Apply early for the best placement. -HistoryAs early as 1810, freed black slaves were living in western New York State and Rochester’s first African American neighborhood was located here on High Street (later Clarissa) in the Third Ward of the city. In 1830 Rev. Thomas James, an escaped slave, founded the Memorial African Methodist Episcopal Zion Church, then located on Favor Street. This church became a center for the Underground Railroad, for Frederick Douglass’s abolitionist newspaper, The North Star, and for the women’s suffrage movement. In 1975 the A.M.E. Zion Church was relocated to its present home on Clarissa Street, and it remains Rochester’s oldest ongoing African American institution. In 1922 the African American YWCA was founded at 192 Clarissa Street. It later merged with the downtown YWCA and the Clarissa Street structure became the Montgomery Neighborhood Center, which eventually relocated as well. By the mid-20th century, Clarissa Street had become a main commercial district of the Third Ward. Businesses included the Gibson Hotel, Latimer’s Funeral Home, Ray’s Barbershop, Scotty’s Pool Hall, Smitty’s Birdland, LaRue’s Restaurant, and Vallot’s Tavern. Following the riots of 1964 and the subsequent Urban Renewal program, many of these buildings were either destroyed or torn down. Once referred to as “Rochester’s Broadway,” Clarissa Street became famous for jazz and for clubs such as the Pythodd Club, the Elk’s Club and Dan’s Restaurant and Grill (later Shep’s Paradise Lounge – now The Clarissa Room). Since 1996, current and former Clarissa Street residents have presented an annual Clarissa Street Reunion, held the 3rd Saturday of August to celebrate the importance and the traditions of this historic Corn Hill street. Fourteen young women scholars will receive the Susan B. Anthony Award in the Rochester Board of Education Observance of Women’s History Month on Thursday, March 27th. These young women are seniors in the Rochester City School District who have exemplified outstanding academic scholarship, leadership, and community service. The 2014 recipients of the Susan B. Anthony Award are: Shaniece Blair – Rochester Science, Technology, Engineering, & Math (STEM) High School; Shayla Burns – James Monroe High School; Bhumika Dhamala – Rochester International Academy; Sophie Gallivan – Joseph C. Youth Promise Act Makes An Urgent Effort To Save Our Youth

School Superintendent Dr. Pamela Brown, along with nationally renowned author and motivational speaker, Buffalo native Simon T. Bailey, launched her Community Listening Tour last weekend. The session was marked by a message of hope and a call for unity and teamwork.

The Buffalo Common Council Legislation Committee is holding a special meeting at 5:30pm on Thursday, March 27, 2014 in Council Chambers. University District Council Member Rasheed N.C. Wyatt called the special session and plans to discuss a recently approved resolution proposing a Buffa­lo specific version of HR 1318, The Youth Promise Act. South District Council Member Christopher P. Scanlon will chair the meeting.

There was no doubt left in the minds of those who attended last Saturday’s launch of School Superintendent Dr. Pamela Brown’s “Pathways to Success Community Conversation and Listening Tour” about her determination and sincerity in working to ensure that every child in the Buffalo school district receives what she calls “a world class education.” And it was the electrifying motivational address by Buffalo native and Bennett High School graduate Simon T. Bailey that put it all in perspective. Dr. Brown, who arrived here just 20 months ago, gave a brief outline of her strategic plan in her opening remarks. She noted that she was saving a more detailed discussion for the upcoming conversation and listening tour, the first of which takes place on Monday, March 31 at the Central Library in downtown Buffalo from noon to 1:30 p.m. The next session will take place on April 29 at the Merriweather Library on Jefferson and E. Utica. A listening session, conducted entirely in Spanish, is also being planned at Hispanics United. The date will soon be announced. What makes Pamela Brown tick is knowing first hand from personal and professional experience, that our children – regardless of their background, race, creed or color - can learn and excel and go on to ac-

complish great things and have a solid future if only given the love, motivation and proper tools to do so. And despite a hostile media and efforts by those who worked to remove her before she even began her tenure, progress, she proudly reports, has been made. She urged those gathered at the Waterfront school Saturday morning to join the crusade to save the children. The plan she said, will take “teamwork to make the dream work…We need you. I need you, to make sure not a single child fails and that each school becomes a GREAT choice for children to learn.” She said parents and guardians, are “invaluable partners” in the effort to turn things around. Their roles will include assuring attendance, monitoring homework, developing good behavior and “cultivating the brilliance that every child has.” Her brief but engaging talk about her personal background focused on her humble beginnings in Liberty, Mississippi and the “whatever it takes” attitude toward success that was instilled in her and her siblings at home as well as in the schools. The tragic loss of her son several years ago, she said, led her to pursue her goal of positively impacting the lives of children and turning schools around – a mission she has undertaken the last several Continued Page 14

On Thursday, March 27, a broad coalition of parents, community leaders, faith-based leaders identified as “We The Parents Buffalo” will welcome to Buffalo Shirley Ford, National Director of African American Affairs and Community Engagement for Parent Revolution in their continued effort to educate parents of their right to demand a transfer of their children out of failing Buffalo Public Schools into schools in good standing. The community is urged to attend. Ms. Ford, and other community leaders, will speak at the Market Arcade Theatre in downtown Buffalo before the screening of “We The Parents,” a film which documents the efforts of parents in Compton, California in their attempt to turnaround failing public schools. KKK Leader Says Members Are Christians Who Are ‘Not About Hate’ According to Frank Ancona, imperial wizard of the Traditional American Knights of the KKK in Virginia. The president of the southern chapter reportedly wants to “set the record straight” and dispel the racial and violent negative image that has surrounded the KKK for eons, according to NBC 12, Ancona contends, ”We don’t hate people because of their race. We are a Christian organization. Because of the acts of a few rogue Klansmen, all are supposed to be murderers and wanting to lynch Black people and we’re supposed to be terrorists. That’s a complete falsehood.” The Klansman, who has been heading his chapter for the past six years, is adamant about changing the organization’s public image. Ancona maintains that there is nothing morally or ethically wrong in wanting to keep his race White, telling NBC 12, “We want to stay White. It’s not a hateful thing to want to maintain White supremacy.” While addressing a user on Twitter recently, Ancona described the KKK as a group that does not perpetuate hate but is instead fueled by God’s love, race, and nation. He also claimed that Jesus was not a Jew and said the crowd only “called him a Jew to mock him,” adding, “the Jews killed Christ.”

Parker is a 12 year old boy who lights up a room whenever he walks into it. Born on January 3, 2002, he seems to be normal in every way. Leontae’ has a great sense of humor, is intellectually curious, and a huge fan of wrestling. His smile alone can help you f o r g e t about your own troubles. Taking one look at Leontae’, one would never guess that this happy fourth grade student has been suffering for 8 years, from a rare diagnosis of Nephrotic Syndrome. He was diagnosed in December of 2006, and undergoes dialysis three times a week. In June of 2009, Leontae’ was blessed to receive a kidney transplant. Unfortunately the new kidney was infected by another disease he faces, Focal Segmental Glomerulosclerosis (FSGS) and failed almost immediately. Since the kidney transplant, Leontae’ has continued to struggle with multiple medical issues. Leontae’ had his native kidneys removed and he is now awaiting a new one. Luckily, he will be traveling to the Division of Nephrology at Children’s Hospital of Boston on April 15th to be evaluated for a new kidney! Enterprise Charter School is seeking donations to its Chinese Auction to be held in honor of Leontae’ on March 27, from 5-7p at Enterprise Charter School. All proceeds will be donated to help defray its costs of traveling to Boston for Leontae’s diagnostic test, treatments, and ultimately, his hope for successful kidney transplant. lassane Sarr of Senegal, West Africa, and his traditional world-beat band “N’Dias (The Mix),” will return to Kleinhans Music Hall for an encore show-stopping performance on Friday, April 4. The band is rooted in African tradition, and strives to elevate and educate the public in the beauty of traditional West African music, drumming and dance. Buying School 71 puts that building back to use as a community school, and gives our growing school the facility our students need to continue their remarkable success. Families come to our school from all over the city, with a large number of them living near Schiller Park. This is the bottom line: Our board, which includes two parent representatives, determined that continuing to pay $167,000 a year in rent makes little sense when the opportunity for outright ownership is available. Also, our state regulators encouraged us to own our own building – because that’s in the students’ best interest – and owning 71 will permit us to have additional funds for our education mission. King Charter Explains Why It Plans to Move: “It’s For the Students” (King Charter released the following statement explaining their planned move from their current Genesee Street location) King Center Charter School wants our neighbors and friends to understand why the school’s board decided to pursue the purchase of School 71 on Lang Avenue and move our students there from Genesee and Rich. Our decision, after 14 years at our current site, is all about our growth and our efforts to enhance the education of our students. King Center Charter School’s board voted to authorize buying the city-owned former School 71 near Schiller Park as our new building. If the Common Council approves the sale of the school building to us, we can add an eighth grade this August and include all grades, K-8, under one roof. The new building has a gym, a beautiful auditorium and space to expand from the current K-7’s 312 students to 432 students in grades K-8 by 2017. We agreed to pursue acquisition of the building just two miles away for a city-appraised price of $330,000. The transaction will be aided by a $200,000 grant from SUNY’s Charter School Institute, which can only be used to purchase a building. If we are unable to buy School 71, we lose the grant. The grant will not apply to expanding where we are and our lease ends June 30. If the Council sees fit to approve this purchase, King Charter will own a building that’s five times larger than the current rented church building. We plan to invest $1 million for improvements and later add a kitchen, a cafeteria, and, partnering with the Hasek’s Heroes, a synthetic hockey rink. In addition, as many of our students’ families live as close to the new building as to the current one. Almost all of our students are bused to school and only seven of our students walk to school. Our parents favor this move because they understand that it will provide the needed space immediately and allow the school to spend most of its money on educational programming. Our school has a 94 percent attendance rate, and an annual 100-student waiting list for kindergarten. King Charter was the city’s first charter school, founded in 2000. We’ve had a long and fruitful relationship with the legally separate King Urban Life Center. But we currently must pay $167,000 a year to KULC, just to rent the church building which houses four classrooms. Despite such a high rent, our students have to constantly walk back and forth in bad weather to get to their classes, even our little ones. We currently have no gym or auditorium. In approving the purchase of School 71, the board determined: •KULC’s $7 million plan to make a building at 30 Rich St. more conducive for the school would raise the rent to $460,000 a year, requiring faculty layoffs; • Such an addition would not be ready for school to open in August and would in fact take more than two years to complete; • It would require putting some children in trailers across the street during construction. We will not do that; • Currently, it is very difficult to “lock down” the church building in an emergency; • Open-air classrooms are not conducive to teaching and learning the rigorous Common Core standards; • And, since our lease with KULC expires on June 30, 2014, we are moving the school one way or the other. In addition, we are willing to share our expertise with the King Urban Life Center if its board wants to re-purpose the church building with a pre-kindergarten. Continued Page 10

The Call for an “Academic Magician/Bionic Superintendent Replacement Candidate ” and Other Editorial Nonsense … Breaking news for the local daily paper! Buffalo’s School Board, with members duly elected by its citizens, has exclusive charge of the employment matters for Superintendent Pamela Brown. A recent editorial sidestepped that fact. Titled: “More Bewilderment” – Dr. Brown’s leadership performance and capabilities were ripped apart, again. “It’s enough. ‘We’ need someone else.” – were the final statements. (The Buffalo News is a publication entity! It is not a “we” unit among the Buffalo Public Schools’ stakeholders: parents, grandparents, family, citizens-at-large or the appointed spokesperson.) Recently hired key school officials – Yamilette Williams and Faith Morrison Alexander – who lacked State certification – was the leveraged base for the ridicule. (Both have district leadership certification in other states.) There were contradicting points. Examples: One paragraph indicated Dr. Brown hired them; another stated they were hired by Mary Guinn. (She’s currently the temporary Deputy Superintendent.) The editorial’s author(s) acknowledged the certification matter might just be an oversight and “it may be a formality for both to be certified.” Bearing such in mind, why was the slamming subtitle, “Hiring of officials lacking in certification shows a superintendent unable to lead”??? Dr. Brown is the CEO of the District. The district has a

human resources branch. Similar to the corporate world, it’s realistic to expect that department to handle various specifics of employment. A previous article supports the preceding. It reported that, in general, the district’s top human resource administrator said: “with Ms. Williams and Ms. Alexander coming from out of state to take high level positions, his office would normally provide assistance. But due to short staffing and other human resources emergencies . . . these certification requirements weren’t properly dealt with. I should have followed up on this.” The feedback from the administrator continued with: “They were both hard-to-fill positions [i.e., Chief of Curriculum, Assessment and Instruction and Chief of School Leadership]. We knew these individuals were extremely qualified and experienced.” It was his understanding – that as long as the officials were working toward their NYS district leadership certificates – they could be immediately hired on an “emergency, temporary basis.” (Note: the NYS certification process is not one where skills are appraised.) The News continued the beat-down commentary in response to the superintendent’s statement that the certification issue had come to the district’s attention. Arrogantly, they dissected her remarks and blasted “. . . it was all over

As usual, the story mentioned “documents” [school improvement plans] the state rejected last year. What has not been publicized is the role – the $190 per hour Distinguished Educator, Dr. Judy Elliott – should have played to make sure the plans were approved. (That would include those for Priority Schools, East High and Lafayette. $1.4 million in funding was withheld by the State Education Department commissioner.) (State Education Law 211- c(5) states, “the Distinguished Educator is required to review each improvement plan, for the Priority Schools.” [Next] the “DE” is to endorse each plan or make recommendations for modifications.) Finally, what academic magician/bionic superintendent replacement candidate is the “someone else” who can immediately improve the students’ English Language Arts and Math test scores? (Those are major measurements for 44 schools falling under the State’s designation of Focus/Priority/failing schools.) Would he or she just wave a wand so the immigrant and learning disabled students (20-30 percent in several schools) graduate in 4 years?

Buffalo City Court Judge E. Jeannette Ogden is seeking nominations of her candidacy for NYS Supreme Court. This date is meaningful given an analysis in my book, which studied 643 cases of dog fighting arrests (Note: only cases MID-9534 MID-9321 with photos of defendants are counted in the analysis). My research uncovered a disturbing pattern. In the five years that EVE-2866 EVE-1402 preceded Vick’s property being raided (2002-2007), and in the five years that followed (2007-2012), racial disparities in dog fighting arrests increased disproportionately, with blacks 1-11-26-30-35 7-10-17-37-38 seeing their arrest rates increase five-fold.
