Total marine landings in Malaysia declined over the period 1981–1985 due primarily to overfishing in coastal waters. On the other hand, the fisheries resources potential in offshore waters was underexploited. The main of objective of the Fisheries Research and Development Project was to upgrade the research and technology available to the fisheries sector for rehabilitating costal fisheries resources and developing offshore fishing activities. The Project comprised five components: (a) enhancement of costal fisheries resources; (b) modernization of fisheries research; (c) improvement of extension services; (d) offshore fishing training and commercial fishing demonstration; and (e) staff development fellowships. This project completion report describes the objective, rationale, and scope of the Project; evaluates its implementation; draws conclusions; and submits project-related recommendations for follow-up action.
