demand for access to wireless communication networks is increasing in the area.

“SaskTel has been looking for a new cell tower location and provided council with an overview of site selection criteria to provide optimal wireless availability back in July,” noted the report.

“The preferred location for a 35 meter tower is near Main Street and 10th Avenue. The location provides service to both existing and future businesses and residents.”

SaskTel would lease a 30-square metre site in Kinsmen Park for the tower for a period of ten years, with the possibility of extending the lease for a further 10 years once the term expires.

While the proposed location would provide more effective wireless coverage, it is a tall tower that may be viewed by residents as unsightly, noted some councilors.

The issue is slated to come before the regular council meeting this week.

The school is noted for its generosity, according to Jennifer Schneider and Jenn Sadoway, two WHS teachers who are helping the students with their fundraising efforts.

“Breanne and Amy went to the We Day event and came back all fired up, and they got everyone else on board and it’s been going strong since then,” said Schneider. “They started fundraising at the tail end of the school year last year.”

Sadoway said the Me to We Foundation handles the communications and funds for the communities in developing nations.

“There is a specific amount of money that we need to raise: $10,000; to build a school,” said Sadoway. “But our goal is to raise as much money as we can.”

In past years, WHS students have raised as much as $15,000 for a project to build a school and supply clean water to a community in Kenya.

By TERRY PUGH tpugh@ccgazette.ca Warman City Council approved a subdivision application by KH Developments to allow for the extension of Industrial Road in the southern part of the city.

Council okayed the proposal at its October 13 meeting. Warman Planning Manager Brad Toth told council in his report that the Industrial Road south extension is an important component to transportation in the south.

“It will allow new residential developments and existing industrial developments to access 6th Avenue and the south entrance without having to use South Railway, Haichert Street, or

any of the other east-west routes that currently connect to the existing Industrial Road,” said Toth.

In the future, subdivision applications will include further east-west connectors south of Township Road 385.

Servicing and topsoil stripping, as well as grading has commenced in Warman’s south end, and the actual roadway will not be constructed and operational until next year, noted Toth. The road will also play a pivotal part in the north-south connection through the new light industrial area slated for the south end of Warman.

FIRE DEPARTMENT BUSY Warman Fire Rescue

members have had a busy year so far, according to Warman Deputy Fire Chief Russ Austin.

In his report to council October 13, Austin said Warman Fire Rescue responded to 28 emergency response calls in September.

That brings the total for the year to 270 to the end of last month.

He noted that Warman Fire Rescue is currently working with Saskatoon Fire Department and the other departments in North Corman Park to implement a new dispatch service for fire-related calls. Improvements are also being made to the radio communications network in North Corman Park.

Province introduces new conflict of interest guidelines for municipalities

The Government of Saskatchewan has introduced a series of legislative amendments to improve conflict of interest rules for municipal governments.

The proposed amendments are based on the recommendations of Justice Ronald Barclay’s inquiry into the Rural Municipality of Sherwood No.159 in his final report, issued on December 30, 2014, regarding the proposed Wascana Village development near Regina.

The proposed changes address the key areas identified by the Barclay report to improve conflict of interest and ethical standards for municipal governments including: Requiring more information from a member of council when declaring a conflict of interest situation.

Mandatory public disclosure statements for all elected officials on council detailing their financial interests and any employment

and other involvement that may be seen to affect the member’s impartiality.

Mandatory adoption by all municipal councils of a code of ethics that includes a model code of ethics that will be developed in consultation with municipal partners. Clearer definitions of what constitutes a conflict of interest, a private interest and the inappropriate use of office and influence consistent with provisions in place for MLAs.

Warman ends regular season with undefeated record two years in a row

By TERRY PUGH tpugh@ccgazette.ca The Warman Wolverines wrapped up their nine-man high school football season on a winning note last Thursday by downing the visiting Martensville Royals 42-7.

It was the Wolverines’ seventh straight victory, and earned the team the league regular-season trophy for finishing in first place in Conference 4.

This is the second year in a row the team has won the league trophy. It‘s also the second straight year the Wolverines have not lost in a game in the regular season.

But the big prize is the provincial championship, which has so far eluded the Warman team. The Wolverines lost 46-20 to the Melfort Comets in last year’s final; and the year before fell 53-26 in the championship game to the same Melfort Comets.

This year, with a strong core of Grade 12 veterans, the Wolverines are looking to capture a gold medal instead of settling for silver.

But they’re also careful not to look too far ahead.

“We’re taking it one game at a time,” said Wolverines coach Tyler Scheidt after the final regular season game. “We have a real good group of guys who understand that every game matters, and from here on in, every one could potentially be the last game of the season. Right now we’re focusing on our next game.”

That one is scheduled for Saturday, October 31 at Neufeld Field in Warman.

It’s a provincial quarter-final playoff game, and the Wolverines take on the second-place team in Conference 3, which is in the southeast part of the province.

games is slated for Saturday, November 7 and the championship final is set for Saturday, November 14.

Scheidt said the team will take advantage of a bye this week to practice hard and work on getting everyone healthy.

With first place already locked up heading into Thursday’s game, the Wolverines’ coaching staff had mapped out a plan aimed at providing momentum while also playing it safe.

“We wanted our starters to get some time in the first quarter and put some points on the board and play well at game speed,” said Scheidt.

“They did that, and that allowed us to get our younger guys on the field. We challenged the rookies to start putting points on the board and make plays for us, and I was also happy with what I saw from them.”

Defensively, he said, allowing only one touchdown at the tail end of the game showed there was plenty of effort by both starters and backups.

“Everybody on the team played today,” said Scheidt.

“They all work hard in practice, so it’s nice when they all get to play.”

WARMAN DOMINATES

Warman got on the board early by pinning Martensville deep in their own end on the opening kickoff and forcing a two-point safety touch. Warman running back Damien Delnea scored two back-to-back touchdowns on a 48-yard run and a 14-yard scamper. Warman quarterback Dominic Froese connected with receiver Jaeden Towson for a touchdown to put Warman ahead 22-0 after the first quarter.

Cellulite is a skin alteration that can appear on the thighs, buttocks, abdomen and upper arms. It is often described as dimpling, orange peel, cottage cheese curds, and mattress lumps.

This conditions shows up in many healthy women. Eighty five percent of women have some degree of cellulite.

This is very rare for men; however, the males who have this condition are usually deficient in the male hormones.

The work “cellulite” first appeared in a French medical journal early in the 19th century. It was implied that this was a disease, but with research and study it has been disproved.

What is Cellulite?

In order to understand, you must first review the skin’s microanatomy. The outer most layer is called the epidermis or skin. Next lies the dermis (or corium). This layer is richly filled with hair follicules, sweat glands, blood vessels, nerve receptors and connective tissue. Following are two layers of subcutaneous fat. The first layer is where cellulite originates (areolar layer). This is where fat cell chambers called lobules are. They arrange themselves in a vertical fashion in the female population.

Scientific research shows that cellulite is caused by small protrusions of fat (papillae adipose) that find their way into the dermis. The protrusions are herniations that give the skin a bumpy appearance, referred to as cellulite.

In order to prove such a thing scientists used magnetic renoanance imagery, sonography which uses high frequency sound waves. Other researchers think that cellulite results from a laxity or weakening of the connective tissue bands in the dermis.

Meanwhile, Martensville’s defense dug in, with Logan Heck, Mason Sader, Brennan Blevins, Dylan Gutek and Kyle Ayotte recording some spectacular tackles.

Offensively, the Royals’ Tristan Williams, Colten Adair and Reidar Fee gave a solid effort.

Warman’s rookies came out strong in the final quarter, as Matt Kimpinski scored a touchdown after taking a pass from backup quarterback Jacey Denis.

Martensville receiver Connor McKay scored the Royals’ lone touchdown with eight seconds left in the game after grabbing a precision pass from backup quarterback Pacey Ferotte.

ROYALS READY

Despite the lopsided loss, Royals’ coach Lyle Evanisky said he saw some good things from his players, particularly on offense.

“Offensively we still have a few things to work on,”

said Evanisky. “But I think our passing game really improved after a lot of work put in at practices last week.”

The Royals hit the road for a league playoff game this week, against either the Kindersley Kobras or North Battleford’s John Paul II Crusaders. Evanisky said it really didn’t matter which team they faced; their game plan would depend on the type of defense their opposition deployed on the field.

He added that the Royals’ strong suit all season has been their defense.

The Royals lost to Kindersley in their first game of the season by a score of 24-12; but beat JPII on October 8 by a score of 8-6. John Paul II downed Kindersley 23-4 on September 24, so it’s anybody’s guess which of the three teams will come out on top in the struggle for a provincial playoff spot.

Evanisky is confident the Royals can earn a berth in provincials.

“After we get a win next week we’ll head to provincial playoffs and figure out where we go from there,” he said.

Hague Panthers win conference title, gear up for quarter-finals

By TERRY PUGH tpugh@ccgazette.ca The Hague Panthers sewed up first place in their 1A six-man high school football conference with a decisive 70-32 win over the visiting Porcupine Plain Bears on Friday, October 16.

A wrinkle in the provincial playoff draw originally had the Panthers scheduled to play a team from northern Saskatchewan prior to advancing to the provincial quarter finals on Saturday, October 31.

But the northern team backed out of the game, originally scheduled for this week. So the Panthers have a bye week to prepare for hosting the quarter-final playoff game on Saturday, October 31 at 1 p.m. Hague will play either Southey or Lemberg.

The Panthers cruised through the regular season undefeated to claim the Conference 4 championship.

Hague coach Clay Kirby said his team is ready for

the challenge, but noted the coaches are harping on the players not to look too far ahead.

“We went undefeated in league play during the regular season,” said Kirby.

“Our closest game we won by about three touchdowns, so that kind of got the kids in that mindset. So our message to the boys is focus on the next game and take it one play at a time.”

Overconfidence may have played a part in the Hague Panthers’ slow start against Porcupine Plain on October 16. The Bears were still smarting from a 54-14 licking they suffered at the hands of the Panthers the week before, and they were ready for revenge.

The Bears’ main weapon, Justin Hernandez, gave the visitors a 6-0 lead early in the game. Hague’s Riley Reese knotted things up at 6-6 with a minute and half left in the opening quarter.

Delisle wins final game of regular season, prepares for playoffs

By TERRY PUGH tpugh@ccgazette.ca The Delisle Rebels are gearing up to host a provincial quarter-final game on Saturday, October 31 after finishing their regular season on a winning note.

The Rebels defeated the host Meadow Lake Spartans 45-0 last week.

Delisle coach Ken Byers was happy with his team’s performance, and said it provides momentum heading into the playoffs.

“This game showed improved play along the trenches for our team,” said Byers. “Our defensive-line had pressure to affect the backfield of Meadow Lake. We made several tackles for a loss behind their line of scrimmage. This also affected special teams where we were able to alter the path of several punts.”

Byers singled out the play of quarterback James Shirley, who was able to connect with his receivers to give the Rebels an edge in the passing game.

“Our offensive line was able to better execute our systems to allow for better offensive output,” said Byers. “We had strong performances from several young players. Colten Noel played well blocking and catching on offense. Logan Milton showed great hustle on special teams.”

Byers said the next step is for the team to get healthy for the playoffs.

“We have been playing the majority of the season with an under-manned roster,” he said. “We have 13 Grade 12s and have been playing with about five of them on the field since Week Two of the season due to various injuries.”

The Rebels will play either Foam Lake or Melville in the provincial 2A nine-man quarter final game in Delisle on Saturday, October 31 at 1 p.m.

The Panthers broke things open in the second half as quarterback Devin Fehr connected with Reese and Ken Wiebe to rack up several touchdowns. But the Panthers defense was what really made the difference, thanks to several key knockdowns and interceptions by Carter Fehr in the second half.

Kirby said the Panthers were hoping to save Carter Fehr, who is nursing an injury, for the playoffs. But the game was so close they had to play him.

“Carter is a real key guy for us,” said Kirby. “He’s just that kind of player.”

At the same time, said Kirby, it was an entire team effort. He noted that even the guys who saw limited playing time during the regular season were outstanding

in this crucial match up. He singled out Kordic Benham as one of those players.

“He barely played this year since the first game in Carrot River because of injuries,” said Kirby. “We finally had to put him in during the second half because we were desperate, and he just played fantastic.

He sacked the quarterback three or four times and had pressure on him the whole time. Then we put him in

“It sure made a difference being able to get him into the lineup in the second half.”

SEVERAL CRASHES

October 13 at 7:40 a.m. police received a complaint of a single vehicle accident in Warman. Police attended and found that a vehicle driven by a 24-year-old female from Warman struck the back of a parked vehicle. The driver was issued a ticket. There were no injuries.

October 14 at 7:40 a.m. police received a complaint of a two-vehicle accident on Highway 7 near Vanscoy. Police and Saskatoon EMS attended. A vehicle driven by a 21-year-old female from Saskatoon pulled out to pass another vehicle when it was unsafe and collided with a vehicle driven by a 40-year-old female from Vanscoy. Both drivers were taken to hospital with minor injuries. The 21-year-old female was issued a ticket for driving without reasonable consideration for others.

October 14 at 8:30 a.m. police received a complaint of a twovehicle accident on Highway 11 and Wanuskewin Road. Police attended and found that a vehicle driven by a 27-year-old female from Saskatoon crossed the highway when it was unsafe. She received a ticket for proceeding from a stop sign before it was safe to do so. There were no injuries. Both vehicles required towing from the scene.

October 15 at 5:15 p.m. police received a complaint of a two-vehicle accident in Martensville.

Police attended and found that a vehicle driven by a 51-year-old female from Langham had entered the intersection before it was safe to do so and was struck by a vehicle driven by a 48-yearold female from Hepburn. The 51-year-old female was issued a ticket for entering an intersection before it was safe to do so.

Both vehicles required towing from the scene. There were no charges.

October 16 at 12:05 a.m. police received a complaint of a single vehicle rollover on Highway 7 near Saskatoon. Police attended and located a vehicle rolled.

They located a 36-year-old male from Delisle who was the owner of the vehicle deceased at the scene. Cause of the accident is still under investigation. Astro Towing attended the scene and assisted with the removal of the vehicle.

October 16 at 3:15 p.m. police received a complaint via Onstar of a two-vehicle accident on Highway 11 and Wanuskewin Road. Police attended and found that a vehicle driven by a 26-year-old male from Waman had rear ended another vehicle driven by a 63-year-old male from Sidney, BC. The 26-year-old male was issued a ticket for driving without due care and attention. Both vehicles required towing from the scene. There were no injuries.

ABANDONED VEHICLE

October 13 at 10:00 a.m. police received a complaint of an abandoned vehicle near Dalmeny.

Police spoke with the owner of the vehicle who advised that he would have the vehicle towed immediately. There were no

October 15 at 3:15 p.m. police received a complaint of a vehicle not stopping for a pedestrian in a marked crosswalk in Warman. Police spoke with the owner of the vehicle and issued a warning. There were no charges.

STAR GAZING

October 15 at 9:20 p.m. police received a complaint of a suspicious vehicle parked at a residence in the RM of Corman Park. The caller reports that the vehicle parked at the end of their driveway with their lights out and someone inside the vehicle. Police attended and and found a 19-year-old male from Saskatoon who had parked there to watch the stars with his girlfriend. They advised that they would move to a less suspicious place. There were no charges.

THEFT FROM VEHICLE

October 15 at 6:25 a.m. police received a complaint of a theft from a vehicle in Martensville.

The caller reported that his vehicle was parked outside of his residence and someone went through it. A number of small items were taken. Investigation into this matter is ongoing.

There were a number of vehicles gone through in Martensville between October 15 and October 16. Many of the vehicles were not locked. The public is reminded to lock their vehicles and not to leave any valuables inside.

ALL TRICKS, NO TREATS

October 15 at 10:00 a.m. police received a complaint of mischief to a Halloween display at a residence in Martensville. Investigation into this matter is ongoing.

DOWN THE DRAIN

October 18 at 9:45 a.m. police received a complaint of mischief to grain bins near the RM of Montrose. The caller reported that someone opened and drained the grain from his bins.

Investigation into this matter is ongoing.

VEHICLE THEFT

October 18 at 7:30 p.m. police received a complaint of a theft of a vehicle from the RM of Montrose. The caller reports that he left the keys in the vehicle, but the battery was dead.

Police attended and spoke with the the owner of the vehicle. Investigation into this matter is ongoing.

PUSHY SALESPERSON

October 13 at 5:30 p.m. police received a complaint of a suspicious person selling security systems in Radisson. The caller reports that the male attended his residence attempting to sell security systems and became rather aggressive. Police attended and spoke with the male from Calgary who had a licence in the community to sell security systems. He was spoken to about his sales tactics. There were no charges.

WHS senior B girls fourth in LCA tournament

By CORRIE POMARENSKI WHS Sr. B Assistant Coach Last weekend the Warman High School Senior B Girls volleyball team participated in the Eagles Invitation tournament at Legacy Christian Academy in Saskatoon.

There were seven other teams in the tournament, including Rosthern, Hanley, Evan Hardy, Delisle, LCA, Dalmeny and Kerrobert.

We played all the teams in the round robin, winning

9 of 14 sets. We were definitely hot and cold throughout the tournament, splitting with LCA, Kerrobert, and Evan Hardy. We defeated Rosthern, Delisle, and Dalmeny in both sets.

After the round robin play, there was a three way tie between LCA, Kerrobert and Hanley for first place (each winning 10 sets and losing 4). We placed fourth, just one set behind the three teams. This would see us playing Hanley for

bronze and Kerrobert playing LCA for gold.

After losing two sets to Hanley in the round robin, the girls came out with a vengeance in the first set dominating 25-11 for the win.

Our girls were a force, attacking, blocking and digging with no mercy. However, Hanley would not give in, coming back to take the second set 25-19.

The third set was a nail biter, going back and forth,

staying within 1-2 points the entire set.

Hanley edged us out for bronze, winning 18-16 in a loss that we could hold our heads held high about as the girls played some of their best volleyball of the tournament.

LCA took the gold in three sets, edging out Kerrobert who took silver.

We look forward to our final tournament of the season in Langham on Oct. 23 and 24.
