Traffic and ITS Services Congestion has grown substantially in our nation’s metropolitan areas over the past 20 years. CHA’s traffic team functions as a “firm within a firm,” providing planning, analysis, modeling and design development for all types of transportation, aviation, and municipal client initiatives. Our team of traffic engineers, transportation planners, and technical staff provides a comprehensive breadth of knowledge and experience in all facets of modal mobility, accessibility, safety, technology, and deployment. Building from extensive experience in the public and private sectors, our Traffic and ITS group has successfully completed hundreds of traffic system management & operations (TSM&O) projects, traffic signal designs, access management studies, long-range planning studies and traffic impact studies. CHA’s traffic engineers design traditional and innovative intersections and are qualified to provide traffic signal timing on a variety of signal software and cabinet platforms, from isolated intersections to large coordinated systems. Our team is also experienced in the design and application of Advanced Transportation Management Systems (ATMS).

Survey Our Land Survey and Subsurface Utility Engineering (SUE) group has successfully completed boundary surveys, topographic surveys, corridor surveys and utility location, designation, design and coordination for large and small roadway and land development projects. Georgia Power Master Services Agreement CHA holds a master services agreement/on-call contract with Georgia Power to provide surveying and SUE services across the state of Georgia. Services have included the performance of Quality Level-D Records Research, Quality Level-B Utility Designation and Quality Level-A Utility Test Holes, in addition to boundary and topographic surveys. Projects have included the relocation of Georgia Power Company’s buried transmission lines, work at Plant Votgle Nuclear Facility and approximately 35 more task orders. Projects have required extensive coordination with the client, balancing of workloads and assignments between up to six survey and SUE crews and training of staff to accomplish the work to the client’s specifications and requirements.
AGL Resources Master Services Agreement CHA holds a master services agreement/on-call contract with AGL Resources to provide surveying and SUE services across the state of Georgia. Services have included all levels of SUE, including Quality Level-A Utility Test Holes, in addition to boundary and topographic surveys. To date, CHA has worked on over 60 miles of pipeline for AGL. Assignments include as many as six survey and SUE crews.

Quality Level D (QL-D): Information obtained from the record drawings of the known utility providers in the area.

Quality Level C (QL-C): Information derived using conventional or GPS survey techniques to accurately locate and tie to project-specific control, surface features that indicate the presence of underground utilities.

Quality Level B (QL-B): Information obtained with geophysical prospecting equipment to designate the horizontal location of underground utilities. A variety of electromagnetic, radio frequency, sonic wave, and groundpenetrating radar (GPR) equipment is used.

Quality Level A (QL-A): Determines the accurate horizontal and vertical location of a utility by exposing the buried utility in areas where conflicts between the utility and the design. Uses a non-destructive vacuum excavation method to expose the utility.
