Paul divides his time serving in project and client management roles related to airport planning and design efforts. Over the past 40 years, Paul has been responsible for the administration and oversight of master planning projects, terminal planning projects, airport feasibility studies, and environmental documents.
Lawson Bordley, PE | Project Manager
Lawson
Lawson has 10 years of experience in planning, design, maintenance, and construction of public and private infrastructure projects. His technical specialty is airfield planning, design, and construction management. He has worked in the public sector with TDOT Aeronautics and as a staff engineer with the KY Transportation Cabinet. He holds FAA Private Pilot, sUAS (Drone) and Airframe & Powerplant Mechanic certificates.
Shaugn McReynolds, PE | Project Manager
Shaugn
Shaugn has 27 years of civil engineering experience, including 11 years of airfield design experience. His airfield design experience includes runway and taxiway extensions and replacements and apron replacements and expansions at commercial, general aviation and Department of Defense airfields in the Continental United States.
EXPERIENCE For more than a half-century, CHA has provided planning, design, and construction services to some of the nation’s top airports. With hundreds of millions of dollars in aviation projects under our belt, we bring strong working relationships with the FAA and state transportation offices, and a thorough understanding of regulations and construction demands. Below is a small sample of CHA’s aviation experience: McGhee Tyson Airport, TN: CHA is providing program management, surveying, and final design & bidding engineering services for the balance of Runway 5L-23R Reconstruction. Additionally, CHA also prepared a terminal area plan study to evaluate the current space utilization and operations of the terminal area. Downtown Island Airport, TN: Under our term agreement, CHA has provided planning and engineering services to construct a new 20-unit T-hangar, completed the airport layout plan (ALP), evaluated options to reconstruct Runway 8-26, and are currently working with MKAA to remove a significant number of obstructions in the approaches to Runway 8-26. CHA also did a multi-year obstruction removal project involving multiple property owners. Smithville Municipal Airport, TN: CHA is currently in Phase 2 of a multi-year land acquisition and obstruction removal project. This project identified 27 properties with FAA Part 77 obstruction violations. This project includes acquisition through avigation easements and fee simple purchases, design, and tree removal. Savannah/Hilton Head International Airport, GA: CHA is currently providing professional engineering, land surveying and permitting services for expansion and redevelopment of the airport’s passenger primary surface and overflow parking facilities. With a project area of more than 20 acres, the project will provide the airport with 500 redeveloped or additional parking spaces. Piedmont Triad International Airport, NC: As a subconsultant, CHA is providing professional airport planning services for a Part 150 noise study.
Hartsfield-Jackson Atlanta International Airport, GA: As a subconsultabnt, CHA is providing professional consulting services associated with airport, transportation, environmental, and infrastructure planning and design for surplus airport-owned land that is intended to be used for non-aeronautical uses. Myrtle Beach International Airport, SC: CHA provided planning, design and construction phase services for the rehabilitation of Runway 18-36 and the construction of a new taxiway/taxilane and apron. Asheville Regional Airport, NC: Under our term agreement with the Greater Asheville Regional Airport Authority, CHA provided professional engineering services for a terminal building assessment study and an assessment of one of its general aviation parking aprons. The terminal building study included passenger forecasting, terminal sizing and required terminal expansion. The apron assessment identified pavement requirements with steel plate overlay to accommodate some of the airport’s remain-overnight commercial needs. Norfolk International Airport, VA: CHA is currently providing professional planning services to update the airport master plan and airport layout plan. The update focuses on the development of a passenger terminal expansion and improvement program as well as the construction of additional parking garages for rental car return, employee parking, and long term parking. Northwest Florida Beaches International Airport, FL: In 2019, CHA was re-selected to complete the master plan update of the previous master planning effort. The update considered current conditions as well as recent changes in the aviation industry and regional demand. Both planning efforts provide the strategic guidance necessary to address landside, terminal, and airside facility needs for the future. Birmingham-Shuttlesworth International Airport, AL: CHA is providing engineering services for an air cargo facility development program that includes air cargo activity analysis, site optimization and alternative analysis, and a program definition report/preliminary design report.
