Early Concept Design for 2.6GW HVDC Converter Building

I am pleased to present CHA Consulting, Inc.’s (CHA) qualifications to support NYPA’s proposal for an onshore HVDC converter building and site development, on Governors Island.

We are a full-service architectural, engineering, consulting, and program/ construction management firm in New York. As a multi-disciplinary firm and trusted partner of NYPA, our A/E design, utility infrastructure engineering and construction management teams work closely to deliver successful projects. CHA is over 1,800 employees, covering many disciplines, and available as a one-stop-shop for building expertise.

We are already well versed with Governors Island’s physical characteristic, geotechnical and cultural attributes, electrical utility infrastructure design, and how to manage a development project in NYC. CHA has previously done environmental subsurface surveys of the island, as well as a fully considered prelim site optimization study for the island’s E-4 site, including a budget and permitting matrix.

The impact this proposed project will create a response on a cosmopolitan scale, this building will be a serious appendage on NYC’s built environment. Despite its utilitarian function, we are well aware that a momentous physical addition like this will deserve the highest level of public scrutiny. It will be judged for its ability to nest into the historic island’s natural parkland, with neighboring sculptural buildings, in full view of the world. The inevitable contrast of context that a massive utility building will bring, must be carefully discerned, dynamically designed and pragmatically realized.

CHA’s design process is collaborative with the client, from early design charrettes to collective editing for design refinement. Our philosophy is built on the belief that each project merits its own eloquent solution, each with its own unique context, look, and feel. Our design approach is not formulaic but striving to respect and enhance the existing context. We rely on a comprehensive and thoughtful analysis of the client’s mission, values, and goals, the project’s physical and technical construct, and keen collaboration with all members of the team.

Furthermore, CHA has over 20 years of project and construction management experience with NYC developers. We have nurtured our skills to understand and navigate the regulatory environment (City, State and Federal), driving the best results from the construction and consultant teams, create/managing accurate budgets and schedules, but most of all early perception to mitigate project risks. We come pre-loaded and turn-key for this project, as we’ve recently worked on other onshore HVDC convertor and StatCom substation projects (under NDA), all sited on the shoreline of the NYC Harbor.

This proposed building and it’s blending into Governors Island must be universally great, it must be world-class design, it must be reasonable to construct. CHA is uniquely positioned for at least the first swing, to establish a proof-of-concept design. After which CHA is also positioned to build the best choices for the final team to further develop the design, and ultimately to realize this great endeavor for NYC at large, and to the world. Enclosed is a small sampling of our practice, for which I would be very happy to expand on, or provide additional samples of experience.
