Section 2 Master Planning

Twin Hickory Park Henrico County
CHA was retained by Henrico County to plan and design a new park on a 49 acre parcel. Located on a site with significant environmental restrictions, the project developed a virtually unusable piece of property into recreation area for the residents of Henrico County. The park features two playground areas, an interactive water spray ground, two miles of multi-use trails, one large multi-purpose playing field and a large open space that can also be used for recreation. Visitors can take a break from activities in a 1,900 SF building that houses public restrooms and a covered picnic shelter. Hanover County
CHA was retained by Hanover County to provide parks and recreation master planning services. CHA performed an inventory of the park’s facilities and open space, and developed a phased approach for the implementation of the Facilities Master Plan. The Master Plan looked at the Park & Recreation Department’s programs and projected needs for a 15 year planning period. A financial analysis was performed which was used as the basis for the phasing and implementation # plan. The Master Plan was developed using an in-depth public involvement program which included citizen and user surveys, public meetings and community charrettes.

CHA was selected to develop a town-wide Master Plan for targeted enhancement and long-term maintenance of the Town’s park and recreation assets. The Town operates and maintains 17 parks, several hundred acres of passive open space, and more than 40 miles of trails. CHA is working on a plan to assess the Town’s recreational facilities, programs and responsibilities and develop a plan for efficient maintenance and enhancement.

Veterans Memorial Park Master Plan Village of Webster
The goal of the Veterans Memorial Park master plan project was to develop a vision that would significantly improve the existing Veterans Memorial and public park located in the heart of the Village of Webster. The proposed improvements expand park programing opportunities and strengthen the character of the Village. The Master Plan recommendations include the improvements to existing park amenities, enhancements to current park program elements, the redesign of a memorial plaza, and addition of park amenities including public art, architectural # shade structures, seating opportunities and new sidewalks. The project included coordination of public meetings, development of Park Master Plan and supporting graphics, an implementation phasing plan, and cost estimate.

Master Planning Services for County, Open Spaces, & Recreation System Bibb County
CHA was part of the master planning team that was selected by Bibb County to prepare a county-wide Master Plan for parks and recreation. The plan will take a comprehensive look at the County’s park system for a 15 year planning period. Elements of the Master Plan included a citizen survey, an inventory of all existing parks facilities, preparation of a needs analysis, and preparation of an implementation plan. The Master Plan also investigated alternative forms of financing such as public/private partnerships to accelerate project implementation.

Recreation Facilities Master Plan Effingham County Location: Springfield, GA Services: Master Planning Sports Design Landscape Architecture Construction Administration
CHA was retained to prepare a 15-Year Comprehensive Recreation and Parks Plan to ensure that the County’s recreation facilities continue to meet residents’ needs over the next 15 years. The County has several existing older parks that are heavily used and require funding for renovations and additional maintenance. Due to the full use schedule of the existing parks and continued population growth in the County, additional parks and recreation facilities were considered to meet the demands of the population. The plan included prioritization of facility improvements within the context of the anticipated population growth, population dispersal, uncertain fiscal conditions and changes in how residents use parks. This plan provided a common frame of reference as local leaders, private developers, and State and Federal agencies examine parks and recreation opportunities in Effingham County through:

Generations Park City of Aiken Location: Aiken, SC Services: Master Planning Sports Design Construction Administration
CHA was hired to master plan a $60M 120-acre active/passive park including athletic fields, a recreation center, an amphitheater, trail system, a completely handicapped-accessible field for multiple sports, new stadium with competition track, tennis courts and sand volleyball courts. In 2017, CHA prepared design and construction documents for the first phase of Generations Park, which included the main entrance road, amphitheater, playground, passive park space, a natural grass sports field, picnic pavilion, restrooms, parking and a walking trail.

The Elizabeth River Project
The Elizabeth River Project (ERP) selected Michael Singer Studio to work with # CHA on a Master Plan to support ERP’s goal of creating a nature park on Paradise Creek, in partnership with the City of Portsmouth, VA. Paradise Creek is a tributary of the Elizabeth River, and the 40 acre site will have over 10 acres of re‐created tidal wetlands; restoring wetlands that were previously filled on site. The mission is to restore vital upland forests and wetlands while providing unique recreational opportunities for the community. The Master Plan and vision achieves a critical part of ERP’s community‐based watershed management plan for Paradise Creek. The project demonstrates state‐of‐the‐art green development strategies, environmental restoration, and provides interpretation to inspire environmental stewardship.

Glover Park Location: Henrico, VA Services: Master Planning Landscape Architecture Construction Administration Honor Award - ACEC Virginia, 2019 2019 STC Sports Installation of the Year Award

CHA was responsible for the master planning and design of the 90-acre Glover Park site and design of Phase I of the project. The facility includes a tournament quality sports complex with 10 athletic fields, a championship stadium, associated buildings, and lit parking in support of this use. CHA conducted a traffic study for Greenwood Road, a utilities investigation to evaluate sewer, water, power, and environmental permit review of the wetlands on site. This Master Plan was presented to the Planning Commission and Board of Supervisors and obtained approval. Design of Phase I is complete and the project includes four full size lighted soccer fields, a restroom building, sand volley ball court, supporting infrastructure, parking for over 300 vehicles and on site bio filters for low impact stormwater management. CHA was recently awarded an additional contract to further develop the master plan and see approved projects through construction. The amended master plan will consider additional athletic fields, a championship stadium, restrooms, concessions, playgrounds, spray ground, trails, picnic areas and related infrastructure. # 19

CHA is providing master planning services for a new 15 acre sportsplex for the City of Elizabethton. The sportsplex will have three new lighted baseball/softball diamonds, a restroom/concession support building, a walking trail, kayak access # point and 300 parking spaces.

Tippecanoe County Fairgrounds Master Plan Tippecanoe County
In 2017, CHA prepared a Master Plan for 30+ acres and an adjacent building located at the Tippecanoe County Fairgrounds in Lafayette, IN. Several design charrettes were organized with community stakeholders to create a vision for how the fairgrounds could best serve the community for the entire calendar year. The Master Plan graphic on the top right illustrates the final plan for the site. An artist’s rendering of a new coliseum complex was well received along with an analysis of projected events. The new building is envisioned to remember the character of the existing building, while providing a modern building and income stream for the county. CHA has since been commissioned to provide engineering and architectural design services for the Fairgrounds. Phase 1 of this project includes site infrastructure upgrades, design of an outdoor festival space, a horse barn, and restrooms. Phase 2 will include the design of the 105,000 SF coliseum complex building that will accommodate sports, livestock events, large dinners, and a variety of trade shows. # 21

For more than 20 years CHA has been providing planning and engineering design services to NYSOPRHP statewide under various regional term contracts. To date, we have successfully completed more than 95 task assignments for NYSOPRHP at state parks, historic sites, and golf courses throughout New York State. This successful partnership has provided us an opportunity to be involved in a variety of interesting projects that include both new construction and rehabilitation of existing facilities. Sandy Island Beach State Park Slope Repair NYS Office of General Services
Rainfall, elevated lake levels, and flooding have all contributed to erosion and the ultimate failure of a large section of the sand dune located along the shoreline of Lake Ontario at Sandy Island Beach State Park. CHA was called in by NYS Office of General Services, in conjunction with NYS Office of Parks Recreation and Historic Preservation (NYSOPRHP), to conduct an emergency inspection of a 300 to 500-foot section and present design options to repair the eroded slope before further State land is lost. #
Because of the expedited schedule associated with the emergency work, a subsurface exploration was not performed. Instead, CHA’s geotechnical engineers reviewed geologic maps and determined the subsurface conditions likely consist of loose sand deposits. CHA developed three slope repair options and prepared a comparative analysis of each option for NYSOPRHP, including cost comparisons, stability, and durability estimations. The use of sand and concrete filled TrapBags was ultimately recommended. CHA mobilized a survey and inspection team to the site to aid in the preparation of a site plan to support the layout and design of the preferred option.

Old Fort Niagara Seawall Emergency Repairs NYS Office of General Services
More than 300 years old, Old Fort Niagara is comprised of roughly 23 acres at the mouth of the Niagara River. The Fort is historically significant and was the site of many 18th century battles. As such, it was designated a National Historic Landmark in 1960, and placed on the National Register of Historic Places in 1966. The site is currently used as a park and museum, and the location of historical battle reenactments. In the 1840s, a seawall was constructed to improve the Fort’s defenses and protect the French Castle on the Fort, the oldest building in the Great Lakes Basin. In 2017, Lake Ontario’s pounding waves created a series of holes in part of the wall. CHA was called in by the NYS Office of General Services, in conjunction with NYS Office of Parks Recreation and Historic Preservation, to conduct an emergency inspection of the wall to observe the extent of damage and determine whether the damage presented danger of imminent collapse. The damage observed by CHA included missing stones and deteriorating mortar, with the most significant areas of concern along the eastern portion of the northfacing wall. After conducting a visual inspection of the wall and reviewing a previous inspection by another consultant, CHA concluded that the need to repair the masonry holes to prevent damage to the rubble core of the wall from further water and ice damage was the most immediate repair required. # 29

Battle Island State Park Golf Course Emergency Infrastructure Improvements NYS Office of General Services
CHA provided emergency engineering services for the rehabilitation of the irrigation system at the NYS Office of Parks & Recreation Battle Island State Park Golf Course. The system’s performance had shown gradual deterioration likely caused by silt accumulation and wear on the primary pump impeller. The primary pump motor starting equipment had also begun to malfunction. OPRHP was concerned that a lack of irrigation would cause further damage to the golf course.CHA developed a hydraulic model of the irrigation system to aid in the selection of appropriate pump sizes. In addition, CHA prepared a probable opinion # of construction cost for its proposed modifications. CHA recommended the use of a variable frequency drive (VFD) unit for the new vertical turbine pump motor, which would allow for a wide range of flows at relatively constant pressure. CHA proposed to replace the jockey pump in‐kind and store the existing pump as a spare. To accommodate modest increases to the estimated leak rate and ensure the jockey pump motor does not cycle too frequently, CHA recommended installing a slightly larger hydro‐pneumatic tank and raising the jockey “off” set point. Other recommendations included the removal of silt accumulations; inspection of interior wet well; replacement of faulty isolation valves; cleaning and repair of concrete inside pump building; and the installation of a new motor control panel, powered exhaust fan, humidity control mechanism, and permanent mechanism to reduce future silt build‐up. Corning Preserve Ampitheater City of Albany
The redevelopment of the Corning Preserve has transformed an underutilized city waterfront asset into a major destination location within New York’s Capital District. The park now hosts a waterfront promenade with transient boat docking facilities, a 700-seat amphitheater and performance stage, improved pedestrian access and bikeway, a modern visitor’s center with interpretive facilities, and improved landscape plantings and pedestrian amenities. The park hosts Albany’s “Alive at Five” festival, Waterfront JazzFest, and other events.

Sing Sing Kill Bridge Inspection
NYS Office of Parks, Recreation and Historic Preservation The Sing Sing Kill Bridge was constructed in 1839 and carries the Old Croton Aqueduct over the Kill approximately 60 ft. below. The structure is approx. 500 feet long and includes two primary stone arches and a small arch passageway. The aqueduct conveyed drinking water from the Croton Reservoir to New York City. While no longer utilized for conveying water, the bridge now supports a walking trail that follows the entire alignment of the aqueduct. CHA conducted an inspection of the bridge and waste weir building to determine conditions. The work also included an assessment of infiltration of stormwater into the bridge which may be contributing to its deterioration. In order to control costs, CHA developed an innovative approach to inspect the bridge which limited both manpower and equipment requirements. CHA prepared a Program Phase Report that identified key findings and observations and provided recommendations for improvements. CHA also prepared a conceptual cost estimate for the recommended repairs.

CHA was retained by the Town of Cary to develop the first synthetic turf athletic fields for the Town’s increasing recreation and athletic programming. CHA worked # closely with Cary’s professional staff, program directors, and Town Manager to program, analyze, budget, scope, and design synthetic turf fields to replace existing natural grass fields at five of the Town’s active-use parks. CHA continues to work closely with the Town to bring these new-generation synthetic turf fields to the local citizens and patrons of the Town of Cary Parks and Recreation facilities.

Princess Anne Athletic Complex City of Virginia Beach
With a name that suggests royalty, the Princess Anne Athletic Complex has a lot to live up to. This stunning Athletic Complex, designed by CHA, features eight regulation softball fields and seven regulation soccer fields, as well as field lighting, restrooms, concession and maintenance facilities. In addition to these amenities, the 250-acre athletic complex features a 20-acre pond with fishing pier, parking facilities, and several miles of multi-purpose trails. The only thing missing is a castle.

The Overland Park Soccer Complex is a premier soccer tournament facility also used for community soccer groups for youth and adult clubs. The project included twelve professional size synthetic turf fields, sports lighting, a field cooling system, tennis courts, basketball courts, concession and restroom buildings for each soccer “pod,� a skatepark and waterpark, play areas and park shelters, parking, thematic signage, site landscaping and irrigation, and renovations to the adjacent Deanna Rose Farmstead with new parking and landscaping. CHA was retained by the County to design several projects at the Warhill Sports Complex over a 5 year span. These projects include a 3,000 seat synthetic turf stadium, lighted majors baseball field, three lighted youth baseball fields, four # tee-ball fields, outdoor batting cages and concession building with restrooms. The complex also includes four intermediate grass soccer fields, four premier full-size soccer fields, and six synthetic turf multi-use fields. CHA is part of a team that provided site analysis and design for a regional field sports complex. The project design required coordination with future DelDOT plans for road improvements in the area. The facility is situated on approximately 100 leased acres of a 600-acre Kent County owned parcel. The project includes 12 fields and one stadium field with seating for approximately 1,000. The facility was designed ot only to meet the needs of the local sports community, but also function as host to regional and national youth tournaments in multiple field sports including soccer, lacrosse and field hockey. The stadium field was designed for expansion and includes associated parking. The fields are synthetic turf and five are lighted. Several small restroom and concession buildings were placed throughout the property. Additionally, the facility also includes a building to house meeting rooms, offices, locker rooms, kitchenette, restrooms, storage, and concession area. There is a maintenance building which includes an office, meeting room, equipment storage, material bins, fenced service yard and fuel storage. # 41

Union County
CHA was commissioned by Union County to design a 600 seat amphitheater and stage that would serve as a performing arts center for the County. Located in the North Georgia the architecture and site were designed using natural materials native to the area. The design was developed to provide the users an unobstructed view of the mountains while fitting in with the natural topography. The project also included design of new restroom facilities, walking paths and parking for visitors. The space between the stage and amphitheater was designed using decorative hardscape and lighting which allowed for overflow seating, and special events. The unique space was designed to accommodate a wide variety of uses including concerts, outdoor plays, weddings, graduations, and arts/crafts festivals.

Recreational Facility Heard County
Heard County, GA is proud to be home to a new multi-use recreational facility # designed by CHA. Users are generally impressed by the enormity of the complex. The facility is one of the largest of its kind in the state, totaling 115-acres. This community recreation center houses a double gymnasium with two indoor basketball courts, 16 ballfields, and over two miles of walking trails. The athletic fields feature field lighting, bleachers, and two concession stands.

Peebles Island Park Bleachery Building Stabilization
NYS Office of Parks, Recreation and Historic Preservation CHA was responsible for determining the feasibility of stabilizing the Bleachery Building at Peebles Island State Park. Listed on the National Register of Historic Places, the building has not been used since the early 1970s and has deteriorated to the point of being in danger of collapse. CHA completed a Program Phase Report assessing the potential stabilization of the structure for future use. As part of the investigations, CHA tested the existing remaining wood frame, concrete piers, and the mortar associated with the building’s exterior masonry. In addition, since the building was used for a number of manufacturing processes, CHA conducted environmental testing to determine the presence of potentially hazardous materials. Several stabilization scenarios were identified and the report recommended extensive interior structural improvements designed to preserve and protect the exterior of the building and the existing wood frame members that were identified to be in satisfactory condition along with significant environmental remediation. Following the Program Phase Report, CHA prepared construction documents specifying environmental remediation and building stabilization. CHA worked closely with New York State Office of Parks, Recreation and Historic Preservation staff to identify key design elements that should be preserved or replicated during the design to preserve historically significant elements of the building.

Saratoga Spa State Park - Roosevelt II Bathhouse Renovation NYS Office of Parks, Recreation and Historic Preservation
The Roosevelt II Bathhouse was built in 1935 and, at the time, was considered one of the most modern bathhouses in the world. The 19,000 SF facility operated as a bathhouse from 1935 until 1942; had a variety of uses from the 1950’s to the 1980’s including storage, a health club, and park offices; and has been vacant since the late 1980’s. CHA was initially called in 2013 to assist with Phase I of the project, which involved stabilization of the building to preserve it for future use within the park. This phase included abating a substantial amount of asbestos containing materials, select roof repair, and installation of new electric service. Phase II of the project will rehabilitate the main lobby and adjacent public restrooms to provide “curb appeal” that will attract private developers and potential end users. Exterior work involving entry doors, window and masonry restoration is also included in this phase.

City of Indianapolis Parks & Recreation CHA has developed a relationship with the City of Indianapolis Parks and Recreation and have been charged with successfully completing various improvements to the Brookside Park Outdoor swimming pool complex. The 10,000 SF main pool will undergo various improvements which will include new recirculation and filtration equipment. The 3,900 SF kiddie pool will undergo several improvements including the addition of a beach entry area, a new waterplay structure and various spray features in the shallow portion of the pool. This project recently completed the bid process and will begin construction in the first quarter of 2020. This project will also include various improvements to the bathhouse and pool chemical delivery area of the facility.

CHA was retained to assess four of the City’s public pool facilities (located at Battery Park, Fairmount Park, Bellemeade Aquatic Center, and Blackwell pool) and submit recommendations based on the City’s criteria. Findings (including estimated construction costs) were submitted to the City in report format. CHA was then retained to prepared plans and specifications for most of the selected renovations and improvements to the four swimming pools. The designs included structural repairs to each pool, new concrete decks and drainage, existing wading pools converted to interactive spray grounds, electrical upgrades and a variety of site #and amenity improvements. Another major component of the project was to provide ADA access to the renovated pools and VGB main drain compliance. Three of the four pools have undergone construction completion.

Tibbets Pool Modernization Westchester County
First developed in 1920, this outdated 50,000 SF pool was historically significant to the County Parks Department. CHA developed a water park plan that retains the grand architectural significance of the facility while striving to more than double the patron attendance. The facility includes a 1,000-foot lazy river, basketball pool, lap pool, volleyball (dry and wet), two beach entry pools, water walk, multi-level aquatic play structure and kiddy pool, two body slides, concessions, restroom and lots of shade for hot sunny days. CHA was hired to perform all phases of planning, design and construction engineering services for this facility.

CHA has developed an ongoing relationship with the Town of Bethlehem by carrying out several renovation projects for the Elm Avenue Park Pool Complex. Included in such projects are the design of a new water treatment system and the replacement of the concrete pool deck, diving boards, life guard towers and related aquatic site amenities. Another project included the conceptual design, preparation of plans and specifications, and construction phase services for spray grounds at the pool complex. CHA has consistently provided the client with cost effective solutions to upgrading their facilities that support the continued growth of the community and allow for improved and expanded services for one of the Capital Regions corner-stone communities. The upgrades to the filtration system at Elm Avenue. Park also help # safeguard park users from aquatic related illnesses while ensuring that community residents have a fun and relaxing haven from the blistering summer heat.

Rockland Lake State Park - Pool Facility Renovations
NYS Office of Parks, Recreation and Historic Preservation Under two Term Contract Work Orders, CHA conducted an assessment of the existing pool and ancillary facilities at this park to identify deficiencies and evaluate potential remedial alternatives. CHA worked closely with personnel from the NYSOPRHP to determine the use and needs of the facility. In addition, several technical investigations were conducted to determine the existing condition of the pool and the ancillary facilities. Based on the investigations, CHA prepared a Facility Evaluation and Feasibility Report that identified required upgrades and three conceptual alternatives for facility redevelopment. The plans included the construction of a new reinforced concrete pool shell (floor and walls), new water circulation and filtration system, new water chemical and disinfection systems, new water make‐up systems, and pool deck improvements. In addition, the plans included replacing the existing kiddie pool with a modernized 3,000 SF interactive sprayground and the construction of a new water slide structure including two gel‐coated fiberglass serpentine slide flumes starting from a 24‐foot slide tower. Additional site amenities included new bench seating, new shade structures, and various improvements offering a fully modernized aquatic venue. CHA also worked closely with the New York State Department of Health to receive the required approval to construct the project. We also provided Construction Phase services including response to RFI’s, review of contractor submittals, and attendance at construction progress meetings. # 59

CHA was hired to evaluate the outdoor aquatic facility. The swimming pool was constructed in the 1960’s. With a volume of 1,500,000 gallons, the 130-foot wide x 328-foot long FDR Pool is the largest single pool in the New York State Park System. The pool can serve up to 3,500 swimmers at one time. The project will focus on the pool basin, deck, circulation, filtration systems and life guard services. The scope of the design services will include, but not be limited to, the analysis and design of replacement or rehabilitation options for: pumps, pool basin configuration, accessibility improvements (zero entry or ramps), pool basin surfacing, filtration systems, backwash, surge tank, main drains, plumbing/piping components, deck area, gutter drains, generator, water play features, landscaping, # lifeguard facilities, and filter building.

Themed around the site’s existing natural rock outcroppings, this 140,000 SF outdoor aquatic park will offer a variety of water amenities for all ages. When the County wanted to revive this outdated pool facility, they reached out to CHA. Challenged with a tough site and an aggressive schedule, CHA worked with County officials from DPW, Parks and Recreation, and the Department of Health in order to implement the first phase of the project which consisted of an activity pool and a large spraypad. All goals were satisfied including the grand opening on July 4th, 2017 which was a requirement at the start of the project. CHA is currently working on Phase 2 which will include design and construction of a true 50 meter x 25 yard Olympic pool with a dive well, which the County will use for both recreation and competition.
