This space serves to provide greater insight into the sustainability practices, programming, and onging efforts of CHA.
Help us recognize our team members who employ sustainable practices in their work life throughout the day – whether that is in the office, on a project/client site, or in the field.
• Employees can nominate their coworkers when they observe them doing something “green” (think recycling those K-pods, carrying found trash from a field site, or incorporating sustainable practices into project work).

Brief Description of the Work Provided: CHA was selected by Schenectady County to provide engineering design, bid phase assistance, and is now in the final stages of the construction phase with CHA providing construction administration and inspection services for a new 4-Unit Flex-Pod Hangar.
Airport Background: The 750-acre Schenectady County Airport (KSCH) includes two runways; Runway 4-22 is 7,001 feet by 150 feet with an Instrument Landing System (ILS), and Runway 10-28 is 4,840 feet by 150 feet. Landside facilities include a 20 acre Fix Based Operator area (FBO - Richmor Aviation), the 110-acre 109th Airlift Wing of the New York Air National Guard stationed at Stratton Air National Guard Base, an aviation museum, and additional space to develop upgraded aviation facilities. Schenectady County Airport records over 50,000 annual operations.
Project Description: Schenectady County was awarded a $1 million NYSDOT – Aviation Capital Improvements Grant to design and construct a new FlexPod Hangar and required site work (total budget of $1.1 million) The project included the design and construction of a new 4-Unit Flex-Pod Hangar, Aircraft Asphalt Apron, and Utility Improvements. Unlike “T-Hangars”, there is no formal name for the SCH hangar configuration. They have been called Rectangular Hangars, Box Hangar or Pod Hangars, but these are just adjectives.
The NYSDOT funding program that year, included a theme of ‘flexibility’. Thus, from a purely ‘marketing’ perspective in hope of increasing the change of an award, CHA came up with a new name: “Flex-Pod Hangars.”
In the Grant Application we described the flexibility of the hangar bays as they could hold a single business aircraft (i.e., light jet or turboprop), or up to three single engine aircraft. A tenant could lease one or more of the bays, depending on their needs. Hence the term “Flex-Pod”.
Design/Bid Phase: CHA engaged multiple Pre-Manufactured Steel Building companies to develop a performance specification for the hangar construction. CHA produced a preliminary site plan and grading plan for the project area depicting where the hangar, the parking area and the taxi lane/ apron will be located on the site. Additionally, we used a subcontractor to complete a code compliance review of all aspects of the proposed hangar.
The hangar includes (4) individual bays and are equipped with Electric BiFold Doors. Specifications were primarily based on the FAA Construction Specifications included in FAA Advisory Circular 150/5370-10H, Standards for Specifying Construction of Airports, and NYSDOT specifications also
being utilized as required. Additional specifications not covered by these standard specifications were developed as Supplemental General and/or Technical Provisions.

through final design. Design tasks included, Topographical Survey, Subsurface investigation, In-Field Data Collection of any easily accessible subsurface utilities, drainage infrastructure, electrical routing and infrastructure, and any other information gathered (i.e. – Gas Lines, Water Lines, Sewer Lines, etc.), Reviewed existing conditions including available survey data and record drawings of past Airport projects. For the new apron pavement design effort, CHA utilized FAA’s FAARFIELD software to design a bituminous pavement section from information collected from the Geotechnical Report, Pavement Condition Index (PCI) Study, and a current/future Aircraft Fleet Mix and annual operations as provided by the Sponsor. CHA utilized a subcontractor to complete the design of the slab-on-grade and foundations based on the requirements of the chosen hangar manufacturers. The design assumed the hangar will accommodate aircraft of up to 12,500 pounds.
A drainage investigation was conducted regarding the conditions of the existing drainage infrastructure which is located within the proposed work area. A Preliminary Engineer’s Report was developed which documented the basis of design for most of the design elements and quantities of opinion of probable cost development at 75% and 100% design completion. CHA also prepared a construction safety and phasing plan as the hangar and construction activities were located within the fence in the air operations area, AOA. During the design/ bid phase, CHA administered a public bidding process for the client, utilizing a web-based bid service and assisted with the evaluation and selection of potential bidders.
Construction Phase: CHA coordinated weekly construction meetings and are now working through final punch list items with the general contractor. CHA continues to serve SCH by performing construction phase services that include construction administration, invoice/pay application review and approval, onsite inspection/observation of daily construction activities. Final steps will be to review as-builts and assist SCH with the closeout of the NYSDOT Grant.
Project Challenges: The budget for project design and construction was based on an estimate provided to obtain NYSDOT grant funding. The initial bid for construction was released towards the end of COVID and as a result bids came in higher than projected and budgeted. To mitigate the overage, the airport decided to engage a local community college, that offered a flight training program, to determine their level of interest in the hangar and possibly help to offset the cost. They ultimately came to an agreement and separate bids were awarded to a general contractor and an electrical contractor. The college wanted the construction to be completed as soon as possible and was putting pressure on the airport to get it done by the beginning of the Fall semester. As a result, the airport permitted the contractor to begin site work and the installation of the foundation prior to the award of the CA/CI contract to CHA. The contractor then selected a pre-engineered manufactured building that was not CHA’s basis of design; the dimensions were significantly different making the foundations that they had already installed unusable. The contractor was informed that their work was being done at their own risk and they decided to stop work for a period of approximately 6 months to re-evaluate their position. When construction resumed, the contractor made attempts to use the foundations they had already installed, however this was not a workable solution and CHA’s structural subcontractor did not approve their proposed submittal. The foundations were removed and properly re-installed as per our design criteria. Fortunately, the remainder of construction continued without any major issues, however the impact to the schedule was significant. Overall, SCH is very satisfied with CHA and our involvement in maintaining the integrity of the design and ensuring that a quality product was constructed for the airport.

Todd Ewell and John DelBalso recently had the pleasure of speaking with Pete Knutson, Director of Engineering at Schenectady County Airport.
Q: Thanks for agreeing to meet with us today. Please tell us about yourself.
A: I graduated from SUNY IT with an Engineering Tech degree in 2009. It was right in the middle of the Great Recession, and a lot of places weren’t even hiring. In fact, the State had a freeze on hiring engineers, but thankfully, I was hired by the City of Schenectady. I worked there for a decade - doing everything from building the $26 million Bureau of Service facility to $4 million of paving programs every year and everything in between. It was an interesting job! I was also enlisted at the 109th Air Guard base as a crew chief as an aircraft mechanic for the C-130s over there. One day I got a call from Joe Ryan and Paul Sheldon (Commissioner of DPW and Director of Engineering from the County), asking if I was interested in working for the County. It was a great opportunity to advance in my career, and about three years ago I started at the County.
Q: You have been a civil engineer throughout your career. How did your experiences prepare you for your role in Municipal Engineering and specifically airport engineering/ management?
A: The best – and worst – part of being a municipal engineer is being able to literally run a project from grant funding to project closeout and everything in between. You’ve got to wear a lot of hats, and you’re sometimes tasked with projects you don’t have the time or budget for. For the last few projects at the airport, we’ve been storing the milling – and that storage of milling materials will now save time and money for the ANG construction project and secondary access work.
Q: What is your vision for SCH? What impact does the airport have on the region?
A: The main thing that we have going for us is we have the 109th ANG base. They are the only planes in the entire United States military that have skis on them. Four months of the year, they’re in Greenland, four months in Antarctica, and the other months all 10 planes are here for maintenance, training, etc. ESAM which is the Empire State Aerosciences Museum is another benefit, the County is working with them to help with grant funding and highlight their assets, like improving the airpark, fixing up hangars, etc. Their leasehold actually included a lot of active airspace property. SCH had been able to recently acquire 20 acres of land back from ESAMs lease to hopefully attract more hangars development. We’ll have about 9 acres of buildable land.
Q: You are very active at SCH and with development of airport property. Why is this important to you? What do you think are some of the challenges our industry is facing (i.e. Pilot/
Mechanic shortage, AIP funding levels, UAS/UAV and Electric Aircraft, etc.)?
A: There are a lot of challenges that aviation is facing. We do have a massive air traffic control shortage, but we are one of the few airports that are training air traffic controllers. We have partnered with Schenectady County Community College for an air traffic control program as well as a pilot training program, and both are wondrously successful.
Q: We have the pleasure of being your on-call consultant. From your perspective, what are the most important things you, your team, and the Board need from your airport consultant?
A: The thing I can’t rave enough about is the trust and satisfaction I have with Matt Florell. I actually went to college with Matt, so we already had a good rapport with one another when we started working together. And because he’s local, he has a vested interest in the success of both the airport and the County. I always know if there’s an issue, Matt will call or text me. Your entire team – be it you (Todd), Paul McDonnell, Matt, etc. – is always looking for ways to benefit SCH.
Q: A big reason we are doing this is to give insight to our staff into the aviation industry, particularly our young professionals. What advice do you have to people coming into our industry?
A: Two important things: 1) don’t be afraid to ask the stupid questions, and 2) don’t be afraid to come up with a different solution. Just because something has always been done one way doesn’t mean it’s the easiest or fastest solution. Sometimes you just got to try new things, and not all of them are going to work out.

Her bright personality, work ethic, and fantastic attitude are just a few things I admire about Sunie - and that she always seems to convince me (and others) to try new foods!”
Q: Where is the best place you’ve traveled to and why?
A: It’s hard to choose one for this, but I’d say Singapore. It is a lively city/island/country with lots of options for entertainment, easy access transportation system, and variety of food options. Singapore is very welcoming and makes you feel less like a tourist.
Q: What’s your favorite outdoor activity?
A: Long walks around the city/trail, especially when visiting a new place.
Q: What is the hardest decision you’ve ever had to make?
A: Move countries, twice.

A: My father.

“Sydney went above and beyond hosting an Airport Appreciation Day at Monroe County Airport in TN a perspective client. This was the first year such an event was held to engage the community in exploring the world of aviation. A few hundred people were in attendance at the event which included plane rides, food trucks, kid’s activities, and discussion regarding careers in aviation. The event was well received by the community and the airport manager which Sydney has built a strong relationship with due to her taking initiative in coming up with and hosting the event for the benefit of the community. Sydney used her personal funds to host the event.”

“We had a project deliverable due this week for one of aviation’s largest clients. One of my design team members resigned just before the holidays, leaving us in a bind for finishing a considerably sized utility design scope for a project that was already on a tight schedule. Jim stepped in to fill the gap on design effort, which required overtime and a fast pace - I sincerely appreciate his efforts. Jim brought experience and proficiency to the project team that proved to be very valuable. I’m not sure we would have been able to meet our deadline if it weren’t for Jim.“

“Our design team recently completed preparing a design package for a large, complex airport site development project on a demanding schedule for one of aviation’s largest clients. The deadline required a substantial amount of overtime work, late nights, over weekends, etc. While each team member has a unique set of strengths, they didn’t allow for one to carry more weight than another if their respective tasks were farther along in progress than someone else’s. They took it upon themselves to balance resources/skills to achieve the deadline and worked extremely well as a cohesive team.”

Our son Chris’ white coat ceremony for PA graduation from RIT. My wife, Jacquie, and I are very proud of him. His sister, Lauren, who is a practicing PA, coated him.
On May 12, 2024, Jeremy Martelle, Jr. graduated Siena College’s School of Business with a degree in Business Management with a concentration in sports marketing. Jeremy is currently enrolled in Siena’s Master’s program working towards his Master’s in Business Administration (MBA) focusing on strategic management with an expected graduation from that program in December 2024.
