On behalf of the School Board of Palm Beach County it is

again my pleasure to welcome you to our community and to our schools. The Palm Beach County School District is committed to providing each student a world-class education. We are getting better each year as our graduation rate climbs, the achievement gap narrows, and more students matriculate to college. Ten thousand students graduated this year and earned nearly $80 million in scholarships. The majority are going on to some of the best colleges and universities in Florida, throughout the nation and abroad. Others are entering directly into the workforce armed with career academy “industry certifications.” Validating our success, The Eli and Edythe Broad Foundation has selected our district from among the 75 largest districts nationally as one of four finalists for the prestigious Broad Prize for Urban Education. It’s the largest prize in public education and will provide valuable scholarships for our students. Palm Beach County offers a wide variety of public school choice at both traditional and charter schools. We have numerous choice programs and career academies, and topnotch neighborhood schools, some consistently ranked among the best in the country by Newsweek and The Washington Post (Suncoast, Dreyfoos School of the Arts, Atlantic, Boca Raton and West Boca high schools among them). Education Week recently acknowledged that our high schools have the second highest graduation rate in the state and the eighth-highest in the nation.

Education, from early childhood and K-12, through graduate school, is a vital part of the community’s future. Our school system collaborates with more than 1,200 community business partners to ensure we offer the right mix of programs for our community’s needs. Our career academies are hugely successful at engaging students who graduate ready for college and the workplace. Eleven schools throughout the district at the elementary, middle and high school levels offer International Baccalaureate (IB) programs or diplomas. Schools offer dual enrollment with Palm Beach State College, and all high schools have numerous Advanced Placement (AP) courses. As a Palm Beach County native, a graduate of our public schools, and a parent of two public school children, I am committed to working with my fellow board members, school district personnel and our community partners to ensure that our school system grows ever stronger. Palm Beach County School facts & figures There are 187 public schools in Palm Beach County. In addition, a list of schools that have been modernized/ replaced can be viewed by visiting www.palmbeachschools.org/Community/ - click on the “School Information” tab then “School Projects.” Palm Beach County is the 5th largest school district in Florida and the 11th largest in the continental US with 174,866 students (K-12, Alternative & Charter Schools) during the 2011-2012 school year. Palm Beach County school grades are among the highest in the state with 82 schools earning A’s, 31 schools earning B’s, and 20 schools earning C’s (excluding Alternative & Charter Schools). The District has thirty-four (34) Charter Schools as of July 1, 2012. The Home Education Office registered and ensured statutory compliance for 5,000 students in FY2012. Our program continues to lead the state in size and students qualifying for Bright Futures scholarships. There are 227 Choice Programs (including 53 in-house) which include magnets, career academies and choice schools and programs in 71 elementary, middle and high schools throughout the county. Over 38,000 students participate yearly. Community volunteers (38,591) provided academic assistance to students through the Volunteers in Public Schools (VIPS) program. There are 1,200 business partners offering resources to increase academic achievement. The Department of Exceptional Student Education (ESE) assists the schools by providing a free and appropriate public education for all students with disabilities, ages 3-21. There are 37,241 students in all ESE programs. This includes 9,126 students in the Gifted program. Many of these ESE students are mainstreamed into regular classes.

Our district is a national leader in environmental conservation: among the 85 new schools built in the past 11 years, 6 are LEED (Leadership in Energy and Environmental Design) Certified Schools- 4 Gold, 2 Silver, and many schools have won national design and construction awards. All are packed with the latest educational technologies for our students. Our district has 78,326 computers, 5543 ipads & 3400 CPUs available to teachers and students arranged in a combination of networked computer labs, distributed workstations and stand-alone computers. There are twenty-six (26) Adult & Community Education school sites and one full-time Adult Education Center. During the 2011-12 school year, 26,000 community members participated in Community Education programs. The Adult General Education program served 9,462 students, the English for Speakers of Other Languages programs served 16,047 students, and the High School Credit Recovery program served 4,259 students. During the 2011-2012 school year, 1,541 residents earned their GED diploma. Approximately 24,921 (excludes new KG or 12th graders who have graduated) students are in English for Speakers of Other Languages classes. Languages spoken, 150; different countries and territories of birth, 197. Classes are also held for adults. After School Enrichment Programs are provided for 16,000 students in 97 of our schools, 3,500 students in 36 middle schools. Summer Camps are provided in 59 of our schools during the summer months. The District has more than 737 nationally certified teachers and is a leader in the state. Based on Newsweek Magazine’s Best High Schools In America 2012 article, Suncoast Community High School is ranked 9th, Alexander W. Dreyfoos, Jr. School of the Arts is ranked 37th, Boca Raton Community High School is ranked 200th and Spanish River Community High School is ranked 362th. To determine the rankings, Newsweek factored in six criteria: the school’s graduation rate, collegematriculation rate, number of AP, IB, AICE tests per student, average SAT/ACT scores, average AP, IB and AICE scores and the number of AP courses offered per student. Florida Atlantic University

When a national disaster recovery firm, needed to hire

new insurance adjusters fluent in Spanish as well as English, Workforce Alliance provided recruiting assistance. In the past year, Workforce Alliance has helped Palm Beach County employers find the right people in a wide range of industries. Each year, Workforce Alliance has been instrumental in placing thousands of job seekers, from entry-level positions to the executive suite. Workforce Alliance also provides training for employed workers, helping them to upgrade their skills. Through specialized career development and consulting services at three career centers in West Palm Beach, Boca Raton and Belle Glade, Workforce Alliance offers more than 100 classes and workshops each month for job search and job skills training.

Lynn University

Financial assistance may also be available for employers to train eligible new employees for needed skills. Participating businesses also receive free recruitment and pre-screened referrals of candidates. In 2011, Workforce Alliance awarded more than $2.5 million in training grants to employers and job seekers. By working closely with government agencies, local communities, other organizations and businesses, Workforce Alliance encourages growth in the business community that also helps increase the demand for workers. The ultimate goal of Workforce Alliance is to improve the lives of those working, and seeking to work, in Palm Beach County. Many other workforce training programs are provided in conjunction with area colleges and universities. For instance, Palm Beach State College offers training programs in the life sciences in its 91,000-square-foot BioScience Technology Complex. “Palm Beach State College is committed to helping businesses grow and succeed through education and training,� said Dennis Gallon, Ph.D., president. That commitment to workforce education extends throughout the Palm Beach County School District as well. inancial aid is more than just student loans. There are grants available from Federal, State of Florida and College sources. Aid is available to full-time or part-time students in all of our two-year programs and most shorter term vocational courses.

FEDERAL STUDENT AID Federal Student Aid, an office of the U.S. Department of Education, ensures that all eligible individuals can benefit from federally funded financial assistance for education beyond high school. They consistently champion the promise of postsecondary education to all Americans —and its value to our society. Federal Student Aid plays a central and essential role in supporting postsecondary education by providing money for college to eligible students and families. Partnering with postsecondary schools, financial institutions and others to deliver services that help students and families who are paying for college. Today, Federal Student Aid performs a range of critical functions that include, among others: Educating students and families on the process of obtaining aid. FLORIDA BRIGHT FUTURES SCHOLARSHIP PROGRAM The Bright Futures program allows Florida high school seniors with significant academic merit to earn a scholarship to any public college/University in the state. It also offers the same funds to students attending a private college in Florida. This scholarship does not apply if the student chooses to attend college outside the state of Florida and the scholarship may only be earned while in high school. A certain SAT score or ACT score and high school GPA is required to earn a Bright Futures scholarship. The scholarship only applies to undergraduate coursework (unless some graduate level classes are required for a bachelor’s degree). Summer semesters are currently not eligible for bright futures funding, even though most Florida Public Universities require at least six credits to be earned through summer study. This requirement can generally be satisfied by Advanced Placement or CLEP examination.

ADULT & COMMUNITY EDUCATION Palm Beach County’s Adult and Community Education classes provide opportunities for improving skills used at home, at school, at work and in the community. Classes are broken down into two groups. Adult Education, which includes Adult High School/Credit Lab, ESOL, Family Literacy, and GED, offers classes at no cost. These are academic classes designed to help adults learn English, earn a GED, go to college, or gain the knowledge and skills necessary to advance to a meaningful career. Community Education offers elective classes in a variety of areas and interests, including art, cooking, computers, crafts, dance, fitness, foreign languages, music, sports and many more. Classes vary in length, with many classes lasting 4-8 weeks. Students are asked to pay a fee for Community Education classes to cover the cost of instruction and materials. Both kinds of classes are offered in 25 Community Schools conveniently located throughout Palm Beach County. U pon initial enrollment in a school, a student or parent must produce two current documents reflecting the correct residential street address. Charter schools’ guiding principles include the following: 1. Meet high standards of student achievement while providing parents flexibility to choose among diverse educational opportunities within the state’s public school system. 2. Promote enhanced academic success and financial efficiency by aligning responsibility with accountability. 3. Provide parents with sufficient information on whether their child is reading at grade level and whether the child gains at least a year’s worth of learning for every year spent in the charter school. The charter schools’ mandatory and optional purposes are stated in Florida Statute 1002.33 subsection (2). In addition, charter schools must fulfill all of the requirements set forth in Florida Statute 1002.33 Charter Schools subsection (9).

Who is eligible to go to a Charter School? A charter school in Palm Beach County, Florida shall be open to any student covered in an interdistrict agreement or residing in the School District of Palm Beach County, Florida. However, in the case of a charter lab school, the charter lab school shall be open to any student eligible to attend the lab school as provided in Florida Statute 1002.32 or who resides in the school district in which the charter lab school is located.

What is the enrollment process for a charter school? The charter school shall enroll an eligible student who submits a timely application, unless the number of applications exceeds the capacity of a program, class, grade level, or building, in such case, all applicants shall have an equal chance of being admitted through a random election process.

Home schooling offers parents the flexibility to choose the best educational method for their children. The spectrum of home schooling models runs from unschooling, also called self-learning or child-led learning, to a structured “school at home” type of environment. In addition, there are many schools of thought, fostered by educators such as Raymond and Dorothy Moore, John Holt, Maria Montessori, Charlotte Mason, and many others. Explore the different methods and styles of home schooling. You’ll be inspired, intrigued, and equipped with the tools to make the best educational choices for your own family.

WHAT IS HOME EDUCATION? A student must be of school age to be enrolled in Home Education as specified in section 1003.21, Florida Statutes (F.S.). The law requires the custodial parent(s)/guardian(s) of home education students to: Submit a Notice of Intent to establish a home education program (section 1002.41 (1) (a), F.S.) Maintain a portfolio containing work samples, reading list (title, author) and a log of educational activities. Provide an Annual Evaluation; see Statutes and Frequently Asked Questions and Answers. Submit the evaluation results to the Home Education Office annually, no later than your anniversary date. Preserve each student’s portfolio for two years and make it available for inspection by the Superintendent’s designee, with a 15-day written notice (section 1002.41 (2), F.S.) Submit a Notice of Termination to conclude the home

There are many home education parent support groups in Palm Beach County. Support groups provide assistance regarding curriculum, instruction, educational activities, annual evaluators, and other educational needs. To receive a list of support groups, call the Home Education Office at (561) 434-8052. Home Education students may access instruction, if eligible, at their zoned school if the class is related to an extracurricular activity (section 1006.15, F.S.) the student participates in and/or relates to the student's Individual Education Plan (IEP) for Exceptional Student Education (ESE). In order to begin this process, contact your zoned public school. If a home education student enrolls in a public school within the School District of Palm Beach County, grade placement and credits will be determined by the school administrator(s) according to district policies (district policy 8.14). The student's curriculum, portfolio, official transcripts (e.g., accredited correspondence programs), and annual evaluations may be reviewed at the school prior to placement or credit decisions. If your child is currently enrolled in a public or private school, please complete the withdrawal process prior to enrolling in Home Education. In order to begin this process, contact the school your child attends. The School District of Palm Beach County does not provide a diploma, books, curricula, or materials for home education students. Off-Adoption Textbooks (books no longer used in our district schools) may be available to the public by contacting your local school. The FCAT is one of 5 options of the Annual Evaluation for home education students. Call (561) 434-8052 between January 1 and February 15 if you wish to pre-register your child (grades 3-11) for the FCAT. Students with a prior pattern of public school nonattendance may be subject to monthly portfolio reviews in accordance with Florida law (section 1003.26, Florida Statutes). VOLUNTARY PRE KINDERGARTEN Voluntary Prekindergarten Education Program (VPK) is a FREE educational program created to prepare every fouryear-old in Florida for kindergarten and build the foundation for his or her educational success. The VPK program offers each child an opportunity to perform better in school and throughout life by offering quality programs that include developmentally appropriate curricula with a focus on early literacy skills, accountability, manageable class sizes, and increased teacher credentials. All eligible four-year-olds can participate in a VPK program option. VPK’s vision is that Florida’s children are eager to learn and ready to succeed when they enter kindergarten. VPK’s Mission is to ensure that all children are intellectually, emotionally, physically, and socially ready to enter school and ready to learn, fully recognizing the crucial role of parents as their child’s first teacher. participates in the Florida Voluntary Prekindergarten (VPK) Education program by offering both school year and summer programs at select elementary schools. Students may participate in either a school-year 540-hour free VPK program or a summer 300-hour free VPK program, but not both. Summer VPK is typically offered over a 40-day period during the summer from 8:00 a.m. until 4:00 p.m. Children are eligible if they are 4-years-old and did not use a VPK Certificate during the school year. Some centers will accept non-potty trained children, sick care and transportation services for school-aged children, while others will not. Make sure a facility can meet all of your needs. Is religious affiliation or instruction important to you? What type of accreditation, licensing and ongoing professional development training does a center and its caregivers provide? What are the typical caregiver-to-child ratios? What is turnover like? Caregivers who come and go make it hard on your child. Getting used to new caregivers takes time and energy that could be spent on learning new things. The Science, Technology, and Our Region’s Environ ment The South Florida Science Museum, founded in 1961, is a nonprofit organization dedicated to play a leading role in transforming its region’s relationship with science, technology, and the environment. Featuring more than 50 hands on exhibits, a digital planetarium, observatory, fresh and salt water aquariums, and natural history exhibits; the museum provides curious minds of all ages with an entertaining and educational journey through science and technology. Each year the museum welcomes more than 125,000 visitors and reaches more than 50,000 students through workshops both on site and to local schools.

The museum recently celebrated its next 50 years of science in the community with a groundbreaking to launch a 6,000 sq. ft. expansion to include: a beautiful new aquarium, interactive Everglades exhibit with a conservation station, science fair winner showcase, and the state-of-the-art Science on a Sphere exhibit, developed by NOAA.
