Legislators Urge Social Services Department to Restore Funding for Substance Abuse Treatment Beds for Women in Recovery Erie County Legislators Betty Jean Grant, Barbara Miller Williams and Patrick Burke are very concerned about funding cuts to area women’s shelters that provide life-saving detox, mental health and substance abuse counseling. A resolution co-sponsored by the legislators has brought attention to the issue and important testimony before the Legislature’s Health & Human Service Committee. Here is the full text of the resolution they co-sponsored, which passed unanimously (10-1), “Ensuring the Availability of Inpatient Facilities for Women Seeking Substance Abuse Treatment and Mental Health Services”: WHEREAS, the availability of specialized, skilled and sheltered settings that provide substance-abuse treatment beds, detoxification facilities, and mental health services are essential and proven public policy; and WHEREAS, three residential treatment programs that help women overcome addiction and mental health difficulties, Canaan House (Walden Ave., Cheektowaga), New Life Residential Center (Memorial Dr., Buffalo), and Paradise House (Mills St., Buffalo) have announced that they will be forced to close on April 1, 2014 due to a significant reduction in funding from the Erie County Department of Social Services; and WHEREAS, such an announcement is troubling in that with Canaan House, New Life and Paradise House closing their doors, the community will be without a significant amount of inpatient beds at a time when any reduction in inpatient beds is too much to bear; and WHEREAS, New Life Residential Center announced that their closing is due to a slashing of the “shelter rate,” currently $667.00, and being reduced to $169.00, representing a 74.66% decrease in funding by the Department of Social Services; and WHEREAS, in order to transition more women into treatment, ensure a higher quality of life for these women, and at the same time reduce the expenditure of public tax dollars being spent in myriad ways when fewer treatment beds are available, Erie County must make certain that these community resources remain open, viable and strong so that more women can begin recovery, turn their lives around, secure meaningful employment and become productive members of our community; and WHEREAS, in light of an ever-increasing toll of hospitalizations and deaths attributed to drug overdoses throughout Erie County, particularly deaths caused by opioid overdoses in the form of prescription pills, heroin and increasingly, fentanyl; that this serious matter of the loss of life-saving inpatient treatment beds warrants a full public discussion in this Honorable Body’s Health & Human Services Committee. Gala to “Roast” and Honor Willie ‘Hutch’ Jones Willie “Hutch” Jones will be “Roasted” and honored at a well deserved gala and dinner hosted by his namesake, the Willie Hutch Jones Educational and Sports Program on Sunday evening, March 23, from 6-9 p.m. in Templeton Landing, 2 Templeton Terrace. The event, which marks the 30th anniversary of the unique program, will feature food, fun and friends who will tell jokes at Jones’ expense during the organization’s first Roast Fundraising Event. Admission is $40 and proceeds will benefit the program, known as Team Hutch, which provides after school and summer activities in more than a dozen sports free of charge, in addition to educational programs and the performing arts. SHARPEVILLE MASSACRE; WE MUST NEVER FORGET Byamadi Ajamu On March 21, 1960, in the apartheid state of South Africa, the Pan Africanist Congress (PAC) launched its anti-pass campaign. Indigenous African people were required to carry identity passes at all times. Under the campaign slogan “No Bail! No Defense! No Fine!” the PAC organized people to leave their passes at home. They planned to fill the fill the jails and shut down the economy. PAC organizers gathered in Sharpeville mobilizing people to participate in the non-violent demonstration chanting “Our Land” and “Down with passes!” Thousands converged on the police station, police panicked and opened fire killing 69 and seriously wounding 180. “The Sharpevillle massacre catalyzed international support for the Anti-Apartheid struggle and forced the South African liberation movement to take up arms,” explained Attorney Roger Wareham of the Pan African Solidarity Hague Committee (PASHC). “Black folks in the US faced similar responses to peaceful protests to secure their human rights. On February 8, 1968 Blacks peacefully picketing a segregated bowling alley near the campus of South Carolina State College in Orangeburg were fired on by state troopers. Three were killed and 28 wounded. And on May 15, 1970, Black students at Jackson State, an historically Black College, were killed by police while protesting the US invasion of Cambodia. These litttle-known events helped transform the movement from civil rights into one for human rights and Black Power Movement. Today the attack on African people is relentless and allencompassing. Now, more than ever we must understand what Malcolm X and Dr. King told us.”
The United States “is as responsible, if not more,” than the United Nations for the cholera outbreak in Haiti, since “it’s because of the military occupation that we have cholera,” said Dr. Jemima Pierre, professor of African American and Diaspora Studies at Vanderbilt University, in Nashville. The U.S. backed a coup against the democratically elected government of Haiti, in 2004, and then invaded the country. “ Later, the U.S. brought in the UN “to cover this dirty work and make it legitimate,” said Dr. Pierre. UN “peacekeepers” were the vectors of the disease.
U.S. Billions for Ukrainians, Cuts for Hungry American Children Washington is offering $10 billion in loan guarantees to the partly-fascist government of Ukraine, while cutting $8 billion in food stamp benefits to Americans, said Sara Flounders, of the United National Anti-War Coalition (UNAC). “That is literally stealing food from the mouths of children,” she said. Malaysia Airlines Flight 370 vanished on March 8 with 239 people aboard. Twenty-six countries have been asked to help find the aircraft. Malaysia’s civil aviation chief Azharuddin Abdul Rahman announced that there can be a possibility that the plane’s last satellite contact could have been made from the ground, as long as the airplane still had electrical power; giving families and loved ones hope that the passengers are alive and that the plane didn’t crash. But, we still cannot help but ask - where is Flight 370 and where did it go? It is believed that the co-pilot of the plane was the last to have verbal communication with the air traffic controllers, which was at 1:19 a.m., saying “ All right, good night.” All civilian radar lost contact with the plane around 1:30 a.m. The military radar last detected the plane at 2:15 a.m. off Malaysia’s west coast. At 8:11 a.m. hours after takeoff, a satellite made the last electronic connection, referred to as the “handshake,” with the plane. The radar in Pakistan and India each stated that the plane did not show up on their radar. The search continues. Investigators are now looking to see if the aircrafts crew was involved in the planes’ disappearance. Police have searched the homes of Captain Zaharie Shah, age 53, and Mr. Fariq, age 27. A flight simulator was found and taken from the captain’s home and is being examined at police headquarters, by officials. The pilots are not the only ones who are being investigated; investigators are looking at 29-year-old Malaysian civil aviation engineer, Mohammed Kharrul Amri Selamat, who works for a private jet charter company. As the days go by, more information on this story appears. Malaysia stated that the plane was carrying enough fuel to fly seven or eight hours beyond its last known radar position. With a seven hour flight window the plane could be up to 7000 km from Malaysia. Somalia, East Africa, the Arabian Peninsula and Iran are all within a 7,000km radius. As the world continues to search for this mysterious disappearance, we wait for more clues and information.
Mumia: Police Still Spreading Anti-MOVE Propaganda The Fraternal Order of Police has orchestrated a renewed campaign of hatred and disinformation against the MOVE organization in order to prevent imprisoned members from winning parole, said Mumia Abu Jamal, the nation’s best-known political prisoner. MOVE members convicted in the death of a policeman during a 1978 raid have served their minimum sentences and are up for parole, and many Black Philadelphians have never gotten over the 1985 police bombing of a MOVE house that killed 11 people, including five children. A recent Philadelphia Magazine article was “full of innuendo and suggestion that MOVE folks beat and attacked their children,” said Abu Jamal – a ploy designed to focus public anger on MOVE rather than the police who actually killed so many children.

U.S. Senate “Hypocrisy” Defeated Adegbile Nomination The U.S. Senate rejected President Obama’s nomination of NAACP Legal Defense Fund lawyer Debo Adegbile to head the U.S. Justice Department’s Civil Rights Division, based on the LDF’s involvement in the defense of political prisoner Mumia Abu Jamal. “ Black Youth More Valuable in Prison U.S. rulers “don’t want to supply jobs and education to inner city youth,” said Bonnie Kerness, of the American Friends Service Committee Prison Watch Project. “That 15 year-old in Newark is worth nothing on the streets to the United States economy.” However, “you put him behind bars and that kid is generating $30,000 a year” in contracts and wages for the prison industrial complex, said Kerness, author of the recent article, “Race and the Politics of Isolation in U.S. Prisons.”

Jean Ross, a lawyer and activist with the Newark-based People’s Organization for Progress, said some of her clients would rather be put in solitary confinement than be transferred to Bayside State Prison, in the southern part of the state. “The explicitness of racial epithets and the expression of racial hatred seems to be much more pervasive” at Bayside, where vicious beatings are routine, said Ross.

SPRING: Time To Care for Your Liver…
O
n the spring equinox, occurring March 20 or 21, day and night are equal in length. Spring is a time of new beginnings, fertility, conceiving ideas and laying the groundwork for things to come It is a time to restore health, to build new relationships, to express our emotional truths, to expand o current projects and to plant seeds that may one day come to fruition. As winter’s ice breaks up the current flow, the waters of spring nourish new growth. In our bodies, one of the key organs associated with Spring is the liver. The emotion of anger strongly affects the liver, causing stagnation of energy and blood when we hold anger in or excessive internal heat if we express anger too much. The health of the liver is reflected in our eyes and ails. Blurred vision, bloodshot eyes, yellow sclera, ridged, soft or brittle nails each communicate the liver’s condition. The flavor associated with liver is sour – a little sour food improves liver function while to much can damage. The kidneys are said to be the mother of the liver. If the liver is overactive, it will deplete the kidneys; if the kidneys are deficient, the liver will lack support. The liver blood nourishes the tendons, muscles and joints. When the liver is
deficient, there may be pain, weakness and stiffness. T.D. Jakes:”Has The church become masterful at doing things that don’t matter”? In the first keynote address of the 2014 International Pastors & Leadership Conference in Orlando, Florida, T.D. Jakes said the church is too caught up in “tradition” and what it is used to that it is failing to fulfill its mission of reaching the world. In his message, titled “The Instinct to Shift,” Jakes said, ‘Our generation has done the worst job of winning our children’s generation [to Christ] in the history of the church since data has been collected.’ He went on to say, ‘Instead of the church affecting the culture, we are allowing the culture to affect us.’ Using Ezekiel’s vision of the waters flowing out of Jerusalem (Ezekiel 47), Jakes explained the theme of the conference — “branching out.” Other powerful statements from his message include: •I have never seen so many depressed preachers in my life…No fire, no zeal, no passion, no prayer, no looking to God. We have had more suicides among clergy in the past year than at any other time.’ •The most frightening thing about being wrong, is not being wrong — it’s refusing to change.’ •20 million people in America believe in God, but they don’t believe in us — the church.’ •A question for the church: ‘Do you want your traditions, or do you want to be effec-
tive? Are we more loyal to our traditions than we are to our God?’ •‘The church has become masterful at doing things that don’t matter!’ •‘The hardest thing in the world to do is to get people to stay in place while you are making an altar call… What is really scary is that pastors don’t even care about the altar call.’ •‘Do we care more about membership than discipleship?’ •‘If you build the people, the people will build the church… People are not going to help you build the building if the building isn’t
there to build them.’ T.D. Jakes:”The church has become masterful at doing things that don’t matter” • If the church is not saving the city and the world, it’s not a church — it’s a cult. Are you a church or a cult?’ •‘Pentecost happens when the message is put in a language that the world can understand…Your city cannot hear you because you are so churchy to the world that you are speaking in tongues.’ Jakes also criticized ‘hourlong offerings’, unnecessarily long church services, and leaders who cling to titles that may confuse or turn off those in the world.

An Interview With Rachelle Ferrell
A
s the chorus to one of her songs says, Rachelle Ferrell is an “individual“ and that‘s in the best sense of the word. For over two decades the Berwyn, PA born vocalist with the awesome six-octave vocal range has bravely navigated the often harsh waters of the music industry with a distinctive and assured fusion of jazz, soul, gospel, blues and classical which she will be bringing to the Tralf on Saturday, March 22. Rachelle took the time to speak to The Challenger about her vocal abilities, the roots of her sound and her thoughts on the music industry. How did you discover that you had a six-octave vocal range? As a child, I would listen to the birds singing and tried to mimic the sounds of nature. Fortunately I was at the age where adults allowed people to be who they are and not question silly things, saying things like “Rachelle, you’re not supposed to sing like that,” “or you’re not supposed to make that sound.” I also lived around the corner from a fire station; the fire alarm would go off and I would try and keep up with it. I was too young to realize that there were limitations to the body: to sustain breath, to sustain a note. I was pitting myself against mechanical alarms. [laughs] Anything that I heard I would try and it wasn’t until I got to my early teenage years in seventh grade they tested everybody for chorus and choir that the music teacher, her eyes got wide when I was hitting the scale. I just kept going and going and I got kind of scared because at that age no kid wants to stand out; conformity is the rule of the day. The music teacher pulled me aside and had me stay after class. She explained to me later that I had a gift and she worked with me to teach me breath control and how to take care of my instrument. That’s how that journey began. Your last album was released in 2000. Have you done anything lately in terms of recording? Actually I have. It’s not released or complete yet. But I’m working on a new CD entitled The Heart and Soul of Rachelle Ferrell. I’m so excited and happy about how it’s turning out since it’s like the first time I’ve grown up now as

an artist. [laughs] It’s the result of my maturation, not only in the business and the industry but of my life. My mind body and spirit. My heart and my relationships. You’ve been in the business for over twenty years. How do you define your sound at this point? Very eclectic. Very adventurous. Cultural and historical. A journey through our world since it touches on the evolution of music in the United States. There are strains of blues, field songs, jazz, gospel. When the middle passage occurred and slaves were brought from Africa to this country, one of the few things that was maintained as part of the cultural identity of the people was music. Of course, it had to be adapted and modified within the majority culture of this country at the time. So it became a hybridization of what was allowed and sanctioned and what was not allowed and not sanctioned. The last time that you performed at The Tralf in 2012, you said something that I thought was a very smart critique of the mainstream music industry to which you referred “not having a marketable skill has become a marketable commodity.” Can you elaborate on that? You remember that! [laughs]. Ok, you got me in a little spot. I said it then and I do mean it now. It goes back to that argument that I was talking about. You’d hear about all these great artists who we felt we’d lost because they didn’t do the music that we expected. Artists like Deniece Williams, who now sings only gospel music or Stephanie Mills who only sings gospel music as well and there’s this sinking feeling in our hearts because she’ll never sing “Home” again. [laughs] There was this huge tug of war between sacred and secular music but that’s not so obvious anymore. What’s more obvious or not is whether you’re making money. If you’re not making a whole lot of money and noise on the popular music scene in terms of someone’s bottom line, you’re not worthy of discussion. So the whole value system has changed and the entire way of determining what is valuable and thus what is marketable. You can’t even Continued Page 9

We’ve become so splintered now in our interests and likes that it’s become a game of Russian Roulette for some of us, how we get the pitch on the world marketplace for any group of people. In my flippant and quirky way, I’ll say that you can get more attention by not knowing how to do anything because that whole work ethic and the valuing of the extraordinary in terms of art or skill, whether it be music or anything else has gone underground.

This week, parents turbo-charged the relentless drive to end unfairness and sub-standard education in our city’s schools. We’re taking direct aim at the insult – the abomination of “criteria based” schools, which exist to provide a high quality education for the select few who are deemed worthy of one. We have filed a Civil Rights complaint with Federal authorities, asking them to explore our curious case: that in a majority minority city, where White students make up 22% of the student body, 66% of the students at City Honors are white. Similar stats exist at the other high-performing, criteria based schools. It’s worth clarifying, once again, why this two-tiered system of “education” is so harmful, so diabolical in its very origin and intent. This year marks the 50th anniversary of the Brown vs the Board of Educations of Topeka Kansas case. That decision spurred massive white flight in order to keep the best resources for white children, and lock black children out Sabirah of a quality education. What we’re looking at today – as the stealing of Muhammad black Buffalo is well underway – is not flight. It’s a small set of beautiful, well-equipped, successful schools, right up in the ‘hood, and we’re still locked out! It’s an in-your-face insult that we truly need to wake up to. Have you heard the news about Bennett High and the Martin Luther King school? Administrators sent in a required plan to the State Education Department to restructure the buildings as educational partnership schools – without any partners. Faculty at the schools had rejected the potential partners. The parent group had already sent a letter on November 20th, warning that the district had neither the capacity nor the resources to effect the proposed plan. Now the state is saying the same. Now, parents and children - families who have been at MLK for generations will be thrust out of their neighborhood space. That might be a good thing if they were being transferred to schools in good standing. Instead, they’ll be able to choose from a vast array – of failing schools. It’s proven to be a windfall for the district, however, which had been looking for a location for a Medical Campus School, to link up with the already established medical corridor. As a community, we’re supposed to believe that students who have been perpetually underdeveloped academically are suddenly going to be positioned for high-tech careers in medicine. If our eyes are open, we know it’s another jewel in the crown of gentrification. –The school named for Martin Luther King. Did we say in-your-face? As for Bennett High, this school was one of those infused with $2 million a year for 3 years in order to bring up scores and improve its outcomes. The scores went down. As parents continued to agitate, representatives from the state went to observe the classrooms at Bennett. What they witnessed and documented is the two-tiered system in action. They observed classrooms that had 35 children on the roster, but few had more than 14 in attendance, and even those students weren’t being taught! They described classroom work that wasn’t rigorous, being taught from worksheets. Some teachers moved along through the sheets, simply disregarding incorrect questions and answers from students. They reported seeing one classroom where actual instruction was going on. One. That’s how you get 45 schools failing out of 57. That’s how you get 75% of black and brown boys not graduating. That’s how you get an overall graduation rate in the forties. That’s how you can create a test for City Honors and DaVinci and Tech that you know the majority of students can’t pass. – You make sure that they can’t. Think about it. These “teachers” didn’t even bother to put on an act – didn’t even pretend to actually teach temporarily in the presence of State Department representatives! They were so confident in their rock solid teacher contract, and so comfortable in their contempt of our children that they didn’t even muster the energy for pretense. They will suck up $6 million dollars and look for more, but they will not teach our children. Can we as a family muster the energy for change? We hear the family on our radio talk shows. We hear the clamor over the upcoming school board election, and all the commotion around maintaining this system as it is. We bristle as we listen to paid negroes sell out our children, and we grieve over the anguish of those with a sincere desire to fix the schools, because we know they’re not broken. We know they’re doing exactly what they were designed to do. In the state of Georgia alone, 58,000 inmates are working for corporate America for .23 cents an hour. That’s going on in every state in the country, and that future workforce is being prepped right now, right here, in 45 failing schools. How else could statisticians use third and fourth grade reading scores to plan prison space? Beloved family, this is diabolical. It’s time to expand our Frederick Douglass quotes beyond the well worn “Power concedes nothing without demand.” We can’t be of those who “profess to favor freedom, yet deprecate agitation.” We can’t continue to “want crops without plowing up the ground.” We can’t keep looking for “rain without thunder and lightning, or a beautiful “ocean without the awful roar of it’s many waters.” True enough, the exact measure of injustice and wrong imposed on

Minorities,Like Other Ethnic Groups, Have A Right to Have Representation in the NYS Senate! In 2012, the New York State Legislature added an additional district to the New York State Senate. This new district, the 63rd Senate district, is comprised of the entire Eastside of Buffalo, a small portion of the Westside, all of Cheektowaga, several Wards in Lackawanna and the South Buffalo Council district. The new district was drawn in such a way that it would allow a minority citizens of African American or Hispanic descent a viable chance of running for and winning the seat.

GRANT Prior to the drawing of this new district, the only Buffalo region district that has been represented by a minority was the 60th Senate District that is now represented by State Senator Mark Grisanti, who defeated former Senator Antoine Thompson in 2010. That district that Senator Thompson lost had the whole East side in it. The Republican senators who were in control of the redistricting, made sure that they drew a district that was almost impossible for Senator Grisanti to lose. They took out the minority Eastside population and put it in the newly created 63rd district. The current 60th District has Senator Grisanti representing people from Grand Island, to the West side to Hamburg. Grisanti’s district by passes South Buffalo and is linked by a small strip along Route 5 to Hamburg, completely by passing the minority-laden first and second wards in Lackawanna. This district was hand created for Grisanti and in essence, Senator Kennedy was thrown into a district where he would be forever fighting every two years to retain his seat, because of the diversity of the district and the willingness of candidates from those diverse areas to challenge him. Two years ago, I stepped into the senate race when former Senator Antoine Thompson dropped out for personal reasons. I saw an opportunity to seek higher office and the fact that the State Legislature drew the line to give a minority a fighting chance to win the seat was not lost on me. I did not listen to the naysayers and those of little faith who said, “she can’t win” or “no African American candidate can win the district!” I stepped into the race two years ago because I saw a chance for minorities to remain an integral part of state government in the New York State Senate. I looked at the numbers and saw that I, or any other minority candidate, had a realistic chance to win. In the September 13, 2012 Primary, our campaign came within 139 votes of winning that election and this candidate being declared the victor. The progressive people of Rochester, New York are elated and proud that a minority female, Lovely Warren represents them as their newest mayor. I wish to make the voters of the New York State Senate 63rd District as elated and as proud when I am elected to represent them as the first minority and the first female in the state senate in the September 9, 2014 Primary!
