Ottawa and provinces should get back to the table on health In opposition and on the campaign trail, Justin Trudeau’s Liberals often rightly denounced the Harper government’s complete abdication of federal leadership in intergovernmental affairs. But after this week’s failed negotiations on a new health accord, the prime minister may be feeling some sympathy for his predecessor. Sitting at the head of the federal-provincial table is no doubt an important job, but oh how unpleasant it can be. Squabbling over social policy is as old as our messy federation. Ottawa, as in the past, wants to impose its priorities on the provinces at the cheapest price. The provinces, as is their wont, have ganged up on Ottawa to demand more money and fewer conditions. The result: the feds stalked off in a huff and the provinces, with a few exceptions, condemned the Trudeau government as no better than the last. So who’s in the right? Irrespective of predictable provincial bristling, the Trudeau government is certainly not wrong to want to attach strings to its contributions. Only Ottawa can secure national objectives and ensure reasonably comparable health care for all Canadians, wherever in the country they may be. That means conditional funding. Harper didn’t get that. It’s encouraging that Trudeau does. What’s more, the conditions Ottawa is seeking to impose are wise, if incomplete. The Trudeau government offered at least $6 billion over the next 10 years for home care, doubling its campaign commitment to address this area of great and growing need. It also vowed to invest $5 billion for mental health and a halfmillion dollars for prescription drugs and system innovation, all key lacunas. (Sadly, a national pharmacare plan, which would likely have the biggest impact on quality, access and affordability, seems firmly off the agenda.) But for Ottawa to play a leadership role in health reform, it will need to pay its fair share - and that’s a bar to which the current offer does not quite rise. In addition to the targeted investments, Ottawa is proposing to increase health transfers by 3.5 per cent annually, a modest improvement on Harper’s unilaterally imposed formula but well below the 5.2 per cent sought by the premiers. The Parliamentary Budget Office has warned that while reducing the federal share would stabilize Ottawa’s finances, it would do so at the peril of the provinces. The health-care transformation that the Trudeau government seems intent on undertaking is welcome, but won’t happen if the provinces aren’t getting the help they need to keep the lights on. If no deal is struck by the next federal budget, transfers are expected to increase by 3 per cent in 2017-18 according to the Harper formula. That means a declining federal share of growing health-care costs. It means no new national home-care or mental-health plans. It means our overburdened system and those who rely on it will suffer. The provinces will need to accept some strings and Ottawa will have to pay for them. It’s a messy business, no doubt, but all parties should take a deep breath and get back to it: only from the mess of intergovernmental compromise will a better system emerge. – The Toronto Star

Football excellence no accident I love football. Loved to play it, love to watch it, love to photograph it. For me, any day I can be on the sidelines covering a football game is a great day. With that in mind, 2016 was a special year on the gridiron, with many area teams achieving great success. It began in late April when the Saskatoon Valkyries took to the field for an exhibition game against the Edmonton Storm at SMF Field. For the first time in their history the Valkyries were not defending champions. That honour belonged to their rivals, the Regina Riot. A great mix of veterans and rookies were determined to regain the title. The Valkyries won the April game 30-17. They would meet the Storm for the WWCFL championship in late June, which the Valkyries won going away 81-6. Motivation can go a long way in determing a team’s success. A highlight in May was on Victoria Day weekend

when the best Grade 12 players from the north and the south faced off against each other in the Annual Ed Henick Senior Bowl. It was Saskatoon’s turn to host the event and area teams were well represented in the 9-man game. Of the 27 players on that squad, 17 were from Clavet, Warman, Martensville and Delisle. The local boys did their teams proud, helping the North to a dominating 48-13 victory. The north also won the 6-man game 22-8, with Kenneth Wiebe and Dalton Duprez of the Hague Panthers and Carter Dahl from the Rosthern Longhorns playing key roles. Those same three players also played in the 2016 Can-Am Bowl in early July when the community of Hafford hosted the

Carter Dahl was recognized as Canada’s top offensive player in the game, although on that night he may have been the best 6-man player in North America as he also had a key role on defence as well. August saw the opening of the University of Saskatchewan Football Huskies training camp. It was very exciting to have Carter Dahl, and two Warman Wolverines, Joel Seiferling, Brandon McKimmon in the 2016 recruiting class, joining Brayden Heck of the Martensville Royals on the Huskies squad. The Saskatoon Hilltops began the defence of their Canadian Bowl title in August. Despite losing 17 players from their championship team of 2015, the Hilltops kept improving all year and capped off the season in November with their third straight Canadian Bowl title, defeating the Westshore Rebels 37-25.

Several area players were important in the Toppers’ success, including Kirk Simonsen (Hanley), Drew Fitzgerald (Clavet), Des Vessey, Garth Knittig, and Dylan Larson (Delisle). September saw the start of high school season with teams from Clavet, Delisle, Warman and Martensville competing in 9-man and Aberdeen, Dalmeny, Hague, Hanley and Rosthern competing in 6-man. In November three area teams advanced to the provincial championships. Hanley travelled to Wynyard where they won the 2A 6-man gold medal with an exciting 6961 victory. The 3A 9-man final was a game for the ages as Warman hosted Martensville. The Wolverines came away with a 70-41 victory. These successes didn’t happen by accident. They were a result of great coaching and total year-round commitment by the players. And, of course, it’s all made possible by the unwavering and generous support of parents and volunteers.

Warman Fire Rescue employed their ladder truck for close to six hours as crews worked to contain an early morning fire at DagWood Products Ltd. in Osler on October 2. Damage to the staircase, railing and door manufacturing shop in Osler was estimated to be well over a million of dollars as the building and contents were completely destroyed.

It is hard to believe that the holiday season is coming to a close and the beginning of a new year is fast approaching. On behalf of the City of Warman Council and Administration we want to wish all of our residents all the best as we move into the new year and we hope that you had a wonderful holiday season with friends, family and important loved ones. The end of the 2016 was very busy for Mayor, Council and Administration. With the second month of the new term, many important decisions were made including the approval of the 2017 Council Budget and the first strategic planning session for the 2016-2020 Council. We were also busy with many important community events including the Senior’s Christmas supper at the Senior’s Drop In Centre and the Annual City of Warman Christmas Party held on December 3rd, 2016 at the Brian King Centre.

FAMILY

On December 3rd, 2016 the City of Warman honoured a resident of Warman with the 2016 Citizen of the year award. The award is given to an individual who spends countless hours giving back to the community. I want to extend my congratulations to Denaye Merz who we honoured as the 2016 Citizen of the Year. She has dedicated time to creating funding opportunities for learning and growth in our elementary school and is extremely generous, positive, and hardworking and is a professional individual that puts the needs of the various organizations that she serves on above her own. This year Denaye has taken on the roll of secretary for Warman Minor Hockey, and is manager for Warman Minor Soccer and Warman Minor Ball along with coaching both of her children on their respective hockey teams. Denaye certainly deserves to be recognized for her invaluable contributions to the City of Warman and her contributions to the many organizations who are extremely grateful for her energy, enthusiasm and dedication. Congratulations to Denaye Merz, the 2016 Citizen of the Year!

Be aware, this service will be under surveillance and persons abusing this service will be fined. A large bin will be made available from January 4, 2017 to January 20, 2017 for tree drop off only. This bin will be located in the same location as the summer compost bins on North Railway Street East across from Tomas Cook Restaurant.

Firefighters from Saskatoon and Warman teamed up to battle a massive blaze that broke out at about 7:00 p.m. Monday evening, April 4, at the Shercom Industries tire recycling plant in the North Corman Industrial Park. The fire was contained quickly within the compound, but at least one building at the plant was destroyed. It took fire crews nearly two full days to completely entinguish the fire and hotspots.

Robotics

Fifteen Robotics 20 & Robotics 30 students from Warman High School will be competing in the Saskatoon Combat Robotics Club’s (SCRC) winter tournament at the Warman Legends Center. The event is called Kilobots XXXV and will start at 10:00 am. There are three classes of robots compet-

ing and SCRC estimates there will be up to 40 robots in total. Our WHS students will be entering five robots into the One Pound Rookie Class that they have created as a final assignment in their robotics classes. Between Kilobots XXXV battles Warman High School will also be putting on a Junk Yard Robotics competition that involves racing remote control cars made from recycled materials and used electronic parts performing various competitions! Good Luck to our students as they compete. All are encouraged to come and watch. The event is on Jan. 21, 2017 and there is no cost to coming to watch. The Jr A Girls Basketball team has had a successful start to their season. We traveled to Langham Nov 25th and 26th placing 2nd overall in the tournament round robin. The following weekend we traveled to Lloydminster where the girls placed 1st on the B side. So far we have played two league games and are sitting at 1-1 for winlosses. Our next games will resume after Christmas Break. We will be hosting our annual Blast off tournament on the weekend of January 13-14. We are looking forward to the rest of our season.
