SOUTHFIELD — After 71 years, Capt. William Nelson Coombs returned home to his final resting place, Acacia Park Cemetery in Southfield, Oct. 5. Coombs was a combat pilot who served in World War II and the Korean War. During the Korean War, he was stationed at Elmendorf Air Force Base in Anchorage, Alaska, where he was active in local search and rescue missions. One fateful day would change everything. On Nov. 22, 1952, Coombs hitched a ride back to his base in Alaska from McChord Air Force Base in Pierce County, Washington,

Detroit Jewish Book Fair set to come to The J

The classroom will be virtual, with in-person tours. To earn a Master Rain Gardener certificate, garden sign and T-shirt, students must attend all five classes and plant or adopt a rain garden. Southfield fire station reopens after mold remediation

SOUTHFIELD — Southfield Fire Station No. 3, located at 20135 W. 12 Mile Road, completed a remediation process Oct. 27 after a small amount of mold was detected at the station. “The health, safety and welfare of every Southfield employee, resident, and visitor is always of the utmost concern,” Southfield Fire Chief Johnny Menifee stated. “Several stations have been in use for decades and will receive continued maintenance as would be necessitated with any building or equipment.”

WEST BLOOMFIELD — The Detroit Jewish Book Fair, the oldest and largest of its kind in the United States, is scheduled to return for its 72nd Season at the JCC of Metropolitan Detroit, now known as The J, located at 6600 W. Maple Road in West Bloomfield. The book fair was set to take place Nov. 1-12. “With a wide range of subjects ranging from The Muppets to Costco to the discovery of DNA’s double helix, the Detroit Jewish Book Fair continues a cultural and literary tradition that showcases diverse authors, discovers new Jewish writers, features local talent, and promotes the global art of Jewish storytelling,” the release states. More than 30 authors from around the world are a part of the scheduled lineup, according to the release. “Signature programs and special events” are also set to be part of the Detroit Jewish Book Fair. A typical Detroit Jewish Book Fair draws more than 20,000 people, the release states. Events are open to the public and most are free, with the exception of events that include food. Bedford Woods Park, which was the first stage in the Parks and Recreation Department’s plan to replace all 12 playgrounds throughout the city. Terry Fields, Southfield’s parks and recreation director, explained that the funds for the projects come from capital improvement dollars, federal American Rescue Plan Act dollars, and a $600,000 Michigan Economic Development Corp. grant for the Carpenter Lake Nature Preserve. In late spring, Civic Center Park’s seven tennis courts were resurfaced and painted. Additionally, repairs and updates were made to the lights that cover four of the courts. The parking lot was resealed and painted as well. Pickleball lines were added to court No. 7, allowing for dual play. In response to the growing popularity of the sport, pickleball lines were also added to the three tennis courts at Beech Woods Park back in August. There are now a total of nine courts for pickleball enthusiasts located throughout the city. The total investment for Civic Center Park was $448,017. “I think the biggest trend is people being outside outdoors and in safe places to recreate, and I think that, obviously, has been a result of COVID, when outdoor spaces became so important for everyone to be able to be outside,” Fields said. “Pickleball has always been something that has interested Southfield residents; we did pickleball indoors, just like we do tennis indoors in the offseason. And it’s just, it was a natural progression for us. We look at trends and be-

ing able to be proactive so that we can create environments that people enjoy. And I think that we really strive to connect with our community.” Freeway Park’s latest playscapes include a total investment of $231,156 for features such as a Mobius Climber, bouncers, infant/ toddler swings, a friendship swing, bucket seat swings, spinners, slides, a bridge and a four-person seesaw. Bedford Woods Park also saw major playscape updates with a total investment of $185,647 for new play features such as a zip line, a friendship swing, infant/toddler swings, bucket seat swings, spinners, a log balance beam and steppers slides, a bridge, a climber and a dome. Simms and Miller parks received major renovations, with new paved walking paths, as well as the addition of basketball courts, another important recreational activity for Southfield residents, Fields remarked. Simms Park boasts two half-courts for basketball and a tennis court that includes playing lines for pickleball. The old tennis courts at Miller Park were renovated into four new pickleball courts and three basketball halfcourts with the capability to play a full-court game. Simms Park also received a paved walking path, Americans with Disabilities Act access to the park and its features, and 13 new trees, along with updated landscaping, for a total investment of $125,934. Miller Park also received a paved walking path, ADA access to the park and its features, new landscaping, and 15 new trees and more to be planted in spring 2024, for a final investment of $997,209. Marshall opened up the scoring with a

on a C-124 Globemaster with a total of 52 passengers. While he was on his way back, his wife, Elva, prepared a Thanksgiving dinner in anticipation of her husband’s return. Coombs and the other 51 passengers and crew aboard the C-124 Globemaster would never make it home. Amid the blizzard and extreme weather conditions, the plane crashed at full speed into Mount Gannett, disintegrating upon impact. It took nearly 60 years for the aircraft to be recovered, in June 2012. For Tonja AndersonDell, this was an answer to prayer. AndersonDell is the granddaughter of Airman Isaac William Anderson Sr., one of the men who was on Coombs’ flight. Anderson Sr. was only 21 years old when he passed, leaving behind a widow and an infant son, Anderson-Dell’s father. “I was that nosy granddaughter. My grandfather went missing while serving in the military. And that’s all we ever heard. My grandmother didn’t talk too much. And so I asked, ‘Can I do the research?’ And that was me opening up a can of worms for her, because she was young when she had my father, her husband never came back and she never remarried,” Anderson-Dell said. “So I asked permission, and she granted it to me. I wrote my first letter in 1999, trying to figure out what happened, and I always got pushback from the military.” Anderson-Dell’s grandmother died the day after 9/11, never receiving her flag or closure of what became of her husband. Heartbroken over the loss of her grandmother, Anderson-Dell persisted in her research, for her father’s sake. When the debris from the aircraft was found in 2012, Anderson-Dell was met with more pushback. Three years into the recovery, The Defense POW/MIA Accounting Agency in Hawaii was no longer able to assist in the search for the 52 people’s remains, since they were considered an operational loss, not a war loss. It was at that moment that she realized that her loved one would not be treated the same as other military members missing in action.

“So it became my fight at that moment, to not fight for just my grandfather’s plane, but for all of us. And if I could be that voice, I would be that voice. I would be that nagger, and I became that,” she said. Anderson-Dell founded the nonprofit Honored Bound to continue fighting for loved ones and family members of servicemembers and to locate non-war lost military planes. “I started Honored Bound to hold our government to ‘we never leave our fallen behind.’ I’m honored and I’m bound to do that, even if that means ruffling feathers.” As of 2023, only five of the 52 passengers on Coombs’ plane remain unrecovered. Thanks to funds raised by Honored Bound, a search is conducted on Mount Gannett every July to find the last five. Anderson-Dell explains that a four-week window exists within the last two weeks of July and the first two weeks of August to search because of the altitude and weather conditions. A helicopter for three hours in Alaska costs $6,400, paid for from donations from Honored Bound. One hour there and back counts as flight time, leaving two hours of search time. In addition to the C-124 Globemaster, debris from a Fairchild C-119 Flying Boxcar, the “Gamble Chalk 1” that crashed on Nov. 7, 1952, on Mount Silverthrone was discovered in 2016. However, Anderson-Dell is working with Michael Rocereta, a retired glaciologist and pilot from Alaska, to recover the remains of 19 individuals. According to AndersonDell’s database, there are 501 people and 33 planes missing from operational losses. Anderson-Dell attended Coombs’ funeral at the request of his surviving family members, two nephews and a first cousin once removed. “Our men are still coming home. So to stand there and watch the family … these are nephews who’ve never met their uncle but have heard the stories. And they were there for that moment. It’s those moments that keep me fighting.” Janet Ernst is the stepdaughter of Coombs’ widow, Elva; and Ernst’s mother, Betty, was Coombs’ cousin. Coombs’ mother and Betty’s father were siblings. Elva and Coombs were married in 1945. Ernst’s father married Elva after his wife passed away when Ernst was a child. She stated, “It was like two

Coombs comes from her stepmother. He was born Sept. 11, 1921, and in his short 31 years on earth, he was remembered as confident and outgoing. He was a graduate of Iron Mountain High School. His widow selected a headstone in Acacia Cemetery so his parents, who lived in metro Detroit, could also visit him often. Though Elva never got to see Coombs come home, his remains are now laid to rest in the plot next to her. “That’s where she always said that she wanted to be. As impressive as Southfield A&T’s offense was in the win, the defensive unit deserves high praise for their dominant performance on all levels of the defensive side. Forcing an interception, a strip sack, and multiple three-and-outs on the defensive side, the Warriors defense kept Cass Tech’s offense on their toes all game. Gardner said the team’s preparation paid off on the defensive side. “We watch film every day, so we work really hard to get to where we’re at right now,” Gardner said. “We just grinding during practice and all that.” Cass Tech sophomore quarterback Corey Sadler Jr. threw for two touchdowns and ran for another score, while junior Jalen Howell and Will Sykes Jr. each recorded a touchdown grab. omen are having an increased presence in the business world, according to recent statistics. Troy’s Walsh College calculates that women are more prevalent than men this semester, with over 53% of the student body being women. “We are seeing an increase of women in technology, and we want to encourage that,” said Suzy Siegle, the president of Walsh College. According to Siegle, the majority of female students are going into the fields of accounting, marketing and management. Oakland University said they are seeing an increase in women enrolling in the areas of accounting, human resource management and operations management. “I would say in the areas of marketing, definitely in management, in the MBA (Master of Business Administration) we are seeing a lot of women business folks who are interested in that,” Siegle said, “We have a great doctoral

program in business administration program, and I’ve been impressed when we’ve had the doctoral residencies on our campus. … I’ve been impressed with the strong women leaders who have been enrolling in that program to take their careers to their next level. And a lot of them see opportunities in business coaching and consulting, really taking their careers advancing through that.” “When I was in business school back in the 1990s pursuing an MBA, fewer than 10% of my class were women,” said Toni M. Somers, the associate dean and a professor of management and information systems at the Wayne State University Mike Ilitch School of Business. “Today, in our business school, at least 50% are women. This parallels nationally the rise of women in executive positions and on boards of directors of both Michigan and U.S. corporations. While traditionally there have been fewer women than men in analytics, finance and technology studies, presence is growing in these fields as well.” See WOMEN on page 19A

Park also received some attention this summer. “We got rid of a lot of people that were doing unlawful things in that area,” he said. “So that was a huge, huge upgrade right there. Since then, we’ve installed the split-rail fence along the front. We’ve removed several trees that were in the playground area. A lot of them were older trees, and we had a lot of large branches falling on the playground.” Griffith added that Eaton Corp.’s Annual Days of Caring volunteer event with Rebuilding Together Southeast Michigan came in June to assist with trail maintenance and to spread mulch in the play area. In July, a series of storms hit the south side of the park, leading to an emergency closure to remove the older trees and branches from the trails. In August, two grills and additional picnic tables were installed to encourage small family gatherings. Improvements were also made to the worn parts of the playground. “Since we’ve done those improvements to this park, you can go there anytime from 10 o’clock till 2 o’clock in the afternoon, and the parking lot is full,” Griffith said. “We’ve never had that before. People are going in there having picnics or having their lunch. The playground is getting used constantly.” Construction of phase one at Carpenter Lake Nature Preserve, which began in late July, is set to tentatively end this month, with city officials to review whether the park will reopen to the public before phase two begins next spring. The project includes parking lot improvements and expansion, the addition of a small, open-air shelter to be used for nature programs, the construction of an all-season restroom facility, and provision for gas and electric services at the site. Despite the dropping temperatures and the promise of winter on the horizon, Fields and Griffith both encourage residents to bundle up and get outdoors to enjoy the 24 parks and nature preserves throughout Southfield. Stavros, a professor of the College of Business and IT at Lawrence Technological University, said the school can prepare women to pursue a wide range of career paths, such as accounting, finance, marketing, analytics, project management, general manager-types of positions, human resource positions, operations management, supply chain management, information technology, and even start a business. “I think we need to do more to recruit women into our programs,” said Stavros. Siegle said Walsh College does have a variety of ways in which it encourages women to go into the business industry. She said they have scholarship opportunities for women going into an emerging field, as well

as opportunities through the school’s career services, such as “Lunch and Learn,” where female executives come and present to the students. “There’s been a lot of great examples in our career fairs where we’ve seen amazing female leaders present,” Siegle said. “So they’re seeing great women in leadership.” The school also offers flexible programs. Siegle said this enables women, as well as men, to balance school, work, family and other obligations. She said that studies have shown that, especially for women in the workforce who do balance many different obligations, that flexible scheduling is very important to them. She said that the school offers instruction in a variety of ways, including in person, online and a hybrid format. “That flexibility has been very important for our students so that they don’t have to compromise the quality they deserve for

She said she noticed when she started working at the university in 2017 that there were many female students in the business program, but no support services for them specifically. After getting some feedback, LeDonne-Smith was able to determine that the students “overwhelmingly” wanted and needed both a student organization for women in business and a mentoring program. In fall 2018, some students founded the student organization Women in Business, which is now one of the largest and most active student organizations in business on the campus today, according to LeDonneSmith. ORDINANCE NO. 1777 AN ORDINANCE TO AMEND TITLE II, UTILITIES AND SERVICES, BY ADDING A NEW CHAPTER, 22A, WHICH SHALL BE ENTITLED STORMWATER MANAGEMENT THE CITY OF SOUTHFIELD ORDAINS: THE CODE OF THE CITY OF SOUTHFIELD IS HEREBY AMENDED BY ADDING A NEW CHAPTER, 22A, STORMWATER MANAGEMENT TO TITLE II, UTILITIES AND SERVICES, WHICH NEW CHAPTER SHALL READ AS FOLLOWS: The City of Southfield is required to implement a post construction stormwater management program that meets their Municipal Separate Storm Sewer System (MS4) permit requirements as provided by the Michigan Department of Environment, Great Lakes and Energy (EGLE). EGLE requires that the City of Southfield adopt an ordinance or other suitable regulatory mechanisms, adopt or develop design standards to control stormwater following construction activities, and ensure long term maintenance of stormwater controls. The following is proposed language that is intended to be added to the Southfield Code of Ordinances. The language below addresses the post construction stormwater management requirements of the MS4 permit. SECTION 1. Section 2.210 Statement of Purpose The purpose of this Ordinance is to provide for the health, safety, and general welfare of the citizens of the City through the regulation of stormwater discharges to the storm drainage system to the maximum extent practicable as required by federal and state law. This Ordinance establishes methods for controlling the introduction of pollutants into the municipal storm sewer system in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this Ordinance are: (1) To regulate the quality and quantity of stormwater discharge from a private property into a municipal storm sewer, enclosed or open conveyance systems. (2) To establish legal authority to implement permitting and delegation of monitoring and maintenance responsibilities necessary to ensure compliance with this article. Section 2 .211 Definitions The following words, terms, and phrases, when used in this Ordinance, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Authorized enforcement agent means the city engineer and his/her authorized representatives, which shall specifically include all inspectors and code enforcement, and any other individual designated by the City Administrator of the City of Southfield to enforce this Ordinance. Where applicable the terms may also mean the director of the Michigan Department of Environment, Great Lakes and Energy or his/her designated official, and/or the United States EPA Administrator or his/her designated official. Best Management Practices (BMPs) means schedules of activities, prohibitions of practices, general good housekeeping practices, pollution prevention and educational practices, maintenance procedures, and other management practices to prevent or reduce the discharge of pollutants directly or indirectly to stormwater, receiving waters, or stormwater conveyance systems. BMPs also include treatment practices, operating procedures, and practices to control site runoff, spillage or leaks, sludge or water disposal, or drainage from raw materials storage. City means the City of Southfield. Clean Water Act means the federal Water Pollution Control Act (33 U.S.C. § 1251 et seq.), and any subsequent amendments thereto. County means the County of Oakland. Construction activity means activities subject to NPDES construction permits. These include construction projects resulting in land disturbance of five acres or more requiring an issued permit and small construction activities impacting one to five acres of land deemed to operate under a national permit. Such activities include, but are not limited to, clearing and grubbing, grading, excavating, and demolition. MS4 means a municipal separate storm sewer system. National Pollutant Discharge Elimination System (NPDES) Stormwater Discharge Permit means a permit issued by United States Environmental Protection Agency (EPA), or by the State of Michigan under authority delegated pursuant to 33 USC § 1342(b) and codified in the Michigan Natural Resources and Environmental Protection Act Protection at MCL 324.101, et seq., that authorizes the discharge of pollutants to waters of the United States or State of Michigan, whether the permit is applicable on an individual, group, or general area-wide basis. Person means any individual, association, organization, partnership, firm, corporation or other entity recognized by law and acting as either the owner or as the owner’s agent. Pollutant means anything which causes or contributes to pollution. Pollutants may include, but are not limited to: paints, varnishes, and solvents; oil and other automotive fluids; nonhazardous liquid and solid wastes and yard wastes; refuse, rubbish, garbage, litter, or other discarded or abandoned objects, articles, and accumulations, so that same may cause or contribute to pollution; hazardous substances and wastes; sewage, fecal coliform and pathogens; dissolved and particulate metals; animal wastes; wastes and residues that result from constructing a building or structure; and noxious or offensive matter of any kind. Premises means any building, lot, parcel of land, or portion of land whether improved or unimproved including adjacent sidewalks and parking strips. Storm sewer system or storm drainage system means facilities by which stormwater is collected and/or conveyed, including, but not limited to, any roads with drainage systems, municipal streets, gutters, curbs, inlets, piped storm drains, pumping facilities, retention and detention basins, natural and human-made or altered drainage channels, reservoirs, and other drainage structures. Stormwater means any surface flow, runoff, and drainage consisting entirely of water from any form of natural precipitation and resulting from such precipitation. Wastewater means any water or other liquid, other than uncontaminated stormwater, discharged from a facility. Section 2.212 Applicability This Ordinance shall apply to all development and redevelopment sites discharging to the City’s MS4 as outlined in the Stormwater Management Section of the City of Southfield’s engineering design standards, here forth referred to as the Southfield Stormwater Standards. Section 2.213 Enforcement, Responsibility For Administration This Ordinance shall be enforceable by the City Administrator, City Engineer, City Engineer’s Representative, or other authorized enforcement agent.

Section 2.16 Requirements to manage stormwater by following city of Southfield engineering standards The city adopts the requirements set out in the Southfield Stormwater Standards. The Standards lays out consistent Citywide Best Management Practices (BMPs) to regulate stormwater quantity and quality discharge as approved by EGLE. The owner of a new development meeting the thresholds set out in the Southfield Stormwater Standards shall, at their own expense, apply for and obtain a Permit from the City of Southfield’s Engineering Department ahead of starting construction. Construction shall include engineered stormwater controls contained within the applicant’s property meeting the design criteria of the Southfield Stormwater Standards. The property owner, upon completion of construction, must enter into a binding long-term maintenance agreement with the City, at their own expense, to document, routinely monitor and maintain the stormwater quantity and quality BMP’s so they continue to operate as designed. The Stormwater Management Operations and Maintenance Agreement provides for a stormwater management operation and maintenance plan for a stormwater system located on the real property. It authorizes easements for the local community to take enforcement action if the Agreement is breached. This Agreement runs with the land, binds all current and future owners of the real property and serves the real property in perpetuity. The agreement shall be set up that if the property owner should be determined to be nonresponsive to a notice of required maintenance actions, that the City may enter the property to perform the maintenance required. Section 2.216 Enforcement a. Notice of Violation Whenever the city engineer or its designated agent finds that a person or entity has violated a prohibition or failed to meet a requirement of this Ordinance, the City of Southfield may order compliance by written notice of violation to the responsible person. Such notice may require without limitation: (1) The performance condition monitoring, and measuring; (2) The performance maintenance work in order to get BMPs functioning as designed; (3) Payment of a fine to cover reimbursement of direct plus administrative costs. b. Abatement of a Violation. If abatement of a violation and/or restoration of affected property is required, the notice shall set forth a deadline within which such remediation or restoration must be completed. Said notice shall further advise that, should the violator fail to remediate or restore within the established deadline, the work may be done by the City of Southfield or its designated agent at the violator’s expense. Section 2.217 Enforcement Measures If the violation has not been corrected pursuant to the requirements set forth in the Notice of Violation within 30 days, then representatives of the City or its designated agents may enter upon the subject private property and are authorized to take any and all measures necessary to abate the violation and/or restore the property. It shall be unlawful for any person, owner, agent or person in possession of any premises to refuse to allow the City of Southfield or its designated agents to enter upon the premises for the purposes set forth above. Section 2.218 Cost of the abatement of the violation Within 30 days after abatement of the violation, the owner of the property will be notified of the cost of abatement, including administrative costs. If the amount due is not paid within a timely manner as determined by the decision of the City of Southfield, the charges shall become a special assessment against the property and shall constitute a lien on the property for the amount of the assessment. Any person violating any of the provisions of this article shall become liable to the city by reason of such violation. The liability shall be paid in not more than 12 equal payments. Interest at the rate of five percent (5%) per annum shall be assessed on the balance beginning on the first day following discovery of the violation. Section 2.219 Injunctive relief It shall be unlawful for any person to violate any provision or fail to comply with any of the requirements of this Ordinance. If a person has violated or continues to violate the provisions of this ordinance, the City of Southfield may petition for a preliminary or permanent injunction restraining the person from activities which would create further violations or compelling the person to perform abatement or remediation of the violation. Section 2.220 Violations deemed a public nuisance In addition to the enforcement processes and penalties provided, any condition caused or permitted to exist in violation of any of the provisions of this Ordinance is a threat to public health, safety, and welfare, and is declared and deemed a nuisance, and may be summarily abated or restored at the violator’s expense. The City of Southfield may also simultaneously or alternatively initiate a civil action to abate, enjoin, or otherwise compel the cessation of such nuisance. Section 2.221 Criminal prosecution (1) Any person who has violated this ordinance shall be guilty of a misdemeanor and subject to the penalties set forth in Section 1.15 of the City of Southfield Code. (2) The City of Southfield may recover all attorney’s fees; court costs; and other expenses associated with enforcement of this ordinance, including condition monitoring and maintenance expenses. Section 2.222 Remedies not exclusive The remedies listed in this ordinance are not exclusive of any other remedies available under any applicable federal, state, or local law and it is within the discretion of the authorized enforcement agent to seek cumulative remedies. SECTION 2 The provisions of this ordinance are hereby declared to be severable. If any provision, clause, sentence, or paragraph of this Ordinance or its application to any person, establishment, or circumstances shall be held invalid, such invalidity shall not affect the other provisions or application of this Ordinance. SECTION 3. All ordinances or part of ordinances in conflict herewith are hereby repealed only to the extent necessary to give this Ordinance full force and effect. SECTION 4. All other provisions of the Code of Ordinances of the City of Southfield, Michigan except as herein modified or amended are hereby expressly ratified and affirmed. increase the number of women in entrepreneurship. Women contribute substantially to entrepreneurship in the United States, according to the National Women’s Business Council. According to the council’s 2022 annual report, the number of women-owned businesses increased significantly in recent years. In 2019 there were 5.7 million employer businesses where women accounted for 1.2 million or 20.9% of those businesses, according to the NWBC report. “You pick up Entrepreneur Magazine and you see Sarah Blakely, and you see other celebrities who have started companies, and you think, ‘Wow, that’s so cool to see that they saw a need in the world that wasn’t being field and they brought a unique perspective,’” said Siegle. Walsh College is also looking at part-

nering with companies that have grant opportunities for minority- or women-owned businesses. Siegle said that she recently gave a presentation to the society of human resources professionals and noted that there were more women than men there. She said it was probably about 70% women. “There’s a creativity and an innovation that women have because of the experiences they’ve had that anybody from a different population would bring.
