The fourth phase of Charleston’s extended project to bring long-awaited relief for midtown flooding will be completed by fall. It is expected to reduce the amount of water on city streets significantly, according to city officials. After years of setbacks, delays and budget overruns, the Spring/Fishburne Drainage Project, kicked off in 2009, is expected to cut storm-related flooding on Charleston’s peninsula by 20% at the completion of Phase 4, officials said. “This is a highly complex, multi-decadal project,” said Steven Clark, who is the project’s leader for the city. “It is the most challenging and complicated development in terms of scope and scale ever undertaken by the city of Charleston.” The city’s stormwater issue is a result of its flat, low-lying geography which leaves most collected water with nowhere to go. Furthermore, the water that does run off can pose a significant environmental threat by collecting waste before flowing into local streams, rivers and the ocean. This problem necessitated the construction of a new, complex drainage system beneath the surface of the peninsula to provide water with a place to go without harming the environment or damaging the landscape around it. Despite challenges, Charleston’s geography beneath the surface actually became an advantage in finding a solution, city officials said. “Charleston has a really good geological

formation that’s really suitable for tunneling in at depth,” the city’s director of stormwater management, Matt Fountain, said last year. “It’s a super-over consolidated clay that holds up well for tunnels and it isn’t as expensive as tunneling through rock.” In 2011, the city began Phase 1 of the project by making improvements, replacements and additions to its existing surfacelevel collection system. This part of the project included the addition of 175 new structures and more than 5,500 feet of new pipes added to the current system. Phase 1 was done in 2013, but the next phase didn’t start until 2015 after resolution of funding issues. Phase 2 involved building a series of eight 180-foot drop shafts to connect surface-level drainage pipes to a mile-long deep tunnel system, which started development as Phase 3 in 2016. The Phase 2 tunnel shafts included 8,000 feet of new tunneling and four additional entry points to provide access for large tunnel boring machinery, Clark said. By the end of 2020, phases 2 and 3 were done and the fourth phase was underway. But at every phase, original project costs exceeded actual construction costs due to myriad setbacks, including employee shortages, historic flooding and a global pandemic. Budget overages, in fact, pushed the projected time of completion of Phase 4 to the end of this year. At present, the project is valued at $198 million, according to the city, which reportedly is $44 million over budget.

What’s happening now

In the current fourth phase of the project, which is focusing on building a water well and an outfall system, stormwater will be able to move from the deep tunnel pipe system into a holding area that will let water flow 500 feet below the surface of the Ashley River through three massive box pipes, which are sized and positioned to have minimal environmental impact on the river. “The Spring/Fishburne project is now expected to drain millions of gallons of water from the streets of Charleston by year’s end,” Charleston Mayor John Tecklenburg said in a recent opinion piece. Reduced flooding also is expected to reduce the millions of dollars lost in Charleston each year due to flooding damages and delays. The project’s final component, Phase 5, is scheduled for completion in 2024 and will involve the construction of a superstructure pump house, multiple pumps and their supporting mechanical and electrical components. The pump house will allow the water to exit the outflow area with more than 10 times the effectiveness of gravity alone, moving over 1 million gallons of water every three minutes, according to the project’s website. Charleston City Council last week unanimously approved a nonprofit group to manage a new business corridor on King Street between Broad and Line streets. Businesses in the new King Street Business Improvement District will pay a fee to fund an annual $1 million budget to beautify and maintain the safety of the commercial corridor. Gilliard gets death threats over assault weapon proposal S.C. Rep. Wendell Gilliard, D-Charleston, has received more than a dozen threats of violence — and even death — since he announced July 20 he was going to file a bill to ban assault-style weapons in South Carolina. The threats have been reported to law enforcement authorities. Threats came as phone calls from unidentified individuals hiding behind cell phones and as coded messages on Facebook, Gilliard told City Paper. “First, you get the phone calls. The Gilliard N-word this, the N-word that,” he said. “Then when you get on Facebook, [they say] if he’s not going to uphold the Constitution, then we ought to do something.” Later he added, “They said things like, ‘If he can’t do his job, we need to take care of him.’” Gilliard, who has served in the General Assembly since 2009, said the coded intent of the messages was clear — that bullies were using the darkness of anonymous phone calls and the internet to bully and intimidate in ways that hauntingly recall what happened across the Black South during civil rights struggles after World War II. He said he also warned the dozen people who stood with him at a July 20 press conference about threats related to the announcement he would pre-file a bill on assault weapons. At least one supporter has also received threats, he said.

During the press conference, Gilliard emphasized how high-powered semiautomatic assault weapons are deadly, involved in hundreds of mass shootings through the years. “They are designed to kill many and to kill as quickly as possible,” he said. “As I have stated more times over, we will not be able to eradicate the entire gun problem, but we certainly can put laws in place to slow down the intentions of people, to reduce the number of events and reduce the number of fatalities and injuries.” The next day, Gilliard notified SLED Chief Mark Keel of threats after the press conference and asked his agency and the FBI to investigate. “He informed me and all involved that stood in solidarity with me to call his office directly if intimidation or personal threats are made,” Gilliard wrote in a statement. “These will be taken seriously and prosecuted if they are found to be credible and unlawful.” The Rev. Thomas Dixon of North Charleston, who has received similar threats in the past, stood with Gilliard. He said he was dismayed by continuing threats of violence from pro-gun supporters. “Civility is out of the door and they feel like the way to accomplish anything is through bullying and they use the cyberarea to do it,” he said. “They use phone, internet and email to try to bully and to intimidate. As long as they have a way to hide, that’s what they’re going to do.” Pre-filing of House bills is expected in late November. —Andy Brack

Former Sen. McKinley Washington remembered as inspirational leader Former Democratic state Sen. McKinley Washington Jr. of Ravenel, whose booming preacher’s voice filled the Statehouse for more than two decades, died Sunday afternoon, according to Fielding Home for Funerals and other sources. He was 85. Washington, who pastored Edisto Presbyterian Church (U.S.A.) for years, may be best known to many today for the soaring mile-long, steel-and-concrete bridge over the Dawhoo River that Washington connects the island to the mainland in southern Charleston County. It was dedicated in his honor in 1993.

“McKinley Washington was the finest kind of public servant — a bold and gifted leader who combined unflinching moral purpose with a generosity of spirit that brought people together and opened the path to progress and reconciliation,” Charleston Mayor John Tecklenburg said today. “He was also, to many of us, a wise mentor and a true friend. Sandy and I miss him already.” S.C. Rep. Wendell Gilliard, D-Charleston, said Washington would be missed. “He was a great senator,” Gilliard said. “Most of all, he was a good friend and someone I could go to for political advice. followed by 10 years in the state Senate, the affable Washington connected Black and White leaders in ways that made them comfortable in working together on major statewide issues. Washington’s Senate seat was filled in 2001 by the Rev. Clementa Pinckney, one of nine worshippers shot to death in 2015 at a grisly murder at Emanuel AME Church in Charleston. After Washington left the Senate, he served for 10 years as a member of the S.C. Employment Security Commission. A 2012 legislative resolution honoring Washington for 50 years of service as a pastor on Edisto Island described him as a “dedicated and perceptive legislator, who rendered outstanding public service.” It said that “during his years as a legislator, he always sought to balance his service in the House and Senate and his community activism with his duties as a pastor.”

An inspiration

Senate Minority Leader Brad Hutto, D-Orangeburg, saw Washington in action in the state Senate. “He was a true servant of the Lord and the people of South Carolina,” Hutto said. today. “He worked tirelessly on advancing social issues, improving education, affecting equity and building coalitions among both the Democratic and Republican members of the legislature. “While his death is a grievous loss, his legacy is an inspiration. We are a better state because of McKinley Washington’s service, and our charge is to forward the examples he has set.” Washington, born in 1936 in Mayesville, S.C., championed religious and personal freedom throughout his career. He founded the Edisto branch of the NAACP and St. Paul Interdenominational Ministerial Alliance, for which he was a past president. According to a church history, Washington also was an important leader in Charleston County who was “instrumental in helping to establish the Economic Opportunity Commission for Charleston County and the first seven Head Start programs in South Carolina, with Larimer Center Head Start being among the first seven.” Washington earned two bachelor’s degrees at Johnson C. Smith University and a master’s degree in divinity from Johnson C. Smith Theological Seminary. Survivors include his wife, Beulah, daughter Katrina, son Michael and two grandchildren. Fielding Home for Funerals in Charleston is handling funeral arrangements. Details are expected to be released Wednesday. —Andy Brack

Officers responded July 9 to a West Ashley apartment complex after a complaint about a threatening voicemail. The caller sounded irate, drunk and hostile. Besides threatening bodily harm, the voice went on to say, “You ain’t about that West Ashley life,” and “I can’t hold my tongue, I’m going to jail tonight.” Wonder if he ever made it. Little rascal An officer went to a downtown apartment July 12 to settle a dispute involving a juvenile. Turns out a child had taken her mother’s phone and wouldn’t give it back. Mom told officers this isn’t the first time she’s dealt with bad behavior from her kid. Officers told the girl to give the phone back and noted slammed doors, yelling and phone throwing. Kids these days. Idle hands are the devil’s playthings A woman called July 10 to report fraud from a West Ashley gas station where she works. A man called her claiming to be with corporate and convinced her to run several gift/prepaid cards through the store ATM as a test to make sure it was working. After an hour on the phone, she became suspicious. He said, “B*tch, you’re gonna lose your job.” Sounds like that guy has a lot of time on his hands and a peculiar hatred for store clerks. Much of the credit for making it this far goes to the newspaper’s three co-founders — the late Noel Mermer, who served as publisher, former editor Stephanie Barna and former ad director Blair Barna. Their vision, hard work and complete dedication to creating and sustaining an alternate voice to mainstream media gave a place for tens of thousands of readers to get what they were looking for in a community newspaper. We are thankful for what they did to make the City Paper a success. The paper expanded its mission when new local owners took over in late 2019 by updating the newspaper’s website and adding an editorial page, which was named best in the state among weeklies earlier this year. In fact just this year, Ariail took top honors in a statewide newspaper contest for best cartoon (Stegelin won third) while Stegelin placed second and Ariail third in a larger national newspaper competition. The City Paper’s talented advertising and design team won a whopping 21 awards in a statewide contest this year, the most of any newspaper in the state. And its news department won nine commendations. In the years ahead, we have no plans to slow down. We won’t keep our opinions to ourselves. We won’t stop pursuing stories and the truths behind them. Old picture opens floodgate of memories

The old color photo arrived without fanfare in an email from a cousin I haven’t seen in a long time. He simply wrote, “Dad scanned many of his old Kodachrome slides. You might find this one interesting.”

Oh yes, I did. My eyes started watering. The photo is so clear that you feel you can touch the yawning 5-month-old baby in a light blue onesie on his delighted grandmother’s lap. To her right is a 52-year-old man who is leaning forward with a captivating energy that almost overwhelms the image. In the corner is a cool space age lamp and pack of cigarettes, the devils that eventually killed him. The man was my father’s father, my granddaddy. The woman wearing the print dress that she probably made was my grandmother. For more than two decades, they’d been living in Macon, Ga., where my dad had a newspaper route, grew up and went to college. Granddaddy, who toiled on a small Georgia cotton farm until he was in his early 30s, drove a Trailways bus for three decades. My grandmother, known far and wide for her biscuits and delectable pies and desserts, worked as a clerk in a department store. They lived simply in a house they built where he puttered in a shop during time off and she cooked, sewed and kept house. Every two weeks, she got her hair done at a neighbor’s shop down the street. Every week, she headed to the Primitive Baptist church. He went most of the time. Three things strike me about this photo, taken by my cousin’s father in 1962. He worked at Southern Bell through the years, but has been a shutterbug since his time in the Marines. First is the clarity, detail and warmth of the image on film. Today’s high-tech digital cameras can mimic the look through filters and special settings, but they can’t touch a picture taken by a gifted photographer who understands lighting, depth of field and how to create an engaging, dramatic image. Good photographers like Tommy Williams, who spent his career in Savannah, know just the second to snap the shutter to get a memorable picture. Second, the old photo shared something new

— physical ways that I can see myself in my grandfather. I have never really thought we looked much alike. But the picture tells a different story — in the way he’s leaning forward, the slope of his shoulders and the shape of his forearm. And despite differently shaped heads, I feel like I’m looking into my eyes and seeing my brows — or those of my now 86-year-old father — in his face. It’s a weird feeling to see yourself in someone else for the first time 60 years after your birth. And it’s just plain emotional, bringing back wave upon wave of good memories from eating watermelon in their backyard (“You put salt on it, boy”) to hearing the electric saw tearing through wood in his latest project. Or sitting down for breakfast at the break of dawn to eat mouth-watering biscuits (made with lard), eggs, grits, bacon and coffee (kids only got coffee-milk). Or walking next door to visit with his sister and his mother, my Great Granny who dipped snuff and mostly seemed to sit in the corner. Finally, the old photo also made me think more

broadly — about the maternal grandfather I never knew because he died in a tractor accident on his farm three years before I was born. And his wife, my Granna, who taught just about every grade in school in Arkansas before moving to Macon with her family after World War II. She, too, died of lung cancer from the very same Winstons in the photo. This physical connection to the past also made me think even bigger about family in general — how we connect throughout our lives in little ways and big with children, siblings, parents, cousins, uncles — and great aunts named Lillie Pearl. The little boy in the picture is yawning. But the picture made him as an adult do anything but. This story also appeared in Statehouse Report. 5 questions with City Paper cartoonist Steve Stegelin Steve Stegelin’s illustrations have appeared in City Paper’s pages for 18 of its 25 years. You can see some of his best cartoons on page 26 in this issue. Each week, his award-winning editorial cartoon and Blotter drawings elicit laughs, prods and probably a few nods or head shakes, depending on whether you’re being lampooned by the city’s resident newspaper caricaturist. We sat down with him to hear about his process and what’s changed over the past 18 years.

CP: What’s your timeline like each week for the editorial cartoon? Steve Stegelin: With the editorial cartoon, it’s more timely. That’s one thing that’s changed over the years: Used to be, I could work a week in advance with ideas and it would still be timely. But I think with the 24-hour news cycle and because of social media, the news cycle is a lot faster-paced. I kind of keep an eye out for stories that are going on, and one of those stories has to have a decent kind of opinion and a decent kind of riff to run with for the joke, in a cartoon perspective. Basically I will sit down on Friday and start really kind of deciding what story I want to tackle. And by Sunday, have the cartoon knocked out. CP: Are there favorite things you like to draw? SS: The donkey and the elephant have become staple characters that have cemented themselves from a design perspective. So there’s just an ease and a kind of joy in tweaking those designs and playing with expressions. Other caricatures take a little bit more time. Lindsey Graham is a caricature that I've evolved over time. I don't know if I'm making it better or worse … But I used to look at him almost like the lovechild of Elmer Fudd and Droopy Dog. CP: Has it gotten harder to do local stuff with such a focus on national news? SS: It is easy, sometimes, to tackle a national issue that’s recognized by people across the country, but really be somewhat local. There are also times like during the Trump presidency, where it was just nonstop — the firehose of everything coming out of his administration — that it was hard to do anything but that week, after week, after week. Creative Loafing wasn’t interested in expanding to Charleston, opening an opportunity for the team to take over the small existing paper called Upwith, which on Sept. 3, 1997, became the Charleston City Paper. “We were all from Atlanta, and having lived in Savannah and then having visited Charleston, we knew that Charleston was way cooler than Savannah,” she said. “The culture and even the restaurants were a lot better. It felt 20 years ahead of Savannah.” As the paper grew, it transitioned from pages cut and laid out by hand to digital design. So, too, did Charleston modernize. “We documented the rise of the culinary scene. We were doing that from the very beginning,” she said. “And then it just exploded. It also exploded everywhere else, but we just were fortunate enough to have some superstar chefs who brought national attention to our scene.”

Nothing new to discover

The Holy City’s early-2000s hot streak kickstarted building, population turnover and an influx of outside money that continues today. “As Mayor Riley's vision came to fruition of revitalizing King Street, I think it's been great for Charleston, but when rents go up high, you kind of lose opportunities for the interesting people to do fun stuff. It just loses something,” Barna said. “Money has

corrupted us.” Charleston isn’t the only place feeling that pinch, but Barna said it’s been surprising to witness. “It just seems gross and sad,” she said. “It feels like there’s nowhere to discover. Every little nook and cranny has been discovered by the developers. “They’re putting stuff in places where you could go to escape. Like when the old Tattooed Moose was Miss Kitty’s — that was a place you could escape and not deal with tourists. The mayor would be there and port workers. It was an interesting place. “I just don’t feel like there are places that you can go to as much anymore … It’s all tourists.” Paraphrasing a Riley mantra, “Eternal vigilance is the price of a livable city,” Barna said the impact of the former mayor’s dogged determination has been missed. “I think that the vigilance has sort of left us a little bit,” she said. Back in 2000, a few months after his one-block, 2 a.m. law was tossed, Riley rallied and passed a citywide 2 a.m. bar closure. A few years later, debate swirled again to try to roll back King Street closings even earlier. Last week, city council firmed up rules on the new Business Improvement District, which is just the latest attempt to “clean up” King Street. Lots of things change. But then again, some things never change in Charleston. Sam Spence is former editor of the Charleston City Paper.

CP: Do you ever consider whether whoever you’re drawing will see your cartoon? SS: When I first started off at the paper, one of my foils was John Graham Altman. He was a school board member, and was very homophobic. Then one day, (former editor) Bill Davis reached out and said, “Hey, we somehow got word from Altman: He really liked the strip of him and he'd like a hard copy of it.” And it was very critical of him, but at least in his eyes, I think there was some sort of perverse flattery that he had gotten enough notoriety that he was immortalized in a cartoon form. CP: You also do the Blotter cartoon each week. What’s your process for that? SS: I do get recognized more in public for the Blotter than from my political cartoons.

Week in and week out, Stegelin pens wry drawings about Lowcountry life It’s like this unifying thing that everyone reads the Blotter — only a subset seem to pay attention to the news side as much. I usually tackle the Blotter illustration almost like an improv exercise. Usually I’ll get the material on a Wednesday or Thursday and try to knock it out that evening. Really try to keep it loose and spontaneous. I’ve been very impressed/amazed at how consistent Charleston is in providing drunks or petty thieves. Interview by Sam Spence. hink back to 1997. Bill Clinton is president. No one yet had heard of Monica Lewinsky. Al Gore “invented” the internet a few years earlier, but it isn’t ubiquitous. Google.com, in fact, is first registered this year. Meanwhile, South Carolina’s Strom Thurmond breaks the record for being the longest-serving U.S. senator in history (41 years, 10 months). In pop culture, songs by Jewel and Puff Daddy crush it on the radio. Men In Black and Titanic soar at the box office. Molten chocolate cakes are a big thing in restaurants. Average Janes and runway models rock monochrome outfits, jeweled chokers, platform shoes and waist chains. And here at the City Paper? We were just getting started. Here’s a look back at what our city looked like 25 years ago. In 1997 in Charleston, you could: • Get a CD at Cat’s Music for $12.99. We’re talking Wu-Tang Forever, Supa Dupa Fly and Reload. • Step into virtual reality at the American Theater. A bit before its time, eh? • Place your penis enlargement ad in classifieds. Spam emails hadn’t been created yet. • Check out a Pluff Mud Production at the Windjammer. The Foreigner, a comedy, was directed by Susan Lynn Johns, and ran for three weeks that September. • Sign a book at the Charleston Visitors Center commemorating Princess Diana. The book was sent to England on Sept. 14, 1997. • Head to a North Charleston skate park. Wait 20 years for one to open downtown. • Rock out at WaveFest. Your $10 ticket got you live music from Ben Folds Five, Cracker, Jump, Little Children and Wilco. • Drink beer at Charleston’s one brewery, Palmetto Brewery. It then was owned by Louis Bruce and Ed Falkenstein. • Get a $6 ticket for maxing out a parking meter. Make that $20 for parking in a tow zone. • Buy a medium one-topping pizza at Gilroy’s for $4.99. Pair it with a $2.25 well drink and call it a night. • Catch a flick at the newly opened Terrace Theater, The Roxy or South Windermere (only one remains in 2022 and it ain’t The Roxy or South Windy). • Stroll along Broad Street’s Art Walk. It offered 32 galleries in the French Quarter Gallery Association. Then stick around for two decades and do it again on the first Friday of every month. • Dine on the waterfront at Pusser’s Landing. It was called “the Caribbean restaurant that really is from the

Caribbean.” Well, “was.” • Play games at King Street Arcade. Mortal Kombat 4 was there, along with Shock Troopers and Battle Circuit. • Beer break. You could swill brews at the Charleston International Beerfest at the Bus Shed. Tickets cost $20. • Browse the internet on NeoPlanet. Dial tone, anyone? • Wave at Dixie Furniture’s Gus the Gobbler. He was a real live turkey mascot sitting in the window. RIP Gus. RIP Dixie. • Adopt a pet on geocities.com. Geo what? Your guess is as good as ours.

Surfing the net with the City Paper A look at the newspaper’s most popular online stories through the years

ome form of a website for the Charleston City Paper has existed since 1998 at CharlestonCityPaper.com. It’s no surprise, however, that the original website looked far from the sleek, news-forward site City Paper has today. In the late 1990s before the days of Instagram influencers and YouTube tutorials, the World Wide Web was a strange place filled with basic, now antiquated site templates, peppered with bright, over-the-top animation and customized cursors. Most old websites don’t look retro. They look, well, just bad by today’s standards. Thanks to digital archive The Wayback Machine, you can get a glimpse into our digital past by accessing previously cached versions of the site. On Oct. 6, 1999, for example, the City Paper’s main website story discussed a proposed futuristic state-of-the-art light rail system that never came to be. A year later the old site showed the City Paper dabbling in the digital ad sphere with a banner ad for softrugs.com (the “softest rugs in the cybersphere”) and a small sidebar ad promoting a real novelty — a retailer of books, CDs and videos with the unlikely name of Amazon.com. In the top right corner sat an aggressively flashing “WIN A FREE CITY PAPER T-SHIRT” graphic that asked readers to mail in for the giveaway. Google Analytics didn’t appear on the scene until 2005, making it impossible to check the popularity of our earliest online stories, but based on the data we have, here are the top City Paper articles that continue to wow readers around the world:

“Is Lindsey Graham gay?” by Greg Hambrick, 2007 chscp.co/graham-gay A burning question on the minds of readers since 2007, “Is Lindsey Graham Gay?” is the City Paper’s all-time most viewed online story by a wide margin. And it generates new readers almost daily. In fact, pretty much any time the long-time bachelor crops up in the news, this story skyrockets to the top of our Most Viewed list. Two weeks ago on July 13 when Graham was ordered to testify before a special grand jury in Georgia, the story received 360 views just that day.

“OK, Charleston: Here’s the deal with those ‘love bugs’ ” by Lauren Hurlock, 2019 chscp.co/love-bugs Anyone who’s lived in Charleston for more than a year knows exactly what this headline is referring to. What is the deal with love bugs? Despite their cutesy name, they’re a relatively forgettable insect until those two times of year (late spring and early fall) when suddenly they’re freaking everywhere. And we mean that literally. Love bugs emerge each year in May and September, and while they’re getting it on, we humans are cleaning them off our windshields, trying to keep them out of the house and hoping one paired-up couple doesn’t accidentally fly into our unsuspecting mouths. ne of the most popular features of the Charleston City Paper — from its start on Sept. 4, 1997, through today — is The Blotter, our weekly snarky look at crime, drunks, shoplifters and hooligans taken from reports filed by Charleston police. More than anything, these often humorous and odd tidbits of news show a lot of the crap that the boys (and girls) in blue have to put up with week after week.

The first seven Blotter entries From Volume 1, Issue 1

Yuck. While in the booking area, a man from Charleston was charged with the unlawful throwing of bodily fluids after he spit on an officer, hitting him in the chest. The man told the officer he had a “highly infectious disease” and that he would “do great bodily harm to him.” Threats. Another man in the booking area was charged with threatening a public official when he told a correctional officer that he would “get him when he wasn’t looking.” A tickle in his throat. A man was arrested for his seventh shoplifting offense at a local grocery store when officers found two bottles of Robitussin in the front of his pants, concealed by the loose shirt he was wearing. Was it worth it? A man was arrested and charged with strong-arm robbery after he attempted to steal $3 in tip money left for a waitron at a 24-hour restaurant. Butt shot. A man was charged with assault and battery with intent to kill during a

physical altercation with another man outside a nightclub. During the altercation, the man obtained a handgun from an acquaintance and shot the victim one time in the lower left buttock. Fishing for jail. A Charleston man was apprehended and charged with armed robbery after he entered a local department store and attempted to steal two wrist watches and six polo shirts. In the process of trying to escape, he pulled a fishing knife on one of the store’s loss prevention officers and threatened to cut him. Crack (in) head. A 28-year-old male was pulled over by police after he failed to signal for a right-hand turn and failed to come to a complete stop at a stop sign. Officers noticed that the man “had an open bottle of beer in plain view between his legs” and asked him to step out of the vehicle. In talking with the man, the officers noticed a napkin that was visible in his mouth. When he spit it out, the officers found $100 worth of crack cocaine hidden in the napkin and arrested the man.

Pass. Asked to perform a sobriety test, a DUI suspect told officers, “I can’t do that, I have had too much to drink.” Big gulp. A man was found sleeping in the grass near a local homeless shelter. Asked how much he had had to drink, the man responded: “One, but it was about as big as your car.”

Seven best threats from 2007 blotters • Unfortunate comment to one’s own mother: “You’re a dead woman.” • “I’m going to kill you eight ways.” • “If I see you or your kids on the street, you know what time it is.” • A woman called the police to report threats from her ex-boyfriend. Some of the messages ranged from, “You f***king slut, I’m going to kill you” to “I want to get married.” • Fashionable threat: “It won’t be long before your mom is wearing a black dress to church.” • “I’m going to show you what downtown is all about.” • A crutch was left outside a woman’s home with a post-it note that read, “Bitch.”

Best blotters from the 2010s Meat puppet. An employee embezzled eight steaks and a beef tenderloin from a downtown steakhouse. The offender was caught on camera committing the theft. According to police reports, the thief was fired from his last restaurant job for, you guessed it, stealing steaks. Ground control to Major Tom. A man told police that his medication was stolen from his apartment. When CPD arrived, they found no signs of a break-in. The complainant then informed them that the CIA and the U.S.’s defunct mind-control program, MKUltra, were monitoring him. He was informed that, “there were no signs of forced entry and that he is not being monitored by the CIA.” M, N, Ohio, Pee. An Ohio woman caught publicly urinating told an officer, “OK, I admit I peed, but that isn’t mine,” when a glass vial with half a gram of weed was found next to her puddle. Man versus food. Employees of a West Ashley grocery store watched a man eat three bowls of chili, a salad and two doughnuts without paying. When he was confronted by an officer outside of the store, he clarified, “I just tasted it to see if I wanted it.”

Best blotters from the 2020s Zombie tips. A man was arrested after receiving several citations for drinking alcohol on the street. Listed among his belongings was a book titled Dead Drunk: Surviving the Zombie Apocalypse One Beer at a Time. Demon glass. A man told police that he was fighting an evil demon late one evening. On the night, the demon in question had apparently taken the form of a glass window, and the man suffered cuts and scratches to his fist. Charleston hospitality. A man and his family got a taste of Charleston hospitality while walking to dinner when a passerby randomly reached out and gave him a “nipple twister,” as it was described in an incident report. It is unclear if these were his actual words or the official nomenclature of the Charleston police. Not kosher. When asked by police if he had been drinking, a shirtless man who was found lying on the ground replied, “Is a pig’s ass pork?” according to an incident report. Hubba, hubba. A woman arrested for driving under the influence was desperate to avoid arrest, offering the officer “a million dollars and the best orgasm ever” if he’d let her go home.

Beer bulge. Officers noticed a “suspicious bulge” in the pants of a man sitting on a downtown sidewalk. To their relief, and ours, it was discovered to be a 16-ounce can of beer. What a ride. A downtown woman reported her “Silver Phantom” stolen after having purchased it for almost $10,000 recently. Before you get excited about what sounds like an affordable sports car, we have to tell you it’s a golf cart. Resistance. One man wearing a painted vest covered with anarchy symbols, peace signs and the phrase, “Do crime,” was surprised when officers approached, saying he matched the description of a suspected vandal. The man at first denied involvement, but later admitted to painting a white anarchy symbol on a wooden post. What a twist. Nine to go. On three separate occasions over a few weeks, a golf club was used to break through a car’s window and the club was left inside the vehicle. Further research shows a typical set contains 12 clubs, which means we have about nine weeks left.

hen I’m first introduced to fellow Charlestonians as “the City Paper cartoonist,” the reaction I most often get is, “Wait, you draw Blotter? I love Blotter!” And while I enjoy illustrating our endless supply of drunks and petty thieves on a weekly basis, getting to vent about hotbutton topics and political hypocrisy in my eponymous political cartoon — for the past 18(!) of the City Paper’s 25 years — has been the real honor.

By Scott Suchy long the walls of the glamorous offices of the Charleston City Paper, you’ll find an array of large posters with a collage of images, one for every year since 2007. Each poster displays the photos and graphic illustrations on the cover of the issues we’ve published, week after week. We offer these to entice readers and often feel like parents proud of their newborns. As art director, my job is to see each of these covers through, most times as its progenitor, sometimes more like a midwife dealing with the result of someone else’s series of bad decisions following a late night at the Recovery Room. And just like any long-time parent (or pet owner) would know, some children turn out to be great successes. Others can be a painful reminder that chugging a bottle of Grand Ma’ during the comedy festival can lead to many regrets you’ll have to just live with. So here are 25 City Paper covers of note from the past 25 years. Enjoy this visual trip down memory lane.

Nyan Cat (2011) Nyan Cat was big online, so why not create a “real” one for the cover of the College Student Guide? I wound up winning a Press Association award for it even though, according to their comments, the obviously older judges had no idea what it was exactly.

Ectotour (2011) Would a little old-fashioned double exposure trick be fun for a story on hauntings? Sure! Would a poorly executed ghost costume be a little uncomfortable in the Deep South? Absolutely! (Fortunately, I don’t recall anyone misreading the image or intent.)

Food Influencers (2018) What could be more meta and exciting than a photo of someone taking a food photo rather than just a photo of the food? I’ll tell you: A photo of someone taking a photo of something that isn’t food or even a glass of recognizable or colorful liquid. This still gives me the night sweats thinking of how lack-luster this concept turned out to be.

The Charleston Brewery District, a stretch of 10 breweries along the upper peninsula, offers free trolley rides from 1-9 p.m. every Saturday. The ride begins at the top of each hour at Tradesman Brewing Company at 1647 King St. Extension and ends at Munkle Brewing Company at 1513 Meeting St., but you can catch the trolley at any of the places along the route, including Edmund’s Oast Brewing Co., BrewLab, Baker & Brewer and more. Many Charleston restaurants have come and gone over the past 25 years since City Paper first hit the stands. From former beloved places like Martha Lou’s soul food or Southern bistro Carolina’s to newer establishments like Chinese fusion Jackrabbit Filly or recently opened new American Vern’s, the city’s foodscape is ever-changing. While many places have shuttered their doors, the dishes will always be remembered. City Paper spoke with some of the city’s oldest and newest culinary guards to look back at the places they miss most. John Keener, owner of Charleston Crab House, wishes more restaurants served deviled crab. “[It’s] crab meat with spices and stuffing in it,” he said. “Every seafood restaurant 20-30 years ago had deviled crab. Nobody carries it now.” Keener’s once-favorite place to find this dish? Former Shem Creek establishment The Trawler. “It was the original seafood place,” he said. “They had a pirate, nautical theme and it was just fun to take kids there.”

Martha Lou’s once stood at 1068 Morrison Drive, serving up soul food to visitors and locals alike Some former employees at now-closed establishments, like Carolina’s and McCrady’s, are restaurateurs themselves these days. Steve Palmer, managing partner of the Indigo Road Hospitality Group, worked at former Carolina’s as a server in the ’90s. Now, Palmer’s hospitality group owns several establishments in Charleston including Brasserie la Banque, Indaco, Maya and Oak Steakhouse, and in other cities like Charlotte and Atlanta. Though Palmer has a handful of his own restaurants now, there are some places and dishes he misses. “There was a restaurant on Folly Beach called Fire Bistro. And there was a French guy (his name escapes me). [He had] a little 50-seat place and he only made it a couple of years, but the food was unbelievably good.” Palmer also noted that the Old Post Office Restaurant on Edisto Island had “the best grits in the Lowcountry at the time” when Phillip Barden was the chef in the ’90s. Bethany and Dano Heinze, owners of the newly opened Vern’s on Bogard Street, met while working at Sean Brock’s former fine dining spot McCrady’s. Though the couple had lived in Charleston since the early aughts, they moved away from 2016-2021. In just the five years they were gone, some of their favorite frequented places shuttered their doors, the couple said. “First and foremost, Martha Lou’s,” Dano said of establishments he misses most. “We used to love the fried chicken, lima beans and collard greens. And it [was] just such a cool, homey restaurant. It’s the epitome of a mom and pop restaurant.”

Bethany lamented the loss of Two Boroughs Larder, the former new American restaurant that opened on Coming Street in 2011, but closed in 2016. “I thought that they were kind of ahead of their time with the innovation and the food but in a really casual neighborhood.” Two Boroughs Larder initially started as a sandwich shop by Josh and Heather Keeler, but soon turned into a beloved allday cafe, serving noodle bowls, breakfast sandwiches and small plates that earned Josh three James Beard Foundation Award nominations for Best Southeast Chef. Of course, the couple couldn’t forget McCrady’s, where Dano was chef de cuisine and Bethany the bar manager. “It was a truly inspiring establishment for many, many people and just the talent that place bred and cultivated was a real staple in the city,” Bethany said. Owner and chef of Malika Chai Canteen Maryam Ghaznavi said she misses Jestine’s Kitchen because of its history in the city. “Jestine’s was a landmark and possibly introduced many visitors to Southern soul food,” Ghaznavi said. “Raheel and I took my in-laws to Jestine’s before Covid and they still remember that visit!” Ghaznavi and her husband Raheel Gauba have since taken over space for their longawaited Ma’am Saab which is slated to be opened sometine in the early fall. And like the Heinze’s memories of McGrady’s, Ghaznavi and Gauba can’t forget a place that helped shape what CONTINUED ON PAGE 42

Holy Smokes Barbecue Festival finds a new home The Holy Smokes Barbecue Festival will take place on Nov. 19 at Riverfront Park. Returning pitmasters from last year’s festival, like Michael Bessinger of Bessinger’s BBQ and Rodney Scott, as well as new ones, will join the festivities, serving up delectable barbeque offerings. The festival also raises awareness and funds for families affected by pediatric brain cancer through donations to Hogs for the Cause, MUSC Shawn Jenkins Children’s Hospital and the Ronald McDonald House Charities of Charleston. they’ve become: Workshop. “Workshop was the most unique F&B concept in the city and it was sad to see it close when it did,” Ghaznavi said. “My kids were a huge fan of Chuck & Patty’s burgers and Ma’am Saab made some of our most treasured memories at the Workshop.” Others like chef Nico Romo of NICO, Bistronomy and Laura long for former quick, casual dining spots. “I really miss Papa ZuZu’s in Mount Pleasant,” Romo said. “It was one of our favorite lunch spots for us at NICO. We went there at least once a week. The gyro was just awesome.” Papa ZuZu’s was a former Greek restaurant just down the road from NICO that offered other Greek staples like gazpacho, baba ghanouj, various pita wraps and baklava. It has since closed down, but according to its Instagram page, is “in preparation to open in a new location.” For Shuai Wang of Jackrabbit Filly, bygone sandwich shops top his list of places he misses. “I miss everything about Artisan Meat Share,” Wang said of the former Spring Street sandwich shop that cured its own meats before closing in 2017. “There was a ham and peanut kind of sandwich and a really delicious parmesan tripe sandwich. It was just the whole concept of it that was

Artisan Meat Share once cured its own meats for creative sandwiches really fun and I really liked it there.” Butcher & Bee is still open at 1085 Morrison Drive, but Wang misses “the old Butcher & Bee,” located where Neon Tiger is now. The original Butcher & Bee only served lunch 11 a.m.-3 p.m. and late night munchies from 11 p.m.-3 a.m., Wang recounted. And the menu was much different then the current farm-fresh dishes coming out of its kitchen today. The “old” Butcher & Bee served unique sandwiches and turned into a late-night hang out because of its bring-your-own-beer (or wine) policy. What he misses most from Butcher & Bee, though, is the beef tongue sandwich. “I can’t remember exactly what was on it, but I remember I loved everything [about] it.”

Voting was fair, accessible, safe, and secure. In addition, results were accurate and timely, and not one protest was ultimately upheld. This year brought new and exciting changes to how elections are conducted in South Carolina, and these changes would not have been possible without the work of thousands of people across the state.

Thank you to the members and staff of the county boards of voter registration and elections across the state who helped implement these changes in time for the primaries. Thank you to the poll workers who volunteered their energy, time, and commitment to give every one of us the opportunity to vote. Poll workers are a vital part of our republic, and without them elections would not be possible. Finally, thank you to the voters who fulfilled their patriotic duty with civility and without disruption. Voting is a sacred right and honor for all American citizens. 25 years of local music moments

City Gallery will host the 2021 South Arts Southern Prize and State Fellowship Exhibition July 15-Aug. 28. This exhibition tour is displaying the work of South Arts Fellowship recipients, including South Carolina’s recipient from North Charleston Fletcher Williams III. The other artists on display are Tameca Cole from Alabama, Raheleh Filsoofi from Tennessee, Joyce Garner from Kentucky, Myra Greene from Georgia, Jewel Ham from North Carolina, Ming Ying Hong from Mississippi, Keith Calhoun and Chandra McCormick from Louisiana and Marielle Plaisir from Florida. —Michael Smallwood

usic spills from bars, restaurants and venues every night of the week across the Holy City. Songwriters night at Chico Feo. Sunday afternoon rhythm and blues and Monday night hiphop at the Pour House. Jazz fusion concerts at Forte Jazz Lounge. Raucous rock shows at The Royal American. Alternative shows at Purple Buffalo and LO-Fi Brewing. Punk shows at Tin Roof. Funk shows at The Commodore. Southern rock and Americana jams at Awendaw Green. “The most important musical event in Charleston history is the 96 WaveFest at Brittlebank Park featuring Screaming Trees, Matthew Sweet and Cracker,” said longtime deejay Jim “The Critic” Voigt of 105.5 The Bridge. “That proved Charleston was a viable concert destination for national touring bands in the decade to follow, which would explode musically.” Yep, Charleston’s music scene over the last 25 years is nothing less than impressive. Here are some highlights:

1993-1997: 96 WaveFest Charleston alternative rock radio station WAVF “96 Wave” launched 96 WaveFest in 1993 and it continued every year through 1997. 96 WaveFest lineups included Drivin’ N Cryin’, CAKE, Wilco, Butthole Surfers, Joan Osborne, Semisonic, Ben Folds Five, David Byrne, Blue Dogs, 3 Doors Down, Stone Temple Pilots, Cowboy Mouth, 311, Puddle of Mudd and many more. 96 Wave radio was a fixture in the Lowcountry since 1985 before it met its demise in 2007. 1997: Keb Mo at Charleston Music Hall After the Charleston Music Hall’s (CMH) resident big band cabaret-style show, “Serenade,” closed downtown, Rob Lamble’s Ear For Music booked five-time Grammy Award-winning blues musician Keb Mo to help promote the CMH’s stage. “We probably did 100 to 150 shows in there,” Lamble said. “Now Charles [Carmody] and his team

It’s one of the best places in town.” 2007-2008: ChazzFest In the wake of 96 WaveFest’s absence, Shoreline Productions and Fishbait Events put on ChazzFest in 2007 and 2008 at the Daniel Island’s Family Circle Tennis Center, now known as Credit One Stadium. ChazzFest included out-of-this-world performances by Al Green, Buddy Guy, Drive-By Truckers, Toots and the Maytals and Carrie Ann Hearst (pre-Shovels & Rope). 2007: The closing of a blues club Cumberland’s blues club, at its Cumberland and King street locations downtown, kept Charleston’s music pulse strong from the early 1990s up until it closed in 2007. Cumberland’s was a favorite watering hole for college kids and King Street food and bev folks. It’s going to be in the Holy City annals as a huge catalyst for local live music. 2012: Elise Testone on American Idol Blues-rock singer Elise Testone practiced her craft in Charleston starting in 2006. When the soulful singer made it to the national spotlight on American Idol’s 11th season in 2012, it felt like a Lowcountrywide win. She placed sixth in the competition after singing songs like Queen’s “I Want It All” and Jimi Hendrix’s “Bold as

And where else do you go to hear classic Motown blended with an eclectic mix of funk, folk, disco, blues and rock? The go-to station turns 7 next week on August 1. 2015: Riverfront Park Before the High Water Festival graced North Charleston’s Riverfront Park in 2017, it was already shakin’ with Rockin’ the River concert series in 2015 and 2016 with local acts The Dubplates and Jump Castle Riot. In 2015, the park hosted the Lipton “Be More” Tea Festival headlined by The Roots. Then Widespread Panic’s curation, Trondassa Music Festival, posted up in 2018 and 2019 featuring Sturgil Simpson, Big Something, Billy Strings and Black Pumas.

Then, Sister Hazel and Edwin McCain took to the stage in 2017 followed the next year by JJ Grey and Mofro, Whiskey Myers and Yonder Mountain String Band. More than a dozen 2019 shows featured bands from Moon Taxi to Drivin’ N Cryin.’ These days, ’Jammer’s beach stage is an institution.

2019: Benny Starr’s A Water Album Benny Starr recorded his R&B-soul project, A Water Album, in 2019 live at Charleston Music Hall, and his socio-political expression perfectly paralleled his artistic expression. A Water Album is seen as an emblem of Black music coming out of the South, winning the 2019 City Paper Music Award for Album of the Year. 2020/2021: Music Farm closing and reopening Charleston’s homegrown concert venue came to life in 1991 as a haven for gritty alt-rock outfits off East Bay Street before relocating to its current Ann Street location in 1993. Music Farm reopened April 15 this year with two nights of Susto after sitting vacant since the 2020 Covid-induced shutdown. City Paper reveled in the newly opened space for the 2022 Best of Charleston party that spilled out into the Farm’s alley and into Deco nightclub. The comfort it brings just seeing it lit up and bumpin’ again as you walk by is priceless in these strange times. 2020: Ranky Tanky wins a Grammy The Lowcountry Gullah quintet took home the 2020 Grammy for best regional roots album for its 2019 LP Good Time. It was Ranky Tanky’s first nomination for a

Ranky Tanky’s Good Time won a 2020 Grammy for best regional roots album Grammy and the win came just two years after the band’s 2017 album, Ranky Tanky, peaked on the Billboard Jazz Charts at No. 1. 2020-2022: Live music fights for its life Live streaming concerts lifted our spirits when the Covid virus severely impacted performance of local music. One concert that stands out is local synthwave sextext Doom Flamingo’s two-night live stream from the Pour House, “Po House in Yo House.” Outdoor venues Firefly Distillery and Woodlands Nature reserve sprang up out of necessity to meet social distancing demands and have since become staples in the scene. The best news: Live music is back in 2022, stronger than ever.
