SHELBY TOWNSHIP — The Shelby Township Police Department is looking for assistance from the public in identifying a person involved in a hit-and-run incident at the Palazzo Grande at approximately 8 p.m. Oct. 27. According to police, a black Ram 1500 Classic pickup truck struck a valet driver in the north parking lot of the banquet hall, located at 54660 Van Dyke Ave., which caused injuries to the valet. SHELBY TOWNSHIP — Joel Morris, a firefighter/paramedic who served more than 20 years at the Shelby Township Fire Department and six years in the Utica Fire Department, who currently is a paramedic at Universal Macomb Ambulance Service, recently underwent open heart surgery. Morris, who is 57, has had eight cardiac catheterizations since his first one in 2006. He has had seven stents placed in the arteries of his heart, including one back on Feb. 16. He and his fiancée got a bigger scare after that procedure when they were told that it would be a temporary fix and Morris would require open heart surgery. Morris had a double bypass operation Oct. 5. He is now home recovering. The family did not want to ask for money donations for the surgery, but post-surgery, they found out he will be out of work for eight weeks. As a result, they set up a page at gofundme.com. SHELBY TOWNSHIP — On Oct. 19, the St. Kieran Knights of Columbus Council 13983 presented the Shelby Township Fire Department with two dozen “Casey” teddy bears. Joseph Vogel, the council recorder, said that the teddy bears are to be given to traumatized children at fire and automobile accident scenes. “Founded in 1882, in New Haven, Connecticut, by Blessed Father Michael McGivney, the Knights of Columbus is now an international fraternal organization based on the principals of charity, fraternity, unity and patriotism.
They also strongly support the local, state, and national Special Olympics,” he said in an email. Ralph Engler, past grand knight, which is the council’s chief executive officer, said this display of community service was started in 2019 by St. Kieran Council 13983. “We are an organization of Catholic men that support the Community needs at Special Olympics, Right to Life efforts, supply coats for needy children, deliver food to local food banks, supported (the) Parish youth group trip to World Youth Day in Portugal, plus additional support to Community needs. Look for Casey Bear that can often be seen on the dashboard on Shelby emergency vehicles as they travel throughout the Township,” Engler said via email. OAKLAND COUNTY — Michigan is now seeing its first high-occupancy lanes implemented on Interstate 75 between 12 Mile Road and South Boulevard … at least some of the time. More commonly referred to as carpool lanes, high-occupancy lanes are only usable by vehicles with at least two human occupants. The lane was planned in tandem with the overhaul of I-75 that began taking place in 2016 by the Michigan Department of Transportation. “The lanes were built into the project over the last six years. … The idea to make a capacity improvement for that portion of I-75 was decided when we were working with federal partners and we conducted several public meetings with stakeholders,” explained MDOT spokesperson Rob Morosi. “The feds wanted us to do something different with regard to capacity improvement to improve safety and travel time reliability. This was decided before construction to make that fourth lane on that stretch a high-occupancy lane.” However, the lane on that portion of the expressway will only function as a high-occupancy lane during rush hour. “They are implementing it right now,” said Morosi. “The signs have been fabricated and are being put up. Of the 18 miles we’ve rebuilt since 2016, the additional lane between Eight Mile Road and 12 Mile Road is a general use lane, which has no restrictions on number of occupants or time, so a solo driver can use it 24/7. SHELBY TOWNSHIP — The American Cancer Society will have its fourth annual Detroit Discovery Ball, which celebrates individuals touched by cancer and supports those working to find a cure, on Saturday, Nov. 11, at a new venue, the Fillmore Detroit. The Detroit Discovery Ball, which will run from 6:30 to 11 p.m. at The Fillmore, is led by honorary Co-Chairs Eric Krupa, vice president of global engineering for Lineage Logistics, and Rachael Krupa, a therapist with Thumb Coast Counseling. They are Shelby Township residents. The ball raises money for cancer research, advocacy, patient programs and services, according to the American Cancer Society. Eric Krupa said he and Rachael are delighted to help raise funds for the American
Cancer Society, as their lives, like so many others, have been touched by cancer. “We are so proud that Lineage will be a part of this amazing event for the second year and look forward to seeing community members help us end cancer as we know it, for everyone,” he said. Proceeds from the event will go directly to the American Cancer Society and its Road to Recovery program and transportation grants. ACS transportation programs provide options for people who have cancer who do not have reliable transportation or are unable to drive themselves. The Detroit Discovery Ball’s emcees will be Christy McDonald, of WDIV, and Roop Raj, of WJBK. Its “mission speakers” will be Saunteel Jenkins, CEO of The Heat and Warmth Fund and a cancer survivor, and Dr. Eleanor M. and South Boulevard will be a high-occupancy lane between 6 a.m. and 9 a.m., and 3 p.m. and 6 p.m. Mondays through Fridays.” Morosi added that research indicates the lane should reduce traffic and accident rates. “It also should improve capacity, which will reduce traffic and travel times,” said Morosi. “During the study phase, we did extensive crash history studies, and the majority of the incidents on this stretch in terms of crashes occurred during dry conditions, and the majority were rear-end collisions, which indicated a capacity problem. In other words, we had too much traffic for only three lanes in each direction. When we looked at other ways to improve safety, the HOV lane we saw in other states, an HOV lane encouraged carpooling during high travel times, which improves capacity issues and cars driving too close to each other.” Motorcycles, transit buses, first responders and emergency vehicles are exempt from occupant requirements. Lt. Mike Shaw, the public information officer for the Michigan State Police, wants drivers to know that this shouldn’t adversely affect anyone’s commute, and he thinks drivers simply need to be aware of the new rules. “People can be stopped as of this week,” he said Oct. 27. “We will be patrolling as we always do. … We’ve never had a high-occupancy lane, so if we have one, it’s obviously going to mean at least somewhat of an uptick in violations. … Just pay attention and mind the signs and other notifications.” That portion of I-75 is patrolled both
by the Michigan State Police and some of the municipalities it runs through. Sgt. Ben Hancock of the Troy Police Department said in an email that “during peak hours of 6-9 a.m. and 3-6 p.m., only vehicles with two or more occupants can use the lane. In addition, motorcycles, buses and emergency response vehicles can use the lane at any time. During off-peak hours the high occupancy lane is treated as any other lane on the freeway. … A high-occupancy-lane violation is a civil infraction with a fine of $135 (2 points) and $195 (2 points) for a commercial motor vehicle.” The implementation of the high-occupancy-lane was always intended to begin following the completion of the I-75 rehabilitation project. “The whole I-75 reconstruction project was about $1 billion, and these (high-occupancy lane) costs were part of that project,” said Morosi. “It rebuilt over 18 miles of freeway, replaced 47 bridges, modernized interchanges at Big Beaver, 14 Mile Road, 12 Mile Road, and constructed a new braid ramp with I-696, and built a 4-mile-long drainage tunnel.” He added that some other portions of the refurbishment project were put in place to complement the high-occupancy lanes. “We rehabilitated a carpool lot at the Adams Road exit route near the top of the changed portion of I-75. There are two new lots at 12 Mile Road, near the I-75 interchange there,” said Morosi. Morosi said drivers simply need to become acquainted with the new rules and that the rules are clearly marked for people to see prior to entering each end of the designated area. “Some people are confused because of

the high-occupancy lanes having designated times,” he said. “The two or more occupants have to be human occupants, so no pets or cardboard cutouts. Besides the designated hours around rush hours during the week, that lane can be used by solo drivers without the risk of citation. Close to 70% of the time it is still usable as a solo-use lane. … They will be marked with diamonds on the lanes and some signage on the side of the road. That’s the national signage to mark such lanes.” Morosi admitted that there has been
some skepticism about the high-occupancy lanes being used in Michigan, but he believes that drivers will come to appreciate them after they see the benefits. “Anything that’s new will come with some trepidation and skepticism,” he said. “We acknowledge that. That was the case when we built the flex route on M-23, near Ann Arbor, and complaints there have faded. Given time, these new methods generally work very, very well and improve safety.”

SHELBY TOWNSHIP — A Shelby Township police officer on patrol observed a vehicle on M-53 near 23 Mile Road swerving and crossing the fog line at 8:27 p.m. Oct. 20. The officer then initiated a traffic stop on the vehicle. Upon approaching and talking to the driver of the vehicle, the officer reportedly could smell the odor of intoxicants. The driver’s eyes were bloodshot and glassy, according to the police report. The officer then had the driver exit his vehicle to perform field sobriety tests. After completing the field sobriety tests, the driver was offered a preliminary breath test. The driver agreed to take the PBT, and the results were 0.136% blood alcohol content. The driver was placed under arrest for operating while intoxicated.

SHELBY TOWNSHIP — At 8:46 p.m. Oct. 21, officers were dispatched to a store in the 49000 block of Dequindre Road for a report of two male suspects stealing items from the store. The clerk said that he was in the back of the store taking out trash. When he came back inside the store, he observed the two males hurriedly leave the store. After reviewing the security cameras, he observed the two suspects steal several food items and exit the store without paying.

SHELBY TOWNSHIP — At 12:19 a.m. Oct. 20, a Shelby Township police officer on patrol observed a vehicle in the area of Van Dyke Avenue and Carriage Hill Drive, south of 23 Mile Road, with no rear lights on. As the officer got behind the vehicle, the vehicle swerved left into the center lane multiple times, according to the police report. The officer then initiated a traffic stop on the vehicle. Upon talking to the driver, the officer noticed the driver to have slurred speech. The driver stated that she had two glasses of wine at a local restaurant. The officer then had the driver exit the vehicle to perform field sobriety tests. After completing the field sobriety tests, the driver was offered a preliminary breath test. The driver agreed, with the results being 0.138% blood alcohol content. The driver was then placed under arrest for operating while intoxicated.

SHELBY TOWNSHIP — State Rep. Doug Wozniak, R-Shelby Township, put out a press release to announce that his bill to add a Probate Court judge in Macomb County had been passed out of the Senate Judiciary Committee. Wozniak issued the statement Nov. 1 after the Senate Judiciary Committee approved his plan, House Bill 4823. His legislation would add an additional probate judge in Macomb County, bringing the total number allowed to three. “Probate Court handles some of the most sensitive cases which cannot be put off for months or even weeks in many cases,” he stated. “While we appreciate the assistance of visiting judges to help with this caseload, we should not be reliant on them. That’s why it’s good to see the Senate so quickly considering the crucial need addressed by my bill. Macomb County should’ve had an additional probate judge years ago. Both the Macomb County Probate Court and the Michigan Supreme Court have testified in support of this legislation given its importance to some of the most vulnerable residents of Macomb County. With our legislative year winding down, it’s heartening to see the Senate act so swiftly to consider my plan. I’m hopeful the pace continues as the bill moves to the full Senate, where I am cautiously optimistic it will receive the same favorable consideration that it did in the House of Representatives.”

Shelby Township police looking for owner of lost money order SHELBY TOWNSHIP — The Shelby Township Police Department is looking for the owner of a MoneyGram money order that was turned in to the department in mid-October. Police have not released the amount of the money order or any other information. Utica Ford soccer overcomes obstacles, finishes season with district title BY JONATHAN SZCZEPANIAK jszczepaniak@candgnews.com
STERLING HEIGHTS — The talent of Utica Ford II soccer was never in question going into the season, but when the Falcons jumped out to an early 2-5 start this season, it became a matter of the guys finding a way to work together. Ford had a mixed bag of returning players, junior varsity call-ups from the year prior and club guys who decided to join in on the excitement that Ford soccer generated last year when it won the Macomb Area Conference White league championship. But as talented as the group was, the learning curve of team chemistry took some time for Ford to figure out. “At the beginning of the season, I think we were confident because we had a strong group,” junior center back Tarik Skokic said. “The problem is that we were confident, but most of our team hadn’t played with each other before. It
took time to connect and build with each other. We kind of knew we would tie it together at some point because we’re all strong players and we had a great team, but it just took time to work together and figure it out.” Once Ford figured it out, the team finished the year on a 7-2-1 streak and carried some momentum into the Michigan High School Athletic Association Division 1 State Tournament. Ford ran through the gauntlet of the state tournament with wins over MAC Red opponents Macomb Dakota, New Baltimore Anchor Bay, and Clinton Township Chippewa Valley, outscoring opponents 7-2. Chippewa Valley had eliminated Ford a year prior in the district finals. Ford’s win over Chippewa Valley on Oct. 18 at Anchor Bay High School brought the school its first district title since 2018, and Skokic said it was the win over Co-MAC Red champion Anchor Bay that gave the team confidence the rest of the way in districts.
“Once we beat them, we went into the Chipp (Chippewa) game knowing that we were an entirely different team,” Skokic said. Injuries would catch up to Ford on Oct. 26 in a 3-1 regional finals loss to the eventual 2023 Division 1 State Champions, Troy Athens, but Ford’s 2023 season was nothing short of successful. Ford had battled health injuries all season with senior Drew Graves missing a month and senior Nathan Barry missing a few weeks, but the health issues only got worse during the state tournament. Senior Jacob McGill’s season would come to an end with a broken leg, and during Utica Ford’s district finals win over Clinton Township Chippewa Valley, Skokic, a key part of Ford’s back line, would tear a muscle in his hip, leaving him sidelined for the remainder of the tournament. “There’s a couple of pieces you just can’t be without, See SOCCER on page 13A

and we could absorb certain things, but that one (Skokic) hurt,” Ford coach Christopher Alston said. “We had to move our best player, Spencer Krause, who also plays in the back. We moved him higher. We had to move him back into the back line, so our back line was still strong but it created holes in other areas during our district run.” Graves, who returned for Ford’s district run, played a vital role in the offensive attack during the state tournament, scoring four goals in five games, but it was senior Dylan Korkis who carried the weight of the offensive attack throughout the season alongside Krause. Korkis played his first year on varsity this season after competing for the Vardar Development Academy, an MLS Next Club, and really came into his own the second half of the season and showed what he was capable of. Skokic led the Ford back line during the regular season alongside junior Solomon Gambone, junior Johnpaul Hanna and senior Ansu Fofana. Junior Arman Turkanovic, who was a first-year varsity player,
was dominant in net this year for Ford. Turkanovic had six shutouts in net this season while Ford allowed just over one goal per game this season. With a team of 13 seniors and six juniors, the senior class made a lasting impression on the next batch of Ford seniors. “With them leaving, I think we have some big shoes to fill, but I think we’ll still be able to fill them and be as strong as ever,” Skokic said. “The seniors leaving, emotionally, was really hard because they’re one of the biggest reasons that we connected, because there was such a big group of them.” Although they are losing a number of seniors, Alston and the Ford coaching staff have created a culture that intends to bring the best out of its group each year. “I think the things that sets us apart is the coaching staff and our relationship with these kids,” Alston said. “When these kids really start to see that it’s more than just soccer and they buy into you, they know your family, and they just believe in you as a person, then they’re more open to being coached and more open to getting better. They know they can call us at any point of the year; it’s not just a three-month job.” Ford will look to build off its districtwinning season next year when it returns

a core of six seniors and some other added pieces along the way. Similar to the MAC White title generating interest from club players to join the varsity team this season, Alston said he believes the district title will play a key factor in the team’s momentum going into the 2024 season. “The important part is that you bring up some of the JV kids to come see it, and not only am I watching my kids play and
enjoy it, but you see the younger ones enjoying it,” Alston said. “Now, the fire inside of them is like, ‘OK, I can’t wait to be back next year; I want this now.’ It’s two-fold because you get a couple kids returning that played, you get some kids back that got to sit on the bench that got pulled up, and hopefully you parlay that into the next season and keep it going in the right direction.” Call Staff Writer Jonathan Szczepaniak at (586) 498-1090.

Whitmer’s population group eyes tax hikes for residents

LANSING — Members of Gov. Gretchen Whitmer’s population growth council may recommend plans that include tax increases to fund schools, roads and local governments, according to newly public reports. The reports were shielded from public view earlier this month when work groups reported vague recommendations to the Growing Michigan Together Council, a bipartisan panel appointed by Whitmer in a bid to find ways to boost the state’s stagnant population. The council published the work group
reports online after Bridge Michigan filed a Freedom of Information Act request for the documents. One report shows a PreK-12 Policy work group is recommending the council study how much funding schools need, “including potential revenue generation realized by modifying current taxation and budgeting practices.” Another work group is recommending a change in property tax law that would allow local governments to raise rates more quickly as property values increase, while others raise the possibility of “broaden(ed) funding sources” for roads. HARRISON TOWNSHIP — Those who have lived along and visited Lake St. Clair’s coast are familiar with the name Gino’s Surf. Perhaps they visited the original Lakeview Inn after a long day on the water, or maybe they were regular guests at the post-1971 restaurant and event hall. “It’s always been a cool place,” Harrison Township Supervisor Ken Verkest said. “It’s a beautiful location. I’ve attended a number of weddings and events there, and in later years the tiki bar was really certainly a popular spot on the right summer nights.” In recent years, however, the name Gino’s Surf has recalled countless posts on local Facebook pages looking at the Jefferson Avenue property for any sign of life. After seven long years of waiting, those looking for another drink and dish at Gino’s will get their wish. The new management of Gino’s Surf aims to open in March 2024. Leading the return of Gino’s Surf is Brian Jeffries, an eight-year resident of the township
who first made his name spinning vinyl as DJ Godfather. Jeffries’ career steadily brought him up from DJ talent to promoter to venue operator. He is currently involved with several venues around Detroit including The Annex Detroit nightclub, Love & Tequila, 3Fifty Terrace and the Brass Rail pizza bar. “What I love about being in (Harrison Township) is that I love how there are a lot of different places that have their own identity,” Jeffries said. “I’m such a fan of a lot of restaurants in the area and I go to each restaurant for their own unique specialty, and we’re going to have our own identity as well. I’m really excited to bring this concept and identity to the area because there is nothing like it.” In order to make Gino’s Surf a unique spot on Lake St. Clair, Jeffries is pulling from his nightclub experience to create what he calls an “elevated sports bar” concept. The redesigned interior includes 48 television screens. A DJ booth will be added — which Jefferies plans to perform at — along with light show equipment to facilitate nightlife activities on weekends. “It’s a whole completely different atmo-

sphere,” Jeffries said. “Just the bells and whistles we’re putting in it … there’s not going to be anything like it on the lake. Coming from a nightclub background, I try to make my venues downtown have more production and more fun and wow factor than any of the other places downtown, and we’ve achieved that. So now my goal is to achieve a different, elevated experience on the lake that none of the other places offer.” One of the more traditional aspects Jeffries plans to include is 20-30 slips to accommodate boaters looking to dine ashore. The menu at the new Gino’s Surf will be overseen by executive chef Stewart Fox, owner of Detroit Catering Company and formerly Sugarr Donuts, in Woodhaven. The banquet hall will also return, now operating under the name Vista Lago, which means “lake view” in Italian. “We wanted to give the banquet hall its own identity,” Jeffries said. “It’s going to be very upscale — very classy.” Jefferies initially got involved in the Gino’s Surf project around the time the new
ownership group purchased the restaurant property about five years ago. Plans were made to open up around 2020, but COVID-19 work stoppages and the subsequent material shortages kept the restaurant closed for three more years. “When you do a project the size of Gino’s there’s always going to be speed bumps,” Jeffries said. “If someone told you, ‘I’m going to build this from A to Z and be done with it in 10 months,’ they’re lying to you. They just don’t know. There’s always going to be speed bumps, no matter what you do.” The long vacancy of the Gino’s Surf property created a number of issues with the building that had to be remedied before work could truly begin. “I saw comments from people (saying), ‘The new owners haven’t done anything with this spot,’ and they have no clue how just from a structure standpoint and things you don’t see aesthetically, the things that we had to do just to get the place up to speed, just to remodel it,” Jeffries said. METRO DETROIT — Women are having an increased presence in the business world, according to recent statistics. Troy’s Walsh College calculates that women are more prevalent than men this semester, with over 53% of the student body being women. “We are seeing an increase of women in technology, and we want to encourage that,” said Suzy Siegle, the president of Walsh College. According to Siegle, the majority of female students are going into the fields of accounting, marketing and management. Oakland University said they are seeing an increase in women enrolling in the areas of accounting, human resource management and operations management. “I would say in the areas of marketing, definitely in management, in the MBA (Master of Business Administration) we are seeing a lot of women business folks who are interested in that,” Siegle said, “We have a great doctoral program in business administration program, and I’ve been
impressed when we’ve had the doctoral residencies on our campus. … I’ve been impressed with the strong women leaders who have been enrolling in that program to take their careers to their next level. And a lot of them see opportunities in business coaching and consulting, really taking their careers advancing through that.” “When I was in business school back in the 1990s pursuing an MBA, fewer than 10% of my class were women,” said Toni M. Somers, the associate dean and a professor of management and information systems at the Wayne State University Mike Ilitch School of Business. “Today, in our business school, at least 50% are women. This parallels nationally the rise of women in executive positions and on boards of directors of both Michigan and U.S. corporations. While traditionally there have been fewer women than men in analytics, finance and technology studies, presence is growing in these fields as well.” Jacqueline M. Stavros, a professor of the College of Business and IT at Lawrence Technological University, said the school can prepare

women to pursue a wide range of career paths, such as accounting, finance, marketing, analytics, project management, general manager-types of positions, human resource positions, operations management, supply chain management, information technology, and even start a business. “I think we need to do more to recruit women into our programs,” said Stavros. Siegle said Walsh College does have a variety of ways in which it encourages women to go into the business industry. She said they have scholarship opportunities for women going into an emerging field, as well as opportunities through the school’s career services, such as “Lunch and Learn,” where female executives come and present to the students. “There’s been a lot of great examples in our career fairs where we’ve seen amazing female leaders present,” Siegle said. “So they’re seeing great women in leadership.” The school also offers flexible programs. Siegle said this enables women, as well as men, to balance school, work, family and other obligations. She said that studies have shown that, especially for women in
the workforce who do balance many different obligations, that flexible scheduling is very important to them. She said that the school offers instruction in a variety of ways, including in person, online and a hybrid format. “That flexibility has been very important for our students so that they don’t have to compromise the quality they deserve for the flexibility they need,” said Siegle. Tiffany LeDonne-Smith, a graduate of Oakland University and an advisor for the OU business program, founded a mentoring program for women in business. She said she noticed when she started working at the university in 2017 that there were many female students in the business program, but no support services for them specifically. After getting some feedback, LeDonne-Smith was able to determine that the students “overwhelmingly” wanted and needed both a student organization for women in business and a mentoring program. In fall 2018, some students founded the student organization Women in Business, which is now one of the largest and most active student organizations in business on the campus today, according to LeDonneSmith. It offers programming on topics such as women in leadership, women in various business fields, sexual harassment in the
work place, etc., and brings in guest speakers and alumni. In January 2019 LeDonne-Smith launched the Women’s Leadership and Mentor Program, which pairs female undergraduate students with an alumna businesswoman to mentor them for a year. “That program has really been phenomenal, because each student who is in the program is connected with someone who obviously works in the profession. … That’s been really great for our students,” said LeDonne-Smith. “The program has just been great for students to have a professional connection, because they might not have someone in their personal life who works in that industry and I also think it’s just beneficial to have … women helping women through navigating that college to career transition.” Siegle said Walsh College has a proud history of educating women and in shaping the college in the institution it is today. She boasted that the school’s faculty and administrative staff is at least 50% women. “I look at business as a way to have contribution and impact in the world, and I think that as business has grown and become more global and more technologically savvy it’s more accessible and inclusive,” said Siegle. “I’ve always seen women be very successful in business … but there’s such an
incredible power that we have to make an impact in the world and to change and to be in contribution for that, and I think there’s a heart and soul for that. So, I think it’s a beautiful thing when you see a woman saying, ‘Well, I stepped in to fill a need in business.’ … So I think there’s problems that we see in the world that we want to help solve that maybe our unique and inclusive perspective can bring.” She said women can add a “rich” dimension to leadership roles. Women can make contributions, lead teams and making an impact in a way that brings great empathy, generosity and understanding, Siegle said. According to Siegle, companies that have more diversity in their staffing compete better in the global business place. Siegle said they are striving to get more women to take positions in science, technology, engineering, and mathematics fields, and Walsh is seeing an uptick in the number of women in STEM as they are growing their programs in cybersecurity and machine learning. Siegle said they are also looking to increase the number of women in entrepreneurship. cific tax increases, but proposals are causing dissent among some members of Whitmer’s group, which is charged with providing her with recommendations by Dec. 1. Republican education work group member Patrick Anderson objected to the recommendation on school taxes, suggesting it could require a major overhaul of the state’s funding formula that relies on constitutionally dedicated sales and property taxes. “These would be radical changes involving the income tax, sales tax, property tax, local school operating and debt millages as well as the per-pupil guarantee and the dedication of the School Aid fund in the Constitution to both secondary and higher education,” Anderson told colleagues in an Oct. 7 email dissent shared with Bridge. “There is indeed a need to improve school governance and finance. However, I and multiple other members of the group feel that changes in revenue must follow, not precede, improvements in accountability and performance,” he added. Anderson had asked work group chairs Karen McPhee and Chandra Madafferi, who is president of the Michigan Education Association union, to include his written dissent in the PreK-12 recommendation report. They declined to do so, telling him that “would have required us to offer an opportunity for every work group member to write dissenting viewpoints, and that was not in our charge.” McPhee, in an email provided by Anderson, said the work group is not specifically recommending policymakers propose changes to the Michigan Constitution to
fund schools, which would be required to raise or otherwise change the state’s 6% sales tax. But the work group recommendations, “leave the possibility” of a constitutional amendment “on the table and suggest teams of experts be charged with considering everything necessary to build, govern and fund a newly designed high-performing system of public schools,” McPhee wrote. The work group reports are not final recommendations but will inform further work by the full council. The group is charged with providing “short-term, medium-term, and long-term policies” proposals to Whitmer, who would then have to work with the Legislature to enact any recommendations. Other potential tax changes eyed by the group include: A potential change in property taxes for local governments, which have long complained their financial recovery from the Great Recession was slowed by the voter-approved Headlee Amendment of 1978, which caps annual growth in taxable value at the rate of inflation of 5%. Another work group is recommending the council figure out a way to “raise additional annual funding to maintain our current system of roads” and decrease the state’s reliance on fuel taxes, which are projected to decline as consumers purchase more electric vehicles. It suggests a phased-in plan. A Jobs, Talent and People work group is suggesting a series of targeted tax credits to address workforce shortages and attract new hires to the state. Increasing the state’s child tax credit to better support low-income families and suggests a new credit for small businesses that offer paid parental leave.

Council. According to the council’s 2022 annual report, the number of women-owned businesses increased significantly in recent years. In 2019 there were 5.7 million employer businesses where women accounted for 1.2 million or 20.9% of those businesses, according to the NWBC report. “You pick up Entrepreneur Magazine and you see Sarah Blakely, and you see other celebrities who have started companies, and you think, ‘Wow, that’s so cool to see that they saw a need in the world that wasn’t being field and they brought a unique perspective,’” said Siegle. Walsh College is also looking at partnering with companies that have grant opportunities for minority- or women-owned businesses. Siegle said that she recently gave a presentation to the society of human resources professionals and noted that there were more women than men there. She said it was probably about 70% women. “There’s a creativity and an innovation that women have because of the experiences they’ve had that anybody from a different population would bring. So it’s really nice
to see women saying, ‘Hey, maybe there’s a better way to try this,’ or ‘Have you thought about it from this angle?’ and that brings such rich diversity of creativity, and I also think with jobs being so accessible to commuting and to hybrid work it’s probably opened up a lot of things that may have been limitations before,” said Siegle.
