Evaluation capacity development entails reinforcing or establishing monitoring and evaluation (M&E) systems. Strong national and sector M&E systems are necessary to assess efforts to reduce poverty, and to demonstrate results: they are one avenue for improving performance in terms of the quality, quantity, and targeting of goods and services. In a selection of evaluation agencies in the Greater Mekong Subregion, this research proposal looked to improve ranges of skills, resources, systems, and attitudes for performance of results-based M&E of country partnership strategies, sector strategies, policies, programs, and projects. Specifically, the research aimed to raise proficiency in M&E, conduct research and special studies on evaluation capacity development, and boost knowledge sharing and learning for M&E.
