Schools review safety protocols, resources as they welcome back students

School is starting back up again, and while this is a good thing for many families, the ever-present threat of school shootings and other violent incidents can loom over parents’ minds.

As they welcome kids back, many school districts are sharing their plans and policies for school safety to reassure parents and welcome input on how they might better keep students safe.

Most school experts agree that the first and highest priority in terms of physical safety is controlling who can enter a school building.

“The first thing school districts should do in terms of physical safety is controlling who comes in and out,” said Todd Gilevich, the director of safety and security for Troy Public Schools. “You want to look at exterior doors and how they are accessed. This includes keeping track of who is coming and going through key fobs or physical keys, or key codes and cameras. You number your exterior doors so they can be communicated to first responders in the event of an emergency,” he said.

Communities share various uses of federal ARPA funds

When the American Rescue Plan Act of 2021 was signed into law on March 11, 2021, the federal government agreed to distribute $195.3 billion to state governments and the District of Columbia to give local communities aid in recovering from the economic impact of the COVID-19 pandemic.

Communities lost funds in several ways due to losing tax revenue, extra costs to pay for facilities to stay open and having to suspend events that brought in revenue. This was amplified with costs for many materials or services increasing during the pandemic, as well. They have since received their portions of the funds in two installments and have taken to using the money in various ways to try to improve their local resources or address issues that had to be put on the back burner due to the pandemic.

Of the $9.8 million in funds distributed to the city of Southfield, $4.5 million were used for a variety of projects, including $700,000 for an economic development accelerator, $1.1 million for park improvements, $250,000 to create a stormwater management master plan, $750,000 to create a business evolution lab, $1.3 million in

Longtime local musicians host first public concert to benefit MS

A group of local musicians are taking their personal passions for fiddle and Celtic music public with a performance to benefit the National Multiple Sclerosis Society.

Jokingly calling themselves “Three Jews and a Goy,”

the group consists of fiddlers Talbert Stein, of Huntington Woods; Anita Meyers, of Troy; and guitarists Marty and Laura Kohn, of Huntington Woods. The quartet have been making music in their homes and backyards for some 15 years, but they were inspired to use their talents to take action against multiple sclerosis.

“All of us, I think, have a very strong sense of social

conscience,” said Meyers. “MS can be a devastating illness.

We chose to support that, since it is very well known, and most people know someone who has it in various stages. Our group has some personal connections to it, since important people in our lives have had it. We contacted the National MS Society, and they said they will help us in any way (they) See MS on page 10A

Art exhibition presents work of current, former prisoners

Topics such as loss, regrets, injustice and hope are all fruitful inspiration for works of art — even more so for those who have been imprisoned.

An exhibit running at the Museum of Creative Arts Detroit is working to prove that very point with its Free Your Mind exhibition. The Michigan Justice Fund, a statewide initiative of the Community Foundation for Southeast Michigan, the Eli and Edythe Broad Art Museum, the Prison Creative Arts Project at the University at Michigan and MOCAD

are partnering to display the art of currently and formerly incarcerated individuals to demonstrate what that part of our population has to say.

“We wanted to have the exhibition to raise the collective social consciousness around mass incarceration,” explained Ashley Carter, the director of the Michigan Justice Fund. “It’s the work of artists who are part of the Prison Creative Arts Project. It’s a program that works with artists incarcerated in Michigan prisons.

TROY COMMUNITY CHORUS WELCOMES NEW MEMBERS

The Troy Community Chorus is welcoming members to join its 2023 fall season starting on Tuesday, Sept. 5, at Troy Athens High School, 4333 John R. Road.

Athens athletes earn honors at AAU Games

Two Troy Athens track athletes, Julian Farrell, a rising junior, and Evan Watson, a rising senior, along two other high school athletes, Drew Graves and Derrick Lee Jr., ran in the men’s age 17-18 4 by 400-meter relay at the 2023 Amateur Athletic Union Junior Olympics Games July 29-Aug. 5 in Des Moines, Iowa.

Their team finished in sixth out of 62 teams and earned All-American status.

“It was our relay team’s goal to become All-American,” said Farrell. “I am very happy to have done this with Evan, since we have been running with each other since middle school and we have seen each other grow. The competition was very hard. Achieving sixth place in the whole country was a big deal, especially out there in the heat and having to stay ready and warmed up all day.”

“It was a very fun experience to compete on such a high level. It was a huge college facility, and it was fun to compete with some other elite athletes across the nation,” added Watson. “Me and Julian have known each other since middle school, and we reached our goal that we set this summer to become all-American. Now that just motivates even more to strive to be all-American again next year, because I know I will be.”

Additionally, Ava Davis, a Class of 2023 Athens graduate, finished eighth in the age 17-18 women’s high jump at the competition.

Sixth annual Patriot’s Race to return Sept. 10

White Chapel Memorial Park Cemetery will host the sixth annual Patriots Run/Walk on Sunday, Sept. 10 at its location at 621 W. Long Lake Road.

The event will benefit the Michigan Wounded and Returning Warrior Program, which supports veterans wounded in combat. It will mark the 22nd anniversary of the Sept. 11, 2001, terror attacks. Accordingly, there will be a moment of silence at 9:03 a.m. in memory of the attack on the second tower.

The Patriots Race will begin at 9 a.m. with a 10K and a 5K timed race, followed by a run/walk. The cost to register varies between $23 and $50, depending on distance, age and veteran status. Registration can be done at www.raceroster.com; search “white-chapel-patriots-race.”

Gold, silver and bronze commemorative dog tags will be awarded to top race finishers, and each participant will receive a T-shirt and participation dog tags. Prizes will be given for the most patriotic attire.

M1 CONCOURSE BRINGS CAR ENTHUSIASTS TOGETHER IN AN AUTOMOTIVE ENVIRONMENT

om McDonald has been around cars his entire life.

“Growing up, I could tell every car by the sound of the motor,” he said.

As a family man with a wife and four daughters, McDonald worked in automotive communication for more than 50 years.

Now retired, McDonald can often be found at his favorite spot in town: the M1 Concourse in Pontiac.

The 87-acre M1 Concourse — located at the northwest corner of Woodward Av-

enue and South Boulevard — is known as a premier destination for automotive entertainment and recreation. The concourse is a community of private car condominiums with living rooms and kitchenettes. Each car condo garage features two-story open spaces ranging in size that allow for parking multiple vehicles.

The concourse also features a 1.5-mile road course, an events center, and indoor and outdoor spaces that overlook the track.

It’s a place where car buffs can gather for private and public events. There’s also a retail store on-site.

“This is like a country club for car peo-

ple. It’s fun. It’s a place to play and a place to rest,” said McDonald, who resides in Rochester Hills. “This was an old General Motors plant. It was like a brownfield.”

The M1 Concourse is the ideal place for McDonald to store and drive his five cars: a 2017 Mazda MX-5 Cup racing car, a 2016 Mazda Miata street car, a 1957 Porsche Speedster, a 2016 Porsche 911 Carrera, and a hybrid 2019 Porsche Panamera.

McDonald said the Miata “is wonderful for the street and the track.”

“It provides a thrill and a smile,” he said. “You get out of this car and you can’t help but smile.”

As for the 1957 Porsche Speedster, “This is a very rare car. Very few of them were made,” McDonald said. “It has a rear engine and has been fully restored.”

Inside his condominium his love for cars is evident by the number of posters and mementos dedicated to his years of working in the automobile industry. One special piece is the toy replica model of a 1956 Chevy Bel-Air. “I took my wife on our first date in this car. It was a drive-in in Pennsylvania,” McDonald said. “I was in college. That brings back a lot of memories.”

“Fraser has 12 buildings: one high school, one middle school, six elementary schools, one early childhood center, an administration building, an operations and maintenance building, and a transportation and maintenance building. All buildings have (all the district’s) safety measures installed,” said Dan Waters, Fraser Schools’ director of operations, maintenance, transportation and school safety. “Over the last two years, the district has invested about $2 million in security upgrades across the district.”

Waters said such measures have been in place in his district for nearly two decades.

“We’ve been focused on school safety since 2005. The bond we had then allowed us to install new entryways called sally ports.

They are located in the vestibule, so anyone entering has to be let into the building by staff. We also put in Columbine locks, which allows teachers to lock their classroom door from the inside.”

Randy Liepa, the interim superintendent of Bloomfield Hills Public Schools, said similar vestibules are in the process of being added to all of Bloomfield Hills Schools’ buildings.

“Secure vestibules will provide both an audio and visual means to assist with this process,” he said in an email. “BHS aims to follow best practices and the recommendations as set forth by FEMA’s Systems Based Approach to layered school security. Secure vestibules for elementary and middle schools will be complete by the end of the Bond 2020 timeline.”

Other crucial measures include communication resources, staff training and emergency planning.

“We were granted a $250,000 grant from the Michigan State Police, which allowed us to update our PA systems so we can communicate across the buildings in the case of an emergency,” said Waters. “We also are installing emergency buttons this year and created a flip chart that staff all have so everyone knows how to respond in the case of any emergency situation. All staff also have mandatory safety training every year. …

McDonald held executive positions in automotive communication with various companies over the years. That includes Volkswagen of America, Mazda, Porsche, Audi and ThyssenKrupp. His primary responsibility was to maintain a relationship with the company he was working for and the media. He was always available, for instance, when a new car was unveiled.

“We’d launch new vehicles, maybe at a racetrack, or we’d go to places with good roads,” he said. “We’d give journalists the opportunity to drive the car on the racetrack.

When the media person had a question, they could call the PR person. We always took an honest approach. I always thought of myself as the conscience of the company.

“I started working in 1967, and in 2021, I fully retired. I hung up my car keys, as they say,” the U.S. Army veteran said. “I have enjoyed every moment of my working career. I traveled around the world and met people. I have my friends in automotive media throughout the country and throughout the world I stay in touch with.”

He also stays in contact with many people at the M1 Concourse.

“We’re friendly people. We’re outgoing,” McDonald said. “We love to talk about our cars. There’s such a variety of cars and people. Everyone from a 1910 Ford Model T to a 2020 Porsche 918. There are a lot of exotic cars. We have race car drivers, collectors, Corvette guys, Mustang guys.”

He also said the M1 Concourse is not a racetrack but rather a performance track.

And safety is a priority.

“All the cars have to be inspected every year — brakes, tires inspection — to make sure the cars are in good shape,” McDonald said.

“It’s a great feeling,” McDonald said of driving along the track. “You’re feeling the G-force on a turn. You’re feeling the braking and the acceleration. It’s like if you ride a horse. You’re feeling the motion of the horse.”

Car owners are allotted a certain number of hours to use the track, and those times shift between morning, afternoon and evening. Each condominium has an official address and a pit lane number.

The general public is invited to the M1 Concourse “Cars & Coffee” on the first Saturday of the month from April through October. The time is 8–11 a.m. Each show has a special vehicle theme. The Sept. 2 theme is Ford, Lincoln and Mercury. The Oct. 7

theme is Japanese Domestic Manufacturing and Asian Brands.

can. … It was our desire to help this cause that made us want to finally play in front of a big, public audience.”

The group will perform at 3 p.m., on Sunday, Aug. 27, at Troy Oaks Community of Christ Church, 3830 Crooks Road, in Troy. They will be joined by bass guitarist Steve Shepard, of Southfield. There is no cost to attend, but donations are welcome, the entirety of which will benefit the National MS Society.

“It will start at 3 p.m. on Sunday afternoon. We will welcome people there and explain what the concert is about and then turn it over to the band,” said Pastor Jerry Van Rossum. “If you are interested in supporting the MS Society with a donation, this is a wonderful opportunity to do so. It’s also a great opportunity to enjoy a wonderful amateur band and take in their wonderful music.”

For years, Meyers, Stein and the Kohns have played simply for the joy of playing.

“One of our guitarists would noodle around on his porch; that was Marty,” explained Meyers. “The Kohns were neighbors with Bert, and he came over and they started

talking about music. Marty’s wife and I used to work together. We all got together and started playing together just for the fun of it. At most we would play for some friends at parties.”

Van Rossum said that their desire to try to help those with MS coincided perfectly with his church’s efforts to be more active in the community.

“Anita is a member of our congregation. One of the things I’ve done since I’ve taken over here was (consider) how to make the church more involved in the local community,” he said. “Anita said they were looking to do a benefit concert, and we listened to them rehearse, and we decided to give it a go. … Research shows that those not attending church regularly … don’t know what a church does or what it does for the community, and this was a way we could show what our ministry is about.”

The group’s repertoire comprises traditional Scottish, Irish, English, Canadian and American tunes, as well as some pieces composed by Stein.

“Marty has done a lot of work in bluegrass over the years,” said Meyers. “I think Celtic music is very popular. I have a little Scottish heritage. It’s very appealing music.

We enjoy it, and we have a lot of fun playing it.”

Van Rossum also mentioned that those who are interested in the concert or local music in general should stay tuned, since the Troy Oaks Community of Christ Church will also be presenting other musical offerings in the future.

“We’ll have a second concert in November, and that will be by the Detroit Concert Choir,” he said. “They are an award-winning choir and are an amazing group. More details are to come.”

A time and date for the upcoming concert are forthcoming.

Meyers said she isn’t sure if her group

will continue playing at other future events but hopes the community will turn out for this one.

“We’re not sure if we’re going to keep playing in front of crowds. If there’s a demand for it, we will,” she said. “This is a chance to have some fun, listen to some fun music, and, at the same time, benefit those living with MS. The MS Society wants to help these people live their best lives, and we would like to help with that, and if possible, help fund research.”

Three-straight playoff appearances is something to be excited about, especially when you’re winning seven or eight games each season as Troy has the past two years.

With a core of returning starters on the defensive end, Troy is hoping to earn their fourth-straight trip to the playoffs for the first time since 1992-1995.

The four-year veteran Nolan Block (RB) headlines the offense alongside senior quarterback Parker Brandenberg, who had the Colts offense rolling the last three games with 42, 27 and 41 points, respectively.

“Slowly as the year went on, I think kids got more confident that they should be out on the field and more confident in what they were doing,” Troy coach Chris Frasier said. “It definitely felt a little smoother as the year went on.”

Junior defensive back Jaielen Peacock anchors the defensive corps alongside senior defensive end De’Niro Prince and Junior defensive lineman Lucas Tic.

Troy Athens

Back-to-back winning seasons have Troy Athens feeling confident heading into 2023, but they’re looking to play some playoff football this year.

The Athens offense is led by their expe-

rienced offensive line in senior Micah Pobursky and senior Hayden Crum.

Senior defensive lineman Deshaun Nolton anchors the Redhawks defensive unit alongside sophomore linebacker Cainan Hanbury, junior defensive back Elliot Booth, and senior defensive back Kendle Terry.

Berkley

First game: vs. Walled Lake Central, 7 p.m.

Aug. 24.

Graduation woes hit Berkley last season, and it showed in the wins and losses category.

This year, Berkley is on the wrong end of the returning starters pool for both sides of the ball, but they’re determined to improve this season.

Led by senior quarterback Sunny Kadlitz, the Bears are more motivated than ever entering the 2023 season.

“Sunny is the leadership,” Berkley coach Sean Shields said. “Everyone follows Sunny.

If Sunny says, ‘Hey, we’ve got to jump,’ everyone else is asking, ‘How high?’ Everyone knows he’s the guy and that he’s going to do right by everybody.”

Alongside Kadlitz, senior wide receiver Brendan Bushey and Fadil Traore lead the pass-catching unit while junior Anthony Anderson and senior Ethan Rothenburg are expected to handle the bulk of the carries.

The Bears defense is led by an array of talent including senior Amadou Ndiaye (LB), senior Josh Flanders (DB), sophomore Collin Richardson (DL), sophomore Jack Rittenbery (DL) and junior Kyle Gabriel (LB).

League: Macomb Area Conference Bronze Division.

First game: at Perry, 7 p.m. Aug. 25.

It didn’t look promising when Clawson started out 0-2 to start the season, but league play came when they needed it most as they went 4-1 in the Bronze to earn their fifthstraight playoff appearance.

While Clawson graduated a trio of allregion talent, they’ll look for their young players to step up and make an impact this season.

Clawson will open with Perry and Marine City respectively this season, the same teams they went 0-2 against to start the season in 2022.

Ferndale

Last season’s record: 5-5.

League: Oakland Activities Association Gold Division.

First game: vs. Harrison Township L’Anse Creuse, 7 p.m. Aug. 24 It was apparent coming into 2022 that Ferndale possessed the talent to be a successful football team, and they showed just that by improving their win total by four.

Now a .500 team, Ferndale is prepared to take that next step with a healthy number of their starters from last season returning.

Senior Leander Neal (WR), junior Jaden Mills (WR), junior Dekari Smith (RB/ WR), senior Lavarr Croxton (OL) and senior DeMarco Walker (OL) are all expected to be impact performers on the offensive end.

Croxton will also anchor the Eagles defensive unit alongside junior Gary Maxwell (DB), junior Darnell Lee (DB), junior Deandre Miller (DL), junior Bryce Ferguson (LB) and junior Antonio Jones (LB).

Three charged in prescription fraud scheme

A pharmacist, a doctor and a pharmacy technician have been charged for their alleged roles in a health care fraud scheme of more than $7 million.

The defendants are Samer N. Youssef, 56, of Troy; Dr. Daoud Faraj, 52, of Dearborn; and Houda Bazzi, 34, of Dearborn.

Youssef and Bazzi were listed by the U.S. Department of Justice as also residing in Indian Rocks Beach, Florida.

Prosecutors claim that Youssef, a licensed pharmacist, worked with other people to identify expensive “specialty” drugs that he could resell. “Specialty” drugs are prescription medications that treat lesscommon conditions or have other unique features, and prescriptions for those drugs are usually filled by specialty pharmacies, not regular retail pharmacies, so they are thus generally more expensive than most prescription medications. Some of the specialty drugs identified in the indictment were meant to treat cystic fibrosis and relapsing forms of multiple sclerosis.

Youssef allegedly worked with several physicians in southeast Michigan, including Faraj, to write medically unnecessary prescriptions for the specialty drugs Youssef wanted. Faraj wrote the medically unnecessary prescriptions in the names of fake patients who were individuals Youssef, Bazzi or Faraj knew, including Medicare beneficiaries, and in the names of Youssef and Bazzi themselves, who were covered by Blue Care Network, according to prosecutors.

The defendants allegedly arranged for the medically unnecessary drugs to be shipped to addresses in southeast Michigan that were under their control. Prosecutors allege that

Youssef, Faraj and Bazzi caused Medicare and Blue Care Network to be billed for the medically unnecessary specialty medications.

Medicare and Blue Care Network then paid for the specialty medications, which Youssef, Bazzi and others allegedly sold and shipped to domestic and foreign businesses at 100% profit. Prosecutors say that they ran this scheme between 2016 and 2021.

“These licensed health care professionals are alleged to have defrauded Medicare and private insurers of millions of dollars and lined their own pockets with funds meant to provide essential services to seniors and disabled individuals,” U.S. Attorney Dawn Ison said in a press release. “My office is committed to prosecuting any medical professional who attempts to exploit taxpayer-funded programs or private insurers.”

The charges against Youssef, Faraj and Bazzi include one count of health care fraud conspiracy and 15 counts of health care fraud – aiding and abetting. Youssef is also charged with 12 counts of money laundering.

“These defendants allegedly compromised the integrity of the healthcare systems by taking millions of dollars that should have gone to providing quality care to patients with true medical needs,” Devin J. Kowalski, acting special agent in charge of the FBI’s Detroit Field Office, said in a press release.

“The FBI and our law enforcement partners will not relent in our efforts to investigate and bring to justice anyone who engages in this type of criminal behavior.”

Faraj’s attorney, James Burdick, could not be reached for comment prior to press time. Youssef and Bazzi did not have attorneys listed in court records at the time of publication.

WATCH Troy police recover stolen van

Police officers located a reportedly stolen U-Haul van near the intersection of Maple Road and Stephenson Highway at 10:09 a.m. July 25 after the vehicle’s location was reported to the police.

After initiating a traffic stop on the vehicle, the officers confirmed it was the vehicle that had been stolen in Warren. The driver, a 33-year-old Clinton Township woman, was arrested on one charge of possessing/receiving a stolen vehicle.

Truck recovered

A 2021 Ram 1500 truck was recovered in Detroit July 26 after being stolen at 4:11 a.m. that day from a home in the 2100 block of Chalgrove Street in Troy.

Alleged catalytic converter thief caught

A 45-year-old Warren man was arrested in connection with several larcenies in the area, including the theft of catalytic converters from vehicles.

He was taken into custody at 5:27 a.m.

July 28 in the 2300 block of Coolidge Highway. After observing the suspect steal catalytic converters, Troy detectives boxed in his vehicle in the area of 13 Mile and Southfield roads.

According to the police, the suspect refused to follow commands and accelerated his vehicle forward, ramming the police vehicle in front of him. The driver was then removed from the vehicle and taken into custody. A handgun was located in the vehicle.

The suspect was charged with two counts of larceny from a motor vehicle, one count of possession of a firearm by a felon, one count of possession of a firearm in the

A woman reported that the passenger window of her vehicle was smashed out while she was inside the Powerhouse Gym at 2585 Livernois Road. The incident occurred between 7:20 and 7:32 a.m. July 25. Nothing was missing from the vehicle.

License plate stolen

A license plate was stolen off a vehicle in the 2800 block of Troy Center Drive between noon and 4:20 p.m. July 23.

Equipment stolen from local business

Work equipment was stolen from a Troy business in the 1100 block of Chicago Street at 4 a.m. July 28. The items were stolen from one of the business’s work vans and trailer by cutting a padlock. Items stolen included a leaf blower, a tool kit, tools, batteries, fitting crates, a headphone charger, a power inverter, sprinkler valves and more.

Police are investigating.

Contractor materials robbed

A local contractor reported that 18 pallets of shingles valued at $25,000 were stolen from a parking lot in the apartment complex where they were being staged for a job. The theft occurred sometime between June 22 and July 26 in the 2600 block of Alisop Place.

Car vandalized

A vehicle was vandalized with key scratches and a carved expletive sometime between 9 p.m. July 22 and 5 p.m. July 24 in the 4200 block of Three Oaks Drive.

your electrical. You know, there’s two trades, you gotta have permits. There’s a lot involved.

I mean, it’s an all-day job,” she said. “Inspections that gotta happen. I mean, you got a mechanical guy doing all the gas piping, you got an electrician, multiple electricians there installing this. It’s a pretty big deal.”

For people who get portable generators instead of standby generators, Jack Blanchard, Berkley’s emergency manager and former city councilman, said homeowners should not have a generator run too close to their home or window, as it might lead to carbon monoxide entering the house.

“We see that some people just set it outside the window so they can run a cord in a window or something, and then they’re getting exhaust fumes in and don’t even realize that,” he said.

Outside of purchasing a generator, some tips for when the power goes out can be as simple as keeping fridges and freezers closed for the outage’s duration.

Blanchard said this is important for food safety. He also said it’s important to unplug all appliances while the power is out. “(It’s) to make sure that when the power comes back on, you get a surge, your computers are not going to get blasted so that they will survive. Any other major appliances, you should shut down the power by (turning off ) the circuit breakers.”

Some homeowners also might have to be concerned about pets that depend on electrically powered habitats, such as fish.

Ethan Fogle, owner of Fishy Bizz in Farmington, said owners can obtain battery-powered air pumps to keep the oxygen running in their fish tanks.

“If you’re worried about getting really hot, you can just do, like, cold water changes, do a water change on the tank and, you know, use cooler water to kind of cool the water down … so it doesn’t get too hot for the fish, and then, like, a batterypowered air pump so you can keep oxygen going,” he said.

In terms of how quickly a fish owner needs to act to get a battery or change water, Fogle said this depends on the size of the tank and the fish.

“A bigger fish is gonna use oxygen up a lot quicker,” he said.

“So there’s more urgency with larger fish. … They’re larger so they’re gonna use the oxygen up in the water quicker. The urgency is more with them versus smaller fish that really can live in small amounts of water, don’t use as much oxygen.

“So the larger the fish, the quicker you want to act on making sure that there’s oxygen going in the tank with a USB air pump or a battery-powered air pump and then cooling the tank, too. It doesn’t really have anything to do with the size. It’s just if it gets too warm, they don’t do well and when the water gets warmer, the oxygen levels Shutterstock image drop naturally,” Fogle said.

t’s been 20 years since metro Detroit and a large portion of the northeastern United States underwent a massive blackout that lasted for a couple of days.

Much like that blackout, homeowners never know when a power outage will strike, but they can be prepared for when one occurs.

According to DTE Energy, the majority of power outages in the U.S., around 62%, are caused by weather or tree-related incidents. Other outage causes include equipment failure, public or animal contact, power grid failures or maintenance.

The company states that, during a major storm, its priority in power restoration starts with hospitals, nursing care facilities, police and fire stations, radio and television stations, and sanitary pumping facilities. The focus after those facilities turns to households and businesses, starting with electrical circuits where the largest numbers of customers are without power.

There are efforts that residents can take to mitigate any potential damage to their appliances or to restore some power to their homes.

Many homeowners might turn to purchasing their own standby generators to get some power back. Maria Handlen, the office manager for Joe Pizik Electric in Troy, said the type of generator to buy can depend on what a homeowner is looking for.

“You know what you want to operate when the power is out. So that determines what size (for a generator),” she said. “So you kind of know what you want when the power does go out. … Some people want furnaces, and some people don’t want the AC; some do.”

Air-cooled generators can run from $8,000 to $15,000, Handlen said, and they can go up higher if you’re looking for a liquid-cooled generator.

“Some homes have to have liquid cooling because they’re so big,” she said. “Let’s say if (your home is) 6,000 square feet and got multiple furnaces and AC’s, you’re going to have to go with a liquid-cooled unit. Air-cooled ain’t gonna work for your home. So most average homes, you know, 4,000 (square feet and) under, 5,000 (square feet and) under can operate with an air-cooled generator.”

Handlen noted that it’s hard to get generators installed because there’s a lot involved in the process.

“Generators start at just under $4,000 for a standby generator. That’s the cost of the generator. Then you get mechanical and

So much of their art talks about the family experience. Some talk about being incarcerated as a young person. There are up to 3 million people in this state who have been impacted by incineration, so that means 3 million families impacted by this issue.”

Nick Buckingham is among the artists featured as part of Free Your Mind. He said he hopes he can provide some insight into the experiences of incarcerated individuals and shine a light on the realities — positive and negative — of America’s criminal justice system.

“This is something I took part in after being released. I have been working with the Michigan Justice Fund and Michigan Liberation,” he said. “These programs sort of sought me out. For the last eight years, I have done a lot of grassroots work to end mass incarceration. The work I have been doing has attracted some organizations to look at formerly incarcerated individuals differently.”

He was initially invited into the program

by Carter and wants this to be a chance to open up the discussion about important topics such as crime, rehabilitation and wrongful imprisonment.

“There are two things happening with the art show,” said Buckingham. “One, it highlights the numerous people who are working to end mass incarceration. It, secondly, allows those who are incarcerated to work through their art. In the culture in the prison system, it’s hard to look at things with a larger perspective. This opens that perspective up.”

“The exhibition is a good place to explore your curiosity, so even if you don’t know anything about these issues, it’s an inspiring introduction to the subject,” Carter added. “It’s a good opportunity to explore those who have

gone through these experiences. … We also are using the exhibition as a chance to share with people what they can do to support those reentering society and how they help our efforts.”

Both Carter and Buckingham said that providing such programs for those in prison is crucial as it is not only beneficial to their emotional well-being and mental health, but it also can help serve as a means of addressing the issues that caused them to be locked up in the first place.

“About 95% of people come home from prison, and we want them to come home to meaningfully contribute to society,” said Carter. “Having programs like this allow them to socialize helps cultivate skills for them upon reentry, and it provides healing for the participants, and that healing keeps them from going back to the circumstances that led to them being criminalized.”

“I hope this lets people see those who have been incarcerated as human,” added Buckingham. “A lot of people think of rehabilitation when they think of the prison system, but in a lot of cases, it’s more like putting them in a kennel with no resources. Statistics say 95% of those locked up will come home someday. If you treat them as animals, they will come out as animals. We need to work at restoring these people.”

Fire Department equipment and logistical improvements, $350,000 for “HERO pay” to compensate essential and frontline workers, $142,000 for Police Department equipment, and $11,000 for technical services improvements.

“The fiscal year 2024 budget (also) includes approximately $3.2 million in onetime capital/equipment purchases across general fund departments, leaving approximately $2 million not specifically earmarked,” said Southfield Community Relations Director Michael Manion in an email.

Austin Michaels, the director of fiscal services in Southfield, said that much of the money for communities will be used to replenish their general funds, stating that many communities lost a significant amount of revenue during COVID. “ARPA allows anyone who got $10 million or less (to) use the funds for saving for their general fund, since they would have lost at least $10 million in losses in their revenue,” he said. “So half of the original $9.8 million will go toward that.”

He added that the amount each community received was decided at the federal level.

“The amount each community got was based on the Community Development Block Grant fund formula, so it was determined at the federal level,” said Michaels.

“They released the criteria, but it was incredibly convoluted and difficult to understand.”

The city of Fraser is using its funds to work on two projects that city manager Elaine Leven said have been issues the community has been hoping to address for some time.

“We are working on replacing the HVAC system in City Hall. This has been in process since last year, and we hope to have it completed by November,” said Leven. “We are also going to be working on the Masonic Detention Basin that requires some maintenance later this year and next year. … Right now, our engineer is working on surveying the property.”

Michael A. Vigneron, the director of engineering for Anderson, Eckstein & Westrick Inc., which is handling the Masonic detention basin project, said that the pump system has been something Fraser has been hoping to address for some time.

“As part of some SAW grant money from 2016, we evaluated the basin at that time. When we told them what needed to be done, they didn’t have the funds to fund the necessary repairs. Now they can move forward with the ARPA funds,” he explained.

“They are also looking at reestablishing the

capacity of the nearby retention basin. We might clean it out and treat it if they want to move forward with that.”

He added that the system was in dire need of improvements.

“We’re looking at making upgrades to the pump station there,” said Vigneron. “It’s an aging pump that requires a lot of maintenance now. By upgrading it, it will improve the redundancy and efficiency of the system.”

Troy City Manager Mark Miller added that these funds had to be carefully implemented to ensure they fit within the ARPA guidelines.

“According to the Government Finance Officers Association, ARPA funds could be used in the following ways,” he said in an email. “As revenue replacement for the provision of government services to the extent of the reduction in revenue due to the COVID-19 pandemic, relative to revenues collected in the most recent fiscal year prior to the public health emergency, (compensation for) COVID-19 expenditures or negative economic impacts of COVID-19, premium pay for essential workers, (and) investments in water, sewer and broadband infrastructure.”

Troy received $8.2 million in ARPA funds, of which $4.5 million was used to build the ice rink and pavilion opening this winter; $2.3 million was used to improve industrial streets in the city, including Beach Road; and $1.4 million was used for the purchase of a new fire truck.

“The projects we selected came about through our budgeting process and from our multi-year Capital Improvement Plan (CIP),” wrote Miller. “This plan includes an

array of infrastructure updates the city continuously maintains including roads, public safety equipment, and recreation amenities.

In short, the decision behind using the ARPA funds for those projects came based on the CIP and what the budget priorities were at the city’s annual advance.”

Miller hopes residents of his community, and other neighboring communities, can have faith that these funds have been spent responsibly to better the lives of residents.

“The message we want our Troy community to know is that these federal dollars were wisely spent and focused on improving and enhancing the residents’ commute within the city, protecting their safety, and enriching their well-being with additional outdoor activities that accommodate all four seasons,” he wrote.

OK2SAY shows increase in reports

METRO DETROIT — On July 25, the office of Gov. Gretchen Whitmer released an annual report that showed Michigan State Police logged more than 7,400 tips from OK2SAY in 2022, which was a 19% increase from the previous year.

OK2SAY is a student safety program which allows anyone to confidentially report tips on criminal activities or potential harm directed at Michigan students, school employees or schools. Tips can include reports on bullying, individual threats to a specific person, drugs and alcohol use, harassment and depression.

OK2SAY is available 24/7 and tips can be submitted by calling (855) 5652729 or texting to 652729, which stands for OK2SAY. Tipsters also can send an email to OK2SAY@mi.gov or at the website michigan.gov/ok2say. The OK2SAY mobile app is available for download in app stores for iPhone and Android.

Initial tips are fielded by Michigan State Police OK2SAY technicians. They are trained to receive, analyze and disseminate tip information to local law enforcement agencies, school officials, community mental health service programs, or the Michigan Department of Health and Human Services for a timely response.

The state’s fiscal year 2024 budget includes an additional $378,000 to support the hiring of three more OK2SAY technicians to respond to the increasing number of tips.

Troy High HOSA team achieves success at national conference Troy High School’s Health Occupations Students of America team recently returned with many accolades from the International Leadership Conference in Dallas.

This competitive conference took place June 20-25 and welcomed more than 12,000 students from the United States, Puerto Rico, Mexico, Canada, American Samoa and China.

Twenty-eight Troy High students accompanied team moderator Angie Griesmann to this year’s conference.
