show grim futures if flooding goes unchecked

Two county leaders focus on future-proofing flood zones

As sea levels continue to threaten to swallow large swathes of the Lowcountry over time, county leaders are looking for ways to future-proof their districts.

“We’re working on the climate action plan right now,” said County Councilman Larry Kobrovsky of Sullivan’s Island. “But by just changing our vehicles, we’re not going to change the world. We’re seeing the effects of rising tides and rising temperatures right now. Rather than spending all of our money on [Interstate] 526, I would rather be focusing on flooding.”

The six county council members who have consistently voted to expand Interstate 526 at a cost of $2.3 billion to county taxpayers — Chairman Herb Sass and council members Jenny Honeycutt, Brantley Moody, Joe Boykin, Kylon Middleton and Teddie Pryor — did not respond to requests for comment. Neither did councilman Henry Darby.

Maps drafted by the Federal Emergency Management Agency (FEMA) in 2021 predict what Charleston-area shores could look like with 1, 2, 3, 6 and 10 feet of water, using gradual sea level rise predictions for 2030, 2050 and 2100 and storm surge forecasts. The maps’ usage of six- and 10-foot predictions are based on the low end of major storms (severe storms like Hurricane

Hugo can bring as high as 20-foot surges).

But the threat could be worse than expected. Charleston Chief Resilience Officer Dale Morris told the Charleston City Paper in a November 2023 report that much of the mapping could be out of date due to how quickly development is occurring in the Lowcountry. He also added sea level rise is getting worse faster than expected. The sea level, he said, has risen 13 inches in the last 100 years here. Seven of that 13 was in the last 30 years.

District 2 faces threat from development

Kobrovsky’s District 2, which covers a large tract of coastline along Mount Pleasant, is predicted to feel the heaviest impacts from storm surge, but some developed areas will begin to feel wet with only 1 foot of sea level rise, which is predicted to occur by 2030.

“Every district is different, and mine is right on the edge of the water,” said Kobrovsky, a Republican. “I can’t change what has already been built, but the most important thing we can do now is shy away from building anything new near the water.

“If I could zone additional coastline in my district, I would try to make it all offlimits,” he added. “We have some of the most pristine natural waters in the world,

Charleston man arrested for hit-and-run deaths

Charleston police on Wednesday arrested a Charleston man in connection to a fatal Sunday hit-and-run accident that killed two 20-year-old women from Simpsonville.

“Sunday’s tragic notification to two families — a message no family ever deserves to receive — reminds us of the devastating impact of reckless decisions made by others,” Chief Chito Walker said in a press release.

According to the Charleston County Coroner’s Office, Lizzy Zito and Arianna Gamber died Sunday morning after being hit by a vehicle. They were thought to have been walking near a bike lane on Morrison Drive when a vehicle veered and struck them.

Arrested on two counts of leaving the scene of an accident causing death was Max David Gentilin, 25, of Charleston. He was in custody Wednesday at the Al Cannon Detention Center pending a bond hearing. Police said the investigation was active and more charges were expected. — City Paper staff

and I have the largest coastline of all the county districts. I wish we could make it all a state park and limit development as much as possible.”

Kobrovsky said it would take a lot of buy-in from leaders county-wide, as much of the issue stems from zoning and construction.

“This should be a county-wide effort,” he said. “Flooding affects all of our futures. And development over the years has already happened — we can’t change that — so we have to think ahead, not just reactively.”

District 3 may see the worst

County Councilman Robert Wehrman agrees that the area can only be protected by sea-level rise with a lot of cooperation from area leaders. He said it will take city, county, state and even federal buy-in to give

Community groups step up school improvement demands

At an April 29 meeting of the Charleston County School District (CCSD) Board of Trustees, the Charleston Area Justice Ministry (CAJM) reiterated its demands that the district be more responsive to the community and provide training for school, among other concerns.

Leaders of the 1,000-member interfaith coalition pledged to press the board until the district makes changes. Prior to the meeting, the Rev. Patricia Bligen Jones, a CAJM negotiator, said, “We plan to show up at every school board meeting and have our voices heard.”

Last year, the school board executed questionable employment practices, held unannounced and abruptly called meetings with suspicious and frequent executive sessions. These actions prompted criticism that the board ignored the state Freedom of Information Act.

The actions led CAJM to invite the school board chairman and district superintendent to its recent Nehemiah Action Assembly where school leaders didn’t agree to all of CAJM’s demands.

“The board has created even more doubt than most of your predecessors,” the Rev. Nelson B. Rivers III, pastor of Charity Missionary Baptist Church, told trustees. “Are you effective? Are you fair? Are you equal or do you even care?” he asked. “It is time for the Charleston County School District Board of Trustees to serve all of the people.”

More responsiveness requested

The Charleston Branch of the NAACP also met recently with CCSD Superintendent Anita Huggins and the district’s Chief Academic Officer Michelle Simmons in the lower level at Emanuel AME Church on Calhoun Street.

During their presentation, the educators said more Black and Hispanic students are prepared for kindergarten. However, gaps remain in the number of Black and Hispanic students who are prepared for college and professional careers as compared to white students, said NAACP branch treasurer Jerome Clemons, a Charleston Realtor.

Clemons told the Charleston City Paper he wants to know more of the district’s demographics and how it has changed. “We ought to know exactly the population and what has transpired in the last five years,” he said. “Our progress is good,” he said, “But where are our [Black] students” and how has the racial makeup of schools changed? Huggins and other district employees were scheduled to meet May 2 with the Friends of Burke at the district headquar-

ters to discuss how the district would improve instruction at schools that have fallen behind academically.

“Every year they come up with a new plan, and they are going to improve these schools but nothing happens,” said Arthur Lawrence, president of the Friends of Burke and a 1967 graduate of the school.

“One or two students might achieve, but what happens to kids who are trapped in these failing schools,” Lawrence said.

More politically engaged

Meetings with school officials being held within days of one another is either “serendipity or an urgency of now,” said the Rev. Joseph Darby, senior pastor of Nichols Chapel AME Church in Charleston. “[We] have a school board that has proven itself to be prejudiced to reactionary,” he said.

CAJM and the NAACP, Darby said, are independently trying to “hold the [school] board accountable and, at the same time, try to lay the foundation for politically educated people to make changes in the school board and to take it back from the Moms for Liberty. The hubris of this board is pushing people” for change.

Ethics Commission to hear 39 allegations on Griffin

The S.C. Ethics Commission (SCEC) will convene June 20 to hear 39 ethics allegations against former Charleston City Councilman Harry Griffin, according to an official notice of hearing filed last week.

Blotter of the Week

formal complaint against Griffin in 2019, saying he “used campaign funds from his 2017 city council campaign account to purchase ads for his 2019 candidacy for mayor,” a violation of state ethics regulations. Sutton said he filed the complaint to show people that no one is above the law.

Griffin, who served on council from 2017 to 2021, is accused of five counts of failing to disclose campaign contributions, one count of failing to disclose campaign expenditures, 31 counts of using campaign funds for personal use and two counts of excessive cash withdrawals. All told, the ethics allegations accuse Griffin of failing to report between $300 and $542.64 in contributions and more than $7,000 in expenditures as well as transferring more than $11,000 of campaign funds into a personal account between August 2017 and June 2021. Griffin on April 26 declined to comment on the accusations. He is remembered for spearheading an audit into former Charleston Mayor John Tecklenburg’s expenses in 2019. It focused on an inexpensive batch of double-sided business cards sporting the mayor’s name and contact information on one side, and his wife’s on the other, labeling her as the, “First Lady” under the city seal. An investigation costing the city more than $50,000 eventually found no wrongdoing, according to media reports.

West Ashley resident and Democratic S.C. Senate candidate Ed Sutton filed a

residents the assurance they need.

Wehrman’s District 3 stretches from North Charleston to the peninsula and across the Arthur Ravenel Jr. Bridge to Mount Pleasant.

“My district is more affected by some of the larger development patterns we see in Charleston,” he said. “On some levels, it’s a little more indirect, but focusing on other infrastructure projects like Lowcountry Rapid Transit and some of these other nonsprawl attempts at reversing these development patterns can help.

“It’s a problem that intersects with a lot of the policy decisions we make at the county level, certainly when it comes to transportation and developmental patterns,” he added. “But it’s also something that requires municipalities and state and federal govern-

“One of the reasons I decided to get involved in politics was to push for stronger ethics laws and enforcement,” Sutton told the Charleston City Paper. “Too many politicians in South Carolina don’t think the laws apply to them. I want to make sure that changes and help rebuild the trust that is currently missing. No one is above the law. Ethics and integrity matter.”

Prior to a 2022 decision by the Ethics Commission, whistleblowers who filed complaints accusing S.C. officials of misconduct were barred from speaking about the complaints absent a finding of guilt by the commission. Complainants who violated the rule were subject to misdemeanor charges, up to $1,000 in fines, and up to a year of jail time.

The 2022 change followed a federal lawsuit alleging that gag orders by the Ethics Commission violated free-speech protections. An advisory opinion that the Ethics Commission published in March 2022 held that a closer review of the ethics law determined its confidentiality requirements applied only to the commission itself, not to citizens who file complaints.

According to the April 22 notice, the SCEC’s hearing is scheduled for 9:30 a.m. June 20 at the Commission Hearing Room in Columbia. It will be open to the public. A prehearing conference may be scheduled prior to the hearing to allow the exchange of witness lists and evidence, marking of exhibits and disposition of motions or pleadings.

ments to participate. It’s an all-hands-ondeck problem.”

He said there have been conversations with city and county leaders in search of creative solutions to the threat of sea level rise, including diverting funds from ongoing city projects to flood mitigation in areas of his district.

But one of the biggest challenges, he said, is time.

“Development patterns like what we’re seeing going on now — you can’t change it on a dime,” he said. “These are longstanding things, and it’s a big ship to turn. It takes a while to turn it. Sea level rise, of course, is something we don’t entirely have control over, but we do have control over how we interact with it and how we prepare for it. It’s not going to be easy to change the basic infrastructure of a city, a county, a region, within a five-year or even a 10-15-year time span.”

A downtown woman on April 26 returned to a vacant home she was renovating to find her $1,500 TV apparently stolen. Several “cheesy puff balls” and empty soda bottles were scattered about the living room and back bedroom. Police noted it appeared as though someone had slept in the house overnight, as more cheese puffs were found crushed in a comforter.

Don’t they give you a map?

Charleston police on April 24 arrested a suspected drunken man wearing a bright Hawaiian shirt and driving a gray pickup around a Savannah Highway gas station parking lot. Listen, we get it. It’s so easy to get lost on those big ol’ cruise ships, but to wander that far is just plain impressive.

Not-so-clean getaway

A North Charleston man on April 27 reportedly stole five bottles of liquor with a total value of more than $300 from a Rivers Avenue liquor store. The alleged thief made a break for the front door with the bottles, jumped in his car and then struck another vehicle as he was leaving. Smooth — but we guess it worked, because the investigation is ongoing.

The Blotter is taken from reports filed with area police departments between April 24 and April 27.

Killing medical marijuana is reefer madness

With yet another common-sense medical marijuana bill about to go up in smoke in the S.C. House, South Carolinians could be forgiven for calling their state representatives to ask — respectfully, of course — “Are you high?”

The state of South Carolina needs to enter the modern age to provide alternatives like medical marijuana that work for some people to relieve their continual pain and suffering.

The legislature’s latest outbreak of madness on medical reefer started in mid-February when after nine years the S.C. Senate passed S. 423, the Compassionate Care Act. It would legalize and strictly regulate the use of marijuana for medicinal purposes — as 38 other states have already done. In response, the S.C. House, which used a procedural excuse to kill a similar bill two years ago, moved like a turtle to do … nothing at all. No real hearings. No real negotiations. No real debates. Just week after week of carefully considered inaction, followed by a fast flurry of “my goodness, it’s really too late to consider this” in a hearing as the clock started running down on the legislative session in April.

This might serve as a wryly amusing lesson in the power of parliamentary procrastination — except for the clear and present fact that living, breathing South Carolinians are suffering unnecessarily due to this legislative gamesmanship. Fortunately, it’s still within the House’s power — barely, even at this late date — to ease that suffering by forcing a vote on the House floor. Why? Because after nine years, we know the issue. It’s time for the House to vote.

After all, does anyone really believe our liberty-loving, freedom-caucusing House would be talking about the importance of careful deliberation — of taking their time and getting the details just so — if this were a bill that made it

easier to get a gun or harder to get an abortion? Of course not. Instead, in those cases, we’d be hearing exactly what we should be hearing now — stern warnings about the human cost of inaction and the incalculable dangers of delay — warnings that would actually be true for medical marijuana.

The evidence is clear: cannabis has pain-relieving qualities our opioid saturated state needs. According to the National Academy of Sciences, which reviewed more than 10,000 medical studies in 2017, “there is substantial evidence that cannabis is an effective treatment for chronic pain in adults.” Moreover, “in adults with multiple sclerosis (MS)-related spasticity, short-term use of oral cannabinoids improves … symptoms.”

In fact, the evidence is so compelling that just this week, the U.S. Department of Justice signed off on a Food and Drug Administration recommendation to reclassify marijuana as a less dangerous drug, like prescriptions for testosterone and Tylenol with codeine.

Of course, none of this would matter if the Senate bill in question were a wild-eyed, weed-happy slice of pro-pot agitprop. But as the bill’s sponsor, Beaufort Republican Sen. Tom Davis points out, it’s actually “the most conservative medical marijuana legislation in the county,” with end-to-end oversight of production and distribution, a specific list of covered ailments, and a physician’s prescription required. In addition, pharmacists would only be allowed to dispense in medically-typical forms like tinctures — no smokable flower allowed.

Put simply, this medical marijuana bill is sensible, conservative and humane. If House members want us to believe they have those same qualities, they’ll stop shillyshallying and pass it without further delay.

CHARLESTON CHECKLIST of community objectives

We encourage community leaders to act on these audacious priorities:

1. Deal with the water. Build a strong resiliency plan to harden infrastructure and make smart climate change decisions about development, roads and quality of life.

2. Fix roads, traffic. Repair and improve roads and reduce traffic. Speed up alternatives, including more public transportation.

3. Be smarter about education. Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras.

4. Conduct public business in public. Be transparent in public business. Stop the secrecy.

5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community.

6. Engage in real racial conciliation. If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow.

7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone.

8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate.

9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan.

10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.

ELLIS OAKS DENTAL CENTER

Dr. Christy Fogle, DMD

SOUNDS LIKE TEEN SPIRIT:

IAAM’s center is a big deal for all

The Center for Family History at the International African American Museum (IAAM) is as a beacon of exploration and discovery, offering a formidable platform for people to delve into their rich genealogy.

The center extends its resources and expertise beyond race or ethnicity, warmly welcoming individuals from all backgrounds to explore their familial heritage. While deeply rooted in the mission to preserve and celebrate the diverse histories of African Americans, the center recognizes that genealogy knows no bounds and that every individual’s journey to uncovering their ancestry is equally valuable.

Whether visitors seek to trace African American ancestry, explore connections to other cultures or delve into their family histories from across the globe, the center stands ready to support and guide them on their quest. Through its comprehensive resources, expert guidance and inclusive approach, the center is a hub for genealogical exploration and discovery, inviting individuals of all backgrounds to connect with their past and forge new connections across borders and generations.

African Americans recognize the importance of understanding their roots and tracing family histories back through the corridors of time. One of the profound benefits of African American genealogy is how it empowers by providing a sense of identity and belonging to the collective American. Discovering ancestral stories and teaching others how to embrace their family histories is one of the driving forces behind the center.

What sets the center apart is its commitment to empowering people to uncover their ancestral roots. Unlike traditional museums focused solely on historical artifacts and narratives, we provide a space catered to genealogical research and exploration. Here, visitors are not only spectators of history but active participants in the ongoing quest to unearth their familial legacies. With access to an array of archival resources, guidance from trained genealogists, educational programs and information on DNA testing services, the centeris a pioneering institute that equips individuals with the tools and support needed to navigate the complexities of tracing African American ancestry.

Through the center, people can trace their ancestry through an expansive collection of historical records, including census data, slave narratives, property records and other genealogical documents. Through this collaboration with FamilySearch, visitors have access to kiosks and iPads within the center, providing readily accessible and empowering connections to the world’s largest genealogy organization at familysearch.org.

Research assistants also are available to assist individuals. They offer expertise in navigating archival materials, interpreting historical documents and overcoming research challenges. The center offers one-on-one online (Virtual) Genealogy Consultation Service at $79 for a 45-minute consultation session, a competitive rate when compared to other options for ancestry research. Educational programs, workshops and seminars equip individuals with the necessary skills and knowledge to conduct their own genealogical research. Each month, African American research and history webinars are accessible in-house or online.

Within the center, attendees will find free “how to” genealogy research information and can research family history and genealogy using various popular genealogical records websites and services in the new CFH Research Area. The center also has a growing digital archive of African American research materials: United States Colored Troop Pension Applications, African American funeral programs, slavery-related documents, family bibles — as well as pre- and post- 20th century family photographs. The digital resources contain a variety of previously unpublished artifacts, such as African American military records, family photographs and funeral programs. These archival additions will include oral histories, slavery-era documents and records of marriage, birth and death. Access to research-related articles and videos offer guidance and strategies to support researching ancestry.

The resources at the IAAM Center for Family History can help uncover hidden stories and overlooked contributions within our collective African American history, helping to reshape our understanding of African American heritage. For more information, visit IAAMuseum.org.

Shelley V. Murphy is coordinator of genealogy education at the IAAM and Brian Sheffey is its director of the Center for Family History.

where creativity meets sustainability

Express your unique style, and upgrade your wardrobe in a more sustainable way by following one creative strategy: Support local and independent fashion designers. Not only will this add a touch of exclusivity and art to your wardrobe, but it will also contribute to the sustainable fashion movement in Charleston, which has a blossoming scene.

“We have lost sight of how much value clothing has,” local fashion designer Brandon Alston said. “We buy new sneakers and don’t often appreciate the fact that maybe 15 people worked for so many hours, underpaid, to make that for us. That value is forgotten … I started reworking thrifted clothes to change people’s perception of clothing.”

Fresh Prince Fits offers upcycled menswear pieces

Alston, also known by his brand name Fresh Prince Fits, makes one-of-a-kind menswear pieces from thrifted materials. Alston, who is also an actor, graduates this month from the College of Charleston as a costume design major. He learned in the costume department how clothes can tell stories, he said. And that kind of personalized approach to fashion is exactly what he wants to emulate with Fresh Prince Fits. For example, someone will approach Alston for a custom rework, and he’ll turn a cherished family blanket into a funky jacket.

“When you have a favorite piece, an item with sentimental value, it’s always such a sad moment to me when it gets a stain, or it rips, and you feel like you have to get rid of it because it’s no longer usable,” he said. “It’s really not — we just live in a culture that doesn’t value the work that goes into those items. So my reworking and upcycling, it’s asking, ‘How can I save these items and breathe new life into them?”’ Instagram: @fresh.prince.fits

A Plus drafts fantastical designs

Andrea Tuton, the designer behind the brand A Plus, also likes to tell stories with her clothes. She studied fashion design in New York and Milan, but is mostly self-taught.

“Clothing is so close to us; it’s like a second skin,” she said in an interview at her sunny design studio on James Island. “I find that it’s important to be able to play dress up sometimes and see yourself in whatever light you may need. I’m inspired by the idea of fantasy and reality bleeding together.”

slyly wield power.” The slogan for her brand encapsulates this idea: “for the slayer and the slain.”

Tuton will present what she called an archive of her brand over the last few years at the next Eco Runways fashion show on May 4 (read on to learn more.) Cassie's Shop makes size-inclusive, patchwork pieces

Cassie O’Toole studied fashion design in Philadelphia before relocating to Charleston in 2019, where she developed her brand “Cassie’s Shop.” She uses scrap fabrics to create whimsical patchwork clothes, made in a wide range of sizes, O’Toole said, because often plus sizes are left out of the fashion conversation.

“I never want someone to leave my booth at a market and be like, there was no size for me,” she said. “And that doesn’t happen, because I make my clothes with that in mind.”

Supporting independent designers like A Plus is a great way to upgrade your wardrobe and bolster the local creative community

She’s found Charleston to be a supportive place for her work.

“When I moved here, I didn’t know if my stuff was going to do well. It’s the total opposite — I feel like I moved just in the time where it’s becoming such a movement in Charleston” where more artsy, sustainable fashion feels really “in,” she said.

She’s participated in the Holy City Vintage Market, among others, but mostly sells through her social media thanks to one of her TikTok videos going viral when Bill Murray made a huge order from her store.

“I want my clothes to bring out your playful side and make you feel good. I always say, like, you better be ready for compliments because people are going to talk to you. People are going to want to know what you’re wearing.” @cassies_shop

Room Entertainment.

Both events offer fashion shows this month: Eco Runways at Society Hall on Meeting Street, May 4, and Gullah Gala on May 18 at the International African American Museum. Tickets are still available for both on eventbrite.

Smalls, the designer behind the local brand RèJuvón, said he organized the Gullah Gala to highlight Black designers and bring people together to celebrate Charleston’s vibrant culture. The first Gullah Gala, held in April 2022, featured 20 Black-owned businesses and 12 designers. This year, the event will showcase makers from Morocco, Mississippi and Germany but mostly Charleston.

It’s inspired by the infamous Met Gala, so if you plan to attend, “dress extra,” Smalls said. There will be a red carpet, photo ops, artistic performances, local influencer appearances and more.

“The fashion scene in Charleston is on the rise but it’s not talked about as much,” Smalls said. “We haven’t had that staple fashion event here in Charleston consistently to bring the attention needed to the designers here. With this platform, I hope to change that.”

The May 4 Eco Runways show is another great opportunity to catch a runway show, this one focused on sustainable brands, also called “slow fashion.” The lineup includes A Plus, RBL Swim, MadebyLndz, Thrifter Sister Co, Brooke Wilder and more.

“There is no reason why you can’t be fabulous and sustainable,” ECO Runways founder Elevati said. “Eco Runways is a testament to that.”

Lapp is the glue of Two Blokes Hops

Every family has that one person who keeps the unit strong. It could be Grandma, the base of the family, the matriarch; the cool Auntie who bridges the generational gap; or that one cousin who keeps up with everything and everyone.

That “family member” at Two Blokes Brewing is Michelle Lapp, the life jacket who kept this staple in the beer scene afloat. Hailing from Washington state via Olney, Md., Lapp spent years in nutrition education and a stint assisting in Americorps. Lapp, a Clemson grad, moved to Charleston in 2015, maneuvered through the local F&B scene and found her forever family with Two Blokes in Mount Pleasant.

During the trying times of the pandemic, people lost jobs and their lives. With cities across the country in social turmoil and the world quarantined, the last thing on people’s minds was the state of their local breweries.

Unfortunately during this time, Charleston lost an important member of the craft beer family: Matty Symons, founder of Two Blokes.

His untimely death and navigating the regulations of Covid put Two Blokes in a very peculiar situation. Symons was the owner, head brewer and soul of the space. He made business and financial decisions, and outside of Lapp’s role of taproom manager, had the last say in everything.

Stepping up

With a full plate, Lapp pulled up her boot straps and took on a challenge that most

wouldn’t be able to handle. Her friend and the leader of the brewery was gone. Lapp had to grieve and take on a new set of responsibilities. Most importantly, she had the responsibility of keeping the spirit of Two Blokes and Symons alive.

“So many people considered Matty a good friend,” Lapp said in an interview with Charleston City Paper last year. “He always made people feel like he was paying attention … The whole community reached out [when he passed], and that’s how I formed so many relationships that I have now. A few breweries in particular went above and beyond to assist.”

As the country pulled out of pandemic times, Lapp worked to push the Two Blokes brand forward and honor the legacy of

Symons through good beer. Lapp has helped oversee and assist in several transitions, including the purchase of Two Blokes by Rhett and Haley Anderson, a couple looking to plant their roots in the Lowcountry, they bought the brewery in April 2023. Through the good and bad, sometimes family is all you have, whether it’s through blood or proximity. Two Blokes is thriving. The taproom is bustling, there’s growth in distribution and the vibes are back. Lapp is able to focus more on events like the coming Firkin Fest (held at the brewery on May 26), which highlights a tradition Symons left for everyone to enjoy.

Discarded oyster shells get another chance at life

We have to talk about the smell.

Standing next to a trailer full of oyster shells collected from restaurants around the city, the smell of discarded, uncleaned shells is briny and dank, the evil olfactory ghost of someone’s decadent meal.

“I learned along the way how not to get any of that stuff on me,” said Bryan Luce, Natural Resources Technician, as he flipped open the lid of a blue bin of oyster shells from the lot next to Fleet Landing.

Luce had just emptied four 220-pound bins from the restaurant as part of the South Carolina Department of Natural Resources’ (SCDNR) oyster recycling program.

With a swift glance at the bin’s contents, Luce pulled out a black plastic food handler’s glove and two forks.

“I have quite a nice set of cutlery somewhere from my rounds,” he joked, as he looked for anything else not recyclable that had made its way into the bins.

Luce hefted the bin onto a lift arm that raises it to the top of the trailer and tips it to empty. He used a rake to spread the shells evenly on the trailer bed, sprayed the empty bin with a mixture of Simple Green and water (“it helps keep the flies away,” he explained) and replaced the bin, covering it with the lid.

“We got four bins there,” he said, making a note on his phone as part of his job for the SCDNR’s South Carolina Oyster Recycling & Enhancement (SCORE) program.

From restaurant to reef

“We collect recycling from 40-plus restaurants around Charleston,” said Holly Sommers, SCDNR’s Oyster Shell Recycling and Planting Program Coordinator. “It’s free to them, and we are always trying to enlist more restaurants. Last year, we collected more than 38,000 bushels of shells.”

In the ancient, bouncy truck, Luce continued the route, heading to the ugly alleys behind some of the city’s nicest restaurants and repeating the process, making notes each time.

Delaney Oyster House: 10 bins; Coast: three bins; The Darling; 20 bins; The Ordinary: 5.5 bins; Leon’s Oyster House: 20 bins.

By this time, the trailer was full and Luce headed to a port in North Charleston, the dumping ground for the shells.

“That’s last year’s shells,” he said, pointing to a small hill of shells. “They’re about ready to go back out.”

He pulled up to a mountain of shells and pressed a button to release a waterfall of shells from the back of the trailer onto the mountain. Here, in the open air, there was almost no smell.

Luce explained that was because volunteers come every week to hand-sort the shells, cleaning debris as they go. The rest of the work is done by nature; in the year these shells will sit here, the sun, rain, flies and bacteria will consume any stray bits of oyster or food, leaving the shells almost pristine.

“We couldn’t do this without the volunteers, the restaurants and other partners,

and the Coastal Conservation Association (CCA),” Sommers said. “Since 2001, when the program started, (more than) 48,000 volunteers have donated (more than) 109,000 hours. And the CCA has donated $160,000 in equipment, and they’re funding materials to construct 11 public drop-off bins.”

Once the shells have sat long enough to be rid of bacteria and the water is at least 68 degrees, the shells are either placed in a bag or on a volunteer-constructed wire reef that is dropped in the water near the coast to build up habitat, replanted along the marsh sides or planted loose on state-managed waterways, depending on the SCDNR’s analysis of where shell is needed. A small boat follows the loose released shells, using a pool net to scoop up any trash that may have evaded nature and the volunteers.

More to do

At the dump, Luce has climbed back into the driver’s seat to continue his route and fill up the trailer again. He said he drives about 100 miles a day.

On the way out, Luce pointed at another pile of shells.

“See that pile over there? That’s shells we’ve had to buy — I think from Louisiana — because we can’t get enough shells on our own,” Luce said.

Sommers said that the goal was to collect enough shells locally from wherever oysters are being eaten to meet the needs of the SCDNR’s determination of what’s required to protect the coastline each year.

“You know,” he mused, “it’s not really recycling. When you recycle a Coke can, you don’t get a Coke can back, you get something else. But with oyster shells, you get back more oysters and shells. It’s more like replanting than recycling. They get to have another life.”

Perkins’ painting “Playpen” won the statewide poster design competition that accompanies the annual North Charleston Arts Fest. She was awarded with a month-long solo exhibition, opening this weekend at Park Circle Gallery.

Artist Perkins shares Sowing Seeds

Each year as a part of North Charleston Arts Fest, the annual city-wide celebration by the City of North Charleston’s office of cultural arts, there’s a statewide poster design competition.

The winner of this year’s poster design contest, Charleston native Jirah Perkins, was awarded a month-long solo exhibition at Park Circle Gallery — among other honors, like having her winning painting “Playpen” acquired by the city’s public art collection and seeing it used on all of this year’s promotional materials for Arts Fest. “PlayPen” was the winning piece out of 106 entries from 43 artists working in 20 cities across South Carolina. The colorful abstract painting connects the imaginative play of childhood with making art: The silhouettes shown in the mostly blue artwork are from images the artist captured of her toddler son, Jace, while he was busy playing in a world of his own.

Her solo exhibition, on view until May 31 with an opening reception from 5-7 p.m. May 4, is titled Sowing Seeds. It’s the second solo exhibition for Perkins, who works out of a studio at Summerville’s

Public Works Art Center. And this show is drawing on some of the same themes from her last solo, held at the Saul Alexander Library in 2020, titled Miss Mary Mack

“I definitely consider this body of work a continuation of Miss Mary Mack,” Perkins told the Charleston City Paper. “Sowing Seeds is about emerging into adulthood” she said, and in the process, contending with, dreaming about and healing from our childhoods.

Perkins said Miss Mary Mack was created out of her desire to share Black girls’ shared childhood experiences of joy, specifically by highlighting games played by young girls, as the exhibition title references.

Visual storytelling

Perkins’ paintings explore these themes skillfully through color, composition and texture. She’s honed in on a distinctive, abstract, color-blocking style in the last few years, and with the way she paints, her figurative artworks take on a sort of timeless and spiritual quality: Some of the figures are painted in hues so close to the background color, they nearly disappear into the composition, while others are more

Arts, etc.

Call for art: Flowers for Palestine

The community-led group Flowers for Palenstine invites artists to submit artwork that ignites conversations about justice, freedom, Palestinian resistance and hope. The group is seeking submissions before May 27 in visual art, poetry, performance or multimedia installations. The show will be held at Hed Hi Studio from 5 p.m. to 8 p.m. May 31. All the proceeds from an artwork raffle will go directly to Palestinian families in need of aid. Find the submission link and more info at @Flowers4Palenstine on Instagram.

prominently presented.

So Perkins’ viewer might find themself questioning who’s really here in this image; who’s a representation of a childhood memory, or a future self, or an ancestor? Perkins seems to say in Sowing Seeds that we can access the past and future in the present moment if we pay attention to how we’re acting on both the individual and collective level.

“Especially as a mom, now, I’ve spent a lot of time just reflecting on our human experience as one and also as a collective,” Perkins said. “We’re constantly sowing seeds into each other — whether you’re working 9 to 5 or you’re an entrepreneur or a stay at home parent — We all have a purpose here. And we also all have the power to cultivate a new future. We are the village.”

Perkins’ art business is called “Ujorii Fine Art,” which originates from the combination of the Swahili term, “ujima,” meaning collective work and responsibility, and “satori,” a Buddhist term which means sudden enlightenment and understanding. It makes sense considering the hopeful and spiritual images she presents.

Her hope for viewers of Sowing Seeds, she said, is that people feel inspired to live more authentically and embrace the commonalities of our human experiences.

Jirah Perkins’ solo exhibition Sowing Seeds is on view at Park Circle Gallery May 3-31. Opening reception 5-7 p.m. May 4. Learn more about the artist at ujorii.com.

Charleston County School of the Arts (SOA) senior Jessie J. Leitzel is set to represent Charleston county and the state of South Carolina at the Poetry Out Loud National Finals in D.C. this week. Leitzel, who secured her place by winning the state championship, will compete for the title of national champion and a $20,000 prize.

Huriyali hosts acoustic concert series

CLUB

Musician Corey Campbell (of the Charleston based band Babe Club) is bringing a listening room style concert series to Huriyali’s back patio and garden. The series kicks off at the downtown restaurant on May 3 with John Brewster and Nick Poulin. Later this month, Jenna Desmond and Taylor Lee Czer will perform on May 17, and on May 31, Admiral Radio and Gritty Flyright take the stage.

Campbell said he created the concert series to showcase local singer-songwriters in an intimate venue, explaining that he and his musical peers have been missing such local spaces to perform downtown, like The Eclectic Cafe and Vinyl, for example, which closed in 2018.

“ It’ll be cool to see what this event could look like, what the response will be. We’re kicking it off really strong with these artists.” —Campbell

“I’ve been feeling for a while there hasn’t really been much space to showcase songwriters here in town … [The] Royal American or Lo-Fi, those aren’t really places for songwriters to me. And so when I brought the idea to [Huriyali owner] Tom, he wanted to throw a line out to the community — This concert series is like a trial run for something that could continue recurring.”

Campbell brought the concert series idea to Huriyali owners Tom McFall and Ruchi

Mistry. They’re excited, Campbell said, to host the series and offer a new experience to the community. The co-owners decided to also offer special drinks and light bites for concert goers.

“Definitely come hungry! We’re going to have natural wines to pair with the food,” Campbell said. “So it’ll be a really curated night, not only for the music but also for the food and sensory experience.”

For the first three concerts, Campbell selected artists for the lineup who are really involved in the music community here — like Czer, who founded the local arts publication 9-5 Mag, and Desmond, his bandmate from Babe Club.

He also said showcasing artists who can benefit from the more intimate venue experience is a founding vision of the project: Like John Brewster, performing on May 3, who makes music that Campbell called “chill, beautiful, lyrical music,” or Admiral Radio, who makes singer-songwriter folk-country.

“I’ve seen [Admiral Radio] at Royal and they always kill it,” Campbell said. “They sound amazing. But I feel like unless they have a full band, it’s hard to really keep the loud bars’ attention. The way that they sing, the way they perform is so engaging, it just demands a more attentive listening space. And so I figured this would be a good opportunity for them to connect in a way that they deserve to be heard.”

Campbell said he’s excited to kick off the series with great artists this month and he’s got high hopes for what this event series can blossom into.

“It’ll be cool to see what this event could look like, what the response will be. We’re kicking it off really strong with these artists.”

SUBJECT TO CHARLESTON COUNTY TAXES

TERMS OF SALE: The successful bidder, other than the Plaintiff, will deposit with the Master in Equity at conclusion of the bidding, five (5%) of his bid, in cash or equivalent, as evidence of good faith, the same to be applied to purchase price in case of compliance, but to be forfeited and applied first to costs and then to Plaintiff’s debt in the case of noncompliance. Should the last and highest bidder fail or refuse to make the required deposit at the time of the bid or comply with the other terms or the bid within thirty (30) days, then the Master in Equity may resell the property on the same terms and conditions on some subsequent Sales Day (at the risk of the former highest bidder).

Should the Plaintiff, or one of its representatives, fail to be present at the time of sale, the property is automatically withdrawn from said sale and sold at the next available sales day upon the terms and conditions as set forth in the Judgment of Foreclosure and Sale or any Supplemental Order.

A personal or deficiency judgment having been demanded by the Plaintiff, the sale of the subject property will remain open for thirty (30) days pursuant to Section 15-39-720, Code of Laws of South Carolina, 1976; provided, however, that the Court recognizes the option reserved by the Plaintiff to waive such deficiency judgment prior to the sale, and notice is given that the Plaintiff may waive in writing the deficiency judgment prior to the sale; and that should the Plaintiff elect to waive a deficiency judgment, without notice other than the announcement at the sale and notice in writing to the debtor defendant(s) that a deficiency judgment has been waived and that the sale will be final, the bidding will not remain open after the date of sale, but compliance with the bid may be made immediately.

NOTICE: The foreclosure deed is not a warranty deed. Interested bidders should satisfy themselves as to the quality of title to be conveyed by obtaining an independent title search well before the foreclosure sale date.

The successful bidder will be required to pay interest on the amount of the bid from the date of sale to date of compliance with the bid at the rate of 6.62500% per annum.
