KEEGO HARBOR — On general election ballots Nov. 7, voters in Keego Harbor

had two amendments and one new ordinance to consider, and whether to allow marijuana facilities in the city was the common theme with each of them. Voters rejected both amendments and the ordinance. The Keego Harbor “City Charter Proposed Amendment to Allow a Marihuana Retailer by Ordinance & Prohibit Establishments”

received 240 yes votes and 276 no votes; the “Open Stores Ordinance” had 197 yes votes, compared to 313 voters who were opposed; the “Cannabis Licensing Charter Amendment” got 205 yes votes and 314 no votes. The results mean that Keego remains an opt-out city when it comes to marijuana dispensaries. See MARIJUANA on page 14A

METRO DETROIT — It’s no secret that college enrollment rates have declined since the COVID-19 pandemic. But while enrollment has been down, costs have been up, and local universities and community colleges have reported tuition increases. Oakland Community College has five campuses, which are located in Southfield, Royal Oak, Auburn Hills, Waterford and Farmington Hills. OCC Chancellor Peter Provenzano said there are currently about 21,900 students enrolled for the year, compared to approximately 24,400 five years ago. “Tuition costs have increased about 13% over the last five years, and then enrollment has decreased by about 10% over the last five years,” Provenzano said. METRO DETROIT — The holiday season is upon us, and that means that the sound of Salvation Army bell-ringers won’t be far behind. The Salvation Army of Metro Detroit is seeking volunteer bell-ringers for the 2023 Red Kettle

Christmas Campaign. The nonprofit requests the community’s support to help meet its $7.9 million fundraising goal. Each year, thousands of collection buckets are positioned in and around businesses to raise funds for those in need — and each is accompanied by The Salvation Army’s signature bell-ringers. The organization hopes to fill more than 50,000 hours

Library employee wins award WEST BLOOMFIELD — West Bloomfield Township Public Library employee Victoria Edwards recently won the 2023 Library Support Staff of the Year Award at the 2023 Michigan Library Awards. Recipients were recognized at the Michigan Library Awards Gala in Kalamazoo Oct. 18. According to the Michigan Library Association website, the award that Edwards received recognizes a support staff professional who goes above and beyond to provide support at their library and who has advanced and strengthened the image of support staff. Edwards is a marketing communications specialist for the library.

Job search workshop scheduled SOUTHFIELD — Gesher Human Services, formerly known as JVS Human Services, is scheduled to offer a free online job search workshop at its Southfield headquarters, located at 29699 Southfield Road in Southfield. ’Talley’s Folly’ set to run at Inspired Acting Company

WALLED LAKE — The Inspired Acting Company is scheduled to run the PulitzerPrize-winning play “Talley’s Folly” Dec. 1-17. The play, by Lanford Wilson, is described as a romantic comedy that tackles issues ranging from antisemitism to coping with trauma. According to a press release, the play was written in 1979 and unfolds against the backdrop of a dilapidated and forgotten boathouse on the Talley farm on the Fourth of July, 1944, with D-Day having taken place the month prior. “The backdrop of the war helps raise issues of patriotism, capitalism and anti-Semitism,” the release states. “But it’s also a love story, where the characters grapple with issues of love, identity, and the courage to embrace the unknown. The play takes place in one act with no intermission, set in ninety-seven minutes of real time, with no set change. Lanford Wilson’s masterful storytelling weaves a rich tapestry of emotions and cultural nuances that resonate with audiences to this day.” Performances are scheduled to take place at 8 p.m. Fridays and Saturdays, and 2 p.m. Sundays. New Orchard Lake City Council members focus on vacant buildings, televised meetings BY MARK VEST mvest@candgnews.com

ORCHARD LAKE — There will be two new voices on Orchard Lake’s City Council as Kelly Mandel and David Steuer each won their respective election bids in the general election Nov. 7. Mandel and Steuer each finished with 240 votes to win the two open City Council seats. At press time, it was not known when they were set to be sworn in. Although Steuer said that Orchard Lake is a small community and there aren’t too many controversial issues, he has gotten a sense for some of the concerns that residents have. He said that traffic is one of the larger ones, specifically in regard to road conditions. Mandel Steuer “That’s not necessarily resolvable by the City Council, but the City Council can work with the Road Commission of Oakland County and others to see what can be done to help alleviate that (and) make sure that the roads are safe and convenient for everyone,” Steuer said. Vacant businesses on Orchard Lake Road have also gotten the attention of some residents. The former sites of Walgreens, Starbucks and the Village Place Restaurant have yet to be occupied. “I think a lot (of ) people are interested in getting these businesses up and running on Orchard Lake Road,” Mandel said. “I hope I can add some positive momentum in that process. … There’s several right there in that area, and that has come up. A number of people have asked about that.” Those vacant businesses have already been on the radar of Orchard Lake city officials, and even before being elected, Mandel was following along with some of the progress. “I know it’s been talked about in our meetings,” she said. “I’ve been following it, and I think it’s still in the process.” Steuer has been serving on Orchard Lake’s Planning Commission, and he is also aware that vacant businesses have been on the minds of residents.

CRIME WATCH Prescriptions allegedly stolen from vehicle

WEST BLOOMFIELD — In a report dated Oct. 29, at around 4:30 p.m., a resident on Ridgefield Circle stated that someone entered her vehicle and stole several bottles of her prescriptions. Detectives were set to investigate.

Attempted home invasion reported

WEST BLOOMFIELD — In a report dated Oct. 28, a resident on Quail Run reported that someone attempted to enter her home through a residential front door. According to a report, the possible occurrence time was 5 p.m. The front door was partially pried open by an unknown suspect or suspects. The case was turned over to detectives.

Money stolen from vehicle

WEST BLOOMFIELD — A resident on Woodbine Circle reported that someone stole $5 from inside his vehicle at 3:34 a.m. Oct. 28. The vehicle was reportedly left unlocked. No further information was provided.

Vehicle flees after attempted larceny investigation

WEST BLOOMFIELD — Police officers are investigating an attempted larceny from a vehicle in the area of Autumn Hill Drive 4:12 a.m. Oct. 28. The vehicle allegedly involved in the attempted larceny was a silver Dodge Dart. After observing a vehicle that matched the description near Pontiac Trail and Haggerty Road, officers pursued the vehicle to M-5 and 14 Mile Road, where they terminated the pursuit due to the suspect traveling at high speeds, according to the report. Detectives were set to investigate a possible suspect.

Mailbox damaged

WEST BLOOMFIELD — In a report dated Oct. 31, someone damaged a metal mailbox on Mission Court. The time of the report was listed as 10 p.m. The damage was reported to be $500. The case was listed as documentation only.

Credit card, cash stolen from vehicle

WEST BLOOMFIELD — A woman at a gym was notified by a police officer that her vehicle had been broken into 5:53 p.m. and 9:15 p.m. Nov. 6.

A purse, credit cards and $200 in cash were reportedly stolen from inside her vehicle. Other vehicles in a parking lot near the gym were also broken into.

Retail fraud reported on Northwestern Highway

WEST BLOOMFIELD — Officers responded to a retail fraud that had just occurred at 6:40 p.m. Nov. 9 at a store located on Northwestern Highway. Three males reportedly entered the store and stole items worth $743. Shoes and shirts were among the items reportedly stolen. The suspects left in a white Hyundai Sonata. Detectives are investigating.

Resident reports harassment

WEST BLOOMFIELD — A resident reported that she feels that she is being harassed by one of her neighbors Nov. 3. She reportedly believes that the neighbor has monitored her movements in “common areas” via cameras. The report was sent for review to the West Bloomfield Township Prosecutor’s Office. Big, Bright Light show kicks off to help brighten the holiday season BY MARY BETH ALMOND malmond@candgnews.com

I

t isn’t the holidays until Main Street in Rochester shines with a light display that puts Clark Griswold’s house from “National Lampoon’s Christmas Vacation” to shame. This year, downtown Rochester was slated to officially transform into a glimmering spectacle when the Big, Bright Light Show switch was flipped Monday, Nov. 20, during the 50th annual Lagniappe event. At 6 p.m. on East Fourth Street, the Big, Bright Light Show program was slated to begin with help from Rochester Mayor Stuart Bikson, Channel 7 and a special appearance by Santa Claus. The 18th annual Big, Bright Light Show will be set aglow with 15 colors of LED lights. The lights are a huge attraction, according to Kristi Trevarrow, the executive director of the Rochester Downtown Development Authority. “Especially coming into our 18th year of Big, Bright, it’s less of an event and more of a tradition. It’s always part of the holiday conversation: ‘When are we going to see the lights?’” Trevarrow said. “Everybody always wants to come see the lights because your holidays wouldn’t be complete without that trip, and we appreciate that people

Keego City Councilman Michael Karson said that he is “very happy” with how things turned out. “I’m glad that the voters of Keego Harbor understood that it was a private company wanting to do business and cared more about opening up another retail spot than taking care of anybody in Keego Harbor,” Karson said. Anthony Chubb, of Giarmarco, Mullins & Horton P.C., is an attorney who has represented Keego. Prior to the election, he said that a group going by the name of “Open Stores in Keego Harbor Committee” was responsible for the ordinance and the “Cannabis Licensing Charter Amendment” being placed on the ballots. The “City Charter Proposed Amendment to Allow a Marihuana Retailer by Ordinance & Prohibit Establishments,” which was the first part of the proposal, was drafted on behalf of the city. “I thought maybe they might approve the first one, which was City Council-driven, but the message from the hard-core voters in Keego is pretty clear: ‘We don’t want marijuana establishments or dispensaries in the city,’”

Keego Mayor Rob Kalman said. Kalman refers to those who attempted to create a ballot initiative that would allow for marijuana establishments in Keego as an “outside group.” Karson expected them to succeed in their efforts. “I was very surprised,” he said. “The company that wanted to pass the issue spent a tremendous amount of money in the campaign to send mailers to people, as well as phone calls and signs, so I was shocked that they lost.” Rochester Hills resident Noah Harfouch is part of the Open Stores Committee, which aside from Keego Harbor, also introduced ballot initiatives in Grosse Pointe Park and Rochester. From his perspective, the cannabis industry is continuing to grapple with stigma. “Our communities have been conditioned to view cannabis negatively,” Harfouch stated via email. “Therefore, the industry faces the challenge of overcoming years of prohibition rooted in inequities and discrimination. Recognizing this, we anticipated that the recent election would be a stepping stone in our broader plan for the 2024 elections, when a larger portion of the community is expected to participate. … By fostering a more informed and nuanced understanding,

we aim to contribute to a more inclusive and well-informed discourse surrounding cannabis in the lead-up to the 2024 elections.” For Kalman, the heart of the issue extends beyond whether or not marijuana facilities should be permitted in the city. “I’m really in favor of local control, not an outside group coming into Keego Harbor and strong-arming us and trying to take over our ordinances, trying to change our charter, dictating to us how we run our city,” he said. “So it really wasn’t about marijuana for me. It was more about local control and preferring that any changes to the charter go through a planning process, public hearings, council discussion, and then council voting. … Of course, any charter change would go through our attorneys as well, and make sure it’s done properly before you put it out to a vote for the people. … I think most voters, I think they agree with me.” From Kalman’s perspective, the strategy employed by the “outside group” may have backfired. “I think that there were people that were annoyed (by) the amount of mail they received from the outside group — the door hangers, the robo calls, the text messages — it was overkill,” he said. “People started to realize there’s a profit-driven agenda for this group and not necessarily an agenda to help

the community.” Harfouch, who is an attorney, responded to a question about whether or not those who want to have marijuana initiatives placed on ballots have an interest in opening their own stores or some other financial incentive for having initiatives placed on ballots. “Open Stores in Keego Harbor Committee is dedicated to advocating for the presence of the cannabis industry within the Keego community through retail establishments,” he stated. “The ballot initiative endorses retail approval for any interested party seeking licensing, rather than exclusive approval for a single retail establishment or beneficiary.” Karson does not expect this to be the last time the city hears from a group that wants to initiate a proposal that would allow for marijuana dispensaries in Keego. “I think it will continue, and I’m hoping there’s something we can do as a city to avoid this happening again,” he said. Kalman also understands that there is a possibility that it will be an issue that comes before Keego voters again. “We’re a small city. It’s easier for userinitiated ballot proposals in smaller cities, because they don’t need as many signatures on the ballot,” he said. “If they come up, we’ll deal with it — our City Council will. “Some of the existing buildings that have been vacant, the commercial buildings, and what can be done to make sure that those buildings get filled with quality tenants that will be there for the long-term, that will serve the community well,” he said. In West Bloomfield, Board of Trustee meetings are broadcast on Civic Center TV, as are City Council meetings in Keego Harbor and Sylvan Lake. Orchard Lake City Council meetings are not currently televised, and that is something that Mandel would like to change. “It’s important to me, and I’ve heard from other people as well that are behind me saying the same thing,” she said. “I think it makes it

more accessible for people, so that they don’t have to necessarily come out of their house. … I don’t want people to have more barriers.” Mandel said that it was her first time running for “anything,” and in her new position she wants to be a bridge for people and help them feel more connected. “I can’t wait to help people feel more engaged and see what I can contribute,” she said. Although Steuer has yet to begin serving on Orchard Lake’s City Council, he is going in with a positive perception of those he is set to work alongside. “I haven’t had a lot of interaction with the council yet,” he said. “What it appears to me is there’s a quality group of people that is very capable and experienced in getting things done that need to be done. … I think it’s an involved community. I don’t see impediments to getting important things done.”

Provenzano shared how OCC approaches tuition costs. “What we believe in is steady increases,” he said. “Oftentimes what you’ll see is, an institution will, they may not raise their tuition, or they’ll raise it 7%, 10%. We really believe in just small increases to kinda keep up with inflation. Right now, we’re not even keeping up with inflation, but we look at the long-term, so 2.5%, 3%, 4% increases per year allows us to keep up with inflation, but also allows us to keep the costs down for students.” Provenzano said that OCC tries to keep its tuition costs as low as the college possibly can. Aside from estimating what the college’s revenue is going to be, Provenzano provided details about other factors that go into making decisions about tuition fees. “Our three primary revenues are property taxes, state revenue, as well as tuition,” he said. “And then we try to estimate what we think enrollment might be. We marry that up with our projected costs for the year. … And then we determine what our tuition rate needs to be. We also take a look at our peers — what their tuition rates are.” From Provenzano’s perspective, when it comes to educational institutions in Michigan, OCC offers a solid bargain for students. “We are the largest transfer institution in the state of Michigan, and many students take advantage of our low cost and small class sizes,” he said. “They choose OCC and then

transfer to the university of their choice, and they save a ton of money. … It brings the total cost of education way down.” Brian Bierley, the director of media relations for Oakland University in Rochester, stated that he “would agree that the pandemic has negatively impacted enrollment for the past few years at almost every college and university and there has also been a decrease in the overall number of Michigan high school students graduating each year. So, we are working to rebuild enrollment to pre-pandemic levels and working to increase the number of current students who stay in school and complete their studies.” OU’s enrollment peaked in 2015 at 16,793 and has gradually declined to 12,719 in 2023, representing a 24% drop in overall enrollment. However, this fall shows promise as freshmen enrollment is the highest since fall 2019. In June, the Board of Trustees of OU approved a tuition increase for incoming freshmen. The full-time resident undergraduate tuition for the academic year 2023-24 is $15,225, an increase of $21.75 per credit hour. The 2023-24 budget includes a 4.5% tuition increase, the Michigan Legislature’s recommended tuition restraint. Additionally, the 2023-24 university housing budget included no increase in room and board rates. The housing budget also consists of a $500 reduction in cost for standard residence double occupancy rooms, a 4.6% reduction in cost, available to both incoming and returning students in OU’s residence halls. For Lawrence Technological University, a private institution in Southfield, the outcome has been the opposite, with an increase in enrollment, according to Lisa Kujawa, the vice president for enrollment management. Kujawa explained that, since the pandemic started, LTU has increased its class of students enrolled as their “first time in any college” for the fall semester from a class of 350 to a class of 489. “Our goal is always to bring in 500 first-time students, and we are getting very close,” Kujawa said. “We have grown our dual enrollment or early middle college from 300 in one semester to 600. This fall semester, we will reach over 1,200, and that is a direct result of students in high school wanting to find ways to lessen their debt.” She added that LTU’s full-time (30 credit hours per year) tuition and fees, on average, are $41,000 for a commuter student and $52,000 for a residential student per year. LTU gives $28 million annually in scholarships and grants, both merit and need-based. She explained that this funding is not covered by federal or state money each year. Kujawa shared a heartwarming story of

a student who was maxed out on his student loans, with only seven classes left to complete before graduation. She shared that, after evaluating his options, it was decided that he would finish his last seven classes without paying LTU because “it’s the right thing to do,” Kujawa said. “The Lawrence brothers, in their founding documents, said, ‘Every student deserves an education, and finances should never get in the way.’ Ninety years later, we stand by that notion, and we will always work with our students.” This fall, undergraduate enrollment grew for the first time since the pandemic’s start, with a 2.1% increase nationally. Community college enrollment is also rising nationally, with a 4.4% increase this fall. Gov. Gretchen Whitmer highlighted the Michigan Achievement Scholarship program for 2023 high school grads, which awards up to $2,000 for career training programs per year for up to two years, $2,750 for community college for three years, $4,000 for up to five years of private college or university, and $5,500 for up to five years for a Michigan public university or a baccalaureate degree program at a Michigan community college. The Michigan Achievement Scholarship and the Michigan Reconnect program aim to get Michigan to meet the “Sixty by 30” goal, in which 60% of Michiganders will have a skill certificate or college degree by 2030. Man arrested after pushing father off bike into road, pulling knife

ROCHESTER HILLS — Deputies responded to the area of Walton and Shagbark for a report of assault and battery at 5:08 p.m. Oct. 8. A father, age 50, and son, age 11, were riding their bicycles west on Walton when a 35-year-old man from Rochester Hills, who was walking on the sidewalk, attempted to push the son into the road. The son was able to evade, and the suspect then pushed the father off his bike onto Walton. A 31-year-old male motorist saw the father fall and stopped to assist. The suspect pulled out and unfolded a knife toward the motorist, who drove off and updated dispatch on the suspect’s location. The suspect continued walking eastbound on Walton. Deputies arrived and approached the suspect, who ran across Walton and was chased between vehicles before being taken into custody. The father and son declined medical treatment. The suspect was taken to the Oakland County Jail for lodging.

Drunken man refuses to leave bathroom

ROCHESTER HILLS — Deputies were dispatched to the 200 block of East Auburn Road for an intoxicated 31-year-old man from Troy refusing to leave the property at 10:31 p.m. Oct. 7. Deputies located the man, who was sleeping on the bathroom floor next to a liquor bottle, and knew he had warrants for his arrest. Deputies arrested the suspect, and he consented to a preliminary breath test with results of 0.14% blood alcohol content. He was transported to the hospital for detoxification, and the report was sent to the city prosecutor’s office for issuance of charges of disorderly conduct.

Home security system stops invasion

SOUTHFIELD — At 6:02 p.m. Oct. 16, a home in the 21000 block of Rose Hollow Drive had a brick thrown through the window. An unknown individual entered the home but was deterred from taking anything due to the security system that was armed and went off.

Suspect arrested for local burglaries

TROY — A suspect has been charged in connection with multiple burglaries in metro Detroit, including Troy, Royal Oak and Birmingham. The burglaries occurred between Oct. 4 and 25. The suspect, 53, became a person of interest in the case, according to the police. Investigators said that surveillance on the suspect confirmed he and his vehicle were involved in the burglaries. At 11:27 p.m. Oct. 25, Troy patrol officers

were made aware by plainclothes detectives that a possible burglary had just occurred in the King’s Plaza shopping complex, on Rochester Road, north of E. Long Lake Road. Upon arrival, officers located a damaged door handle on the rear of the building at 5100 Rochester Road. Officers checked the building and observed the cash register door open, with no cash left inside. The owner of the business responded to the scene and said that approximately $120 was missing. The suspect was taken into custody and charged in 52-4 District Court and was issued a $200,000 bond. He was charged with one count of burglary, although authorities said that additional charges could be pending.

HAZEL PARK — According to a police report, a 30-year-old man stole a TV delivered from Walmart to a home in the 1000 block of East Woodward Heights Boulevard. The incident occurred around 2:58 p.m. Oct. 26. The TV was meant for a 29-year-old Hazel Park woman, but the suspect signed for the delivery and kept the property. An investigation was ongoing.

WEST BLOOMFIELD — A resident told police Oct. 22 that he had received verbal threats from a former employee. According to the resident, his business property has been damaged on numerous occasions, and he believes that his former employee is responsible. The case was turned over to detectives.

Driver arrested for operating while high

BIRMINGHAM — At approximately 2 a.m. Oct. 26, an officer on patrol on southbound Woodward Avenue was passed by a vehicle traveling at a high rate of speed. Radar confirmed the vehicle’s speed at more than 20 mph over the limit. The officer initiated a traffic stop and noticed signs of intoxication from the driver and a bag of marijuana in the vehicle’s center console. The driver, a 21-year-old Oak Park man, admitted smoking marijuana and failed field sobriety evaluations. He was arrested and charged with operating a vehicle while intoxicated/under the influence of drugs.
