Poor City, Poor Children, No money, and More Problems Outdated curriculum is the norm in the Reading School District where economic turmoil and personal agendas have led to many children falling to the wayside academically; currently there is a 15-year achievement gap for black students vs. white students. Board policies and procedures do not meet criteria to direct district operations and curriculum management is 0UTDATED.
Policies fail to provide adequate direction to building staff and the Board of Directors occasionally ignores policies.
District-wide and school-based planning is not of sufficient quality to lead the district toward achievement of intended goals and to accomplish desired improvements.
Effective organizational management criteria were not reflected in the administrative structure depicted in the table of organization, and some critical positions for quality control were absent.
Policy makers need to be held accountable. No longer can we sit back and watch our current education system ignore the rights of our children. A 15-year achievement gap in education does not happen by accident, things like this happening are due to someone seeking to dumb our children down and continue the despicable inferior labeling of our children, only to be led to corporate prisons. Nearly 90% of all incarcerated black males are reading at a 3rd grade level. Now there is a did you know for you, be it as it may decisions on constructing private prisons are primarily being built on this stat. In other words, if your child does not reach a 4th grade reading level, there will be decisions and efforts made to have that child fill a bed in 1 of many nationwide prisons. Every child needs to have a fair and equal learning environment all children have the right to be educated justly and without preconceived agendas. January 16th 2014 at 6pm in the Citadel Intermediate High School, a Diversity and Equity Committee, which formed back in October, will be holding its second meeting. The main purpose of this committee is to ensure the settlement reached by the Pa Human Relations Commissions is being followed. In January 2012 a LEGAL BINDING 5-year aim including 96 key terms to increase diversity and equity was established for the RSD, here are a few key items:

It is imperative there is close monitoring of this settlement it is law binding and enforceable by law. Shannon Powers, media contact (717-783-8266) for the PHRC, informed me “Education Attorney Pam Gwaltney monitors progress of these procedures.” Newly hired, Director of Diversity and Equity for the RSD Lucretia Brown must provide data to the state and facilitate implementation of innovative and new ways to move the district forward. If our children are going to have a fighting chance there must be implementation of the settlement agreement. The Reading School Districts top priority must be this PHRC agreement not a basketball game, not a public tirade of officials and administrators going back and forth on personal issues, and not a blind eye to many finding facts in the PDK audit. It is evident it’s time for change and changing these norms that have dumbed the majority of an entire generation down to NO HOPE is at the forefront of Chocolate Times and iCARE. US. We need to put healthy pressure on all local and state officials. We must ensure people like, Raquel Yiengst, vice chairperson for the state Human Relations Commission upholds the settlement and assist our community on the status and implementation of the 96 step agreement. Public pressure is the only way to dig ourselves out of this pitfall. The solutions are within us, uniting and demanding justice for our children’s sake and fate. Is Raquel Yiengst doing her job effectively? Is Lucretia Brown getting the support needed? Are you willing to stand up for what is right? Did you know the current school board President Rebecca Acosta is the niece of Raquel Yiengst? Nepotism, has the potential to lead to a state takeover. All too often conflicts of interest pay huge dividends to families who either do not live in the city of Reading but make key decisions facing the most innocent individuals, young black children and/or have little or no interest in the educating children of color. I take no issue with relatives working with family members as long as the relatives are qualified, receive no extra incentives, and serious decisions are not overlooked due to someone having a hidden agenda. It is time for a power shift and that power lives in the spirit of everyone reading this column.
