Clinton Township board argues over election mailer

CLINTON TOWNSHIP — Another chapter in the partisan struggle on the Clinton Township Board of Trustees played out on the evening of Dec. 18 as the board rejected sending out an early voting mailer along party lines.

Trustees voted 3-3 on whether to approve hiring printer American Graphics Inc., of Clinton Township, to print an informational document about early voting in the township.

According to Clinton Township Clerk Kim Meltzer, the vote was held because the nearly $12,000 in quoted costs exceeded the township’s $10,000 limit for purchases that do not require board approval. Trustees Julie Matuzak and Mike

Keys, and Clinton Township Treasurer Paul Gieleghem, all Democrats, voted “no” while Republicans Meltzer and Clinton Township Supervisor Robert Cannon were joined

by Trustee Tammy Patton, a Democrat, in voting “yes.” The tied vote resulted in no action being approved, effectively rejecting the effort to send out the mailer.

GROWTH OF JUNIOR CLASS KEEPS LC UNIFIED IN TITLE HUNT

MACOMB COUNTY — L’Anse Creuse Unified may be a young squad with heavy aspirations, but they’re figuring things out in the race for the Macomb Area Conference Red league title.

The team is a co-op of Macomb L’Anse Creuse North, Harrison Township L’Anse Creuse and Richmond, who joined LC Unified this season. Last season’s campaign told the story of an inexperienced team comprised of 11 sophomores hoping to make their mark following a 2021 team that made a run to the Division 1 state quarterfinals.

The only difference is the 2021 team had 11 seniors to its name, which resulted in a 20-8 season and a MAC Red title in the process before falling to Detroit Catholic Central in the quarterfinals.

LC Unified ended last season 12-13 with an underwhelming showing in an 8-0 loss to Macomb Dakota in the regional semifinals, which shut the door on a LC Unified team that never seemed to find their footing.

Now 8-4 and fighting for the top spot in the league, trailing first place Romeo by only five points, LC Unified’s 11 juniors have molded into the players LC Unified coach Jon Nader hoped they’d become this season.

Accountants complete ‘unmodified’ audit for Mount Clemens

MOUNT CLEMENS — The county seat’s books are clean according to accounting firm Maner Costerisan at the Mount Clemens City Commission’s Dec. 18 meeting.

“The financial statements were an unmodified opinion, all in accordance with GAAP (generally accepted accounting principles),” said Jordan Smith, a principal at Maner Costerisan.

“It’s a clean, unmodified opinion, the best possible opinion you can get.”

Mount Clemens holds a net position (difference between assets and liabilities) of $45.88 million, an increase of $7.67 million over 2022’s $38.2 million. Its revenues for the fiscal year came in at $30.41 million with $22.74 in expenditures. Major expenditures were public safety ($5.56 million) and the sewage disposal

system ($5.1 million) while the largest revenue sources were property taxes ($7.83 million) and grants and other contributions ($5.07 million).

The city’s general fund increased by more than $1 million, growing from $13.81 million to $14.81 million and holding a fund balance of $9.13 million after liabilities are considered. The water and sewer funds improved over the fiscal year by respectively growing about $478,000 and $840,000. Post-employment benefits liabilities came in at $30.34 million, a sharp decrease from $51.74 million when it was created in 2017.

The audit is the first one completed with consulting firm Plante Moran as the city’s financial manager. Plante Moran was brought in after the prior financial director was fired in spring 2023.

A memo from Plante Moran was optimistic about the state of the city’s finances.

MOUNT CLEMENS — About a quarter of a mile separates the Anton Art Center from Advancing Macomb’s offices in Mount Clemens.

The short walk down Macomb Place only takes a few minutes at a solid clip, but few people’s trips match the magnitude of Phil Gilchrist’s.

The executive director of the Anton Art Center for eight years, Gilchrist has traded his spot at one nonprofit for another to become the executive director of Advancing Macomb.

“I am pretty excited for this opportunity,” Gilchrist said. “I have long watched the work Advancing Macomb has been doing and have been really excited about their support for nonprofit organizations.

Having been a small nonprofit director myself, the work they have been approaching has been really interesting to me. I think there is a ton of opportunity for the organization and I’m really looking forward to getting into the work here and seeing what kind of a difference we can make in Macomb County.”

The end of Gilchrist’s 14 years the art center was announced in early December 2023, originally coming as an email from the Anton Art Center before Advancing Macomb confirmed the move days later.

Macomb County giving out radon test kits MOUNT CLEMENS — The Macomb County Health Department is giving residents free radon testing kits at its Central Health Center at 43525 Elizabeth Road in Mount Clemens.

According to a press release from the department, radon is the leading cause of lung cancer in the United States and is responsible for 21,000 deaths nationwide annually. Radon is colorless, odorless and tasteless, requiring special testing kits to detect. Radon occurs naturally in soil and rock, drifting up through the ground and entering buildings through foundation and wall cracks. Kits are available while supplies last.

MSGCU credit union accepting scholarship applications

METRO DETROIT — Michigan Schools and Government Credit Union is accepting applications for its annual scholarship program now through Tuesday, Feb 27.

The credit union plans to award 47 scholarships this year with 33 $2,500 scholarships going to college, trade school and continuing education students and 14 $2,000 scholarships for first responder academy students.

“MSGCU was founded by teachers and we’re proud to honor our heritage by advancing educational journeys through our scholarship program,” MSGCU President and CEO Steve Brewer said in a statement from the credit union. “We’ve provided over $1.1 million in scholarships since the inception of our program 20 years ago, helping 575 recipients in the communities we serve further their educational dreams.”

Scholarship applications are accepted from nonmembers, but all winners must become members of MSGCU. More information can be found at msgcu.org/scholarships.

Clinton Township Board of Trustees meets Dec. 18

CLINTON TOWNSHIP — The Clinton Township Board of Trustees met for its last time in 2023 on Dec. 18.

Trustees passed the third resolution in the North Miles Road paving special assessment district. Repaving is estimated to cost $939,250 overall but 50% support from Macomb County will bring the cost-per-frontage foot down to $137.73 from $275.45. By passing the resolution, the county roads department will put the project out to bid. Another public hearing will be held once the bids are received.

The Michigan Department of Environment, Great Lakes, and Energy awarded the township a $100,000 grant to improve the stormwater management capabilities of the Joy Park parking lot. A roughly $45,700 match was made, bringing the total project cost to about 145,700.

Trustees approved a $111,500 contract for engineering firm Anderson Eckstein and Westrick to handle the design, bidding and construction management of HVAC replacements to the township’s senior and civic centers. Construction is estimated to cost $1.4 million.

On Jan. 1, BetKentucky.com, a Kentucky-specific sports betting consumer information portal, released a survey stating 94% of Americans will set New Year’s resolutions this year.

In total, 3,000 Americans 21 and older were polled from Oct. 31 through Nov. 3. Of those surveyed, 49% were male and 51% were female. The website compiled a list of the most popular New Year’s resolutions in Michigan.

The No. 1 resolution was to “eat healthier and improve diet,” with 38% of those surveyed placing that first. Second on the list with 29% was to “save money and budget better,” followed by 27% of those surveyed vowing to “improve mental health and reduce stress.”

Also on the list were to lose weight and get fit, travel more and explore new places, strengthen relationships with family and friends, learn a new skill or hobby, career advancement or change jobs, and reduce drinking consumption.

DETROIT — Bank of America is accepting applications for its 2024 Student Leaders program.

The paid summer internship program is open to metro Detroit high school juniors and seniors who have a passion for community engagement and want to make a positive difference. Each year, the program connects more than 300 students from nearly 100 communities across the U.S. Selected students must be a high school junior or senior in Wayne, Oakland or Macomb counties. They must be able to participate in an eight-week paid internship at a local nonprofit organization, work 35 hours a week, all while earning $17 per hour.

The participants must be legally authorized to work in the U.S. without sponsorship through the end of September 2024, and be in good standing at their school. The students also take part in a weeklong Student Leaders Summit in Washington, D.C., from July 22 to July 27, 2024, with all expenses paid.

The applicants must submit a letter of recommendation from a teacher, coach, guidance counselor or school administrator. Interested parties can apply online at bankofamerica.com/ studentleaders. The deadline is Jan. 17.

Local leaders reflect on 2023, speculate on year ahead

MACOMB COUNTY — As confetti is cleared from Times Square and late-made resolutions begin to be broken, it can be easy to leave 2023 behind in favor of what 2024 will bring. But while the new year is still fresh, leaders of local governments took time to examine the past year and give some idea of what can be expected in 2024.

When asked about how their 2023 went, Mount Clemens Mayor Laura Kropp and City Manager Gregg Shipman were beyond pleased with the year’s developments.

The prior year ended with a forced change of course on building a water plant while Shipman essentially relayed between City Hall and the Fire Department as he led both on a day-to-day basis. But as the calendar flipped into 2023, Shipman says the city embarked on “a year of change.”

“When I say ‘change,’ I mean we changed a lot of personnel, including commissioners, but what we’ve done — and it really started before 2023 but I think you’re seeing it (now) — is we’ve changed our culture,” Shipman said. “We changed

the way we think and the way we operate, and we’ve changed the culture from within and now it’s spreading to the outside. It’s building momentum and people are getting on board and it’s exciting.”

The most notable change of personnel is Shipman as the full-time city manager and Danny Reynolds as the Mount Clemens Fire Department’s full-time chief. Significant funding was brought in for projects through grants, loans and other sources, including $20 million in state-provided principal forgiveness for downtown water infrastructure upgrades and $5 million in a state-provided enhancement grant to turn the husk of the Victory Inn into the 100-unit Manchester Mount Clemens apartments. Code enforcement is now being handled through an administrative hearings bureau. The Cairns Community Center is receiving new recreation programs through Advancing Macomb and TCB Youth Mentoring. Hunch Free was contracted to handle the city’s digital communications and the city reached an agreement with the Mount Clemens Public Library to publish a quarterly newsletter.

“This is the first year where it’s the

year’s end and I’m looking back and there’s so many things to hang my hat on,” Kropp said. “So many big projects that have happened that we are almost losing track of which one is the biggest and the best.”

City residents can expect to see the grants and loans and forgiveness picked up in 2023 come into play in 2024. Much of the downtown will be under construction starting this spring as underground water infrastructure is replaced and a major overhaul to the Macomb Place/Cherry Street Mall will occur in tandem. The demolition of the old motel can be expected later in the year as well. Kropp says residents can expect more recreation programs and “synergy” with the Mount Clemens Downtown Development Authority’s events.

On the more speculative side, Kropp expects a more occupied downtown based on interest from the Manchester Mount Clemens project.

“We believe that properties that are still vacant will have real serious interest,” Kropp said.

Moving east to Harrison Township, Township Supervisor Ken Verkest found 2023 to be a “generally positive” year.

Though hard pressed to come up with a full list of the year’s accomplishments, the supervisor was able to take pride in the ongoing water meter reader replacement project and several planned subdivision road replacement projects.

While Lake St. Clair plays a major role in the Harrison Township economy and lifestyle, Verkest’s outlook for the lakefront and lake-bound activities is mixed for 2024.

The prior year saw the completion of a new boathouse for the Macomb County Sheriff ’s Office Marine Division, the reconfiguration of the Department of Natural Resources boat launch on Jefferson Avenue and the start of a study into the algae blooms that caused the launch to close. The new year will see the start of a new bridge along the Clinton River spillway, an amenities overhaul at Waterfront Park and the planned reopening of township-staple Gino’s Surf.

But for marinas and boaters, the question remains: Will the lake be usable?

CLINTON TOWNSHIP — Education is not just lectures in a classroom. It is paddling through a swimming pool, taking the first steps onto a wrestling mat, hearing a symphony that moves your soul and, above all, education is a lifelong pursuit.

In an effort to keep up with the educational needs of all its area residents, L’Anse Creuse Public Schools offers community education programs all year round.

“Our community education program is a way for the district to get out into the community and provide services for seniors, for kids, for anybody that’s looking to be involved in something,” said Major Mickens, director of the community education program.

The primary idea behind L’Anse Creuse’s community education program is to provide a unified recreation program across the district.

“Because we cover so much of an area, we don’t have a specific rec center or something

that would provide services like this for the community,” Mickens said. “Us having the nice facilities and great people here and great people willing to work for us, we’re able to provide that service.”

Community education programs typically fall into four age categories: elementary school, middle school, adults and seniors. Programs are varied at each age group with elementary students offered a mix of music and sports classes. Middle schoolers can take part in district-wide cheer and wrestling programs. Adults have a variety of fitness and music courses, while group trips to places like the Detroit Symphony Orchestra, the Hilberry Theater and even mystery dinners are aimed at adults and seniors.

While courses may come and go, L’Anse Creuse Community Education runs throughout the year.

“We don’t stop,” said Debbie Verkest, L’Anse Creuse’s community education secretary. “When schools are closed, we run summer programs.”

The BEHR paint company’s 2024 color of the year is Cracked Pepper — a color that associate broker Laurie Glass, of Cooper Glass Homes with Max Broock Realtors, in Birmingham, said can make a room feel very “rich,” “warm” and “inviting.”

“It’s a striking color that you can really make exciting and warm by adding some rich woods in front of it, and like a warm leather or chocolate sofa, or even a honeycolored sofa,” Glass said. “And then gold, and then a white rug to contrast — it’ll really feel rich. … Very cozy for winter. You’re taking a very striking color and making it very cozy and inviting for winter.”

BEHR’s website describes Cracked Pepper as “a versatile, soft black that elevates every environment.”

According to its website, Cracked Pepper brings a modern appeal that pairs with complementary colors, finishes and materials in both residential and commercial spaces.

Glass added that Cracked Pepper can also give a room a more modern look.

“The thing about Cracked Pepper is that it takes something that may look old and it modernizes it. It can crisp it up, make it look fresh,” she said. “It can also take an imperfect wall and make it look striking.”

Benjamin Moore’s 2024 color of the year is Blue Nova, which the company’s website said will “elevate the everyday and expand horizons through juxtaposed color that is sure to inspire.”

“With Blue Nova leading the way, depth and intrigue are balanced by an undercurrent of reassurance,” the website states. “This alluring mid-tone features an enchanting duality, capturing the spotlight with endlessly classic appeal.”

Glass said Blue Nova would work well as a backdrop or an accent wall in a bathroom with white cabinetry and white tile. She also said it could work well as an accent wall in a child’s room, or even as a ceiling color.

“It could also be very interesting as a ceiling paint color, underneath the front porch or even in the basement,” she said. “I’m not really fond of these black and dark gray basement colors. I think they sit very heavy. But something like this blue could bring some real personality to a modern, clean, minimal basement.”

For 2024, Sherwin-Williams named Upward its color of the year, describing the color as “a breezy, blissful blue” on its website.

The website adds that Upward is “the color found when we slow down, take a breath and allow the mind to clear.”

Glass said Upward would be a nice color for a dining room, depending on how it’s decorated. She also added that it could give a room a “beachy” feel.

“It’d be fairly pretty with gold accent pieces as well,” she said.

In contrast to the paint companies, Pantone named Peach Fuzz its 2024 color of the year.

“Peach Fuzz captures our desire to nurture ourselves and others,” Pantone states on its website. “It’s a velvety gentle peach tone whose all-embracing spirit enriches mind, body and soul.”

In a prepared statement, Leatrice Eiseman, executive director for the Pantone Color Institute, said Peach Fuzz “echoes our innate yearning for closeness and connection.”

“A shade that resonates with compassion, offers a tactile embrace and effortlessly bridges the youthful with the timeless,” she said.

Glass said that, while Peach Fuzz isn’t her favorite color, it would make a nice accent wall in a kid’s bedroom or a bathroom with warm wood.

“It makes your skin feel warm,” she said. “And it just brings a warmth and an attractiveness to the bathroom.”

Emily Sikora — of Just By Happenstance in Clinton Township, who refinishes furniture and deals in home decor, wall art and more — said all the colors pair well together.

“There are so many uses, using the deepness of the Cracked Pepper and Blue Nova on your larger furniture pieces (allows) you to set the accents with the softer colors with pillows, artwork and other decor,” she said in an email.

“I would also use the lighter colors to refinish smaller pieces of furniture to add a whimsical feel to it.”

Sikora added that Blue Nova and Cracked Pepper allow the softness of Peach Fuzz and Upward to “really pop.”

When it comes to renovating a house, Glass added that, in her opinion, there’s more value in painting than anything else.

“We often say that there’s more bang for your buck in paint than anything else you can do in terms of dollar-fordollar return,” she said.

The deadlocked vote came after heated arguments between the two camps raged for nearly 40 minutes. The united Democrats argued that the mailer’s information only focused on the Feb. 27 presidential primary election and that it lacked sufficient information about the trustee special election taking place the same day. The bipartisan trio argued to send the mailer out to meet state law requirements for informing the public about early voting procedures.

“There is a law that requires us to educate the public on early voting because early voting is a part of our constitution,” Meltzer said.

The board members who voted in favor of the mailer openly questioned the legitimacy of the Democrats’ objections as coming down solely to politics. Patton argued that Keys and Matuzak “wouldn’t be attacking Paul (Gieleghem) if he was the one doing all of this,” before Cannon and Gieleghem engaged in an argument over whether Gieleghem’s comments were sufficiently on-topic. Cannon went so far as threatening to have Clinton Township Police Chief Dina Caringi eject Gieleghem from the meeting.

Gieleghem’s comments varied between the timeliness of the mailer coming before the board, the content of the mailer and complaints about the board failing to appoint a new trustee earlier in the year. A plan to appoint a new board member from a list of applicants was approved along party lines at the July 31 meeting after Jennifer “Joie” West announced her resignation, but two meetings failed to meet quorum on Aug. 21 and Aug. 28 before a meeting was held on Sept. 18, missing the appointment deadline

of Sept. 15.

“We have given Mrs. Meltzer a very, very broad stroke at running her operations, for being the clerk, for handling the records of the township,” Gieleghem said. “We have approved all of her spending items, we have approved all of her vendors, we have approved all of her staff increases and we approved most of her election issues. But we still have oversight over the spending of this township and we’re questioning — and appropriately so — why we’re spending $11,000 and what information we’re providing them and does it make the most amount of sense.”

Arguments between trustees were fierce. Aside from the treasurer nearly being subject to ejection and open questioning from both camps about the mailer’s purpose, Mentzer doubted the election knowledge of those opposing the mailer compared to what a clerk would know. Mentzer made special consideration regarding Matuzak by arguing the Democrat’s experience as one of the party’s two representatives on the Board of State Canvassers was not equivalent to that of the clerk’s on election matters, eliciting a response from the trustee.

“In the 10 years on the state board of canvassers, I have done nothing but try to promote voting, making it easier, increasing access and educating voters,” Matuzak said.

“In addition to that, I have spent 40 years working in elections, and I can tell you people are generally not confused about voting in the broad sense … they are confused about voting in February.”

Despite the board failing to approve the mailer, Meltzer said via email she has authorized American Graphics Inc. to produce it and sent an invoice to Lansing to have the $12,000 paid for by state grant funds. Meltzer believes not sending See ELECTION on page 11A

“It was bittersweet to leave,” Gilchrist said. “I had actually been there for a long time. My own history with that organization goes back to when I was a kid taking classes in the lower level. It was a bittersweet end. This new opportunity is a really exciting one I am grateful for, but leaving a place where I’ve spent so much of my time can be difficult.”

Gilchrist’s role at Advancing Macomb will involve all aspects of the organization’s operations, from overseeing programs and finances, to setting and executing strategic plans, to the organization’s marketing and public relations communications.

In the same statement announcing Gilchrist’s departure, the Anton Art Center announced its board selected Peggy DiMercurio, currently the center’s education and community engagement manager, to serve as interim director. DiMercurio has been with the Anton Art Center since 2018 when it was looking for an education coordinator.

“I was doing the same kind of work for a local dance company, and I thought it would be a good fit, so I came in and interviewed and was hired,” DiMercurio said.

While the news of Gilchrist’s departure was seemingly sudden, DiMercurio says the small size of the Anton Art Center’s staff has given her the experience to direct the center while the board searches for a permanent candidate.

“When Phil announced he was moving on to a new position, there was talk between the board and ourselves on which way we wanted to go with this,” DiMercurio said. “The board had faith

that we could keep things moving forward through this process because we were so involved with all of the programs and the dayto-day that we had people in place to be able to run this interim.”

DiMercurio said it was “a natural move” taking on the interim director duties, being a full-time employee of the Anton Art Center, and that it put her in the position of working on events and with Gilchrist.

“I’m comforted in knowing that Peggy DiMercurio is definitely capable and I’m confident that the organization is in good hands now that I’m gone,” Gilchrist said.

DiMercurio expressed interest in the executive director position herself, though she said she needed to see the board’s expectations for the role before applying.

“I have a strong love for this community and the art center, and I really enjoy working with all of the families and instructors and volunteers and all of the people, and I want to make sure I am in the position where I can do the most good for the art center,” DiMercurio said.

Until the director’s seat is filled, life will go on at the Anton Art Center. The center is getting ready to showcase the best Michigan artists have to offer in its 51st Michigan Annual gallery and is currently accepting entries for various shows and exhibits to be held throughout 2024.

As for the two nonprofits, both Gilchrist and DiMercurio are certain the Anton Art Center and Advancing Macomb will work together on related projects.

“We have very similar missions and definitely want to keep things moving forward,” DiMercurio said.

Meltzer said she has reached out to the American Civil Liberties Union about the possible constitutional violation.

Information on the mailer dealt with how voters could request ballots, an overview of the early in-person voting process and where and when people could vote early. A QR code on the mailer would lead readers to the township’s 2024 election website for additional and updated voting information.

kids. Going from sophomores to juniors, it’s a big year. They’re all I wouldn’t say surprising us, but we’ve been looking forward to seeing this.

We’re looking forward to that growth continuing this season and carrying into their senior year as well.”

Junior forward Drew Halaas, the lone Richmond player, leads the junior pack with 14 points (7 goals and 7 assists) while junior forwards Aiden Suchocki (12), Justin Brooks (11), Brayden Ramsden (10) and Vince Pica (10) round out the double-digit point players.

The lone outlier is a player who is on pace to be one of the most exciting players in the Macomb Area Conference — sophomore forward Logan Jarvey.

Jarvey finished second on the team in points last season with 21 and currently has a team-high 15 points, 11 of which are from assists (team high).

Though a sophomore, Jarvey is already taking on a leadership role with his impressive play and work ethic.

“He comes in and he’s got a job to do and he knows his job,” Nader said. “He wants to be the best one on the ice. He’s a quiet kid, but he leads by example. He’s one of the hardest working kids day in and day out.”

LC Unified’s remaining juniors anchor a backline that has allowed only three goals per game this season with Jonah Kramer, Aiden Willson, Aiden Carrithers and Mario Boskovich, a three-year varsity player.

Senior and four-year varsity goalie Nathanael Maurin has manned the net to the tune of a 4-1 record with junior goalie Zach Hill, who is 3-0 on the season, and sophomore Perez Silva also getting time in net.

Maurin said the chemistry of the junior backline has led to the defensive success this season.

“On the defensive side, especially compared to last year, we’re very strong defensively,” Maurin said. “Because we have the same defensive core as last year, they’re all in-tune with each other and have good communication all throughout.”

Maurin was an impact player for LC Unified during their 2021 season, finishing 7-1 with a 2.63 goals against average in 10 games.

Maurin was one of three players currently on the team to be a part of the 2021 quarterfinals team (Boskovich and Hill), and Nader said it was an adjustment for Maurin last season during the losing skids.

“Last year was really a tough year for him (Maurin), and we had a lot of sit downs and just talked to him about it,” Nader said. “Being in such a competitive team two years ago and then we lost all those kids, it was a different role for him. I said, ‘Hey, this is your team now.’ We only had three other seniors. This year, he definitely has a great attitude towards them and is trying to develop them saying, ‘Hey, this is what we did back then and this is where we want to be at.’”

Maurin and company have had their spirits up this season as LC Unified continues to put together a successful year.

There’s still some areas of improvement with the consistency of the offensive production, but Maurin said he expects the team to be firing on all cylinders towards the end of the year.

“I’d say definitely tuning in on the offense,” Maurin said. “There’s a couple times where it’s hard to break out, and we got to get better shots in the offensive zone and use our offensive zone time wisely. Once the offense kind of tunes it into where the defense is, I think we’re going to have a strong end to the year.”

and stability in almost all of its funds on an operational basis,” City Manager Gregg Shipman said, reading Plante Moran’s memo. “With the general fund showing a fund balance of ($9.13 million), the commissioners have the financial stability to explore opportunities of appropriating additional monies to programs and projects during the 2024-25 budget year.”

Included in the lengthy audit report were suggestions for how the city can further improve its financial standing, and City Commissioner Erik Rick shared his thoughts on how the city could increase its tax base.

“I do hope the planning commission and city staff look at moderately more permissive residential zoning to allow smaller lots that will allow a slightly more dense tax base without drastically changing the character of our neighborhoods,” Rick said.

Former commissioners recognized

Two former city commissioners were honored with resolutions at the start of the

mid-December meeting, recognizing them for their commitment and involvement in Mount Clemens government and the community.

Glenn Voorhess and Rashida Hammond served on the City Commission until November 2023, opting not to run for reelection. Voorhess served as the city’s finance director from 1998 to 2002 and was a banker for 25 years at the First National Bank of Mount Clemens. Since leaving office, he has joined the retirement board as a citizen representative. Hammond, alongside her former role as a city commissioner and current role as a member of the Mount Clemens Housing Commission, is an administrator for Macomb County Head Start and an active member of the Greater Morning Star Church of Christ.

“That can present challenges for some folks.

We know there are some neighborhoods and condo associations looking at dredging operations or silt removal to make sure they have sufficient navigational depths.”

The question of Lake St. Clair’s ability to support its pastimes extends into winter as well. Warm weather has kept the water liquid throughout December, preventing winter activities like skating and ice fishing from taking place.

“Last year (2022), we did not get a lot of ice, and I just read a long-range forecast that beginning in January (2024), we’re going to start to see colder weather,” Verkest said. “For those folks who enjoy ice fishing, knowing that the DNR site is open, hopefully we’ll be able to get enough ice to enjoy some winter ice sports.”

The oddly warm winter and possibility of a low-lake summer calls attention to the township’s ongoing project of creating a 2040 master plan with the aim of making the township a “resilient community.” The state is picking up half of the plan’s bill in the form of a coastal management grant, so future plans for the township’s waterfront and waterways can be expected. A resident survey for the plan ended on Dec. 31, and more information about the plan can be found at harrisontownshipmi.gov.

Over in Clinton Township, Deputy Supervisor Dan O’Leary is proud of 2023 as a year in which the township was able to achieve goals while maintaining financial stability.

“It sounds very boring, but the

government is supposed to be boring if you’re doing it right,” O’Leary said. “We’re getting things done but we’re also trying to cut costs, live within our means and that sort of thing.”

Grants played a major role in this by funding several ongoing parks projects like a trail along the Clinton River Spillway, creating a kayak launch at George George Park for a river trail. Outside of grants, the township was able to secure more donations for its inclusive playground and secured a donation of fill soil to level out Prince Drewry Park’s field.

Progress was made in the development of Groesbeck Highway, particularly at a planned unit development site near its intersection with Elizabeth Road. East Town Village, a mixed-use development that will feature residential and commercial properties, was approved in late 2021. “(The developers) are at the state getting approvals,” O’Leary said. “There’s all kinds of things you have to get. Proving there’s no wetlands, working with drains and around drains. They have to get all that approved and that takes time, and we’re anticipating they’ll start building some time in 2024.”

O’Leary says residents can expect infrastructure projects to be a big part of 2024.

The township will continue its campaign to improve roads and expand recreational options, particularly the parks potential of the Clinton River.

“Getting people to realize it’s an asset and not just an object to get around, that’s a big deal,” O’Leary said. “It’s helping them understand the Clinton River is for your recreation.”

The township is exploring uses for about five acres of land on the north side of the Clinton River Spillway as well as working with the county and neighboring

The work would also include approach replacement as necessary to match the bottom of the driveway approaches with the new roadway surface.
