The CECE priorities for the next term include the completion of the new engine exhaust emissions legislation as well as activities on outdoor noise and machine safety standards. Several groups of dedicated experts are actively collecting and sharing their knowledge to contribute to an informed decision-making process at EU level. CECE will also work to further strengthen the profile of the European construction equipment sector, describing and promoting the importance of the sector for the European economy and society at large. Particular attention will go the issue of skills development and the availability of future engineers.

The main focus during my presidency has been on the new engine exhaust emissions legislation which the European Commission proposed in 2014 and which the European Parliament and the Council of Member States are to adopt in 2016. This piece of legislation has a large impact on many of the CECE manufacturers, taking 2016

large investments in machinery redesign. European emissions limits will soon be the strictest worldwide. The re-alignment of limit values with the USA would be a minimum to look out for in the coming years, to help manage the increased complexity on our production lines. EU regulators should also coordinate and harmonise lo-
cal requirements for low-emission zones, and enforce market surveillance to prevent non-compliant machines from entering EU terrain and distorting the market. Other than that, we’ve strengthened CECE’s voice in Brussels through advocacy and communications in support of the key technical dossiers, empowering CECE to optimally represent the sector’s interests. kfm

How we work
CECE draws on the expertise from multiple companies and national member associations The daily tasks of the Committee for European Construction Equipment (CECE) are managed by the CECE office in Brussels, consisting of two technical policy offers, supporting staff for administration and communications and the secretary general. The team’s work is supported and supervised by the Executive Committee, composed of the managing directors of the thirteen national construction equipment associations that are the members of CECE. The Executive Committee meets four to five times each year. Twice a year, the CECE Steering Group gathers the presidents of the national member associations, who discuss the CECE work programme, review the organisation’s achievements, set priorities and approve the work of the Executive Committee and CECE office. The Steering Group is chaired by the CECE president, seconded by a first and second vice president, each elected for 2 years. The president is also the

first CECE representative in external relations, supported by the secretary general. The organisation is completed with a General Assembly, who approves the budget and accounts, and settles statutory issues.
AN ASSOCIATION OF ASSOCIATIONS The work of CECE is organised by topics as well as products. The work on topics is handled by Commissions supported by dedicated Project Teams for specific tasks. Topics relevant for a particular range of products are handled via Product Groups. The organisation and proper functioning of the Commissions, Teams and Groups, as well as the timely interaction and consultation between them, is initiated and coordinated by the CECE Office. For the large amount of technical regu-
latory dossiers two Commissions and several Project Teams have been established. The High-Level Technical Policy Advisory Group (HLTPAG) consists of CTOs of companies with a strong interest in European topics, nominated by the national member associations. The group advises CECE with regard to strategic positioning, sector priorities and industry positions on technical and environmental subjects. The group’s members support the advocacy work of CECE through speaking engagements or participation in meetings with policy makers. The Technical Commission (TC) brings together a wide variety of technical experts from national associations and companies. They review the work of the Project Teams (PT) and discuss technical topics not covered by a specific PT. The TC is also a platform to inform non-PT members about the ongoing work.

CECE draws on expertise from companies and members Continued from p. 3
The Trade Policy Commission (TPC) of CECE focuses on international trade, economic policy and internal market issues, including market surveillance, intellectual property rights and counterfeiting. For advise on and support of the CECE advocacy strategy, CECE regularly calls on the company representatives that are operating in the EU capital, the Brussels Network. Product Groups (PG) consist of industry representatives manufacturing the same type of equipment. They meet to exchange information - in accordance with European regulations and laws on competition - and to promote technical and economic co-operation. CECE’s Statistical Commission (SC) brings together statistical and market experts from member associations and companies in order to optimise the statistical service of CECE. The representatives of CECE’s Statistical Commission together with representatives of the sister associations from Japan, Korean and North-America form the Intercontinental Statistical Committee (ISC), which takes care of the worldwide statistical systems for the construction equipment industry. Together with CEMA, the European agricultural equipment association, CECE organises the joint High-level Group CO2 to monitor policy developments and empower the two associations in the debate on CO2 emission reductions. Industry works hard to showcase its credible voice on the matter, by illustrating its substantial contributions to the EU 2020 objectives. The successful Joint CECE and CEMA CO2 brochure, full of positive industry examples demonstrating both past results and future potential towards reducing CO2 emissions, will be updated and reprinted over the course of 2016. CECE Statistics
Staying informed with CECE market statistics and the leading business barometer for the sector CECE collects and provides up-to-date market data for many types of construction equipment, and provides a leading indicator for the development of European construction equipment markets on a monthly basis. The information is coveted by the participating companies and considered a well-developed source of business intelligence. CECE runs both European and international sales statistics, and is one of the partners of the Intercontinental Statistics Committee which provides worldwide statistics. CECE statistics coverage extends to earthmoving equipment, road equipment, tower cranes, concrete equipment and hydraulic attachments. The CECE Statistical Commission, with representatives from manufacturers and national associations, oversees the proper functioning of the statistical exchange, and manages the constant process of enlargement and improvement. Manufacturers are invited to take part in the statistical ex-
changes by reporting their sales by country, on a monthly or quarterly (depending on the particular exchange programme) basis. Any statistics results are confidential to the participants and cannot be shared beyond the reporters. Since 2008 CECE runs a monthly business trend enquiry, the CECE Barometer. The objective is to provide the members with a regular business trend indicator of the European construction equipment industry. The companies taking part in the Barometer receive a report about the economic situation in Europe each month. A brief summary of the highlights is published on the CECE website. Events CECE CEMA Summit 2015
Timely focus on ‘smart regulation for smart machines’ The biennial CECE CEMA Summit, organized jointly with CEMA (European Agricultural Machinery), brings together a unique blend of business leaders, EU decision-makers, partner organisations and journalists to discuss the fundamental challenges and opportunities in both industries. This years’ edition themed ‘Smart Regulation for Smart Machines’ and discussed the impact of digitalization in the sector as well as the regulatory issues that apply. Policy makers from the European Commission, the European Parliament and member states were familiarised with the broad de-

ployment of advanced ‘smart’ technologies in machines and equipment. Special attention was also given to the need for skilled engineers and IT-trained staff. A number of young professionals showcased their innovative projects and received an award. The 2015 edition was judged a sound success by participants. Each edition of the CECE-CEMA Summit gains more momentum, as exemplified by the total turnout of about 300 people and by the increasing social media interaction around the event. Most participants recommended to
maintain the biennial concept of organising an EU-focussed Summit in Brussels, alternating with the sectorfocussed Congress in the other years, and the majority would attend the event in two years’ time again. www.cece-cema-summit.eu

Symposium on reduction potential in construction and agriculture
CECE makes industry case at stakeholder consultation
CO2 reduction from mobile machines was the focus of the symposium ‘Efficiency of Mobile Machines and their Applications - A contribution to the Reduction of Greenhouse Gases’ which took place on the 10th and 11th of March 2015 in Braunschweig (Germany).
CECE Secretary General Sigrid de Vries presented industry’s position during the stakeholders’ roundtable, organised in parallel to the February TTIP negotiations. Awareness for the need to boost infrastructure funding
The European Forum for Manufacturing helps to provide and promote European political leadership for the development of multilateral public policies addressing the economic, social and environmental challenges facing manufacturing globally. CECE works closely with EFM since a number of years, and regularly contributes with highlevel industry speakers. EFM is championed by a number of leading MEPs and organises debate meetings almost every month, always on topics concerning the future of manufacturing in Europe. During the Innovation & Design event in September 2015, CECE President Eric Lepine gave a speech on the crucial importance of investing in innovation, and the challenges both industry and policy makers face to secure competitive production and R&D in Europe.
In May 2015 CECE participated in the inauguration of the European Parliament’s new ‘intergroup’ for the promotion of long-term sustainable investment and re-industrialization, in the Committee of the Regions in Brussels. Commissioner Jyrki Katainen was among the keynote speakers. CECE is among key stakeholders from the private sector including partners like FIEC, Europe’s construction industry association, and other infrastructure associations and groups representing SMEs and family-owned businesses, as well as regional banks, pension funds and insurance companies. www.longterminvestment.eu

CECE members host EU officials at Paris trade fair The International Trade Fair Intermat is a triennial exhibition of equipment, machinery and technologies for the construction and materials industries, held in Paris. The 2015 edition took place from 20 to 25 April 201 and major international companies exhibited their products. A satisfaction survey demonstrated that 87% of exhibitors were satisfied with the visitors they met, andthat 66% of the contacts made at the show planned to invest.

Notably, the annual publication of the CECE Economic Report, each spring, finds a large coverage in
the industry press. The CECE Summit and Congress provide interesting content as well. Topics for the ‘Brussels’ media include engine emissions regulation and other

International liaisons
International cooperation with associations on all continents CECE holds a regular dialogue with the major construction equipment associations in other parts of the world, in particular those in the USA, China, Japan, South-Korea and India, in order to keep abreast of relevant develop-
ments in the respective regions and to share expertise and knowledge. Once a year, the secretary generals meet in the framework of the International Associations Committee (IAC), usually during one of the international trade fairs.
The IAC receives input from the TTLM, the Joint Technical Liaising Committee, and the ISC, the International Statistics Committee.

CECE Exhibition Partners
New CECE International Exhibition Partnership Programme launched CECE gives coveted patronage to a limited number of leading sector exhibitions, contributing to successful trade fairs around the globe and targeted to promote business and valuable networks. In 2015, CECE launched its new International Exhibition Partnership Programme to fortify relations. CECE Partners can obtain Bronze, Silver and Gold Partner packages, and profit from a number of commercially and promotionally attractive services. Some exhibitions have already transitioned to the new partnership programme and others will follow soon.
Promoting visibility for and cooperating with the major international exhibitions is important for CECE and the over 1200 companies it represents. CECE’s Exhibition partners with trade fairs in 2015 were Intermat (www.intermat.fr), CTT (www.ctt-moscow.com) and M&T Expo (www.saopauloexpo.com.br).
Construction Equipment trade exhibitions play an important role in fostering existing as well as new business opportunities for manufacturers, suppliers, service providers and customers.

The Brussels view
T
he year 2015 was a turbulent one for the European Union with its values, borders and unity being heavily tested. And despite the broad realisation that things couldn’t and shouldn’t be business-as-usual, that’s still what mostly happened.
The Brussels ‘machinery’ kept on producing new policy with the long-established stubbornness inherent to any institutional system, and inspired by a still-new College of Commissioners that in its first full year in office felt it had to make its mark. The vocabulary of EU speak was enlarged with terms such as the Juncker Plan and EFSI (both about long-term investments to spur economic growth), Digital Single Market and Energy Union, and Fitness Checks and REFIT (both about ‘better regulation’). No speech was held without an emphasis on the need and search for fairness, efficiency and transparency; on action-rather-than-talk. “Being big on big things, and small on small things”, is the new Commission’s motto. At the same time, the number of impact assessments and stakeholder consultations was yet again raised, with quantity often mistaken for quality. One might be forgiven for raising an eyebrow, even cracking a joke, in view of all these good intentions. But that would be all too easy. “Europe” gets the leaders it’s allowed to get. Its institutions can only really act if they’re empowered to. We are all the EU. And we can all make our contribution. CECE and likewise organisations are, for that matter, an important component in the policy-shaping chain. Interests are formulated, companies speak up, a case is made. The industry voice is present and heard, fully consistent with CECE’s motto: constructing the Europe of tomorrow — working together.

CECE represents the European construction equipment industry towards the European Institutions, coordinating the views of its national member associations, and working with other organizations worldwide to achieve a fair competitive environment via harmonized standards and regulations.

WHAT WE DO CECE is the acknowledged partner of the institutions of the European Union for all questions related to the construction equipment industry. Based in Brussels, CECE’s work involves political representation and the monitoring of legislation and standardization on behalf of its member associations and their corporate members. CECE also cooperates with CEN and ISO, the European and International Committees for Standardization. CECE furthermore delivers and economic and statistical services to its members and partners. Representing the interests of the industry New buildings and infrastructures connect people, boost economies and serve people all over the globe. Construction equipment manufacturers are highly innovative and have invested heavily in increasing the productivity of their machines, while reducing their environmental impact.
The European construction equipment industry forms an important, integral part of the European machinery sector. Manufacturers are predominantly small and medium-sized companies but also large European and multinational companies with production sites in Europe. The industry organised within CECE employs around 130.000 people directly, with a similar number being active in sales and services, and had a turnover of 25 billion Euro from European production in 2013. Statistics and economic topics CECE collects a and provides up-to-date market data for many types of construction equipment, providing a leading indicator for the development of European construction equipment markets. Since 2008 CECE runs a monthly business trend enquiry, the CECE Barometer. The companies taking part in the Barometer receive a report about the economic situation in Europe each month. Exhibitions CECE gives patronage to a limited number of leading sector exhibitions, contributing to successful trade fairs around the globe.
