而,憑着IT創新和解決問題的精神,我們面前創 造就業、經濟多元化、維持競爭力和改善市民生 活的機會處 處,更有越 來越多年輕人投身科技 和創業行列。

從美國回港從事資訊科技和公共服務將近二十

年,我一直堅信創造和行動能成就改變。我希望 以軟件工程師和創業者的專業精神,為香港 拼 搏。因此,能 夠以 立法會 資訊 科 技界議 員的身

份服務社會,推動創新和變革,並捍衛香港核心 價值,是我的榮幸。

我參選時提出的願景,是促進ICT產業站穩本土,

衝出世界,投資於下一代,營造有利科技發展的 政府政策。最重要的是捍衛香港自由、公義、公

平、廉潔、法治等價值。香港的科技發展經已踏 入一個新階段,現在是時候一同實踐理念。

議會工作繁 忙,最大的挑 戰是就業界關心議題

發聲,同時拉近科技和日常生活的距離,令市民 明白公平公義 是 香港的瑰 寶,必須 保護到底。

一路走來,毫不容易。我仍堅信理性、溝通和包 容,才是平衡和解決問題之法。

藉此報告回顧2012至2016年我在立法會內外的 工作,深 深 感 謝 各位的支 持 和鼓 勵,你 們 的建 議和提醒是我和團隊力求精進的原動力。

Throughout almost two decades in IT and public service in Hong Kong, I always believe in the power of action and creating changes, and seek to channel the professionalism and spirit of a software engineer and entrepreneur into my work to strive for a better Hong Kong. I am truly grateful for the opportunity to serve our IT sector and citizens as a legislative councillor. What I hope to achieve in LegCo has always been taking ICT forward, creating opportunities, investing in talent, fostering an ICT-friendly government mindset and policies, and most importantly - defending the integrity and fairness of Hong Kong. Change is now set in motion, and we must stay together and get to work and make sure the course is right. The biggest challenge we face ahead is to bring IT closer to matters our society cares about, while striving to keep Hong Kong the city we know: anyone can have a fair shot by working hard and playing by the rules. Working consistently for this goal is never easy, yet I believe problem-solving through dialogue and reason must prevail. This Work Report 2012-16 documented my work inside and outside LegCo and I’d like to offer my deepest gratitude to each and everyone who contributed ideas, and supported me and my team throughout.

In the past four years, Hong Kong has gone through a period of challenge, yet we are also on the cusp of entering a phase of action to support growth and keep up with our competitors, and thereby improve our lives through technology and innovation. Startups are emerging with passionate young people joining the ranks of IT every year.

香港的經 濟需 扭轉對傳 統 產 業的依 賴,在科 技發展 方 面要急起直追,以免繼續落後。我進入議會以來,不斷 推動政府重視資訊科技,帶動市場需求和投資,確保資 源公平分配,切實對應業界所需。 Hong Kong’s potential to develop IT and innovation should not be undermined by reliance on traditional pillar industries. Throughout my four years in LegCo, I have relentlessly pushed for more concrete policies to stimulate market demand and investment in technology.


爭取 IT 政策和指標 Advocating IT policies and KPIs • 要求設立專責推動科技發展的政策局,加強支援,制訂產業政策和指標。

• Pushed for the establishment of a dedicated policy bureau to formulate policies conducive to IT

I have pushed the government for more cross-departmental coordination and an open, citizen-centric approach.

I T界人才流 失 主 因 之一 是發展 前景不 明 朗。政 府長 時 間帶頭外判IT員工,IT 資歷亦缺乏廣泛認可。業界期望 提 升專 業 形象 和 認 可,改善 I T人待 遇 是我 非常 重 視 的 一環。 Lack of clear career prospect is one of the biggest reason behind the brain drain in the sector. The government relies heavily on temporary contract IT staff and IT qualification is not properly certified. IT professionals deserve to be recognised for our contribution and this has been my mission in the Council.

I have called for putting coding into the curriculum of all students and more support and resources to schools and teachers, and assisting those from disadvantaged backgrounds to close the digital divide.

數據作為資源可以衍生經濟和社會價值,但香港在開放 數據步伐緩慢,落後國際。近年金融科技和共享經濟崛 起,突顯不少法例與科技發展脫軌。我在議會內外倡議 開放數據和檢討過時法規,提高公眾關注和促成改變。 Data has become a valuable resource economically and socially, yet open data in Hong Kong is still lagging far behind many places. FinTech and sharing economy are taking off, exposing how entrenched regulations are out of touch with change. I adamantly advocated for reviewing laws and more open data, and have created the public attention and catalysed policy changes.

我和香港人一樣,對政府在香港電視申請發牌過程中的 黑箱作業和扭曲程序,感到不公。亞視停播電訊和廣播 隨 著 科 技發展 迅 速但 法 例 過 時,我不懈 為市民 爭取 真 正的選擇,開放市場競爭,幫助創意產業發展。 In the HKTV incident, many Hongkongers were dismayed by the opaque and unjust way our government has manipulated the free TV licence application. Telecom and broadcasting industries are growing exponentially in the digital age and I strive for real choices, opening up market competition to create opportunities.

2014年 斯諾 登來港 揭露美國政 府大 規模 網 絡監控,同 時 提 醒 香港人 珍 惜 防火長城 外的自由。執 法 部門不 斷 濫 用過 時的電 腦罪 行 法 例打 擊 網上言 論,而網 絡和黑 客攻擊亦日趨嚴重。我一直在議會內為網絡自由不懈努 力,維持自由、開放和安全的互聯網。 Edward Snowden sneaked to Hong Kong in 2014 after he revealed US government’s mass surveillance programme which is a wake up call to Hongkongers that our freedom outside the Great Firewall must be protected at all costs. The government continues to abuse outdated computer crime law to hamper online speech while massive online attacks go unthwarted. I have been vocal in supporting internet freedom in the LegCo to keep internet free, open and safe.

The public data management and policies on disclosing information in Hong Kong remains far behind international transparency standards, which is why I strongly advocate for a law to open government information to assert sufficient checks and balances.

四年來,政府和其依附者扭曲法治和制度,指鹿為馬, 政治壓力和干預無日無之。議會必須抗衡和監管權力, 但在今 天 的 香 港,愈 來 愈 多人寧 願 靠 攏 權 勢,不 敢 說 「不」。秉持誠信,捍衛廉潔、自由和法治的精神,對抗 不公義,需要每一個願意說 「不」的同路人站出來。 The past four years have been an uphill battle to protect the rule of law and fight for integrity. Political pressure coming from those in power has eroded the foundation of Hong Kong’s success. We need every voice to speak loud and clear against injustice, against corruption and limitation of civil rights.

Our Hong Kong is us to defend. The water we drink, the air we breathe, the lands and the marine habitat are all threatened by the notion of ‘development first’. For twenty years, I have trekked countless mountains in Hong Kong and have come to treasure our precious environment.
