WARREN — On Sept. 17, when the Regina High School seniors took on Bloomfield Hills Marian in their annual powder puff football game, they played with heavy hearts. Just one month earlier, one of their coaches, William Madek, passed away. They felt his spirit, and won the game. He will never be forgotten. On the evening of June 14, Madek was among those who were inducted into the school’s Hall of Fame. Other inductees were cross-country and track coach Gregg Golden, Class of 1960 graduate Janet Leze, former social studies teacher Michele J. Robertson, and the state championship softball teams from 1989 and 2004. The school opened in 1956 in Harper Woods, and moved to Warren several years ago. WARREN — Mayor James Fouts blasted his adversaries, lauded his accomplishments, spoke about the future of the city and endorsed candidates at his last State of the City address, on June 22 at Andiamo Warren. “The gloves are coming off,” said the mayor in the invitation to the speech. His opponents were unphased and pulled no punches, either. The mayor blasted the Warren City Council, collectively and individually, referring to them as “the dysfunctional, accidental City Council.” City Council President Patrick Green responded to the mayor’s attacks. “Obviously, I disagree with him,” said Green. “This was supposed to be a State of City address talking about everything that has happened over the past couple years.

WARREN — A lengthy pursuit on June 15 resulted in felony charges for the driver and passengers of an alleged stolen vehicle that fled from Warren police. Marquez Bridges, 19, of Detroit; Darius Johnson, 20, of Detroit; and Jamell
McLaughlin, 20, of Warren, were arraigned on June 16 in 37th District Court before Judge Michael Chupa. The three defendants were charged with receiving and concealing a stolen motor vehicle, a five-year felony; carrying a concealed weapon, a five-year felony; and resisting and obstructing police, a two-year felony. Bridges, the driver of the Chrysler 300,
the alleged stolen vehicle, faces additional charges of third-degree fleeing and eluding, a felony punishable to up to five years in prison; possession of a stolen financial transaction device, a four-year felony; and a felony weapons charge. Johnson is also charged with manufacturing and delivery of a Schedule II narcotic, a five-year felony, and a felony weapons
charge. McLaughlin was also charged with possession of a stolen financial transaction device. According to the Warren Police Department, the vehicle pursuit started in Warren, went through Detroit then ended in Harper Woods. At 4:05 a.m. on June 15, patrol See CHARGES on page 13A

WARREN — Warren’s first Juneteenth celebration on June 19 in City Square was embraced by the community and celebrated freedom, unity and empowerment. The energy was palpable, the sun sparkled and the crowd reflected a beautiful mosaic of diverse people smiling, nodding and cheering as they listened to great music and compelling speakers. The speakers hailed from Warren and throughout the state of Michigan, from professions spanning ministry to politics, business to television and movie actors. The event started with a power prayer from the Rev. Dorian Cast, senior pastor of Life Application Ministries, blessing those in attendance, in the state and around the world. LaTorea McBride performed a rousing rendition of “Lift Every Voice and Sing,” the Black national anthem. Among the speakers were Warren resident

WARREN — A large group of students who left Ukraine during wartime are attending Immaculate Conception Catholic Schools. With their studies, they are learning English, which has been made more effective with the recent addition of the Rosetta Stone Language Learning program. Earlier this school year, teacher Mary Ann Gruda received $1,910 from Extra Credit Union through its school employee grant program to purchase Rosetta Stone. “We had a full ELS (English as a second language) program to teach those students with new teachers. They were learning English from the bottom up, so that when they go to our next school year or another school, they actually understand the language,” Gruda said. “Our families are so grateful to be able to come to this school and be part of a safe community because they left a very un-
safe environment in Ukraine, because of the war with Russia.” Gruda was among the staff members and students recognized during Extra Credit Union’s annual Excellence Awards Luncheon June 20 at the main office on Chicago Road. Many but not all of the recipients attended. Ruthann Varosi, ECU assistant vice president of marketing, and ECU President CEO Deidra Williams offered the opening remarks. “I’d like to thank everybody for coming, attending and helping us to celebrate the accomplishments of our students, our teachers and all of our families,” Williams said. “This is really a proud moment for all of you.” Eight educators received teacher grants, including Center Line Public Schools Superintendent Joseph Haynes, who attended the luncheon with Director of Food Services Theresa Willis, and Sue Pauling, assistant to the superintendent. WARREN — Plans are underway to implement three new courses in the Warren Woods Public Schools district for the 20232024 school year. In recent months, the Warren Woods Public Schools Board of Education approved the different classes that cover science, history and government. School officials are in the process of adopting the Kesler Science curriculum for grades 6-8 at Warren Woods Middle School. Experienced educators designed the Kesler Science curriculum, which aligns with Michigan’s science standards. The program will include hands-on activities for students and collaborative learning. In lieu of textbooks, teachers will have access to digital subscriptions that they will use to teach the course material. The science lessons were designed
based on the 5E Model of instruction. The research-based teaching method places the responsibility for learning in the students’ hands by guiding them through five stages: engage, explore, explain, elaborate and evaluate. Kesler Science offers continuing support for students that includes professional development opportunities, webinars and community forums. The last time the district updated the middle school science curriculum was in 2002. Warren Woods Tower High School will have two new elective courses: women in history, and Advanced Placement United States government and politics. “It’s a large effort to try to expand the elective offerings for students,” district Curriculum Director Kara Beal said. “We’re fortunate the teachers in the departments were on board with creating more electives for students. They did a lot of the legwork.”

2023-2024 school year. The back-to-school drive, which began June 19, collects and distributes new backpacks full of grade-specific supplies to children in low-income households. MACOMB COUNTY — Macomb Community College recently named Diane Banks director of the Macomb Community College Foundation. Banks will oversee all aspects of the nonprofit foundation, including fundraising, event management and general operations. Established in 1999, the Macomb Community College Foundation is a nonprofit organization that manages contributions from individuals, foundations and corporations to benefit Macomb Community College, including providing scholarships and tuition for students. Banks has more than two decades Banks of professional and volunteer fundraising and event management experience. She is an active member of the Association for Fundraising Professionals and currently serves on several nonprofit boards and committees, including the Detroit Zoological Society, Winning Futures and DRIVE One TechCenter. Previously, Banks was executive director of Advancing Macomb, an organization dedicated to enhancing the quality of life and economic vitality in Macomb County. Prior to that, she worked as program director for Leadership Macomb where she developed an extensive network of community and business leaders. She holds bachelor’s and master’s degrees in public administration from Central Michigan University. She is a lifelong Macomb County resident and currently resides in Washington Township with her husband, Mike, and two children.

“Table Time,” in which 15 Wolfe Middle School students participated in a three-hour cooking lesson after school. The students learned how to make chicken burritos. In addition, they were given items to take home in which to make the meal with their families. Roseville Middle School teacher Megan Baranski received $500 to purchase games for students to use during indoor lunch. Erik Rothenhauser, of St. Anne Catholic School, received $2,000 to help with the cost of purchasing new sports uniforms. Center Line High School art teacher Michelle Keeran received $1,033 to purchase items for the art department’s printmaking entrepreneurship project. Angela Gilchrist, of Fitzgerald High School, used her $551 grant to purchase 50 yoga mats for the school’s new after-school program, “Yoga Fitz.” Fitzgerald High School drama teacher Rebecca Mulligan received $820 to take 41 students to the Fox Theatre to see a play. The scholarship program was named after Spence, a former CEO who established the ECU’s school programs. Leah Stchur, of Warren Mott High School, received $2,000 to study psychology at Michigan State University. Kenneth Moreno, also of Warren Mott High School, received $1,000 to attend the University of Michigan as a computer science major. The five continuing education recipients were Ryan Glant, Alyssa Ziegler, Eliza Portalski, Madison Caswell and Eric Kausch. Glant, who has an interest in information technology and broadcast cinema, received $1,000 to enroll at Central Michigan University. With her $1,000 scholarship, Ziegler is going to attend Oakland University. She aspires to become a certified public accountant. Portalski, whose desired occupation is social media management, received $1,000 with plans to attend Belmont University. Caswell, who plans to become a criminal psychologist, will attend the University of Michigan-Dearborn. She received $1,000.
Kausch, the principal at Carleton Middle School in Warren Consolidated Schools, is working on his dissertation to become an education leader at the University of Arkansas. The U-A program is in a hybrid format. He primarily studies virtually; however, university officials have asked that students come to campus for a few days every semester, which Kausch did. Several other ECU staff members present at the luncheon were Public Relations and Events Coordinator Mae Daniels, School and Community Relations Coordinator Lacey Cornell, School and Community Relations Coordinator Ashley Fordyce, and Promotions and Digital Coordinator Kelsey Hickey. ECU has distributed over $95,000 through the Richard J. Spence scholarships, over $30,000 through the continuing education scholarships, and over $100,000 through the teacher grant program. Madek’s family attended, and his sons Drew and Sean spoke on his behalf. “Every year he’d ask me, ‘When are you going to come coach?’ I’d tell him, ‘I don’t know anything about coaching.’ His response was, ‘I don’t care. You’ll learn,’” Drew said. “I think that was one of the hallmarks of Dad’s coaching. It didn’t matter if you were fast, slow, big, small, whatever. He wanted you out there to experience the powder puff. It wasn’t all about winning.” According to Drew, his dad always asked the students, “Why do you want to play powder puff?” “The answers they usually came back with were to learn the game of football, to prove how tough they are and, of course, to beat Marian,” Drew said. “But the one that always stood out to him was to grow closer as a class and to grow closer as sisters.” Golden said he was “humbled” to be inducted in the Hall of Fame. Getting the job here was truly a life-altering experience. I can’t thank those students and their families enough.”
Leze, an alumna of the school’s firstever graduating class, was an integral part of creating the Regina Alumnae Association. “Thank you to the nominating committees and everyone responsible for me being here tonight. I am beyond honored to be entered in Regina’s Hall of Fame,” Leze said. “My parents knew the value of a Catholic education. In September of 1956, 310 freshmen young women and I entered Regina High School on Kelly Road. Some of them
are here tonight with me. We are very proud to say we are part of Regina’s first graduating class.” In the 1980s, Leze began volunteering for the newly formed Regina Alumnae Association. “From that many of us graduates worked in various capacities to continue the legacy of Regina,” Leze said. “I’ve truly enjoyed learning and interacting with everySee REGINA on page 13A

one along the way. It’s been very rewarding. Congratulations to all the Hall of Fame inductees.” Students who studied under Robertson knew they had a dedicated and supportive teacher. Robertson retired 10 years ago, but still has dreams about being in the classroom. While on stage, Robertson recalled some of the assignments she gave her students over the years. “One of them was the clock where you had to draw 24 hours of the development of the earth with the last nanosecond being the first farming communities to the Nuclear Age,” Robertson said. “Maybe you remember ‘Feast and Famine: The Limestone Legacy.’ There was the Renaissance and Reformation project, which probably gave many a parent a nightmare or two, but they were beautifully, beautifully done.” She said Regina “was such an important part” of her life, as were the students. “This is a wonderful honor and I’m so glad to be here,” she said. officers near Stephens and Hayes roads in Warren were on a routine patrol and noticed a black 2015 Chrysler 300. Michigan Secretary of State records indicated the Chrysler was reported stolen in April 2023 from Farmington Hills. Officers reportedly saw the driver and two passengers in the vehicle. “Officers went to affect a stop on the Chrysler with the Chrysler immediately fleeing from officers,” police stated in a press release. “Warren police then pursued the Chrysler at moderate speeds through Warren and Detroit.” According to the release, “The pursuit continued onto I-75 wherein the suspects exited onto Jefferson Ave and continued to evade officers. Eventually, the Chrysler came to a sudden stop in the I-94 and (Kelly) area in the city of Harper Woods.” The three suspects reportedly exited the vehicle and fled on foot in various directions. According to the release, Warren officers established a perimeter and searched for the suspects with the assistance of a police K-9 from the Michigan State Police. The suspects were located and arrested without incident. Police reportedly found

Rachel Sabol Tindall, team co-captain for the ’04 championship, addressed the crowd. “Why was this team special? This team had some good players. We had great parents and fans. We had an overall winning mentality,” she said. “This team had coaches that had a lot of confidence in them. Ms. Laffey and Jack knew we were good. They knew we could do it. They had faith in us, and therefore we had faith in ourselves. I want to thank the Hall of Fame committee. This is really awesome. I’m so honored to have this incredible memory with these incredible teammates and these two legendary coaches.” and seized a handgun, ammunition, a large quantity of narcotic pills and cash. The defendants entered a not guilty plea at the arraignment. Chupa set a cash or surety bond for Bridges at $300,000. Johnson’s bond was set at $100,000, and McLaughlin’s bond was set at $150,000. If released, the defendants are required to wear a GPS tether. “I commend the Prosecutor’s Office for issuing appropriate charges and am proud that the judge issued a satisfactory bond which will help ensure that these suspects can no longer harm members of the community,” said Warren Police Commissioner William Dwyer. “The Warren Police Department will remain proactive in identifying, investigating and seeking charges against anybody who attempts to flee from officers.” Avis Hany Choulagh is the attorney of record for Johnson. Choulagh did not respond to a request for comment by press time. Court-appointed attorneys for Bridges and McLaughlin had not yet been assigned at press time, according to the 37th District Court. Bridges, Johnson and McLaughlin await their June 29 probable cause conference before Judge John Chmura in 37th District Court.

The women in history class is one semester and will provide students with an understanding of the experiences and challenges women faced throughout history. A total of 21 students have shown interest in taking the course. The course will focus on the contributions women made in science, sports, government, art and literature. The new class is designed to foster critical thinking skills while the students develop their perspectives on historical events.
The Advanced Placement United States government and politics class will focus on the key concepts and institutions of the U.S. political system. Students in the class will read, analyze, and discuss the U.S. Constitution and other documents. The students also will be required to complete a research or applied civics project. At press time, 27 students were interested in the one-semester class. The course will include the following five units: foundations of American democracy; interactions among branches of government; civil liberties and civil rights; American political ideologies and beliefs; and political participation. The course is
open to 10th, 11th and 12th grade students. Beal said the course will be taught with a neutral approach. “It will teach kids how to be critical thinkers,” she said. “It will require a lot of reading and writing.” The AP United States government and politics class will provide students with the opportunity to connect political concepts to real-life situations. Through their studies, students will analyze data to find patterns and trends in which they can draw conclusions. During the semester, the students also will explore the impact of certain U.S. Supreme Court decisions.

And it just comes across as sour grapes.” Green, along with other council members, were not in attendance and have never been invited to the State of the City address during this term. The mayor cited an example of how the term limits were first challenged in the court. “Which only came to be when a shill of (the) City Council challenged the way we select our council. We have two at-large (council members) and we have five (in) districts,” said the mayor. “Even though previous courts had stated that this is the way to do it, this was fine, 12 years (are the) term limits for at-large (council members), 12 years in the district. “One shill, who didn’t even make it on the council, went to the court and the court said, ‘OK we’ll hear it.’ Generally, if you make a complaint after the filing deadline, the court says it is too late.” But Fouts said the court heard the complaint anyway. “All the incumbents were off the ballot. The only people left for the exception of some minor candidates were this dysfunctional, accidental council,” Fouts said. “They
won by accident because the court would not allow us to run new people. I say shame on the Supreme Court. You should have at least allowed new people to run.” Fouts’ individual thrashings included Councilwoman Angela Rogensues. “I was profoundly disappointed in her,” he said. Fouts said he met Rogensues four years ago and she came to him for his endorsement. “I got the idea that she would listen to me if I contacted her about something,” Fouts said. An open pit burning proposal needed to be voted on and according to the mayor, on the advice of the Warren Fire Commissioner Wilburt “Skip” McAdams, it was not a good idea to pass this proposal. Fouts said he contacted Rogensues for her support. According to Fouts, Rogensues voted in favor of the proposal to permit burning, voted to enact term limits that would adversely affect him and was among the council members who voted to sue him. “Supporting someone and endorsing them does not mean you are beholden to them and that you make decisions based on the will of the mayor,” Rogensues said. “When you are elected to City Council,

Gretchen Whitmer’s office. “You can’t be free if the cost of being you is too high,” said Harper. “For too many of us today there is a high cost in being us. I am not just talking about pecuniary or money costs.” Hill further explained, “I’m talking about the cost if you are a young Black man, and you are interacting with the wrong police officers. There is a high cost of being you because it could cost you your life.” Hill talked about how social justice is coupled with economic justice. Adding business ownership helps to empower the community and create opportunity. “I truly believe that you cannot have social justice without economic justice. We have to do better in terms of empowering our community,” Hill said. “The idea of freedom, the idea of emancipation reflects and is completely tied and inextricably linked to the concept of opportunity.” Working together and unity was a major theme throughout the event. “It is important for me to be here for my children to witness an act of unity,” said Shawndia North, of Clinton Township. “To hear so much about unity, which is going to bring us (together) and push us forward is most important.” Michigan state Rep. Lori Stone said, “I am just glad that Warren continues to move forward and embrace our diversity in our community. The only way we move forward toward a more perfect union, (which) was the vision that was laid out at the start of this country, is to embrace, reflect and remember, and continue to strive to improve.” Michael Howard, one of the organizers of the event, received support for this event from all levels of government — the Warren City Council, Warren Mayor James Fouts and the governor. “They have welcomed us and supported us,” Howard said. Howard continued, “Juneteenth is a recognition of barriers being broken. To see this (celebration) here in Warren, a significant barrier has been broken.” Whitmer had a representative from her office with a proclamation for the organizers of the event signed by the governor and Lt. We have a responsibility to practice what we are enacting in government and the Juneteenth celebration, the first ever, is a perfect example of demonstrating that.” Juneteenth is a celebration of the end of slavery. Even though President Abraham Lincoln signed the Emancipation Proclamation in 1863 that ended slavery in the United States, states under Confederate control did not abide by this law. Texas was among the states that remained a slave state until June 19, 1865. More than 2,000 Union troops arrived in Galveston Bay, Texas, and announced the 250,000-plus slaves in the state were free by executive decree. The newly freed people called this day Juneteenth. “As much as Juneteenth is geared around Black history, it’s an American holiday,” said Howard. It’s about unity and how we move forward.” After the inspiring speeches, the event ended with a concert from the Smoke Jones Detroit Band.

It was not an open burning ordinance or open burning. It was for small backyard pits that families were having anyways. It just allowed the Fire Department to not have to go out and tell families to extinguish the s’mores fire they had in their backyard. “Additionally, I am a supporter of term limits,” said Rogensues. “This is not a personal attack against him (Fouts). Folks have times when they need to step away. And new and fresh perspectives need to come in. These term limits are aligned with everyone else in the city.” In response to the mayor’s statement that she was among those on the City Council who were in favor of suing him, Rogensues said, “The times that we had to initiate litigation is because he refused to do his job. For example, he refused to adapt City Council’s budget and as fiduciaries of the city, we are the body in which to approve the budget. The mayor thought it was appropriate to ignore our oath. “The instances in which he has been taken to court is because the legislative, which is City Council, had to utilize the judicial branch to ensure that the checks and balances on the executive branch, which is the mayor, were actually enforced. Because he believes he can do what he would like. Unfortunately, that is not how democracy works. That is not how government works,” Rogensues said. The mayor also spoke about the appearance of impropriety in the court system and about lawyers related to judges on the bench who are presiding over cases. Fouts said his administration’s accomplishments extended to the business community. According to Fouts, he negotiated with Gardner White and brought an investment by that company to Warren. Fiat Chrysler Automobiles and General Motors have expanded operations in Warren. There has been private investment from Ascension Hospital, Kroger, Meijer and other busi-
nesses. In Warren’s neighborhoods, Fouts said plans for a skateboard park are underway and that it will be the best in Macomb County and even the state. Construction of a detention basin will reduce the potential for residential flooding, according to the mayor. play a role on the court. He also said judges can stay on the bench more than 30 years and questioned their ability to rule on term limits for others. The mayor also said judges have made inappropriate comments about him having a $3 million dollar war chest and his frequency of litigation. Recently, the Michigan Supreme Court opted not to hear a Michigan Court of Appeals decision that removed Fouts from the ballot this year. “I am officially requesting that the (Michigan) attorney general investigate the decisions of both the Michigan state Supreme Court and especially the Michigan Court of Appeals,” said Fouts. “The questionable decision leaves voters at risk that a future legislative body can put forth an unfair proposal. If the attorney general will not do it, I am going to request that we look at having a federal investigation of the court system in Michigan.” The mayor cited accomplishments of his administration that included the first growth in Warren’s population in more than 50 years. Two new fire stations will be built. The Fire Department just took delivery of a new fire engine and, according to the mayor, will take delivery of two ladder trucks, one in 2024 and the other in 2025. Fouts said the fire commissioner brought EMS transport service back to the city, resulting in $35 million in new revenue. According to the mayor, McAdams is the first African American fire commissioner in Warren. “We have the best fire and police departments in the state and even in the country,” Fouts said. He said Warren Police Commissioner William Dwyer implemented naloxone kits for patrol officers, which have saved countless lives from overdose. He said Dwyer also added body cameras for Warren police officers and that the Warren Police Department is now fully accredited. Under Dw-

think our city should be the first city to engage in AI. It can help our workers out and it can help our residents out,” said Fouts. “It can make life better.” He continued, “I think we have to work on proposals dealing with global warming. We need to start encouraging more trees in our city, and more green places atop buildings.” Fouts ended the State of the City address by endorsing candidates: George Dimas, for mayor, and Sonja Buffa, for city clerk. He showed photos of the six City Council candidates he endorses as a collective, which are Adam Sawka, Dave Dwyer, Gary Boike, Donna Kaczor Caumartin, Britanni Tringali and Daniel Bozek. “Everybody is calling all of the candidates and saying, ‘Where’s the diversity?’” said Melody Magee, who is also running for City Council. “Are they still going to not address the lack of diversity at City Hall?” The mayor gave what he called an “honorable mention” to City Council candidate Jerry Bell. However, Bell did not appear
