What Does "Life Connected" Mean?

Having been recently designated as “Gigabit City� (meaning that we are literally wired for connectivity throughout the City with highspeed fiber), it makes sense that Celina boasts a tagline of Life Connected. However, if you Live, Work, Play, or Learn in Celina, you will understand #LifeConnected means so much more. It means creating a genuine connection from the City to all of our residents and businesses. We pride ourselves on our authentic relationships with others and ourselves. Living Life Connected is how we, as the City, bring life to our core values: Excellence, Community, Integrity, and Service. History of Celina

Cotton Gins Cotton has played an important role in the history of our city. Throughout Celina’s history, the city has seen four different cotton gins. The first was built around 1884 by F.M. Tidwell and was among the first businesses to move to Celina’s new location, conveniently located near the railroad. Celina is located in the Texas Blackland Prairies Ecoregion. This area is known for rich, black soil and a climate that is ideally suited for agriculture. While this fertile black soil is great for crops, traveling after heavy rain was challenging (if not impossible) before roads were constructed in Celina. History of Celina

The soil and climate proved instrumental in making cotton a principal crop for this ecoregion, and Celina is no exception. Other crops that do well in the Blackland Prairies Ecoregion include wheat, corn, and grain sorghum.

Cotton gins have remained in use, evolving as technological advancements have improved these machines. However, the cotton gins that once operated in Celina are no longer in service. Nevertheless, cotton continues to be grown in the area.

Before the invention of machines to harvest cotton, it was traditionally picked and cleaned by hand. However, in 1793 American inventor Eli Whitney developed a device known as the cotton gin, which offered a much easier and quicker way to clean cotton. These initial cotton gins used small wire hooks to pull cotton fiber through a wire screen, separating it from the seeds and husks. This invention made cotton production more manageable and more profitable, which led to massive growth in production.

Cotton was an important part of the agricultural industry in Celina’s history and continues to be a huge part of Texas’s economy today: Texas has continuously come in as the nation’s top cotton producer. Life Connected App

AVAILABLE NOW ON GOOGLE PLAY AND APPLE APP STORE Celina Life Connected is an integrated mobile app featuring bill pay, web mapping, issue reporting and more. This new app provides a way for citizens and visitors to stay informed regarding Celina services and resources. Users can view and search by categories like service requests, online services, news, and events.

Residents can upload a photo of the issue and mark the geographic location on a map. Each request can then be tracked for followup and feedback from the City. App users can also view Celina social media feeds to get updated information on community news, updates and more. If you have any questions or comments about the Life Connected App, please email Ogi Colakovic at ocolakovic@celina-tx.gov.

Celina Life Connected now serves as the mobile and online service request system for the City of Celina. The app allows residents to identify issues and report those service requests directly to the appropriate department within the City.

Sensus Analytics What is Sensus Analytics? The City of Celina recently released a new Customer Portal! Celina water customers are now able to access their water usage data online from anywhere! This portal will let you track and monitor your home or business’s water use. The key features are: Water Usage Details: View your water usage by the year, month, day, or even hour! Compare it to weather and rainfall in one easy to read chart. Continuous Flow Alarms: This feature will send you an email if your meter reads continuous flow – like a toilet running or a burst pipe – so you can quickly address any plumbing issues and avoid an unexpectedly high bill. High Usage Alarms: You can also set a highlevel alarm to monitor daily, multi-day, or billing cycle flow if you want to keep your overall usage in check. Vacation Alarms: The Vacation Alarm is great for when you are away from Celina, but want to keep an eye on your home. This alarm will send you an email if the meter reads more flow than you expect while you are away. Alert Recipients: This feature allows you to set the alarms to email a friend, family member, or caretaker in the area to address the issue if you are away!

Stormwater

Why is Stormwater Important? Stormwater can pick up debris, chemicals, dirt and other pollutants and flow into a storm sewer or directly into lakes, streams, rivers, wetlands or creeks. Any thing that enters the storm drain system is discharged untreated into the water bodies. The result of unclean stormwater runoff discharges is the loss of fish and aquatic wildlife as well as signs that state “No fishing” or “No Swimming”. Polluted stormwater runoff can have many effects on plants, fishes, animals and people. Sediments can cloud the water and make it difficult or impossible for aquatic plants to grow. Sediment can also cause algae bloom. When algae die, they sink to the bottom and decompose in a process that removes oxygen from the water.

Fish and other aquatic organisms can’t exist in water with low dissolved oxygen levels. Bacteria and other pathogens can wash into swimming areas and create health hazards. Debris such as plastic bags, bottles, cigarette butts washed into water bodies can choke, suffocate or disable aquatic life like fish, turtles, and birds as well as cause flooding. Household hazardous wastes like insecticides, pesticides, paint, solvents, used motor oil, and other auto fluids can poison aquatic life. Land animals and people can become sick or die from eating contaminated fish and shellfish or ingesting polluted water. Polluted stormwater may affect drinking water sources. This in turn can affect human health.

Meet Your Officers

Lieutenant John Jackson Lieutenant (Lt.) John Jackson has been a member of the Celina Police Department for approximately fourteen years. He started his career with the Celina Police Department as a reserve officer in 2007 and then became a full-time officer in 2008. "The first time I stepped foot in Celina, I knew it was where I wanted to be. The City itself is very unique, but it was the citizens of Celina that really sold me. The people that live in Celina are some of the best people I have ever met, and I truly love working for them," Lt. Jackson stated. Before Lt. Jackson became a police officer, he served in the U.S. Marine Corps for four years. During his enlistment, Lt. Jackson participated in the invasion of Iraq in 2003, where he conducted and led numerous missions inside and outside of Iraq. In 2004, he deployed to Haiti to conduct and support operations that led to the removal of Haitian President JeanBertrand Aristide. After separating from the U.S. Marines in 2004, Lt. Jackson spent several years working for private companies to include Blackwater, training military and law enforcement units in

weapons and tactics. While working for one of those companies in 2005, Lt. Jackson took part in the rescue and security efforts of Hurricane Katrina. During his career at the Celina Police Department, Lt. Jackson has served as the department's lead instructor and is responsible for developing and establishing the department's Special Response Team (SRT). He currently serves as the department's Administrative Lt. and SRT commander. "God has truly blessed me in my career. He has placed amazing people in my life and has allowed me to do some amazing things that most people only get to read about. I consider it an absolute honor to have served my country and our community for as long as I have. The future of Celina is going to be amazing, and I cannot wait to be a continued part of it."

Citizens Fire Academy The City of Celina is hosting the first annual Citizens Fire Academy. Completion of the Academy provides participants with an indepth understanding of the Celina Fire Department although not a formal fire service training academy. Participants will have the opportunity to take part in a wide variety of hands-on activities that our Fire Department does on a daily basis to include Forcible Entry, Nozzle Operations, Jaws of Life, CPR, Arial Ladder Climb, Air Transportation (Helicopter) and Multi-Company Drills. In addition to the activities mentioned, informative presentations will include SCBA, Electricity Demonstration, Hiring and Promotional Practices, and Fire Marshal Responsibilities.

To be eligible for the Academy, participants must be at least 18 years of age and either live or work in the City of Celina. A criminal background is completed on each applicant. Spring 7 v 7 Football Deadline Registration for 7 v 7 youth football is done on a full team basis. The deadline to register your team and guarantee a spot is February 14th. Youth & Adult Sports Old Celina Park (OCP) is the hotspot for most sports league action here in Celina. Did you know that the Parks and Recreation Department actually oversees most of the youth and adult sports programs? Our staff manages all aspects of the leagues, from admin roles such as registration and scheduling, to maintenance tasks such as field prep and repairs. Our dedicated sports website is the primary source of information about the youth and adult sports we offer. Be sure to bookmark http://sports.celina-tx.gov. Underway now is an expansion of Old Celina Park, scheduled to be completed late-spring 2021. The expansion includes four synthetic turf baseball/softball fields, over 400 additional parking spaces, extending our multiuse fields, and adding lights to the multiuse fields. A new playground is also in the works! When no city-sponsored leagues or events are scheduled at the park, we make our sport fields and pavilions available for rentals. Celina Grabs Housing Crown The north Dallas growth pattern is a fairly predictable model that dates back nearly 100 years. Its highest value and fastest-growing areas have generally followed the Preston Road and Dallas North Tollway (DNT) corridors. Each city along this path had enjoyed a time when it was tops in the region for new single-family home permits. For the 21st Century, two cities have dominated new home starts – Frisco and McKinney, with the 3rd spot rotating between various regional cities such as Little Elm, Denton, and most recently, Celina. However, in 2020, modifications to the order were observed. Early in 2020, Celina established itself as the No. 2 city in the region in terms of new single-family home starts, overtaking McKinney's long-tenured position among the top two growing cities. Various sources track housing permits monthly in North Texas, and during 2020, Celina finished the month ahead of McKinney during 10 of the 12 months. However, in December, the most surprising occurrence was when Celina issued 286 new home permits, topping Frisco, which issued 214 permits, Celina officials stated. "Celina edging McKinney was news, but Celina beating out Frisco generated greater attention, even if the crown is just for one month," the city stated in a press release.

Celina is currently updating its Comprehensive Plan, and the process is expected to complete later this spring. Preliminary population estimates have Celina's ultimate build-out being around 378,000 people, achieving the 50,000 population threshold around 2025 and the new decade of the Thirties seeing Celina over 100,000 in population. As these thresholds are met, Celina will dominate the housing market for the next 20-30 years, as other cities along the Preston Road and DNT corridors have previously, in addition to being amongst the fastest growing cities in the nation. The City has been proactive in preparing for this growth through its long-range planning for extensive trail systems, fiber to every neighborhood, enhanced open space, wide sidewalks, and other requirements that ensure that Celina remains Life Connected, even while enduring record growth.
