STELLAR COMMUNITIES PROGRAM 2013

RICHMOND AMONG SIX FINALISTS FOR STELLAR DOLLARS Congratulations to Richmond, IN, as it was recently chosen as a finalist for the Stellar Communities Program in 2013. What is Stellar Communities? “The Stellar Communities Program is a multiagency partnership designed to fund comprehensive community development projects in Indiana’s smaller communities. The Indiana Housing and Community Development Authority, Indiana Office of Community and Rural Affairs, and Indiana Department of Transportation, along with the State Revolving Fund, are participating in this innovative program. The Stellar Communities program embodies collaborative government partnerships and successfully leverages state and federal funding from multiple agencies to undertake large-scale projects. Through this program, Indiana is doing more with current resources and making a bigger impact in communities, even with a slimmer budget.” (http://www. in.gov/ocra/2513.htm)

If Richmond were to win the competition, it would make it possible to advance the public efforts on projects and initiatives

where private-sector endeavors have already begun. Winning the Stellar Communities award would mean that Richmond would be accelerating the transformation of the city from projects started years before, when they were incorporated in the city’s Master Plan. “We’re trying to make the point that we can be even more successful tying all these projects together by creating walk-ability, housing opportunities, business development and entrepreneurialism,” said Tony Foster, Executive Director for the Department of Metropolitan Development at the City of Richmond. INDIANA INTERN.NET WORKSHOP

Center City Development Corporation would like to remind businesses that they should remove the snow and clear off the sidewalk areas in front of their stores by 10am during such weather events.

The Wayne County Chamber of Commerce and The Innovation Center have teamed up to put on a series of workshops in 2013. The first workshop will be on April 18th and will be about intern opportunities.

This deduction allows taxpayers to deduct the increased value of property within an Urban Enterprise Zone following a qualified investment. A qualified investment includes the following: 1. The purchase of a building 2. The purchase of a new manufacturing or production equipment 3. Costs associated with the repair, rehabilitation or modernization of an existing building 4. On site infrastructure improvements 5. Construction of a new building 6. Costs associated with retooling existing machinery.

The deduction is equal to the difference between the assessed property value following the qualified investment and the assessed property value of a base year (the year preceding the qualified investment). To claim the deduction, a taxpayer must fill out Form EZ-2 and file it with the county auditor between March 1 and May 15, 2013.
