City Council to consider whether Society Hill will be developed under old or new plan

A new housing development will be erected at the intersection of 12 1/2 Mile Road and Novi Road. Developer E & M Holdings LLC, aka Society Hill, has had the right to build on the property since 1999.
Many residents have taken the time to voice their dismay during City Council meetings at the idea that the wetlands that now encompass the area will soon be replaced with apartments, townhomes and villas. Several said they paid extra for their properties because of the proximity to the wetlands. Other residents were concerned about the effects of increased traffic to the area.
However, as valid as their concerns may be, city representatives have stressed that the council is not deciding whether or not to allow the land to be developed, but rather whether or not to allow E & M Holdings to update its now 25-year-old plan. The devel-
oper has had an approved site plan for the area since 1999, and a consent judgment in favor of the developer has been in place since 2001. The consent judgment allows the developer to renew the site plan annually with the city by showing intent to develop the right to build, and the developer has done this like clockwork for the past many years. As recently as July 22, the City Council approved the renewal of the 1999 plan as per the consent judgment.
“I think what is important for people to know is that the developer could put a shovel in the ground today and go, ‘We’re building what was approved in 1999,’” said Sheryl Walsh-Malloy, communications director for the city of Novi. “So, it’s not if we want a project. What the City Council is debating over is, do we want the 1999 product or do we want an enhanced neighborhood product with their proposed 2024 (site plan).”

Novi lends space, support for Pex during transition

People’s Express, which on July 1 took over in Novi as the provider of curb-to-curb transit services, will be housed at the Novi Civic Center until the end of the year as part of an agreement with the city.
The Novi City Council voted to approve the measure, which allows Pex, as People’s Express is known, a lease to use a city office and parking spaces, as well as use the city’s fuel pumps.
“Similar to other transitions we’ve had experience with … we’ve asked for contractors to be on-site so they can answer and help facilitate that transition, they can answer real-time questions,”
City Manager Victor Cardenas said at the June 17 council meeting.
Councilwoman Priya Gurumurthy said she is glad that Pex will be on-site to answer questions during the transition.

Annual Festival of Chariots spreads happiness in Novi

The annual Festival of Chariots paraded through the streets of Novi July 21.
During the festival, the Hindu gods Lord Jagannath, Balarama and Subhadra are taken through the streets in a 40-foot-tall chariot “so that everyone can have the fortune of seeing them.”
The festival has been celebrated in Michigan for 39 years, 15 of which have been in Novi. However, this year the festival entertained its largest turnout of an estimated 13,000-15,000 people. Event organizer Madhu Mahadevan, of the ISKCON (Hare Krishna) temple in Detroit, said that in years past the event has seen between 8,000 and 10,000 people.
“Five to six years ago it was 8-10 (thousand people) and now it’s always over 10 (thousand people), “ said Mahadevan.
He said that a lot of people came later in the day. He said the festival typically winds down by 4 p.m. However, this year they still had a large crowd at 5:30 p.m. Mahadevan attributed the increase to organizers’ use of marketing at various other festivals throughout the year.
ITHE GIFT OF FRIENDSHIP DRIVES THIS AUSTIN-HEALEY

t didn’t take long for David White and Dan Heming to become friends for life.
From the moment they met in 1968 as student naval aviators in the U.S. Navy, they formed an immediate bond when stationed in Pensacola, Florida, and Meridian, Mississippi.
“He was in another squadron. We were flying the same airplane, a T-34. It’s a primary trainer,” White said. “He was going through his battles to get the grades to move forward, and so was I. It’s a pretty rigorous environment.”
White, a Michigan State University graduate, and Heming, a University of Michigan graduate, lost touch for a while after leaving the service, but soon reconnected.
“I was out at the Pontiac Airport after we both left the service, and there he was,” White, of Bloomfield Township, said. “This was about 1972, and the bond was re-created instantly.”
Sadly, Heming died a few years ago at age 76.
“We went through some really tight situations together. He saved me from falling off the side of a mountain one time. We’ve had some really on-theedge experiences, and it built a bond,” White said. “It’s the purest measure of friendship. When I think of him — a very generous man.”
Over the years, both men married and started families, but they continued their friendship, often cruising in Heming’s 1956 Austin-Healey. The British sports car maker was established in 1952 through a joint venture between the Austin division of the British Motor Corp. and the Donald Healey Motor Co. Many of Heming and White’s leisure drives in the Austin-Healey were in Milford.
“We’d just look around, have a coffee, get waves from people,” White said. “Sometimes we’d go out to the state parks. We were bikers and hikers at the time. Two good friends that would just enjoy the day.”
White also remembers traveling to Wisconsin when the car was going through an engine modification.
“We went on the ferry and across the lake. I remember the first test drive we took. The car hadn’t been completed. The guy that was working on it said, ‘Hey, take it for a drive,’” White said. “We’re hauling down the road somewhere in Wisconsin. He was pushing it to the limit and I was going, ‘Whoa, whoa. You’re going a little too fast for me.’ We finally got back to the garage. As he was getting out of the car, he pulled up on the steering wheel and it came right off it. We both went, ‘Holy smokes.’”
Heming owned an Austin-Healey while in college but sold it when he entered the Navy. Years later, he bought the 1956 Austin-Healey, which “brought back memories of his college days and also some of the things that happened in the Navy,” White said.
Heming’s friendship also left an impact on White’s wife of 54 years, Ann White.
“There were a lot of late evenings on the patio in the back and a fair amount of Scotch,” Ann White said of the pair.
“And cigars,” White said.
White is now taking care of the Austin-Healey. When Heming died a few years ago, he willed the car to his Navy pal. It took White some See AUSTIN-HEALEY on page 5A

time to get used to the idea of having the car. At first, he didn’t want to drive the convertible because “it was Dan’s car.”
“It sat in his garage for quite a while after he passed away,” Ann White said. “It took Dave a while to make it OK in his head.”
But he has since carried on Heming’s love for the automobile. A novice to the AustinHealey, White learned everything he could about the car, “from servicing the vehicle to the right fluids you use.” When he first brought it home, Ann White drove very closely in front of White, who was following in the Austin-Healey.
“I hop in the car, start the car up and I’m driving from Milford to Birmingham,” White said. “And it’s getting dark.”
White then turned on a switch he thought were the headlights, but nothing happened.
“I can’t even turn the headlights on,” he said. “We finally got home. It took me another day to figure out the English have a way of pulling it out and then turning it to the right. I thought I had done that, but I apparently didn’t.”
The restored vehicle is a 100-6 two-seater roadster model. The classic car has a 6-cylinder engine paired with an upgraded 5-speed manual transmission. It is paired in what White calls a “mesmerizing custom green/blue exterior, gleaming chrome with the impeccable condition of luxurious black upholstery interior. A true gem in every sense.”
White often takes the car out for drives on Saturday and Sunday mornings. He’s met up with a local Austin-Healey group a few times. He also likes to drive the English car through Bloomfield Hills, sometimes with his wife by his side.
“There are some neat roads that go on forever. I drive it just for the pure pleasure when I can,” said White, who misses his friend. “I thank him every time I drive.”
During his lifetime, Heming became a commercial pilot for USAir. He also flew for Roger Penske. White worked in advertising, started his own marketing company and also is a published author of two books — “Tall Air” and “True Blue” — under the name D Stuart White.

started many years ago when they brought a new waste management company on board.
“I appreciate that we have started that process and that we are continuing it with Pex. I think that’s only going to continue to make the transition go even more smoothly,” said Casey.
She pointed out that although it is a six-month agreement, the city is able to extend that. She said she looks forward to the city’s input in about three months as to where they should go from there.
Mayor Justin Fischer said that he agreed with it on a temporary basis during the transition period, but after that he said they would need to look into renting some space.
“They are a separate body; they should not be using our parking spaces for free forever,” Fischer said.
Pex is currently based out of Whitmore Lake, and this move reportedly will enable the invoicing of free rides for seniors and those with disabilities to go smoothly. It will also ensure that the Pex vehicles are within the Novi Community, rather than have the Novi bus drivers, who were just hired on by Pex, have to drive to Whitmore Lake every day to pick up their vehicle.
Fischer asked what Pex’s long term solution is to this situation.
Cardenas said they were still in talks on whether they will keep vehicles at the Novi Civic Center on a permanent basis.
“I think it would be extremely appropriate for them to
have some kind of a staging area or depot, that they purchase property in the city, much like Medstar did, making an investment in our community,” Councilman Dave Staudt said. “Driving to Whitmore Lake to drive back to have service in our area, it just doesn’t seem to make a lot of sense to me. I think it would behoove them to look at a facility here and make an investment in our community. I mean, they are getting $1.5 million a year. They can afford to buy a small building.”

Pex declined to comment on whether it would consider purchasing a building in the area.
“At this time PEX has no comment. Once we get further into the services, we will have better information,” said Eveliina Taylor, deputy director of Pex.

The Novi Taco Fest Returns to Novi Twelve Mile Crossing at Fountain Walk for the Third Year
What started out as an art festival for the Art as HEALING Foundation in 2022 quickly evolved into one of the largest festivals of its kind in Michigan. It’s only getting bigger and better each year.
The Novi Taco Fest is back August 23-25 at Twelve Mile Crossing at Fountain Walk for the third consecutive year. After drawing an estimated 40,000 combined attendees during its first two years, this year’s celebration offers even more taco trucks, entertainment options and family-related activities the weekend before Labor Day.
According to Novi Taco Fest Executive Director Karyn Stetz, there will be at least 30 taco trucks onsite, offering an array of options primarily managed and run by Latin American small business and food truck owners. There’s also live entertainment all weekend long featuring high energy Mexican rock band Mondo Kane, Ballet Folklorico, JR Aldaco & Midwest Allstars, and other musicians. Plus, attendees can enter an array of contests for prizes simply by bringing their dog or eating the fastest (or most). That’s because will be multiple Cutest Dog, Taco Eating and Hot Pepper Eating contests held each day. Families are welcome to hang out with their children at the Kids Zone, with plenty of activities from magic shows and face painting to live kids’ music that keeps them busy in between eating. When the event first was formed two years after the COVID pandemic started, it was the taco-themed part of the initial art fair concept that went viral locally, generating thousands of requests for more information, Stetz said. The organizers quickly realized they needed to change the focus of the event to highlight the food and a range of Mexican-themed drinks including different brands of tequila and beer. The rest is history.
“We literally had to change the scope and marketing of the event within about six weeks,” Stetz says. We had to move it to find more space. With the taco theme it just took off.” The taco fest is adding new events this year. Attendees can participate in Mexican dancing and Salsa or watch live wrestling competition. PRIMARY ELECTION REMINDERS
With the primary election coming up Aug. 6, there are several important things about voting to keep in mind.
Those who have recently moved need to update their voter registration. This can be done at michigan.gov/vote or in person at the City Clerk’s office.
Early voting is happening now and will be available through Aug. 4 at the Novi Civic Center, 45175 W. 10 Mile Road. Early voting can be done from noon to 8 p.m. on Thursday, Aug. 2, and from 8:30 a.m. to 4:30 p.m. Aug. 3-4.
Absentee ballots must be returned to the City Clerk’s Office by 8 p.m. Aug. 6, which is election night. They can also be dropped off and run through the tabulator during early voting.
On Aug. 6, the polls will be open from 7 a.m. to 8 p.m.

Attempted Vehicle Theft
A man parked his rental car in a lot on Haggerty Road at 5 p.m. July 15, and when he returned to the vehicle at 7 a.m. the next day, he found that the rear passenger side window of the Dodge had been broken out and that some of the electrical components under the glove box had been tampered with. When officers arrived, they noted shattered glass inside the vehicle and on the ground. Officers also said in the report that a control module under the glove box had been pulled out and “obviously” tampered with. The center console tray had also been taken. Police searched the area but there were no cameras that would have recorded the incident.
Items stolen from vehicles
Police were called to a home off Sevilla Circle, near 12 Mile and Napier roads, after a resident found that someone had broken into the resident’s vehicle and taken several items. The resident reportedly had parked the car at 4 p.m. July 17 and returned at 12:30 a.m. July 18. Police checked the area but were not able to find anyone with video footage of the theft. They also noted that there had been two other larcenies from automobiles reported in that area recently. Police searched Facebook Marketplace, but could not find the items.
One of the other larcenies occurred July 17, when a man called police to report that his vehicle had been broken into and his sunglasses had been taken. There was no damage to the vehicle, according to the report. The man said he had parked his car
in his driveway off Amadora Circle, which is very close to Sevilla Circle, at 4 p.m. July 16 and found it damaged at 9 a.m. July 17. The man told police that he does not feel safe in his neighborhood anymore and asked for additional patrols of the area. The man also reported that his neighbor’s car had been egged that morning as well. Police spoke with the neighbor, who said he noticed his vehicle had been egged and that he would contact the police if anything was missing.
The other larceny involved a man residing on Maryland Avenue, which is in the same general area of Sevilla Circle and Amadora Circle. He contacted police July 17 after noticing items missing from his vehicle. The man said he parked his vehicle across the street from his residence at 9:30 p.m. July 16. When he returned to his car at 8:30 a.m. the next day, he found the passenger door ajar and the center console and glove box open. He said that several items were missing from the car. The man reportedly wanted the report filed for documentation only.
Police make arrests for alleged fraud
A man and a woman reportedly were caught making fraudulent transactions at 8:25 p.m. July 18 at Walmart in Novi. The couple was seen at the self-checkout attempting to commit fraud with an exchange of gift cards. In order to prevent the couple from leaving, the police officer handcuffed both of them pending investigation.
After viewing the security footage, police advised the couple that they were under arrest for fraud. They were taken to the Novi Police Department and later released with a court date.

This new site plan would include a “primary building” that is built upon a parking podium and features amenities for the entire development. There would also be four apartment-style buildings with elevators and garage parking, 12 townhome buildings with garages, and four villa-style buildings with garage parking. The development would feature two pools, a soccer field, a tennis court, a sports court, a playground, a dog park, and 2 miles of walking trails.
The 1999 plan utilizes the same amount of space, 33.89 acres, and would offer 312 apartment units in 23 two- to threestory buildings. The units would be larger at 1,758 square feet (the units in the 2024 plan are 1,220 square feet), but offer no private outdoor space. The older site plan does not call for the added amenities of pools, tennis courts, playgrounds, etc.
“There is a site plan that they could start tomorrow without council being able to do anything about it, and it would be very impactful,” Novi Mayor Justin Fischer said. “So as I am viewing this new proposal, I’m viewing it from a perspective of are the new changes better for the city of Novi versus the current plan that they could already do. Because having nothing there is really not an option, because a site plan is already approved as part of that consent judgment.”

pany had been working with the city to update its site plan to meet the city’s requests.
“We had a meeting a few weeks ago. We heard from all of you guys about some of the questions and concerns that you had, and over the last few weeks (we) have worked closely with city staff to really advance the plan forward and find resolution on any of the open items and develop a pathway to solve any of the remaining questions that still exist,” Sasson said during the July 8 City Council meeting.
According to Sasson, the city’s engineering department conditioned their approval of the new site plan on the developer obtaining new soil borings for the stormwater basins. He said they have also agreed to an access management study that will be focused on the left turn lane on Novi Road into the site at both of the entrance points. He said that all the undisturbed wetland and woodland area that is on the site after the development is built will be preserved, and they are working with an attorney to do so. There would also be a new survey on the trees that will be disturbed, and they will comply with the current ordinance for any impact that is a result of disturbing the trees.
“We, in kind of over the course of working closely with you guys and the city staff, support the proposed three-part resolution or motion that the staff has put forth in the materials for tonight,” Sasson said. “With one request, which is the possibility to adjust the room count by up to 5% through the remaining design phase of the project.”
He said that because the plan does not have “cookie-cutter” apartments and they have a lot more design to do, they wanted
to request the flexibility. He said that this would allow them the flexibility to turn some of the studio apartments into one-bedroom apartments. According to Sasson they still have “many, many months” to get to the final site plan.
The motion to allow the city staff and attorney to continue working to amend the consent judgment and to work with the company to form the new site plan to bring back to council passed July 8 with a vote of 6-1. Councilman Matt Heintz voted against the measure, saying he wasn’t in favor of the added density.

Fischer said he has attended the festival as long as it’s been in Novi. He said it is obvious the festival is growing, as the city’s Parks, Recreation and Cultural Services Department provided the festival with a stage for its opening ceremony this year. In years past, the festival had a low platform for speakers and performances. The addition of a stage allowed the audience to get a better view of the guest speakers as well as the traditional Indian dancers.
“It was nice because with a full stage, we could have a full dance by young ladies in our temple, which was received very well,” Mahadevan said. “All the dignitaries spoke from the stage, which I think was a little grander experience.”
“You can tell it’s really picking up steam,” Fischer said.
He said it was nice to be able to speak this year as mayor, welcome people to the city and “embrace a different culture.”
“What’s awesome about this festival is the themes that they always bring are all about happiness, joy and brotherly love, and those are values that Novi’s diversity has embraced for many years now,” Fischer said. “So, Novi’s obviously a perfect fit.”
