Council OKs new Senior Activity Center parking lot BY ALYSSA OCHSS

On Oct. 16, the St. Clair Shores City Council voted 6-0 to approve a new parking lot at the Senior Activity Center. Councilwoman Candice Rusie was excused for the meeting.

Kyle Seidel, of project manager Anderson, Eckstein & Westrick, Inc., presented the item. St. Clair Shores City Manager Dustin Lent said the project team met with the Senior Advisory Committee and the Senior Center of the Shores Board. “The biggest take away from this as

well is making sure a lot of our seniors do get transportation through the SMART buses and making sure that they’re able to get dropped off in a safe and ADA-accessible manner,” Lent said. Seidel said because Community Development Block Grant funds will be used, they have to keep the senior center parking lot

separate from the Civic Ice Arena parking lot. “Earlier in 2023, City Council approved $850,000.00 in prior year CDBG street funding and CDBG program income to construct a new parking lot and permanent canopy over the entrance at the Senior Activity Center,” a council communication See PARKING LOT on page 10A

ST. GERMAINE CATHOLIC SCHOOL STAFF REMEMBERS THE REV. JAMES BJORUM BY ALYSSA OCHSS aochss@candgnews.com

The Rev. James Bjorum made everyone feel welcome at the Our Lady of Hope Parish and he was a good listener, according to the staff at St. Germaine Catholic School. Known as Father Jim, Bjorum was born Oct. 30, 1947, and died on Oct. 23, 2023. St. Germaine Catholic School Principal Colleen Maciejewski said Bjorum was at the parish for 35 years as the pastor. When St. Gertrude and Bjorum St. Germaine merged and became Our Lady of Hope, Bjorum presided over the merger, she said. “And he touched many lives during that time,” Maciejewski said. Maciejewski said Bjorum grew up on a farm, a story she said he liked to tell the kids, and that he moved to western Michigan. He also went to Michigan State University where, Maciejewski said, he decided to become a priest. He went to different churches in the area. Bjorum’s obituary states he devoted 47 years to the Catholic Church. “He was here for a really, really long time,” Maciejewski said about the Our Lady of Hope Parish. “So it’s kind of just a shock to the whole community that he isn’t with us anymore.” Maciejewski said she’s known Bjorum for 16 years and she liked working with him. “He was a very nice man,” Maciejewski said. “And he just, he cared for everyone in his charge and everyone that walked through his church doors.” Sarah Chetcuti, St. Germaine Catholic School’s religious education secretary, said Bjorum was a good

EASTPOINTE — A public works project aimed at reducing combined sewer overflows in Eastpointe and St. Clair Shores is nearing completion. In September 2022, Macomb County Public Works began excavation on what the department is calling an “in-system storage” project on Beaconsfield Avenue, south of Nine Mile Road in Eastpointe. Workers dug approximately 50 feet below ground to reach a sewer pipe, which they then removed a section of to install a rubber

The weir, or dam, can be inflated during a heavy rain event and then released to allow the flow to be sent to the Great Lakes Water Authority’s Detroit wastewater plant for proper treatment rather than being discharged into Lake St. Clair. The Macomb County Public Works Office stated that Beaconsfield Avenue, which has been closed throughout the project from Nine Mile Road south to Rosetta Avenue, might begin reopening by the end of December. The office believes that the project will be finished by the spring. The $13 million project has been paid

LOOKING BACK: ST. CLAIR SHORES MEMORIAL PARK Memorial Park at 32400 Jefferson Avenue opened to the public on Aug. 24, 1945. The Village of St. Clair Shores had received the land in lieu of taxes the year before. The park development was championed by the local Women’s Civic League. In 1923, the Detroit Masonic Country Club had opened on the property, but poor economic conditions and severe storm damage forced the club to close in 1932. Sections of the property languished, even as other country clubs were established on the DMCC’s golf courses. In 1952, the park was slated for redevelopment, as seen in this photo from Oct. 21, 1953. Trees were planted and the grounds were reconfigured. In 2000, the park was renamed Veterans Memorial Park. It has amenities such as bocce ball, fishing, playgrounds, shuffleboard courts and a splash pad. The park hosts summer music concerts, a farmer’s market and food trucks. Nash receives St. Clair Shores Community Chorus scholarship Allyson Nash will receive the St. Clair Shores Community Chorus Macomb Community College scholarship, according to an email. Nash is a graduate from Dakota High School. There, she was involved in show choir and multiple musicals, including “Footloose” and “Les Misérables.” After completing her studies at Macomb Community College, she wants to participate in the Disney College Program and then transfer to a university to complete her degree, the email stated. Her goal is to become a full-time music teacher.

Optimist Club to host ‘no sew’ blanket-making parties The Optimist Club of St. Clair Shores invites the community to join them for no sew blanket-making parties from 6 p.m. to 8:30 p.m. on Nov. 26 and Nov. 28 at Lake Shore Public Schools’ Taylor Building, at 30401 Taylor Street. Those interested should bring a good pair of scissors and a fleece “no sew” blanket-making kit. City Council, mayor recognize outgoing council member At the Oct. 16 City Council meeting, members of the council, staff and attendees recognized Councilman Peter Accica as he served at his last meeting. Mayor Kip Walby said he wanted to thank him for his service and said Accica served his community well. He said he also appreciates how well he’s handled himself during his service. “I’ve always thought when you walk away from these jobs here what you want to leave with is that the community is financially stronger, he’s leaving with that,” Walby said. “That you have made the community better, he’s leaving with that. And that you walk out of here with the most important thing that we all desire, is you walk out with your integrity, and Mr. Accica walks out with his integrity.” Council members, attendees and staff gave Accica a standing ovation, and during council comments, the council members present thanked him for his eight years of service. Walby said there will be a proclamation for Accica read at the next council meeting.

CLAIR SHORES RECEIVES ‘THE PRESIDENT’S PLAQUE’ FOR BLOSSOM HEATH ACTIVITY PIER The city of St. Clair Shores was awarded with The President’s Plaque for their Blossom Heath Activity Pier on Oct. 20. According to an email, the award was presented by Keep Michigan Beautiful, Inc. based out of Lansing. According to the Keep Michigan Beautiful website, The President’s Plaque is the group’s highest award. “Keep Michigan Beautiful, Inc., annually recognizes programs and activities that substantially contribute to environmental improvement, clean up, beautification, site restoration and historical preservation,” the website indicated.

Investigation into vehicle larcenies continues

St. Clair Shores police detectives followed a lead that yielded results in response to a recent “wave of larcenies from automobiles,” according to a Facebook post by the St. Clair Shores Police Department. The lead took detectives to an address in Detroit where they made contact with the homeowner and three juveniles, according to the post.

After a search, they found multiple pieces of property relating to the larcenies. Items recovered included four stolen firearms, numerous stolen credit cards and key fobs for multiple vehicles, according to the post. “The juveniles were turned over to their guardians,” police said in the post. “The SCSPD Detective Bureau will present the information to the Macomb County Prosecutor’s Office for review.”

Both Chetcuti and Maciejewski said there are hundreds of comments on Facebook about Bjorum’s passing, with many people sharing memories about him. They also said some of the older members of the parish didn’t know about Bjorum’s passing initially because they don’t use social media. “The elderly of our parish (do) not necessarily have the way of knowing,” Chetcuti said. “To know the new ways of doing things.” Chetcuti said she doesn’t think Bjorum is replaceable and that no one is going to be able to fill his shoes. “The man touched more lives than I even knew,” Chetcuti said. “And that he was such a busy man for our parish, and that I don’t think any of us realized how much he really did.” Pauline Latessa, St. Germaine Catholic School’s administrative assistant, said she’s known Bjorum for over 35 years. She said he was a good man, a good priest and a good friend. “I will miss him deeply,” she said through tears.

ST. CLAIR SHORES — A 7-year-old girl was killed on Oct. 24 as the result of a single-vehicle incident at Blossom Heath Park, according to a release from the St. Clair Shores Police Department. According to the release, St. Clair Shores police responded to the park at 3:20 p.m. Upon arrival, officers reportedly provided medical assistance until the Fire Department arrived. Police said the child was transported to the hospital and pronounced dead. The incident remained under investigation at press time. Police said all parties were cooperating with investigators. The vehicle involved in the incident was impounded as part of the investigation. Anyone with information regarding the incident is asked to contact the St. Clair Shores Police Department at (586) 4455300. “Our thoughts are with the family during this difficult time,” St. Clair Shores police said in the release. No matter the topic, Chetcuti said she never left conversations with Bjorum feeling disappointed. “Whenever him and I would leave the conversation, I always felt at peace,” Chetcuti said. Chetcuti has three children who attended the school and are now married with their own children. She said they felt the impact Bjorum had on them and other parishioners and parents. Chetcuti said when she called her children to tell them of Bjorum’s passing, they didn’t want to believe it. “The first thing they all said was ‘Oh, my gosh, mom. He’s like family. He’s not just a priest. He’s like family,’” Chetcuti said. “And I said to my kids, ‘Here’s the thing: Every parishioner is saying the same thing.’ We are feeling like he’s family to us.” Chetcuti went on to say Bjorum made everyone feel like they were family. Later on, she said her son-in-law is not Catholic and he said that Bjorum made him feel welcomed and never awkward. “We didn’t just lose our parish priest, we lost family,” Chetcuti said. from the Oct. 16 agenda said. Seidel said a few of the changes they’re making include moving the driveway approach to the Civic Ice Arena, to the west on Stephens Road. He said as it is now, the traffic goes right to the front door. “So when you come, almost every car goes right to where everyone’s walking,” Seidel said. “So we’re trying to shift this around.” They are also planning on installing a 10-foot walking path with amenities such as benches and water fountains, and they are suggesting a new covered canopy, Seidel said. “The canopy will include outlets for holiday lighting, canopy lights and a bench,” the council’s backup material from Oct. 16 indicated. “The canopy will be constructed of burnished veneer to match the rest of the addition.” Matthew Hubinsky, the Senior Activity Center coordinator, said the City Council’s approval of the project now means bids could go out in January or February. Whitmer’s population group eyes tax hikes for residents

LANSING — Members of Gov. Gretchen Whitmer’s population growth council may recommend plans that include tax increases to fund schools, roads and local governments, according to newly public reports. The reports were shielded from public view earlier this month when work groups reported vague recommendations to the Growing Michigan Together Council, a bipartisan panel appointed by Whitmer in a bid to find ways to boost the state’s stagnant population. The council published the work group

reports online after Bridge Michigan filed a Freedom of Information Act request for the documents. One report shows a PreK-12 Policy work group is recommending the council study how much funding schools need, “including potential revenue generation realized by modifying current taxation and budgeting practices.” Another work group is recommending a change in property tax law that would allow local governments to raise rates more quickly as property values increase, while others raise the possibility of “broaden(ed) funding sources” for roads. The report does not mention any specific tax increases, but proposals are causing dissent among some members of Whitmer’s group, which is charged with providing her with recommendations by Dec. 1. Steve Rozycki, an engineer for Macomb County, said they realized early on that after some of the larger storm events, when water would be discharged into the lake, the tunnel — which has an internal diameter of about 11 1/2 feet, would only be filled by 3 or 4 feet. “So that’s where we said, ‘OK, what can we do to force that storage within the existing tunnel,’” he said.

Once construction on the in-system storage project is complete, all residents on Beaconsfield Avenue in Eastpointe will see are a few access hatches in the road and a building that was constructed to hold the system’s controls. Once the inflatable bladder is installed, it will be able to inflate and seal the pipe, allowing water to be stored, Rozycki said. Smaller gates are being installed along bypass access chambers that will allow the county to control the flow being sent out. “After the rain’s over, when we want to release that water, the small gates will crack open and we can slowly control how much flow we send out so we don’t just deflate the bag and send it off,” he said. The reason behind the bladder being inflatable, he said, is to help prevent failure. “One thing we always look at is, ‘What if it fails; what’s the ramifications of failure?’ … It’s basically a balloon that fills with air. The fail is, just open the valve and let the air blow out. The bag will deflate and let the flow go. Or if it doesn’t work during the beginning of an event, so what. It’s just like the existing system,” Rozycki said. While a building housing all of the controls for the system has been constructed, Rozycki said it won’t have to be staffed, although employees will stop by regularly to check on the equipment and do inspections. The project is expected to be completed by the end of this year and will be online early next year, Miller said. Once completed, all residents will see is an access hatch in the roadway and the small building that will house the system’s control units.

for using federal, state and county funds and is not expected to cause any increase in sewer rates, according to a press release sent by the Macomb County Public Works Department earlier this year. The project is aimed at reducing the amount of combined sewer overflows in Eastpointe and St. Clair Shores, which happens when stormwater from a heavy rain event mixes with the sanitary sewer, overwhelming the infrastructure. In this area, the water is then sent to a treatment facility where it is treated before being released into the lake. While the state permits the county to do this, Macomb County Public Works Commissioner Candice Miller said it’s “not right.” “We need to do a much better job for our magnificent Great Lakes water quality and quality of life for the next generation,” Macomb County Public Works Commissioner Candice Miller said. “In Macomb County, we have a total commitment to protecting Lake St. Clair and we’re willing to spend the money.” The project is expected to reduce combined sewer overflows by about 15%, Miller said, which is in addition to another 30% reduction created by changing processes and operations at the pump station. While the work has been ongoing, residents in the area have “been great,” Miller said. “This is a very, very busy road,” Miller said. “Some of (the residents) have said there’s a lot less traffic. … They’ve had to put up with all of the noise for construction. They have been great. I think they understand what the project is; how important it is for water quality in the lake.” Eastpointe City Manager Mariah Walton said she hasn’t heard of any complaints from residents. “The county has been incredible to work with on this project,” she said in an email. “They communicate regularly and are very thoughtful of the residents in the area. We have not had any complaints in this area during the construction that I’m aware of.”

Troy’s Walsh College calculates that women are more prevalent than men this semester, with over 53% of the student body being women. “We are seeing an increase of women in technology, and we want to encourage that,” said Suzy Siegle, the president of Walsh College. According to Siegle, the majority of female students are going into the fields of accounting, marketing and management. Oakland University said they are seeing an increase in women enrolling in the areas of accounting, human resource management and operations management. “I would say in the areas of marketing, definitely in management, in the MBA (Master of Business Administration) we are seeing a lot of women business folks who are interested in that,” Siegle said, “We have a great doctoral

program in business administration program, and I’ve been impressed when we’ve had the doctoral residencies on our campus. … I’ve been impressed with the strong women leaders who have been enrolling in that program to take their careers to their next level. And a lot of them see opportunities in business coaching and consulting, really taking their careers advancing through that.” “When I was in business school back in the 1990s pursuing an MBA, fewer than 10% of my class were women,” said Toni M. Somers, the associate dean and a professor of management and information systems at the Wayne State University Mike Ilitch School of Business. “Today, in our business school, at least 50% are women. This parallels nationally the rise of women in executive positions and on boards of directors of both Michigan and U.S. corporations. While traditionally there have been fewer women than men in analytics, finance and technology studies, presence is growing in these fields as well.” Jacqueline M. I’ve attended a number of weddings and events there, and in later years the tiki bar was really certainly a popular spot on the right summer nights.” In recent years, however, the name Gino’s Surf has recalled countless posts on local Facebook pages looking at the Jefferson Avenue property for any sign of life. After seven long years of waiting, those looking for another drink and dish at Gino’s will get their wish. The new management of Gino’s Surf aims to open in March 2024. Leading the return of Gino’s Surf is Brian Jeffries, an eight-year resident of the township who first made his name spinning vinyl as DJ Godfather. Jeffries’ career steadily brought him up from DJ talent to promoter to venue operator. He is currently involved with several venues around Detroit including The Annex Detroit nightclub, Love & Tequila, 3Fifty Terrace and the Brass Rail pizza bar. “What I love about being in (Harrison Township) is that I love how there are a lot of different places that have their own identity,” Jeffries said. “I’m such a fan of a lot of restaurants in the area and I go to each restaurant for their own unique specialty, and we’re going to have our own identity as well. I’m really excited to bring this concept and identity to the area because there is nothing like it.” In order to make Gino’s Surf a unique spot on Lake St. Clair, Jeffries is pulling from his nightclub experience to create what he calls an “elevated sports bar” concept. The redesigned interior includes 48 television screens. A DJ booth will be added — which Jefferies plans to perform at — along with light show equipment to facilitate nightlife activities on weekends. “It’s a whole completely different atmosphere,” Jeffries said. “Just the bells and whistles we’re putting in it … there’s not going to be anything like it on the lake. Coming from a nightclub background, I try to make my venues downtown have more production and more fun and wow factor than any of the other places downtown, and we’ve achieved that. So now my goal is to achieve a different, elevated experience on the lake that none of the other places offer.”

College of Business and IT at Lawrence Technological University, said the school can prepare women to pursue a wide range of career paths, such as accounting, finance, marketing, analytics, project management, general manager-types of positions, human resource positions, operations management, supply chain management, information technology, and even start a business. “I think we need to do more to recruit women into our programs,” said Stavros. Siegle said Walsh College does have a variety of ways in which it encourages women to go into the business industry. She said they have scholarship opportunities for women going into an emerging field, as well as opportunities through the school’s career services, such as “Lunch and Learn,” where female executives come and present to the students. “There’s been a lot of great examples in our career fairs where we’ve seen amazing female leaders present,” Siegle said. “So they’re seeing great women in leadership.” The school also offers flexible programs. Siegle said this enables women, as well as men, to balance school, work, family and other obligations. She said that studies

have shown that, especially for women in the workforce who do balance many different obligations, that flexible scheduling is very important to them. She said that the school offers instruction in a variety of ways, including in person, online and a hybrid format. “That flexibility has been very important for our students so that they don’t have to compromise the quality they deserve for the flexibility they need,” said Siegle. Tiffany LeDonne-Smith, a graduate of Oakland University and an advisor for the OU business program, founded a mentoring program for women in business. She said she noticed when she started working at the university in 2017 that there were many female students in the business program, but no support services for them specifically. After getting some feedback, LeDonne-Smith was able to determine that the students “overwhelmingly” wanted and needed both a student organization for women in business and a mentoring program. In fall 2018, some students founded the student organization Women in Business, which is now one of the largest and most active student organizations in business on the campus today, according to LeDonneSmith. It offers programming on topics such as women in leadership, women in various business fields, sexual harassment in the

work place, etc., and brings in guest speakers and alumni. In January 2019 LeDonne-Smith launched the Women’s Leadership and Mentor Program, which pairs female undergraduate students with an alumna businesswoman to mentor them for a year. “That program has really been phenomenal, because each student who is in the program is connected with someone who obviously works in the profession. … That’s been really great for our students,” said LeDonne-Smith. “The program has just been great for students to have a professional connection, because they might not have someone in their personal life who works in that industry and I also think it’s just beneficial to have … women helping women through navigating that college to career transition.” Siegle said Walsh College has a proud history of educating women and in shaping the college in the institution it is today. She boasted that the school’s faculty and administrative staff is at least 50% women. “I look at business as a way to have contribution and impact in the world, and I think that as business has grown and become more global and more technologically savvy it’s more accessible and inclusive,” said Siegle. “I’ve always seen women be very successful in business … but there’s such an incredible power that we have to make an

impact in the world and to change and to be in contribution for that, and I think there’s a heart and soul for that. So, I think it’s a beautiful thing when you see a woman saying, ‘Well, I stepped in to fill a need in business.’ … So I think there’s problems that we see in the world that we want to help solve that maybe our unique and inclusive perspective can bring.” See WOMEN on page 21A

She said women can add a “rich” dimension to leadership roles. Women can make contributions, lead teams and making an impact in a way that brings great empathy, generosity and understanding, Siegle said. According to Siegle, companies that have more diversity in their staffing compete better in the global business place. Siegle said they are striving to get more women to take positions in science, technology, engineering, and mathematics fields, and Walsh is seeing an uptick in the number of women in STEM as they are growing their programs in cybersecurity and machine learning. Siegle said they are also looking to increase the number of women in entrepreneurship. Women contribute substantially to entrepreneurship in the United States, according to the National Women’s Business Council. According to the council’s 2022 annual report, the number of women-owned businesses increased significantly in recent years. In 2019 there were 5.7 million employer businesses where women accounted for 1.2 million or 20.9% of those businesses, according to the NWBC report. “You pick up Entrepreneur Magazine and you see Sarah Blakely, and you see other celebrities who have started companies, and you think, ‘Wow, that’s so cool to see that they saw a need in the world that wasn’t being field and they brought a unique perspective,’” said Siegle. Walsh College is also looking at partnering with companies that have grant opportunities for minority- or women-owned businesses. Siegle said that she recently gave a presentation to the society of human resources professionals and noted that there were more women than men there. She said it was probably about 70% women. “There’s a creativity and an innovation that women have because of the experiences they’ve had that anybody from a different population would bring. So it’s really nice to see women saying, ‘Hey, maybe there’s a better way to try this,’ or ‘Have you thought about it from this angle?’ and that brings such rich diversity of creativity, and I also think with jobs being so accessible to commuting and to hybrid work it’s probably opened up a lot of things that may have been limitations before,” said Siegle.

state’s funding formula that relies on constitutionally dedicated sales and property taxes. “These would be radical changes involving the income tax, sales tax, property tax, local school operating and debt millages as well as the per-pupil guarantee and the dedication of the School Aid fund in the Constitution to both secondary and higher education,” Anderson told colleagues in an Oct. 7 email dissent shared with Bridge. “There is indeed a need to improve school governance and finance. However, I and multiple other members of the group feel that changes in revenue must follow, not precede, improvements in accountability and performance,” he added. But the work group recommendations, “leave the possibility” of a constitutional amendment “on the table and suggest teams of experts be charged with considering everything necessary to build, govern and fund a newly designed high-performing system of public schools,” McPhee wrote. The work group reports are not final recommendations but will inform further work by the full council. The group is charged with providing “short-term, medium-term, and long-term policies” proposals to Whitmer, who would then have to work with the Legislature to enact any recommendations. celed in 2020 due to the COVID-19 pandemic. “They sent out an email and pretty much everybody that went on that trip was at that reunion,” Chuck said. “And that’s kind of like where the egg got hatched because we were all talking about traveling and what we want to do.” The trip was the first time Chuck, Veda Hall (Class of 1971), Fred Springer (Class of 1970) and Sue Springer (Class of 1971) traveled to Europe. Chuck brought a copy of the St. Clair Shores Sentinel to keep up with his grandson’s Lakeview football scores. They took the featured group photo at Lake Maggiore, with the Alps in the background, located about 15 minutes from Austria. “When we looked across that lake and it was clear, we could see all the snow starting to form in the Alps in Austria,” Chuck said. The 14 alumni who went on the trip knew of each other or were mostly all in the same friend group in high school, the four said. “Lakeview is a pretty tight crowd,” Chuck said. “We’d be at the football games on Friday nights. Still am.” Sue and Veda said while they knew of each other before, they know each other so much better now. Chuck said the reunion helped to get them all together.

Sue said when they were at a hockey fundraiser, she told one of her son’s friends about her trip. “And he goes ‘Why doesn’t that surprise me,’” Sue said. “He goes, ‘Lakeview, there’s just something about Lakeview. You tend to hang out.’” She added that it’s got to be some Lakeview thing. According to an itinerary sent by Veda, the alumni group took stops in Rome, Pompeii, Sorrento, Venice and much more. All of the places combined totaled around 14 stops. Most of the group flew into Rome and went from there, Chuck said. Fred said during the trip they stayed one or two nights in each hotel and had to have their luggage ready at 7 a.m. the next morning. “It’s not for everybody, but we loved it. We did,” Sue said. “We got to see it all.” The terrain is different from America, Chuck said, with many hills and very little flat areas. “You’re either going up a hill, up a set of steps or down a set of steps to go downhill,” Chuck said. “There’s no real flat areas that you go to.” Chuck said no one fell behind on the trip and there were no major aches and pains for the duration of the trip. He attributes this to the exercise most of the group members do in their daily lives. “We did a lot of that before we took this on,” Chuck said. “So pretty much, we all were ready to go when we got there.”

Fred said it was common for the 14 people, 12 of whom were couples, to split up and go separate ways during the trip. Veda added there were 48 people in total on the bus and they were always together in everything they did. “You were with everybody,” Fred said. “Sure, you tried to be with your spouse, but a lot of times you’d end up, you didn’t even know where she is and you’re with somebody else.” The group used Trafalgar Tours and had a tour guide who was born in Sardinia. They said he was very knowledgeable about the history of the areas they visited and has guided tours for around 30 years. The tour guide also got members of the group gifts for anniversaries and birthdays. When they visited Pompeii, they learned more about the history of the city and saw the plaster and resin casts. According to pompeiisites.org, the casts are of those who tragically died in the volcanic eruption that buried the ancient Roman city in 79 AD. They were made by filling the holes left by victims who were buried under layers of calcified ash, according to the site. Chuck said it was a mindblower and Veda got a little emotional learning about it all. Veda and Sue didn’t know the whole story. “When I was there, I was like, ‘Really?’” Sue said. fall. Seidel said they are hoping to award a bid by Feb. 19. Councilman Chris Vitale had concerns about the width of the entrance and exit of the Civic Center parking. Vitale asked if it was wide enough to accommodate three vehicles and Seidel said it is big enough for two. “Could we end up with a situation there where when we’ve got kind of a full house for an event at Civic Arena, and we have people that want to turn left, that they’re blocking things up a lot longer than they really should need to?” Vitale said. “Wouldn’t it be better to have a dedicated left (turn lane)?” Seidel said the approach as it is right now is narrower than the plans. “And there will be a south exit out to Pleasant (Street) also,” Seidel said. “We could ask our traffic guys in our office to look at that.” Vitale also said the distance between the driveway and the bridge over Interstate 94 will be shorter “by a good amount.” “I’d just like to see someone take a look at visibility to see cars on the low end of that bridge in time to be able to make a left turn

and everything,” Vitale said. Seidel said they did look at three options for the concerns Vitale is raising. He said they are recommending not to have a street that goes straight through because of sight distance issues. “It’s really the staging of where that is because we have an existing parking lot for the civic center with angled parking,” Seidel said. “So naturally you only can come in every other drive lane because people are going to tend to want to drive straight in.” Councilman Dave Rubello said the walking path is a good addition. He also asked what role Ursuline Street has in the parking lot. Seidel said the entrance to the Senior Activity Center will be on Ursuline. The entrance is 165 feet north of Lawndale Street. The plan took those neighboring the senior center into consideration with regard to headlights and turning, Seidel said. “We looked at about four or five different options of this parking lot before we got to here with the city manager, and I think he might have shared some of those options with this body,” Seidel said. “But we moved it to the north to help keep it away — one, from Lawndale, and two, from having headlights when you turn shine on someone’s front door.” Councilman John Caron said he thinks

this will be a great addition and appreciates the relocation of funds to have the three new additions. “We wanted a walking track, but couldn’t fit it inside so at least we’ll have one outside,” Caron said. “They wanted dedicated parking. We couldn’t afford it then, so we’ll be adding that. And also adding the canopy. We took that out in one of the final reviews to do other work in that. That was a big debate at that time and so it’s great that we’re going to be adding that back in.” Councilman Ron Frederick asked if the canopy would have a slight overhang over the parking lot and Seidel said it will not

overhang the drive lane but will probably be offset. Hubinsky said the project will shorten the walk for seniors and that those at the Senior Activity Center are excited for the project. “They’re really excited,” Hubinsky said. “They’re excited to have a drop-off area, especially for our buses. We drop off a whole group of people every day either for Silver Sneakers or for the fitness center or to play cards. So it’ll be nice that they can just walk right into the center.” The St. Clair Shores Senior Activity Center is located at 20000 Stephens Street, next to the Civic Arena.

The menu at the new Gino’s Surf will be overseen by executive chef Stewart Fox, owner of Detroit Catering Company and formerly Sugarr Donuts, in Woodhaven. The banquet hall will also return, now operating under the name Vista Lago, which means “lake view” in Italian. “We wanted to give the banquet hall its own identity,” Jeffries said. “It’s going to be very upscale — very classy.” Jefferies initially got involved in the Gino’s Surf project around the time the new ownership group purchased the restaurant property about five years ago. Plans were made to open up around 2020, but COVID-19 work stoppages and the subsequent material shortages kept the restaurant closed for three more years. “When you do a project the size of Gino’s there’s always going to be speed bumps,” Jeffries said. “If someone told you, ‘I’m going to build this from A to Z and be done with it in 10 months,’ they’re lying to you. They just don’t know. There’s always going to be speed bumps, no matter what you do.” The long vacancy of the Gino’s Surf property created a number of issues with the building that had to be remedied before work could truly begin. “I saw comments from people (saying), ‘The new owners haven’t done anything with this spot,’ and they have no clue how just from a structure standpoint and things you don’t see aesthetically, the things that we had to do just to get the place up to speed, just to remodel it,” Jeffries said. CRIME WATCH Fraud reported on Little Mack Avenue

At 11:17 a.m. on Oct. 24, a fraud report was made after an incident that occurred on Oct. 23 in the 27000 block of Little Mack Avenue. Upon arrival, an officer was met with the manager of the business, a 27-year-old woman, who showed the officer video footage. The footage started at 9:25 p.m. on Oct. 24 and showed the suspect, an unknown man. The suspect is shown walking up to the counter and buying an item. He can be seen pulling money out of his pocket and paying for the item. According to the manager, the suspect told the clerk he wanted $500 on a Cash App card. He pulled money out of a different pocket and paid for it. The suspect reportedly bought two $500 gift cards using money from the same pocket. The footage does not show the suspect vehicle. The manager stated they were scammed out of $1,500 but the amount of counterfeit bills given to the officer totaled $1,560. The counterfeit bills were all $20 bills.

Fraud reported on Nine Mile Road

At 4:38 p.m. on Oct. 19, a retail fraud report was made after an incident that occurred on Oct. 18 in the 19000 block of Nine Mile Road. Upon arrival, an officer made contact with the manager of the business, a 62-year-old man, who had surveillance footage of the previous night on Oct. 18. The footage showed two unknown male suspects get out of a vehicle and enter the convenience store. They grabbed two items from the coolers in the back and while paying for different items, one of the suspects concealed a bottle of Gatorade and a bottle of Mountain Dew in his pants. Both suspects left shortly thereafter. The investigation remains ongoing.

Larceny reported on Grant Street

At 4:56 a.m. on Oct. 23, a larceny report was made after an incident that occurred the same day in the 28000 block of Grant Street. Dispatch advised an officer of one of the victims, a 37-year-old woman, who reported an unknown man attempting to enter vehicles parked in the driveway. Upon arrival, an officer was flagged down by one of the victims, a 34-year-old man, who was in his vehicle. The man advised the officer that he was searching the area for a suspect who also tried to get into his vehicle. The officer advised the man to return home and that they would continue to search the area and meet him at the residence. The officer alerted other units in the area and continued to check with negative results. The officer spoke to the man and the woman at the stated location who said at 4:54 a.m., a vehicle stopped in front of their residence. The woman was woken by the motion detection and proceeded to wake the man up. The suspect walked up the driveway and proceeded to check the doors on the vehicles. The woman then activated the siren alarm in the backyard, scaring the suspect away. There was no damage to either vehicle, entry was not gained and no items were missing. The man told police the door was ajar when he entered his vehicle to follow the suspects. Both vehicles were locked and the man was unsure if it was fully closed the night before when they returned home. The man and the woman requested a report be completed. They were advised to contact the department if any further assistance is needed. The woman was willing to send the footage to the officer.

Fraud reported on Jefferson Avenue

At 2:56 p.m. on Oct. 19, a fraud report was made after an incident that occurred on the same day in the 27000 block of Jefferson Avenue. At the stated time on that date, the victim, a 58-year-old woman, walked into the police department to make a report. She stated she answered a Facebook ad to complete a survey for Walmart and receive money. The woman said a few days later, she received a check in the mail for $1,570.32 and began receiving text messages from a phone number instructing her to cash the check and send gift cards. The woman then went to a bank to cash the check and was notified that it was fraudulent. The woman did not send any gift cards and she did not lose any money. — Alyssa Ochss
