Rundown Charleston County seeks affordable housing input Charleston County Council’s new Housing Steering Committee is working with consultants to find out what county residents think are the greatest needs in affordable housing. The survey is part of a plan to engage the public and address an ongoing affordable housing crisis. County Council is in the early steps of the needs assessment phase of a five-phase plan laid out by consultants. The survey reportedly is the first of many in the works, and it asks members of the public to become a part of the early planning process for affordable housing action. Outgoing S.C. GOP Rep. William Cogswell and Democratic politico Clay Middleton are sizing up their chances to become Charleston’s next mayor, a job that incumbent John Tecklenburg wants to keep. While only Tecklenburg has formally announced a bid for the seat, Cogswell told the City Paper he is considering a run, and Charleston native and political strategist Clay Middleton said he is weighing his options, too.

Middleton looks at the city’s future
Middleton said he has been seriously considering running in recent months — if not for the last couple years — but things have been coming into greater focus. He said when he’s talked to folks around him about his thinking, nobody has been surprised he’s pondering a campaign for mayor. “It’s about the future, like all elections,” he said. “If I do decide to run, it’s going to
be focused on my role in shaping the future of Charleston, the city I grew up in, and the community that invested so much in me and my upbringing, as a way to give back.” Middleton graduated from Burke High School in 1999, and he recalled how many of his classmates were itching to leave the city. “They didn’t see a future for themselves in Charleston,” he said. But his time in Washington D.C. and his work with powerful U.S. Rep. James Clyburn, D-S.C., steered him back home. And now that he’s 40, his perspective on the community evolved as his family matured. “When you have kids, you actually look at things differently — go figure,” Middleton said. “So I’ve been looking at it with that lens — what do the next 40 years look like? The next five years? What does the city that birthed me, that invested in me, look like?” “I don’t want my 5- and 7-year old to not see themselves in Charleston — that there are no opportunities for them — that they feel compelled to leave because there isn’t anything here for them,” he added.
Cogswell has hope for more civility
Colleagues on both sides of the aisle have encouraged Cogswell to make the run, he told the City Paper this week. “It started a few months ago when a number of individuals and groups from different sides of the political spectrum contacted me saying they wanted a choice,” he said. “Charleston has been through a lot and has a lot of challenges ahead, and while I like John personally, new ideas can be a good thing.” Furthermore, he added, his time in the Statehouse is getting more difficult. Not only is it becoming harder to remain effective as a moderate in an increasingly polarized political sphere, he explained, but the time traveling away from his family has been taxing. Cogswell did not file for reelection, though he said that decision was not directly tied to the potential run for mayor. “I have enjoyed my time in Columbia and have learned a lot,” he said. “I have CONTINUED ON PAGE 8

Irina Makarchenko cried as she recounted her last days in her homeland of Ukraine where she taught children to play piano at Music School No. 7 as artillery shells and gunfire echoed, shaking walls and windows. The violence in her home, Zaporzhie on the Dnieper River in southeastern Ukraine, was too close for comfort. “I wasn’t going to leave,” she told the City Paper last week through translator and Mount Pleasant psychologist Viktoriya Magid. “I didn’t believe until the last minute that Russia would attack Ukraine — we used to be brotherly nations,” Makarchenko said from her new temporary home in Goose Creek. “Everyone was in shock when the invasion came … but we are realizing now that things must have changed in Russia over time. If they can kill children, rape women and execute civilian men in cold blood — that is not a brotherly nation.” But an attack on a nearby nuclear power plant was the final straw. “Many of us realized then that these people have completely lost their minds if they’re doing this, which could have resulted in a nuclear explosion and be the end to all of us, but also to them,” Makarchenko said. By then, it was early March. But she wouldn’t go alone. She left with a friend whose daughter lived in Prague. She decided her final destination would be
South Carolina, where her daughter, Zoya, had been living since 2016. But the journey wasn’t easy. The local airport had already been bombed by then. The Zaporzhie train station was crowded, making it difficult to get to the larger city of Lviv. “It was like in those movies from World War II,” Irina said. “I had one handbag with me, with papers, money and one change of clothes. Once the train pulled up, a wave of people carried me inside, screaming women and children, people pushing each other. It was awful. There were 12 of us in a train suite designed for four. People were laying and sitting in the hallways, doorsteps, everywhere … but nobody complained.” They finally reached a bus station that took Irina and her friend to Prague, where she hopped on a flight to Atlanta before heading to Goose Creek March 9. The journey took five days, Irina said. Zoya’s experience in the U.S., beginning with an exchange program in school in 2004 that sent her to Colorado and Maine, has been incredibly positive, she said, but she worries her mother’s time won’t be the same. “When I came here the first time, it felt like I belonged here,” Zoya said. “I could travel the whole country and probably live anywhere. We have great people in Ukraine, don’t get me wrong … but the daily life here is much more comfortable and easier. When you work hard and apply yourself, things happen. “But the rest of our family is in Ukraine.

made some good friends — both Democrats and Republicans — and despite the polarization mentioned above, the ability to break bread at the end of the day has given me some real hope that the national political discord has not fully spread to South Carolina.”
More challengers expected
There will almost definitely be more challengers stepping up as the city inches closer to the November 2023 election. Tecklenburg’s tenure as mayor since his election in 2015 has seen some political turmoil in the city, including nationwide protests against police brutality and the COVID-19 pandemic. Despite the fact that the mayoral race is nonpartisan, national politics are playing a larger role at the local level. A threemonth fight to pass the city’s Commission on Human Affairs and Racial Conciliation spotlighted political divisions in the community and the city’s leadership. It also put conservative groups like the American Heritage Association and progressive organizations like Black Lives Matter on opposite ends of local politics. But Middleton chalks up a lot of the smaller struggles Tecklenburg has faced to

something other than national partisanship. “I think [Tecklenburg] has handled being the guy after Mayor Joe Riley as well as anyone could have,” Middleton said. “Think about it — Riley ran this city, every department, every division, operationally. He built the structures of city hall. You have someone coming in after that — there’s a lot of layers to peel, and people don’t naturally adjust to change well. Anyone who would have come after Riley would have had a tough task.”
Tecklenburg says he has more work to do
In the meantime, Tecklenburg is still mayor, meaning his work is unfinished. “The next city election is still a full yearand-a half away,” Tecklenburg told the City Paper in a statement. “Between now and then, my job as mayor is to stay focused on the common-sense priorities that matter most to our citizens — fixing flooding,
fighting crime, easing traffic and building affordable housing — and that’s exactly what I’m doing.” In his time in office, multiple citywide programs addressing these issues have been set in motion, including the city’s: • Revamped Low Battery project, which entered its penultimate construction phase this month; • Rapid Transit Program, which is more than halfway through its final phase before construction; • Comprehensive plan, which includes measures for development that prioritizes higher land to avoid flooding; • Housing Trust, which Middleton lauded as a transformational idea pushed ahead by Tecklenburg. Middleton also listed programs like the West Ashley Revitalization Plan as prime examples of some of the not-so-sexy but oh-so-important work by Tecklenburg during his time in office.
the country for 18 months, much longer than Irina is hoping to stay. “Nothing is available right now,” Zoya said. “So I’m just waiting to see what happens in Ukraine, because [Irina] wants to go home. There are so many buildings that are destroyed. We just don’t know what’s going to happen.” Of course, Irina is grateful to be here now, she said. “I have to talk about the hospitality and the warmth of the American people,” she said. “Their generosity and kindness are well-known around the world, but it has been an understatement. I have never encountered a nation like this. “My main concern now is just the well-being of my fellow countrymen and women,” she added. “Thanks to my wonderful daughter Zoya and her family, I have everything I need.” Her home, Zaporzhie, is home to Khortytsia Island, a sacred place in Ukraine. It’s the home of Cossacks — “the free people and the founders of Ukraine,” Irina said. “Their spirit is in us, and is in all Ukrainians.” For now in America, though, she’s still teaching music to kids in Ukraine through the internet, thanks to a local man who bought her a piano.

Stop discriminating against transgender students T

oo many leaders at the Statehouse can’t seem to keep out of people’s pants. Every session, they try to tell women what they can and can’t do with their vaginas. They’ve been known to tell people what bathroom to use. And now they want to keep transgender athletes who identify as female from participating in women’s sports. Boil it down and the legislature is doing what it’s long done — working on another way to discriminate against South Carolinians. It’s preying upon fear, misinformation, disinformation and ignorance to segregate another class of people — this time vulnerable students who are grappling with their gender identity — to score points and make something private become red meat at the polls. It’s wrong. And it sends another message that South Carolina wants to regress to the 1950s, not prepare for the 2050s. Last week in the South Carolina House of Representatives, 80 apparently gender-obsessed, mostly Republican legislators voted to approve H. 4606, the so-called “Save Women’s Sports Act.” It discriminates against transgender athletes at secondary schools and colleges by holding “athletic teams or sports designated for females, women or girls may not be open to students of the male sex.” Interestingly, the proposed measure, which now heads to the state Senate, is OK with biological women participating in men’s sports. Legislators’ reasoning for the discrimination in female programs is fairness, which suspiciously sounds like the same kind of justification of people who still say the Civil War was fought over state’s rights, not slavery.

Unfortunately, legislators are whipping up public fervor when there’s already a workable situation at the S.C. High School Sports League to deal with transgender athletes who want to play female sports. In recent years, just five transgender students have appealed rulings to play on women’s teams; three were approved. [South Carolina has about 800,000 public school students in grades K-12.] Yet the House apparently knows better and wants this law also to protect students who tattle on a peer’s biological gender. That, too, is wrong. We shouldn’t pass any law that has the possible consequence of encouraging examination of kids’ genitals to determine which sports field they play on. Not only is the bill for the Save Women’s Sports Act discriminatory, but it’s just plain stupid. Gender identity isn’t as simple as XX chromosomes for women and XY for men. There are XXY people in the population. How would the Einsteins in the legislature classify them? Could they play on a men’s or women’s sports team, or both? South Carolina has too long of a history of discrimination. In the past, the state has approved of enslaving people and segregating schools, lunch counters and water fountains. They banned interracial and gay marriage, excluded women from voting and institutionalized religious discrimination. To this day, South Carolina is just one of two states without a hate crimes law. Let’s not continue the stain of discrimination by picking on another minority — transgender kids. Let’s hope the state Senate will throw out this ignorant proposal.

Hoping the blind can stop leading the blind By Andy Brack Now comes the South Carolina General Assembly, a group of elected officials who often don’t need any help in being considered a certified mess, as actors who insert themselves into a leadership imbroglio of zealous trustees at the University of South Carolina.
It’s a two-part play — The Dysfunctional React to Change the Dysfunctional — that, so far, has an unsurprising encore. Maybe there’s a better way. After years of ignoring board leadership shortcomings at the state’s flagship university, the legislature now finds itself in the unenviable position of trying to sort out a board of trustees that has run amok. It’s not the first time lawmakers have let a situation fester until they had to swoop in and fix what they should have fixed long before. Just look back to recent years when they had to deal with a failed nuclear construction project that cost billions and when they essentially hit a reset button with leadership at S.C. State University. What’s been going on lately with board leadership at UofSC (that’s what we call it now) has morphed, festered and spread like rust. The large, unwieldy board, members of whom have to play serious politics with the legislature to get appointed in the first place to what should be a non-political fiscal oversight role over eight campuses and 50,000 students, has bitten off too much:
• Too many trustees have served too long, which has fostered an environment of coziness and entitlement, both of which were fueled by the legislature not paying enough attention all along. • UofSC’s secretive, inept, good-old-boy searches for a new president with questionable input by the state’s governor was the first act of the play that ended with the resignation of that president after allegations of plagiarism. A subsequent search saw a top candidate withdraw, in part, because of all of the dysfunction. • Act Two highlights the board’s meddling which, some charge, led to improper insertion into the school’s athletic program and multi-million-dollar buyouts of mediocre coaches in ongoing, Sisyphean attempts to have winning seasons. • And now as some of the longtime trustees are trying to win reappointment by the legislature to keep their jobs comes another smudge over whether the board’s chair lives in the UofSC district he’s supposed to represent.
1. Fire any trustees who you’re unhappy with. Just get rid of them. That’s why lawmakers have the ability to make — and break — appointments. Then put people in there who will be responsive and open, providing the oversight that the university system needs to get back on track. 2. Instead of reacting with another last-minute plan that’s fated to have unintended consequences, spend a little time to come up with a real reform plan for university governance after analysis of what’s working and what’s not working. Yes, such a plan probably means a smaller board. But also look at how this board — and all other university boards in the state — function so the same problem with another college doesn’t pop up in a few short years. In other words, fix the problem. Don’t wallpaper over it. 3. Review the whole process of how people are appointed to college and university boards and make sure those who are awarded the positions understand what they should do and not do.
It’s all a public relations nightmare. But wait, it can become a public policy horror story as the General Assembly, almost on cue as an encore, enters to “save the day.” Translated into regular English, that means another knee-jerk solution to something lawmakers should have fixed long ago. Here’s a suggestion: Rather than float in with another ill-conceived rush-job of a way to reform governance at the University of South Carolina, slow down and:
Taxpayers expect good governance at the Statehouse and on state university campuses. ast year, on a steamy July day, the Charleston Music Hall operations team finally signed the lease to take over the Music Farm. Charleston’s iconic concert venue had been sitting vacant and undisturbed since the 2020 COVID-19-induced shutdown. Music Hall director Charles Carmody made his way over to locked doors at 32 Ann St. downtown. “I remember coming in here that day and it was like they shut the doors and left and never returned,” Carmody said. “It was bizarre — there was still confetti everywhere, liquor bottles in all the wells, coolers full of beer running. It looked like they just disappeared.” Considering Carmody had been jamming at the Music Farm since he was 13, finding the place abandoned like a classroom at Chernobyl was an epic, if unsettling moment. He just didn’t realize what Music Hall and its partners were getting into. “It turns out, it’s the worst time to renovate a building in, like, the history of renovations because of supply chain issues,” Carmody said. The top items on the to-do list were new HVAC and sound systems, which presented major hurdles as prices rose and delivery times lengthened. But the sorry state of the plumbing and electrical came as a shock. “The plumbing was actually tilted back into Carmody the building because it was built on a transformer,” he said. “It was wild to see how much of a mess it was. We just kept peeling back the literal walls and finding more and more issues.” At first, a triumphant New Year’s Eve opening date shined in the team’s eyes … then it was Feb. 1 … then, for sanity’s sake, they decided to not put any date on a reopening. Thankfully though, Music Farm will finally reopen this Friday in all its refurbished glory. And what better way to christen a new Music Farm era than two nights of SUSTO and special guests, with food served up by The Royal American’s new Music Farm outpost.

A gritty shrine to moshing and Mingo
When Music Farm was founded in 1991, the Holy City was far less gentrified and far more spooky and rough around the edges. An underground skate and arts scene was represented by folks like Shepherd Fairey and Blaize Blouin. The local commercial radio station, WAVF, aka 96 Wave, was recognized as one of the top alternative stations in the country. In this budding Gen-X heaven, local rock band Uncle Mingo played a role in the Farm’s history. Back in 1991, one of the original founders, Kevin Wadley, who was also in a local rock band,

The Archetypes, rented out a building off East Bay Street that was available for private parties. At the time, Charleston had concert venues, including the venerable Windjammer on the Isle of Palms, but it didn’t really have a gritty, mosh-happy equivalent to Athens’ 40 Watt, Carrboro’s Cat’s Cradle or Wilmington’s Mad Monk. “Kevin had wanted to get into the promoting side of things so he rented it out and had two parties that he hired us to play,” said Uncle Mingo singer and bassist, Bryon Moore. “They were packed, and that was when he was like, ‘This works.’ That’s kind of when he took on Carter McMillan, who was his partner when they opened up originally.”
When Wadley and McMillan’s endeavor formally opened as Music Farm, Uncle Mingo played the grand opening celebration on East Bay Street in April 1991. For the next year or so, Uncle Mingo was the unofficial Music Farm house band, opening up for bigger acts that included the “Frank Zappa of the South,” Colonel Bruce Hampton. “I don’t know what capacity it was, but I’m sure they went over it,” Moore said. “I just remember it was standing room only.” When the Farm moved in 1993 to the current location, Uncle Mingo brought its bell-bottomed garage funk over to Ann CONTINUED ON PAGE 18

Street. “Off the top of my head, we played there regularly on Halloween and New Year’s for probably the first five years,” Moore said. “That band room, the original one up to the left of the stage when graffiti was all over the walls — it seemed like whenever I played there, there’d be 50 people back there, and it was a party.” The Music Farm would become one of the South’s hallowed alternative venues. On any given night, you might find They Might be Giants, Eek-A-Mouse, Mike Watt, GWAR, Meat Puppets, Phish, Widespread Panic, L7, Melvins, Luscious Jackson, The Specials, Weezer, Pavement, Dinosaur Jr., Bow Wow Wow, The Jesus Lizard, Fishbone or even Smashing Pumpkins. Other local faves like Band of Horses and Shovels & Rope would also grace the sweat-stained stage. Pawleys Island chef and veteran skate punk Raiford King was among tens of thousands of Farm disciples. “I saw Dick Dale there in 1996,” King said. “He literally melted his guitar picks. Motörhead played there with Nashville Pussy, the Supersuckers and REO Speedealer. We begged Corey Parks of Nashville Pussy to spit beer on us. When Lemmy (Motörhead) came on we were right up front. They started playing and were so loud, I ended up stuffing toilet paper in my ears. No help. We kept moving further and further back. I actually went outside a couple of times to ease the pain. I later told Corey Parks about the beer incident on her Instagram. She said, ‘That was your rock ’n’ roll baptism.’ ”

making sure the new room stays a place for local bands, Carmody said. The Farm plans to hold a monthly locals showcase and secure support slots for local bands to be added to national tours. Charleston bands including Stoplight Observations, Girl Pluto, Psycodelics and Little Bird are lined up with show dates so far. “Our goal with this room is to create a developing room with the ability to grow artists in the market,” Carmody said. “Once they can sell out this room, we can move them up. And I do think this room very much can work alongside and in harmony with the Pour House and the Windjammer and The Royal American in the ways that we’re all developing artists.” Musicians can also expect a new level of amenities, and backstage will be a far cry from the graffiti-slathered hive of yore. Plus, the club’s maximum audience capacity has been lowered so shows can’t get too packed out. “We’re doing it right,” Carmody said. “It’s going to sound amazing. There’s not going to be too many people in here. We have two green rooms, a shower backstage, a washer and a dryer. The artists are going
Local rock band Uncle Mingo recall beer-bottle strewn stages and rowdy band room shenanigans at the old Farm to be a lot happier.” Music Hall and partners Frank Productions and National Shows 2 (NS2) recently welcomed Live Nation to the booking team for Music Farm, which means a wider array of artists are now accessible. The current April and May schedule is a testament to musical diversity. It goes from the psych-folk of SUSTO to the hard rock of Badflower, from the blues of Samantha Fish to the trip hop of Tay Money, from the country pop of Kidd G to the eclectic indie of Two Feet. “It’s all over the place in the best way,” said NS2 talent buyer Emma Germano, who’s been working with Charleston Music Hall for the past year. “We have four people buying for this room. You’ve got everybody Germano who’s got their hands on something and there’s really no blind spots at that point when you have four different people covering four very different goals.”
“I was there three to four nights a week in the ’90s while working in radio and going to college. Hootie played the first Saturday night. This was before Cracked Rear View had been released. There was a line around the block of people waiting to get into the place, with some trying to jimmy the windows. Other great memories include [The Replacements’] Paul Westerberg drunkenly falling off the stage then going into the ladies restroom to serenade a small but captive audience on the loos.” “Jump, Little Children; Everclear; Better Than Ezra; Flogging Molly; Gaelic Storm; The Dead Milkmen and about a zillion other shows! Disco Inferno nights! Metal shows! Punk shows!” What makes all this good stuff even better is Music Farm is officially the unofficial Friday pre-party for High Water 2022, featuring festival acts Shovels & Rope, Delta Spirit and Palm Palm on April 22. “I am very thrilled to be the pre-party,” Carmody said. “And the programming is cool: 7 p.m. Shovels & Rope will play their new album in its entirety, and at 10 p.m. are Delta Spirit and Palm Palm, who will rip the face off the building.” Which would, of course, be fitting.

The Music Farm has been closed since the start of the pandemic in early 2020. Since then, Charleston’s legendary concert venue has undergone massive changes with new management from Charleston Music Hall and major renovations including new floors, sound systems, bar and food from The Royal American. “It’s a great room and great space, so we asked, ‘What do we need to do to bring it into the 21st century a little bit?’” said bar manager Keon Masters, who also has ties to Charleston’s local music scene as the frontman of indie rock band Brave Baby. “Everyone loves the Farm, but everyone had issues with it, too, whether that was the way you had to order, the lines of the bathroom or the sound or whatever.” It was announced in January that the Music Farm was slated to open its doors again this weekend — April 15-16 for a two night comeback show with local band SUSTO. Masters, along with John Kenney of The Royal American, another peninsula music venue, are also upgrading the food and drink experience. “Charles got the nod to finally get his hands on the Farm and take over, and he called me one day and just asked if we wanted to do the food,” Kenney said. “The same thing we did for the whole
The Music Farm will have two cocktails on draft, ready to serve and drink for its big return this weekend space, we did the same in the bar,” Masters said. Everything at the bar practically will be brand new, including new tiled floors, bar top, coolers, draft system and soda guns. The system to order drinks will be updated, too. The bar will not only be cashless, but the tab system will no longer be in place. “They had a kind of old school system that was great and worked for them for a long time,” Masters said. “But we’re just kind of doing things a little updated. Some people are probably going to hate that, but it is what it is.” The bar at the Music Farm will have canned drinks, including beers and wines, as well as two cocktails on draft. The
James Island Iced Tea is “the best Long Island you’ll ever have,” Masters said. It’s a traditional Long Island iced tea cocktail, but made with all local ingredients and brands. The Tequila Sunburn is like a tequila sunrise, made with dark cherry juice, orange juice, jalapeño simple syrup and of course, tequila. “I think everyone’s gonna feel very familiar when they walk in, but it’s clearly you know, tee’d up,” Masters said. While Masters has taken the bar to a new level, the Farm’s kitchen has become a “Royal American Outpost.” The Morrison Drive music venue, bar and restaurant is helming the kitchen for Music Farm’s shows. “I think people have been enjoying our food a lot more and know about it now,” Kenney said. “We feel like we kind of have a food program now and we’re really proud of that.” “We are doing a stripped-down Royal American menu, but everything will be hand held and packaged to-go because people will be standing up presumably at a venue,” Kenney added. “Instead of doing our magic chicken wings, we’re gonna do magic chicken tenders because it’s easier to eat.” Pretzel bites, chips and queso and gyros are on the menu, too. “Everyone has their own reason why they probably have or haven’t come back,” Masters said. “But I hope a lot of people’s opinions change once we’re open.”
The team behind Basic Projects is opening up its third concept with Sullivan’s Fish Camp at 2019 Middle Street on Sullivan’s Island. The space was previously home to Sullivan’s Seafood Restaurant, a family-run institution that shut its doors in 2020 after 32 years. Basic Projects owners/operators Ben and Kate Towill, hope to bring Fish Camp forward into the next 30 years at that iconic spot. The family-friendly restaurant brings a contemporary twist on nostalgic bites, serving sustainable seafood caught by Florida’s Day Boat, along with cocktails and cold drinks. Sullivan’s Fish Camp opens later this month for lunch and dinner. —MP

Cabaret returns to CofC after 17 Years
Charleston Symphony presents ABBA tribute Charleston Symphony has teamed up with the Gaillard Center to produce “A Tribute to ABBA,” featuring the 21st Century ABBA Tribute Band. This famous tribute group known as ABBA The Concert has been performing throughout North America for more than 10 years. Concertmaster Yuriy Bekker will conduct the Charleston Symphony in a performance of everyone’s favorite ABBA hits, including “Dancing Queen,” “Mamma Mia” and “S.O.S.” alongside the band. Cabaret has stood the test of time — wowing audiences since its smash hit 1966 Broadway debut, an Academy Awardwinning 1972 film and the countless revivals and reimaginings that have included such stars as Alan Cumming, Michelle Williams and Liza Minelli. Cabaret is gearing up to wow Charleston audiences once again as the College of Charleston (CofC) Department of Theatre and Dance presents the show May 14-16 at the Sottile Theater. “The musical Cabaret, in part due to my early experiences in Germany, has always had a special resonance with me,” said Todd McNerney, director and Associate Dean of the CofC School of the Arts. “I have seen the play many times, most recently the College of Charleston’s 2005 production directed by our late colleague, Robert Ivey. And while I was too young to see the film in theaters in 1972, I fondly recall watching Liza Minelli on network television in the late 1970s.” The John Kander and Fred Ebb musical is set in Berlin in the late 1920s as the jazz age comes to a close and the Nazi party tightens its grip over Germany. American writer Cliff Bradshaw arrives in the country as events take a dark turn and strikes up a relationship with cabaret starlet Sally Bowles after seeing her perform at the Kit Kat Klub. The setting and story of the musical, which includes a subplot about the doomed romance between an elderly German boarding house owner and her boyfriend, a Jewish fruit vendor, evoke the growing paranoia and horror of Berlin under the Nazi regime. McNerney toured the concentration camp at Dachau as a teenager, and speaks of it as an experience that shaped him as a person: “I have never forgotten walking around the lightly dusted snow-covered grounds on an overcast dreary day, entering through the ‘Arbeit Macht Frei’ (work sets you free) gate, silently visiting the barracks and finally, the Krematorium. Everywhere the very tangible reminders of the horrors and atrocities of the

McNerney and musical director Laura Turner, alongside a design team that includes student costume designer Mira Turkewitz and alumni lighting designer Garrett Bell, aren’t trying to recreate that earlier version. “I am not sure there is any specific element from that production that informed my choices in this one — other than I hope this production is equally moving and memorable,” McNerney said. Senior theatre arts major AP Hart joins a long line of acclaimed performers who have played the emcee. The character is the maestro of the Kit Kat Klub, the setting for most of the show’s beloved musical numbers. It’s a role Hart has been obsessing over. “I found out we were doing this a year ago and I started listening and watching interviews of other people and watching other performances of as many different emcees as I could and trying to see what their process was,” Hart said. Hart serves as the shop assistant for CofC’s theater department, and thus helped oversee construction of the set when not onstage, in addition to perfecting the songs and dance numbers with choreography by Nakeisha Daniel. Despite the heavy workload, Hart radiates excitement when talking about tackling a role that won Joel Grey the Academy Award for Best Supporting Actor in 1973. “If you listen, the emcee is almost always just commenting on what just happened,” Hart said. “That commentary goes from satire to serious. There’s almost this bitterness to the emcee. I think there’s a part of them that’s, for lack of a better word, dis-

I think the emcee kinda knows what’s going on behind the scenes.” As a senior, this will be Hart’s last, and most rewarding role as a CofC student. “I’ve been acting since I was a freshman in high school,” they said. “I think this is probably the role I have felt the most artistic freedom. I don’t know if that’s because I’m finally starting to get to the point where I realize this is all about taking risks and just playing and seeing what works and what doesn’t. Or if it’s because it’s my last one and I’m leaving after this.” The enthusiastic student cast includes Maddy Smith as Sally Bowles and Noah Anderson as Cliff Bradshaw — a crew that will inevitably bring its own fresh take to an iconic show. “Working with college-age actors has of course fueled me for nearly 25 years,” McNerney said. “What they bring is newness, discovery, energy and enthusiasm.”

Shannon & The Clams, an American garage rock band that emerged from San Francisco’s celebrated Bay Area music scene in the early 2000s, was originally booked to play the canceled High Water Festival of 2020. They will finally have the chance to make good on that promise April 24 at Riverfront Park. Bandleader and bassist Shannon Shaw was at California College of Arts in Oakland when she started playing bass, mostly on her own and sometimes at open mic nights. Her classmate Cody Blanchard, now the band’s guitarist, wanted her to perform at his house party. And since Shaw was too embarrassed to play alone, she brought some friends from school along. “I was thinking that Shannon & The Clams was going to be a one-off affair, you know, one and done, for the purposes of that party back in 2006,” Shaw told City Paper. “But over time the band has continued to develop and grow from that inauspicious debut.” In addition to Shaw and Blanchard, the Clams also include drummer Nate Mahan and keyboardist Will Sprott. Although this enigmatic indie ensemble is a modern phenomenon, it has a retro-vibe knack for making any given three-minute song in its repertoire feel like 1962. “It was all really natural the way it came together,” Shaw said. “We just tend to collectively gravitate towards a warm, old sound, the

Trust me, I never set out to specifically write a song that sounds old, but it just kind of happens.” Sprott concurred: “It’s just what we do.” The Clams did it again in a big way on the 2021 LP, Year of the Spider, which is arguably the act’s strongest and most intimate work to date. “My contributions to the album are very personal,” Shaw said. “It’s an understatement to say that I had a rough couple of years leading up to the recording of Year of the Spider. There was just a lot of craziness
in my life, including the fact that my dad was sick, and there were forest fires all over the place. It was a dark time to say the least. Oddly, listening to it now, the material feels like it was written during the pandemic because so many of the songs that made it onto the record mirror the things that were happening in the world in 2020 and 2021. But it actually predates all of that stuff.” Even though the content confronts a fair amount of despair, Sprott couldn’t be happier with the results. “It’s the most sonically ambitious album that
the Clams have ever produced,” he said. “And it reaches into some new corners that the band hadn’t touched before in terms of songwriting styles. Plus, it was a really fun record to make.” With the road opening up again, the Clams have recently returned to touring hard, which is what lands them back in the Lowcountry for a High Water performance at 3 p.m., April 24, on the Edisto stage. Beyond that, Shaw said that she is just happy to keep on keepin’ on. “I measure success by asking myself whether or not I am happy and if the band’s music is still coming from a genuine place and, in turn, being well-received by our audience,” she said. “So as far as that goes, we’ve been very successful in that we’ve been able to stay true to ourselves and to make a living at doing the thing we love most.”
