City Council at its Worse X-rated mannequin removed from Penn Square The nude mannequin, chained and shackled with bondage paraphernalia, no longer stands on Penn Square outside the Little Paris store. After City Council's lengthy complaints Monday night, and a city police officer's visit Tuesday, the mannequin disappeared inside faster than a fan dancer's feathers flutter. Four other mannequins advertising see-through negligees are still in front of the store at 523B Penn St. But the manager, Kande, who wouldn't give her last name, said the city didn't have to make such a big deal of the bondage mannequin. "It's our top seller," she said of the set of chains and straps on the mannequin. "We sell two or three a day." She said the police officer told her someone had complained about that mannequin because children use the sidewalk. She said she took the mannequin inside. "It's such a small community," Kande said. "We have to work together to raise the kids." Two city codes officials also showed up Tuesday afternoon, and Kande promised them the mannequin would stay inside. Council members said Monday night that the bondage mannequin made Penn Square look like a Third World country, or South Street in Philadelphia, neither of which they want it to be. "For some segments of the community, that's insulting," said Council President Francis G. Acosta. Councilwoman Marcia Goodman-Hinnershitz, who took a cellphone photo of the bondage mannequin, said the other mannequins are bad enough, but the bondage one went too far. "It's never been this bad; this speaks volumes to what has happened to our downtown," she said. Businesses won't move to Penn Square with that kind of look, said Councilman Jeffrey S. Waltman Sr. But Mayor Vaughn D. Spencer said morality, like art, is in the eye of the beholder. He said he's not going to be the morality police, adding that if the mannequins are taken off the sidewalk they likely would be put in the store window. "Would we want potential businesses to see that?" asked Councilman Randy Corcoran. It depends on where the business is from, Spencer said, noting that the sidewalks on Philadelphia's South Street are full of the same thing. "Do we want to be known as South Street?" Corcoran asked. Please read this article! I am furious, disgusted & offended by the conduct of our city officials!!!! 1)When was the last time city council visited the local "adult bookstore" on Penn St. Have you seen the drug paraphernalia in their win...dow display? 2) I am from a third world country. What are you implying by that comment? Have you looked at our city's demographics?? Have you visited the beautiful vibrant streets of our third world countries? 3)Businesses don't want to come to Reading because of the poor job you city officials are doing in reducing crime, and improving our education system. 4)Have you been South St of Philly? We should learn a thing or two from those areas! 4)Bondage on Penn St??? How about people being killed at broad daylight on Penn St?! City council are concerned with morals??? Can we address the bickering & the blatant disrespect that takes place among city council and mayor. Lead by example PLEASE!! 5) Randy Corcoran is the council person for my district. He has yet to come to my establishment and ask me how my business is doing? I work hard everyday to try to make ends meet and to give back to this community. I am very fed up!!! Robert Meléndez dijo que la ciudad, especialmente el Ayuntamiento, no necesita cuatro años más de las mismas políticas. Es por eso que se está ejecutando en la primaria demócrata para presidente del Concejo Municipal. "Necesitamos a alguien para representar al pueblo, no a los políticos", dijo. Meléndez, de 46 años, se enfrenta titular a Francis G. Acosta en el primario. El ganador se enfrentará al republicano Vincent Rosato en las elecciones de otoño general. "Estoy listo para hacer una diferencia en la ciudad, necesitamos un cambio", dijo Meléndez. Como parte de ese cambio, dijo, que iba a trabajar para reducir la tasa de criminalidad mediante la creación de puestos de trabajo para ex convictos. Había dicho que el consejo también debe - pero no lo a hecho, es tartar de obtener más policías en las calles, incluso si tiene que sacar dinero de alguna otra parte.
