MADISON HEIGHTS — A former president of the Madison District Public Schools Board of Education will serve prison time for tax evasion and a years-long bribery scheme.

Albert Morrison, 62, was sentenced Nov. 9

by U.S. District Judge Laurie Michelson. He will serve 45 months in prison, beginning in late January, followed by two years of supervised release.

Morrison was also ordered to pay $118,200 in restitution to the Internal Revenue Service.

Morrison pleaded guilty April 25 to receiving bribe money and tax evasion. He served as president of the Madison District Public Schools

Madison Heights City Council

In Madison Heights, the mayor Roslyn Grafstein ran unopposed for another two-year term, while newcomer William Mier ran unopposed for one partial term ending Nov. 10, 2025.

The contested race was among five candidates running for three four-year terms on council.

According to unofficial results posted by Oakland County, with 100% of precincts reporting, Emily Rohrbach finished first with 2,342 votes. Quinn Wright was a close second at 2,126 votes, and Sean Fleming came in third with 1,837 votes. All three incumbents will retain their seats on council.

The runners-up were incumbent Toya Aaron, at 1,579 votes, and newcomer Al Gui at 521.

Rohrbach was first elected to the council in 2019. She serves as the director of events at Oakland Thrive, and has a degree in music education, as well as in human resources training and development.

She wants to “green” the city with efforts such as planting trees and native gardens, securing environmental grants, and building a long-term sustainability plan. She also wants to develop the city by focusing on parks, the library and service upgrades, and to boost economic growth through small business support and access to resources. MADISON HEIGHTS — Madison Heights Bishop Foley has seen a revival of the program’s boys soccer program the past three seasons, and it’s courtesy of the 11 seniors that took the field for the Ventures this season.

As sophomores, they were district champions with aspirations for a regional title. As juniors, they had a grasp of the regional finals, but ultimately fell short. As seniors, it was no longer the regional title they had their sights set on, but rather the Michigan High School Athletic Association state finals game at Grand Ledge High School.

On Nov. 4 at Grand Ledge High School, the Ventures would take the stage they’ve dreamed of reaching since their freshman season, but they’d have to go through the defending Division 4 state champions, Muskegon Western Michigan Christian.

“Ever since freshman year, our goal was to get better and better and ultimately get to the state finals,” senior goalkeeper Gregory Altman said.

Muskegon Western, the No. 1 ranked team in Division 4, would earn a 3-0 win over Bishop Foley to retain the Division 4 state title, but for Bishop Foley, all the focus was on the second half of play.

Voters approve changes to city charter of Madison Heights

MADISON HEIGHTS — Five proposed amendments to the charter of Madison Heights passed with overwhelming support Nov. 7, updating how the city approaches everything from appointments and resignations to the rules of running for office and how often meetings are held.

Proposal 1

Approved by 79.69% of the vote (2,687 votes), Proposal 1 is about how the mayor pro tem will be appointed. The mayor pro tem is the council member who fills in for the mayor when needed.

Currently, the mayor and council vote on the mayor pro tem at their first meeting after a mayoral election. Proposal 1 changes the rules so that the council member with the highest number of votes in the last regular city election is the new mayor pro tem and serves for the next two years.

Proposal 1 will first take effect during the regular city election in 2025. This is the first time it has been changed since 1985.

Approved by 72.82% of the vote (2,459 votes), Proposal 2 is about who can run for elected office in Madison Heights.

Currently, a member of the Madison Heights City Council must resign their elected office prior to running for mayor in the city. Likewise, if a person already holds elected office for the state, county or another city, they must resign from their elected office before running for office in Madison Heights.

Proposal 2 changes that so candidates can remain in their current offices while they campaign, and they will only be required to

Approved by 79.25% of the vote (2,529 votes), Proposal 3 determines how resignations are to be handled.

Currently, when an elected official or an appointed board member resigns, the council must accept or reject the resignation at its meeting.

Proposal 3 changes the rules so that the council only handles resignations for its own members, including the mayor, while the resignations of appointed board members and commission members will be handled by the city’s administrative staff.

The change will be effective this year and marks the first time this has been amended since the charter was adopted.

Proposal 4

Approved by 76.53% of the vote (2,482 votes), Proposal 4 decides how vacancies are filled in elected offices.

Currently, if the mayor’s office is vacant, the council votes to appoint one of its members to serve as mayor for the rest of the term. For a vacancy on the council, the council appoints a new member at the next meeting after the vacancy occurs, choosing the runner-up from the last regular city election. If there is no runner-up, the council votes on another resident to fill the vacancy.

Proposal 4 changes the rules so that a vacancy in the office of mayor is instead filled by the mayor pro tem, starting at the next council meeting after the vacancy. The vacancy created by the mayor pro tem, in turn, will be filled by the council member

who received the second highest number of votes in the last regular city election. Both the mayor and mayor pro tem will then serve until the next regular city election. Vacancies on council will be handled the same as before.

The changes will first take effect during the 2025 regular city election. The rules for vacancies in elected office were last amended in 1984.

Proposal 5

Approved by 71.35% of the vote (2,338 votes), Proposal 5 concerns the number of council meetings held throughout the year.

The charter currently requires the council to hold at least two regular meetings each month, except during December when only one meeting is required, for a total of 23 regular meetings per year.

Proposal 5 still requires the council to hold 23 regular meetings each year but affords more scheduling flexibility by allowing a minimum of only one regular meeting in any given month.

The change goes into effect this year.

The last amendment was in 2001, when dates were changed to allow for one meeting in December.

Historic change

Madison Heights Mayor Roslyn Grafstein spoke about the historic nature of the vote.

“It has been years since we have asked our residents to vote on anything like this, and I feel that five proposals at once are too many,” Grafstein said in an email. “My preference would have been to see one or two proposals annually at each November election, so that slowly we can make modifications as residents see fit.

“I am glad that Proposals 3 and 5

passed, so that staff can administratively accept board resignations, and so that we can move the last meeting of the month to the next month if occasionally needed,” she said.

“I voted ‘no’ on the other three proposals, as I feel the appointments of mayor pro tem and interim mayor should stay in the purview of the council.

“During my time on council, we have had the pro tem appointment vote be 7-0 three times, (and) 6-1 and 5-2. When I was appointed mayor, it was by a 4-2 vote. So, even when the votes were not unanimous, there was the opportunity for discussion, and for the voice of each council member to be heard,” Grafstein said.

“Finally, I feel that having the mayor and up to six council members running for election for one position would create a hostile environment for council to work in,” she said. “The mayor and council members are elected as independents who need to work together. Even if there are only two people running for one spot, it can make compromise and cooperation more difficult, and this sets up for a contentious election between supposed team members every two years.”

Mayor Pro Tem Mark Bliss commended the voters for helping modernize the city’s founding document.

“I can only speak for me — not all of council — but I will say whichever way the citizens chose, I’d be supportive, whether they confirmed or denied them. I’m just thankful we had the dialogue; that we were able to read and review these, look at the proposals put out by the clerk’s office, and give them their say,” Bliss said. “And I hope we, as a council, continue to do this, updating older policies that may not fit a modern city government. training and equipment, and informing residents about crime prevention. He also said he will work to bring back dog licenses to the city, and to increase the animal shelter’s budget. Fleming also said he’s committed to reducing city costs through the increased use of grants and business collaborations on projects and events.

“I want to thank all of the voters who voted for me. It’s really appreciated that they put their confidence in the work I’m doing at the city, allowing me to continue on,” Fleming said. “I’m going to miss Toya Aaron being on the council. She did an awesome job. I look forward to working with the incoming Bill Mier. And I look forward to continuing to work with our reelected mayor Roslyn Grafstein, as well as my peers Quinn and Emily.”

Aaron was appointed to the council in April 2022 to fill the vacancy created by the death of Robert Corbett. She is currently employed as a mental health advocate and has degrees in biology and industrial organization psychology. She campaigned on support for police and fire, on creating multigenerational parks and recreational programs for people of all ability levels, on fostering economic growth by promoting small

for a more inclusive environment where a diverse array of voices is heard at public meetings and represented in city programs, services and policy updates.

“I am grateful to the people of Madison Heights for re-electing me to council,” Rohrbach said via email. “It’s an exciting time to be part of the growth of Madison Heights, and I’m looking forward to working with newly elected Councilor Quinn Wright, Councilman Sean Fleming, and our newest council member, Bill Mier, to continue to bring Madison Heights into the future! Wright was appointed to council in November 2021 to fill the vacancy created by the death of Robert Gettings. He is a self-employed financial advisor and studied advertising at Michigan State University.

Wright campaigned on community growth, emphasizing the well-being of residents — including seniors — and support for essential services like police and fire. He also called for policies focused on business attraction and retention.

In a contested race for Madison Heights City Council Nov. 7, incumbents Emily Rohrbach, Quinn Wright and Sean Fleming were reelected. Toya Aaron, who lost her seat, plans to run again in 2025.

Incumbent Andy LeCureaux was the top vote-getter in the race for the Hazel Park City Council, joined by newcomer Andrea Washington.

“I’m just so grateful to my city for the opportunity to run, and to have the chance to serve the residents,” Wright said in an email. “This campaign has always been about the residents — always about providing an opportunity to represent the unique and diverse voices in our city. I couldn’t be prouder of this campaign, my family and my community. We ran with integrity, and focused on common-sense governing.

“My plans moving forward are to help our city grow, focusing on affordable housing and reimagining the possibility of our

downtown area,” he said. “I aim to find ways to focus on mental health throughout our city services, and to work with our state representatives to address keeping our taxes reasonable without sacrificing our qualityof-life elements.”

Fleming first joined the council in the fall of September 2021, filling the vacancy created by the resignation of Kymm Clark.

He works in telecommunications and is a military veteran who campaigned on improving relations between police and residents, strengthening the police with ongoing

As we enter this new season, I want to take the opportunity to highlight the great things happening in Madison District Public Schools and also provide you with an opportunity to give us feedback.

Academically, MDPS is moving in the right direction. It is with great pride that I announce, as of today, all classes are being taught by a certified teacher! Staff members are working daily with the goal of ALL STUDENTS improving their academic skills. In addition, we have established a District-Wide Curriculum Task Force, that meets monthly to discuss teaching and learning in MDPS. During these meetings, teachers from grades K-12 are given the opportunity to discuss academic data, using a district-created protocol, and make courageous decisions regarding teaching and learning.

Madison Elementary School Highlights The start of the 23-24 school year brought not only an increase in enrollment, but also a new Autism Spectrum Disorder classroom at Madison Elementary School. This program can service up to 6 students with support from a Special Education teacher, two Paraprofessionals, an Occupational Therapist, a Speech and Language Therapist and a Social Worker.

This classroom gives us an opportunity to live our vision by providing education to ALL STUDENTS.

Madison Elementary is also looking forward to continuing this greatness through upcoming activities (time and dates will be posted on the Madison Elementary School Website).

Wilkinson Middle School Highlights Wilkinson Middle School is continuously working to build a village through relations with students, parents and community partners. Our annual Corn Roast gave the staff and students an opportunity to engage in activities outside of the classroom. This event fostered healthy socialization and competition within the school. The 5th graders of Madison Elementary, were invited as well. We want to bridge the gap between elementary and middle school.

As quarter 2 begins, WMS is starting their Boys

Mentoring program, and after school tutoring. Schedules are forthcoming and will be posted on the school’s website. Currently, we are hosting a Chess Club and Cooking Club after school on Tuesdays and Thursdays.

Madison High School Highlights Our Eagles have stepped up to beat our 2 Week Challenges, earning school swag and lunchtime rewards! During the month of September, 18 students had perfect attendance – no tardies and no absences, and in October, a total of 30 students had zero missing assignments across all six of their classes.

The Class of 2024 has participated in 26 postsecondary opportunity visits so far this year, ranging from the military branches, community colleges, trade schools, and 4-year universities. At the end of the first quarter, our seniors have accumulated just over $5,000,000 in total merit scholarships! We are so

proud of all of their hard work during this busy college application season! As postsecondary opportunity visits continue, each senior will continue tracking their merit scholarships. Investigators say Morrison’s co-conspirator and long-time friend, John David, 65, paid him more than $560,000 in bribe money, cutting checks through David’s company, Emergency Restoration, which Morrison cashed through his own company, Comfort Consulting. In exchange, Morrison awarded Emergency Restoration more than $3.1 million in maintenance and construction work at school properties without the board’s knowledge or approval. David pleaded guilty to the scheme April 13 and was sentenced Aug. 14 to two years in prison, beginning later this year. David was also ordered to pay $30,000 in restitution.

In total, investigators uncovered $561,667 in payments from David to Morrison, from 2014 to 2018. Neither David nor Morrison disclosed the payments to state auditors. Morrison also kept the payments secret from the IRS, failing to report them as income during those five years.

Morrison also did not file a federal income tax return in any of those years except 2014, investigators said. In this way, he

avoided paying roughly $118,200 in taxes.

‘Who steals from kids?’

Rhonda Brazile, with the Federal Community Defender office, represented Morrison. She said that “some” of the alleged bribe money was for “legitimate referrals.”

However, she conceded they were unable to produce any invoices or other evidence to support this claim.

The judge overruled the defense’s objection. A $12,000 difference in the amount would have qualified Morrison for a lighter sentencing guideline.

Prosecutors described a lavish lifestyle that he funded at the taxpayers’ expense, including trips to Florida, a boat slip, a new Chevy Camaro and Dodge Ram, restaurants and shopping sprees. Morrison also used the bribe money to fund other personal expenses such as rent, gas and groceries. Prosecutors said that by giving work to his friend in exchange for kickbacks, Morrison shortchanged the district and its students.

The judge allowed remarks by Mark Kimble, a current trustee of the board who also served during Morrison’s tenure, and who was the only trustee to question Morrison.

“I would like to start out by saying, ‘Who steals from kids?’ The defendant did,”

Kimble said to the court. “The fact he was an elected official with a fiduciary responsibility bears a heavy burden. … What (Morrison) did is unforgivable.”

The judge noted that the advisory range in Morrison’s case was 108 to 120 months in prison. However, she said the sentencing should be “sufficient but not more than necessary.”

To that end, she would consider other factors, such as the defendant’s health and how he will fare in prison.

The health question

One concern was Morrison’s eyesight.

He said he is legally blind in his right eye, and that he suffers from other conditions that cause him difficulty walking without assistance.

The prosecutors challenged Morrison’s claim by playing four video surveillance clips recorded by undercover FBI agents. The clips show Morrison at a football game in early October, where he appeared to walk comfortably up and down bleachers in the rain. He also commented on the game. Later in the video, he could be seen standing outside his car in the parking lot, changing out of his rain poncho.

Brazile countered that the clips don’t show how “winded” Morrison was at the top

of the stairs, or that he was asking the person next to him where players were on the field since he couldn’t see. Morrison reportedly attended the game to watch his grandson play.

Another clip showed a school board meeting in July 2017 where Kimble asked Morrison if he was benefiting financially from his ties to Emergency Restoration.

Morrison denied any kickbacks from David. Under Morrison’s leadership, the board stopped recording public meetings after Morrison was confronted by Kimble.

At one point, Morrison took the stand to speak on his own behalf.

“I have thought, over and over, about what I would like to say. Not to beat a dead horse, but I can’t write them down, since I can’t see them,” Morrison told the judge. “I am horribly apologetic for what I did. I’m ashamed. I stand before my family and everyone here to apologize. I’m embarrassed — I have no excuse. I allowed my life to spiral out of control.

“It’s not any excuse, but I had lost my brother, and a friend to suicide. And I just went wild,” Morrison said. “What I can say is I listened to Mr. Kimble’s statement, and that hit hard to hear him say I stole from children. Big, Bright Light show kicks off to help brighten the holiday season

t isn’t the holidays until Main Street in Rochester shines with a light display that puts Clark Griswold’s house from “National Lampoon’s Christmas Vacation” to shame.

This year, downtown Rochester was slated to officially transform into a glimmering spectacle when the Big, Bright Light Show switch was flipped Monday, Nov. 20, during the 50th annual Lagniappe event.

At 6 p.m. on East Fourth Street, the Big, Bright Light Show program was slated to begin with help from Rochester Mayor Stuart Bikson, Channel 7 and a special appearance by Santa Claus.

The 18th annual Big, Bright Light Show will be set aglow with 15 colors of LED lights.

The lights are a huge attraction, according to Kristi Trevarrow, the executive director of the Rochester Downtown Development Authority.

“Especially coming into our 18th year of Big, Bright, it’s less of an event and more of a tradition. It’s always part of the holiday conversation: ‘When are we going to see the lights?’”

Trevarrow said. “Everybody always wants to come see the lights because your holidays wouldn’t be complete without that trip, and we appreciate that people have made us a part of their holidays. That is amazing to us. We have always said we are in the memory-making business, and I think that the Big, Bright Light Show is at the pinnacle of that.”

The Big, Bright Light Show, the largest event hosted by downtown Rochester, will continue to run 5 p.m.-midnight through Jan. 21.

“The lights are a great excuse to come out with your family, grab a hot cocoa, do a little holiday shopping, and just get your Christmas spirit on,” said Trevarrow.

Madison Heights to ring in season at Holiday Tree Lighting the building, and the executive conference meeting space at City Hall. The new location also puts the center in close proximity to the police station and Fire Station No. 1, located in the same complex.

Mark Bliss, the mayor pro tem of Madison Heights, said he has attended the tree lighting since he was a child going with his own parents.

“There’s a level of importance that I attribute to community events like these, because I think that without them, we’re just a city — just a place where you live. Events like these are where residents meet each other and have a good time free of charge.

I think that’s what makes us an actual community, and has for decades,” Bliss said.

He said the tree lighting is so important to the council that the group found a way to creatively continue it through the pandemic, with a drive-through tree lighting during the first year of the COVID-19 pandemic.

“And this year, because of the new Civic Center Complex, for those who haven’t yet gone inside our newly renovated library and City Hall, it’s a great chance to experience those buildings in a new way, which is awesome,” he said. “And for those who’ve never been to our city tree lighting, well, I highly encourage them to come out. Santa is a notable guest, but it’s about so much more than giving him the key to the city. It’s about bringing people together.”

MADISON HEIGHTS — Hot cocoa, cookies, Christmas caroling and more await at this year’s Madison Heights Holiday Tree Lighting.

The free event will take place from 6-7 p.m. on Monday, Nov. 27. As per tradition, the festivities will take place near the gazebo in front of Madison Heights City Hall, 300 W. 13 Mile Road.

The main event is set for 6:30 p.m., when Santa Claus himself will arrive to receive an official key to the city from Mayor Roslyn Grafstein. The man in red will then help flip the switch on the city’s light display.

Everyone in attendance will be able to enjoy free cookies and hot cocoa while singing along to Christmas carols by the Lamphere High Jazz Band.

There are also activities like the Wheel of Fun by the Madison Heights Community Coalition, free balloons from Tootsie and Happy the Clown, and making “reindeer food” with the Joyful Jungle Learning Center. Following the event, community members can head into City Hall for that night’s council meeting, where the city will accept a Consumers Energy grant to build a new amphitheater at Civic Center Park, or head into the Breckenridge Room at the library for photos with Santa Claus.

The Holiday Tree Lighting will also be where the mayor will announce this year’s awards for notable businesses and volunteers, recognizing those who made a difference in 2023.

“It really is a great time,” said Madison Heights City Councilman Sean Fleming. “I think it’s so fun with all of the activities and

treats, and to just spend time with people.

The weather might be warmer this year, but either way it will be a good time.”

Grafstein said the volunteer awards are the start of what she hopes will be a new tradition.

“This is a great community event that attracts residents of all ages to come out to celebrate the start of the winter holiday season,” Grafstein said in an email. “There is nothing like listening to the local school bands, and the cheers of joy when the city lights up after our countdown.”

This year’s Holiday Tree Lighting will also be an opportunity to explore the new and improved Civic Center Plaza. The $11.4 million project — the largest capital improvement project in the history of Madison Heights — included the downsizing of City Hall, renovations at the neighboring library, and the construction of a new Active Adult Center connecting them. Construction began in July 2022, handled by Frank Rewold & Sons, with architecture services provided

by Partners in Architecture.

There were also extensive renovations at Fire Station No. 2 — off campus on John R Road — as part of the same capital improvement project, costing an additional $2.8 million. The work on the fire station was completed in late summer, while the Active Adult Center wrapped up earlier this fall.

The new Active Adult Center replaced the old one at 29448 John R Road, offering more room for recreation programming and other resources. The previous building spanned 11,554 square feet, while the new one is 14,022 square feet, with additional shared space of 2,400 square feet that includes the new Breckenridge Room in the library, existing bathrooms at both ends of

A scoreless first half in the finals brought promise for the Ventures, but Muskegon Western’s three goals in the second half would slam the door closed.

“I think we just had a bad half, honestly,” Foley coach Nino Maniaci said. “My keeper made some really great saves to keep us in it the whole time, but we had a couple chances in the first half that we could’ve been up by one or two goals. Once they scored that first goal, it was like, ‘Okay, we’ve been here before and we’re going to be fine.’ Once they scored that second goal, I could just see that they were exhausted.”

Regardless of the outcome, Bishop Foley’s 2023 season will go down in Ventures history as the one that not only ended a 25year drought, but also fought through one of the toughest state tournament paths the Division 4 playoffs could throw at them.

Bishop Foley, the No. 7 ranked team in Division 4 according to the MHSAA, earned wins over Bloomfield Hills Roeper (No. 9), Kalamazoo Hackett Catholic Prep (No. 4), and Catholic League rival Grosse Pointe Woods University Liggett (No. 2) in the program’s journey to the state finals.

Senior defender Jayden Orr said one particular win propelled the team’s confidence throughout the state tournament.

“Definitely our win against Liggett,” Orr said. “We proved ourselves as serious contenders, and it was a big confidence boost taking them down.

Aside from the win bringing the Ventures their first regional title since 1997, Liggett had bested Bishop Foley 4-1 three weeks prior in the Catholic High School League Cardinal Finals, but it was a different stage with different implications for the Ventures. Foley edged Liggett 1-0 in a shootout win.

The win over Liggett set the stage for a semifinals matchup against Kalamazoo Hackett, and it would take an overtime goal from senior forward Jake Nihranz to lead Foley to a 2-1 overtime win. Nihranz tallied two goals in the win for Bishop Foley.

Nihranz’s 17 goals paced the Bishop Foley attack this season while senior forward Ben Barrett added 13 goals. Barrett scored two goals in the second half of the regional semifinals against Allen Park Inter-City Baptist to break a 2-2 tie and lead Bishop Foley to a 4-2 win.

Bishop Foley trailed both Kalamazoo Hackett and Allen Park Inter-City Baptist at respective points, but Altman said the early

deficits played right into the strength of the Ventures.

“I believe our biggest strength was our resilience and our willingness to fight back in any situation,” Altman said. “We were a very talented team, but if we didn’t have that type of mentality or work ethic, I don’t think we would be in the position we got to.”

Altman led a Bishop Foley backline that posted 10 shutouts this season, including two in the state tournament.

The Ventures’ backline received efficient contributions from seniors Michael Drozdowicz, Dylan Barbieri, Patrick Ammon, and Orr. With only eight players, six being freshmen, slated to return for Bishop Foley next season, the Ventures’ 11 seniors leave tough shoes to fill for the 2024 squad.

Maniaci said the seniors showed the underclassmen an important trait this season.

“I think they just showed them resiliency,” Maniaci said. “They’re going to face a ton of it no matter where they are in life, so I definitely think they led by example with that.”

It’ll be a change of pace next season for a Ventures team that brought back 10 of 11 starters in 2023, but the unknown teams can sometimes be the most fun to watch.

If one thing is for certain now, it’s that expectations and standards have been raised for the Bishop Foley soccer program after this season.

“They’re going to be thrown into the fire,” Maniaci said. “They didn’t get a lot of run where it’s like, ‘Cool, I’ve been here before and faced some of the adversity with the older guys.’ I think they’ll be ready to go. They’re going to have to be ready to go.”

Reaching a verdict

Michelson said “it’s a hard case” for everyone involved.

“Mr. Morrison, for a substantial time … it did not seem like this conduct made your life difficult,” the judge told the defendant. “You used your influence to steer Mr. David without following the proper rules and regulations. You both profited well. You used it for your enjoyment, and you did not pay taxes on it. … The main thing that changed is that you got caught.

The long road to justice

The case was brought forward by the U.S. Attorney’s Office, in partnership with the FBI’s Michigan Division, the IRS’s Criminal Investigation Division and the Department of Education Office of Inspector General. Sentencing was originally set for August, but was delayed twice in September and again in October.

In February 2018, the Madison-Park News first investigated allegations by Kimble. At the time, he was concerned about the 2016 sale of the land once occupied by Monroe Elementary, at Dallas and Barrett avenues in Madison Heights. By the start of 2018, the construction of more than 30 new homes was imminent, distressing neighbors who enjoyed the peace and quiet of a park.

The school board, under Morrison’s leadership, sold more than 3.5 acres there for $60,000 to Emergency Restoration. As a point of comparison, in 2009, the city paid $121,000 for just 1 acre, using federal grant money through the Neighborhood Stabilization Program.

The sale was also completed without a competitive bid, and without Morrison dis-

closing his friendship with David. Morrison only disclosed that relationship months after the sale was completed.

During the November 2018 election, Morrison decided not to run for reelection.

Kimble was elected the new president, and the new board majority immediately severed all business ties with Emergency Restoration.

Shortly before the election in November 2018, the state released a report validating most of Kimble’s claims. The report also noted that all vendors in the district were operating without contracts, and that not a single purchase order had been used by the district or its contractors, which is required by the board’s bylaws. At that time, however, the state stopped short of saying a “questionable relationship” between David and Morrison benefitted either man.

After the sentencing Nov. 9, Kimble said he’s disappointed that the judge did not include restitution to the district.

“Apparently, crime does pay,” Kimble said. “Morrison took so much from this district, and the district got nothing back. It’s a huge disappointment.”

The county seat has long been from Madison Heights — it was Gary, and before Gary, it was George Suarez,” Bliss said. “So, I think the impact that Gary was able to make on both his own community and surrounding communities is worth noting. He was a member of the community he served, which makes a real difference here.”

Bliss said that the Red Oaks Nature Center at Suarez Friendship Woods is an example of this. It was Gary who brokered a lease deal between the county and city in the early 2010s that allowed the nature center to survive at a time when the city alone was no longer able to fund it. More recently, he also helped arrange ongoing investments into Ambassador Park. In recognition of his steadfast support of the parks, the city even renamed Twelve-Sherry Park as “McGillivray

Park” on July 17.

Roslyn Grafstein, the mayor, remembered that event fondly.

“It was a beautiful day with his wife, his children and granddaughter,” Grafstein said via email. “I like to think (Gary and Diane) are together, smiling down on their family and their legacy.”

Bliss said that Gary and Diane truly lived lives of service.

“Many came in contact with Gary as a volunteer through things like Little League Baseball or through our parks and recreation programs. He also spearheaded the nature center cleanups, another volunteer effort. So, you might be working at a concession stand at a ball game with our county commissioner who also served our city in an elected position for decades,” Bliss said. “He was a

volunteer first. He and Diane loved this city — not just the 7.8 square miles, but they understood that Madison Heights is the people here. They were about community, and investing in our youth.”

Sean Fleming, a member of the Madison Heights City Council, described Gary as a mentor.

“He was a person I could go to and get advice, and he is going to be very much missed,” Fleming said. “I know he was able to help me, shedding light on how the county works and the issues there and how they affect us. He was always looking out for Madison Heights, and he played a big role getting more attention for the southern portion of Oakland County. He made things better for us, and he’s going to have a legacy that lives on for a long time.”

She then softened her tone. She said Morrison is “nonviolent” and unlikely to repeat his crime.

“I don’t only consider the worst thing you’ve done in your life,” Michelson said.

“You have accepted responsibility, and your family and friends tell me you’re very remorseful.”

She then announced the sentence: 45 months on each count, to be served concurrently, followed by two years of supervised release, and $118,200 in restitution, due immediately. She also said she would recommend Morrison for a federal medical center, given his health concerns.

“I want to say thank you to all those who voted for me, especially my mom who stood in the cold for over 12 hours handing out literature for me yesterday (Nov. 7), and my son, family and friends,” Aaron said in an email.

She said she’s “elated” for Rohrbach, Wright, Fleming and Grafstein, and noted the tough decision voters faced between four incumbents. She said she’s thankful for the learning opportunity and will continue to work with the Library Advisory Board, Madison Heights Parks and Recreation, and the Zoning Board of Appeals. Aaron plans to run again in 2025.

Gui works in the education field and has degrees in mathematics as well as administration and innovative leadership. He campaigned on improving quality of life in Madison Heights, and called for responsible spending, and strict monitoring of trash pickup and water quality. He also wants the city to focus on attracting high-paying jobs, providing more outdoor activities for senior citizens and other age groups, and working closely with the Madison and Lamphere school districts to improve students’ academic performance. Combating human trafficking and the opioid crisis are other priorities for him.

The mayor said she looks forward to working with the new team.

In Hazel Park, four candidates ran for two four-year terms on the council.

According to unofficial results posted

by Oakland County, with 100% of precincts reporting, Andy LeCureaux, the only incumbent, took first place with 942 votes. Joining him on the Hazel Park City Council is the second-place finisher, Andrea Washington, with 681 votes.

The runners-up were Al Casinelli, with 557 votes, and Tracy Pease, with 387 votes.

LeCureaux is the self-employed owner of Andrew’s Appliance Installation. He previously said his top goal, if re-elected, is to get the Landmark Church property redeveloped into quality new housing options. He also wants to continue working to attract business, repave roads, upgrade the city’s parks and housing stock, and to continue volunteering, helping families through his work on the Youth Assistance committee, cleaning parks during the spring, and planting trees in the fall. LeCureaux is also a steadfast supporter of the Hazel Park Arts Fair.

“It’s really humbling that I got a lot of support. Numbers show that I’ve done the hard work over the years. I think I have a track record people recognize. There’s campaigning, and then there’s stuff you do all year-long,” LeCureaux said. “I’m looking forward to getting the Landmark Church site redeveloped since it’s such a large piece of property. That’s one of the biggest things coming up. There’s also the road diet on John R, and supporting the businesses there.

We will also be continuing to work on the side streets, and develop our housing stock.

The redevelopment at Landmark could offer more options for housing in Hazel Park.”

Washington is a newcomer who works

as a title coordinator at a major mortgage company. She studied anthropology at Michigan State University and is now enrolled for a bachelor’s degree in organizational leadership. She has also served on Hazel Park’s Planning Commission and Environmental Sustainability Committee. She campaigned on privately meeting with residents to make sure their concerns are heard, finding ways to make the city more environmentally friendly, and fostering community growth and improvement in accordance with the city’s master plan.

“It’s been a very busy day; I did a lot of things by myself. It was very grassroots for the whole election with basically me fundraising for myself, and my friends supporting me. I’m very happy because I’ve been working in the city since 2021, interviewing for the vacant seats and such, so it’s been a journey, and I’m happy to have been the person voted in tonight,” Washington said. “For the future it’s going to be a learning process, but I’m excited to start implementing things like clearer communications for the water bill and other happenings in the city for more community engagement. People have talked to me saying they wished they knew more since they’re not online or they’re not on social media where many things are an-

nounced. You want to make sure everyone is involved.”

Casinelli is employed as a hydraulic testing lead. He was educated at Norfolk State University and campaigned as an independent candidate for council focused on the core values of diversity, equality and inclusivity. He said he values everyone’s input, and wants to bring a more collaborative and innovative approach to the city.

“Hazel Park: Thank you so much for this amazing opportunity,” Casinelli said via email. “I’m grateful for the support I received, the people I met, and all I learned along the way. I’m excited for a more diverse Hazel Park City Council, and I look forward to staying involved in Hazel Park’s growth.

Pease previously described her occupation as “organizer/field director,” and said her top goal is inclusion and transparency. She said she wants to tackle a range of issues, such as helping the community learn how to assist those suffering from mental health conditions, and how to be mindful when engaging with the concerns of minority communities.

Man arrested after pushing father off bike into road, pulling knife

ROCHESTER HILLS — Deputies responded to the area of Walton and Shagbark for a report of assault and battery at 5:08 p.m. Oct. 8.

A father, age 50, and son, age 11, were riding their bicycles west on Walton when a 35-year-old man from Rochester Hills, who was walking on the sidewalk, attempted to push the son into the road. The son was able to evade, and the suspect then pushed the father off his bike onto Walton.

A 31-year-old male motorist saw the father fall and stopped to assist.

The suspect pulled out and unfolded a knife toward the motorist, who drove off and updated dispatch on the suspect’s location.

The suspect continued walking eastbound on Walton. Deputies arrived and approached the suspect, who ran across Walton and was chased between vehicles before being taken into custody. The father and son declined medical treatment. The suspect was taken to the Oakland County Jail for lodging.

Drunken man refuses to leave bathroom

ROCHESTER HILLS — Deputies were dispatched to the 200 block of East Auburn Road for an intoxicated 31-year-old man from Troy refusing to leave the property at 10:31 p.m. Oct. 7.

Deputies located the man, who was sleeping on the bathroom floor next to a liquor bottle, and knew he had warrants for his arrest. Deputies arrested the suspect, and he consented to a preliminary breath test with results of 0.14% blood alcohol content. He was transported to the hospital for detoxification, and the report was sent to the city prosecutor’s office for issuance of charges of disorderly conduct.

Law enforcement officials warn residents of scammers

NOVI — Oakland County Sheriff Michael Bouchard issued a press release Nov. 6 warning residents not to fall for the latest telephone scam in which the caller claims to be a sergeant from the Sheriff’s Office to target registered sex offenders.

“This is just another variant of all of the scams that we are seeing,” Bouchard said in the press release.

“The common thread is someone in a purported position of authority demands immediate monetary action on your behalf to avoid an arrest or some other feared action. This is a scam. You will never be asked to provide immediate money over the phone or via similar conveyances like bitcoin or green dot cards by real government employees.”

In this most recent example, a man whose name

is on the Michigan Sex Offender Registry received a call from someone who identified himself as “Sgt. Kennedy” at the Sheriff’s Office. There is no such employee at the Oakland County Sheriff’s Office.

The phony sergeant told the man that a warrant had been issued for his arrest because he had failed to respond to a certified letter requiring him to report for a “secondary DNA profile.” A $20,000 bond with a 10% provision supposedly had been set, according to the scam artist. To avoid arrest, the man could post $2,000 using virtual currency and a QR code that “Sgt. Kennedy’’ gave him.

The man withdrew $2,000 from his bank account and sent the funds from a bitcoin ATM as instructed.

The fictitious sergeant then contacted the man a second time and said he would need to provide another $800 to clear up a federal warrant. A relative who was on the way to the Oakland County Jail with the money thought to call the Sheriff’s Office, and at that time the scam was discovered.

The man was told to stop communicating with the suspect. The case was under investigation.

Novi police issued a similar warning recently after a resident fell victim to a scammer who was impersonating a West Bloomfield police officer. The scammer said the resident was in trouble for failing to appear for jury duty, according to Novi Police Cmdr. Jason Meier.

Home security system stops invasion

SOUTHFIELD — At 6:02 p.m. Oct. 16, a home in the 21000 block of Rose Hollow Drive had a brick thrown through the window. An unknown individual entered the home but was deterred from taking anything due to the security system that was armed and went off.

Vehicle stolen during test drive

SOUTHFIELD — A car dealership in the 24000 block of West 12 Mile Road let someone test drive a 2023 Mercedes-Benz SL without an employee present at 3 p.m. Oct. 20. The suspect never returned with the vehicle.

Man robbed outside bar

SOUTHFIELD — A man leaving a bar in the 29000 block of Northwestern Highway at 10:37 p.m. Oct. 27 was assaulted, and the suspect took his phone and cash, according to a police report.

Suspect arrested for local burglaries

TROY — A suspect has been charged in connection with multiple burglaries in metro Detroit, including Troy, Royal Oak and Birmingham.

The burglaries occurred between Oct. 4 and 25.

The suspect, 53, became a person of interest in the

case, according to the police. Investigators said that surveillance on the suspect confirmed he and his vehicle were involved in the burglaries.

At 11:27 p.m. Oct. 25, Troy patrol officers were made aware by plainclothes detectives that a possible burglary had just occurred in the King’s Plaza shopping complex, on Rochester Road, north of E. Long Lake Road. Upon arrival, officers located a damaged door handle on the rear of the building at 5100 Rochester Road. Officers checked the building and observed the cash register door open, with no cash left inside. The owner of the business responded to the scene and said that approximately $120 was missing.

The suspect was taken into custody and charged in 52-4 District Court and was issued a $200,000 bond. He was charged with one count of burglary, although authorities said that additional charges could be pending.

Break-in occurs on Halloween

ROYAL OAK — A complainant reported that at 7:50 p.m. Oct. 31, an unknown suspect broke into a residence through the rear door and stole several items in the 4300 block of West 14 Mile Road.

Scissors stolen

FARMINGTON — A hairdresser at a downtown salon reported the theft of two hair-cutting shears from her workstation Sept. 28.

The hairdresser reported that the shears were valued at approximately $1,000 each. The case was closed for no suspect information. The time frame of the theft was also unknown.

Man arrested for Taser at park

FARMINGTON — Officers conducting foot patrol at the Riley Park Pavilion were alerted to a 40-yearold man activating a stun gun at a festival in front of patrons at 11:30 p.m. Sept. 15.

A witness pointed out the subject to officers, who contacted the subject and inquired about the Taser. The subject did not have a concealed carry weapons permit to legally carry the Taser. The Taser was confiscated, and the subject was arrested on a CCW violation.

Motorist damages parking garage gate

FARMINGTON — An officer saw a passenger in a Dodge Caravan toss a lit cigarette out of the passenger side window at M-5 and Farmington Road around 11 p.m. Sept. 20.

The officer also discovered that the vehicle was uninsured, and a traffic stop was conducted.

The 37-year-old female driver had a revoked driver’s license. She was cited for that, and the 33-year-old male passenger was cited for littering. The vehicle was released to a family member with a valid license.

Former employee allegedly issues threats

Resident says minibike, ATVs damage lawn

ROYAL OAK — A complainant reported that at 6:28 a.m. Oct. 28 at the parking structure at 212 S. Center St., an unknown suspect driving a Jeep Wrangler drove through the exit gate arm, damaging it.

WEST BLOOMFIELD — A resident told police Oct. 22 that he had received verbal threats from a former employee.

According to the resident, his business property has been damaged on numerous occasions, and he believes that his former employee is responsible.

The case was turned over to detectives.

Driver arrested for operating while high

BIRMINGHAM — At approximately 2 a.m. Oct. 26, an officer on patrol on southbound Woodward Avenue was passed by a vehicle traveling at a high rate of speed. Radar confirmed the vehicle’s speed at more than 20 mph over the limit.

The officer initiated a traffic stop and noticed signs of intoxication from the driver and a bag of marijuana in the vehicle’s center console. The driver, a 21-year-old Oak Park man, admitted smoking marijuana and failed field sobriety evaluations. He was arrested and charged with operating a vehicle while intoxicated/under the influence of drugs.

FARMINGTON HILLS — A resident made several reports Sept. 4 about minibikes, ATVs and golf carts driving on the sidewalk and their lawn on Laurelwood Court. The resident stated that their lawn is being damaged by the ATVs and minibikes. They believe the recreational vehicles are coming from a neighboring Farmington Hills subdivision.

Officers responded to the area but could not locate the at-fault vehicles. This is a recurring issue, and the resident was encouraged to continue reporting it until a suspect is located.

Television taken

HAZEL PARK — According to a police report, a 30-year-old man stole a TV delivered from Walmart to a home in the 1000 block of East Woodward Heights Boulevard. The incident occurred around 2:58 p.m.

Oct. 26.

The TV was meant for a 29-year-old Hazel Park woman, but the suspect signed for the delivery and kept the property.

An investigation was ongoing.

ST. CLAIR SHORES/MACOMB TOWNSHIP — Allyson Nash will receive the St. Clair Shores Community Chorus Macomb Community College scholarship, according to an email.

Nash is a graduate from Dakota High School. There, she was involved in show choir and multiple musicals, including “Footloose” and “Les Misérables.”

After completing her studies at Macomb Community College, she wants to participate in the Disney College Program and then transfer to a university to complete her degree, the email stated. Her goal is to become a full-time music teacher.

Pacific Partnership, now in its 19th iteration, is the largest multinational humanitarian assistance and disaster relief preparedness mission conducted in the Indo-Pacific. Its goals are to improve regional interoperability and disaster response capabilities, to increase stability in the region, and to foster new friendships.

GROSSE POINTE WOODS — University Liggett School in Grosse Pointe Woods recently inducted, from left, Class of 2002 member Mags Dillon, Class of 1998 member Kevin Espy, Class of 1997 member Abby Tompkins Johannson, Grosse Pointe University School Class of 1968 member Bruce Barit and Grosse Pointe University School Class of 1966 member Tom Gage into the ULS Athletic Hall of Fame. Grosse Pointe University School was one of several predecessors of ULS. The Hall of Fame recognizes the accomplishments of some of the school’s top athletes.

Santa is coming to town in Birmingham BIRMINGHAM — Residents can welcome Santa to town Nov. 25 with the Birmingham Shopping District. Register to take a short walk through downtown, starting in the parking lot of the Surnow building, 320 Martin St. The walk will stop at various shops and will conclude at Santa’s home in Shain Park. Participants can register online at allinbirmingham.com.

VOLUNTEERS SOUGHT TO GIVE OTHERS A MERRIER CHRISTMAS METRO DETROIT — The Salvation Army of Metro Detroit is seeking volunteer bell ringers for the 2023 Red Kettle Christmas Campaign. Shifts are available in Wayne, Oakland and Macomb Counties.

Individuals and families can sign up for two-hour sessions in person at a red kettle site, or participate in a virtual bell ringing shift from home online. To register, visit registertoring.com. Virtual bell ringers can sign up and begin raising funds at any time. The traditional bell ringing begins Nov. 10 and runs through Christmas Eve, excluding Thanksgiving and Sundays.

The Salvation Army provides after-school programs, food, shelter, emergency disaster services, substance abuse treatment and free legal aid for families and individuals throughout metro Detroit.
