Dear Reader, It has been 10 years since Poland joined the European Union. As a result, the Polish Eastern border also became an external border of the EU. European Neighbourhood Policy instruments were made available to develop cross-border cooperation with the Eastern neighbours based on common values and goals. Building a zone of sustainable development whilst maintaining cultural diversity and tolerance became a joint priority for the border regions of Poland, Belarus and Ukraine. The border regions gained a great opportunity to strengthen their cooperation through the realisation of common projects within the ENPI CBC Programme Poland-Belarus-Ukraine 2007-2013. I am proud to present a series of publications reflecting how the regions from the eligible area of the Programme approached cross-border cooperation and what specific projects are being implemented on their territories to improve development processes. This analysis can also be a valuable guide on how to plan subsequent projects within the Programme under the financial perspective 2014-2020, which will open new possibilities for cross-border cooperation.

Regional development and cross-border cooperation are among the highest priorities of Ukraine in the context of EU-Ukraine relations, as reflected in the corresponding provisions of the recently signed EU-Ukraine Association Agreement. The ENPI CBC programmes, namely PolandBelarus-Ukraine Programme target the same priorities as the Association Agreement, namely infrastructural development, strengthening border security and efficiency, improving access to the region, protecting the environment and promoting culture, education and healthcare. The Poland-Belarus-Ukraine Programme stands out among other donor programmes and instruments as having the optimal approach to regional development through close cooperation, training and partnership at project level to benefit the border regions and partner countries. The calls for proposals have demonstrated that Ukrainian national and local governments and NGOs are keen to participate in the Programme. It has given Ukrainian partners the chance to build partnerships at institutional, communal and personal levels and to draw on the best European practices to address common challenges. We believe that Ukrainian partners, having gained experience of project design and implementation, are now well prepared to become lead project partners and take on more responsibility. This will allow us to develop our capacity at both national and regional levels to attract and absorb EU funds for regional development even more effectively.

Volyn Oblast has set cross-border cooperation as its highest priority development vector, aiming to foster synergy in economic development, promote social, tourist, information, manufacturing and construction industries, build and upgrade border infrastructure, develop the transportation network, strengthen scientific and cultural cooperation and protect the environment. The European Neighbourhood and Partnership Instrument and particularly the Cross-border Cooperation Programme Poland-Belarus-Ukraine 2007-2013 has helped to significantly broaden the existing network of contacts. Following oblast participation in three calls for proposals, our oblast has received donor assistance from the European Union amounting to about 25 million Euro to implement over 30 cross-border projects. Volyn Oblast recognises the paramount importance of building constructive and good neighbourly relations with the adjacent regions of Poland and Belarus. We greatly appreciate every step our partners take to promote amicable relations and strengthen cooperation in all social dimensions. Developing a joint Cross-border Cooperation Strategy for Lubelskie Voivodeship and Volyn, Lviv and Brest Oblasts for 20142020 can serve as a prime example of our cooperation. Obviously we still have a long way to go. Currently the new European Neighbourhood Instrument for 2014-2020 is in the making to become a prerequisite for successful implementation of new projects and initiatives to further long-term friendly relations between our regions and help us address common challenges and objectives.

INTRODUCTION TO THE REGION

Location of the region makes it an ideal place for cross-border cooperation in both directions and numerous initiatives and goodwill of people make it extremely productive and beneficial for the region.

Volyn Oblast, located in North-Western Ukraine, is one of the core regions in the ENPI CBC Programme Poland – Belarus – Ukraine 2007-2013 and is outstanding in terms of having borders with Poland and Belarus. For centuries, it has played an important role in European history, being on the crossroads of countries and civilizations. Today, it is a gateway for all those interested in trade and other activities in Ukraine and further eastwards, while for Ukrainians it is the extreme point on the way to Europe. Volyn as such is attractive to visitors for its beautiful lakes (e.g. Shatsk lakes), rich cultural heritage and living traditions. It has significant economic potential (especially in agriculture, industry and tourism), much of which is not being used. Location of the region makes it an ideal place for cross-border cooperation in both directions and numerous initiatives and goodwill of people make it extremely productive and beneficial for the region. There are 31 regular projects carried out in the region and in 5 of them Lead Partners come from Volyn Oblast. The total value of these projects exceeds 36 million EUR. Much has 9


been done in the region within the current Programme and some activities are still to be completed. Below are the examples of projects implemented in Volyn Oblast. Programme measure 1.1 is represented by 2 projects where a local department of the Ministry of Internal Affairs and Lublin Police joined efforts to increase safety in the region. Ukrainian and Polish officers have taken part in common trainings; 5 equipped cars have been purchased for Ukrainian squads. Then, the same partners decided to establish a regional network for organised cross-border crime prevention and counteraction. The Programme area, divided by the external border of the EU, is particularly prone to smuggling and other illegal activities. Hence, the police departments are trained and equipped to detect and handle such incidents more effectively. 19 militia units from Volyn Oblast will benefit from the project – off-road cars with specialised surveillance equipment will be provided to them. The Volyn Department of the Ministry of Emergency Situations also took steps to make the region a safer place for living. Fire-fighters from Lutsk have been provided with new operational vehicles for rescue action management

and monitoring of threats. They also got a chance to participate in crossborder trainings – a total of 50 fire-fighters from the Oblast participated in joint activities. These actions were complemented by other types of activities suggested for increasing safety in the region – promotion of safe behaviour among children. This trilateral project contained trainings, drills, competitions and publications for schoolchildren on how to act responsibly in everyday life and open-air workshops for teenagers, wishing to test themselves in the role of rescue-workers (over 40 project events held to date). One more significant input into increase of public safety has been made by the town of Shatsk. Within their project road maintenance equipment was acquired so that road conditions can guarantee fast and secure driving even in winter. That means that in the end of the project, travelling to beautiful Shatsk lakes will be more pleasant and safe. A successful initiative in the town of Volodomyr-Volynskyj is an example of coherent action, where the first stage included design and preparation of technical documentation for waterworks infrastructure and was followed by the construction works. As a result of the project, almost 4 kilometres of water systems have been reconstructed. Additionally, a water plant in Volodymyr-Volynsky has

An ambitious initiative was started within the Programme, joining the representatives of all three countries in the effort to restore the DnieperVistula waterway. The goal of this project is to transform plans into feasible strategies which will lead to drafting technical documentation.

been modernised. A similar initiative has been taken by the village of Shatsk, which is located within Shatsk Biosphere Reserve. Over 7.5 kilometres of gravity sewers and almost 2.5 kilometres of pressure sewerage system will be built. The city will gain two new pumping stations; one pumping station and a water treatment plant will be modernised. Around 2,000 people will benefit from the new system by having better water and cleaner environment. An ambitious initiative was started within the Programme, joining the representatives of all three countries in the effort to restore the Dnieper-Vistula waterway. The goal of this project is to transform plans into feasible strategies which will lead to drafting technical documentation. The waterway is listed as a well-known bottleneck and a missing link of the E waterway network which hinders development of water transport not only in the border regions, but also the three countries in general.

Two major projects in healthcare are taking place in Volyn Oblast. They are recognised as extremely important by local community, significantly increasing the capacity of the hospitals involved. The projects are focused at acute health issues – one of them (Lutsk Municipal Hospital) is dealing with prevention and treatment of burn injuries, while the other (Territorial Medical Association of Luboml and Shatsk) is fighting tuberculosis and cancer. In the course of the project Lutsk Hospital obtained 2 extra intensive care beds and specialised equipment; a new ambulance has been purchased. It is expected that there will be a 10% increase of patients covered by specialist medical treatment in the burn treatment centre in Luck. The second project, run by the Territorial Medical Association of Luboml and Shatsk Region, includes the purchase of modern equipment and vehicles, but also contain a social awareness component and diagnostics of people in the rural areas. Based on regional needs, one of the projects implemented within the Programme concentrates on agricultural production and introduction of new farming practices. There are several more projects within Programme measure 3.1 addressing social and cultural issues. For instance, NGOs from Lublin, Stary Brus and Lutsk concentrate on four social aspects: culture and heritage, environment and natural heritage, volunteering and youth, civil society. Cooperation is expected to increase number of cross-border activities and promote greater social participation. Furthermore, the city of Lutsk is a lead partner of another cross-border initiative aimed at improving public services. This activity is focused on facilitating access to administrative services and increasing their efficiency. Another project decided to give special attention to patients of welfare institutions, which are involved in dif12

ferent activities such as art therapy workshops, theatre plays. Lutsk National Technical University, in cooperation with the Lublin University of Technology, organises a student exchange programme. To help establish cross-border links and support students in sharing experience, the universities organise a series of activities which include technical and language trainings, crossborder conferences, educational fairs and an internship programme. Cultural initiatives go beyond the city of Lutsk. For instance, a local club in Mychlyn village will be transformed into a modern centre attracting people by interesting artistic events.


Tourism development in Volyn Oblast is enhanced by the 5 projects taking place in the region. It is interesting to observe that all these projects are of very distinct character and don’t resemble each other. For instance, Hremyache village, located in the heart of the Tsumanska Pushcha National Park, will be turned into a popular tourism and spa destination (with a renovated information and tourist centre, relevant equipment purchased, a hydrotherapy complex equipped with diagnostic and treatment devices). Within the framework of another project, which is focused on cross-border ecotourism, a Volyn Tourism Cluster will be set up. In Volyn, 3 information and tourist equipment rental centres will be opened. Moreover, 7 new routes will be marked and a Cross-border Bike Ride through National Parks of three countries is to take place. Not only landmarks and spectacular landscapes attract tourists in Volyn. A new place of interest to appear in Lutsk will be a modernised zoo, with new facilities for lions and bears. It is expected that the number of visitors will increase to about 35 thousand within a year after the end of the project.

Within the large-scale projects implemented in Volyn Oblast, the infrastructure of border crossing points of Yagodyn, Ustyluh and others will be extended and improved. Successful practices of project implementation in Volyn Oblast are the important precondition of further cross-border cooperation development in the region. The experience gained in the current Programme period and new regional development ideas are very likely to make Volyn Oblast a leader in the next financial perspective 2014-2020, too.

To foster economic development in the region, a number of projects are being implemented. Among the tools designed to facilitate doing business in Volyn are: the Cross-border Municipal Economy Centre (to organise conferences and seminars, 5 thematic panels and study visits of foreign investors); activities for attracting investors (through the website, 3 project offices, a set of promotional materials, trainings, study visits, guide on cross-border project management, a Crossborder Investment Agency establishment). Based on regional needs, another project concentrates on agricultural production and introduction of new farming practices. The project activities are targeted at farmers from Horokhiv, Lokachyn, Lutsk, Rozhysche and Turiysk regions of Volyn Oblast. Volyn Oblast is present in Programme measure 3.2 – Lesya Ukrainka Eastern European National University in Volyn participates in a micro-project called ‘Aware Students on the Labour Market’. This is an element of an umbrella project, designed to support students in finding their first jobs. Moreover, 5 institutions from the region participate in another umbrella project titled “Borderland Culture as an integration platform of local communities in Bug Euroregion”. The main goal of the project is to improve public health conditions through prevention programmes and health promotion, and improving the quality and availability of medical services in the borderland. The project meets the social needs through the purchase of medical equipment, specialized transport equipment, mobile X-ray and laboratory equipment for detecting cancers of internal organs at an early stage (Ukraine), and an adaptation of premises to install the purchased equipment investment in X-ray, computerized facility, the purchase of diagnostic imaging ultrasound apparatus and apparatus for thermolesia (Poland). Furthermore, a promotional and informational campaign in the field of preventive examinations for early detection of cancer and tuberculosis is conducted both in Ukraine and Poland. The partners are implementing the programme of preventive examinations for early detection of oncological diseases and tuberculosis, covering 14 300 patients: 7 300 in Poland and 7 000 in Ukraine. Thanks to such actions there is a real chance to decrease mortality due to late detection of the abovementioned disease.

 How did it all begin, i.e. how was the idea for the project created? Prior to project inception, a number of meetings were held by the medical professionals of the Territorial Medical Association of Luboml and Shatsk Districs and Independent Public Health Care Institution in Bielsk Podlaski. The discussions mainly focused on the morbidity and mortality analysis by different categories of diseases in our regions. The analysis had revealed high rates of tuberculosis and oncological diseases in both Luboml rayon and Bielski poviat. This fact gave birth to the project concept.  What most important effect does/will the project have for the target group, population and the region? What problem will it solve? What needs does it respond to? The effect of project implementation on the territory of Luboml rayon is quite significant. We have been able to screen over 90% of the rayon population, which has enabled us to diagnose the diseases early on and start effective and timely treatment. and gone through the recovery phase have fully recovered and are practically healthy. ďƒ™ Is your project unique in comparison to other initiatives undertaken in the region? The project was unique in that the purchased mobile X-ray system has enabled us to screen the remotest areas of Luboml rayon and diagnose the diseases at an early stage with the local people who were unable to travel to the rayon centre for a number of reasons. Thereby we have been able to prevent the development of other new forms of diseases. ďƒ™ What valuable experience have you gained through the implementation of the project, particularly in the field of cross-border cooperation? Having conducted monitoring throughout the project lifecycle we have concluded that extensivestage morbidity and mortality from tuberculosis and oncological diseases have reduced in Luboml rayon.

The project refers to the problem of insufficient use of tourist potential in Hrem’yache village and Biszcza Commune connected with their valuable natural conditions – mineral water and climatic attributes. Thanks to the project, the new health complex in the health resort in Hremyache village will be build and equipped within the project, and ensure new working places for 50 people. Furthermore, to improve conditions for tourism development, a full set of documentation for Biszcza Commune will be prepared to grant the status of health resort and benefit from it in the future. Employees of the Biszcza Commune, responsible for health resort tourism development, will participate in internships in Ukraine to broaden their knowledge and skills on the subject matter. Also, the partners will elaborate the common strategy of cross-border regions for the development of tourist and health resort potential, and joint tourist offers.

How did it all begin, i.e. how was the idea for the project created?

The project idea was conceived three years prior to the official project initiation date of the 23rd of November 2013, when Volyn Oblast Council signed the Grant Agreement. The visit of the Volyn Association of Scientists and Innovators to Hremyache village of Kivertsi rayon to explore the picturesque countryside became a trigger for the project. Next the main challenges were discussed at the working meeting between Hremyache village council and Biszcza Commune representatives. Both communities lacked the infrastructural capacity and equipment to harness their potential as unique natural healing environments, which inspired project partners to write the application. ďƒ™ What most important effect does/will the project have for the target group, population, the region? What problem will it solve? What needs does it respond to? Both the Lubelskie Voivodeship and Volyn Obast are located on the periphery, which impedes local economic development and accounts for low living standards for the communities. Therapeutic wellness resorts and tourism were identified as the industries which can enhance living standards and create opportunities for border residents, building on the natural landscape and cultural treasures of the region. The project aims to develop a comprehensive tourist offer to promote crossborder cooperation, help municipalities share experience and encourage joint tourist initiatives to improve tourist and investment attractiveness of the territories on the border between Poland and Ukraine. ďƒ™ Is your project unique in comparison to other initiatives undertaken in the region? The project will give a major boost to the economy of the two regions. The planned actions will create long-lasting positive dynamics in the tourism industry of the project areas to be manifested in the number of investments, economic improvement, market competitiveness and prosperity of the populations. Once Biszcza Commune is certified as a health resort it can become the balneotherapy centre in Lubelskie Voivodeship. The project will assist Hremyache Village Council to considerably improve the quality and range of 18

wellness and therapeutic services in Volyn Oblast. The project sustainability will be reinforced through signing a common strategy for developing tourist and wellness potential of the cross-border region. ďƒ™ What valuable experience have you gained through the implementation of the project, particularly in the field of cross-border cooperation? The project will strengthen cross-border cooperation between Polish and Ukrainian self-government agencies and wellness industries to realize tourist potential and create synergy. The partners will share experience and best practices to build capacity of their medical professionals and make effective use of their mineral water deposits and healing climate. The project, awarded with a grant within the 2nd Call for Proposals of the Programme, is the continuation of the action co-financed within the 1st Call for Proposals, titled “Clean Water at the Bug Estuary – A Cross-Border Water Supply System for Hrubieszów and Volodymyr-Volynskyi – STAGE I” and finalised in 2013. Essential documents, such as the analysis of the investment needs of Hrubieszów and Volodymyr-Volynskyi related to water supply, the investment plan for both towns, along with technical documentation of the water supply system infrastructure were elaborated within the first project. On the basis of these documents, within the ongoing project 2.86 kilometres of the water supply system and 1 modernised water purification plant will be constructed in Volodymyr-Volynskyi, while Hrubieszów will obtain 17 kilometres of the new water supply system. Thanks to this investment at least 300 citizens of Volodymyr-Volynskyi and at least 1000 citizens of Hrubieszów will be supplied with water of good quality.

How did it all begin, i.e. how was the idea for the project created?

Hrubieszow and Volodymyr-Volynskyi as long-standing partner cities have shared happy times at diverse fairs and festivals and face common challenges, including water supply systems of the two cities. Since the water supply networks are obsolete and rundown, they break regularly, are subjected to secondary pollution of potable water; pumps and treatment systems are inefficient and run up high energy costs. Therefore, the project was not driven by an idea, but rather by the dire need to address the problem. ďƒ™ What most important effect does/will the project have for the target group, population, the region? What problem will it solve? What needs does it respond to? Volodymyr-Volynskyi unfortunately still has streets without centralized water supply. The project implementation will help deliver clean high quality potable water to these areas. The central water intake structure in Volodymyr-Volynskyi will be reconstructed to improve water quality and assure better quality control. Replaced pumps will considerably reduce the risk of breakdowns, which are often due to equipment obsolescence and inefficiency. The improved water supply system will help attract investments to our city.

ďƒ™ Is your project unique in comparison to other initiatives undertaken in the region? The project is unique because it is the very first project to be implemented in our city with EU funding. As the saying goes, water is life, hence the project will improve the quality of life for the people by improving the quality of potable water.

ďƒ™ What valuable experience have you gained through the implementation of the project, particularly in the field of cross-border cooperation? It has to be said that the experience has been quite comprehensive and will serve to develop and implement more projects in future. The legal regulations of the European Union and close cooperation with the lead partner have helped us shape our strategies and ideas. Hopefully, other projects will follow this pioneer trail the project has blazed.
