PRESIDENT’S PIECE
Next Meeting - June 7th, 2013
Perfect weather, wonderful company and fantastic vehicles were the order of the day on our recent National Tour to Albury. The trip up was most enjoyable, if a little challenging for some of us. The view at Falls Creek was nonexistent due to the fog and the weather was bracing. We saw some lovely countryside and interesting spots, although this was just the start to three more days of touring hosted very ably by CHACA Morgan Country.
John Hughes has kindly offered to give us a talk and slide show about the raid on Nuremburg in 1944 by RAAF, which resulted in the loss of 96 RAAF aircraft. The night will be entertaining and informative, so please come along and enjoy.
Then there was the trip home. We travelled to Glenrowan and then over more mountains to Mansfield via Whitfield and Tolmie. Goodbyes were said in Mansfield and Erica & I travelled home via Alexandra (boyhood memories), Healesville and Coldstream. This Journal has a good coverage of the Tour and I believe there is a Special Tour Edition Journal in the pipeline.

These events don’t “just happen”. A lot of planning and preparation goes into them. John Baker and Vin Forbes took on the challenge and were ably supported by their wives, Louise & Lana. They have done a first rate job, under difficult circumstances in the last few months. Thank you all of you. We are looking forward to the next Tour, hopefully in two year’s time and organised by one of our affiliated Clubs.
What a fantastic 6 days! 6 Days of something new every day. Our first National Tour since October 2001 and a “Clayton’s” National in June 2004.
We are now in our 48th year, having been established in 1966. Our founders had a vision to bring together people with an interest in vehicles built from 1931 to 1942. Times have changed and now, like a lot of Clubs, we accept any vehicle up to 25 years old. With the changes to the CPS making the use of our vehicles more flexible, we are attracting a lot of new Members. Some of these are just “using” the Club for what they see as “cheap registration”, whilst others – the majority we hope – are enthusiasts who enjoy using their vehicle. In 2016 we plan to celebrate our 50th Birthday which will be a gala event. However, to ensure that we reach this milestone we need Members to take on the jobs required to run the Club. None of these is an onerous job but they are all vital. Taking on one of these positions is also a good way to meet other Members and to really become involved in YOUR Club. Please talk to me about helping out. We can be flexible enough to fit in with your requirements and it is not essential that you attend Committee Meetings. If we don’t have our Members to take on these roles then Committee will be seriously considering using Club funds to pay outside organisations to do it for us. Please don’t let this happen. John Baker and Vin Forbes came up with the idea around June 2012 and it has come to fruition some 11 months later. After those 11 months of planning and research and with the assistance of Morgan Country they produced an event that everyone involved can be justifiably proud of. We all know there were hitches and hiccups, but most of us were blissfully unaware of them and the end result was an extremely enjoyable event with lots of great memories. How they organised the weather, I don’t know, it was perfect the whole time. Despite the rather average conditions just as we were about to leave Pakenham on the first day. However it cleared quite quickly the further East we went. These sort of events become possible through the willingness of members to pitch in and have a go. It becomes easier when there are people out there who are prepared to help in any way they can. The same goes for the general running of the Club which is not happening. We are still looking for a Secretary, an Activities Coordinator and an Editor-in-Training. Traditionally the newer members are the ones who step forward and volunteer their services. Being new, they are fresher and keener, with new ideas and inherently ideally qualified to serve on committee. On the role of Editor:- I am nearly 72, young on today’s standards, perhaps, but not young enough to project the fresh and vibrant picture of the Club through the medium of the Club Journal that we need in order to attract younger members. Clubs need younger members to survive.

Irish Christening Patrick’s pregnant sister was in a terrible car accident and went into a deep coma. After being in the coma for six months, she wakes up and sees that she is no longer pregnant. Frantically, she asks the doctor about her baby. The doctor replies, “Ma’ am, you had twins....a boy and a girl. The babies are fine, however, they were poorly at birth, and had to be christened immediately so your brother Patrick came in and named them. The woman thinks to herself, “Oh suffering J...s, no, not me brother, he’s a clueless idiot....Expecting the worst, she asks the doctor, “Well, what’s my daughter’s name?” “Denise” says the doctor. The new mother is somewhat relieved, “Wow, that’s a beautiful name, I guess I was wrong about my brother,” she thought....I really like Denise. Then she asks” What’s the boy’s name?” The doctor replies “Denephew”. Compliments....Russell Kerr

Dear Eddie Our Federal Government has just passed legislation that gives them the power to take your money from your bank account if you have not used it for 3 years. From the 31st of May this year, the Federal Government will have the power to transfer your bank balance to their coffers. The definition of "using" a bank account involves either withdrawing or depositing. Note: Interest payments are not considered to be deposits and fees are not considered withdrawals under this legislation. What to do NOW? 1. Check all of your bank accounts and make sure you have transacted over the last 3 years. If you haven't used your account during this time, make a withdrawal or deposit. Otherwise you will lose it. 2. If you cannot remember where a long lost account may reside, use this ASIC tool to conduct a search https:// www.moneysmart.gov.au/tools-and-resources/find-unclaimed-money If, for some reason, your money is taken by the Government under this law, you will be able to apply to ASIC to have it returned. However, this is not likely to be a quick process.

CHACA Family Autumn National Tour. Albury/Wodonga 28th. April to 3rd. May 2013 Perfect weather, great company and everyone out to enjoy themselves. What more could you ask for ? For the Victorians the day started at the BP Servo near Pakenham. Initially the day was fine, but deteriorated rapidly just as the welcoming talks and instructions were coming to a close. Unfortunately Norm and Mickey Bradford, and Bill and Ally Stanton had to pull out due to ill health. After morning tea, then lunch, enroute, we arrived at Nyerimilang Homestead for afternoon tea and a look around at this historic place, before heading off to Lakes Entrance for our overnight accommodation. Bill and Ally Stanton called in briefly to greet us all. By now the weather was much more pleasant and bode well for the rest of our trip over the mountains next day. Monday dawned and we all headed for the hills. The planned route via Mt. Hotham was closed due to road works

and we now went via Falls Creek. Well, most did. Some missed the turn-off and the Griffins, Reynolds and Robinsons decided to travel via Mitta Mitta. We were concerned that with our caravans we may have a problem with the initial steep climb after the turn-off to Falls Creek. Ken and Margaret Robinson accompanied us as insurance. They assured us at Omeo that the road was flat, no hills. This was not the case. In fact the summit we went over was higher than Falls Creek and just as misty (cloud). And there was gravel and it was wet, with several roadworks to hinder our passage. But, curiously, we enjoyed the stillness, the trees in the mist, even the constant dampness, almost rain, associated with the cloud. The previous autumn tonings on the Omeo highway before the ascent were a sight to be seen. Picture perfect!. Everyone appeared to thoroughly enjoy the whole of the National Tour. The organisation, the venues we visited each day, all had a uniqueness in their own right. From the Bethanga Bridge, Bonegilla Migrant Museum, Bandiana Army Museum, Ettamoggah Pub (now closed), Doll Museum, Walla Walla Historic Church, our “scenic drive” through Herb Simpfendorfer’s backyard, Jinderah Pioneer Museum, Yackandandah and Beechworth Historic Towns, then the “Grand Finale” at the Commercial Club for Awards, Presentations and prizes. What a sight to see on entering the room! John Baker was at the door to personally welcome everyone and we were then greeted with an enormous array of tables very tastefully laid out with our Club Banner as a backdrop and hanging over the array of Certificates that were to be presented to every entrant. The poetry competition uncovered some latent talent in many members with Margaret Griffin winning the “Ladies rendition” with her recital of “50 shades of Grey”. Fred Lombardo put on another sterling performance with his rendition of the “Ferguson Tractor” as related by an Italian. Which Fred is good at. This won him first prize for a male. The poetry reading was a highlight of the evening and the 13 or so competitors are to be congratulated for their performance. The “Certificates of Appreciation” were then handed out to every participant and also to Morgan Country for hosting the 3 days that we were there for. All in all it was a great experience and the organisers are all to be congratulated on their efforts. I think everyone is now looking forward to the next National Tour. There were the inevitable breakdowns, of course, but they actually add to the interest of the Tour and provide a talking point for many years to come. Not so great for the “breakdownee”, perhaps, but most people are more than willing to help and are only too happy to put themselves out a bit and get them back on the road again..

The National Rally—A Tale of Woe What a great week. Perfect weather, faultless organising, a great variety of vehicles and the friendliest bunch of people. A perfect week, or was it? I chose to leave on the Monday morning, to travel direct to Albury via the Ring Rd. and Hume Fwy. First I had to stop at Altona to fill the tank, using my discount card. The usual 4 lanes was reduced to 2, due to a fuel tanker delivery, so I pulled into the shortest line and waited my turn. After 20 minutes I finally reached the head of the line, only to discover the standard unleaded “OUT OF ORDER”. As the other line had extended out into the street, I opted to backtrack via Westgate Fwy. to Williamstown Rd. only to discover a peak hour car park and on arrival, couldn’t even get into the Service Station.. Further travel eventually got me filled up, having travelled approximately 12kms and nearly back home again. One should know, when a trip starts off like this, it’s a bad omen. Nevertheless, the peak hour traffic had cleared and the run out on the Ring Rd. and North on the Hume was uneventful—Well almost. Due to a faulty fuel gauge, I had replaced the tank sender unit a few weeks before the rally, but the fuel tank in Melbourne had only registered 3/4 on the gauge, so I pulled off the freeway at Benalla and topped up. After payment at the office, I returned to the car and during a walk around to inspect tyres etc. I was shocked to discover petrol pouring out from everywhere under the rear. I quickly threw 2 buckets of water under the car and reported the fuel leak to the staff. As I had recently flushed and sealed the fuel tank, I figured it must be leaking at the sender unit and I had topped it up above this level, by filling the filler spout, making it approximately 2 litres over full. As it was going to leak anyway, I decided to put my foot down until the level went low enough to stop leaking. After this, I maintained the level each day to approximately 3/4 full maximum, which solved the problem. However, after returning to the freeway following the pit stop in Benalla, I realised I was looking through a cracked windscreen. Never heard or felt the stone impact, but you can bet I will notice the impact on my wallet. Such is life. A couple of days into the meet, I was driving in convoy and realised I was dropping back on a long incline so I flattened the accelerator to kick back the auto. When it finally kicked back I noticed a smoke haze out the back and the smell of burnt oil, so I backed off and drove more sedately thereafter. A check later showed correct oil level, so I wasn’t concerned. Friday came around far too quickly. Up early, car loaded up and on the road by 7.30 for a non-stop run down the Hume and home by early afternoon. Not likely—Not on this trip. Half an hour out of Wodonga—Bang! A huge explosion followed by serious scraping sounds from the rear. Easing to a controlled stop, I pulled off to the side approximately 1/2 km down the road and discovered that the entire rotating wheel and mudguard assembly had sheared off my single wheel trailer and the trailer was sliding along on its corner jacks, which fortunately prevented further damage. A long walk back revealed the complete wheel assembly laying in the bushes intact and despite some gouges, undamaged and the tyre still inflated. Further searching even uncovered the 2 halves of the sheared pin (it turns out it was manufactured from cheap mild steel). As I don’t possess a mobile phone, I stood for over 1/2 hour leaning on the trailer waiting for a good Samaritan to stop, but to no avail. Then I remembered the A4 HELP sign issued to each rally entrant, dug it out and within 10 minutes 2 vehicles had pulled up and rung the RACV for me. Half an hour later and an RACV man pulls up to check the situation, as he got the call whilst on the way to work in his 4WD. It would take another hour for him to drive to his base at Howlong and return with a tandem trailer. While I waited, I unloaded and dismantled my Electric Scooter and emptied all my boot contents into the back seat and reloaded the scooter into the boot. It didn’t take long to load my damaged trailer onto the tandem when he returned and I proceeded to follow him to Howlong (1/2hr east of Albury). Somewhere along the way he pulled up to tighten his tie down straps and as I pulled up behind him we noticed smoke emanating from under the front fender. Closer examination revealed a serious oil leak from the front main seal which was blowing back onto the exhaust and burning, causing the smoke and the burnt oil smell a couple of days earlier, which was probably when the seal blew out. Arriving at the workshop by 11am and a suggestion was made to take both car and trailer on a tow truck to avoid further damage and I quickly agreed. However, their tow truck wasn’t long enough and didn’t have a towbar, so I waited hours for alternative arrangements to be made with Grearly Towing in Wodonga. As their 4 trucks were committed for the day, it was 5.30pm when they finally had me loaded and on my way, finally arriving home about 9pm. The bill to RACV? In excess of $1600. My bill for repairs? Don’t ask and never mention Howlong ever again. PS. One of our regular advertisers Coljen have produced a new high tensile steel pin for the trailer, which should be fixed by the time you read this. Club Permit Scheme Renewal Concerns. This Club (HCVCA) has over 150 vehicles on the Club Permit Scheme and believe we maintain our responsibilities to the Scheme in an appropriate manner. Over the past few months I have received a number of phone calls regarding non - receipt of renewals and seeking advice on what action should be taken. In two cases this week members have been advised, by Vicroads, that renewals have not been sent because Vicroads have cancelled the CPS. In one case this was been traced to Vicroads failure to fully process the previous payment ,. When payment was proved the CPS holder has had to pay the fee for less than two weeks (of the present 12 month period) use which will allow the now due renewal for the next period to be generated. This has also happened to me. In the other case the CPS holder had not received a number of renewals for the previous year and had neglected to follow up for Vicroads until he realised that renewals were due for this year. He has been advised to make new applications involving Roadworthy Certificates although it was Vicroads failure to send renewals that led to the CPS being cancelled. We understand the onus is on the CPS holder to ensure renewals are made but in view of the known failure of Vicroads to supply renewals we believe a compromise position is required. HCVCA suggest the following – 1. That Vicroads advise their offices to apply a period of amnesty to nonpaid CPS fees due to non - receipt of renewal notices. The amnesty to be in force to 30 June 2013. This gives sufficient leadtime for clubs to advise their members. 2 That AOMC advise member clubs that all CPS holders should make a physical check of their vehicles CPS status by reference to the windscreen sticker or by the inner front page of the present logbook. If the CPS is expired and a renewal has not been received in the normal course of events the holder should take action to ensure that the permit is not cancelled. This action to be removed 30 June 2013. Action – Take the present (authorised) logbook and/ or applicable Vicroads receipt to a Vicroads office and request a renewal notice based on the existing logbook and a new logbook for the next year. Club authorisation would then follow the prescribed procedure. (The above has been my advice to Club members and has been accepted until this week to my knowledge). I have little doubt that other clubs have had the same situation so a FAQ in the CPS handbook/website once Vicroads agree to the above will assist many clubs. Dennis Brooks HCVCA CPS Officer Several of our members have reported to us that, when they have made their initial application for a club permit, the application date has also been entered as the expiry date, rather than as a year hence. In these instances, the permit holder has walked out of VicRoads’ office clutching a permit that is about to expire at mid-
night on the same day that the permit was issued and paid for. As a result, 12 months down the track, VicRoads’ computers regard the permit as having expired a year earlier, and not issued a renewal notice. This almost happened to me – fortunately an alert cashier at VicRoads noted that my application date and expiry date were the same day, month and year, and sent the paperwork back to the issuing clerk for correction. At least five other members in our small club have reported similar problems, and some were not as lucky was I was - the mistake was not detected at the time at VicRoads. In one instance, one member unwittingly continued to drive his permit vehicle for several months after his permit had expired. I cannot understand why VicRoads’ computer system can’t have a simple ‘fail safe’ built in, to prevent the same date being inserted into the application date and expiry date fields. From my limited knowledge of computer programming, it would be very easy to simply add 12 months to the date entered into the application field and enter that later date into the date of expiry field. We have impressed on our members that it is their responsibility to make sure that their vehicle is always properly registered and insured. This is a major ‘culture shift’ for motorists who have for 50 years or more, learned to rely on a reminder from Vic Roads some weeks before their registration is due.
