Location: Albany, NY Services: Civil Structural Environmental Landscape Architecture

Albany High School Expansion Albany City School District

In 2015 The Albany City School District embarked on an ambitious program to meet the expected increase in enrollment that is anticipated to occur over the next 10 years. The existing campus which was constructed in the early 1970’s needed to be upgraded to meet the demands of providing students with a diverse, state of the art environment for academic and technical learning. CSArch, as the lead architectural firm, commissioned CHA to provide civil engineering, structural engineering, environmental, and landscape architectural design services in support of the project. With a construction budget of $180 million the project’s centerpiece is a three story atrium that connects the existing facility with new three story academic wing and a two story arts wing. New additions totaling more than 300,000 SF will include learning academies with science, computer labs, general classrooms, secure visitor/ student entrance, dinning and assembly. The complex logistics of developing a phasing plan that effectively coordinated both rehabilitation and new construction while minimizing disruptions to ongoing academic operations was a critical component of the design effort.

Capital Improvements Queensbury School District

CHA provided engineering services associated with the Queensbury’s Capital Improvement project. The services included site plan improvements (as previously recommended by CHA during a Master site plan project), as well as renovations to five existing buildings. The master plan site work included demolition of an existing maintenance building, reconstruction of two parking lots, reconstruction of the main entry road, roundabout construction, main entry sign and utility improvements. The project also included MEP renovations to Barton Intermediate School, as well as the elementary, middle and high schools and the bus garage. Projects included: •• •• •• •• ••

High School Boiler Replacement Paulsboro School District

CHA was retained by the Paulsboro Board of Education to provide professional engineering services for the replacement of two boilers at the High School. The project consisted of the design of the removal of two existing hot water fire tube boilers, 18” diameter flues, two base mounted end suction pumps, two inline circulating zone pumps and piping within the boiler room.

The design provided three, 3,000 MBH natural gas fired condensing hot water boilers. A single 18” diameter flue was provided for common venting of the boilers with dedicated sealed combustion provided to each boiler thru the building side wall. A variable primary pumping system was designed to connect to the existing hot water piping distribution system serving the school, the pumps were provided with variable speed drives to optimize pump operation and maintain the system differential pressure setpoint. The design provided the associated hydronic specialties including air separator, expansion tanks, and chemical treatment. The design also included make-up water supply with an RPZ backflow preventer and natural gas supply with gas pressure regulators and gas vents to serve the boilers. The boilers were designed to utilize the boiler manufacturers’ controllers connected to the school’s building automation system and provided with a supply water temperature reset schedule based upon outside air temperature. #


JM Wright Vocational Technical High School Connecticut Department of Public Works

Location: Stamford, CT Services: Structural Mechanical/Plumbing Electrical Utility Design

CHA was part of a team to redesign the JM Wright Vocational Technical High School. Our services include structural, mechanical, electrical, plumbing and site utility design. The project consisted of a new two story entry addition and renovations to the 200,000 SF building. Features include a new water service site, sanitary piping and manholes, upgraded electric service, high efficiency gas heating, a new air conditioning system using air cooled chillers, standby generator power, sprinkler system, plumbing systems, electrical distribution, and high efficiency lighting. The project received a LEED Silver rating in 2015 and was the recipient of an Institutional Award of Merit by the Connecticut Green Building Council.

School Renovations Saratoga School District

CHA teamed with a local architect for renovations to six of the Saratoga School District facilities. Mechanical system renovations included the replacement of 5 rooftop air handling units, 23 indoor air handling units, modifications to the distribution ductwork, steam piping, heating hot water piping, chilled water piping and building control systems. Electrical system renovations included new master clocks, upgraded data wiring, new projectors, replacement of main electrical switchgear, and replacement of power panels. Project challenges included detailed field work and equipment configurations due to the limited space available for the air handling units. Additionally, all construction activities were required to be completed over the summer while the heating system was deactivated and the students were not in school. #

Culinary Arts Facility Renovation Burlington County College

Within the heart of historic Mt. Holly, a 200 year old bank building has been combined with a modern culinary arts facility to create a unique educational setting. The new curriculum broadens the services provided and offers opportunity for interaction and betterment for students and the surrounding community. The project involved:

Landscape Master Plan SUNY New Paltz

Selection of an institution for higher learning is often strongly based upon its appearance. To that end, the State University of New York at New Paltz retained CHA to provide engineering services for four major projects within the campus. The projects represented a wide range of campus systems including planting, walks, streets, parking, and lighting in context with the college’s mission to create a more sustainable, pedestrian friendly campus. Projects have included: Location: New Paltz, NY

Hasbrouck Quad: A series of heavy concrete walls and steps were removed and replaced with gradually sloped paths to change grades. Combined with new lighting, hardscape, landscaping and pedestrian amenities, the quad is a greener, more cohesive open space.

Concourse: The Concourse, a key circulation and social space, is one of the most important and successful places on campus. It links the dormitories to the Humanities Building and the Lecture Center. The monolithic concrete slab was replaced with a variety of hardscape treatments. Combined with new lighting and landscaping, the Concourse is clearly the functional heart of the campus. Mohonk Walk: Mohonk Walk needed significant improvements to strengthen and beautify it as a critical pedestrian circulation route. Hardscape, landscape, lighting and pedestrian amenities helped better define the space and improve linkages to the quads and open spaces. Route 32 Parking Lot: With parking lots being removed from the campus core, new parking was needed. A new lot was constructed adjacent to the northern edge of the existing Route 32 Parking Lot on land owned by the campus.

Burnam Hall Boiler Replacement Eastern Connecticut State University

CHA was retained by Eastern Connecticut State University (ECSU) to install a hot water boiler system for Burnam Hall, an on-campus residence hall. The central plant hot water piping to Burnam Hall had failed and the building was heated by a temporary rental boiler in the interim. CHA conduced a field investigation to establish existing conditions of the building’s mechanical systems, and to evaluate the area for development of project parameters to support the new boiler system. Based on the findings, CHA developed the design of a modular condensing boiler system to serve the building heating and domestic water needs. The new boiler is an extremely efficient gas fired condensing boiler, capable of modulating operation to meet the needs of the building at all times under all conditions with premium efficiency. The new system was designed to be compatible with the existing campus building automation system, Alerton Controls. CHA incorporated an aggressive design schedule and worked closely with the University and the selected contractor to expedite the new boiler system installation. #

Campus-Wide Energy Analysis Harvard University

CHA performed an energy analysis of 44 buildings on the campus totaling over 3 million square feet. We developed energy use balance for electric, steam, chilled water, natural gas, fuel oil, and water/sewer; and performance metric to compare buildings of similar type and use. Measures evaluated included lighting level optimization or relamping, controls and strategies; premium efficiency motor upgrades; and building envelope improvements. Equipment and/or system upgrades or replacements; demand control ventilation; and opportunities for waste heat recovery and fuel switching were also evaluated. An initial screening was conducted to focus analyses on measures with attractive paybacks (less than 10 years), significant carbon reduction opportunities, or other substantial benefits. After initial audit of 44 buildings, CHA was awarded energy audits of an additional 10 buildings, in which measures similar to the first audit were evaluated.

Student Housing Mount Saint Mary College

CHA was commissioned by the College to design renovations to residence halls on the campus that overlooks the scenic Hudson River. The improvements were required to meet the current needs of students and market demands that would allow the college to remain competitive in attracting new students. Working with the architect the improvements included upgrades to interior finishes, bathrooms, lighting, lounges, recreation rooms, landscape plaza areas for students. CHA scope of services included the design new boilers, heating/air conditioning, fire protection, plumbing system, interior lighting, power distribution, emergency power, and security systems. The security systems included installation of card readers, window screen contacts, and audible security alarms with tie-ins of the building’s security panel into the centralized campus system.

School of Business Commissioning Services Southern Connecticut State University

CHA provided independent enhanced commissioning services in accordance with LEED requirements for the energy systems for the 40,000 SF building renovations to the SCSU School of Business building. The systems commissioned included VRV (Daiken variable refrigerant volume system), lighting controls, domestic hot water, and a PV system. Following completion of the enhanced commissioning documentation the project achieved LEED Gold certification that was above and beyond the project’s goal of achieving LEED Silver certification.

Campus Wide Electrical Distribution Upgrades University of Massachusetts - Amherst

CHA was selected by the University of Massachusetts to study current and projected electrical loads at the UMass Amherst campus, and then identify any required system upgrades. Following an analysis of current metering data, anticipated load growth, and consultations with supply authorities (WMECo), CHA conducted on-site equipment inspections of campus switchgear, generator, SCADA, and all related infrastructure. A detailed plan for upgrades to the main power distribution system, including utility supply and distribution modifications, was developed to support projects scheduled under the University’s Campus Master Plan. Upgrades and improvements included adding capacitor banks, demolition of load limiting reactors and improved coordination of protective circuitry.

Theory Syracuse Student Housing Peak Campus

This project is a 601-bed community located on East Genesee Street between the University and downtown Syracuse. CHA is part of a team for the development of studio, one, two, three, and four-bedroom apartments that come fully-furnished with top-of-the-market finishes including granite counter tops, stainless-steel appliances, hardwood-style flooring and upgraded lighting and cabinetry. Amenities include a fitness center, hot tub, business center, study/conference areas, game room, package locker system and ample parking and bike storage. The structure is wood framed over a 1-story and 2-story concrete parking garage along with associated site development.

Term Contract for MEP Upgrades University of Virginia

Under our current term agreement CHA is providing mechanical electrical and plumbing design and construction administration services for the following projects: Heating Plant Condensate Well Replacement: CHA was responsible for the design of a replacement to the existing Hot Well condensate tank at the University’s main heating plant. This was an emergency project which required expedited design services to ensure completion before the fall heating season. CHA designed the project in three phases. The first phase was to complete a design for a bypass system to maintain operations while the hot well was out of service. The second phase was the preparation of demolition drawings, and the third phase was construction drawings for the new hot well tank with associated piping and instrumentation. The tank was custom designed suing stainless steel plate welded construction. Heating Plant Compressed Air Optimization: The UVA Main Heating Plant contains three existing oil lubricated rotary screw compressors (constant speed) providing compressed air to the heating plant coal fired boilers, with associated air dryers and multiple air receiver tanks. This project added a fourth air compressor, water cooled with variable speed drive (VSD) at the heating plant to overall compressed air system n+1 redundancy, eliminate existing compressors’ short cycling and allow VSD operation turndown capacity to better match lower capacity demands, which occur for the majority of the year (75%). The project also included the installation of PLC integrated controls to automate the operation of the three existing compressors and the added fourth compressor.

Medical Research Building 5 (MR5) Condensate Return Study: CHA completed a study for Medical Research Building 5 to evaluate the existing condensate return pump. Since installation the condensate unit has been flooding the mechanical room floor during high load time periods. CHA investigated and monitored the operation of the condensate pump unit, which included tracing the tunnel condensate system back to the main heating plant. CHA completed the investigation which included schematic design of recommended improvements to the system to eliminate the flooding. CHA provided budgetary cost opinions of improvements for future project planning and execution. Steele Wing Air Handling Unit: The First University of Virginia Hospital added an addition in 1916, the Steele Wing. The fourth floor of Steele Wing is served by HVAC air handling units, which are located in the attic above. Some of the units have reached the end of its useful service and other units have had to be replaced. CHA has provided professional engineering services to this wing by designing the replacement of two air handling units and one fan coil unit in the attic of Steele Wing. CHA provided mechanical and structural support in this effort.

Albany Capital Center Albany Convention Center Authority

CHA was commissioned by the Albany Convention Center Authority to provide planning and engineering design services for a new conference facility located in downtown Albany. Referred to as the Albany Capital Center the 82,000 SF facility is a 5-story structure with 3 levels of parking below grade and 2 levels of conference space above the parking structure. The Capital Center features a ceiling of thousands of LED lights capable of millions of color combinations and expansive, flexible space that can accommodate trade shows and a wide variety of events – all designed by CHA. The Capital Center brings together flexible, functional space with a design that harmoniously joins Downtown Albany’s historic architecture with the government buildings of the Empire State Plaza. CHA’s engineering design of the Capital Center not only connects Albany’s past, but represents the promise of the future. #


Location: Hackensack, NJ Services: Electrical Mechanical Plumbing/Fire Protection Hazardous Materials

Bergen County Justice Center Bergen County, NJ

Bergen County has commissioned the construction of a $147 million Justice Center in downtown Hackensack, NJ. The project, which is the largest in the county’s history includes a new six-story Justice Center, an adjacent five-story parking garage and a DPW garage in Hackensack, as well as a new DPW headquarters building in Paramus. The project also involves the renovation of the 102-year-old existing courthouse. CHA recently completed the mechanical, electrical, plumbing, fire protection, and hazmat abatement design related to the courthouse renovation. This design included numerous challenges due to the need to maintain the building’s occupancy during construction, proposed changes of function and occupancy, low ceiling heights in many areas, the presence of asbestos and lead based paint, the 80+ years the building has been in operation, the need to accommodate future phases of work, and an aggressive delivery schedule.

Monitoring and Reaction Center/911 Backup Facility Monroe County

CHA was part of a team responsible for the design and construction of the Monitoring Reaction Center (MRC) for several Monroe County agencies. The new facility, attached to an existing pre-engineered building, includes the Rochester 911 backup facility, County monitoring center, conference, training, and testing as well as technical fitting space for county, city, police and ERV’s. Programming for this project consisted of understanding the individualized needs of the many uses this building provides. The final design includes multiple workspaces that are highly collaborative, modern and highly representative of technology. CHA provided M/E/P, site, structural and telecommunications engineering in support of the new facility.

Arc Flash Studies

Dormitory Authority of New York State

Location: Statewide, NY Dates: 2014-Current Design Cost: $880,000 Services: Electrical Engineering Arch Flash Studies Safety Training

CHA completed Arc Flash Studies and Electrical Safety training at 21 NYS Office of Mental Health campuses across New York State. NYSOMH is completing this work to ensure compliance with NFPA 70E and to protect its workers from a potential Arc Flash or Arc Blast while performing their daily duties as electricians. Our analysis included: •• Site inspections at each facility to gather information for development of a oneline diagram •• Coordination with the serving utility to obtain recent available fault current information. •• Arc Flash Model for each campus electrical system. Review the data output from the Arc Flash model, correct as needed, and document coordination issues identified by the model, where present. •• One-line diagrams. •• Arc Flash Study Report and print the associated Arc Flash labels. The final report will include an electronic copy of the SKM model and AutoCad files of the one-line diagrams. •• Adhere the Arc Flash labels to the appropriate electrical equipment onsite. •• Preparation of an electrical safety personal protective equipment handbook for each facility. •• Site specific and general awareness Arc Flash training for select NYSOMH facility staff at all 21 campuses. #

Business Services Center NYS Office of General Services

As part of the 2012-13 Executive Budget, Governor Cuomo called for the establishment of the Business Services Center (BSC) as part of his plan to re-imagine state government. The BSC is intended to streamline and consolidate HR and finance services common across 22 NY state agencies. In August 2013, the Governor approved the renovation of Building 5 to accommodate BSC, which is a 6-story, 237,000 SF office facility located at the Harriman State Campus in Albany, NY. CHA’s scope of work included asbestos abatement of spray-on fire proofing, prior to rehabilitating the interiors and building envelope. Interior renovation work included replacement of the entire HVAC system with variable air volume (VAV) units, ductwork and fin tube perimeter heating, temporary heat and chilled water and structural engineering modifications. Interior design included new program spaces such as training conference rooms, open office areas, enclave rooms, secured high density storage areas and ADA compliant toilet rooms. All floors feature acoustical ceiling systems, and appointed with new wall and floor finishes throughout. In addition, CHA’s scope also included underground site utility connections and is providing overall project management services to coordinate other OGS primes and sub-consultants. CHA renovated the 95,000 sq ft Houston Gymnasium complex which includes interior spaces for a new fitness center, lockers, sports medicine, equipment issue, and updates to the pool and gym. The project also includes dramatically enhanced entrances and new exterior windows to allow for more natural light. Specialty graphics and other interior enhancements help transform the existing building into a state-of-the-art athletic and recreational complex.

Christian Plumeri Sports Complex College of Saint Rose

The College of Saint Rose and the City of Albany joined together to develop a former landfill turned City Park into a first-class athletic facility for the College’s Division II Golden Knights, recreational and intramural sports programs, and local community sports activities. The CHA team was charged to design and build the sports complex where all of the fields meet or exceed NCAA specifications for intercollegiate sports. The complex includes four new playing fields: a new synthetic turf field, electronic scoreboard, site fencing, and field lighting for the College’s soccer and lacrosse teams; new irrigated natural turf baseball and softball fields with new dugouts, batting cages, press boxes, grandstands and restroom facility; and a new fenced irrigated natural grass practice field.

Delaware Welcome Center & Travel Plaza: Design and construction administration of the Delaware Welcome Center along I-95. The Welcome Center is 42,500 SF and includes seating for 770 (including indoor and outdoor seating areas). New Jersey Turnpike & Garden State Parkway Travel Plazas: Program management services for the planning and design of 25 travel plazas along the New Jersey Turnpike and Garden State Parkway. Adirondack Northway Rest Areas: Planning and engineering services for the consolidation and reconstruction of existing rest areas on I-87 within the Adirondack State Park, a state-designated parkland and forest preserve. Indiana Toll Road Travel Plazas: Program management and engineering services for the redevelopment of four new travel plazas along the Indiana Toll Road. Sysco Distribution Center Sysco Corporation

The project consists of the construction of a state-of-the-art 650,000 SF distribution facility and 18,040Âą SF truck maintenance, wash, and fueling facility on the eastern side of the lot and associated infrastructure (water, sewer, gas, electric, telecom, fire). The proposed development consists of a distribution facility, a fuelingmaintenance facility, two stormwater basins, paved access drives, truck, employee and visitor parking facilities, loading and maneuvering areas. The stormwater system was designed to comply with the Massachusetts Stormwater Policy and Town of Plympton Subdivision Requirements. CHA performed the overall land planning site design and permitting through the Town of Plympton. CHA also secured MassDOT Access Permit as well as the Design, Permitting and Construction (Design-Build) for the package water treatment storage and wastewater treatment facilities. #

Oswego Facility Security Improvements

Onondaga County Metropolitan Water Board (MWB) The Onondaga County MWB initiated a project to replace the aging building roof structures and improve the security controls and CCTV monitoring system at their Oswego Facilities. The initiative included campus fence additions, gate controls and exterior grounds CCTV monitoring to support the facilities efforts to control access to the facility and compliance with ASCE/AWWA Standards for Physical Security of Water Utilities. CHA provided security planning, systems design, and bidding assistance, as well as construction contract administration and project progress representation. CHA developed a scope for increased fence installation to support the MWB expansion of the existing grounds fence system. CHA utilized CPTED environmental design standards to provide a unified entrance gate system and barrier protection incorporating the physical characteristics of the grounds to reduce vehicular access. The CCTV systems design incorporated leading edge IP camera technology with 360 and 270 degree panoramic cameras on the main treatment and water filtration buildings with on-grounds cameras to monitor water storage tanks and entrance gates. CHA project managers and technical designers supported the CCTV system contractor on commissioning and programming to reach a successful and integrated system operation. #


Security Assessment

Brooklyn Navy Yard Development Corporation The Brooklyn Navy Yard is a 300-acre waterfront industrial park located in the Brooklyn Tech Triangle. The Yard hosts over 330 businesses, employs more than 7,000 people, and generates over $2 billion in annual economic impact. The BNYDC tasked CHA to assess the Yard’s security program, guard force and physical security systems in preparation for significant growth and the rising expectations of tenant manufacturing and technology firms. The assessment and recommendations for security program improvements anticipates a $2.5 billion investment in a planned 5.1 million sq. ft. expansion of leased space. Once complete, the Yard’s population will increase up to 20,000 people by 2020. This initiative is thought to be the largest expansion of manufacturing in New York City in more than a century. Raise the Age Statewide Assessment & Programming Support NYS Office of Children and Family Services

The New York State Office of Children and Family Services (OCFS), and more specifically, the Division of Juvenile Justice and Opportunities for Youth (DJJOY), is responsible for supervision and treatment of court placed/sentenced youths, ages 11-21. DJJOY is directly responsible for the operation and management of 11 residential facilities, which includes one reception center, four secure centers (one of which is for girls) and six limited secure centers (one of which is for girls). The recently passed “Raise the Age” bill requires juveniles under the age of 18, convicted of felony offenses, to be sentenced as juveniles and placed in the care and custody of the Commissioner of the Office of Children and Family Services. This provision will result in an increased need for “secure” beds, for both males and females. In preparation for the projected increase of youths in residential care, OCFS has been tasked with evaluating the current conditions of several of its closed residential facilities and determining what measures would need to be taken to provide secure or limited secure long-term housing and treatment of court placed/ sentenced adolescents. Having recently authored the Security Design and Construction Guidelines for New York State Office of Children and Family Services, CHA was commissioned by the New York State Office of General Services to provide program management as well as security and life safety design services for repurposing existing facilities statewide. With the engineering expertise in all aspects of life safety and security design CHA has worked on the upgrades for more than 75 secure, limited and non-secure facilities across New York State. #

The Rochester Psychiatric Center’s Buildings 60 is a multi-level campus psychiatric hospital that houses both Adult and Forensics Patients. CHA and its team members have designed many new and replacement systems in both the Adult and Forensic Facilities. CHA preceded its security system design with an assessment of the facility’s existing security and safety conditions. Through collaborative client review meetings, Rochester Psychiatric Center and CHA determined appropriate mitigation options in accordance with NY OMH Standards and Protocols. CHA’s safety and physical design solutions effectively accommodated the addition of a new forensic wing to the Center.
