In the Ashley River and Goose Creek Reservoir — the two sites where DHEC tested freshwater fish in the tri-county area — PFOS, one of the most harmful types of PFAS, averaged approximately 14,910 parts per trillion (ppt) in tissue samples of fish fillets. Eating one eight-ounce serving of fish at this level is the same as drinking 40 liters of water per month with a level of 90 PFOS ppt, according to a 2023 National Library of Medicine paper. That’s more than 22 times the greatest amount that should be ingested per month, according to the Environmental Protection Agency (EPA) drinking water proposed PFOS maximum contaminant level. The DHEC numbers, however, don’t mean all fish tissue has hazardous concentrations of these chemicals: The 2023 paper also said “international sampling of fish has reported significantly lower levels of PFAS in farmed fish,” or what is generally sold at the grocery store. Rather, the data speak to the magnitude of PFAS contamination in Lowcountry fish and how they might affect

The state agency from July 2022 to June 2023 collected tissue samples from blue crabs, oysters and freshwater fish in water bodies across South Carolina to test for PFAS, an acronym for “perand poly-fluoroalkyl substance.” As reported by the Charleston City Paper in September, these chemicals are made to resist “grease, oil, water and heat.” And these properties also render PFAS nearly indestructible, hence their colloquial name, “forever chemicals.”

study of PFAS in Charleston-area sediment which did identify several PFAS-heavy hotspots. Because these chemicals were unregulated, Fair told the City Paper, it was hard to pinpoint where the contamination might have been coming from. That was over 10 years ago, but Fair said current information surrounding forever chemicals is still “lacking specifics” and taking a slow-moving path towards more regulation. Noted DHEC spokesperson Laura Renwick: “There are currently no standards for PFAS that can be enforced; there are no national standards for these chemicals.” But according to Southern Environmental Law Center (SELC) senior associate attorney Carl Brzorad, the problem isn’t with government standards or regulation. “The Clean Water Act sets forth a very strong regulatory framework that applies to PFAS, just like it applies to any other toxic chemical,” he said. The issue, Brzorad added, is that government agencies like DHEC just aren’t enforcing it. CONTINUED ON PAGE 8

The mayors of Charleston County’s three largest cities are warning elected members of the county’s consolidated school board to get their act together or face consequences. Charleston Mayor John Tecklenburg, North Charleston Mayor Keith Summey and Mount Pleasant Mayor Will Haynie at an Oct. 24 news conference called on trustees with the Charleston County School District to restore transparency to proceedings, stop trying to “micromanage” the district’s superintendent and focus on setting policy. “Let’s go back to educating our kids. That’s the number one priority. Get your differences worked out,” Summey said. The mayors also demanded the board require a supermajority for making critical decisions in an effort to break up the five-member Moms-ForLiberty-backed faction currently ruling the district. If the board cannot work out its differences, the mayors said, they would discuss big changes. “We mayors are prepared to sit down with our legislative delegation and discuss alternate means of school governance,” Tecklenburg said. —Staff reports

James Island mayoral candidates see several challenges for town By Skyler Baldwin James Island mayoral candidates say the town is caught between feeling the growing pains of the greater Charleston area and improving its infrastructure to support its increasing population and longtime residents. At an Oct. 23 meet and greet hosted by community members at the Baxter-Patrick James Island Library, candidates Brook Lyon and Josh Stokes broke down their platforms without the time constraints of larger forums. The third candidate, Gresham Meggett III, was unable to attend, but some of his thoughts are below from an earlier forum. Longtime incumbent Mayor Bill Woolsey is not running for re-election. Candidates addressed several challenges facing the town, including public safety, overdevelopment, flooding issues, traffic congestion, disappearing green space and more. “This town has done some things right, but we can do a whole lot better,” Lyon said. “We have watched, over the years, our island change. Traffic has become increasingly worse; we deal with overdevelopment, increasing crime and drainage issues. It’s unaffordable for many of our

longtime residents to stay here and their children to buy homes here.”

Development

Rampant development is one of the key issues for every election in the Charleston area, and James Island is not immune. Despite being a small town itself, its proximity to the fastgrowing city of Charleston leaves it vulnerable to unmanageable growth that exacerbates traffic and flooding issues, candidates say. “I’ve personally seen truckload after truckload of dirt and rocks brought into areas being developed, creating drainage problems for surrounding properties both commercial and residential,” Lyon said. “This has got to stop.” Lyon added there are town ordinances against this kind of “bad development,” but it’s often an enforcement issue, she said. “It’s an issue that is never going to be solved,” Stokes said. “We’re going to work on it on a daily basis. If the town does not have the urgency to do that and address it ahead of time, then it’s going to continue to be a larger and larger problem as we move forward.” At a virtual forum on Oct. 10 hosted by the League of Women Voters, Meggett said he shares the same sentiments about overde-

velopment on James Island. “My family is 8th generation here,” he said. “I’ve seen the changes here like no other candidate has. The biggest problem is overdevelopment. We need to put a stop to it. All you have to do is go to Johns Island at about 7 in the morning to see what’s going to happen to James Island eventually. “All these developers bring all this dirt and all this gravel in, and they build right next to these old houses and fill in around it,” he added. “Guess where that water runs? Right back into the old houses.” Development along Folly Road has made it one of the most congested corridors in the Lowcountry, and while several projects are aimed at improving conditions there, Meggett said the focus needs to be on preventing similar problems elsewhere. “Folly Road is a done deal,” he said. “Folly Road is just eaten up. What we really need to be looking at is the residential areas of James Island, because Folly Road is just a nightmare. Let’s look at smaller things.”

Transparency

James Island residents say they are feeling increasingly unheard by the town’s government, according to the candidates. “I want residents to feel like they have

a voice with the town and that their voice is actually heard by the town and acted upon by the town,” Stokes said. “And I want residents to believe their town is open and transparent in all of its dealings.” Lyon said a big part of the struggle has been the town’s unresponsiveness to residents’ calls and communication disconnects between town council members and the mayor’s office. “So I plan to have a monthly ‘morning with the mayor,’ ” she said. “We’ll have coffee. We can sit around on the porch at Town Hall. You can share your concerns with me and I’ll do everything in my power to address them, fix them and work with you in any way I can.” In the earlier forum, Meggett said there needs to be a greater focus on residents to get involved in local politics and that generations of apathy have contributed to the town’s greatest issues today. “I’ve been here for 54 years,” he said. “Those of us who grew up here — we didn’t go to Town Council meetings. We didn’t think about these things, and now we’re overdeveloped, and we’re trying to stop it.” Seven candidates are also running for four seats on James Island Town Council. The general election is Nov. 7. Early voting has already begun and will continue through Nov. 3.

A Charleston police officer on Oct. 14 saw a downtown man cross Calhoun Street without using a crosswalk. According to a police report, the officer advised the man to use a crosswalk next time, to which the man replied, “You’re a little bitch.” A short exchange later, and the man was arrested for public intoxication. A lot of effort Security footage revealed a North Charleston man sneaking into a fenced area Oct. 14 behind an auto shop on Ashley Phosphate Road, cutting the lock off a container and taking a single tire from it. The video showed him loading the tire into his car and driving off. This isn’t a suggestion, but why go to all the trouble for a single tire? Surely he could have fit more in his car.

You don’t have to wait until Nov. 7 to cast a ballot. No-excuse early voting for Charleston County’s fast-approaching municipal elections and for the S.C. Senate District 42 special election started Oct. 23 and runs through next Friday. “Early voting gives voters more options, more time and more power to make their voices heard,” said Charleston County Board of Voter Registration and Elections Executive Director Isaac Cramer. “Our early voting centers allow voters to choose when and where to cast their ballots without worrying about long lines, bad weather or unexpected emergencies on Election Day.” Voters can head to the ballot box early from 8:30 a.m. to 5 p.m. Oct. 27 and again from Oct. 30 to Nov. 3. Eligible Charleston County voters can visit any of four early voting centers in Charleston County to cast a ballot. Completed absentee ballots can be returned to early voting centers during the early voting period as well. Early voting centers are located at:

“DHEC continues to encourage all regulated entities to proactively monitor for PFAS but can’t require monitoring except through a permit,” Renwick said. “On a case-by-case basis, DHEC may require monitoring for a specific activity or site in a permit if identified as necessary based on data.” Brzorad broke this concept down even further: For industries to discharge these contaminants into local waterways, such as land application sludge users and National Pollution Discharge Elimination System (NPDES) permit holders, “there’s got to be disclosure” and “treatment using existing technology” to remove them from the wastewater. But these facilities, Brzorad said, often are currently discharging PFAS directly into rivers without consequence, testing or regulation. Additionally, U.S. Department of Defense sites, which tend also to be PFAS hotspots, have conducted groundwater testing, but the process of remediation is ongoing and for many, hasn’t even started, reported the Environmental Working Group this year.

Environmental Law Project attorney Ben Cunningham. They can include certain cancers, unhealthy birth weight and high cholesterol. And because these are often symptoms of other problems, PFAS contamination isn’t the first thing doctors are looking for, Cunningham added. What’s more, he said, no one is testing the concentration of PFAS in the bloodstream. The absence of information about the detrimental effects of PFAS on human health is a part of what Wunderley called the United States’ “innocent until proven guilty” principle in which chemicals “can be developed and brought to market without any research about their health” or environmental impact. Fair added this approach created a widespread contamination crisis that was entirely preventable. And unfortunately, the crisis, Cunningham said, “is going to be an issue for a while.” Companies like 3M and Dupont, which have reached $11 billion in court settlements over forever chemicals, have developed newer PFAS that they claim are safer to replace more harmful PFAS, but Wunderley said these chemicals are merely

an attempt to tweak the chemistry while keeping the product. An Auburn University study found that the new, short-chain chemicals “may pose more risks” than known contaminants like PFOS. “It’s lucrative chemistry, and [these companies] fight hard to protect that,” Wunderley added.

Sitting on hands

“Once EPA establishes an MCL (maximum contaminant level) or other final criteria, DHEC will begin its process of incorporation of the MCL and/or final criteria into permits,” DHEC said in a statement. But the wait is crushing for many frustrated that the agency has been waiting for the EPA to set the stage on PFAS enforcement when a contamination problem is obvious. Wunderley said DHEC has justified stalling because it doesn’t have the information to continue, but “there’s never a perfect dataset. … It’s just long beyond time to act.” Accountability, Wunderley added, could include forcing “the cost of the contamination and pollution back upon the people

How to stay safe

In the meantime, Cunningham advised Charlestonians to take precautionary measures to protect themselves and their families. For example, they could reduce sustenance fishing and follow the DHEC fish consumption advisory guidelines for mercury — DHEC does not have advisories yet for PFAS, only recommendations. But Wunderly noted curbing fishing might not be feasible. He said it becomes an environmental justice issue when people need to fish to survive. He added that in the Lowcountry, some of the heaviest PFAS contamination is in water bodies in low-income areas. Wunderley also cautioned against asking what levels of PFAS humans can safely tolerate — this contamination, he said, should never have existed at all. “There’s a chemical that 3M and DuPont manufactured and put into the consumer stream and is now in every single one of our bodies. I didn’t give Dupont or 3M permission to contaminate my body or the fish in my harbor or anything else. And so that’s where I think the analysis ought to start.”

John Tecklenburg deserves re-election harleston Mayor John Tecklenburg deserves to be re-elected Nov. 7. Despite the convenient complaints of critics running to replace him and a sometimes cranky city council, he’s been a stable, decent, inclusive and reasonable leader over the last eight years. He’s been a considerate public servant dedicated to everyone’s interests, not just a select few. Four more years will give him the time and freedom to keep pushing the city forward and protecting its heritage amidst mounting threats of flooding, overdevelopment and more. Just look at some of Tecklenburg’s accomplishments. He provided the leadership to remove the divisive John C. Calhoun statue from Marion Square, sending a clear message that Charleston is a united city for the future whose diversity is strength. Over the last eight years, his administration has built or renovated 50 parks, playgrounds and recreational facilities across the city. Six new park projects are underway now, which could grow by another two dozen if voters approve a $70 million parks referendum. Tecklenburg is also the guy who has pushed for implementation of dozens of projects to mitigate flooding in the face of the threat of rising seas. He’s been laserfocused on growing the stock of affordable housing throughout the Holy City. And he’s the guy who has pushed to get funding for a bike/walk bridge over the

Ashley River that finally is moving forward. Tecklenburg was the best person to be mayor in 2015 and in 2019. He has provided critical leadership to move us forward in countless ways. Simply put, John Tecklenburg is the decent, caring leader that Charleston still needs. He’s kind. He’s generous with his time. And he listens — something you don’t get much of these days. Make Charleston a more affordable place to live for everyone. 8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate. 9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan. 10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.

Anyone paying attention can see that our school board in Charleston County is dysfunctional. While four members try to focus on student outcomes, the five who make up the majority push chaotic political agendas. How did we get here? The Oct. 13 cover story in the Charleston City Paper about money in school board elections brought up an important question: How were Moms for Liberty (MFL) candidates able to get elected while spending so little? If we’re going to talk about money in our school board races, we cannot neglect to mention another group that ran a slate of candidates — Charleston Coalition for Kids (CFK). These two groups, MFL and CFK, are both 501(c) (4) tax-exempt organizations that can spend unlimited amounts of money on campaigns without disclosing their donors. 501(c)(4)s are also called “dark money” groups. It’s hard to nail down an exact amount that CFK spent in 2022, but we can point to substantial, and unprecedented, amounts paid for consulting, staff and advertising advocating for a slate of candidates. According to our research, CFK has spent $50,297 on Facebook ads since 2018 and ran 84 ads in the 2022 campaign. Much more expensive were multiple 8.5-by-11-inch glossy color flyers that were mailed throughout Charleston County (estimated at least $7,000 per mailer), yard signs that flooded the streets, $20-an-hour canvassers, and a Washington, D.C., consulting team that set up an office in Charleston to manage canvassing. CFK enabled, and in some races directly contributed We must ensure to, MFL wins by splitting the base for moderate-to-leftleaning pro-public education candidates. In District 2 in Mount Pleasant, for example, current are exposed and MFL-backed trustee Ed Kelley won with 32% of the vote not supported. while unknown CFK candidate Grace Cowan’s 20.7% of the vote ate into the moderate pro-public education base of Sarah Shad Johnson, a former constituent board chair. Together Cowan and Johnson got 42.5% of the vote in District 2. In West Ashley’s District 7, two grassroots candidates known for supporting public schools — one a CCSD educator with 10 years of classroom experience and the other a sitting constituent board member — were overpowered by dark money-backed tactics supporting CFK candidate Jen Mieres. This split the vote allowing right-wing MFL candidate Leah Whatley to win with 32% of the vote. In District 9, CFK ran Lee Atwater-style attack ads against seasoned educator and community activist Carol Tempel of James Island. “I was appalled that an organization supposedly advocating for equitable educaWest Ashley tion would resort to base attack ads and manipulation of issues. housands of Lowcountry Halloween enthusiasts paid good money this month to get the living daylights scared out of them at haunted houses in North Charleston and Mount Pleasant. We asked photographer Ashley Rose Stanol to snap some behind-the-scenes pictures as actors prepared to throw buckets of terror at visitors. She also grabbed sobering photos of guests encountering everything from a weird and frightening rabbit creature and flesh-eating baby to bloodthirsty zombies and monsters wandering with dripping chainsaws. At the Southern Screams Haunted House at Holy City Brewing in North Charleston, guests took part in a story that placed them in a backwoods West Virginia house filled with unexpected twists and turns. “Obviously scary, but meant to be fun,” Stanol said. “The actors freakin’ love their jobs.” There was more gore and thrills at Boone Hall Fright Nights where a younger crowd enjoyed a zany, freaky production replete with a haunted house as well as a freak show and hayride. “Both venues had characters walking around the lines trying to scare people in line, which was fun,” said Stanol, who was taken off guard more than once while working to capture the pure fun of Halloween terror. On mental health issues, the industry had a head start. Baker said he noticed a transition in the early to mid-2000s away from the dominant narrative of post-shift partying and toward prioritizing self-care outside of work hours. “I’m a big advocate for Ben’s Friends,” Baker said, which is a national food and beverage alcohol and drug addiction support group started in Charleston by former Charleston Grill general manager Mickey Bakst and Indigo Road managing partner Steve Palmer. Jenkins added the industry followed the maxim “if you need something, say something,” even when today’s resources weren’t available, as in, if someone needed help, everyone would pitch in to assist them. “That part has never changed,” she said.

Even though Machado grew up in “yes, chef!” culture, he admitted that today’s restaurant environments are different. The employees are taught a greater level “of communicating and expressing themselves” that his generation “didn’t have room for,” he said. Macbeth concurred. In her experience, since the pandemic, the industry has “really taken massive leaps and bounds … to drop that kind of culture” of mistreatment and blind obedience. Customers also play a role in the overall environment. “[Cooking] is not easy,” Macbeth said. “People come in and definitely take some places for granted. … I think we deserve a little bit of respect,” she added.

Charleston singer/songwriter Lauren Hall’s new album …To Love You, which debuted Oct. 27, will delight fans of local and country music alike. It’s Hall’s second project recorded in Nashville, with a host of Music City studio session pros as well as producer Dan Frizsell behind the boards. The seven-track “mini-album” shines the spotlight on Hall’s bright, confident voice and her skillful songwriting; she’s equally at home on a pure polished country-pop song aimed directly at the radio on “Girl To Love You” as she is delivering a sassy kiss-off on “Knock Off Love.” …To Love You is strong enough musically to get attention on its own merit, but for the album’s release, Hall decided to take a page from popular artists like Taylor Swift or Beyonce and make the album a surprise, announcing its release on her social media pages at the end of September. “It’s really interesting to figure out release strategies these days because of social media and TikTok,” Hall said. “And I think that it’s changed over the years. They used to call it ‘the rollout,’ where they would have the look of the album and do all this promotion. You can do it that way or the way I’m doing it. “I think it’s hard to keep people’s attention these days,” she added. “If you wait, if you announce it too soon, sometimes people forget about it. So I think doing it at the right time is really important.”

It’s interesting that Hall is emulating the professional strategy of an artist like Swift, because Swift’s music is what originally hooked Hall on country music. “I didn’t grow up on country music,” she said, “and my parents didn’t listen to it. I just had no one around me that exposed me to country music, and then I got into

the genre when I was 12 years old, and the reason I did is that Taylor Swift came on the scene. She was writing these songs from the perspective of a teenage girl. I really connected with that, and that introduced me to the greats like Dolly Parton and Loretta Lynn. I just fell in love with the songwriting and the storytelling of country music at a young age. Once I heard it, it set a model of how I wanted to write music.” Hall’s musical style across her discography is a fascinating tour through modern and traditional country styles, from ’90s new traditionalism to modern-day polished twang-pop. And she said that Friszell’s input as a producer has been invaluable. “Obviously, producers are steering the ship for the music,” Hall said, “but they also are like your therapist a little bit, especially when you’re doing final vocals. There was definitely a level of comfort in knowing that I’ve worked with him before, and I trust

AfroSouth Film Festival returns with a new award, contest The second annual AfroSouth Film Festival returns to Charleston Nov. 2 through Nov. 5 with the launch of a young filmmakers’ competition and an award named for legendary South Carolina actress and singer Eartha Kitt. The festival began last year to celebrate the richness of AfricanAmerican and Southern cultures, foster important conversations on social issues and provide opportunities for emerging talent, said Ricky Taylor, the festival’s executive director Taylor and founder. The festival kicks off this year at 6:30 p.m. Nov. 2 with a screening and panel discussion of South Carolina Educational Television’s documentary Downing of a Flag at the Keith Summey North Charleston Library. This documentary delves into the pivotal events that led to the removal of the Confederate flag from the Statehouse, a significant moment in South Carolina’s history that reflects the ongoing struggle for racial justice and equality, Taylor said. Born in St. Matthews, Kitt is remembered for her acting and seductive purring vocal style. She portrayed Catwoman in the Batman television series. Her popularity in the United States fell temporarily following anti-Vietnam War comments she made in 1968 during a White House luncheon. The festival’s Kitt Award will be presented to an individual who has demonstrated excellence in the dramatic arts to celebrate their contributions to the entertainment industry, Taylor said. The festival has also attracted established industry professionals. Director Julie Dash, who has Charleston ties, and Columbia native writer and producer Tracy Oliver will lead a masterclass for young filmmakers.
