Need more details? Here you go: You are not purchasing a family car. Nor are you searching for comfort, style, colour or accessories. You are driving a car, or other useful vehicle, to a country that needs it. Now, as with any border crossing, there are rules and regulations on bringing vehicles into Mongolia. So we’re here to help you ensure you have the right vehicle, that won’t incur fees for you or us upon entering the country, and that doesn’t get us into trouble by breaking import laws. The ultimate goal is that the people of Mongolia will find them useful and they will improve life over yonder in the east. With this in mind: All vehicles taking part in the Mongolia Rally must be pre-approved. To ensure all this is covered, and for everyone’s peace of mind, before you actually pay for the truck/tractor/train (hmm, probably not) that you have your heart set on, you must submit your vehicle for customs clearance through our website. http://mongolia.charityrallies.org/vehicle-form What does this mean? It simply means filling in our vehicle approval form so that we can run it by customs to ensure it meets all the criteria, and won’t end up costing you an arm and a leg at the end of the rally. We’ll clear it for customs export, let you know whether it is tax exempt or, if not, what costs that vehicle will incur, and send you a confirmation within 3-5 days.
We can’t stress this enough - if you buy your car before submitting the details to us, we are not responsible for any costs you may have incurred. Before you worry about the paperwork, here’s a guide to choosing a potential vehicle, keeping in mind that some vehicles are subject to taxes upon entering Mongolia and only vehicles useful to the Mongol people should embark on this epic event.

Tax-exempt vehicles There are three types of vehicle import tax when entering Mongolia. Customs and VAT come to 16.5% of the value of the vehicle, but you don’t have to worry about this, because we at Go Help will cover the cost of this for you! The third type - Import Tax - however is up to you, so it goes without saying that taking an import tax-exempt vehicle is the way to go! It is also a better way to take part in a Charity Rally like this, as the tax exemptions are set for vehicles that are more useful for the people of Mongolia. So we encourage you to take a tax exempt vehicle! Below you’ll find a chart with a variety of vehicle types,

*AMBULANCES Ambulances must have a separate cabin, enough room in the back to carry a stretcher as well as basic medical supplies. The paperwork (V5 registration document) must indicate that the vehicle is an ‘ambulance.’ We encourage teams to consider Land Rover Defender ambulances as emergency vehicles as these are better at off-road travel and if selected for the ambulance project, we can distribute them to countryside hospitals and clinics.
This year we will approve a maximum of five urban ambulances for Mongolia Charity Rally 2014 and there is no number limits for 4x4 ambulances such as Land Rover Defenders and Mitsubishi Delicas. Generally with ambulances and emergency vehicles, we encourage teams to consider their engine size and their year of manufacture. The newer the vehicle, the longer it can be used with relatively less servicing. Also, an engine size that doesn’t exceed 3.000 c.c. means Go Help will have less fuel consumption cost during project implementation.

Non-tax exempt vehicles If none of these options inspires you, and you really want to take a non-tax-exempt vehicle, no problem! But you will have to pay the tax! First this means finding out what the tax will be. Below you’ll find a chart indicating tax brackets for various vehicles to give you an idea, but you’ll get the clearest picture once you’ve submitted your vehicle for customs clearance. Then you will need to transfer the import tax payment to Go Help before you leave for Mongolia. We would suggest that, should you choose a non-tax-exempt vehicle, it be one that falls into a category highlighted in blue, and matches the preferred non-tax-exempt vehicles pictured below.

There is one caveat to the ‘you pay the tax rule’. And it goes like this. You may be lucky enough to find a new or recently manufactured car, with low cylinder capacity/engine size, but it falls into the ‘taxable’ category. If you are having trouble raising the funds to cover the tax, but we deem it in the best interests of the charity, Go Help is open to the possibility of contributing up to 50% of the (above-mentioned) taxable amount. Preferred non-tax-exempt vehicles

While tax and cost are important in every purchase, a couple more things must be kept in mind here. Firstly, all vehicles must be no more than 9 years old to take part in the rally. New legislation means that vehicles over a certain age can no longer be imported into Mongolia. Please ensure that your vehicle is no more than 9 years old. i.e. manufactured in or after 2005 for those participating in the 2014 Mongolia Charity Rally. This is applicable regardless of the tax status of the vehicle. Now, as long as you follow the guidelines above, we don’t mind if your vehicle is right- or left-hand drive. That said, the ever-changing rules in Mongolia are tending towards a preference for left-hand drive, i.e. main-land European, vehicles. We are not enforcing this as a rule for now as the Mongolian authorities have not yet put it in writing, but please be aware that there is a chance that in the near future right-hand drive vehicles may no longer be accepted for import into Mongolia. And lastly, but not leastly, we hope you appreciate that this is NOT a banger rally. This is because we want to be ethical and responsible, only importing vehicles in to Mongolia that are needed, and because we don’t want to turn Mongolia into a scrap-yard like other banger rallies have done. Mongolia itself is keen to limit the import of scrap vehicles into the country, and this has resulted in high taxes being set on vehicles it doesn’t want (e.g. carbon emission, breakdowns and abandonment).
